    LASAA records growth through regulation

    Lagos State Signage and Advertisement Agency (LASAA) has recorded outstanding performance in the last two years due to effective regulation, increased operational vehicles, amplified public advocacy and improved welfare of its workforce.

    The Managing Director, Prince Fatiu Akiolu, who said this yesterday while addressing senior media executives in Lagos, explained that under his administration, LASAA had reported significant improvement in its operational activities despite the challenging economic environment.

    Akiolu, who was appointed the helmsman of the agency about two years ago, said LASAA had achieved significant milestones across strategic areas, following the approval for the placement of innovative iconic Out-of-Home (OOH) and visually striking structures across the city of Lagos, adding that ‘’these modern installations do not only elevate the aesthetic appeal of Lagos urban landscape, but also redefine advertising standards with enhanced visibility, durability and digital integration.’’

    He said the agency had created Health and Safety department and ‘’it has equally done well in creating more brand awareness through its public advocacy programmes, periodic radio interviews on several radio stations in Lagos where the mandate of the Agency is discussed to enlighten the public, as well as statewide road shows all of which have impacted positively in compliance and revenue optimisation for the agency, among other laudable achievements in the past two years.

    He said the agency’s stringent enforcement measures to uphold signage and advertisement regulations had resulted in substantial revenue increase for both the agency and the state government.

    According to him, LASAA has minimised illegal signage practices and maximised revenue collection through the diligent monitoring, enforcement actions and compliance audits, thereby ensuring financial sustainability and support for vital public services.

    The agency also champions sustainability through flex recycling which are converted to school bags and distributed to public schools in Lagos. According to the Managing Director, “Branded as LASAA School Storm, the programme serves as a Corporate Social Responsibility (CSR) effort aimed at educating young minds in Lagos State about the importance of recycling and environmental conservation. By repurposing flex banners collected from enforced boards across the State, LASAA not only reduces landfill waste but also empowers students with essential learning tools, thereby bridging sustainability with education. “This initiative reflects LASAA’s dedication to fostering a cleaner and instilling responsible waste management practices in the next generation,” he said.

    Prince Akiolu also said the agency had embarked on a comprehensive project to replace dilapidated street directional signs across Lagos, thereby enhancing navigability, safety and aesthetics within urban areas.

    He added: “This initiative underscores LASAA’s commitment to infrastructure improvement, urban beautification and enhancing the overall quality of life for residents and visitors.”

    Akiolu reiterated that the agency had also created Health and Safety department in a bid to promote structural integrity and public safety across Lagos State, adding that by overseeing the installation of billboard structures and enforcing compliance with safety standards, the department has significantly reduced the risk of accidents and environmental hazards. He said the initiative ensures that all outdoor advertising infrastructure adheres to approved engineering guidelines, reinforcing LASAA’s commitment to a safer and more orderly urban landscape. In his words, “This initiative underscores LASAA’s commitment to promoting an eco-friendly lifestyle while mitigating the hazardous effects of advertising waste.”

    Also during the reviewed period, LASAA in collaboration with other key state agencies, embarked on a comprehensive digital house numbering initiative across the state in a bid to assign clear, consistent and unique numbers to every property, thereby laying the foundation for a standardized addressing system.

    The managing director expressed the hope that the digital house numbering project will contribute to a more organised and aesthetically appealing urban environment, while formalising informal settlements and driving sustainable development across the state.

    The agency has also revolutionised permit registration with SAuto Automation in a bid to transform the registration process for signage and advertisement permits. This pioneering solution has streamlined procedures and significantly reduced processing times, and enhances operational efficiency.

    LASAA has the sole responsibility for regulating and controlling outdoor advertising and signage displays in Lagos State, with the primary aim of modernising the signage and outdoor advertisement industry via effective regulation and civic beautification.

    The Committee of friends of the Managing Director/Chief Executive Officer of Lagos State Signage and Advertisement Agency (LASAA), Mr. Fatiu Akiolu, has described as a welcome development, the recent conferment of the Fellow of the Advertising Regulatory Council of Nigeria on him.

    In a congratulatory message signed by the committee, including Fuad Atanda-Lawal, Mayor Dele Oshinowo, Babatunde Surakat, Adedamola Aderogba, Temilolu Adamolekun, SAN, the group said the conferment was not only well-deserved, but also very inspiring.

    They said the latest honour to Akiolu was as a result of his dedication, professionalism and contributions to Out of Home Advertising in Lagos, the centre of excellence and the country at large.

    The committee of friends, who urged him to ensure the new feather added would spur him to redouble his efforts, noted that the milestone was worth celebrating with pride and wished him continued success and greater achievements ahead.

    Akiolu was appointed by Lagos State Governor Babajide Olusola Sanwo-Olu as the Managing Director/Chief Executive Officer of LASAA in September 2023.

    Policy breach: LASAA staff member faces sanctions, cleared of fraud

    The Lagos State Signage and Advertisement Agency (LASAA) has announced that an internal investigation has cleared a staff member of a fraudulent transaction allegation that recently went viral on social media.

    However, the employee will still face disciplinary action for violating the agency’s strict ‘no cash’ policy and using a personal account for a transaction.

    The controversy, according to a statement from the agency, began with a social media post alleging that a LASAA staffer, Olukayode John Adetifa, had improperly collected N45,000 from a client, MJ Beauty Salon, via his personal Opay account but only issued a receipt for N7,100.

    Following the initial outcry, LASAA issued a press statement acknowledging the serious allegation and immediately directing Mr Adetifa, who was deployed to the Alimosho Branch Office, to report for an immediate investigation and disciplinary proceedings. The agency emphasised that all payments must be made only through officially designated government channels and reiterated its commitment to transparency.

    The subsequent fact-finding by the Agency’s disciplinary panel, which included a visit to the business owner, paints a complex picture of the transaction.

    Adetifa explained to the panel that the business had multiple unregistered signs and was slated for enforcement. During a final visit to encourage registration, the client, MJ Beauty Salon, agreed to pay.

    She claimed she was feeling unwell and offered him cash, which he declined. The client then requested his assistance to make the official online payment, to which he obliged in an effort to secure the long-overdue revenue.

    He collected N40,000 from the client, which he stated covered the full fees for the three signs: the Application Processing Fee of N7,140, the Permit Fee of N28,880 and payment gateway charges.

    He then registered the signs online in the client’s presence, assuring her she would receive the official notification by email. Adetifa also reported receiving threatening messages later regarding the payment balance.

    The owner of MJ Beauty Salon subsequently confirmed this version of events to the LASAA Management team, admitting that she was unaware of the viral post, and apologised for the misunderstanding. She specifically stated that Adetifa collected no gratification and disassociated herself from the X (formerly Twitter) handler who misrepresented the story.

    Despite clearing  Adetifa of fraudulent intent, LASAA confirmed that he still committed a serious offence. “It is glaring that our staff, though he had no fraudulent intent as seen from his explanation and that of the client, has still committed an offence by collecting the client’s money in his personal account contrary to the Agency’s policy,” the management stated.

    Adetifa will be dealt with in accordance with the Public Service Rules upon the conclusion of the disciplinary committee’s report.

    LASAA used the opportunity to urge the public to always follow due process, specifically the “no cash policy or payment to personal account for no reason” as the agency’s processes are self-service, seamless and automated. They also reiterated that they do not have any agents and implored clients to transact directly via the official website.

    The agency urged the public to report genuine issues responsibly and warned against spreading false information that undermines government services.

The visit served as a statutory oversight function, providing a critical platform for detailed engagement on the agency’s performance and regulatory adherence.

    The LASAA management team, headed by the Managing Director, Prince Fatiu Akiolu, engaged the committee in extensive discussions that spanned the agency’s activities, its performance metrics and compliance with regulatory responsibilities. The meeting fostered productive conversations focusing on strategic policies and ongoing projects aimed at developing an organised, safe and visually appealing outdoor advertising space across the state.

    Akiolu seized the opportunity to express his profound gratitude to the committee for their time, unwavering support and valuable guidance.

    He said: “We are deeply committed to upholding best practices in outdoor advertising regulation. LASAA’s mission is to contribute meaningfully to the sustainable development of Lagos State’s visual environment, a goal we pursue rigorously for the benefit of all residents and visitors.”

    It frowned at such practices, stating “if verified, are contrary to the established financial and ethical procedures governing transactions within LASAA and the Lagos State Civil Service.”

    It said the agency has identified the staff involved who has been directed to “report at the Agency’s Head Office for immediate investigation and disciplinary proceedings in accordance with public service rules.” 

    The agency maintained “all payments for its services must be made only through officially designated government channels.

    “We appreciate the vigilance of members of the public who bring such matters to our attention. The Agency assures all stakeholders and clients that necessary corrective measures will be taken to uphold public trust and the integrity of our processes.”

    The Lagos State Signage and Advertisement Agency (LASAA) has reiterated its commitment to dialogue and stakeholders’ partnership in the management and regulation of the state’s outdoor advertising sector.

    Against the fears of possible resurgence of heavy-handed regulation and arbitrary enforcements, LASAA stated that it remains committed to regulatory fairness, industry professionalism and sustainable growth of outdoor advertising in Lagos.

    Refuting claims that LASAA intends to “wield the big stick,” the agency drew attention to its longstanding practice of stakeholders’ engagement and partnership.

    Managing Director, Lagos State Signage and Advertisement Agency (LASAA), Prince Fatiu Akiolu, said the agency’s efforts were aimed at serving the broader interests of Lagos residents by ensuring orderliness, public safety and environmental aesthetics within the state.

    He explained that LASAA does not compete with private operators commercially but rather manages a limited number of state-approved advertising structures primarily reserved to amplify government programmes, public awareness initiatives and regulatory oversight.

    He reiterated that the agency’s core mandate focusing on orderliness, public safety, and environmental aesthetics.

    “The era of mutual suspicion is firmly behind us. LASAA regularly convenes stakeholder fora, maintains cordial relationships with industry players, offers concessions such as discounts on vacant billboard charges and seeks stakeholders input before making major policy decisions,” Akiolu said.

    According to him, LASAA’s regulatory approach is primarily preventive rather than punitive and relies on monitoring, early warnings and corrective interventions, with enforcement used only when absolutely necessary.

    On licensing, he noted that stringent criteria ensure only qualified practitioners operate in the market.

    Addressing concerns about billboard oversupply, particularly around military and police formations where illegal structures are common, he said that LASAA has imposed a moratorium on new registrations and permits since early 2025.

    “This moratorium intends to uphold industry integrity and elevate professional standards. The agency’s health and safety team actively verifies that outdoor installations meet engineering and safety benchmarks to mitigate risks to life and property,” Akiolu said.

    He acknowledged ongoing challenges such as violations of spacing, setback and structural regulations, which were due to lapses in operator compliance rather than regulatory overreach.

    He urged stakeholders, including the Outdoor Advertising Association of Nigeria (OAAN) and licensed professionals, to strengthen self-regulation and collaborate in reporting infractions to enhance Lagos’s safety, visual appeal and economic vibrancy.

    He said that in order to prevent a relapse into disorder, LASAA has launched a comprehensive enforcement and cleanup operation targeting unlawful advertising installations to restore urban order and protect public interests.

    Akiolu stressed the essential role outdoor advertising plays in defining Lagos’s visual identity and called for responsible industry stewardship.

    He reiterated LASAA’s commitment to maintaining a balanced regulatory framework that ensures oversight while supporting industry sustainability, an approach that aims to create a transparent environment that safeguards investments and enhances the city’s aesthetics.

    He reassured the public and outdoor advertising professionals that LASAA’s mandate is not to stifle growth or punish legitimate operators but to ensure a fair, regulated and sustainable outdoor advertising sector in Lagos.

    Lagos State Signage and Advertisement Agency (LASAA) has launched its 2025 Mobile Advert Permit, featuring a QR Code secured by encryption for all branded vehicles operating within the State.

    Speaking at the QR Code launch in Lagos, the Managing Director/CEO, of the Agency, Prince Fatiu Akiolu stated that the Mobile Advert Permit will be issued to owners/users of branded vehicles, including motorcycles, cars, buses, pick-ups, trucks, trailers, and others.

    He further explained the purpose of the launch, which is conducted at the end of each bill year, as an avenue to remind users whose permit will expire of the need to renew for the coming year and also encourage new owners of branded vehicles to comply with registration demands.

    He reiterated that this permit is valid for one year, that is, January to December, and it is renewable on a yearly basis. “If a user fails to obtain the Mobile Advert Permit and is caught at any point during the year, he will still be required to pay for the full year, and also pay a fine for non-compliance. This serves as a reminder to everyone and companies to ensure they register for their Mobile Advert Permit,” he said.

    Users can apply for the new Mobile Advert Permit by registering through our website: www.lasaa.lg.gov.ng or visiting any of LASAA’s branch offices across the State. Akiolu elaborated that through the online platform, having downloaded our LASAA Mobile App, users can simply scan their vehicle’s plate number to verify their registration without needing to print any documents; thanks to innovations integrated into the refreshed website launched last year.

    Also speaking, Deputy General Manager and Head, Mobile Advert Department of the Agency, Mrs. Olubukonla Ayodele said  the updated website now provides an online platform where users can make payments via PayStack.

    She said once a user’s permit is approved, a QR code will be sent to the valid registered email address supplied during the online registration. With the new system, customers will have access to a dashboard containing their details, thereby allowing them to manage subsequent registrations and make payments online for as many vehicles as they want.

    Ayodele assured that, upon completion of the registration process, confirmation will be sent directly to the customer’s email. She added that customers need to provide valid email addresses and corporate details to ensure their applications are processed efficiently before payment.

    She encouraged customers to attach photos of the vehicles they are registering to indicate the type of branding being applied for. The vehicle’s plate number is crucial in this process as it serves as identification for generating the QR code.

    To facilitate seamless registration, she urged existing and potential users of the Mobile Advert Permit to install the LASAA User Application following the prompt from the website and also download the LASAA Mobile App from the Apple Store or Google Play Store to verify their registered plate numbers.

    Managing Director Prince Fatiu Akiolu made this known yesterday at a media parley with top executives from media outlets in Lagos.

    He said over the past year, the agency had undertaken initiatives aimed at creating a more favourable enabling environment for out-of-home (OOH) practitioners.

    “Our goal is to ensure stakeholders—advertisers, agencies and the public—benefit from a more organised and visually appealing advertising landscape,” Akiolu said.

    Highlighting the agency’s commitment to sustainable practices, the LASAA boss said the agency’s efforts extended beyond visual impact.

    “We are focused on fostering business practices that contribute to economic growth, while ensuring public safety and environmental harmony,” he added.

    The agency has also embraced digital technologies to enhance its operations, enabling better decision-making and more impactful advertising outcomes. Akiolu outlined key achievements under his leadership, including thorough review of LASAA’s regulatory framework, which has led to more efficient signage registration and enforcement processes.

    In a significant move to regularise advertising practices, LASAA recently launched an amnesty programme for unregistered signages, allowing businesses to register without penalties. This initiative saw substantial participation, reflecting LASAA’s dedication to fostering a compliant advertising environment. “This has led to the resolution of conflicts, better compliance with regulations and overall improvement of the advertising environment in Lagos” the LASAA boss said.

    Akiolu emphasised the importance of continuous stakeholder engagement, which had been instrumental in resolving conflicts and improving compliance with regulations.

    “Our collaboration with Outdoor Advertising Association of Nigeria (OAAN) and other industry stakeholders will remain a cornerstone of our efforts to drive innovation, enhance business practices and create lasting value for all,” he said.

    The Lagos State Signage and Advertisement Agency (LASAA) has responded to recent criticisms regarding its enforcement actions against signage at Halcyon Court on Adeniyi Jones Avenue in Ikeja, Lagos.

    Its Head of Corporate Communication and Strategy, Mr. Temitope Akande, responding to an article in a leading newspaper, which raised concerns over signage removal by officials of the agency, said the signage in question was not registered during a recent amnesty programme, which allowed businesses to regularise their advertising structures without penalties.

    He noted that the developers failed to utilize this opportunity, leading to non-compliance with LASAA’s regulations as provided in Section 412 of LASAA Enabling Law.

    “Firstly, we want to underscore our commitment to fairness and due process in all our enforcement actions. LASAA operates under strict guidelines to ensure compliance with the state’s outdoor advertising regulations, aimed at maintaining a safe and aesthetically pleasing environment for all residents and businesses. .

    “Some developers did not take advantage of the programme; they deliberately did not register some signage, thus not-complyingwith our regulations,” Akande said.

    He also expressed further that investigations revealed that the temporary signs were wilfully underdeclared, violating LASAA’s guidelines as this is clearly an avenue to circumvent the Agency’s process.

    Undeclared or underdeclared signage is considered illegal, as it bypasses the necessary assessment and approval processes designed to ensure public safety and regulatory compliance.

    In light of these violations, LASAA issued a fine notice to Halcyon Court which remains unpaid until the enforcement exercise commenced. This invariably showcase the inaccurate fact “that Halcyon Court was enforced without notice” as the organization was notified of its infraction before the enforcement exercise was carried out.

    Lagos State Signage and Advertising Agency (LASAA) has introduced LASAA Amnesty Programme (LASAAMP), a groundbreaking initiative aimed at streamlining registration and payment processes for new and existing signage owners.

    Managing Director, LASAA, Prince Fatiu Akiolu said the LASAAMP initiative was designed to provide seamless registration and payment options while promoting adherence to signage regulations.

    “Our LASAAMP campaign is geared towards simplifying the payment process for all business owners, with a strong emphasis on compliance and the consequences of non-compliance with signage regulations. This initiative is especially beneficial for small and medium-sized enterprises facing challenges with current payment procedures,” Akiolu said.

    As part of the LASAAMP initiative, LASAA is introducing Quick Payment Process helplines to guide business owners through the payment  effortlessly. The helplines are: – 0908-801-93062, 0908-801-93083, 0908-801-93124, 0908-801-93145, and 0908-801-9338.

    LASAA’s Head of Strategy and Corporate Communication, Mr. Temitope Akande, explained that during the amnesty period, which is scheduled to run from May 15 to June 25, signage applications and payment renewals would be treated as amnesty registrations.

    “This presents a unique opportunity for walk-in customers and existing clients to renew their registrations and benefit from the streamlined payment process,” he noted.

    Akande further highlighted that LASAA has deployed dedicated teams across its five divisions in Lagos State – Ikeja, Badagry, Ikorodu, Lagos Island, and Epe – to ensure efficiency and prompt response. Each region will have Monitoring & Inspection staff overseeing registration, payment processes, and conditional approvals within 48 hours of receiving the registration request.

    Mr. Gbolahan Dixon, LASAA’s Head of Innovation and Operation, emphasized that each team will be led by a supervisor who will manage a WhatsApp-enabled line to address inquiries promptly, round-the-clock (24/7).

    LASAA remains steadfast in its commitment to creating a conducive environment for signage owners to operate within the confines of the law.
