    ‘Over six million Lagos residents registered with LASRRA’

    Over six million residents have been captured by the Lagos State Residents Registration Agency (LASRRA), it has been learnt.

    Commissioner for Science and Technology Tubosun Alake stated this while presenting the ministry’s scorecard in the first year of Governor Babajide Sanwo-Olu’s second term in office. He added that LASRRA has also registered over two million children.

    “The LASRRA identity card is a multi-model card that links bank account. It can be used on all government-owned transport services (train, BRT, water). That is why it’s the most advanced card in innovation,” he noted.

    Alake also said the government has completed the 2,700km first phase of the Metro Fibre Project, while the 3,300km second phase would soon be completed.

    He added: “Building a digitized city will require physical infrastructure connections to improve the digital connectivity of the state. The Metro Fibre project seeks to deliver 3,000km of optic fibre ducts for increase in digital penetration.”

    Alake also said that 450 cameras have been deployed across the state to ensure a secure environment. “This will help in building a digitised 24-hour city where companies operate in a safe and secure environment, thereby creating a safer and more conducive environment for businesses, more jobs and increased Internally Generated Revenue (IGR).

    Lagos State Residents Registration Agency (LASRRA) yesterday said it has so far captured the data of over six million residents of the state.

    Its General Manager, Mrs. Bilikis Adebiyi-Abiola, who spoke with reporters in her office yesterday, advised those who have registered to get the updated version of the card, and urged those yet to be captured to do so at the nearest local government offices close to them at no cost.

    She said having reached six million and still growing, she announced the introduction of the new 2.0 smart identification is to take a step further to put benefits on the card to make life easier for residents of the state.  “The card is a smart card. It comes with a chip. It comes with a wallet account currently residing with Sterling and still open to other banks to partner with.

    “The introduction of the new Lagos Resident 2.0 Smart Card has demonstrated commitment of Lagos State Governor Babajide Sanwo-Olu for the attainment of the Smart City vision,” she said.

    She said the upgrade of LASRRA’s technology from 1.0 to 2.0 was borne out of the need to embrace change. The upgrade of the IT infrastructure and the introduction of the Smart Multipurpose Card, which is the end product of 2.0, is to align with global best practices.

    She said the goal of LASRRA was to ensure proper citizen identification.

    The 2.0 smart card according to her, can serve 28 different benefits which include its ability to be used as an identification card, to provide user a wallet that can be used in the banking system, adding that it can also be used to access all transportation within Lagos State and many other features.

    Adebiyi-Abiola, who recalled the reasons why LASRRA was created, emphasized the significance of effective and realistic planning for the provision of social services and amenities for the Lagos residents.

    Speaking further, she said the upgrade of LASRRA’s technology from 1.0 to 2.0 was to upgrade the IT infrastructure and the introduction of the Smart Multipurpose Card that has many functions that will align with global best practices.

     “The new smart card which combines biometric identification with other functionalities and benefits that cut across some vital issues, such as security, financial services, mobility and access to other government services and amenities, was introduced to ease government’s e-services,” adding that ministries, departments agencies (MDAs) can partner with the initiative through   integration and collaboration together to provide the very best in attaining the smart city.

    The General Manager urged residents to pick up their cards once they have been sent an SMS message that the LAG-ID card has been produced and is ready for collection at their various LCDA. Up to 200,000 cards are yet to be collected, she said urging the owners to go and pick them.

    The GM also advised residents to check for the status of their registration and LAG-ID card by dialing the short USSD code that has just been generated by the Agency which is *3478*641# which should be sent via the phone number used for registration and ‘your status will be stated’.

    She said for anyone to qualify to register as a resident, the person must present his/her permanent voter’s card and any means of identity and must reside in Lagos.

    LASRRA rewards its workers for dedication

    Lagos State  Residents Registration Agency (LASRRA) has rewarded its workers in recognition of their dedication and quality service during registration of residents in the state.

    The agency’s General Manager, Ms Yinka Fashola, said it had so far verified about 2.124 million residents in the ongoing exercise.

    Saying that the event was a way of appreciating the workers’ hard work, she added: ‘’LASRRA is out to have information about our residents where they live and how many people living in a particular area. We will keep the information secret and the identity cards being issued can be use for financial transactions.

    “Some do give false information, but when you give us such about a street for instance, we might not say anything at the point of registration, but when we upload the information, we will discover that something is wrong in the address and we will investigate.’’

    She urged those who had not registered to do so because the permanent card would be soon be made available to people.

    Mr.Kazeem Idowu Surakat won merit award for registering 600,000 people; Mr Ayodele Abiodun Ayanleye, 700,000; Mr Lucky Emeka Oha, 800,000; Mr Micheal Ogbabor Agi, 900,000, and Mr Tunde Sunday Akano, who registered one million residents.

  • ‘LASRRA data bank vital to industrialists’

    The Lagos State Government has said that the recently established Lagos State Residents Registration Agency (LASRRA), is positioned to be a tool for planning and development of the megacity.

    General Manager, LASRRA, Ms. Yinka Fashola, said the days were gone when manufacturers site industries in localities or produce products that are not targeted at a particular audience or age group because of insufficient data on demography of the state.

    She said with the coming on stream of LASRRA to document the data of Lagos residents , it would be easier for manufacturers to ascertain the age brackets of those their products are made for. She said the full implementation of the aims of LASRRA would not only aid manufacturers in the choice of products, but also the population segment they are catering for.

    She said the demographic capture of relevant data would enhance development in all areas of the state, as government would now be guided by data resources that are realistic and verifiable and can be deployed in the best interest of the public. She pledged that the agency would continuously update its data in conjuction with not only the National Population Commission (NPC), but with other relevant agencies to remain up to date in data storage.

    On the challenges of the exercise, Ms Fashola said the agency has observed apathy in certain quarters, especially among the elite who treat the exercise with levity. Furthermore, she regretted that the exercise has exposed the fact that a larger share of documents carried around by people are fake. According to her, the predominance of fake documents in the guise of national identity card, voters card and utility bills is alarming. She urged the government and other relevant agencies to do something urgently to curb the menace.

    On the benefits of the registration, the LASRRA boss said the excercise would ensure efficiency in the allocation of resources by government to meet the needs of the people. Members of the private sector would also take advantage of the credible data capture to ascertain the viability of any business before embarking on such, especially in manufacturing of products.

  • Lagos agency to issue permanent residency cards June

    The Lagos State Residents Registration Agency (LASRRA) said yesterday that it has registered over a million residents to provide demographic data for the government.

    It said the registration would also aid planning and resource allocation to the population.

    The agency said the first residents registered would get their permanent residency cards in June.

    LASRRA’s General Manger Ms Yinka Fashola said the government needed to know the number and demographic distribution of people to enable it plan efficient allocation of infrastructure, such as roads, water transportation, hospitals and schools to improve the residents’ quality of lives.

    She said the days of pupils trekking long distances to their schools were almost over as the government was planning to build facilities close to every neighbourhood.

     

     

  • MDAs stall passage of Lagos 2014 bill

    The passage of the Lagos State 2014 budget was stalled yesterday on the floor of the House of Assembly by the failure of 10 Ministries, Departments and Agencies (MDAs) to provide the Committee on Budget and Appropriation with required documents.

    The MDAs are Eko Project, Lagos State Building and Construction Agency (LABCA), Ministry of Housing, Ministry of Works and Infrastructure, Lagos State Residents Registration Agency (LASRRA), Ministry of Economic Planning and Budget, Ministry of Transportation, Lagos State Metropolitan Development Agency (LMDA), Lagos State Waste Management Authority (LAWMA) and the Lottery Board.

    Majority of the lawmakers condemned the MDAs’ attitude.

    The Chief Whip, Abdulrazaq Balogun, said the MDAss “deliberately refused” to supply the necessary documents and should be compelled to do so.

    The Deputy Whip, Rotimi Abiru, said the House cannot go on recess without passing the budget, insisting that the documents would have to be submitted.

    Mr. Ipoola Omisore (Ifako-Ijaiye II) said: “It is the desire of the House to pass the money bill before the end of the year. It is not right for any MDA to hold us back.”

    The House, led by the Speaker, Adeyemi Ikuforiji, ordered the MDAs to present the documents to the committee on Thursday, January 2.

  • Lagos Assembly condemns PDP’s criticism of residents’ registration

    The Chairman, Committee on Information, Strategy, Security and Publicity in the Lagos State House of Assembly, Segun Olulade, has slammed the stance of the Lagos State chapter of the Peoples Democratic Party (PDP) condemning the ongoing residents’ registration exercise in the state.

    In a statement issued by the lawmaker yesterday, he described those he accused of mixing politics with development as lacking basic and required knowledge about planning and coordination.

    He reminded the PDP leadership in Lagos State that registration of residents is a global practice, without which the government cannot plan its policies and programmes.

    The lawmaker noted that the activities of Lagos State Residents Registration Agency (LASRRA) which is saddled with carrying out the exercise is backed by law of the State House of Assembly stressing that any attempt to link the Agency’s work to politics is condemnable.

    He urged Lagosians to continue with the registration exercise, while assuring that the exercise it is not intended for election purposes or tax witch hunting as being claimed in certain quarters.

     

  • Registration of Lagos residents begins July 1

    RESIDENTS of Lagos State are to be registered to assist the government in executing its policies and plans.

    The Lagos State Residents Registration Agency (LASRRA) will conduct the exercise from the end of this month, according to its General Manager, Ms Yinka Fashola.

    Fashola said the registration was mandatory for residents that have lived in the state for at least six months.

    She said there was need to integrate the residents  into e-government initiatives to enable the services to provide by the government to be fully used.

    She noted: “All over the world residents of a particular country have their data captured  by biometrics and is available only to security agencies as the occasion arises due to data protection law that protects individual rights.”

    Fashola said the state would not be left behind, especially with the level and height of development going and the ever-growing population. She said the agency has started a life pilot programme with the local government and will upgrade it to civil servants and other residents.

    Fashola said people will be expected to register online or go to registration points close to them to give full details about themselves and families. She said finger prints and facial features will be captured with means of identification such as utility bills, drivers’ licence, national or office identification card.

    The LASRRA boss insisted that people will not be able to transact any business with the government or have access to certain facilities except they show evidence of registration when it eventually kicks-off.

    For those who for religious reasons may not come out in the public, she said some female members of staff have been trained to visit such homes and capture the necessary details.

    On the reason behind the new law, she said the process is meant to allow the government to determine the overall resources required to formulate and implement policies, projects and programmes, when the number of people to cater for is known.

    It also, according to her, allows for proper allocation of resources to the appropriate sectors of the economy that meet the needs of the residents such as classifying neighbourhoods  and determining the population thresholds for certain facilities and utilities.

    She said population data will assist the state to effectively plan and implement disaster management strategies, allow for the determination of type and grading of roads, so that the design of the road transportation system is durable and appropriate to the use.

    Other functions, she said, is that the data allocation will help analyse and identify areas for urban regeneration and actions to be taken, ensure adequate provision of public goods for the rural and urban population in terms of logistics, transportation and market institutions.

    The LASRRA chief said there will be better traffic management, when the numbers of potential commuters are known and by extension it would also help to determine the most appropriate transportation system suitable for different parts of the state , such as rail, buses, cars and ferries.

    Beside, it will ensure most appropriate location of motor parks, bus-stops, jetties and terminus across the state while determining the most appropriate and effective refuse collection system for the residents of the state and the amount of waste equipment and refuse collectors required for any specified locality within the state.
