  • Lagos plans digital library

    The Lagos State government has commenced work on an online knowledge database that would serve the needs of various levels of learners.

    Speaking on the digital library project at the Ministry of Education conference room last Thursday, the Special Adviser on Education, Mr Obafela Bank-Olemoh, said the database would be accessible free of charge on computers and other digital devices with internet connection from all over the country.

    He said the portal, to be called www.educatelagos.com, would contain e-books, 1,600 videos covering English, Mathematics and Sciences for all levels of learners, 2,000 study aids for key subjects for secondary school learners, vocational training videos, history of Yoruba, Lagos and Nigeria, and online course on coding.

    He added that the first phase of the digital library project, which would include study aids, tutorials, instructional videos, the history and an online forum, would be launched in January, next year.

    “The governor has approved for us to start the digital library project. The portal would be called educatelagos.com and we are focused on providing access to knowledge for every Lagosian,” he said.

    Bank-Olemoh added that the government is renovating public secondary school libraries under its Project 350 (schools) Libraries so that pupils can also access the educatelagos portal from their schools.

  • Lagos seeks partners on housing deficit reduction

    Lagos State government has called for Public-Private Partnership (PPP) to reduce the state’s 2.5 million deficit in the housing sector.

    The Commissioner for Housing, Mr Gbolahan Lawal, said this in Lagos, during the Institute of Directors (IoD) induction at Eko Hotel and Suites.

    According to the Commissioner,  the government cannot make housing available because of the  others needs calling for the government’s attention.

    Lawal explained that to bridge the  housing gap, a lot has to be considered, including the reduction of infrastructural commission, construction financing and transportation cost.

    He however assured that the state government would continue to explore opportunities for low income earners to access homes through the many schemes it has put in place to make housing affordable.

    This, he said, include focus on the land, allocations, and location that will ensure that less amount is spent on infrastructure which will further reduce housing cost.

    “The government will continue to see that the cost of construction is drastically reduced by making sure that those houses are located where their infrastructure is affordable. We will remain committed to the housing policy, which is our developmental agenda,” he said.

    Lagos ’ll tap tourism potential, says Ambode

    Lagos State will tap the full potential of its diverse cultures and tourism in its determination to diversify the economy, Governor Akinwunmi Ambode has said.

    He spoke at the Ikeja Division’s Colloquium to mark the state’s 50 years celebration, which took place at the Lagos Airport Hotel, Ikeja, on Saturday.

    He said the Golden Jubilee celebration was an opportunity to tap the state vast potential in tourism to create new investment and jobs for youths.

    At the event in which the co-Chairman of the Lagos @50 Festival, Prof. Wole Soyinka, made brief appearance, Ambode, who was represented by the Special Adviser to the Governor on Housing, Mrs. Aramide Giwason, said the governmentwould ensure that all divisions of the state display their rich cultural heritage.

    On the theme of the colloquium: “Hidden cultures and multiple identities in Lagos”, a speaker, Dr. Olu. Adewale Adeniran, urged the government to focus on Badagry, which he described as a treasure trove of culture and hub of tourism.

    Adeniran, who is the director of the Osogbo, Osun State-based Centre for Black Culture and International Understanding (CBCIU), said most cultures and languages, especially in that axis, might go into extinction, if government failed to intervene.

    He called on the government, to, in conjunction with the Federal Government, begin the process of ensuring that the Sangbeto-Sowero, was listed by the United Nations Education, Scientific and Cultural Organisation (UNESCO) as a global culture.

    He recommended that government should begin to build employment opportunities around local industries involved in creation of the regalia and costumes of some of the masquerades, and the transfer of knowledge of the chants, incantations and songs inherent in some of them.

    He said some of the cultures and languages of the people were under intense threat from “imported religions” like Christianity and Islam, which, he added,were out to “kill any form or trace of paganism in the lives of the new converts in their quest for a new promise of heaven”.

    He said if government was desirous of building a culture-based and tourism economy, it should begin by improving on the road network and construct decent and affordable hotels around Ajara, Badagry, Porto Novo and Topo and Igolo, and encourage tourists to some of these sites that were almost extinct.

    Welcoming dignitaries to the event, Chairman of the Ikeja Division of the festival, Chief Olawale Cole, said the colloquium was designed to bring to the front-burner the hidden cultures and multiple identities of the division as part of the investment and tourism potential of the area.

    He promised that the committee would continue to brainstorm to bring the cultural potential of other nationalities that made up the division to the fore.

    Speaking at the event, Soyinka’s co-chairman Chief Rasheed Gbadamosi praised the governor for his commitment to culture and tourism.

    He said the sector, if properly managed, could generate huge direct and indirect employment for youths.

     

    He noted that the network of roads and the light-up Lagos project, which is going round the state, would change the face of the economy and stimulate the private sector to drive the process.

    Hailing Adeniran for his”brilliant paper”, Gbadamosi said the colloquium would stimulate debate that would lead to the revival of some of the cultures and practices threatened by modernity.

    He thanked the Ikeja Division for blazing the trail and contributing richly to the celebration.

    Man, 56, two others remanded for ‘cocaine trafficking’

    Justice Babs Kuewumi of the Federal High Court in Lagos on Monday remanded Ezeanya Emeka Paul, 56, and two other persons in prison for alleged cocaine trafficking.

    The two others are Obi Chukwukwnene Edwin, and a woman, AbdulRasheed Rashidat Olanike.

    First defendant Paul is standing trial on a count of cocaine trafficking, second defendant Edwin on a count of heroin trafficking, while Olanike is facing two counts of cocaine and heroin smuggling.

    The charges were preferred against them by the National Drug Law Enforcement Agency (NDLEA).

    During Paul’s arraignment, State prosecutor, Mr. Austin Nwagu, informed the court that the first defendant was arrested by the NDLEA after he was found in possession of 1.47 kilograms of cocaine at the Murtala Muhammad International Airport, Ikeja, Lagos.

    He said the defendant had been a passenger on a plane from Brazil to Dubai, United Arab Emirates (UAE), which made an emergency landing in Ikeja.

    For the second defendant, State prosecutor, Mrs. Juliana Emabo, alleged that Obi was arrested with 1.575 kilograms of heroin, at the Murtala Muhammad International Airport, last May 3, on his arrival from Dar es Salaam in Tanzania..

    Mr. Abu Ibrahim, state prosecutor, informed the court that Olanike was arrested at the same airport, last May 18, with 970 grammes of heroin, and 155 grammes of cocaine, during an outward clearance of passengers on an Ethiopian Airline Flight to Guangzhou, China, through Addis-Ababa.

    The defendants denied the charge.

    Justice Kuewumi found the oral bail applications of defence counsel, Mr. B. O. Aikhegbe and E. U. Okenji, without merit and granted the prosecutors’ application for remand.

    Ezeanya was remanded till his trial date of September 29, while Olanike and Obi will be in prison custody till their trials begin on September 28, and October 19, respectively.

    Lagos plans to upgrade 21 secondary schools’ libraries

    •State digital library takes off

    Plans have been concluded to upgrade 21 secondary school libraries in the six educational districts in Lagos State with the take-off of the state digital library project.

    The Special Adviser to the Governor on Education, Mr. Obafela Bank-Olemoh, who said this in a statement yesterday, added that the libraries would be upgraded this year.

    According to him, the government’s private-public-partnership initiative tagged: “Adopt-A-Library”, was geared towards transforming the public libraries into modern and ICT-enhanced knowledge centres.

    He said the Ipaja Public Library has been upgraded and the Ilupeju Public Library was upgraded by Custodian & Allied.

    Bank-Olemoh added that the Herbert Macaulay Library, Yaba is under renovation by Guaranty Trust Bank.

    He said the libraries and ICT centres at Ireti and Falomo Secondary Schools were upgraded by ARM Pensions. Citibank also upgraded the library facility at Government Senior Secondary School, Victoria Island, Lagos.

    He added that PricewaterhouseCoopers and Leadway Assurance have committed to adopting school libraries in Victoria Island and Surulere.

    Speaking on the digital library, Bank-Olemoh said the project was in line with the vision of Governor Akinwunmi Ambode.

    According to him, it was aimed at providing unlimited access to knowledge for all through the collection and curation of digital content through an online portal.

    The portal, he added, would be accessible via an internet connection on a range of devices, including desktop computers to feature phones.

    He said the content would include, among others, E-books on numerous topics, 1,600 videos covering English, mathematics & sciences for all classes, 2,000 study aids in key subject areas for secondary school subjects, quality research papers from Lagos State tertiary institutions covering a wide variety of topics to be digitised for the platform, vocational training videos, creatively presented history lessons as well as online course on coding.

    The  said the first phase of the digital library would be launched in January 2017, adding that on completion of this phase, the digital library will feature Study Aids, Tutorials, Instructional Videos and selected e-books for Primary to SS3 approved texts, Brief History of Lagos State and an Online Forum.

    The Special Adviser to the Governor said the digital library is principally designated to benefit all Lagosians, just as he said that the platform would be accessible from around the country and around the world.

    He added: “It would also be designed to ensure optimal user experience for the designated community, which includes producers of content, publishers of approved school textbooks

    “Lagos State Library Board content providers, external content providers, external providers could include individuals who want to self-publish, providers of study materials who provide their resources for a fee and other third parties.

    “One of the key mandates of his excellency is that we solve problems and create value. In creating the digital library, we are committed to ensuring that we are not just setting up “another online portal”, but providing a solution…”

    Sheriff casts long shadow on Lagos PDP crisis

    The crisis within the Lagos Peoples Democratic Party (PDP) mirrors the current division at the national level. The General Assembly meeting in Lagos was disrupted by youths loyal to the Sen. Ali Modu-Sheriff faction. MUSA ODOSHIMOKHE, who was at the event, reports that the leadership tussle has permeated the states.

    At a time the Peoples Democratic Party (PDP) is embarking on a fresh reconciliation and observers are saying that there are now prospects of peace; the crisis in the party reared its head in Lagos last week.

    The optimism followed last week’s national caucus meeting convened by the Sen. Ahmed Makarfi-led National Caretaker Committee and attended by members of the Board of Trustees (BoT), state governors and principal members of the National Assembly elected on the party’s platform, where stakeholders agreed to hold a fresh convention in Port Harcourt, the Rivers State capital, on August 17, to elect new national executives.

    But, the fracas that took place during the Lagos General Assembly meeting last Wednesday suggests that there is a deep rancour between the Makarfi-led faction and the one led by the out-of-favour National Chairman, Sen. Ali Modu-Sheriff. Right from the beginning of the meeting, stakeholders conducted themselves in the atmosphere of fear and suspicion.

    The meeting was convened to look at the challenges of the party and prepare for future elections in the state. The General Assembly was also expected to take a position on the crisis at the national level; the chapter was to decide its position over who controls the national executive between Makarfi and Sheriff.

    As the house moved the motion for the ratification of the efforts of the Makarfi-led National Caretaker Committee to proceed with the task of rebuilding the party, pandemonium was let loose. Though the endorsement eventually scaled through, it process was momentarily disrupted, as some members of the party led by the Lagos West Senatorial candidate during the last general elections, Segun Adewale (a.k.a. Aeroland) stormed the secretariat with youths loyal to Modu-Sherriff. at about 9.30 am.

    The youths, who forcefully entered the secretariat at about 9.30am, later engaged supporters of the Makarfi-led faction in a fight. This caused some uproar at the secretariat. The Lagos chapter’s Organising Secretary Taiwo Kuye and two other members sustained machete cut in the process and were later rushed to the hospital.

    The meeting later resumed but it was held amidst fear and suspicion. Deputy Chairman Sakirudeen Olabiwonnu was in-charge of the proceedings, because the Chairman, Moshood Salvador, came in late.

    Olabiwonnu apologized for the interruption, adding that it caused by divisive elements bent on dividing the party. He added that no individual can kill the collective aspirations of the people and that those who want to hold the party to ransom will be disgraced. He said what was paramount for the party was to take it to greater heights where every member of the party and Nigerians will happy and pray for the party to bounce back to power.

    Salvador also assured members that he would work towards bringing peace to the chapter, by providing a level-playing ground for every member. He said: “We will not allow those bent on creating problem to distract us. God will support us to surmount the internal wrangling. What happened today is the height of indiscipline. I have moved across party lines, but have never witnessed this type of distraction. I was in the defunct National Republican Convention (NRC) and the Alliance for Democracy (AD), there was never a time a member had the effrontery to take the party to court.

    “It is in our constitution that you must solve the problem within; and, if you remember, our founding fathers used to say anything that happened in the PDP is a family affair. These people are telling us that they are not part of the family. For any person to come and try to put commotion into what we do or cultivate court cases against any member, shows that the person is not normal.”

    Commenting on the uproar, an aide to Adewale, Mr. Tosin Odunsi, said they were not in the secretariat to fight anybody, but to restate that due process must be followed. He said: “Adewale is the popular party chairman in the state. He has been supporting the party all the way, to make the party great. But, what we are saying is that we want change in leadership, because those who have been leading the Lagos chapter have not won any election in the last 16 years.

    “The Bode George group wants to be using the Lagos secretariat, but we said no, there are court cases pending; it is when those cases are trashed out that we will know who should use the secretariat, the Salvador or the Adewale-led executive.”

    Observers have attributed the leadership struggle in the PDP as a payback time for the party, saying Nigerians suffered under the party’s watch when it was in control. Buttressing this position, Ondo State All Progressives Congress (APC) governorship aspirant, Dr. Olusegun Abraham, said the party is the architect of its own nemesis. He explained that it is God’s hand at work, because the party mismanaged the commonwealth of the people.

    Abraham said the way the PDP led Nigeria in its 16 years at the helms brought the country into the kind of mess it has found itself today. He said: “If the PDP is in crisis today, it is because the party has been thrown out of its avarice and gluttonous tendencies. That is what has replicated itself in Ondo; the government is beating its chest that it has provided service; whereas my people are suffering, civil servants are being owed and agriculture which used to a major contributor to the nation’s wealth has fallen from the pinnacle.”

    Former PDP Deputy National Chairman, Chief Olabode George, has consistently appealed to those in court to align with the principles of the founding fathers. He urged those in court to have a rethink in order to move the party forward. He said: “All we are looking for is the solution to move the party forward. I passionately appeal to Sherriff and others to withdraw their cases from the court, if they are truly committed to the progress of the PDP. I am also appealing to those in the Southwest to remember that posterity will not judge them rightly, if they fail to do what is right.

    “We have to re-strategise in a manner that will take care of the fact that we are not in government. Our strategy must reflect the fact that we are in opposition and we must be a credible, formidable opposition. Otherwise, the public will not believe us; they won’t trust us.

    “What Sherriff does not understand is that the PDP is not the defunct All Nigerian People Party (ANPP). The PDP is a formidable grassroots political party and we have an incredible resilience. Of course, it is affecting our focus, because of the court injunctions; political parties are not run that way.

    “I want to say also that we should take part of the blame, because when this judicial rascality came into the party, there is a section in the party’s constitution that forbids any individual from going to court without exhausting all the avenues within the party.”

    But, the Deputy National Chairman of the Modu-Sherriff faction, Cairo Ujuogboh, said the faction is ready to end the crisis on the condition that it is allowed to hold a fresh national convention and handover to a democratically-elected national chairman.

    He said: “As far as I am concerned, Ali Modu-Sheriff is ready to step down, but he does want to be disgraced. He must be given the opportunity to sit at a convention where he will hand over the affairs of the party properly. This is what we have told the governors; what is fair is fair. Sherriff did not say he wants to continue to be chairman. What he said is that he wants to handover to a democratically-elected chairman.

    “As far as the law is concerned, Sherriff is still the PDP chairman today, but he is ready to convene a convention to handover. The crisis rocking the party is because of 2019.”

    The crisis has taken its tolls on the governorship election coming up in Edo and Ondo states. No sooner the Makarfi-led committee endorsed Pastor Osagie Ize-Iyamu as the candidate of the party for the Edo September election, than the Sherriff group declared it illegal.

    Sherriff went ahead to produce Matthew Iduoreyekemwen as the party flag bearer. The Independent National Electoral Commission (INEC) has however recognised Pastor Ize-Iyamu as authentic candidate of the party. The matter is still pending the determination of the court. Reacting on the development, Ojougboh said INEC was yet to communicate to the party and that the matter was under review.

    He said: “As we speak today, the order of the Federal High Court in Abuja specifically ordered INEC to accept Iduoreyekemwen’s candidature. As such, the Port Harcourt judgment cannot reverse the specific orders that INEC can only accept candidate for the Edo and Ondo elections from the Sherrif-led PDP.”

    Ize-Iyamu said he would not be distracted by the development, adding that his efforts were geared at ensuring that Edo returned to the PDP. He said: “A lot of our members are worried, but quite frankly, I’ m not. I believe it will sort itself out. I know that there is a lot of engagement on-going at the various levels. At the end of the day, the matter will be sorted out.

    “To worry about it amount to distraction. I have chosen to focus on the issues here rather than issues I have no control over. I’m happy that the primary we had was witnessed by INEC and they have expressed satisfaction with the transparency of the process.”

    Since the emergence of Modu-Sheriff as the party’s helmsman, the opposition party had been thrown into chaos; rendering it incapable of playing its role effectively. From all indications, the party is making frantic efforts to put its house in order. Sen. Makarfi told reporters after last Thursday’s meeting that the party would amend its constitution to address some of the reasons why a Federal High Court, sitting in Abuja, nullified the last amendment done by the party.

    He said: “We discussed some programmes leading to the convention, meaning that the national convention will hold on Aug. 17 in Port Harcourt, where we will elect new national executive officers of the party. We have also discussed and agreed on a new amendment to the constitution in view of recent court judgments in order to align the constitution to the judgments that have been delivered by court of competent jurisdiction.”

    Makarfi said the committee’s reconciliation process is yielding positive result, as evidenced by the presence of Sen. Buruji Kashamu, a close ally of Sheriff. His words: “You can see for yourself, our brother, friend and associate, Sen. Buruji Kashamu; that is evidence of the reconciliation making progress. I can assure you that we will never foreclose full reconciliation with the disputed National Chairman, Sen. Ali Modu Sheriff and another person that may still be associated with him.

    “What we want is an all inclusive PDP; with an equitable, fair and just system. We have equally set up a special committee led by the Deputy Senate President, Ike Ekweremadu, to further cement the reconciliation going on in the Southwest, so that all issues that must have led to the division in the region would be resolved accordingly.”

    But, how far can the PDP go with the current reconciliation effort?

    Lagos State Government is committed to ensuring a flood-free city in its fight against the damaging effects of climate change, Commissioner for the Environment Dr Babatunde Adejare, has said. Speaking at a media workshop organised by Coastal Cities at Risk Project in Lagos last Thursday, Adejare said the government invested in effective drainage system and has created an enabling environment for private sector participation in waste disposal and flood prevention.

    He decried the attitude of those who still defecate and also dispose their waste improperly, saying about 13,000 tons of waste are generated in the open daily. The government, he said, lacked the financial and technical capacity to evacuate the waste and needed private participation sector’s support to do it.

    “There are houses in Lagos which do not have proper toilets and the landlady is collecting rents there, people throw away their refuse in our drainages causing flooding. Lagos does not have the capacity yet to take waste management to the level it should be so we need more capacity in that respect. We need to realise that governance is shared responsibility between those in government and the people,” Adejare said.

    The workshop with the theme:  “Building capacity towards effective communication and agenda setting for enhancing resilience to climate change in Lagos,” focused on the report of a research project on coast al cities at risk of climate change.

    The project was carried out by researchers at the Department of Geography, University of Ibadan and it focuses on the effects of climate change on the coastal city of Lagos. Other cities involved in the project include: Bangkok in Thailand, Vancouver in Canada and Manila in the Philippines.

    According to the research team leader for Lagos, Dr Ibidun Adelekan, Lagos is one of the 10 cities in the world at most risk of climate change.

    She said by 2030, the city will be one of the five cities in the world.  Adelekan said sea level has risen by 63.6mm over the 20 year period with an average rate of 3.18mm per year.

    The team leader also said increased urbanization especially in Lekki and Ajah areas of the state has given rise to heavy rainfall and urban flash flooding, storm surge, windstorm and frequency and severity of climate hazards and associated risks have increased in Lagos since the turn of the century.

    On waste management, the commissioner said the Olusosun dump would be shut by December.

    “The governor has directed and I will do it, we want to have a standardised waste management system in place,” he said.

  • Lagos monarchs condemn destruction of 48 BRT buses

    Monarchs from Ikorodu have visited the Majidun, Lagos office of Primero Transport Services to express their sympathy over the destruction of 48 Blue BRT buses by hoodlums in Maryland.

    Led by the Ayangbure of Ikorodu, Oba Kamoru Sotobi, the monarchs among who were the Ranodu of Imota, Oba Ajibade Bakare Agoro and eight others, called on Lagosians to eschew violence and resist taking the laws into their hands.

    They bemoaned the unwarranted attack against buses, which they said had relieved transportation challenges facing their people since they began to service the route six months ago.

    Oba Agoro, who spoke on behalf of other monarchs, said they were saddened by the level of carnage meted on the franchisee, adding that the destruction of 48 buses was one too much.

    He prayed that God would grant the company the fortitude to bear the loss.

    Oba Agoro said the monarchs visited the company to verify whether the 48 buses were damaged by hoodlums, adding that they were extremely sad because of its effect on commuters.

    He said: “This is the first major incident that has serious impact on commuters on the route and we only pray to God almighty to grant the company the capacity to repair these buses on time in order to enable them put them (the buses) back on the road. We sympathise with the franchisee.”

    He said it could have been more beneficial, if the N193 million that would be used to repair the  buses had been pushed into purchasing more buses to provide services to the people of the area.

    Primero Transport Service Managing Director Mr. Fola Tinubu praised the monarchs for identifying with the company in its time of trial.

    Tinubu, who thanked Governor Akinwunmi Ambode for the support he has enjoyed since the incident happened, said the governor has promised to come to the company’s aid.

    He said: “The violence has rendered 10 per cent of our buses immobile by our last assessment. It would take no less than two weeks to complete the repairs of the buses.”

    He said 15 suspects have so far been arrested and the police were  investigating the matter.

  • Two killed as gunmen abduct Lagos monarch

    Two persons have been killed as gunmen kidnapped the monarch of Iba Local Council Development Area, Lagos, Kabiyesi Goriola Oseni on Saturday.
    The victim is said to be the father of a former Iba LCDA chairman, Mrs. Ramota Oseni-Adeyeri.
    The gunmen suspected to be militants were said to have stormed the community Saturday night in a speedboat, shooting sporadically.
    They were said to have been about 16 in number and they allegedly killed a motorcyclist and the monarch’s guard, while severally persons were injured.
    It was gathered that residents had initially attempted to stop the gunmen but scampered for safety when the gunshots became unbearable.
    According to a source, Oseni’s eldest wife was injured and rushed to an unnamed hospital, while the gunmen took him hostage and fled through the waterways.
    A source who confirmed on the abduction disclosed that there were also shootings around Agbede in Ikorodu.
    “It’s true that the Kabiyesi was kidnapped. His abductors struck through the waterways and fled through same channel. Policemen from the Rapid Response Squad (RRS) went there and an Armoured Personnel Carrier (APC) has been station.
    “Various operations have been going on since last week particularly around Ikorodu. Policemen are still at Ishawo following the attack by militants and there were gunshots at Agbede,” the source said.
