    Ambode: Lagos must fulfil its potential

    •Governor swears in 37 exco members

    Lagos  needs dedicated and committed people to fulfil its potential, Governor Akinwunmi Ambode said yesterday.

    He spoke at the Adeyemi Bero Auditorium in Alausa, Ikeja, where he swore in 37 executive council (exco) members.

    Ambode told the appointees that their primary allegiance should be to the people, irrespective of creed and colour.

    Urging them to be dedicated, the governor said the state was experiencing rapid urbanisation and as such requires fast solutions to develop befitting infrastructure to cater for the increasing population.

    He said: “My colleagues, Lagos is on the brink of greatness and you have all been given this platform to write your names in gold. You must work to leave a legacy that will be spoken of in glowing terms in years to come.

    “As the most promising city state in Africa, Lagos has all the ingredients to compete globally in all sectors.

    “The challenges that come with the boisterous profile of the state as one of the world’s fastest growing cosmopolitan city-states are as many as the opportunities that abound in it.

    “Lagos is a magnet for many Nigerians who want to pursue the Nigerian dream. The dream that wherever you are from, regardless of tribe or creed, you can achieve what you wish, this is the Lagos dream.

    “Lagosians rely on land transportation system, which has inevitably put pressure on road networks and traffic situation. I urge you to develop ingenious means of transporting residents across the state.

    “You are to implement decisions that will combat crimes and secure our people. Lagosians call on you to create job opportunities for our youths and attract investments into the state,” he said.

    “Our decisions have stabilised the financial economy of the state, despite inherited financial liabilities. We have vastly reduced the cost of governance without bail-outs from the Federal Government and our reforms will be continuous,” he said.

    Director General of Lagos State Sports Commission (LSSC) Ayodele Agbesanwa expressed happiness over the Team Lagos Wheelchair Basketball victory in the finals of the 4th Victor Ochei International Wheelchair Basketball Championship.

    Speaking at the Indoor Sports Hall of the National Stadium, Surulere, on Saturday, after the Tope Ogunkoya led Team Lagos 39-34 points win over their Team Oyo counterparts, Agbesawa commended team’s fighting spirit in the course of the match, stating that Lagos remains one of the leading sporting states in the country.

    He revealed  Governor  Akinwunmi Amode led government plans to use sports and tourism to drive youths empowerment and job creations,  saying the Commission will continue to support all the sporting associations in the state, working closely with them in bringing  glory to the State.

    “LSSC is working gradually in bringing Lagos back the glory and to make it one of the sport leading states in the country”, he noted.

  • Low turnout at Lagos SUBEB resit exam

    Lagos State Universal Basic Education Board(SUBEB), has re conducted a  repeat examination for some pupils, who were either absent or had failed the initial entrance examination.  The repeat placement test was written across 20 centres in the state last Saturday.

    However, as against the larger number of candidates that registered for  the resit test, The Nation observed a low turnout in some of the centres visited.

    The executive secretary of SUBEB, Mrs Abosede Adelaja, said the commission is not disappointed at the turnout, adding that as the custodian of every child of school age in Lagos, that would not prevent them from conducting future tests.  “No, we are not disappointed. We are responsible for each and every child in the state. I believe most of these pupils have been hijacked by their private primary schools that also run secondary schools.  So, am sure most of this pupils, who failed or were absent for the first placement test found alternative means,” she said.

    The entrance examination is the transition point for pupils in public primary schools to government owned Junior Secondary Schools across the state.

    One of the female pupils, Lateef Marian of Kosofe Baptist School, Ketu, said she was elated to be given a second chance.

    “I am happy that I have been given a second chance at Junior Secondary School education again, as I failed Mathematics at the first attempt,” Lateef said.

    Another pupil, Omanchi Monday, expressed confidence that he would pass this time around as he had enough time to prepare for it.

    “Am very sure that I would pass this time around because I had enough time to prepare,’ Monday said.

    The placement test went on smoothly at the Immaculate Heart Junior  School, Maryland.  Parents and guardians, who accompanied their wards, were seated quietly.

    The principal of New Era Girls Junior Secondary School said 34 candidates sat as against 620 that registered.

    Also, the examination co-ordinator at Stadium Junior High Secondary School, Mr Dairy Wasilla, said only 49 candidates were in attendance where 203 registered.

    Lagos moves against lawless motorists

    Lagos state Government has reiterated its commitment to ensure absolute enforcement of the state traffic laws owing to the increasing traffic gridlock on the roads.

    It has promised that lawless motorists found culpable would be prosecuted.

    This was disclosed at a joint press briefing addressed by Permanent Secretary Ministry of Transportation Mr. Seyi Whenu; Permanent Secretary Ministry of Works Engineer Ajibade Adebowale; Permanent Secretary Ministry of Environment Mr. Toyin Onisarotu, Permanent Secretary Ministry of Information Mr. Folarin Adeyemi as well as the General Manager of LASTMA Mr. Bashir Braimoh which held at at Bagauda Kalto Press Center Wednesday.

    According to them, investigations by agencies of the state government revealed that the increasing traffic gridlock being experienced across the state is not unconnected with the misinterpretation of the instruction of Governor Ambode when he said enforcement of the state traffic laws be done with human face and total courtesy.

    The permanent secretaries explained that the governor’s instruction should not be misinterpreted as relaxation of enforcement, saying anyone caught violating the state traffic law would be prosecuted.

    According to the Permanent Secretary Ministry of Works; Mr. Adebowale, “the state government is not unaware of the traffic gridlock that is increasing in the state in recent time but most of the gridlocks are caused by massive construction and rehabilitation of roads that is going on and measures are being put in place to check mate this.

    “We have also called on all the contractors to double efforts and ensure speedy completion of the roads so that people would not have to suffer and endure the hardship for long.”

    Also speaking, the Permanent Secretary Ministry of Information, Mr. Folarin Adeyim; revealed at the briefing that over 500 traffic offenders have been booked and fined so far, just as he said the state government through LASTMA would continue to ensure sanity and free flow traffic on Lagos roads.

    Folarin said: “On enforcement, I want to tell you that over 500 road traffic offenders have been ticketed till date. The officials of Lagos State Traffic Management Authority (LASTMA) are on the road enforcing the state traffic laws diligently. They are not disgruntled in anyway.”

    Ambode unveils roadmap for Lagos

    Lagos State Governor Akinwunmi Ambode, at his maiden Quarterly Town Hall Meeting with the people, gave an insight into the journey so far and how he intends to deliver dividends of democracy to Lagosians. MUSA ODOSHIMOKHE, who was at the event, reports.

    THE Abesan Mini Stadium/Playground, Abesan Estate, Ipaja, Lagos was filled to capacity with members of the All Progressives Congress (APC), the disabled, clergy, market women, youths, transporters, council workers, artisans and traditional rulers.

    It was the maiden Quarterly Town Hall Meeting of Lagos State Governor Akinwunmi Ambode with the people at the grassroots. This is in line with his electoral promise to run an open door policy, anchored on accountability and probity.

    Being the first of its kind, the people were enthusiastic to hear from government what had transpired since Ambode assumed leadership in the past four months.

    Alimosho Local Government Area, Lagos West Senatorial District, which hosted the edition, wore a new look. People rolled out the drums to make the occasion memorable.

    Reflecting on the importance of quarterly briefing, Ambode said government has decided to change from the traditional ‘100 days address’ to interactive quarterly report. He said it was one of the platforms designed to enable the people participate in government activities.

    According to him, the town hall meeting will enable the people together rub minds on salient issues bordering on the overall improvement and development of our state.

    The meeting would also be rotate in the three senatorial districts in the state. This he said would make the people at the grassroots major players in governance.

    “Today, we have started with the west axis in Abesan, the next quarter will be the Central axis of Lagos. This way, every part of the state will have an opportunity to engage to engage with my administration.”

    Ambode expressed optimism that efforts to position the state as one of the best economies in the world was on course. He said: “Our vision is to make Lagos globally competitive in all sectors.

    “We are on the way building a Lagos that is safe, clean and prosperous. Lagos will become the land of opportunities, offering prosperity for all as we surmount the challenges.”

    Buttressing the giant stride made by the APC, led administration, the Permanent Secretary, Ministry of Information and Strategy, Fola Adeyemi, said government had laid the foundation for people-oriented programme.

    He explained that the programme would reposition the state and make it the bride of investors. “I can assure you that this is the right man for the job. He is not leaving any stone unturned to make the state better and prosperous.”

    The meeting afforded the people the opportunity to raise questions on the impact of government policies. Some of the questions, which border on youth unemployment, roads construction, banning the use of loud speakers for prayer, street trading and banning of heavy duty vehicles from plying Lagos roads during the day, were put before the governor.

    He said the order restricting the movement of some of the vehicles was sacrosanct. According to him, government could only protect Lagosians, except they were willing to obey the rules and regulations.

    He said the ban on the use of loud speakers was to ensure that Lagosians enjoy their peace when they are supposed to rest. He appealed to the people to cooperate with the law enforcement agents in the discharge of their duties.

    One of the stakeholders, Comrade Kabir Olusola, urged government to look into the plight of youths seeking employment.

    He said job seekers were asked to get a letter from influential members of the society before they could be considered for employment.

    Olusola noted that this had worsened the plight of youths in the state. “I think it is wrong for some of us who do not have the connection or contact to be asked to produce letters signed by influential people before we can be employed.”

    Responding to this, Ambode said Lagosians were free to seek means of livelihood, if they have the prerequisite qualification. “I don’t think it is right for anyone to make such demand. Anyway, people are free to get the job they want without getting any letter from influential members of the society.’’

    The Iyaloja of Ikeja Market Association, Alhaja Adia Apeno, asked Ambode to tackle the menace of bad roads in the state. She said if the road were in good shape, the cost of goods in the market will be affordable.

    She said transporters were taking advantage of the bad roads to increase their charges on the goods being conveyed to the markets.

    The governor said the budget will take care of any shortcoming on the roads. He said his administration has been working on some federal and state roads across the state.

    He listed the Agege Motor road, Herbert Macauley Way, Yaba, Murtala Mohammed Way, Isolo, Ahmadu Bello Way, Victoria Island, Isaac John Road, GRA, Ikaja, Billy Street, Aswani Road, Isolo, Yekini Street, Shogunle, Oshodi, Apapa Road, Ebute Metta etc as some of the roads the government had worked on.

    He explained that government is determined to ensure that the roads are in good condition and motorable. ‘’In the last three months, I have taken a tour of some major roads to ascertain their state and this has helped to have a fair assessment of our roads.’’

    The governor expressed satisfaction with the school health programme, saying that about 4,890 pupils from eight primary schools in six local government benefited in the first quarter.

    According to him, two new molecule machines were installed at the Isolo General Hospital and the Ikorodu General Hospital. This was done with the collaboration of the Federal Ministry of Health and National AIDS Control Agency.

    The molecule machines could be used to detect persons infested with Tuberculosis within two hours when the test is carried out.

    As part of efforts to promote a healthy Lagos State, Ambode said 31 resident doctors were employed.

    Ambode thanked the business community for their support, collaboration and donation to the wellbeing of the citizens of Lagos.

    He said the Organised Private Sector (OPS) donated toward the Security Trust Fund. ‘’The recent fund raising of almost N1 billion from the OPS is strong indication of your confidence in our administration to tackle security in the state.’’

    He commended the civil servants for their dedication to duty. He said right from the onset, government promised to offer continuity programme.

    He said: “My knowledge of the civil service as the engine room of any government, we chose to commence this journey by repositioning the state civil service in order to make it more efficient and cost effective, with a vision of delivering better service to the citizenry.

    “We are building a civil service that is well structured with officials who have the right attitude, skills and are well motivated to deliver the goal of this administration.”

    Ambode said 20 Permanent Secretaries (PS) were appointed, following their tract records of excellent performance. He noted that it will create upward movement of career civil servants and also reward diligence, dedication and hard work.

    “I am happy to inform you that the PS have held the fort and kept the wheel of governance at a steady pace in the absence of commissioners and special advisers. I thank them for doing so,’’ Ambode said.     The governor promised to provide adequate security for the people, stressing that the security structure are being reviewed.

    “We are aware of pockets of violence and robberies that have swung into action to curb further incidents. We have established an integrated security and emergency control platform, all aimed to strengthen the security apparatus in the state.

    The governor said effort to stabilize the finance of the state was paramount. He said his determination to be accountable to the people of the state informed the cleansing the all the sectors.

    “One of the first key tasks was to stabilise the finances of the state. We embarked on financial re-engineering and reviewed the revenue and expenditure of the state.

    “These efforts coupled with the realignment of ministries, departments and agencies have saved the government of almost N3 billion every month. This has provided us with more funds to inject into capital projects.

    “This also provided us with the initial funds to establish the Employment Trust Fund which we promised our youths.’’

    He said a major landmark was the reduction of the cost of governance, noting that it has improved the quality of services to the people of the state.

    “We want a lean government with quality service delivery. Government is proud to declare that it has consistently met its obligation especially prompt payment of workers’ salaries without seeking any bailout from the Federal Government.

    “In August, this administration approved the release payment of arrears of pensions owed to pensioners since 2010. We have, on monthly basis, consistently been presenting retirees on the Contributory Pension Scheme their bond certificates.’’

    He stated that government was reviewing its loans with its bankers with a view to restructure them. This, according to him, would free up funds for further infrastructural development.

    Ambode maintained that the administration had done institutional framework for the smooth running of government in the next three and half years.

    “What we have done can be as laying the foundation on which the service and programme of this government will be built. You cannot run a four-year marathon at top speed from the onset.

    “Like any other well bred CEO, I have put in place the ingredient needed to run a successful race. We will continue to woo investors to Lagos. We are assist businesses and creating environment for these investors to start business and employed people.’’

    Ambode said the administration is committed to serve and render good governance no matter the challenge. “However, we need your support and cooperation to enable us deliver on our lofty programme.

    “I want to assure you that our programme are well thought out and carefully designed to make life better for all the citizens while we do our best, I implore you to fulfill your side of the social contract by performing your civic responsibilities always.

    “Please pay your taxes willing. If you do your bit, we can achieve our set goals. The task ahead is enormous, but we must resolve to do our best for this state,’’ he said.

    Lagos raises team to tackle gridlock

    An inter-agency team has been set up by the Lagos State Ministry of Transportation to tackle traffic gridlock.

    The team drawn from the State Traffic Management Authority (LASTMA), Kick Against Indiscipline (KAI), Task Force, Vehicle Inspection Service (VIS) and Rapid Response Squad (RRS) is charged with unlocking the gridlock across the metropolis.

    Briefing the team on the importance of the exercise, the Permanent Secretary, Ministry of Transportation, Sewedo Oluseyi Whenu, said the exercise is to complement the efforts of the LASTMA management in ensuring that all impediments and hindrances on the road and highway are removed.

    He called on motorists, especially commercial bus drivers, to obey traffic rules and regulations.

    The ministry’s Deputy Director, Press and Publicity, Sina Thorpe, said the operation would begin on Ikorodu Road axis covering Ojota, Ketu and Mile 12.

    Lagos begins massive road repairs

    Several roads in Lagos, including those built by the Federal Government, have been in bad condition due to several factors. The state of the roads has resulted in undue hardship for road users and other commuters who spend hours in gridlocks. But bad roads may soon be a thing of the past as the state government has launched a massive road maintenance project following a directive by Governor Akinwunmi Ambode. JOSEPH JIBUEZE reports.

    Residents of Ikotun/Ejigbo area of Lagos State will not forget in a hurry the hardship they had to endure for years passing through the Ikotun-Ejigbo-Isolo Road. Those who live in Okota area also have similar sad tales to tell. Protracted gridlocks caused by bad roads were common, but road users in those areas are beginning to heave a sigh of relief.

    Governor Akinwunmi Ambode paid an unscheduled visit to the area, describing the state of the roads as unacceptable. He assured residents of a face lift.

    The result of his promise is that the deplorable portions from Egbe Bridge to Ikotun have disappeared, while work is ongoing on the remaining bad portions, most of which have been levelled to make movement easier.

    On the Ago Palace Way in Okota, the General Manager, China Civil Engineering Construction Corporation (CCECC), Li Bing, said the rehabilitation will be completed in three months.

    He spoke when the road was inspected by the Permanent Secretary, Ministry of Works and Infrastructure, Mr Ajibade Bade-Adebowale.

    During the inspection, Governor Ambode said he received distress calls on the roads’ condition.  He said he went “to see things for myself”.

    “The road is too strategic as it serves as a major link road connecting several local government areas. Hence, it cannot be left at the state it is currently,” he said of the Ikotun-Ejigbo Road.

    He said the Lagos State Public Works Corporation (LSPWC) had been mobilised to provide palliatives to ease gridlocks often experienced along the corridor.

    Ambode added that the state government would provide some degree of respite and succour for the people, adding that his administration “will never take people and any part of the state for granted.”

    In line with that directive, the LSPWC, on Wednesday last week, formally launched what it called “Operation Fix the Potholes” project.

    It will involve repairing bad spots on major roads within the metropolis. The project, which is already ongoing in various parts of the state, was officially inaugurated at Berger with road repairs around the axis.

    General Manager of LSPWC, Ayotunde Sodeinde said Governor Ambode directed that all roads in Lagos, including those belonging to the Federal Government, must be fixed.

    According to Sodeinde, repairs will be done at night in areas with heavy traffic. Roads with light traffic will be fixed during the day to ease vehicular movement.

    Sodeinde took journalists on a tour of some roads undergoing major reconstruction, such as Metalbox Road, which connects Wemco and Acme roads in Ikeja.

    He said: “We’ve been waiting for a favourable weather, although we’ve done a lot of roads already. By the time we finish the operation, we would have touched 192 roads.

    “A lot of our roads have pot holes but we’ll fix them. We’re going to do it across Lagos. Where we discover that we cannot use asphalt, such as water-logged areas that won’t allow asphalt to stay, we’ll use paving stones.

    “We want to guarantee residents of Lagos that we won’t stop until all pot holes are covered. It’s what we’ll be doing everyday and you will be seeing the results soon.  We’re working in areas with light traffic during the day. But where there is usually heavy traffic during the day, the work will be done at night.

    “We’ve been doing federal roads. To our governor, all roads being plied by lagosians must be fixed. There is no distinction between federal, state or local government roads. He asked us to “attack” all the roads because he wants to ensure that he alleviates the suffering of lagosians,” Sodeinde said.

    Asked to name some of the roads to be repaired, Sodeinde said virtually every road in Lagos with pot holes or bad spots that restrict free flow of traffic will be touched.

    “Hardly will you see a road in Lagos without a pot hole. So, we’re going to visit everywhere and ensure that we erase all the pot holes,” he said.

    The LSPWC boss called for the co-operation of all residents, saying: “we can’t see everything. Although we have people who inspect or monitor the roads, road users can also contact us.”

    Sodeinde urged residents to avoid pouring water, washing vehicles, servicing cars, or burning firewood or charcoal on tarred roads.

    He said: “Water and petroleum products are not friendly to asphalt. People who sell roasted plantain, maize, akara (bean cake) should not do it on the road because fire is not good for asphalt.”

    He said the agency has received several complaints regarding the Lagos-Abeokuta Expressway, and that work was already ongoing on the road.

    “Even though it is a federal road, I can assure you that we have moved into that road,” he said.

    Already, people are beginning to appreciate the governor’s intervention. Residents of Ejigbo and Ikotun areas of Lagos have commended Ambode on the commencement of repair works of Ikotun-Ejigbo-Isolo and Okota roads, which had been a nightmare for motorists.

    The Ekerin of Isolo, Chief Samina Lawal, praised the governor for the action and appealed for speedy execution of the project.

    An Igbo leader in Lagos, Kanayo Osondu urged the government to consider a total rehabilitation of the road, while admitting that the palliative work has reduced travel time from Ago Roundabout to Cele-Express.

    Osondu said: “Before this palliative work, we usually spend about one hour to move from ago roundabout to Cele bus stop, but since the road was repaired, it takes just about five minutes to get to Cele Express. It is a good measure for traffic to flow.

    “You know that people going to Ikotun-Egbe, Jakande Estate and Ijegun all ply through Cele and the traffic is always heavy. We thank the governor for this quick intervention.

    “But then, if nothing concrete is done, by the time rain comes again, it would wash away the palliative measure taken. It is better the contract is awarded so that a permanent solution can be put in place,” he said.

    The immediate past chairman of Ejigbo Local Council Development Area, Kehinde Bamigbetan, said people of the area are excited that within months of Ambode’s administration, he could promptly come to their aid.

     

    He pointed out that the road could not cater for the high population living in the area, which makes its repair and maintenance imperative.

    LSPWC has vowed to ensure that the governor’s vision is realised. Sodeinde said: “The LSPWC is an agency charged with the primary responsibility of maintaining and rehabilitating state roads.

    “Having creditably done this for almost 30 years, evidence of the corporation’s work is all over various communities in the city and suburbs of the state.

    “Lagos State’s peculiar topography, population and general environmental characteristics make the task of making all roads motorable a daunting one. However, members of staff of the corporation are ready, willing and able to give all it takes to succeed against all odds,” he said.

    Lagos warns military officers against plying BRT lanes

    The Lagos State Government on Tuesday urged security personnel to comply with the State Traffic Law and desist from plying Bus Rapid Transit (BRT) corridor along the Ikorodu Road axis.

    General Manager of the Lagos State Traffic Management Authority (LASTMA), Mr. Bashir Braimah spoke following a joint enforcement against BRT violation with the military police and the Nigerian police carried out on Monday.

    He lamented the rate at which military personnel flout BRT law with impunity, noting that the 15 vehicles found plying the BRT corridors during the exercise were either driven by the military or with military paraphernalia hanging in the vehicles.

    Amongst the vehicles found plying the BRT corridor was silver Toyota Matrix 103 AT fully loaded with top military personnel.

    Other vehicles were a bus belonging to the Nigeria Army college of Nursing with registration number NA 830 BOA, a army green Peugeot with registration number NA 284 B0/1, silver Nissan KTU 820 AY, Silver colour Toyota Camry KJA 233 TB, green Hilux truck DHQ 232, Navy colour Volkswagen bus with registration number MUS 693 CY driven by a fully kitted Naval officer.

    He wondered why military personnel who should be the custodian of the Traffic Law were instead working against it.

    He added that law is no respecter of nobody and the road traffic law must be obeyed in other ensure the safety of lives and property.

    Lagos to rebuild 114 roads

    Lagos State Governor Akinwunmi Ambode yesterday said the government would rebuild two roads in each of the 20 local governments and 37 local council development areas.

    The governor urged the executive secretaries of the local councils to ensure that the projects met international standard.

    He spoke at a meeting with the executive secretaries to review progress report in their communities.

    According to Ambode, the first phase would begin with the reconstruction of 114 roads at N19billion.

    He said the execution of the project would be left in the care of the local governments and advised the executive secretaries to ensure that only the best contractors are engaged.

    “We expect you to create jobs in your communities and get our people employed on these projects”, he said.

    He added that the  reforms are geared towards making the councils more effective.

    “With this new structure, a lot is expected from you. You are the face of the government in your communities. Your people must know you and you must know the people.

    “You must have a good knowledge of their challenges and be able to, jointly with them, proffer solutions that the government can implement. You should live with your people.

    “There is no need for you to live outside of your community.”

    Military strengthens security in Lagos

    THE military and other security agencies have strengthened surveillance around critical infrastructures in Lagos.

    The move, it was learnt, followed the alleged “infiltration of Lagos and other southern states by some Boko Haram commanders and elements”.

    Security sources said after the offensive launched by the military in the Northeast, many of the “fleeing terrorists” were regrouping in the southern states.

    The Chief of Army Staff (COAS), Lt. Gen. Tukur Buratai, hinted about the infiltration at the weekend in Lagos, while addressing troops of the “Nine Brigade”.

    He called on his officers and men to collaborate with other security agencies, which he said, had already arrested a handful of the terrorists.

    But a security source, who craved anonymity, told The Nation that security has been beefed up around the ports to forestall an attack.

    He said vehicles going in and out of the various ports as well as other critical government infrastructures were being thoroughly searched because Improvised Explosive Devices (IEDs) could be hidden in them.

    The source stated that even tankers and trailers entering the Apapa and Tin Can ports were being thoroughly searched because the military would not want “unpleasant surprises”.

    “It is in the interest of all that a combined team of military and civil security agents are working tirelessly to avoid any unpleasant surprise in Lagos.

    “We are aware the terrorists have infiltrated and that is why we are acting ahead of them, beefing up intelligence and clearing all areas that they could hide without raising suspicion,” he said.
