    LSSTF presents three operational vehicles to RRS

    The Executive Secretary and Chief Executive Officer of the Lagos State Security Trust Fund (LSSTF), Dr Ayo Ogunsan, has presented three new operational vehicles to the Rapid Response Squad (RRS) as part of efforts to strengthen security operations in the state.

    The presentation took place at the LSSTF office, when the RRS Commander, CSP Shola Jejeloye, paid a courtesy visit.

    Ogunsan said the intervention was in line with the Trust Fund’s mandate to support security agencies in Lagos State with critical infrastructure to enhance efficiency, rapid response and crime prevention.

    He described the RRS as a key component of the state’s security architecture and commended the squad for its role in maintaining peace and public safety across Lagos.

    Ogunsan assured that the Trust Fund would consider the repair, refurbishment and rebranding of existing RRS operational vehicles, alongside other capacity building initiatives for security personnel.

    CSP Jejeloye lauded the initiative, describing it as timely and critical to effective policing.

    He said the provision of operational vehicles had improved response time and operational effectiveness, adding that the RRS remained committed to delivering on its mandate.

    Sanwo-Olu lays foundation for new LSSTF complex

    Governor, Babajide Sanwo-Olu, on Monday, performed the groundbreaking for the new headquarters of the Lagos State Security Trust Fund (LSSTF) in the Central Business District, Ikeja. 

    The over N800m project being constructed by businessman, Sir Kessington Adebukunola Adebutu, signals a major investment in the state’s security infrastructure.

    The ceremony drew senior government officials, security chiefs, private sector leaders and stakeholders including Deputy Governor, Dr Kadri Obafemi Hamzat; Secretary to the State Government, Abimbola Salu-Hundeyin; Chief of Staff, Tayo Ayinde; Commissioner for Information, Gbenga Omotoso; LSSTF Board Chairman, Kehinde Durosinmi-Etti; Lagos State Commissioner of Police (CP) Olohundare Jimoh and other security chiefs. 

    When completed, the new headquarters is expected to strengthen security governance in Lagos and will stand as a legacy of sustained private sector support for public safety.

    Sanwo-Olu described the project as a strategic step to strengthen coordination, accountability and efficiency in Lagos’ security architecture, noting that the LSSTF has become a national model for public-private collaboration in security funding.

    He praised Adebutu’s contribution, noting that it reflected the vision of the Trust Fund which must endure beyond its founders and serve future generations.

    Durosinmi-Etti said the project marked a turning point for the LSSTF, which has operated from rented premises for about 18 years. 

    He described the headquarters as evidence of what effective partnership between government and the private sector can achieve, adding that the fully furnished building was expected to be completed by October 2026.

    LSSTF Executive Secretary, Dr Ayodele Ogunsan, said the purpose-built headquarters would enhance the Fund’s capacity to support security agencies with equipment, logistics and strategic interventions. 

    He announced that the facility would be named the Sir Kessington Adebutu Security Trust Fund Building in recognition of the donor’s support.

    In his remarks, Adebutu said the donation was a duty to Lagos, describing the state as Nigeria’s commercial heart. He said the project would help safeguard lives, businesses and investments, and reinforce Lagos as a centre of stability and opportunity.

    To ensure effective oversight on equipment interventions to security agencies, the Lagos State Security Trust Fund has constituted a monitoring team.

    The team’s constitution followed discussions between LSSTF’s Executive Secretary, Dr Ayodele Ogunsan and select journalist last week in Alausa where suggestions on better ways to ensure accountability were made.

    The team’s mandate include monitoring and tracking of vehicles and other security assets belonging to RRS; conducting routine field inspections to determine the state of fund’s assets; maintaining accurate records of assets deployed by the LSSTF to the RRS and providing operational reports.

    Other include accessing the application of assets provided to security agencies as a prerequisite for further allocation; monitoring repairs and refurbishments embarked upon by the Fund; and any other duty as may be assigned from time to time.

    Ogunsan had earlier assured that the era of misuse of public resources was over, pledging to ensure the agency performed its roles creditably.

    “Public confidence in the Fund is essential. Under my leadership, transparency will be the standard not the exception. We will, maintain strict oversight on contractor performance, monitor all funded projects closely, publish updates on the utilization of donations, strengthen internal governance and reporting, and deepen stakeholder communication and feedback mechanisms,” pledged Ogunsan during the meeting.

    The inauguration and public presentation of a vehicle to facilitate the efforts of the LSSTF Monitoring Team will be held very soon.

    ‘LSSTF spent N1.77b on security in one year’

    Lagos State Governor Babajide Sanwo-Olu yesterday announced the donation of 100 vehicles and gadgets to boost security in the state.

    He disclosed this at the 19th Annual Town Hall Meeting on Security, organised by the Lagos State Security Trust Fund (LSSTF) on Victoria Island, Lagos with the theme: “Building Trust, Enhancing Security: A New Era of Security and Partnerships”, where he advocated greater citizen participation to tackle emerging security challenges.

    He said securing lives and property was a shared responsibility, urging Lagosians to own the process.

    The governor said investment in security was a non-negotiable priority, adding that Lagos was ready to partner the Federal Government and security agencies to achieve a crime-free state.

    “Every investment we make in security is a direct investment in peace, order and prosperity. Security is not a task for government alone. It is a shared duty, and we must continue to work together to build a safer Lagos for all,” he said.

    Sanwo-Olu said the founder, Premier Lotto Limited (PLL), a gaming company, had pledged to begin, complete and donate a building to LSSTF within a year.

    Giving an account of the year, LSSTF Executive Secretary, Dr. Ayodele Ogunsan, said N1,775,543,613.81 was spent on security interventions between December 19 last year and yesterday.

    He said the sum was part of the N1,848,406,100.00 received as cash donations within the same period, adding that 228 security vehicles were also received as donations.

    Of the 228 vehicles all fitted with communication and security gadgets, 217 were donated by the state government; two from the SNEPCO/Shell Joint Venture, and nine -seven buses and two 15-ton troop carriers- were bought by LSSTF.

    Ogunsan said the vehicles were distributed across security agencies to boost mobility and response time.

    The executive secretary said 1,500 pairs of police boots, 100 batteries, 2,000 police uniforms with badges, 100 rechargeable flashlights and eight drums of SAE 40 lubricant were also donated to bridge critical operational gaps confronting security agencies in Lagos, while 220 police personnel were sponsored for training.

    He noted that LSSTF approved security requests within 24 hours under a transparent governance structure and maintained liquidity to respond quickly to emerging threats.

    Looking ahead, he said the fund was expanding its retail donation drive after receiving N38million from about 240 individual donors in the last four weeks.

    Ogunsan said officers who displayed exceptional bravery, including the police team behind the July 4, 2024 Ladipo anti-kidnap operation that neutralised nine suspects, would be honoured.

    Lagos State Commissioner of Police (CP) Oluhundare Jimoh said the command arrested 317 armed robbery suspects, foiled 141 robbery attempts and charged 115 suspects to court within the period under review.

    He said four kidnap and 23 cultism cases were recorded, with 216 suspects held and 95 charged to court for both offences.

    CP Jimoh said the command recorded 76 cases of stolen vehicles and recovered 72, adding that there were 142 murder, 176 rape/defilement reported cases.

    “We arrested 222 suspects out of which 200 were charged to court.

    ‘’The command also arrested 9,275 ‘social migrants’, recovered 518 rounds of ammunition, 25 other weapons, and impounded thousands of vehicles and motorcycles for various infractions,” he added.

    The police boss said the state was safe, adding that proactive deployments and intensified surveillance were in place ahead of the festive season.

    LSSTF inspires the next generation of Lagos athletes

    Femi Oyegbile and Ebele John have always had a passion for sports, but for years, they lacked the opportunities to showcase their talents. That changed in 2024 when their school, Iwerekun Community Senior High School in Lakowe, benefited from the Lagos State Sports Trust Fund (LSSTF) through the Education District. Today, both students proudly represent their school in football and basketball.

    Despite not having a proper basketball court, John and her classmates have improvised with limited facilities to develop their skills. Their determination and creativity have fueled their dream of playing for the school team.

    Iwerekun Community Senior High School is one of 644 public secondary schools in Lagos State that have received sports equipment from LSSTF. Additionally, 1,020 public primary schools across the 20 Local Government Education Authorities (LGEAs) have benefited from LSSTF’s support over the past eight years. The initiative has also reached five technical colleges and five state tertiary institutions, ensuring broader access to sporting opportunities.

    Since its inception in 2017, LSSTF has raised funds for sports development using a Public-Private Partnership (PPP) model. This approach has produced positive results, with corporate firms and individuals supporting the agency’s mission to improve school sports in Lagos.

    Chief Kessington Adebutu, Sterling Bank, LASACO, Guinness, and other partners have consistently responded to LSSTF’s initiatives, allowing the agency to assist more schools across the state. From students to games masters and principals, LSSTF has sparked interest in sports by providing equipment annually since 2019.

    For Inioluwa Agbaje of Mende Junior High School, the donation of a table tennis board ignited a new passion: “After our school received the table tennis board, I began to fall in love with the sport, even though I didn’t know how to play initially. With help from my schoolmates and our games master, I’ve started improving. Having the equipment has encouraged many of us to love sports, especially during break periods. I look forward to receiving more equipment and hope LSSTF can construct basketball and volleyball courts so we can use the balls donated to us.”

    At State Primary School in Agege, pupils eagerly gather for indoor games like ludo, scrabble, and chess whenever their games mistress, Olasimbo Idris, brings them out. Some prefer table tennis, while others form groups to play different games. Idris praised LSSTF’s support but appealed for more facilities: “Since we received the equipment, pupils’ interest in sports has increased. Many now have the chance to play on a standard table tennis board. We hope to sustain their interest with more equipment, especially a standard basketball court.”

    Excited by the impact of LSSTF’s work, Executive Secretary Olaposi Agunbiade praised Governor Babajide Sanwo-Olu for being the fund’s main supporter, while also acknowledging the contributions of Chief Adebutu, Sterling Bank, LASACO, Guinness, and LIRS. “We remain grateful to our main supporter, the amiable and sports-loving Governor Babajide Sanwo-Olu, as well as our private supporters. With more support, we can do even more. In 2026, we plan to increase our donations, as we’ve discovered that many schools lack facilities like basketball, volleyball, and handball courts.”

    Agunbiade also highlighted Lagos’ success at the last National Youth Games in Delta, where the state topped the medal table, surpassing perennial champions Delta: “In Lagos, we focus on discovering and developing athletes. This was evident in our victory at the National Youth Games, where we beat the host state, Delta, to clinch the overall title for the first time. This inspires us to seek more support from well-meaning individuals and corporate bodies.”

    Among the equipment donated by LSSTF to schools across the state are table tennis boards, basketball hoops with stands, running vests and pants, spikes for jumps and throws, volleyballs, relay batons, chess boards, scrabble boards and dictionaries, first aid kits, dart boards with arrows, boxing headgear, judo mats, taekwondo kicking pads, cricket helmets, and swimming caps and goggles.

    Beyond providing equipment, LSSTF has also completed the renovation of the Olympic-size 50m swimming pool at Mobolaji Johnson Sports Centre, Rowe Park, Yaba, and has handed it over to the Lagos State Sports Commission (LSSC).

    In its inclusiveness drive, the agency has supported the Para Soccer Association of Lagos, helping to stage their programmes over the past three years.

    The Executive Secretary/Chief Executive of the Lagos State Security Trust Fund (LSSTF), Dr. Abdurrazaq Balogun, has said that the state remains the safest state in Nigeria because of the activities of the agency.

    Speaking at the end of a study visit by the Kogi State Security Trust Fund (KSSTF), Balogun said the track records of the Fund in the last 17 years have made the Fund a go-to place for other states trying to come up with how to bolster their security infrastructure and architecture.

    He applauded the KSSTF’s Executive Chairman and the management staff for the visit, which he said would undoubtedly be an eye-opener on how Lagos has been coping with the challenges besetting security operatives operating in the state.

    According to him, during the visit, the LSSTF put together onsite training sessions on modalities for operating an effective Trust Fund and arranged visitations to one of the beneficiaries of the Fund, the LNSC (Lagos State Neighborhood Safety Corps), and a tour of a world-class, indigenous security equipment manufacturing company EPAIL (Equipment and Protective Applications International Limited).

    He said after 17 years of operation, LSSTF is still significantly effective, and as a result of Lagos is not only the safest city in Nigeria, but other states are trying to emulate the Fund

    “Because of the Fund’s track record of success, other Trust Funds are trying to emulate it.”

    Balogun expressed the hope that the visit by the Kogi State Security Trust Fund is beneficial and insightful, towards making KSSTF successful.

    During the training, he emphasized that the Fund’s strongest feature remains its commitment to it’s core value which is PART, (an acronym for Prudence, Accountability, Resourcefulness, and Trust). It also places major emphasis on maintenance, which is why its assets remain functional for upwards 12 years.

    While comparing the law establishing the KSSTF with that of LSSTF, Balogun highlighted a few sections of the Law which in his opinion may work contrary to the objectives of the KSSTF and other sections that LSSTF may benefit from KSSTF.

    It was noted that the LSSTF deliberately maintains a lean workforce to ensure that the majority of resources raised are directed towards providing support to security agencies.

    The success of the Fund can be attributed to the high calibre of individuals appointed by Mr. Governor as members of the Board of Trustees.

    These individuals are not only influential but accomplished in their various endeavours and view their role as an opportunity to give back to the State. They leverage on their positions and industry connections to reach out to colleagues and partners for contributions to sustain the activities of LSSTF.

    There was a farewell ceremony to conclude the working visit by the KSSTF delegation, which included the presentation of a plaque to the Executive Chairman and his team members and certificates.

    In his response, the Executive Chairman of the Kogi State Security Trust Fund thanked the Executive Secretary/CEO for the warm reception and hospitality.

    He noted that the training session was very informative and an eye-opener to key areas of improvement for the KSSTF.

    He was very thankful for the opportunity to visit a Nigerian indigenous security manufacturing company and the Lagos State Neighborhood Safety Agency (LNSA).

    He noted that he will return to Kogi State with what they have been able to learn and seek ways to implement some of these ideas in the short, medium, and long term.

    The cheque was presented by the bank’s Executive Director, Lagos and South-West, Mrs. Nneka Onyeali-Ikpe to the Executive Secretary, LSSTF, Abdulrassaq Balogun at a brief ceremony in Alausa, Ikeja, Lagos.

    Onyeali-Ikpe who commended the Lagos State Government for its commitment to preserving public peace, and protecting lives and property of Lagosians, said security was paramount to business success. According to her no activity can thrive in an atmosphere of uncertainty and insecurity.

    “We are encouraged to support this initiative and kudos must be given to the Lagos State Government for the peace we are enjoying in the state today. We have over 80 branches, about 2,000 staff and millions of customers in the state. We are concerned about their safety all the time,” she stated.

    The Executive Secretary of LSSTF, Abdurrazaq Balogun, praised the bank for the gesture, saying that Fidelity had been consistent in its support to the Fund from inception to date. According to him the bank has donated a total of N175 million to the LSSTF since the fund was established. “Thank you Fidelity Bank. We are most appreciative of this and what is most touching for us is your consistency. You have always come to our aid every year unsolicited”.

    He assured the Fidelity Bank officials that the donation would be used judiciously and reiterated the commitment of the Lagos State Governor Akinwumi Ambode to ensuring that we have a safe Lagos State.

    LSSTF seeks partnership with private firms

    The Lagos State Security Trust Fund (LSSTF) has called for partnership with Chief Executive Officers of corporate security organisations.

    Its LSSTF Executive Secretary, Dr Abdurrazaq Balogun said there is no alternative to the present Public Private Partnership (PPP) for the funding of security in the state. Though recognised the contributions of the private sector, he noted that the Lagos State Government remains the highest donor to the fund.

    He noted that it was critical for professionals in the private security space to collaborate with the government to improved security services. He also buttressed the need for the database of duly licensed private security companies operating in the state including details of their guards.

    Balogun emphasised the need for intelligence sharing between private firms and law enforcement agencies in line with community policing strategy.

    Central Bank of Nigeria (CBN) Director of Security Mr. Tayo Amu, stressed that security is very expensive and there is need to think outside the box to fund it.
