  • Lagos launches new buses

    The Lagos State Government yesterday launched new buses under the Bus Reform Initiative (BRI), with free service on five routes.

    It said the development would redefine public transportation and make the state globally competitive.

    Welcoming President Muhammadu Buhari to Lagos last Wednesday, Governor Akinwunmi Ambode had promised that the buses as well as operation on Terminal 3 would begin operation on May 1.

    The free service was launched across five routes, including Berger to Tafawa Balewa Square (TBS), Berger to Oshodi, Oshodi to TBS, Ikeja to Alausa and Ikeja to Oshodi to commemorate the Workers’ Day, after which normal service will start today.

    Speaking at Ikeja Bus Terminal, one of the modern terminals built as part of the BRI, an official of the Lagos Bus Services Ltd, the operator of the buses, Mr. Timi Olajide, said it was a good thing that the buses had been finally launched for people’s use.

    He said of the 5,000 buses planned for the initiative, the government was launching the scheme with 820 high and medium capacity buses, adding that besides the intelligent transport system component of the initiative, which would aid Lagosians to plan their journeys, comfort and safety of the people were also factored into the process.

    “In each of the buses, we have six emergency exits and First Aid Box, while every seat has a dedicated USB port for charging of phones, free Wi-fi, television and CCTV cameras, which are linked to our control centre to monitor everything going on in the buses, among other features.

    “We have also taken the issue of people with disabilities specially and there are seats reserved for them in the buses,” Olajide said.

    At the Oshodi Transport Interchange, a cross section of Lagos residents who enjoyed the free service, hailed the government, especially Governor Ambode, for the buses and the infrastructure provided to support the transport reforms, saying the development was commendable.

    A resident, Adewusi Oluwatobi Emmanuel, said: “I am very happy to enter this bus today because it is a thing of joy that something like this can happen in Nigeria. I am happy that I can enter a beautiful bus with free Wi-Fi, free USB port, free air-conditioning and so on.

    “With this, I know that this country is going to greater heights. One thing I believe we should do is to work together, love ourselves and before we know it, Nigeria will be one of the best countries in the world.”

    Another resident, Mr. Demola Aleshinloye, said: “This is a lovely idea. I like this development and I want it to be sustained. God bless Nigeria.”

    Mrs. Olorunfemi Funmilayo, another resident, said: “I am very happy to enter this type of bus. When I entered and I saw the USB charging port and free Wi-Fi. I so much like them and I pray that Nigeria will be great.”

    Also, Mr. Adabayo David said: “This is a great initiative and I believe that if Lagos can get it right, every other state can get it right and I must give kudos to the visionary governor, Ambode, for this wonderful initiative. Everything is working fine in the bus and as you can see, I’m charging my phone.

    “I believe that God will take him (Governor Ambode) to greater heights. Something like this, if it’s well managed, it’s going to last us for a long time and so I must commend our exceptional governor for this.”

    Another commuter, who simply identified himself as Ifeoluwa, said: “Actually, I hail Governor Ambode for doing a great job in Lagos State. Today, I can say Governor Ambode is still one of the best we have in this state. I love the governor and the world loves him too. This Oshodi interchange is one of the greatest projects in Africa and I must commend the governor and the contractor that handled the project.”

    When Lagos State Attorney-General and Commissioner for Justice Mr Adeniji Kazeem (SAN) met with Legal Editors and Correspondents, he spoke on several issues, including the ministry’s achievements since the inception of the Akinwunmi Ambode administration.

    Taskforce on land grabbers

    We were all witnesses to how the activities of land grabbers popularly known as ‘Omo Onile’ were almost completely stifling commercial activities in the state before we came on board. In order to reduce to the barest minimum the activities of those notorious persons, who use force and intimidation to dispossess or prevent any person or entity from acquiring legitimate interest and possession of property, we created the Lagos State Special Taskforce on Land Grabbers popularly known as ‘Omo Onile Taskforce’ with a mandate to rid the state of land grabbers. The Task Force has continued to receive petitions and several criminal prosecution cases against suspected land grabbers are currently ongoing in different courts.

    DNA Forensic Centre

    The DNA Forensic Centre is another landmark achievement of this administration that is worthy of being mentioned. The Centre which was set up on the 3rd of May 2017 is of world-class standard and the first by any Government in Nigeria. Our ultimate aim for setting up the Centre was to create an enabling environment for proper investigation, prosecution of crimes, adjudication and the administration of Justice in the state.

    Otedola Bridge disaster

    We said we were going to prosecute the persons that caused that disaster. One of the challenges then was how to identify the perpetrators of that crime. We had said the driver and the owner needed to be identified.

    There were all kinds of stories out there, including whether the driver had perished in the fire or not. The owners, as we understand, were traced by the police to Kano.

    The whole idea was that at the end of the day, they would conclude their investigation and get us the file here in the ministry. Unfortunately, we can’t do the investigation ourselves, so that we can commence prosecution process.

    Unfortunately, that process has not yet been concluded, or is not conclusive yet. Until we get that file, we cannot proceed with prosecution.

    “I want to assure you that this Otedola Bridge disaster will not be swept under the carpet. Once we get the facts properly on investigations, we will commence the process of prosecuting the suspects in that matter.”

    Ministry of Justice’s relationship with House of Assembly, Police, Prisons

    Under my watch as Attorney-General, the justice sector in Lagos State has experienced the implementation of programmes aimed at giving the people of Lagos State greater access to justice through dynamic law reforms and adherence to the Rule of Law.

    Owing to the cooperation and support received from State House of Assembly, the Judiciary, the Police, the Prison Services and other security operatives, we have been able to collectively ensure that our dear State is a safe and secure environment for all regardless of our different tribes, religious and political affiliations.

    Fuel tankers/ articulated vehicles disregard of nighttime operations order

    I recollect that that directive was given. It was enforced at some point in time, but the practicality began to dawn on the state government and that issue had to be reviewed. That review is still ongoing because it is not a straightforward issue; it has all kinds of implications, including security issues.

    Creating awareness of Lagos laws

    We recognised the importance of creating awareness of the laws that were being passed by the Lagos State House of Assembly, therefore, we created a web portal where all Laws & Regulations of Lagos State are available online. The dedicated web portal, http: laws.lagosstate.gov.ng is regularly updated with all new laws and regulations and has since the launch recorded an average of 100,000 user hits every month and over 10,000 downloads of the Laws of Lagos State.

    Justice System Reforms in Lagos State

    Under my watch as Attorney-General, the Ministry of Justice in January, 2017 organised a Stakeholders Summit with the theme: “The Contemporary Trends: Catalysts for Justice Sector Reform in Lagos State”,  where stakeholders from the public and private sector critically brainstormed on the collective ways to review the existing system and to introduce contemporary reforms in the Justice System of Lagos State. The report on modalities to implement the proposed reforms has since been forwarded to the appropriate authorities, including the National Judicial Service Commission, Chief Judge of Nigeria (CJN), Attorney General of the Federation (AGF) and the Chief Judge of Lagos State for input and contribution

    Sexual Offences and Child Justice Unit

    To create a viable system for monitoring the prosecution of sexual offences in the state, we established the Sexual Offences and Child Justice unit to ensure timely prosecution of sexual and gender-based violence cases at the newly designated Sexual Offences Court, High Court of Lagos State, Ikeja Judicial Division.

    Mobile courts

    Upon assumption of office as Attorney-General, my first major assignment was to work towards the expansion and functionality of the Mobile Court in conjunction with the Lagos State Judiciary. Through the successful running of the Mobile Court system, we have been able to reduce street trading, traffic congestion and unethical/anti-social conducts on the roads as well as environmental nuisances, thereby improving the socio-economic well-being of the residents of Lagos State.

    Commissioning of new courts

    In the course of our stewardship, the Court Buildings in Badagry-Olusola Thomas Combined Court Complex and Sikiru Adagun Combined Court Complex in Ajegunle were commissioned in 2017. We also commissioned a couple of new magistrate courts for environmental, road–traffic and allied offences in Oshodi to support the Mobile Courts Units, thereby ensuring effective and quick dispensation of justice in the metropolis

    Lagos Public Interest Law Partnership (LPILP)

    In 2018, we designed and created an online platform for the Lagos Public Interest Law Partnership (LPILP) to give room for accessibility. Through the LPILP, we have facilitated easy access to Justice by firming out Pro Bono matters to private chambers and Legal Practitioners. The private chambers take up civil/criminal suits on behalf of LASG and defend/prosecute the said suits for the good of the public free of charge.

    Rapid Tax Prosecution Unit

    In line with the commitment of the Ministry of Justice to provide adequate support to the Lagos State Internal Revenue Service (LIRS) on its mission to ensure that tax payers comply with tax laws and ensure full tax compliance through prosecution of defaulters, we set up the Rapid Tax Prosecution Unit. This enforcement procedure has ensured some level of compliance with tax defaulters approaching LIRS to offset their outstanding tax liabilities.

    E-Real Estate Litigation Database

    To enhance due diligence in property transactions in the state, in 2017 we launched the E-Real Estate Litigation Database to provide ease of access to information to anyone who wants to deal in a property with information primarily on whether the property is a subject of litigation. Since its launch on 30 January 2018, the portal has recorded over 1,000,000 hits and over 10,000 “unique” or consistent users from Nigeria, United States, United Kingdom, South Africa and others.

    Plea Bargain Protocol

    The introduction and utilisation of the Plea Bargain Protocol has reduced the time spent on criminal cases towards achieving Prison and Court decongestion. We launched the Plea Bargain Protocol in 2017 with a view to drive quick and effective resolution of criminal cases and in turn decongest the prisons and court dockets.

    Restorative justice for prison decongestion

    As part of efforts to overcome Prison congestion and ensuring accelerated hearing for minor offences, we facilitated collaboration between the Ministry of Justice and Prison Fellowship to explore the adoption of restorative justice measures as part of sentencing options for designated relevant offences. The initiative, which is expected to eliminate the excessive use of prison sentences for minor offences, is to embark on a pilot scheme to assess the feasibility of Restorative Justice Options rather than imprisonment.

    Lagos Criminal Information System

    The Lagos Criminal Information System also known as Criminal Case Tracking System was initiated in 2018 by this administration. It is a crime data register, which serves as a repository of biometric data of persons that have been in contact with the Criminal Justice System. Till date, more than 8,000 have been captured in the LCIS database in the Prison, Police and within the Criminal Justice Administration sector and this include their personal, physical and bio-metric details.

    Sentencing guidelines

    Working towards building a ‘citizen-centric’ criminal justice system for the purpose of ensuring efficient and effective justice delivery, we published and distributed the sentencing guidelines to ensure uniformity of punishments imposed on convicts by all the judges and magistrates handling criminal cases in the state.

    14 Bills passed

    In bringing into effect major policy thrusts of the state government to the people of Lagos State, 14 Bills were passed into law while 12 are currently undergoing drafting process under my watch as Attorney-General.

  • Lagos leads others in job creation, says NBS survey

    ABOUT 740,146 jobs were added in Lagos State between July 2017 and June 2018, a survey of the National Bureau of Statistics (NBS) has indicated.

    The feat of job creation recorded by Lagos, as shown in the NBS report, is the highest in the country.

    According to the report, only nine states were able to reduce unemployment and underemployment rates between the third quarter of 2017 and the corresponding quarter in 2018.

    The states include Lagos, Akwa Ibom, Enugu, Imo, Kaduna, Kogi, Nasarawa, Ondo and Rivers. Six states also recorded the highest gains in net full-time employment between Q3 2017 and Q2 2018.

    The said states are Lagos, which added a total of 740,146 net full-time jobs; Rivers (235,438); Imo (197,147); Ondo (142,514); Enugu (122,333); and Kaduna (118,929).

    According to the National NBS, people often move from state to state seeking job opportunities.

    This, it said, could create a false impression of the status of states at a particular time by reducing the unemployment figures in some states and increasing it in other states.

    “States with a higher propensity for women to be housewives or stay home husbands or that have negative attitudes to working tend to have lower unemployment rates, as they are not considered part of the labour force in the first place.

    “These states tend to have a higher proportion of their economically active population outside the labour force, thereby reducing the number looking for work and hence the number that can be unemployed,” the report read in part.

    Also, out of the five states with the highest unemployed population, Lagos State recorded the lowest rate of 14.6 per cent during the period under reference.

  • Firm, Lagos to host rice festival

    TESSCOM West Africa in partnership with the Lagos State Ministry of Commerce, Industry and Cooperatives has concluded plans to stage a two day Nigerian Rice Festival holding from April 25th to 27th, at Adeyemi-Bero Auditorium, CBD, Alausa, Ikejal.

    The Executive Director of Tesscom West Africa, Olukemi Ilori who made this known at a press conference said that it is a festival that celebrates Nigeria’s collective cultural identity as a nation in foods like jollof rice which has gained global acceptability.

    She noted that the festival gives us an opportunity to take our national food brand, Jollof Rice to other Rice festival and create awareness about Nigeria Jollof Rice, the best in the world as well as other Nigeria Rice dishes.

    Ilori stated that the festival is most importantly designed to enhance commercial activity in the entire rice value chain. It does so in such a way that people enjoy it and are happy, adding that we are fast tracking the development of the brand by hosting two festivals a year: one on the mainland and another on the island.

     

  • Foundation celebrates 5th anniversary

    Princess Modupe Ogunbayo Foundation has concluded plans to celebrate its fifth anniversary. The celebration will take place at the multipurpose Hall of Saints Joachim and Anne Catholic Church Ijegun, Ikotun Lagos. Although the foundation which caters for widows, orphans and the less privileged was established in 1982 in Ile-Ife but was launched in 2014.

    Since its launch, the foundation has been giving scholarships to children of widows, orphans and the less privileged and providing foods and other relief materials, including free medical services.

    The foundation has also helped widows to establish small businesses in order to sustain them and to restore their dignity. This it achieves through provision of soft loans to the widows so as to sustain their businesses.

    According to the initiator of the foundation Princess Modupe Ogunbayo, helping the needy has also been there since her days as a young girl while growing up in Jos, Plateau State.

    “My father was a senior civil servant and we lived in the quarters in Jos. Each time I went to town to sell for my mother I saw a lot of poor children roaming around place and when I talk to them they tell me they don’t have parents. Then, as a nurse, I noticed a lot of poverty among the people. I saw a lot of widows suffering from the hands of their in-laws,” said Princess Ogunbayo.

    Continuing, she said: “I worked as a nurse in Lagos University Teaching Hospital (LUTH); an area surrounded by poverty. I always have empathy for them. It grew up with me and when I had the opportunity, I started it with some other women in 1982.

    She noted that she was not motivated by material gains in establishing the NGO.

    She said: ‘I am not looking for any material gains. I derive joy when I see these people happy.

    Many of them came here very miserable and some even had suicidal tendencies according to their testimonies when they joined. My joy is that I see them and their children happy and their children progressing. Most of them can now render helping hands to others,” she said.

    One of the beneficiaries of the foundation, Mrs John Elizabeth said: “I came here with tears in my eyes five years ago when my in-laws frustrated me but when I met with Mama, she advised and encouraged me. I was given a grinding machine to start a small business and it has really helped me in taking care of my family.”

  • Fuel queues back at filling stations in Lagos

    Many petrol retail outlets in Lagos and Abuja yesterday closed shops while the few that sold had long queues as motorists waited to fill their vehicles’ tanks and buy some in kegs to keep as reserves in expectation that fuel scarcity could worsen.

    However, oil marketers assured there was no scarcity and advised fuel consumers not to engage in panic-buying as what led to the gap in fuel supply and distribution, which resulted in the queues at fuel stations, was a minor operational problem.

    The problem, according to the marketers, has been addressed and depots are loading 24 hours, and whatever supply gap there is will be closed between today and tomorrow.

    The Executive Secretary, Major Oil Marketers Association of Nigeria (MOMAN), Mr. Clement Isong, told The Nation that all their members’ depots had fuel.

    He said there was a slight technical hiccup which the Department of Petroleum Resources (DPR) and the marketers had already resolved, adding that there would be normal supply, and any envisaged scarcity would be over this weekend.

    Companies that make up MOMAN include Total Nigeria Plc, Conoil Plc, Oando Plc, 11Plc (formerly Mobil Oil Nigeria Plc), MRS Oil Nigeria Plc and Forte Oil Plc.

    Isong said: “All the tanks have product. There is no supply shortage. What caused the queue is a minor operational hiccup. Whenever there is such technical issue and it takes up to 12 hours to resolve, it upsets supply and distribution chains, and that is what happened in this scenario because it created backlogs of loadings that could have been done earlier.

    “However, the problem has been resolved. One of the vessels berthed at the port loaded into our tanks yesterday (Thursday), another one will discharge today (Friday) and the third vessel will discharge tomorrow (today).

    “I advise the public not to embark on panic-buying as there is enough fuel. The gap in supply created by the technical problem will be closed within the weekend as our members are loading 24 hours through the weekend.

    However, an official of one of the depots owned by the Independent Petroleum Marketers Association of Nigeria (IPMAN), who did not want his identity disclosed, said it was slight scarcity.

    According to him, during the election period, the Nigerian National Petroleum Corporation (NNPC) did not make enough fuel imports. As a result of that shortage in import, there was not enough fuel to go round and the NNPC resorted to rationing what it had in stock.

    “If 10 depots are supposed to get supply from NNPC and only five depots were able to get at the end of the day, certainly, there must be a gap, and that is the reason you see queues at the filling stations.

    “For instance, there are marketers who have paid for fuel in our depot in the past two to three weeks, and they are yet to be loaded because of inadequate fuel. But I believe that supply shortfall will be addressed soon.

    “It is not something so serious. I assume it is a costly oversight on the part of the NNPC.”

  • Ogun, Lagos to set up joint development commission, says Abiodun

    A Lagos/Ogun joint development commission is in the offing , according to Ogun State Governor-elect, Prince Dapo Abiodun.

    Abiodun, speaking at a strategic session with the state chapter of the Manufacturers Association of Nigeria (MAN) and other members of the organised private sector at Agbara, Ado-Odo-Otta council area of the state, he said he and his Lagos State counter-part, Mr. Babajide Sanwo-Olu were on the same page on the proposal.

    The planned agency, he said, would help drive the Internally Generated Revenue (IGR) of both states and enhance rapid development and transformation of their border communities.

    Abiodun also said that improved security and upgrading of infrastructure would be aggressively pursued by his administration.

    The governor-elect was with his running mate, Mrs. Noimot Oyedele – Salako at the meeting.

  • Lagos consumes 20 million eggs daily

    The Lagos State Commissioner for Agriculture, Hon Oluwatoyin Suarau yesterday said the state consumes 20 million eggs daily, one of the largest in the country.

    He spoke during a one day sensitisation workshop in Lagos  on Agro-Processing, Agricultural Productivity Enhancement and Livelihood Improvement Support (APPEALS) Project , a Federal Government/World Bank agricultural initiative aimed at improving agricultural productivity of small and medium scale (SMEs) commercial farmers.

    Lagos and   Kano, Cross River, Kogi and Enugu states have benefited from the $200 million project of the World Bank Agro intervention.

    Represented by the Permanent Secretary, Lagos State Ministry of Agriculture, Dr Olayiwole Onasanya, the Commissioner said poultry meat consumption in the state is also on the rise, adding that  the state intends to double  production  within the next six years of APPEALS Project.

    Suarau said the state is overhauling production of poultry, to enable farmers raise hens for eggs shift from backyards to commercial farms and   modern standardised processes.

     

  • Updated: How Togolese cook murdered Credit Switch boss

    An Igbosere High Court in Lagos on Wednesday remanded in prison custody a Togolese cook, Sunday Adefonou Anani, charged with the murder of the Chief Executive Officer of Credit Switch Limited, Chief Opeyemi Bademosi.

    Justice Mobolanle Okikiolu-Ighile made the order following Anani’s arraignment by the Lagos State Government on a two-count charge of murder and armed robbery.

    Before the charge was read, his counsel, the Director of the Office of the Public Defender (OPD) Adenrera Adeyemi, informed the court that Anani did not understand the English language.

    Adeyemi, who appeared in court with J.I. Osagiede I.O. Bashua and Eniola Disu, applied for the services of a French-English language interpreter.

    Justice Okikiolu-Ighile upheld her application and directed that one be provided.

    The charge, prepared by the prosecutor, Director of Public Prosecutions (DPP), Titilayo Shitta-Bey, was then read and interpreted to Anani.

    It alleged that Anani, 22, committed the offences last October 31, at Bademosi’s Parkview Estate, Ikoyi, Lagos residence.

    He allegedly stabbed Bademosi, 67, to death with a knife and stole his valuables, including the deceased’s phone.

    According to Shitta-Bey, the offences contravened Sections 223 and 297 of the Criminal Law of Lagos State, 2015.

    Anani pleaded not guilty, following which the judge remanded him in prison custody.

    The DPP also informed the court that the prosecution had 17 witnesses in the case.

    Adeyemi then applied that the court should direct the prosecution to provide the defence with complete proof of evidence, to enable the defence prepare its case.

    The court upheld her application and adjourned till May 21, for trial.

    Last November 11, the Lagos State Police Command, published the result of its investigation of the case.

    Its spokesman, Chike Oti, a Chief Superintendent, said: “On October 31, three days after assuming duty, the suspect, with the intention to rob the deceased, made his way to his boss’ bedroom through the kitchen to the lobby and then to the room, which was the scene of the crime, when he observed that the woman of the house, Mrs. Ebunola Bademosi, had left home for a transaction in a neighbourhood bank.

    “According to the suspect, when he got to Bademosi’s room and met him on the bed, he said, ‘Chief, I am not here to kill you.’

    “Bademosi asked him, ‘What do you want?’ and he replied ‘money.’

    “Bademosi said he had no money in the house. At this point, the suspect said he tied him up with a cloth and put him on the floor.

    “He went further to say that Bademosi, while still on the floor, kicked him, causing the knife he tucked inside his pants to fall off.

    “He added that Bademosi crawled to pick the knife, but he (the suspect) was faster, and that, as he struggled with him, the knife accidentally pierced Bademosi.

    “He said that while exiting the room, Bademosi took the knife to stab him, so he kicked him and he fell down.

    “He then took the knife and stabbed him twice on the chest, which added to three knife stabs.

    “When he was done killing the man, he entered his bathroom and threw away his apron already stained with blood and the kitchen knife used as murder weapon.

    “He, thereafter, heard a knock on the kitchen door, and, sensing it must be the deceased’s wife, he ran out of the room and exited from the sitting room door.

    “He was confronted by the guard at the gate, one Nura Mamudu, who asked him where he was hurrying to and he replied that ‘madam sent me on an errand.’

    “Finding himself in the street, he came across men loading cement into a truck. He assisted them and they rewarded him with a lift to Ondo State and N500 given to him by the truck driver in appreciation.”

  • We’ll ensure safe return of abducted fire service boss, others -LASG

    Lagos State Government has urged Lagosians not to despair over the abduction of the Director of the State Fire Service, Mr Rasaki Musibau, assuring that all hands are on deck to ensure that he returns safely with other victims.

    Musibau and six others were abducted by unknown gunmen on Saturday night at about 8pm on Iwoye Bridge, along Itoikin-Epe Road.

    Briefing newsmen on Tuesday after the State Security Council Meeting chaired by the Governor, Mr Akinwunmi Ambode, the State’s Commissioner of Police, CP Zubairu Muazu again confirmed Musibau’s abduction with others, but assured that security agencies were working round the clock to rescue them safely.

    Muazu, who briefed journalists alongside heads of other security formations in the State, expressed optimism of positive result soon but declined to give further details on the ongoing operation to rescue the victims.

    “I confirm that there was an incident of kidnapping involving the State Director of Fire Service and all the security agencies in the State are working towards the safe release of the victims. For now, this is all I need to reveal about the kidnap but we are working to ensure their safe return,” the CP said.

    On the fears being expressed over likely return of the spate of kidnapping in the State, Muazu said all security agencies were working seriously to put a stop to it, adding that there was nothing to worry about.

    “This present case does not mean that the spate of kidnapping has returned to Lagos. You know when there used to be kidnapping in Lagos and the situation now. I see this as a very unfortunate incident and I assure Lagosians that all the security agencies are putting their heads together to ensure we put a stop to this menace,” he said.

    Muazu said the Council also extensively reviewed the security situation in the State since the last meeting was held, just as he said that the government, in partnership with all security agencies, was firming up arrangement to ensure smooth and peaceful transition of government to the incoming administration of Mr Babajide Sanwo-Olu and Dr Obafemi Hamzat.

    “Let me first say that we reviewed the security situation in Lagos State since the last Security Council Meeting till date and we have critically discussed the security issues arising in Lagos State.

    “We also extensively discussed the security issues pertaining to the handing over with the view to ensure peaceful and smooth transition of government in Lagos State,” Muazu said.
