  • LG polls: No court can stop us — Ajimobi

    As controversy trails the court ruling on the forthcoming May 12 local council election in Oyo, the state governor, Abiola Ajimobi has said that no court has the power to stop the conduct of the polls scheduled to hold across the 33 local government areas, 35 local council development areas and more than 600 wards in the state.

    He made the clarification on Friday, on the heels of news making the rounds across the state, that a Federal High Court, sitting in Ibadan, had on Wednesday delivered a ruling, stopping the conduct of the poll.

    Addressing thousands of members of the ruling All Progressive Congress (APC) during a sensitization mega rally, which held at the State Party Secretariat in Oke-Ado, Ibadan, Governor Ajimobi explained that the ruling delivered by the court presided over by Justice J.O. Abdulmalik did not stop the council poll.

    He said the court only restrained the Oyo State Independent Electoral Commission (OYSIEC) from conducting elections into newly created wards by the commission in Ibarapa East Local Government Area, following issues arising from ward delimitation.

    According to a Congress timetable from the National office of the party, ward congress is slated for today, across the country.

    But the governor insisted that the council poll would be held in all the LGAs, LCDAs and wards, including the wards in Ibarapa East Local Government, saying the constitution has made it clear that no court has power over an election.

    He said: “There is this speculation spreading across the state that the council poll will not hold as a result of the court judgment. The court has not stopped us from conducting the election, except in some newly created wards.

    “But we are telling the court that it is in the constitution that no court has power over an election. We are telling you that the wards mentioned and those that were not mentioned, we are going to conduct election there.

    “We are in touch with the aggrieved members of the party that had gone to court. I want to assure you that the election will hold across the state, even in the disputed wards.”

  • Kaduna Electoral Commission gutted by fire days to LG polls

    The Kaduna State Independent Electoral Commission (KAD-SIECOM) head office was on Saturday morning gutted by fire less than a month to the local government elections in the state.

    The cause of the fire could not be ascertained as at the time our correspondent visited the scene.

    However, the commission’s chairman, Dr. (Mrs) Saratu Binta Dikko-Audu, who briefed the press later in the afternoon confirmed that the fire started around 10:30am, and that it affected all the offices on the 2nd floor of the two-storey building.

    According to her, “The offices affected are that of the Chairman, legal and finance departments and conference room.

    “No life was lost, and there were no injuries recorded. At the time the fire started, the members of the commission were in an emergency meeting in the chairman’s office.

    “The ground floor, 1st floor and stores were not affected by the fire. The losses incurred will take a few days to determine.

    Dikko-Audu said, “The fire service and Police are investigating the immediate and remote causes of the fire.”

    Meanwhile, mixed reactions have continued to trail the fire incident.

    Reacting, a front runner for the Kaduna Central Senatorial Seat under the platform of All Progressives Congress, APC,  Alhaji Lawa Adamu popularly known as Mr. LA, described the incident as unfortunate and a drawback to the efforts of the state government and the APC towards building strong democratic institutions.

    Mr. LA, who spoke through an aide, Abdulazeez Suleiman, said it is regrettable that such ugly incident should occur at a time when the state is preparing for election into local government offices.

    However, the Green Party of Nigeria (GPN) has commiserated with the commission and the state government over the unfortunate fire incidence but insisted that the election must hold as scheduled.

    Chairman, GPN in Kaduna, Ahmed Mohammed Zagi in a statement said, his party believed in true and genuine democracy and of the view that the local government areas which are the closest to the grassroots deserve to be administered by elected representatives at the council and ward levels.

    He said “GPN has committed a lot of resources in preparing for the poll and would not hesitate to seek redress in court of law if the poll fails to hold as scheduled.

    Zagi called on the state government and law enforcement agencies to fully investigate the incidences surrounding the fire outbreak.

     

     

  • LG polls: 448 aspirants jostle for APC tickets in Nasarawa

    Four hundred and forty-eight aspirants are jostling for APC tickets to contest chairmanship and councillorship seats in the May 26 local government elections in Nasarawa State.

    The primary elections, according to Mr Musa Dan-Azumi, Chairman, Aspirants Screening Committee, will hold between April 7 and April 11.

    Dan-Azumi, who submitted the committee’s report to the party on Thursday in Lafia, said that 69 persons were cleared for chairmanship positions, while 379 were interested in becoming councillors.

    “A total of 81 aspirants purchased nomination forms for chairmanship seats; 72 appeared for screening out of which 69 were cleared. Three were disqualified, while nine failed to appear.

    “A total of 445 aspirants bought councillorship nomination forms, 426 appeared for screening, 379 were cleared, 47 disqualified while 19 were absent,” he said.

    He said that the committee received 16 petitions which were “treated objectively”.

    Dan-Azumi said that the committee adhered strictly to the party’s guidelines and terms of reference in carrying out its assignment, and thanked the party for the opportunity to serve without interference.

    Mr. Philip Shekwo, Chairman of the party, who received the report, thanked the committee for doing a good job.

    “The committee has done a thorough job; I am happy that we are about to feature our best candidates in the general elections,” he said.

    Shekwo said that an appeal committee had been inaugurated to listen to appeals from aspirants that might feel unjustly treated by the screening committee, and advised those with complaints to approach it.

    He promised that no candidate would be imposed on the people, but said that the party would support wards or local governments that had agreed on consensus candidates.

    “But, even where a consensus is reached, we shall conduct a primary election if there is one dissenting voice,” he said.

    Tension heightens over Kwara LG polls

    THERE is a palpable tension in Kwara State as to whether the planned council election, meant to lead to the emergence of elected officials that will run the  affairs of the16 local government areas in the state, will still hold as scheduled. The election is expected to hold next Saturday, barring a restraining court order or a last minute change of plan by the Kwara State Independent Electoral Commission (KWASIEC).

    For weeks, opposition politicians and political parties, as well as other stakeholders, have been at loggerhead with the ruling All Progressives Congress and the chairman of KWASIEC, Dr. Uthman Ajidagba, over a number of issues, including allegations that he has a mandate to declare all the candidates of the ruling parties as winners of the election across the state.

    While the commission and its chairman continue to deny these allegations with incessant promises that the scheduled election will be free and fair, the opposition parties in the state have also been unrelenting in their show of distrust in the process. The development has led to a situation where observers have expressed serious concern over the possible outcome of the polls.

    Comrade Alhassan Ajirotutu is the State Coordinator of Voters’ Right Agenda (VRA). Confirming the tense political atmosphere prevalent in the state ahead of Saturday’s election, he warned that the complaints of the opposition political parties should be looked into with more seriousness by the government to prevent possible post-election crisis.

    “We all know how volatile politics can be in Kwara State. The signs here are not good. We have a situation where the opposition parties are united in their distrust of the umpire of the election. It is important for the authorities to listen to them and allay their fears. Where their fears are genuine, it is still not too late to effect necessary changes so as to ensure credibility of the process and prevent post-election mayhem,” he said.

    But it appears the authorities are not seeing things the way of other stakeholders see them. Sources within the ruling APC were of the opinion that the opposition parties are only raising false alarm and as such, should not be taken serious. “We know their tricks and there is no way the government will remove Ajidagba because these habitual complainants are afraid of losing elections,” a member of the APC State Executive Committee said.

    The confusion surrounding the election heightened two weeks ago when KWASIEC stopped four, out of the 16 PDP chairmanship candidates from participating in the election by rejecting their nomination forms. Amidst fresh allegations of bias, the commission claimed that the candidate violated electoral guidelines by submitting their forms late.

    “Those candidates couldn’t pay on October 19th, 2017 to the banks before close of business and therefore marched to KWASIEC headquarters with money in their hands on the same day and were there until 12 midnight. Efforts to get the officials of the commission, especially the Chairman failed as they all refused to pick their calls all through the day and night only to claim the forms were submitted late the next morning,” a chieftain of the PDP said.

    Legal tango

    The atmosphere in the state was further charged during the week when a Kwara State High Court, sitting in Ilorin, the state capital, commenced hearing into a case filed against KWASIEC, Ajidagba and Governor AbdulFatah Ahmed, by dissatisfied political parties, who are seeking a change in the leadership of the electoral commission before next Saturday’s election can hold.

    The hearing of the suit, which is seeking the removal of Ajidagba, among other reliefs, started with the presiding judge, Justice Halima Salman, warning the parties in the case against delay tactics as according to her, the court will not tolerate delays because time is of utmost importance in the determination of the matters involved in the suit.

    Appearing as lead counsel for the applicants is Sambo Muritala. Hamid Gegele represented the third respondent, while A.K, Abdul was defense counsel for first and second respondents. The trial judge promised to ensure that judgement is given in good time to ensure that nobody is denied their rights as a result of unnecessary delay.

    Determined to stop Ajidagba from conducting the election, the Peoples Democratic Party (PDP) and three other political parties, filed the suit to challenge the competence of Ajidagba, the KWASIEC Chairman, to superintend the elections scheduled for 18 November.  The other disaffected parties are Action Democratic Party (ADP), Kowa Party (KP) and Labour Party (LP).

    The parties are praying the court to pronounce Ajidagba as bias, and as such, unfit to chair KWASIEC.

    Divided APC?

    While the ruling party is battling to stave off the plan of the opposition to stop the election from going ahead under the current arrangement, it appears the APC itself is not united over the forthcoming election as some prominent chieftains of the party in the state have come out to openly condemn the refusal of the government to address the complains of the opposition parties.

    A group within the APC, Caucus for Progressive Change (CPC), while urging the government to do the needful, appealed to the public not to see the party “as an assembly of low thinkers.” Spokesman of the group, Alhaji Suleiman Kayode, in a statement condemned what he described as lack of basic knowledge of constitutional democracy on the part of the ruling party for allowing the KWASIEC chairman to appear on its radio programme at a time like this.

    “We have warned times without number that those managing the affairs of the party at the state level are not only incompetent but arrogant and the more reason they are embarrassed every day. It a clear show of crass incompetence, lack of basic knowledge of constitutional democracy and disservice to teeming members of the party for the leadership of our great party to have donated a space for KWASIEC to appear on a radio programme sponsored with our party’s fund.

    But the embattled KWASIEC boss, Ajidagba, says the electoral commission has concluded arrangements to conduct local government election on November 18, 2017. He denied all allegations of bias and high-handedness, insisting that the commission has been guided by the provisions of the laws of the land in all its dealings as regards the council election.

    “We are guided by law and everything is on course. We are ready, prepared, willing and enormous to conduct free, credible and fair election on 18th November, 2017. There will be no change of election date,” said Ajidagba. He promised that KWASIEC will give every party equal right and will not disappoint the general public.

    And according to the chairman of the All Progressives Congress in Kwara state, Ishola Balogun-Fulani, there is no cause for arm as the APC will will clear all the 16 chairmanship and 193 Councillorship seats in the state because the party has delivered on its promises to earn the confidence of the electorate. While warning party supporters against apathy on election day, he said the people of the state will vote for the party on Saturday.

    The Senator represen-ting Lagos East senatorial district, Senator Gbenga Ashafa, has called upon Lagos East electorate to go out en masse and vote for the All Progressives Congress (APC) during the forthcoming council elections in Lagos State. He spoke at the 18th edition of his senatorial town hall meeting, held at CMD road, Ikosi-Ketu, Lagos, yesterday.

    “I urge you all to troop out en-masse to support the candidates of our party, when they emerge, for the upcoming local government elections. By doing this, we would be able to harness the development we are witnessing in Lagos State at the grass-root level  through the synchronised efforts of state and local governments,” he said.

    He commended the support of his constituents so far since his election into the national assembly and urged them to throw their full weight and support behind APC during the upcoming elections. According to him, the success of APC at the forthcoming council election will aid the party to win the 2019 general elections.

    “Victory for APC at the council election will further help Governor Akinwunmi Ambode to continue and improve on his relentless efforts to transform Lagos to the state of his dream,” he added. He initiated an empowerment programme targeted at empowering 500 widows in the district, with the first batch of 50 women receiving their funds from the senator at the event.

    The event also witnessed a medical outreach powered by a strong team of medical personnel from Steno Memorial Foundation. The outreach attended to over 1500 constituents who came in for free qualitative medical services ranging from blood pressure, body mass, blood glucose, cholesterol, diabetes, hearing and dental check ups, and medical advices.

    The stage is set for the conduct of local government elections in Lagos State.

    This is sequel to the passage of amendment to two laws guiding the conduct of elections by the state House of Assembly a few days ago.

    The first law is amendment to the Lagos State Independent Electoral Commission (LASIEC) Law 2008, while the second law is the amendment to the Local Government Election Tribunal law 2001.

    The bills were passed into law after the House took the third reading of the bills. The speaker, Hon. Mudashiru Obasa, subsequently directed the Clerk of the House, Ganiyu Abiru, to send a clean copy to the state governor, Mr. Akinwunmi Ambode, to append his signature.

    The new LASIEC Law takes care of the lacuna in the nation’s electoral laws, which led to the crisis in Kogi State following the death of the All Progressives Congress (APC) former governorship candidate, Prince Abubakar Audu. 

    Thus a new Section 30(1) of the law states: “Where a person duly elected as chairman of a local government area/local council development area dies, the person elected with him as vice-chairman shall be sworn in as the chairman,” while Subsection 2 states: “The new chairman shall then nominate with the approval of the majority members of the legislative council a new vice-chairman.”

    Furthermore, subsections 3 and 4 states: “Where the vice-chairman is appointed from amongst the councillors, the Commission shall conduct a bye-election to fill the vacancy from the ward which the vice-chairman was appointed” and “where the persons duly elected as chairman and vice-chairman die, the Commission shall conduct the election to fill the vacancies.”

    Tambuwal assures of peaceful conduct of LG polls

    Governor Aminu Tambuwal of Sokoto State says adequate security arrangements have been provided for the peaceful conduct of local council polls holding this Saturday in the state.

    The News Agency of Nigeria( NAN) reports that Tambuwal gave the assurance in a state-wide broadcast to the people of the state on Friday night.

    The governor said that the government, security agencies, State Independent Electoral Commission ( SIEC) and all political parties are working together to ensure transparent and acceptable polls.

    ” The elections will be conducted freely, transparently and fairly, and nobody will be disenfranchised.

    ” I am calling on the people of the state to continue to be law abiding, while they should come out en masse and peacefully cast their votes”, the governor urged.

    Meanwhile, SIEC Chairman, Alhaji Usman Abubakar said the commission had distributed adequate sensitive and non sensitive materials across the state for the polls.

    He said that 4, 000 card reader machines secured from INEC would be used to enhance the credibility of the elections.

    Abubakar further stated that the commission had deployed 15,000 ad hoc staff for the election holding in 3, 035 polling units in 244 wards of the state.

    Meanwhile, the police command in the state has announced the restriction of movement between 8.00am and 3.00pm.

    A statement signed by the Commissioner of Police, Mr Salisu Fagge warned miscreants and private security guards and volunteers to steer clear of polling units.

    The All Progressives Congress (APC) in Niger State Monday received some decampees from the Peoples Democratic Party (PDP) during its flag-off campaigns for local government council elections which is slated for January 16, 2016.

    Among the decampees was former Niger State Commissioner of Finance, Alhaji Mu’azu Bawa and about 10 others.

    Though they were not formally given APC flags, The Nation observed that the decampees were moving freely along with some top APC Chieftains during the flag-off campaign.

    Speaking at the flag-off campaign, the Niger State Governor, Alhaji Abubakar Sani Bello solicited for the support of the people urging them to massively vote APC during the local government elections the same way they voted for the party during the general elections.

    According to him, having APC in the 25 local government councils will ease administration at both state and local government levels.

    The State APC Chairman, Engineer Jibril Imam who expressed optimism over the victory of the party during the January 16th local government polls urged people to come out en masse to give the party the desired victory.
