    Lagos gives final warning on layout plans

    Lagos State Government has given final warning to estate developers operating without approved layout plans.

    Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, who led an on-the-spot warning and sensitisation exercise across parts of Eti-Osa corridor, said the final warning was sequel to the expiration of the grace period earlier granted to flagged estates to regularise their planning documents.

    He said the state government had emphasised the need for estate promoters to obtain proper approvals before engaging in land subdivision, sale or construction.

    Olumide said the affected estates had continued to operate in violation of planning regulations despite earlier notices, stressing that the government would no longer tolerate developments that compromised orderly and sustainable urban growth.

    The commissioner reiterated that the final one-week warning issued to the erring estates was the last opportunity for them to submit their layout plans and obtain approvals.

    He said after the deadline, government would apply appropriate sanctions, ranging from heavy fines to demolition, depending on the magnitude of each infraction.

    Olumide urged the public, especially prospective home buyers, to verify the planning status of any estate before committing funds, noting that due diligence remained essential, to avoid losses.

    ‘’Lagos State Government reaffirms its commitment to enforcing planning laws, to safeguard the environment and ensure orderly development across the state.’’

    The enforcement team visited, among others, Whiteoak Estate 2, behind VGC and Elite Garden Estate, developed by Bosmark Haven Properties Limited, also behind VGC.

    Six killed, 17 injured in Lagos, Kogi road crashes

    Six persons died and 17 others were injured in two accidents in Lagos and Kogi states at the weekend.

    While two female passengers, including an eight-month-old infant, lost their lives on Ikorodu Road yesterday in a crash involving two commercial buses, four died and seven others sustained injuries in an accident on the Lokoja/Ajaokuta highway, Kogi State.

    The Lagos State Traffic Management Authority (LASTMA) confirmed that the accident occurred opposite Olabode House, between Anthony and Obanikoro, when a red long Tata commercial bus lost control while travelling at high speed from Palmgroove toward Anthony.

    According to LASTMA spokesperson, Adebayo Taofiq, preliminary investigations indicated that the bus suffered mechanical and directional failure, causing it to veer off its lane, crashing through the median barrier and ramming into an oncoming Volkswagen commercial bus conveying passengers from Anthony toward Palmgroove.

    The impact resulted in the death of an adult female passenger, while an eight-month-old baby later died from injuries sustained in the crash.

    LASTMA operatives rescued 10 victims, including the drivers, who had injuries. Six passengers were extricated from the bus, while four others were evacuated from the Tata bus.

    The  Federal Road Safety Corps (FRSC) Sector Commander in Kogi, Tenimu Etuku, said the accident involved an 18-seater Toyota Bus with Registration number: ABC 232 XA, heading for Abuja from Enugu.

    He further said the accident occurred in the early hours of yesterday at Jimgbe Community on Ajaokuta-Lokoja highway.

    Etuku said the injured, who were rescued by the FRSC personnel, were rushed to the Kogi State Specialist Hospital for medical attention.

    The Sector Commander said the driver of the bus was allegedly trying to avoid a head-on collision with an oncoming truck when he rammed into a faulty stationary truck

    Etuku described the accident as unfortunate, imploring  motorists to be cautious.

    His words: “This is because there is a big difference between a free motoring environment and a safe motoring environment. Therefore, drivers must always be alert while driving on the highways.”

    Etuku said efforts were being made by his personnel to tow the faulty truck off the road to ensure free flow of traffic.

    LASTMA operatives, promptly carried out rescue operations. Ten victims, including the drivers of both vehicles, were rescued with varying degrees of injuries. Six passengers were extricated from the Volkswagen bus, while four others were evacuated from the Tata bus.

    To prevent further accidents, traffic officials cordoned off the scene and removed the wrecked vehicles, restoring traffic flow along the Ikorodu Road expressway.

    The Lagos State Ambulance Service (LASAMBUS) transported the injured victims to nearby hospitals for urgent medical care, while officials of the State Environmental Health Monitoring Unit (SEHMU) evacuated the bodies of the deceased. Security was provided by officers from the Ilupeju Police Division throughout the operation.

    Reacting to the incident, LASTMA General Manager, Mr. Olalekan Bakare-Oki, expressed deep condolences to the families of the deceased, particularly the mother of the infant, who was also injured and is currently receiving medical treatment.

    He described the crash as a painful reminder of the dangers of speeding and reckless driving, urging commercial drivers to strictly adhere to speed limits and ensure their vehicles are roadworthy before embarking on any journey.

    “Routine checks on braking systems and other critical components are non-negotiable,” Bakare-Oki warned, adding that negligence on the road often leads to irreversible consequences.

    He reaffirmed LASTMA’s commitment to traffic safety, emergency response and public enlightenment.

    Lagos begins distribution of textbooks to basic schools

    The Lagos State Government, on Tuesday, commenced the distribution of textbooks to public primary and secondary schools to ensure access to learning materials and high-quality education across the state.

    The  flag-off ceremony was held at the state’s Resource Centre, Ojodu-Berger, Lagos.

    Speaking at the event, the Commissioner for Basic and Secondary Education, Mr Tolani Alli-Balogun, described the initiative as a demonstration of the state’s unwavering commitment to strengthening teaching and learning in all public schools. Alli-Balogun noted that education was incomplete without access to textbooks.

    He added that proper learning materials equip students for academic success, enhance comprehension, and foster a conducive environment for classroom instruction.

    Alli-Balogun commended the teachers in the state for their dedication, efforts and the impressive performance of students in recent examinations, which continues to place Lagos State at the forefront of national educational achievement.

    “They really tried and are still trying their best. In the last exam, they excelled due to their energy, commitment, and hard work, though more efforts are needed to sustain excellence,” he said. Addressing students, the commissioner urged them to embrace discipline, curiosity, and consistent effort, describing the present moment as a turning point for academic growth and self-development in Lagos schools.

    He also encouraged them to study independently, seek clarification from teachers repeatedly, and maintain respect, obedience, and a positive attitude to ensure a fruitful learning experience. “If a topic is unclear, consult your teacher repeatedly, but do so respectfully. Approach lessons with humility, diligence, and success will follow. Take cognisance of both effort and respectful engagement in learning,” he  added.

    He also commended his team, including the Ministry’s Permanent Secretary, for their dedication to implementing education policies effectively. The commissioner urged teachers to safeguard the newly distributed textbooks by ensuring proper usage.

    He also urged school principals to reinforce responsibility among students and staff. Alli-Balogun, however, praised them for supporting the state’s THEMES Plus agenda, particularly its focus on improving education and integrating technology, reinforcing Lagos State’s commitment to modern, quality teaching practices.

    He said the first batch of textbooks primarily targets Senior Secondary 3 students, focusing on Mathematics, English, and core subjects.

    Alli-Balogun disclosed that more textbooks would be procured next year to expand coverage across schools.

    He revealed that digital tablets would soon be provided to SS3 students to support independent learning and improve performance in line with the THEMES Plus education and technology objectives of the state government.

    Lagos facilitates 2000 CNG trucks for safer, cleaner freight

    The Lagos state government has strengthened its engagement with truck operators and logistics stakeholders by facilitating the acquisition of CNG trucks to promote safer, cleaner, and more efficient freight movement across the state. 

    The initiative was unveiled at a stakeholders’ engagement forum with maritime and logistics practitioners.

    The event, themed “Charting the Future of Maritime Logistics: Safety, Sustainability and Stakeholder Partnership,” brought together port operators, truck owners, freight forwarders, unions, regulatory agencies, financial institutions, and other stakeholders in the maritime and logistics sector. 

    The collaboration reflects the government’s commitment to modernising freight operations while ensuring compliance with safety and environmental standards.

    Governor Babajide Olusola Sanwo-Olu said the administration has prioritised reforms that protect lives, improve operational efficiency, and reduce environmental hazards along major transport corridors. 

    “Our administration is focused on building a logistics ecosystem that is safe, sustainable, and productive. Modernisation of truck fleets, strict enforcement of safety standards, and partnership with operators are key to achieving this goal,” the governor said.

    A key initiative of the stakeholders engagement is the facilitation of a N15 billion credit facility to enable truckers acquire 2,000 compressed natural gas (CNG)-powered trucks for freight. 

    The programme, structured through partnerships with financial institutions, aims to replace ageing vehicles that often pose risks to road users and contribute to environmental pollution.

    In addition, the state has introduced dedicated welfare and safety measures for truck operators. 

    Free eye screening and visual health programmes will be offered to drivers, along with substance abuse sensitisation and testing. 

    Rehabilitation pathways are also being made available for operators who require support. 

    Authorities said these measures are designed to ensure truckers remain healthy, alert, and able to perform their duties safely.

    The government also plans to strengthen regulatory compliance through more rigorous vehicle inspections and safety audits. Trucks operating along the Apapa, Tincan, and Lekki corridors will undergo regular checks for brakes, tyres, reflectors, lighting, and overall mechanical stability. 

    The Lagos state Commissioner for Transportation, Oluwaseun Osiyemi, noted that this initiative is aimed at strengthening a greener future for Lagos state. 

    He emphasised that these interventions are preventive and aimed at reducing accidents, safeguarding cargo, and ensuring orderly movement of goods.

    The Special Adviser to the Lagos State Governor on Transportation, Hon. Sola Giwa, who represented the Governor, highlighted the importance of collaboration between public agencies and private operators. 

    “We cannot achieve a safer and more efficient logistics system without the active participation of truck owners, drivers, unions, and regulators. This engagement is a platform to share challenges, design solutions, and foster accountability,” he said.

    Truck operators and union leaders expressed support for the initiative. 

    The National President of the National Association of Road Transport Operators (NARTO) said the programme would create new opportunities for investment, employment, and profitability while improving standards in the sector.

    “Operators who embrace these reforms will benefit from modern fleets and streamlined operations. The aim is to ensure a level playing field and sustainable growth,” he said.

    Lagos’ 2026 ‘Budget of shared responsibility’

    With the growing pressures for enhanced service delivery in Nigeria and the challenges of budgetary crises and fiscal shocks, the need for improved budget processes and innovative financial management techniques is especially critical more than ever before. The increasing significance of budgets in the economy has obliged the use of new techniques in managing them. It also calls for transparency and clarity of vision on the part of political leadership.

    In Lagos State, especially in the past six years, prioritization of developmental needs and earmarking resources commensurate with the importance of each sector has been the compelling factors in budgetary estimates. In the last six and a half years, the Lagos State government has changed the paradigm not only in budgeting but in its implementation. The state has not only effectively monitored budget implementation; it has consistently delivered a budget performance of over 75%.

    It has been the policy of the government to embark on periodic budget reviews. Repeated monitoring, critical examination, and diligent application of the process have positively impacted budget performance in the state.

    The idea of periodic budget assessment speaks volumes of the pro-activeness of the government as it affords it a scientific basis for measuring its performance consistently while putting pressure on government departments and agencies to meet budgetary targets.

    This amply reflects the commendable form of progress that is being made in terms of budget monitoring and implementation at the ‘Centre of Excellence’. More importantly, it is inspiring that the result of a recent impact assessment done by the government shows that critical sectors as health, education, the environment and security are experiencing marked improvements. Also, in terms of literacy level, the level in the state is above the National Average.

    The implication of this is enhanced security, improved healthcare, and, invariably better quality of life. The number of patients to doctors is also improving, as reflected in life expectancy. Equally, the number of stillbirths and deaths is also gradually reducing.

    Since the inception of the current administration, the government’s programmes, policies, and activities have been firmly anchored on the T.H.E.M.E.S+ Agenda — a framework that continues to guide the transformation of Lagos into a safer, smarter, greener, and more inclusive megacity.

    Year after year, the administration’s budgets have been structured to move the state from stability to reform, from reform to expansion, and now, from expansion to shared and enduring prosperity.

    In the past six years, the administration’s fiscal journey has followed a clear and deliberate progression. In 2020, its ‘Budget of Awakening’ laid the foundation for a Greater Lagos, while the 2021 ‘ Budget of Rekindled Hope’ stabilized the economy after unprecedented disruptions.

    In 2022, the ‘Budget of Consolidation reinforced systems and institutional reforms, and the 2023 ‘Budget of Continuity’ connected the administration’s first-term gains to its long-term vision.

    The 2024 ‘Budget of Renewal’ aligns with the national Renewed Hope Agenda, while the 2025 ‘Budget of Sustainability safeguarded progress and strengthened resilience.

    Each of these budgets has served as a building block —supported by discipline, rigorous planning, and the steadfast partnership of all stakeholders. Collectively, they have delivered measurable improvements in mobility, healthcare, education, housing, agriculture, technology, environmental management, and public safety.

    It is, thus, quite cheering that the State’s N4.237 trillion Appropriation Bill for the 2026 is coming at a time when the focus of the government is on sustaining and surpassing the gains of the past six and half years through the completion of several ongoing projects such as the Massey Street Children’s Hospital, General Hospital, Ojo and Opebi-Ojota Link Bridge among others.

    The budget is a bold and forward-looking financial plan designed to consolidate the current administration’s legacy in its final full year.

    The Y2026 Appropriation Bill, ‘Budget of Shared Prosperity,’ is a reaffirmation of the government’s collective belief that Lagos can continue to rise, continue to lead, and continue to create opportunities for every resident of Africa’s preferred megacity.

    The budget has a total revenue estimate of N3,993,774,552,141, supported by Internally Generated Revenue of N3,119,774,552,141 and Federal Transfers of N874 billion. This revenue projection leaves a deficit financing requirement of N243,332,457,167.

    Capital expenditure for the year is proposed at N2,185,085,419,495, while recurrent expenditure is estimated at N2,052,021,589,812 the recurrent component includes overheads, personnel costs, and debt obligations.

    From all indications, with the availability of the required financial resources, the government will accomplish its objective of sustaining a rising Lagos. Over the years, it has demonstrated enough capacity to implement projects.

    Ironically, however, the successes of the state have created some socio-economic challenges as reflected in the number of people coming into the state to benefit from what it has to offer. It is quite similar to the case of Nigerians travelling abroad in search of the proverbial greener pasture.

    In order to ensure the total success of the state’s 2026 budget, the people need to be fully involved in its implementation. For instance, they need to speak up whenever they notice any anomaly in the implementation of projects in their localities. The projects in their localities are theirs and are principally meant for them, so they should monitor them to ensure that the money being spent is well spent.

    Similarly, existing structures for programme monitoring should be supported with proper evaluation systems, especially where existing ones are weak. It is important, equally, that evaluation provides evidence-based information that is credible, reliable, and useful, enabling the timely incorporation of findings, recommendations, and lessons learnt into decision-making.

    Perhaps, more notably, all MDAs in the state need to be more creative in their revenue generation drive by focusing on untapped areas of revenue.

    On a final note, it is important to stress that every resident of the state has an important role to play in the full implementation of the budget. After all, the human challenges that confront implementation of budgets are both behavioural and attitudinal, particularly with people still refusing to comply with the laws of the state. The effect of this is to increase the cost of running the government in many ways because of compulsory compliance, which the people will not accede to, often leaves the government spending more money on law enforcement than it probably would have.

    For instance, people driving against traffic, people not managing their refuse properly, refusing to use the PSP, and patronizing cart pushers who are not registered to operate, and people selling along the road, and so many other unwholesome behaviours are all parts of the human factors working against the budget.

    So, as the state government embarks on the implementation of the 2026 Budget, there is a need for all residents of the state to embrace attitudinal change that would enhance accelerated growth and development.

    LASTMA warns against traffic violations as delivery motorcyclist suffers limb fracture in Lagos

    A delivery motorcyclist sustained a serious limb fracture in the early hours of Monday following a one way traffic accident on the Odo Iya Alaro Bridge inward Maryland along the Ikorodu Road corridor in Lagos.

    The Lagos State Traffic Management Authority said preliminary investigations showed that the accident occurred amid heavy traffic caused by the aftermath of a truck fire at the same location earlier in the morning.

    Officials said the fire incident resulted in a long stretch of slow moving traffic along the Ikorodu Road axis, creating a tense and congested driving environment.

    LASTMA said that during the gridlock, a private ambulance with registration number BED 508 EA conveying a pregnant woman who was on oxygen support drove against traffic at high speed in an attempt to bypass the congestion.

    The reckless maneuver led to a head on collision with the delivery motorcyclist who was riding legitimately within his designated lane.

    The impact left the motorcyclist with a severe fracture to his right knee and other injuries that caused him intense pain at the scene.

    LASTMA officers immediately alerted the Lagos State Ambulance Service which deployed two ambulances to the scene for emergency rescue.

    The pregnant woman, along with her life support equipment, was safely transferred into one LASAMBUS ambulance, while the injured motorcyclist was conveyed in another ambulance to the nearest medical facility for urgent treatment.

    The driver of the private ambulance was apprehended at the scene by LASTMA officials and handed over to operatives of the Ogudu Police Division for further investigation and possible prosecution.

    LASTMA officers also ensured the damaged ambulance and the delivery motorcycle were safely removed from the road and taken to the Ogudu Police Division, while policemen provided security support during the rescue operation.

    The General Manager of LASTMA, Mr Olalekan Bakare Oki, restated the agency resolve to maintain zero tolerance for dangerous traffic violations, especially the act of driving against traffic.
