Lagos is engine room for Nigeria’s growth, says Ambode
Lagos State Governor Mr. Akinwunmi Ambode yesterday told a delegation of United States (U.S.) Congress that the state was the citadel of the nation’s growth.
He spoke when he led top chieftains and lawmakers of the All Progressives Congress (APC) at an interactive session with the American delegation, led by Congressman Darelle Issa, at the Lagos House, Marina.
Issues on deepening democracy, trade relations and tackling Boko Haram insurgency were discussed at the meeting.
Ambode, according to a statement by his Chief Press Secretary, Habib Aruna, said the U.S. democratic experience was one that would be beneficial to Lagos and Nigeria.
The governor hailed the U.S. government for its role in ensuring the peaceful conduct of this year’s general elections and added that the country has benefitted from American democratic credentials.
“The parliamentary structure that we have is synonymous with what is obtainable in the U.S.
“APC as a party is the first in the history of Nigeria to unseat an incumbent government and we want to imbibe the tenets of democratic values,” the governor said.
Ambode told his visitors that the state was leveraging on its population and cosmopolitan nature and “the most buoyant economy in West Africa”.
“I want to let you know that you are in the commercial capital of Nigeria. Lagos represents the future citadel of entrepreneurship in this country. As we speak, the population is nearing 21 million of which four million are actually middle class. We’re the fifth largest economy in Africa and our GDP has hit $131 billion, more than 42 African countries put together”, he said.
The governor said the thrust of his administration was to be able to touch as many lives as possible and make life easier for residents.
The state government, Ambode added, was committed to pursuing this ideal in the next four years.
To achieve this, the governor said his administration was ready to entrench moral leadership.
He added that it would latch on to the experience of the U.S. to better the lot of its people.
He listed the areas of collaboration the state government was looking forward to as including security and trade relations.
Darelle, a Republican, explained that though America could be viewed as possessing high democratic values, it was also striving towards perfection of democracy.
He urged that rather than emulating the American democracy, Nigeria should strive to better the U.S. experience.
He advised Lagos State to as a matter of urgency, collaborate with the Federal Government in tackling issues of insecurity in the country, especially the Boko Haram menace.
The fight could not be left alone for the government at the centre to handle, the head of the delegation said.
Among those in attendance at the interactive session include members of U.S Congress, Carolyn Manoney, Sheila Jackson Lee and Blake Farenthold; Lagos APC Chairman Otunba Henry Ajomale; Women Leader, Southwest AP, Mrs. Kemi Nelson; Acting U.S Consul General in Lagos Ms. Dehab Ghebreab and Secretary to the State Government Mr. Tunji Bello, House of Representatives and State Assembly lawmakers from Lagos, among others.

Three children roasted in Lagos fire
Three children were roasted yesterday in a fire outbreak that occurred at Jakande Housing Estate, Oke-Afa, Isolo, Lagos.
The incident happened at about 3am at a Mechanic Village in the area.
The fire, not only consumed the three girls, Christiana (12), Pelumi (5) and Feranmi (3), but also ravaged three cars, more than eight shops, including a building.
The fire, according to eye witnesses, was triggered by a head on collision between a LT27 bus loaded with jerry cans that were filled with fuel and a 14-seater commuter bus parked along the street. The impact of the collision dragged the commuter bus from its spot, colliding with a stationary Toyota truck also packed in front of the line of affected shops on No 14, Rainbow Street LSDPC, Estate Oke-Afa, Isolo.
Residents blamed the incident on the indiscriminate chase of the driver of the LT27 bus by some policemen.
It was gathered that in his bid to escape from the police, the driver of the bus accidentally ran into the stationary bus packed beside the road which led to the fire outbreak.
The girls, who were of the same mother, were said to have been sleeping in one of the shops.
The Nation gathered that the heartbroken mother of the four children was only able to save her son whom she took along with her. There were conflicting reports on the exact reason why the kids were left alone overnight by their mother, who is popularly called Mama Faranmi, in room connected to the shop.
Some said she went for a church programme, while others said she had left her children to pass the night with her new husband.
Her neighbours also claimed that she was fond of locking up her children in their apartment whenever she passed the night outside.
On hearing of the fire outbreak, she had raced back to the shop and raised the alarm that her kids were trapped in the shop next to her room. Unfortunately, efforts of residents and firefighters proved abortive as the children had already been burnt to death.
The charred bodies were later removed from the scene.
Although, efforts to speak with Mama Faranmi proved abortive, however, The Nation gathered that she owns the property and ran two shops – a salon and provision store among a row of shops. The children were sleeping in the salon when the incident occurred.
Another casualty, whose name was given simply as Joy, a resident, was lucky to have been woken up by the shouts of her son who was dreaming that his mother was dying, only to realize that the whole place had been engulfed by fire. They narrowly escaped but lost all their belongings to the fire.
Mama Feranmi was not the only one who lost property; a shop owner and neighbor, Madam Beauty Chikezie, wailed uncontrollably over the loss of her property worth over N2 million. “Where do I start from now? I got a call around 3am that my shop was burning. By the time I called my brother, he said it is true. On getting here everything had been burnt to the ground. Where do I start from; I have lost goods worth more than N2million,” she said.
Other shop owners were seen picking what was left of the rubble and were unwilling to speak.
Executive Secretary of Ejigbo Local Council Development Area, Mr Jaiye Alabi, described the incident as regrettable. “It is very unfortunate. I was woken around 3am. I was told that the fire was triggered when a varagon bus collided with the Danfo bus that was stationary. It was put out by 5am. The fire fighters really tried. They did a great job”.
A community leader in the community, Peter Adediji said: “It is sad and very unfortunate that the children from the same parents were roasted to death. It goes to show the economic situation in the country, that kids would be left to sleep in the shop. There is no reason why they should be sleeping in the shop. I can imagine the agony that the parents would be going through.”

Wines of South Africa celebrates Nelson Mandela Day in Lagos
Trade businesses and wine enthusiasts gathered to savour great tasting wines at the Wines of South Africa Grand Tasting event held to commemorate Nelson Mandela Day at the Federal Palace Hotel, Victoria Island, Lagos.
The event afforded guests the opportunity to enjoy new wine releases, lively music and a feast of finger-licking canapés, while networking and meeting with people of great minds. The experience was comparable to any wine tasting event in the world. The tasting event is a prelude to the Cape Wines showcase and fair in Cape Town, South Africa later in the year.
The Wines of South Africa Grand Tasting,now in its third edition was in partnership with Spronks Creation Limited; organisers of Nigeria International Wine and Spirit Fair (NIWSF). It aimed to showcase quality wines from over wine producers and over 200 wine brands from different regions in the Cape Wineland of South Africa. The event brought more than 20 wine producers from South Africa to Nigeria to interact with consumers, distributors and wholesalers as well as people in the hospitality and tourism industry.
This year’s event started with a professional wine course training session led by Wine Advisor, Brad Coetzer, from renowned education company ‘Under the Influence’ in partnership with Beverage Intelligence. The course which came with a professional certificate was opened to trade businesses such as hospitality and tourism operators like restaurants, pubs, lounges and food and beverages managers,portfolio managers, gourmet and a business-to-business session with wine distributors and wholesalers.
Speaking at the event, South African Consul-General in Nigeria, Ambassador MokgethiMonaisa, remarked that, “This is indeed a great day and we are happy to celebrate Nelson Mandela this way. Today is his birthday. Remember that when he died he was 95 years old. So he would have been 97 years today. For the past four years, we’ve brought Wines of South Africa to Nigeria. I have been here for four years; I hope you will remember me as the man who brought WOSA to Nigeria. WOSA has made us proud. This is a clear message from South Africa that our agro industries are real alive. We don’t only produce vegetables and end there but our industry is so advanced that we do produce wines. And we do compete with the greatest in the world.”
“Today we are celebrating Nelson Mandela. Since 2010, the United Nations declared this day an international Nelson Mandela Day. They also called upon everybody in the world; individual, companies and organisations to spend 67minutes of their time on this particular day to acknowledge the 67years that Nelson Mandela spent fighting for the right of the people. And indeed, we have been spending today in history; all of us we have done something for 67minutes. Now this particular 67minutes we lived to drink wine. Let’s drink to that”, he enthused.
Wines of South Africa (WOSA) represents all South African wine producers who export their products. WOSA, was established in its current form in 1999, has over 500 producers on its database, comprising all the major South African wine exporters. It is constituted as a not-for-profit company and is totally independent of any producer or wholesaling company. It is also independent of any government department, although it is recognised by government as an Export Council.
WOSA’s mandate is to promote the export of all South African wines in key international markets. Traditional markets include the United Kingdom, Germany Sweden and the Netherlands. More recently, WOSA has also been developing markets for South African wines in the United States, Canada, Russia, and Asia. WOSA is funded by a levy per litre on all bottled natural and sparkling wines exported.

Lagos to prosecute woman, 70, others for child abuse
The Lagos State Government is to prosecute a 70-year old woman for applying pepper on a 12-year-old boy’s private part for allegedly stealing her money.
The government will also prosecute another woman who used two children she brought from the village to assist her in trading for begging.
The children were brought to the Ministry of Women Affairs and Poverty Alleviation (WAPA) after they were rescued in Badagry, Ajangbadi and Maza-Maza, by government officials and policemen on Tuesday.
WAPA Permanent Secretary Omobolanle Ogunmola said the ministry swung into action following a text message on how the 12-year-old boy was being abused.
“Our team went to Badagry to rescue the boy who attends Ansar-Ud-Deen Secondary School. From the information gotten from the school, the suspects are old. The woman is around 70 years and the husband, over 75 years, so we could not arrest them, but that does not mean we are not going to prosecute them. We are going to prosecute them. We will take custody of the boy and take him to school in one of our transient homes,” she said.
Mrs Ogunmola said there was zero tolerance on child abuse and domestic violence, adding that government would not hesitate to prosecute people who violate the rights of children.
She implored parents not to release their children to live with others without proper investigation to avoid their being used as domestic servants.

Re: Will Lagos judicial service commission be dissolved?
SIR: I read the above piece in your highly esteemed newspaper, on page 28 of the July 21, 2015 edition. Quite apart from the factual inaccuracies contained in the said report, the law regulating the Judicial Service Commission, does not support the position canvassed therein.
The composition and powers of the State Judicial Service Commission, are set out in Part II of the Third Schedule to the 1999 Constitution, for a five year tenure. The previous members of the Lagos State Judicial Service Commission, were appointed on February 26, 2010. Thus, their tenure expired on February 26, and same has not been renewed, according to law.
Under and by virtue of section 198 of the 1999 Constitution, the Governor is to appoint LSJSC members, subject to confirmation , by a resolution of the House of Assembly of the state. Thus, even if the LSJSC members have been purportedly appointed, by the former Governor of Lagos State, Mr Babatunde Raji Fashola, SAN, such an appointment is inchoate and will remain invalid, in the absence of a confirmation, by the House of Assembly. No such confirmation has been undertaken, either by the past House of Assembly or the present House of Assembly. Thus, there are no ‘current members’ of the LSJSC.
From the point of view of the constitution therefore, there is no valid or existing Board for the LSJSC. However, on July 2, the present House of Assembly of Lagos State, passed a unanimous resolution, calling upon the Governor, to dissolve the LSJSC, with effect from the expiration of their five year tenure. Being the confirming authority under section 198 of the Constitution, the House of Assembly is perfectly entitled to pass such resolution, for the governor to implement, in the circumstances.
From the foregoing therefore, the question posed in the said piece, as to whether the LSJSC will be dissolved, when the members tenure has not expired, is no longer relevant, as any purported tenure that is not confirmed by the House of Assembly, amounts to no tenure in law.
Thus, if at all the members of LSJSC were ever bequeathed with any further tenure, by the past administration, the resolution of the House of Assembly of July 2, effectively puts a seal, on the coffin of such illegal tenure.
It is therefore clear that, the governor is competent, to dissolve the LSJSC and appoint new members and present them to the House of Assembly, for confirmation.
The other point to make is that, in the new dispensation of fiscal prudence and budgetary discipline, there is no need to retain members, for a commission such as LSJSC, that meets only once in a month, on a permanent salary basis, allocate offices and cars to them, when they have always been functioning as part-time members in the past, and indeed in all other states of the federation.
In my humble view, service to the state, as a member of LSJSC, should be a sacrifice rendered on the basis of self patriotism and commitment to the progress of any administration.

Lagos Assembly summons HoS
The Lagos State House of Assembly has summoned the Head of Service, Mrs. Folashade Jaji, to appear before the House today to explain the elongation of the tenure of members of the Judicial Service Commission (JSC).
This followed a letter to the House by members of the commission, stating that they had been confirmed for another four-year tenure by the Head of Service.
According to the House, the continuation of tenure by members of the commission was a flagrant disregard of Section 199 of the 1999 Constitution, which states that tenure of public officers should end automatically when due.
Reacting to the letter, the Speaker, Mudashiru Obasa, said the Head of Service must educate the House on the due process that was followed in the renewal.
He said the Executive has not written to the House to counter its position that the commission should be dissolved as its tenure had ended.
“The Head of Service should be invited to appear before the House on the issue. It would also serve as a signal to other agencies and parastatals that once their tenure ends, they should leave office automatically,” he said.

Lagos State Scholarships Board cautions students on fake forms
The Lagos State Scholarships Board on Friday dissociated itself from a website, www.scholarshipworld.org, and urged the general public, particularly students of Lagos State origin, not to patronise it.
The board, in a statement signed by its Spokesman, Mr Sesan Adebadejo, said that it had no affiliation with the website.
It said that the fake website had been collecting N500 each from unsuspecting members of the public, to purchase scholarship forms.
“The Lagos State Scholarships Board does not grant scholarships to Primary and Secondary students, while that of undergraduates/post graduates are merit-based.
“Members of the public are enjoined to direct all enquiries on award of scholarships by the state government to the board’s office, 254 Ipaja Road, beside the NYSC Orientation Camp, Agege, or info@lagosscholarship.org and lagosscholar@gmail.com,’’ it added.

Police arrest 93 hoodlums in Lagos
The Police in Lagos have arrested 93 suspected hoodlums at Oshodi on Wednesday as it continued with its raid of criminal hideouts in the metropolis.
A statement by the state command of the Nigeria Police Force said on Thursday said the suspects were arrested by its Rapid Respond Squad (RRS).
The statement quoted the RRS Commander, ACP Olatunji Disu, as saying that they were arrested at about 1 a.m.
“A special team of crack police detectives and a team of RRS Decoy operatives raided Oshodi and the surroundings under the bridge.
“Information at our disposal revealed that some miscreants are in the habit of robbing, snatching handsets and valuables from innocent citizens at night and day time.
“In the process, 93 suspects were apprehended. The miscreants consist of 23 juveniles all of them males, 67 adults who had their abode under the bridge and 3 underage girls.
“The miscreants were found playing cards, smoking herbs while some were sleeping. They were all arrested and transferred to RRS office for interrogation,’’ it said.
The statement said that on arrival at the Taskforce office, Alausa, they were rigorously screened and 20 were able to substantiate their mission at the point of arrest and means of livelihood and were released.
“Thirty-nine who could neither convince the police nor give satisfactory account of themselves were handed over to the Taskforce for necessary action.
“In the spirit of fundamental human rights, the ministries of women affairs and education were invited to take custody of the 23 juveniles.
“Others have been transferred to the Lagos State Police Command for further investigation,’’ it said.
