  • Changing face of lottery and gaming

    Lottery is a legalised and regulated gaming that involves the drawing of numbers for a prize. While lotteries are outlawed by some governments, others endorse it. They even organise national and/or state lotteries.

    Unlike betting or gambling which can involve very high stakes, lottery (Lotto) is mostly a form of entertainment as it involves staking as low as N20 to N100 for very high rewards. It is fun, entertaining and can be very rewarding.  It goes without saying that gambling benefits only those directly involved, whereas the proceeds of regulated lottery have been used in many countries for developmental purposes.

    As far back as 20 BC when the barbarians attacked China and the Chinese government did not have enough money to build up their defence, they ran a lottery and raised enough money to build up their defences, including the Great Wall of China, one of the Seven Wonders of the World.

    Lotteries in colonial America played a significant part in the financing of both private and public ventures. It has been recorded that more than 200 lotteries were sanctioned between 1744 and 1776, and played a major role in financing roads, libraries, churches, colleges, canals, bridges. In the 1740s, the foundation of Princeton and Columbia universities was financed by lotteries, as was the University of Pennsylvania by the Academy Lottery in 1755.

    In South Africa, for instance, 82 percent of the population play lottery, at least, once in a week. In 2012 alone, lottery share of funds to the country’s finances was put at about N141.3 billion.

    In Niger Republic, proceeds of lottery were used to build boreholes, fight against desert encroachment, while many of the lottery winners are sponsored to Mecca to perform the Holy Pilgrimage.

    Driven by the spirit of tapping into this viable social economic potential, the Nigerian government via the National Lottery Act of 2000, established the National Lottery Regulatory Commission [NLRC]. According to Section 57 of the Act, ‘’Lottery’’ or Lotteries’’ include any game, scheme, agreement, system, plan, promotional competition or device for the distribution of prizes by lot or chance , or as a result of the exercise of skill and chance or based on the outcome of sporting events, or any other game, scheme, agreement, system, plan, competition or device.

    Since its establishment, the Commission has issued licences and permits to lottery operators and promoters to grow the market and bring it closer to the people. Lottery is gaining wide acceptance and the huge followership as football in the country, and this has further widened its scope.

    This, in turn, has opened up series of market opportunities in the country for investors, individuals and government. Lottery and other gaming outfits have opened up business and employment opportunities especially for youths. Some open up shops as agents, while some are employed to work in these shops. Many unemployed youths who roam the streets see lottery and gaming shops as offices. Many of them survive on their little winnings with losers having hope of being winners in subsequent entries.

    The global lottery industry is estimated to worth $70 billion. In 2016, it was estimated that Nigerians spent an average of N154bn daily on betting with 7.5 million lottery, and 22 million sports betting players in the country. According to the National Lottery Regulatory Commission (NLRC), projected profit from the promo lottery alone is N45 billion.  The SMS lottery can generate about N150 billion revenue, while the gaming industry is projected to bring over N300 billion to federal government coffers yearly. However, the prospect has not been fully exploited. The industry was only able to yield N7 billion as of last year.

    Today, Nigerians are being advised by the National Lottery regulatory Commission to invest and engage in regulated lottery, as it gives them a platform to contribute to national development while they stand a chance of having a life changing experience via a jackpot.

    In the recent past, several betting and lottery companies have acquired licences to operate in the country.     Experts have argued that the development of a nation is not only tied to available human capital but equally on its social and economic resources. According to the experts, several developed countries have consolidated on these natural endowments through lotteries to re-write their history and establish sound economic footing worthy of emulation by the global community.

    Lottery, as it has been proved repeatedly, is a social culture that has positively changed the economic fortunes of several nations. These days, the lottery business has also gained acceptance as a growing source of special intervention fund for governments which continue to work out innovative sources of funding alternatives to raising taxes when there are needs to address perceived infrastructural deficits.

  • Fed Govt, states ‘can N100b from new lottery’

    National Lottery Regulatory Commission (NLRC) Director-General Mr. Adolphus Joe Ekpe is optimistic that the Federal and state governments can earn about N100 billion as revenue from the newly licensed flagship game, NaijaBillionaire.

    Ekpe explained that the electronic wealth re-distribution raffle game, which was launched on Friday by NaijaBillionaire Limited (NBL) – Nigeria’s first national e-raffle licence holder – would bring to fruition the objectives set by NLCR.

    He added that over the years, lottery operators have ripped the government off through lack of transparency in their operations.

    Ekpe said in the last 10 years, the government only made N6 billion from activities of lottery operators, which, he said, was far less than the amount the game could make for the government.

    He affirmed that with the entry of NBL flagship game, NaijaBillionaire jackpot, the potential earning for Federal Government is between N12 billion to N50 billion per annum.

    According to him, states could also share the same amount.

    “Today marks a turning-point in the history of gaming in Nigeria and Africa. Today, we are witnessing the birth of Africa’s largest Jackpot built into a game that was developed by Nigerians for all Nigerian people of all classes.

    “The potential earning for the Federal Government from NaijaBillionaire Limited is between N12 billion to N50 billion per annum. We also project that states in Nigeria will share about same amount from local activities in the states,” he said.

    Ekpe said the birth of NaijaBillionaire jackpot has helped to achieve one of the objectives it set two years ago for the recalibration of the Nigerian gaming industry.

    LOTTERY can create wealth and generate employment for Nigerians, thwe Director-General, General, National Lottery Regulatory Commission (NLRC), Mr. Adolphus Ekpe has said.

    He spoke at the opening of Naija Lottery office in Jibowu Lagos.

    He said lottery should be exploited in the face of the sharp fall in oil prices, which has dipped the revenue of Federal Government.

    According to regulations, operators remit 20 per cent of their earnings to the government as revenue and 50 per cent is spent on prizes for winners.

    Such funds remitted into the National Lottery Trust Fund, he said, could be used to provide critical social infrastructure, such as roads, and hospitals.

    These,  he said, would create employment for Nigerians.

    Ekpe listed the employment opportunities in lottery to include marketing and staff of the firm.

    Majority Leader, House of Representatives, Hon. Femi Gbajabiamila, said the National Assembly would amend relevant sections of the Nigerian Lottery Act to ensure that players operate on level playing field.

    Chairman, International Lottery & Gaming Limited, Prince Adesegun Oniru, said Naija Lottery is a lucrative business.

    Vice Chairman, Naija Lottery Naija, Mr. Ronaldo Minaise, expressed the commitment of the firm to excellence, responsible gaming and players’satisfaction.

    “The beneficiaries include those  who would market the ticket and those who  work for the company.

    “It is also expected to create income because those who play stand the chance of winning. It would create income for the government.

    “The government has to derive revenue from it because statutorily 20 per cent of the proceeds of lottery have to be remitted to the National Lottery Trust Fund and it has to be used for good causes.

    “So, it creates employment and income. Apart from that it reduces crime because when people are gainfully employed, you tend to run away from crimes.’’

    He said the business would assist in diversification of the economy rather than reliance on crude oil receipts which has become inadequate on account of fall in global oil prices.

    Minaise  added: “It will form another way of diversifying our economy because we are now depending solely on oil and the oil price is going down.

    “Lottery is another way of diversifying economy and remember that lottery depends on human being and we have high human population.

    “Therefore, this is one of the sectors that should be encouraged.What is required is for its to be played in a transparent way so that those who win receive their prizes.

    “Again, it has to be played in a transparent way so that the money that is due to government would be given to government.

    “Thirdly, it has to be played in a way that somebody does not even need to come here to participate. It has to be an online something, it has to be automated such that people can play from all parts of the country.”

    On effective regulation of the business, he said the firm  met the requirements that has earned it a  licence.

    “They were given a license last year and now they are starting their operation. So, they are complying. The only thing that is remaining for them to do is to enable us, as a commission, see what they are doing on daily basis,’’ he said.

    He, however, said called on the National Assembly to amend certain provisions in the Nigerian Lottery Act , to ensure harmony and equity in the operating environment and licensing structure.

    He went on: “Most state governments, especially Lagos State, said if you have a licence even at the federal level, you still need to have a license here. It is a duplication.

    This revenue source, as form of  economic diversification , he said should be exploited in the face of sharp fall in global  oil prices, which has dipped the revenue of Federal Government .

    He spoke at the opening of Naija Lottery office in Jibowu Lagos.

    According to him, lottery operators are mandated by regulation to remit 20 per cent of their earnings into government coffers.
    Such funds remitted into the National Lottery Trust Fund according to statutory regulations should be used to intervene on critical social infrastructure including roads, hospitals and other people – oriented causes.
    The project  he said will create employment for Nigeria as is the experience in other parts of the world.
    He listed the employment opportunities in lottery to include those directly and indirectly involved in the marketing of the product as well as staff of the firm.

    Operators in the business, he said according to regulatory requirements ought to remit 20 per cent of their earnings to government as revenue while 50 per cent of the proceeds is geared towards prizes for winners.

    The outstanding 30 per cent, he said is the supposed income for the lottery operator. He said, “This business has potentials to create wealth and jobs for Nigerians .

    Also speaking at the event, Majority Leader , House of Representatives, Hon. Femi Gbajabiamila said the National Assembly will amend relevant sections of the Nigerian Lottery Act to ensure all players in the sector operate in level playing field.

    Chairman of International Lottery and Gaming Limited, Prince Adesegun Oniru expressed his certainty that Naija Lottery will prove to be a most successful operation.

  • Osun partners lottery firms

    The Osun State government has developed an initiative, Kajola Lottery, to improve its internal generated revenue by 100 per cent.

    The Chief Executive Officer of the State Internal Revenue Service, Dayo Oyebamiji, broke the news at the signing of a Memorandum of Understanding (MoU) with Global Gaming Company Limited in partnership with PEFACO International Plc.

    Describing the signing of the MoU as a landmark, Oyebamiji said involving the firms would improve the standard of lottery and make it entertainment based.

    According to him, the objective of the initiative was to raise the state IGR and ensure sustainable economic growth.

    He said: “The state’s informal sector is about 70 per cent. And there is a need to engage those in this sector through a developed gaming business. Its effect will not only be experienced in Osun but in Nigeria.

    “At present the operation of lottery in the state is manual but with this initiative and partnership it will be automated.

    “We will ensure that operators run a fraud free business. And we are going to make use of the strategic position of Osun in the Southwest.”

    Ilorin: Home of traditional pottery

    Lottery as an art dates back to the late Stone Age. It has survived into the present era and has been studied by various artists, cultural anthropologists and archaeologists. It is one of the oldest surviving traditional craft found in different parts of the country, which has been practised from pre-historic times to the present.

    The art started as far back as 3000BC with the evidence discovered in a site known as Iwo-Eleru in Ondo State. Further archaeological research proved it may even be dated earlier to about 6000BC in the Borno area. Another site, where several ritual pots and stone axes were found, is Igbo-Laja in Ondo, which is dated to the 14th to 15th centuries AD.

    Even though the Yoruba speaking people are predominantly farmers, they are involved in other economic activities such as weaving, dyeing, metal casting, carving and pottery. As a craft, pottery making is exclusively a woman’s profession among the Yoruba people and is usually passed from mother to daughter through apprenticeship. They carry out their day to day activities at a specific pottery site known as ‘eebu’. An eebu consists of a series of sheds and work areas and is usually located in a shady area. The number of sheds in a pottery site often depends on the number of potters practising in the area. The shed usually serve as store for clothes, food, tools, the finished and the unfinished pottery products. Moulds and stands for pots are kept in front of the sheds. The hearth for firing the moulded pots are situated close to the work area for easy, and proper monitoring during firing.

    Ilorin, Kwara State capital is well-known for her artistry in pottery. It is known as an important centre of pottery, producing both red (pupa) and black (dudu) pottery wares. Researchers like Frank Willet recorded that some modern pottery forms sold in the open market in Ilorin carry identical marks which have close resemblance to those found inside open bowl pottery (isaasun) relics of the old Oyo kingdom. He suggested the likelihood of the women potters from the old Oyo kingdom, migrating and settling in Ilorin after the collapse of the kingdom in 1837, hence the resemblance in the pottery works.

    Pottery works are being produced in different pottery centres in the present Ilorin town, areas such as Okelele, Dada and Adeta pottery centres are well known for well-finished products.

    Various forms and styles of pottery are usually produced in these pottery centres scattered all around the metropolis. These includes decorated water coolers, (aamu) open mouth bowls, (ape) soup bowls (isaasun), fryers (agbada), pitchers (oru) and traditional pottery money safe (kolo). Other forms of pot, which are no longer in great demand such as the large dye pot (ikoko-aro) and large fermentation pot (ikoko-isa), are also made on request. Samples of these pottery forms are on display in a new exhibition presently open to the public at the National Museum, Ilorin.

    The studies into the art of pottery give a good insight into the intelligence, skill and technological know-how of these, though unschooled, yet skilful people; and their economic activities and trade connections at this ancient time, despite the non-availability of today’s high technological development and advancement.
