    Lagos set to enforce E-Call Up system on Lekki-Epe corridor

    The Lagos State Government has announced that full enforcement of the E-Call Up system for articulated vehicles and tankers along the Lekki-Epe Corridor will commence on June 16, 2025.

    The announcement was made by the Deputy Governor of Lagos State, Dr. Kadri Obafemi Hamzat, during a high-level stakeholders’ meeting held on Thursday, May 29.

    The meeting was convened to address growing concerns over traffic congestion and logistics inefficiencies caused by increasing industrial and port-related activities in the Lekki Free Zone and its environs.

    Dr. Hamzat explained that the E-Call Up system is designed to regulate the movement of heavy-duty vehicles accessing the corridor, thereby ensuring a more orderly traffic flow and preventing the kind of gridlock previously witnessed in the Apapa axis.

    “The E-Call Up system is designed to regulate the movement of articulated vehicles and tankers accessing the corridor, thereby promoting orderly traffic flow and preventing the kind of gridlock previously experienced in the Apapa area. All stakeholders should remain fully committed to the initiative,” he said.

    Also speaking at the event, the Lagos State Commissioner for Transportation, Mr. Oluwaseun Osiyemi, reaffirmed the government’s commitment to the project. He noted that while previous engagements with stakeholders had led to consensus on implementation, enforcement challenges had necessitated a temporary pause and further consultations.

    Mr. Osiyemi issued a directive for the immediate removal of all articulated vehicles currently obstructing traffic along the Lekki-Epe Corridor, warning that any further disruption would not be tolerated.

    “The E-Call Up system is not intended as a revenue-generating initiative, but rather as a vital strategy to improve traffic flow, safety, and road infrastructure management across the state,” he added.

    The meeting was attended by major stakeholders, including representatives from the Nigerian Union of Petroleum and Natural Gas Workers (NUPENG), Petroleum Tanker Drivers (PTD), Independent Petroleum Marketers Association of Nigeria (IPMAN), Major Energies Marketer Association of Nigeria (MEMAN), Depots and Petroleum Products Marketers Association of Nigeria (DAPPMAN), Lekki Worldwide Investment Company (LWIC), Lekki Free Zone (LFZ), Lekki Deep Sea Port, Nigerian Ports Authority (NPA), NNPC Retail, and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).

    Implementation of e-call up system on Lekki-Epe corridor begins Sept. 23

    Lagos State Government is set to introduce an electronic call up (e-call up) system for managing truck movements within the Lekki-Epe corridor.

    Commissioner for Transportation, Mr. Oluwaseun Osiyemi, made the disclosure in a statement yesterday.

    He said the system would be introduced on September 23.

    The statement was signed by Mrs Bolanle Ogunlola, deputy director of Public Affairs of the ministry.

    Osiyemi said the introduction was a significant step to tackle severe traffic congestion caused by indiscriminate parking and movement of articulated vehicles.

    “The commencement date was earlier extended on stakeholders’ request in order to give adequate room for full compliance.

    “The e-call up system is ready for implementation for a sustainable, effective and technology-driven solution in the Lekki-Epe corridor,” he said.

    Osiyemi said the application of the e-call up system would help to regulate movement of trucks accessing the Lekki Deep Seaport and other industries within the corridor, from Eleko Junction to Lekki Free Trade Zone.

    He said in view of the state and the Federal Government’s plans for road network expansion and an inter-modal transport system, the e-call up system would streamline vehicular movement in one of the most critical economic zones.

    Chinese firm to build Lekki-Epe Link Bridge

    With Presidents Bola Ahmed Tinubu and Xi Jinping standing as witnesses, Lagos State Governor Babajide Sanwo-Olu yesterday in Beijing, signed two major agreements with Chinese firms to boost transportation and energy development of the state.

    Chinese firm China Civil Engineering Construction Corporation (CCECC) has been signed on to construct the Lekki-Epe Link Bridge.

    In the other agreement a 50Megawatt solar power will be built to service the energy needs of tertiary institutions in the state.

    Sanwo-Olu made this known on his official X handle.

    He said: “We believe that good roads and transport infrastructure are essential for the growth of Lagos State, and to support this, we signed a Memorandum of Understanding (MoU) with CCECC to build the Lekki-Epe Link Bridge in the Lekki-Epe axis of Lagos State.

    “Our strategic transport masterplan is not just a blueprint; it’s a commitment to improving the lives of all Lagosians. By focusing on key road networks, we aim to reduce traffic congestion and create a seamless commuting experience, all while supporting economic growth.

    “We have had discussions about awarding the EPC contract to CCECC, and feasibility and design studies for the project have been conducted.

    “These solar systems, expected to generate about 50 MW, will provide cleaner and more affordable electricity. This project demonstrates our commitment to sustainable energy as a key part of our economic development.”

    Nigeria, China pledge to protect citizens’ rights, deepen sub-national cooperation

    Nigeria and China have committed to protecting the rights of each other’s citizens while on their respective territories, in a bid to strengthen bilateral relations.

    According to a joint statement issued by both nations, the commitment aims to create a favorable business environment for companies from both countries.

    The joint statement was made on Tuesday after a meeting of leaders of both countries; President Tinubu and President Jinping.

    President Tinubu is in China on the invitation of President Jinping for a state visit and the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC).

    The joint statement detailed the critical components of the Comprehensive Strategic Partnership achieved through a number of agreements and Memoranda of Understanding (MoU) signed by both nations during the meeting on Tuesday.

    In addition to protecting citizens’ rights, both countries have expressed support for the establishment of more friendly relations between Nigerian and Chinese provinces and states, as well as municipalities.

    This move is expected to expand and deepen cooperation at the sub-national level.

    The joint statement also highlighted the commitment of both nations to support the World Trade Organization (WTO) focused multilateral trading system, oppose trade protectionism, and promote trade and investment liberalization and facilitation.

    Both countries have also pledged to create a transparent and non-discriminatory business environment for cooperation, signaling a new era of economic collaboration and people-to-people exchanges between Nigeria and China.

    China backs ECOWAS on security

    In a significant boost to Nigeria’s regional influence, China has promised to support the country in playing a leading role in ECOWAS affairs, particularly in the fight against terrorism.

    According to the statement  China commended Nigeria’s efforts in bringing stability to the region and pledged to support its leadership role in managing differences and combating terrorism.

    Nigeria and China have agreed to enhance international cooperation on financial intelligence to fight money laundering and other financial crimes.

    According to the statement, the agreement aims to support Nigeria’s efforts to safeguard the order of its financial and foreign exchange markets and crack down on financial crimes.

    In a significant boost to Nigeria’s economy, China has expressed readiness to allow the importation of Nigerian products of good quality into its market.

    According to the statement, China welcomes Nigeria to expand trade between the two countries through various platforms, including the China International Import Expo, China-Africa Economic and Trade Expo, and the China Import and Export Fair.

  • Lekki-Epe Expressway roundabouts’ removal ‘saves motorists N87b yearly’

    The removal of six roundabouts on the Lekki-Epe Expressway has saved residents and motorists about N87billion yearly, a report has said.

    The Junction Improvement Works research was carried out by construction giant Planet Projects Limited.

    The Lekki-Epe road, as at the time it was reconstructed, was designed to accommodate about 30,000 vehicles per day, but the vehicular movement along the axis has since increased to over 50,000 daily, thus necessitating plans to mitigate the impact on traffic.

    The traffic situation was worsened by the delays at the roundabouts with average size of about 2,800sqm.

    The government removed the roundabouts to free up space for traffic.

    Six roundabouts were removed. They are Ikate, Chisco, Jakande, Igbo Efon, Chevron and Victoria Garden City (VGC).

    Planet Projects’ survey’s report showed that N240million daily and N87billion yearly based on journey time and fuel saving analysis had been saved.

    The firm said: “Average travel time from the Abraham Adesanya to Lekki Admiralty Tollgate was about two hours characterised by traffic gridlock at the roundabouts.

    “Governor Akinwunmi Ambode approved the removal of the roundabouts under the Junction Improvement Works (JIW) project. The project involves detailed traffic surveys (Manual Classified Count, Turning Movement Count, Journey Time and Delay survey, e.t.c), Conceptual, Detailed Engineering Designs and Construction executed by Planet Projects Limited (PPL).

    “Pre and Post JIW traffic surveys carried out by PPL shows that journey time between Abraham Adesanya and Lekki Admiralty Tollgate has reduced drastically from two hours to about 36 minutes, thus, saving Lekki – Ajah residents (with 60,487 Average Daily Traffic) about N240million daily and N87billion yearly based on journey time and fuel savings analysis.”

    The affected roundabouts were replaced with traffic lights, expansion of the roads and provision of dedicated turning lanes as well as additional lay-bys.

  • Lagos warns Lekki-Epe land trespassers

    The Lagos State Government yesterday warned illegal developers and land speculators in the Lekki-Epe corridor to stop forthwith their unlawful activities or face the law.

    Commissioner for Commerce, Industry and Co-operative, Prince Rotimi Ogunleye gave the warning when he toured the area where the 16,347 hectares Lekki Free Zone (LFZ) project is sited.

    The government, he said, was worried by the trespassers activities who have been swindling buyers. The land he said, was under acquisition.

    Ogunleye explained that buyers who did not do “proper investigation at the Land Bureau and the Surveyor General’s Office” risked losing their money. Besides being being acquired, the land, he said, was committed to LFZ projects, the resettlement of affected communities and other schemes.

    He noted that signposts of private estates, private universities, companies, a military zone and host of others were some of the “visible encroachments” on the land.

    The commissioner said Governor Akinwunmi Ambode had approved that stern measures be taken against the illegal developers and the structures removed.

    Ogunleye advised the public to be wary of dubious advertisements on “land purchase beside the Lekki Free Zone” sponsored by private estate developers on almost all radio stations in the state.

    He said the development projects the land was acquired for were in progress, citing the LFZ project and Dangote Refinery and Petrol Chemical Plant as part of the multi-billion dollars investments there.

  • Motorists assured of adequate security on Lekki-Epe Expressway

    Motorists and commuters plying the Lekki-Epe Expressway have been assured of the adequate security of their lives and vehicles.

    The Managing Director of Lekki Concession Company(LCC), Mr. Mohammed Hassan, gave this assurance during the raffle draw organised by the company in conjunction with Air France KLM for new e-tag customers of the company for the month of May.

    He said adequate security measures have been put in place by the company to safeguard lives and properties on the expressway.

    Part of this security measures, he noted, include adequate continuous security patrol and instant rescue team to save lives in case of accidents.

    Mr. Hassan pointed out that the essence of the raffle draw was to give back benefits to the customers of the company as a responsible outfit.

    He pointed out that the idea of restricting the raffle draw to e-tag customers only was to reduce road traffic on the Lekki-Epe Expressway and save time wastage on the road.

    “The e-tag customers need not waste time at the toll plaza as the electronic devices on their vehicles give them direct passage,” he said.

    At the end of the raffle draw, Mr. Fajinmi Akinniyi Tolulope and Miss Abel Osarunnwense emerged winners of the Air France KLM economy tickets to Europe.

    In her response after the presentation of the ticket, Abel said she could not believe it was true initially when the news was broken to her on the phone.

    She expressed her gratitude to Air France KLM and LCC for the free ticket.

    Lekki-Epe Expressway: Tolling begins at TP2 December 16

    BARING any last minute hitch, tolling at the second toll plaza on the Lekki-Epe Expressway corridor will commence on December 16, as motorists are expected to pay their toll at the Conservation Plaza, situated along the Eti-Osa Lekki-Epe Expressway between Chevron HQ and Oluwa Nisola House, Lekki Concession Company (LCC) has said.

    The Conservation Plaza, which corresponds to the completed 9 km road section from Marwa Bus Stop to Ikota Bridge, has been in operation since January this year. Road users, however, have so far not been charged any toll for using that road section.

    This, it was gathered, was to allow the Lagos State Government more time to complete the construction of the 3.6 km alternative route that provides a bypass around the Conservation Plaza, so that road users not wishing to pay the tolls can exercise the option not to do so.

    The Lagos State Government has now completed the new alternative route, which can be accessed from the expressway by turning into Chevron Drive from Chevron Roundabout, then turning right after the Chevron HQ Complex, following the road running behind the Chevron HQ Complex, past the Conservation Plaza, the Scintilla Events Centre, and through Poroku Village, and eventually emerging back onto the expressway just before Oluwa Nisola House.

    Toll tariffs at the Conservation Plaza will be the same as that of the Admiralty Circle Plaza located near the Oniru Estate – N50 for motorcycles; N80 for authorised commercial danfo buses; N120 for saloon cars and tricycles; N150 for SUVs, minibuses, and pickup trucks; N250 for light trucks and 2-axle buses; and N350 for heavy trucks and buses with 2 or more heavy axles.

    Road users will be able to immediately reduce the standard toll tariffs that they pay by 5% and 10% if they opt to pay using the SwiftPass Anonymous card and the eTag (including the accompanying SwiftPass Plus card) respectively.

    Users of the eTag also exclusively benefit from the Frequent User Discount, which offers further discounts off the tariffs (up to 70%) based on the number of times that the road user passes through the toll plazas each month.

    The eTag and the SwiftPass can be obtained by registering for them at any of the LCC Customer Service Centres located at the Admiralty Circle Plaza and the Conservation Plaza, or through other outlets such as banks.

    Approximately 16.5 km of the rehabilitated and upgraded expressway has been completed to date, including the construction of the new Falomo On-Ramp; expansion of ExxonMobil Bridge from 4 to 8 lanes; new roundabouts; new pedestrian overhead bridges; new drainage systems; new underground service ducts; and new street lights and traffic lights.

    In addition to the routine operation and maintenance of the new road infrastructure, LCC has promised to offer complementary 24/7 convenience services, including breakdown recovery services, customer service helpline, armed police security patrols, ambulance call-out, traffic management support, and environmental management support.
