    Fed Govt, Lagos partner to develop agric sector

    Lagos State Office of Nigeria Agribusiness and Agro-Industry Development Initiative (NAADI) is developing industrialised and commercialised agricultural sector, thus joining Kano, Sokoto, Akwa Ibom, Imo, Bauchi, Benue and Delta states.

    Permanent Secretary in Federal Ministry of Industry, Trade and Investment, Nura Rimi, said the initiative is to ‘develop the non-oil sector by boosting production, encouraging value addition and export for increased foreign exchange, wealth and job creation’.

    He added: “This will enhance manufacturing process to transform commodities to value-added state. The intention is to unlock the latent value in commodities for high premium and satisfaction of consumers.

    “The initiative is focused on four components – Food and Beverages, Textile and Garments, Leather and leather products as well as Products Inspection Services – to ensure quality and standard. It also seeks to develop agro-industry by encouraging backward integration, import substitution, local patronage, industrial partnerships for growing agribusiness, such as low cost of raw materials, low cost of production and reduced costs of doing business.

    “As policy makers, we will create the enabling environment, facilitate linkages among stakeholders and ensure the required framework for  sustainability of NAADI.

    “We are interested because  the programme will stimulate equity investment in critical sectors driving trade and export; diversify agro-industrial base; reduce dependence on imports; support youths and women in export supply chains, as well as raise  exports of value-added goods and services.”

    Commissioner for Commerce, Cooperatives, Trade and Investment Mrs. Folashade  Ambrose-Medebem, described the initiative as ‘a testament to the government’s dedication to converting  agricultural prowess into high-value products…’’

    driving industrial growth, and ensuring economic stability’.

    She said: “NAADI is carefully designed in alignment with the framework established by UNIDO’s African Agribusiness and Agro-Industry Development Initiative (3ADI), launched in March 2022. By adopting and localising this model, NAADI aims to modernise our traditional agricultural sector and foster a thriving agribusiness ecosystem.

    “This initiative is a crucial step towards achieving food security, job creation, wealth generation, and sustainable economic growth.

    The scope of NAADI is broad and inclusive, encompassing agro-based industries such as food and beverage manufacturing, textile and garment production, and leather products manufacturing. Furthermore, it extends to agro-allied industries, including agricultural input, agro-machinery, and livestock feeds manufacture. This diversity ensures that NAADI addresses various sectors, contributing to a robust and resilient agro-industrial base.

    “Our objectives are clear and ambitious. We aim to diversify Lagos productive base, reduce import dependence, stimulate job creation, promote exports, and enhance the profitability of agribusiness and agro-industry investments. These goals align with our broader vision of economic transformation and self-reliance.

    “NAADI’s target beneficiaries are wide-ranging, from small producers to large-scale enterprises, including both private and public service providers. This inclusive approach ensures that the benefits of this initiative permeate through various layers of our society, creating a ripple effect of prosperity and growth.

    “The acquisition of this space and today’s formal opening ceremony, which will be followed up with training, has further confirmed the state’s readiness to use NAADI’s platform to bolster the development of agrobusiness and agro industrial development. It will also complement the giant strides already made in the area of capacity building on e-commerce for MSMEs in agribusiness value chain.”

    Lagos to spend N550b on infrastructure projects in 2024

    The Lagos state government has earmarked N550.689 billion of the N2.267 trillion budget to develop, maintain, and complete ongoing infrastructural projects in 2024.

    The Commissioner for Economic Planning and Budget, Ope George, stated this during the 2024 Budget analysis at the Alausa Secretariat, Ikeja.

    The N550.689 billion represents 24.28 percent of the entire budget.

    George added that the focus will be on the completion of ongoing projects, particularly in transportation, such as rail network expansion, road construction, and completion of the Blue/Red Line and other metro projects.

    The commissioner said N55.924 billion, representing 2.5 percent, will be used to provide affordable housing schemes and urban renewal projects to address the housing deficit.

    He said: “There would be a focus on some special projects: continuous progress on major infrastructure projects like the Lekki-Epe International Airport, the Omu Creek, Blue and Redline, among others. These projects will be prioritised.

    “The budget aims to complete the front-loaded and ongoing infrastructure, such as Massey Children Hospital, Omu Creek, Opebi-Mende Link Bridge, Stadia, SCRPS, Lekki-Epe, Lagos Badagry Express, among others, and begin the Fourth Mainland Bridge that will connect Ikorodu to the Island.

    “The state’s commitment and continuous support to agriculture will include increased funding for projects and programmes, comprehensive training programs, and incentives tailored for farmers. Simultaneously, ongoing aid for Micro, Small, and Medium Enterprises (MSMEs) remains a priority to stimulate economic growth and foster job creation.

    ‘The state’s five-year Agric roadmap stands as a testament to this commitment aiming to bolster support for farmers and enhance our overall food systems. This prompted the state to allocate N44.33 billion towards the Central Food Security, fostering projects such as the cattle Feedlot Project, Fish Processing Hub programs, and Wholesale Produce Hub and Market. These endeavours aim to elevate food quality, reduce prices, and optimize the agricultural sector in the long run.

    “In order to boost Human Capital Development through education and healthcare, the state has allocated 13.35 percent of the total budget to personnel cost in 2024, an increase of 33 percent compared to the Year 2023.

    “The N180.693 billion in education will allow continuous investment in educational infrastructure, digital skills initiatives, and vocational education, thus enhancing learning opportunities for every child in the state.”

    George added that the N2. 267 trillion budget would be funded from a revenue estimate of N1.880 trillion, comprising IGR of N1.189 trillion, capital receipts of N94.605 billion, and Federal Transfer of N596.629 billion. The Lagos Internal Revenue Service (LIRS) is expected to contribute 63 percent (N750 billion) of the projected IGR. In comparison, about 23 percent (N283.567 billion) is expected to be generated by other Ministries, Departments, and Agencies (MDAs).

    “We shall achieve this by deepening the revenue and increasing the tax net through the deployment of technology, economic intelligence, data gathering, and analysis among other initiatives.

    ‘There are huge revenue-generating opportunities in the informal sector, including real estate, transportation, and trade.”

    Firm promotes cleanliness in Lagos

    Sterling Oil Exploration & Energy Production has launched ‘adopt a waste bin’ initiative in Lagos State  communities.

    Launching the initiative at Alimosho Local Government Director of Circular Economy Project (Waste Management Departmen) in Ministry of Environment, Mrs. Toyin Oguntola, said the challenges of waste management is harder to ignore, with harsh realities of climate change.

    She said distributing waste bins would reduce environmental impact, as it encourages proper disposal of waste, minimise littering and enable efficient recycling or disposal processes.

    “Environmental engagement is essential especially with the climate suddenly switching, as the human population and overconsumption grow, the waste we produce becomes harder to get rid of,” Mrs. Oguntola said

    Mrs. Oguntola lauded SEEPCO’s initiative which she said would enhance the well-being and contribute to the environmental preservation as it would engage communities, encourage sustainable procedures and advocate a greener future for the state.

    ‘The problem with our waste is a lot harder to ignore now. This initiative by SEEPCO will enhance the well-being and contribute to environmental preservation. By engaging communities, encouraging sustainable procedures, and advocating a greener future, such programmes will set a standard for support in all facets of humanity. We will be able to move closer to a world where human actions no longer have a negative impact on the natural setting,” she added.

    She said the waste containers will help in curbing disease transmission and preserving cleanliness.

    The First Vice Chairman Alimosho CDA, Chief A.S. Akeem, thanked SEEPCO for making Alimosho one of the communities in which the waste bins was distributed. He said the bins would reduce waste mismanagement thereby leading to a reduction and minimizing the creation of greenhouse gases that may lead to a sterile ecosystem.

    “The SEEPCO’s initiative will act as a boom for the community, encouraging environmental cleanliness through the distribution of waste bins. We are grateful to the company for putting up this brave effort.”

    Chief Akeem said SEEPCO is on a mission to create a better tomorrow by establishing an environment-friendly situation and cost-effective solutions through waste management best practices.

    He said the waste bin would create a robust culture of environmental consciousness among communities.

    Lagos goes tough on illegal building conversion

    Owners and occupiers of residential buildings converted for other purposes without approval have 30 days to revert to the original design, Lagos State Government said yesterday.

    General Manager of the Lagos State Building Control Agency (LASBCA), Gbolahan Oki, said the notice applies to all structures used as bars, club houses or religious centres located within residential areas and without requisite permit from relevant authorities.

    Oki said the notice follows distortion of the state’s master plan, especially of residential areas, thereby constituting nuisance to the environment.

    He added that the removal notice became imperative following security concerns of residents and repeated complaints of non-adherence to safety and security guidelines issued to the club owners.

    He said: “We are giving them one month’s final notice from today, January 29, to revert all properties converted to churches, mosques, clubs and bars to the original plan or have such buildings removed at their expense.”

    Oki said LASBCA earlier identified the illegal and non-conforming structures and served the statutory enforcement notices, but concerned persons have either failed or refused to respond to the notices, hence the service of the final notice.

    He urged property owners to take the notice seriously “because nobody will be spared in the effort to sanitise the state, in line with the model mega city status vision of Governor Babajide Sanwo-Olu.”

    • Food fair to set template for market activities

    Lagos State Food Hub at Idi-Oro, Mushin, has held a food fair to signal commencement of activities at the hub.

    Governor Babajide Sanwo-Olu, last year, opened the hub to serve as a mega centre for fresh farm produce.

    The fair, serving as a template for commercial activities, will hold for 20 Saturdays before translating into a full market.There is a 10 per cent discount for any purchase between N2,000 and N5,000.

     General Manager of Lagos State Coconut Development Authority, Dapo Olakulehin, said the fair is to connect farmers to consumers, and show Lagos agricultural prowess.

    Olakulehin urged farmers to participate in the fair to make more profits.

    He said: “This fair will be coming up for the next 20 Saturdays till end of July. Today is the first day; next week Saturday some more farmers will be here. So, I urge everyone to take advantage of this opportunity, both farmers and consumers.

    “I can assure them whatever they buy here is of utmost quality because we have ensured whatever produce displayed here is from the farm. We also have quality control officers who monitor the value chain to ensure only the best is sold here. It is an avenue to improve the economy because everything sold here is produced in Lagos. So, it’s a case of our money circulating in Lagos.

    “And not forgetting a 10 per cent discount for any purchase between N2,000 and N5,000 when payment is made through a MoMo account…”

    A farmer,  Mrs. Chinaza Asonye described the initiative as great. Mrs. Asonye is a rice, fish, poultry and mushroom farmer.

    She said: “The Fresh Food Hub provides an opportunity for farmers in Lagos State to showcase their produce and connect with off-takers. The produce here is direct from the farms and it’s of the highest quality.

    “The fair will be held for 20 Saturdays from today, and you can rest assured that consumers will get whatever they want at affordable prices because it is from the farmer’s gate, the middlemen have been eliminated.

    “This is a beautiful venture for farmers in Lagos State because we have been looking for how to showcase our produce and get off-takers. With this that the government has done now, it would give the farmers a big relief that whatever your produce is there is a ready market to sell.”

    Mukaila Saliu, a trader from Mile 2 International Market, thanked Governor Babajide Sanwo-Olu for the initiative. According to him, the hub will improve business.

    “This place is very okay and we want more people to join us and patronise this market. We appreciate the Lagos State government for the food hub and what it is doing for us. This is very fantastic and shows that we have a government that can assist us to improve our market,” he said.

    A consumer, Judith Ebun, described her experience as ‘fantastic’. “My experience here is really fantastic. I enjoyed all the things I bought. The prices are well subsidized. I love them all. It is really nice and it is a good initiative. I am sure I will be here again next Saturday. The government is trying. This is a good initiative.

    “However, there shouls be more awareness about the hub and fair so we can have more people patronising the sellers so they are not discouraged. I was just passing by when someone told me about the place. I came in and loved what I saw. I am sure other people will love it here too.”

    JUST IN: Abducted Lagos PDP chairman Philip Aivoji regains freedom

    Chairman of the Peoples Democratic Party (PDP) Lagos Chapter, Philip Aivoji, has regained freedom four days after gunmen along Lagos-Ibadan Expressway abducted him. 

    Lagos PDP Publicity Secretary, Hakeem Amode, confirmed this in a terse statement on Monday.

    The Nation learnt Aivoji was released around 11pm on Sunday and was taken to his country home in Badagry to reunite with family.

    Lagos beats Glasgow, Dubai, Miami, Sydney, ranks 19th best city to visit

    Lagos has been ranked as the 19th best city to visit in the world, according to Time Out, a British media and hospitality company that publishes guides and magazines.

    Time Out said the conclusion was drawn from a survey of more than 20,000 city dwellers around the world with its network of editors.

    Criteria used to rate the cities include food (quality and affordability), culture, nightlife, how the city makes people feel, strong community vibes, access to green space, historic sites and much more.

    In the report published on Tuesday, Time Out said it worked with Potentia Insight, a research company, to strengthen the survey’s quality.

    South Africa’s Cape Town, Nigeria’s Lagos and Ghana’s Accra were the only African cities that featured on the list.

    Brand Finance City Index in 2023 ranked Lagos as the fifth best African city with high desirability by people to live, work, and invest, according to a report by

    Lagos and Nairobi were ranked behind Cape Town (South Africa), Cairo (Egypt), Johannesburg (South Africa), and Casablanca (Morocco).

    Presidency: no plan to move federal capital back to Lagos

    Presidency yesterday assured Nigerians that the federal capital will not be moved back to Lagos.

    The clarification followed reactions of some northern groups and leaders over relocation of some departments of Central Bank of Nigeria (CBN) and offices of Federal Aviation Authority of Nigeria (FAAN) to Lagos.

    In a post on his X (formerly Twitter) page, Special Adviser to the President on Information and Strategy, Bayo Onanuga, wrote: “President Tinubu has no plan to move federal capital to Lagos. The rumour first surfaced during the campaign last year by opponents looking for all manner of weapons to stop him. We trashed it.

    “Those peddling it anew are dishonest, ethnic and regional champions, trying to draw attention to themselves. Abuja has come to stay. It is backed by law.

    “The movement of FAAN, a department of Aviation Ministry to Lagos, where it was based before former Minister, Hadi Sirika, moved it to Abuja does not amount to moving FCT to Lagos. The administrative move should have attracted scant attention, as Lagos is the commercial capital and the hub of aviation business in Nigeria. FAAN should be nowhere else but near the industry it regulates. FAAN will still maintain some presence in Abuja.

    “Similarly, the movement of some departments of CBN to Lagos should not trigger any hoopla. The departments concerned, including Bank Supervision, are those dealing with commercial banks, all with headquarters in Lagos. A regulator ought to be close to the businesses it regulates.

    “All those pushing this campaign of falsehood know they are playing politics, albeit a dangerous politics to pit the North against South.”

    Senator representing Kogi West and Chair of Senate Services Committee, Sunday Karimi, has said northern senators had not taken a position on the movement of some departments of CBN and FAAN to Lagos.

    In a statement yesterday in Abuja, Karimi said Northern Senators’ Forum agreed to investigate the matter.

    He said: “What is important to our people is how decisions of government will affect their lives positively and put food on their table.

    “They are not bothered by any ethnic sentiments on relocation of offices.

    “During the forum’s last meeting, where the issue was raised, the members urged caution on taking a hasty position, calling for a full investigation…”

    Former media aide to ex-President Goodluck Jonathan, Dr. Doyin Okupe, yesterday faulted a statement credited to the senator representing Borno South, Ali Ndume, for faulting the relocation of certain departments of CBN and FAAN  from Abuja to Lagos.

    Ndume, in a Channels Television interview, had said the President was being ill-advised by “Lagos boys” in the corridors of power.

    But in an open letter to Ndume, Okupe wrote: “Your pronouncement on the above subject matter is provocative and unexpected of a politician of your pedigree and position…’’

     in the Nigerian polity.

    “You have been in politics for more than two decades, you are one of the highest-ranking senators of the Federal Republic of Nigeria, you once contested and deservedly for the revered and exalted position of the Senate President.

    “Even if you disagreed and you were aware of the ‘consensus’ of many Northern politicians being against this move, it is reasonable to expect that you would treat this situation with much equanimity and maturity.

    “Your threat against President Tinubu of political consequences because of this action of the Federal Government is unwarranted and demeaning of your status.

    “Ours is a fragile democracy, and from the First Republic to date, leaders of this nation have managed our national stability and unity with great circumspection and forbearance. Our polity has not always been based on political correctness but rather, often times, on political expediency and prevailing power locus.

    “For instance, why should major military installations and institutions be domiciled in the North? Or the Nigerian Port Authority and the Nigerian Customs be located in Abuja?

    “These are institutions that must be of necessity close to where the harbour is, but my dear senator, this is how we are as a people.”
