TV advert underscores new spirit of Lagos

To inculcate a new behavourial change, the Lagos State government has adopted a new communication approach, tagged Spirit of Lagos, to enhance discipline among residents.

The advert comes under various names to tackle the defacement of public properties, undermining of environmental sanitation and neglect of pedestrian bridges.

Titled: Do The Right Thing – and a-call-to-action body copy: Change Your Thinking, the advert, according to experts, conforms with creative principles as it raises serious issues which the the government is bent on tackling.

Adapted for various media – TV, radio and press as well as social media – and described by communication professionals as a social- cause advert, the Spirit of Lagos explores various lifestyles of Lagosians and their attitudes towards their environment.

One of the adverts is targeted at passengers onboard a public bus. The 30-second TV version, which frowns at scribbling in public buses, three teenagers sketch an image of an old man sitting on the last roll of a BRT bus. The old man becomes an artistic object to the teenagers as a result of his white mustache, spectacle, white trilby-style hat, brown French suit clad on a white shirt and black tie. With a green marker pen, the teenager sketches the old man using the bus seat as the drawing board.

As the bus stops over, a young woman of the same age group with the teenagers boards the bus, walks majestically with a charming smile towards the boys and cleans the sketches. Warning the male characters to desist from such an act with gesture, a background music fades in with a male voice over warns: “Do not deface public property, Do the Right Thing, Let’s change the way we think.”

As a pay off, the logo of the TV advert campaign Spirit of Lagos, Restore, Share and Protect signs off the commercial.

One of the striking features of the  advert is the way it communicates how the residents filled the gutters with dirt and risks their lives in crossing highways instead of using pedestrian bridges. This version of the Spirit of Lagos advert theme personifies conscience using an image of an errant resident. The copy shows a young man trying to cross the highway but his conscience which comes to him as his own image taps him from the back and asks him to use the pedestrian bridge just as a woman who dumps refuse on the ground is asked by her image to make use of the government street refuse bin.

The TV version of the market setting theme shows a woman sweeping the dirt from her shops into the gutter, but her image which symbolises her conscience warns her to desist and offer her a refuse bin.

Beyond the creative brilliance of the advert, the campaign is premised on four cardinal points. It addresses civic responsibility to make residents understand that they have a part to play in developing and sustaining the communities and public services.

It also x-rays citizens wanting to contribute to the society while displaying the right actions and attitudes associated with environmental sanitation or quality of life issues.

A creative expert, Mr. Yemi Kushimo, said the public service advert is a departure from the old ways which do not apply creativity in grabbing the attention of citizens to civic responsibility. He said personification of conscience as a creative strategy to enhance behavourial change underscore the creative spark in the Spirit of Lagos advert.

According to Kushimo, the use of public service advert is very effective in making citizens responsible. “The advertising techniques used to promote commercial goods and services can be used to inform, educate and motivate the public about non-commercial issues, such as HIV/AIDS, political ideology, energy conservation and deforestation, environmental issue among others.

He noted that public service advertising, non-commercial advertising, public interest advertising, cause marketing, and social marketing are different terms for sophisticated advertising and marketing communications techniques (generally associated with commercial enterprise) for non-commercial, public interest issues and initiatives.

  • Lagos ‘ll remain safe, say Police

Lagos State Police Command assured residents yesterday of their readiness to ensure that the state remains calm and peaceful, saying they would work in collaboration with other security agencies to make the environment safe for trade and commerce.

Fielding questions from reporters after the weekly State Security Council meeting presided over by Governor Babatunde Fashola SAN, at the Lagos House, Alausa, Ikeja, the Police Commissioner, Mr. Kayode Aderanti, said the Police and other security agencies were alert to ensure the security of life and property in all parts of the state.

Noting that there are some security challenges currently at hand, the Commissioner said his Command and other security agencies were addressing such challenges “frontally and in a very comprehensive manner” assuring that in a couple of days and weeks Lagosians would see the results of their efforts.

    He told the newsmen,

Hon. Yinka Ogundimu is a chieftain of the All Progressives Congress (APC). In this interview with Assistant Editor LEKE SALAUDEEN, Ogundimu, who represents Agege Constituency II in Lagos State House of Assembly, spoke on developmental projects in his constituency and preparations for the general elections.

What developmental projects have you facilitated to your constituency?

There are so many. In fact, this is the first time Agege Constituency II will witness rapid infrastructural development. We have a maternity being constructed at Orile-Agege by the state government under World Bank Assisted Projects. There is road network that links Oko-Oba/Oja-Oba to Egbatedo Street; Ipaja-Ota Road and Ajiboye Crescent that links Ota Road with expressway. When the road is completed, it will decongest Ipaja Road. Soretire Street is now linked with Oguntade Road. There is a canal at Arigbale which used to pose a threat to residents whenever it rains. The Arigbale end of the canal has been constructed. Other roads constructed are Salamotu Street and Adejare Street. There are five major road projects around Agege Stadium that will take you to Akilo Road and link up with Ikeja.

The construction of a two-storey building at the Methodist Primary School, Tabontabon has reached 75 per cent completion stage. The Agege Stadium has been upgraded and league matches are now played there. Agege is in the mind of the state government. But, there are still more to do.

If you are re-elected, what are your plans for the constituency?

The legislative assignment is about experience. It is through continuity that one can gather more experience. Continuity will enable me serve my people better. I know the doors to knock to get what I want for my people. I will ensure that the state government intensify ongoing work on inner roads and drainage construction in Agege constituency II; provide youth employment and create conducive environment for investment. If the economy is stable, investors will come and invest and employment opportunities would be created.

Water supply is the major problem of Agege residents. What steps are you taking to reduce the pains?

The problem was created by the colonial administrators. The first water works was cited in Iju here in Agege. But the colonial policy was that the water supply was meant for the Government Reserve Areas (GRAs) in Ikeja and Ikoyi. They laid the pipes pass Agege and denied the people the water sourced from their territory.

However, the state government has come to the rescue of Agege with water supply from Adiyan Water Works. Some areas in Agege now get water supply while others will also benefit as soon as pipes were laid. One problem associated with water supply in Agege is that many pipes have been destroyed through construction of roads and houses. I am sure the repair of pipes would be completed before the tenure of this administration lapses. Another problem is that our people believe water supply should be free. They don’t want to pay water rate but we are educating them to reason why they must pay.

The Peoples Democratic Party (PDP) says with Jimi Agbaje as its governorship candidate, it will win in Lagos. What is your comment?

Before you engage in war, you must have your strategies in place. The PDP in Lagos has no structure. They don’t have good antecedents that could help their cause. From 1999 till date, we have always won elections in Lagos State, and we will continue with our winning streak

Polls shift: Students protest in Lagos

protest rocked Lagos State on Monday, following the postponement of the general elections by the Independent National Electoral Commission (INEC). The federal and state elections, which were initially scheduled to hold on February 14 and 28, were shifted by the commission to March 28 and April 11, citing security reason.

This development did not go down well with students in Lagos, who described the poll shift as an attempt by the ruling Peoples Democratic Party (PDP) to scheme the exercise in its favour.

The students, who gathered from all tertiary institutions in Lagos, led a protest to the office of the Lagos State Governor Babatunde Fashola to register their displeasure over the election postponement.

The protesters, led by Jubril Olayinka, a 400-Level Industrial Relations and Personnel Management student of the Lagos State University (LASU), criticised the role played by the military in the affair, warning the Federal Government against compromising the security agencies for selfish end.

The students’ protest letter to the governor reads: “We decry the unjust shift in election date. We deem it baseless, needless, selfish and an attempt to rig the general election by the ruling party. The agents of darkness are playing pranks on the intelligence of Nigerians. We are protesting to let the whole country know that the development presents a clear danger to our democracy.

“We consider the election postponement as a failure and a huge embarrassment on the part of INEC, security agencies and the Federal Government. We regard it as an attempt by the presidency to strategise rigging and scheme the process in its favour.”

Jubril, who is also the Acting Chairman of Lagos axis of Joint Campus Committee (JCC), an arm of the National Association of Nigerian Students (NANS), said students had resolved to do everything to defend their votes and resist further postponement with last drop of their blood.

He demanded apology from INEC chairman, Prof Attahiru Jega, for his failure to conduct the elections this month.

Jubril also urged students to get their Permanent Voter Cards (PVCs), saying the cards are the passport through which they could contribute to the development of the nation.

The protesters were drawn from tertiary institutions, including LASU, University of Lagos (UNILAG), Yaba College of Technology (YABATECH), Lagos State Polytechnic (LASPOTECH), Adeniran Ogonsanya College of Education (AOCED), Federal College of Education (FCE Technical) Akoka, Michael Otedola College of Primary Education (MOCPED), Lagos State School of Health Technology and the Federal College of Fishers and Marine Technology.

  • Lagos APC: move is an ambush against democracy

Lagos APC: move is an ambush against democracy

The Lagos State chapter of the All Progressives Congress (APC) has described the postponement of general elections as an affront on Nigerians and a threat to democracy.

In statement by its spokesman Joe Igbokwe, the party said it was laughable that a four-yearly general election was being postponed eight days to its due date because the military has chosen the date to clampdown on insurgents.

“It is a cheap insult; an annoying blackmail on the sensibilities of Nigerians by a party and government that is desperate to remain in power when it is obvious that Nigerians don’t want it any longer,” the party said.

According to the APC spokesman, the Peoples Democratic Party (PDP) and the Dr. Goodluck Jonathan government had shown that it was desperate to manipulate every institution to remain in power.

He said: “Nigerians must be more resolute in ensuring the party (PDP) is banished from our politics, if only to preserve our hallowed institutions from such abuse as the PDP is presently visiting on them.

“We encourage Nigerians to remain strong and steadfast in ensuring that the country is saved from the illegalities and outright impunity the PDP has made part of the country’s governance.

“We remember that what is turning out as a dangerous, cold blooded attack on democracy started as a hatchet call by President Jonathan’s National Security Adviser, Col. Sambo Dasuki (rtd), in far away London for the postponement of an election fixed more than a year ago and which time-table had been religiously followed by all parties.

“We remember that Dasuki hinged his call on the position that most Nigerians had not gotten their permanent voters card. We recall that the country rose in one demeaning crescendo to condemn the demand and we remember that both the PDP and the Jonathan government, tongue-in-cheek, denied being behind the plot, as most Nigerians alleged.

“We recall that INEC not only showed its preparedness to conduct the election, but went extra miles to demonstrate that contrary to Dasuki’s allegation on PVCs, it had not only distributed the voter cards, but made provisions for all registered Nigerian voters to collect their voter cards before election day.

“We recall that INEC had been studiously going about its duties while the PDP, the Jonathan government and the headship of the country’s security services had been in an intricate plot to scuttle an election, where every indications point to a crushing defeat of the Jonathan/PDP government.

“We note that the decision of the hastily convoked National Security Council that the election must go on, having been satisfied with preparedness on INEC, was not enough to deter the desperate plot by these joint forces to sabotage democracy and force INEC to postpone an election that was to hold barely in a week.”

Igbokwe said the postponement was the beginning of a grand design to scuttle Nigeria’s hard-earned democracy.

The statement added: “Lagos APC agrees with a majority of Nigerians that the postponement of the election was an illegal ambush on democracy and follows an extensive plot by Jonathan and PDP to cling to power by all means when they have lost favour with Nigerians.

“We warn that this is just the beginning of a thick anti-democratic plot to ensure that democracy is shackled and that Jonathan and PDP continue their corrupt wreckage of the country by every foul means.

“We warn that these evil plots are being financed with the trillions of naira and billions of dollars that have been stolen from the treasury and involves an extensive recruitment of menservants and hirelings masquerading as ethnic, religious, regional and tribal warriors, who are being serviced to further lay ambush on democracy and tarnish the electoral process as conditions necessary for the continuation of the Jonathan/PDP government.

“We alert Nigerians on these looming enemies of democracy who are richly patronised by the present regime to procure more years for this government and ensure the democratic process is scuttled.”

  • Lagos warns contractors

The Lagos State government has warned contractors to complete the 16 projects assigned to them on schedule without compromising standard.

The projects cut across the education, housing, health, judiciary and tourism sectors.

Some of the projects include: science and technology complex; multi-storey building; magistrates’ courts in Ajegunle, Ogba, Epe, Ikeja, Badagry and Igando, as well as the Lagos arbitration centre.

Works and Infrastructure Commissioner Obafemi Hamzat reiterated government’s commitment to ensuring that all construction activities in the state conform to acceptable international standard.

Hamzat said the Office of Works, the unit saddled with the responsibility to enforce compliance with standard, had been mandated to monitor all ongoing rehabilitation projects.

The commissioner said tax payers’ money was being judiciously applied by ensuring standard and preparing the state for the challenges of its status as a mega city.

He said the government was working round the clock to ensure the completion of all projects without compromising standard before May 29.

The Office of Works has completed the Senate Building, Students’ Union Arcade, Central Library, Faculty of Management Sciences and 3-in-1 Lecture Theatre at the Lagos State University (LASU), Ojo.

  • ‘PDP vandalising APC billboards in Lagos’

‘PDP vandalising APC billboards in Lagos’

Lagos State All Progressives Congress (APC) yesterday accused the Peoples Democratic Party (PDP) of defacing and vandalising billboards, posters and banners of its candidates across the local governments.

The ruling party said suspected thugs masquerading as members of the illegal Federal Task Force in Lagos were instigated by the PDP to cause mayhem and  provoke APC leaders and followers.

The Publicity Secretary, Comrade Joe Igbokwe, who raised the alarm that the PDP was inciting war, said the evidence of vandalisation of campaign materials are visible in Gbagada, Third Mainkand, Osborn and Victoria Island, where vandalised APC banners were replaced with those of the PDP.

He lamented that suspected thugs and hoodlums instigated by the PDP invaded Osborn with dangerous weapons removed the posters of the APC governorship candidate, Mr. Akinwumi Ambode, and the presidential candidate, Gen. Muhammadu Buhari, adding that the police deliberately refused to stop the brigandage.

Igbokwe added: “Last wednesday, the PDP mobilised its members and thugs and held road users and traffic on Ikorodu Road for eight hours in the pretext of holding rallies. In the process, they targeted all APC posters, billboards and posters on the road for destruction and removal. We are yet to see any police action against such act of recklessness and rascality. This was the same police that threatened to arrest LASAA officials for regulating indiscriminate defacement of Lagos with posters and handbills.”

The party official said that the PDP is planning to instigate violence because it has been rejected by Nigerians. He added: “The PDP thinks it can overwhelm Lagos with brute force and state sponsored criminality and, if it is so sure that it will win Lagos, as it has been boasting, why is it precipitating a war in Lagos?

“Does it also have the capacity to manage the war in the unlikely event that it wins a state where it is not welcome? Our members are running out of patience in this continued provocation. While we are trying our utmost best to restrain our members from being drawn into any war that will undermine our well oiled wheel of change, we warn that there is a limit to tolerance and that our members may be forced to react, if to defend themselves and their interests.

“Our silence should not be mistaken for submission and docility. We may be forced to react, if pushed to the wall and the perpetrators of this on-going deliberate brigandage will be held responsible for this. We call on the Lagos State Police Commissioner and his command to act quickly and decisively to stop this brigandage. We cannot continue to complain while the PDP is deliberately allowed to breach the security and peace of Lagos. Lagosians will not tolerate this criminality any longer.”
