    Why insecurity is escalating – Buratai

    The Chief of Army Staff, Lt-Gen. Tukur Buratai on Saturday blamed the security challenges confronting Nigeria on poor upbringing of the children.

    General Buratai stated this at the Passing Out Parade (POP) of the Nigerian Military School (NMS) boys, in Zaria, Kaduna State on Saturday.

    They Chief of Army Staff who was represented by the General Officer Commanding (GOC), 1 Mechanised Division of the Nigerian Army, Kaduna, Maj-Gen. Adeniyi Oyebade however said that, all hands must be on deck to ensure proper training and upbringing of Nigerian children, believing that such will reduce to the barest minimal, security threats against the country.

    According to him, “The escalating level of insecurity in the country has much to do with the level of training our children are exposed to from the beginning.

    “Having an institution that will ensure that children are inculcated with a high level of discipline, knowledge and patriotism is what all stakeholders in the Nigerian project should encourage,” he pleaded.

    Buratai assured that the Army on its part would continue to ensure that all training schools in the Nigerian Army were provided with the basic facilities towards excellence and proficiency.

    The Army Boss said he had given directive that deliberate efforts be taken for the purpose of repositioning all Command Schools in line with standards established by NMS.

    He recalled that the NMS was established 63 years ago to provide middle level manpower that would take over for the departing British non-commission officers at independence.

    “The school had undoubtedly produced seasoned military officers of repute and highly experienced technocrats that are contributing positively to the development of Nigeria.

    “It was in recognition of the contribution of the ex-boys to national development and upholding the dream and vision of the founding fathers of the school that I directed the resumption of military training suspended in the school in 2011.

    “I am delighted that the Commandant and his team had worked assiduously to ensure that the passing out boys were given the requisite training to serve their fatherland,” he noted.

    While urging the graduating boys to be good ambassadors of the school and the Nigerian Army, Buratai charged them to always exhibit high sense of discipline, commitment and patriotism wherever they go.

    Highlight of the occasion was the awards and cash gift of N250, 000 to each of the four award-winners who distinguished themselves during 2016/2017 academic session.

    The Malian Army on Monday approached the Nigerian Army for support and cooperation for the training of its personnel, especially in the areas of armour and artillery.

    The Malian Army Chief of Staff, Col. Maj. Abdrahamane Baby, who paid a visit to the Chief of Army Staff, Lt. Gen. Tukur Buratai in Abuja, said the call was necessary to enable his country to tackle insurgency and terrorism.Maj.

    He maintained that the visit was to seek the cooperation of Nigerian army in that regard, as both countries were facing insurgency and terrorism.

    He said: “The aim of this visit is to explore further cooperation between the Nigerian Army and Malian Army.

    “We are facing a transnational threat of terrorism and we believe we need to get closer to see what we can learn from each other.

    “That was why Malian army personnel were sent to Nigeria for training “so as to garner experiences in the areas of armour and artillery.”

    Colonel Major Baby said the armies of both countries needed to share experiences and knowledge “as we both fight terrorism.’’

    Responding, The Chief of Army Staff, Lt. Gen.     He also assured that the Nigerian Army would cooperate with Malian Army in all aspects as both countries tackle similar security challenges.

    Buratai added that terrorists in both countries adopted the same method of attacks, hitting soft targets and government installations, adding that Nigerian Army was ready to collaborate with Malian Army in checking attacks.

    “This is because the threats of insurgency and terrorism in Northern Mali is also a threat to Nigeria,” he said.

    Meanwhile, the Nigerian Army has inaugurated locally fabricated Infantry Patrol Vehicles (IPV) that would enhance troops operations across the country.

    The Minister of Defence, Mansur Dan-Ali who inaugurated the vehicles and also performed the ground-breaking ceremony for a new Army cantonment known as Muhammadu Buhari Cantonment at Giri, on Airport, Abuja.

    The Chief of Army of Staff, Lt. -Gen. Army of Staff, Lt. -Gen. Army of Staff, Lt. -Gen. Tukur Buratai explained that the vehicles were locally designed and fabricated by personnel of the Nigerian Army after extensive research.

    Buratai said that the platform would further serve as force motivation as efforts were being stepped up to clear remnants of Boko Haram terrorists in the North-East, noting that the vehicles had been already been deployed to the region.

    According to him, the vehicles are one of the platforms used for fire power demonstration during the 2017 Nigerian Army Small Arms Championship (NASAC) earlier held at the Sambisa forest in Borno.

    He further explained that the vehicles could be used for long-range battles as they could be mounted with General Purpose Machine Gun – GPMG and other calibres of weapon.

    Buratai said: “The inauguration of the patrol vehicles is part of the overall strategy toward the establishment of a military industrial complex, which is expected to be a major employer of labour when it takes off.”

    Earlier, the minister said that the process of transforming the army, anchored on three pillars, capacity building, reorganisation and troops welfare which began two years ago, had not been easy.

    Dan-Ali said that the construction of the cantonment at Giri would provide a conducive working and living accommodation for officers and soldiers in the FCT.

    Deployment of Special forces to Kogi helps reduce terrorism, kidnapping – Buratai

    The Chief of Army Staff, Lt.-Gen. Tukur Buratai has said that the deployment of Special Forces to Kogi in 2015 has helped in reducing terrorism, kidnapping and armed robbery in the state.

    Buratai made the remark on Saturday in Okene during the inauguration of a Forward Operation Base (FOB) for the Nigerian Army.

    The facility, located on the busy Okene-Okpella highway, is sited to enable the army quickly deploy its personnel and equipment to tackle any form of criminality in Kogi.

    The army chief said the special forces were deployed to the area when the state became rallying point of terrorists in 2014.

    Buratai, who was represented by Maj.-Gen. Rasheed Yusuf, Commander, Training and Doctrine Command, thanked the Kogi Government for the construction of the facility and the support it had been rendering to the army.

    In a remark, Gov. Yahaya Bello, who inaugurated the facility, said available statistic had shown drastic reduction in acts of terrorism, kidnapping and robbery in the state, following security measures adopted by government.

    The governor, however, said it was not yet “Uhuru” and called on the Minister of Defence to set up a Joint Task Force to tackle security challenges in the state.

    Bello said that this was imperative as Kogi serves as gateway to 10 states, including the FCT.

    He disclosed that the state government had spent over N200 million to construct the bullet proof army base, and donated various equipment to security agencies in the state.

    Bello commended the army for its efforts in reducing criminal activities in the state.

    House summons Service Chiefs, IGP over Kaduna kidnappings

    The Chief of Army Staff (COAS),  Lt. Gen. Tukur Buratai, the Chief of the Air Staff (CAS), Air Mashal Sadique Abubakar and the Inspector-General of Police  (IGP) Ibrahom Idris have been summoned to appear before a joint Committee of the  House of Representatives over the recurring incidence of kidnappings in Kaduna State.

    The decision followed the adoption of a motion by Yakubu Barde (PDP, Kaduna), who drew the attention of the House to the need to arrest the spate of kidnapping in Chikum/Kajuru Federal constituency of Kaduna state.

    He said: “Despite the efforts being made by security agencies to curb the menace of kidnapping, coupled with the ongoing legislative process by the National Assembly to enact laws that will checkmate the menace, the spate of kidnapping incidents is still on the rise and has even become a daily occurrence in most part of the country.

    “The activities of those criminal syndicates have assumed a wider dimension in and around communities in Chikum/Kajuru federal constituency and have impacted adversely on the socio-economic lives of the people as they can no longer move freely to transact their legitimate businesses for fear of being kidnapped.

    “On Friday, 2 June, 2017, one Mrs Sara Amos, her son, Jesse and a family member, Mr Isaac Michael were kidnapped in Kagurdna-Kakau community and in their escape bid with the victims, the kidnappers killers member of the locks vigilante team named Yakubu Adamu and are now demanding for the sum of 20 million naira as ransom for their release.

    “Other incidents of kidnapping of several other people, some of whom were released after ransom was allegedly paid while others are still being held in expectation of ransom.

    “It is however of concern that the activities of the kidnappers are becoming nightmarish for the people who can no longer go to their farms freely, with the obvious consequences of shortage of food that will result in hunger and untold hardship”.

    In its resolution, the Chief of Army Staff (COAS), the Chief of the Air Staff (CAS) and the IGP were urged to set up a joint task force to comb the affected areas with the view to apprehend and ensure prosecution of the criminals.

    The resolution was passed after a voice vote by the Speaker, Yakubu Dogara.

    Army varsity will provide security solutions, says Buratai 

    Nigeria Chief of Army Staff, Lt-Gen Tukur Buratai has disclosed that the Nigerian Army Institute of Technology and Environmental Studies (NAITES), Biu; now accredited into a full university will bring out a unique and specialized solution centre” for the nation and its military in the country.

    Buratai disclosed this on Monday, while receiving the Certificate of Occupancy (C of O) of the Nigerian Army University site from Governor Shettima of Borno state at Government House, Maiduguri.

    According to him, the establishment of the army university was poised on the challenges of the country’s security and a bid to getting solutions for them.

    He added that those solutions will not be solution would not be restricted in the military strategy for tactics and operational activities, but in science and technology as well.

    “Your Excellency, we are really grateful for this timely offer for this very large land (50 square kilometres) for the Nigerian Army University. Our joy knows no bound for this singular act of yours and indeed the Governor of Borno state,” said Buratai.

    He disclosed that one of the requirements of the varsity; was to acquire at least a 50 km by 10 km of land for the takeoff the varsity in September of October this year which Borno is generous to provide.

    He added: “We have taken steps already to actualize this varsity project. We have already gotten the military allocation for this year’s national budget; which is one of the requirements of establishing the university”.

    Speaking on the on military challenges, he said: “We have a lot of requirements in order to keep pace with the global trends. The military and the world over always get the best from such institutions; where they would be able to find solutions to specific challenges”.

    Buratai also disclosed that the institution is not only a military university, but open to the general public, adding that “the institution will be open to the various researchers to carryout relevant researches to find solutions to the needs of the nation and humanity.

    “This proposed army varsity, sited in Biu town of Borno state, is equally a solution centre to national development and requirements; where solutions from different fields of human endeavor are brought for considerations,” he said.

    In his address, Borno State Governor, Kashim Shettima said that the proposed Nigerian Army University in Biu, will boost the state’s local economy with the involvement of communities create jobs for the unemployed youths in the education and construction sectors.

    According to him, education at all levels; is the main driver of any developing society, confronted with many challenges of moving the nation forward.

    “The establishment and take off of this brand new military university in Borno and the North-East sub-region affected by Boko Haram insurgency, will serve as multiplier effects on our local economy that depend on state government,” said Shettima at the presentation of C of O.

    He added that the varsity could also serve as a reference point to western education in Borno and the Northeast.

    He assured that the state government will fully support the army, towards the actualization of the dreams of the new military varsity, including an increase in the Internally Generated Revenue (IGR) of Borno.

    What informed this, especially in view of the denial of any coup bid by the Defence Hqrts?

    As Chief of Army Staff (COAS), Lt-Gen. Tukur Buratai, holds one of the highest and most important offices in Nigeria’s military hierarchy. Any authorised statement from the office of the COAS can thus not be treated with levity, particularly when it touches on the country’s political stability and democratic sustainability. This is why a public alert by the COAS that some unnamed persons were making politically motivated overtures to soldiers sent alarm signals through the polity. The Director of Army Public Relations, Brig-Gen. Sani Usman, had issued a statement informing the public that the COAS “has received information that some individuals have been approaching some officers and soldiers for undisclosed reasons. On the basis of that, he has warned such persons to desist from these acts”.

    The COAS’s alert spurred speculations that some anti-democratic elements could be contemplating a military coup, with strong warnings against any such misadventure. Among those who cautioned potential coup plotters to forget any such thought were the national leader of the All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu, who vowed that Nigerians would resist any attempt to derail the country’s democracy; the Senator Ahmed Makarfi-led faction of the opposition Peoples Democratic Party (PDP), the Arewa Consultative Forum (ACF), the Afenifere socio-political group, leading lawyers as well as civil society groups and pro-democracy activists. In his reaction, the British High Commissioner to Nigeria, Mr. Paul Arkwright, expressed his country’s opposition to any military disruption of Nigeria’s political process, saying that the United Kingdom would continue to stand firmly in favour of democratic governance in Nigeria.

    It is unfortunate that the alert by the COAS was shrouded in an ambiguity that allowed dangerous rumours to fester. For instance, it was silent on the identities of the individuals or groups seeking to influence soldiers negatively, the nature of or motive for the overtures or the officers and men who had been fraternising with people outside the military in violation of their organisational codes. Since the COAS considered the information at his disposal reliable enough to issue a public alert, he ought to have been sufficiently painstaking to avail the public of more specific and authoritative details to render nugatory any potentially incendiary speculations. More importantly, the COAS most certainly has the requisite authority and operational machinery at his disposal to act decisively in apprehending and ensuring the prosecution of anyone trying to undermine the country’s democracy and stability without unnecessarily causing public apprehension.

    Matters were not helped by the timing of the COAS’s alert when President Muhammadu Buhari is out of the country attending to his health abroad. True, the President had duly handed over the duties and responsibilities of his office to the Vice President, Professor Yemi Osinbajo, in acting capacity pending his resumption in accordance with the constitution, to ensure there is no vacuum. However, mischievous elements either among the political class or even within the military must not be given the slightest opportunity to constitute a danger to the continued evolution of democracy in the country.

    Unfortunately, the COAS’s alert, perhaps unintentionally, lent credence to the incredulous proposition that anyone could even be thinking of the possibility of a coup in contemporary Nigeria after 18 years of unbroken democratic rule. A similar specter of forced termination of the democratic process was deliberately fuelled in certain quarters during the incapacitation of the late President Umaru Yar’Adua.

    The COAS’s alert becomes even more curious in the light of the firm and forceful assertion by the military high command last Wednesday that there is absolutely no coup plot by the military against the present civilian dispensation. According to the Director of Defence Information at the Defence Headquarters, Maj-Gen. John Eneche, at a news conference in Abuja, “What I am telling you on behalf of the Armed Forces of Nigeria is that nobody should be afraid of any coup. The Armed Forces is totally loyal to the Commander-In-Chief of the Armed Forces of Nigeria, and in complete subordination to civil authority. At all levels of commands, we are out there, including our troops, and we will remain focused and conscious about the oath of allegiance that we have taken and guided by the constitution of this country”.

    What then was the basis for the COAS’s alert? Did he consult other members of the military high command to ensure a coordinated response to whatever information that he had? Whatever may be the case, one good thing that is very obvious is the vehement opposition to any military coup by the overwhelming majority of the polity. The enduring lesson of our political history is that the worst democratic government is always infinitely better than the best military dictatorship. At least a non-performing elected government can be displaced in a future election unlike a military government that can only be dislodged by superior force.

    The Buhari administration has not failed Nigerians, the Presidency said yesterday.

    Besides, a proper assessment of the government’s performance could only be done at the end of its tenure, officials said.

    Special Adviser on Media and Publicity Femi Adesina, Senior Special Assistant on Media and Publicity Garba Shehu and Senior Special Assistant on Media and Publicity Laolu Akande fielded questions from reporters at the State House in Abuja. It was a review of the administration’s two years at the helm.

    They also spoke on why Sheikh Ibraheem El Zakzaky and Col. Sambo Dasuki are still in detention in spite of court orders for their release.

    Adesina said the All Progressives Congress (APC) “has four years to deliver and not two years”.

    The person that asked the question said there is a buzz in town. I am sure that you have not conducted a scientific survey that shows you that is a popular position. People can always express their opinions; there is liberty on that but you don’t have a scientific survey that has given you the percentage of people that believed that the APC has failed.

    “Like the minister of transportation said recently, the APC did not promise to solve all the country’s problems in one year or two years.

    “This administration will take Nigeria far beyond how it met it. So if anybody says APC has failed, just tell them it is too early in the day because it is a four-year term and this is just two years. You don’t reach definitive conclusions in two years.”

    On the alarm by Army chief Lt.-Gen. Tukur Buratai: Adesina said: “The Army has spoken and let us take that position. What the Chief of Army Staff said was a routine warning that goes to military officers – don’t hobnob with politicians –  and the army has explained the position, let’s take that position and not stretch it beyond what the military has said because they are the ones that can give us the definitive position and they have spoken on it.”

    Stressing that the masses were happy with President Buhari, Mallam Garba Shehu said: “If elections were held today, Buhari will win overwhelmingly.  The masses are still with him.

    The ordinary Nigerians are the pillars of the Buhari administration and their confidence in his administration has remained unshaken. The whistle-blower policy has excited them. They are happy that their stolen money is being recovered. The masses are happy but those elite whose sources of ill-gotten wealth have been blocked are not.

    On why Dasuki and El-Zakzaky are still in detention, Shehu said: ”It is a common thing in all nations of the world that there are matters of public safety.

    “The Attorney General and Minister of Justice has made his points here. In all cases, public good should override individual interest.”

    He said El-Zak Zaky family members and relatives had unhindered access to him.

    “On the issue of El-Zak Zaky, the information we have is that he is being kept more for his own safety than the offences he committed.

    ”If you set him free today, what do you think will likely be the reactions out there on the streets of Kaduna or in the streets of Zazzau where he comes from?.’’

    He said Dasuki was being held because he had other criminal cases to answer, adding that his release might affect the investigation of cases against him.

    On the Chibok girls, Shehu said the government had no peculiar interest in keeping them, stressing that most of them preferred to stay in Abuja and “don’t want to return home.”

    “The human rights records of this administration are impeccable; they are unimpeachable. I think we should avoid speaking in general terms. The thing to do is to pinpoint specific cases to buttress assertions that people make and then we can tackle them.”

    Shehu defended the power situation, saying: “It is also a mistake to say power has deteriorated under this administration because when we came in 2015, power generation was 3,324MW, it increased to 4,357MW as at August 2015, barely three months after President Buhari came to power and rose to the peak of 5,077MW in 2016, it was the highest power generated in the country.

    “At present, the average generation is about 3,000mw. This is as a result of vandalism or gas pipeline infrastructure and also low water in our dams. The power sector is also gaining gradually from the peace in the Niger Delta. Usually, we experience low generation of power during dry season and this is not because of the Buhari administration.

    “Government is investing heavily in power and has been licensing a lot of renewable energy projects, which is the future. We are doing what is called energy mix, we are not just doing gas power, we are doing hydro etc.”

    On alleged weak prosecution, Akande said: “Our criminal justice system does need a profound and deep reform. The important thing is that this government is working on it. The Acting President has put together a national prosecution coordination team for all the cases to see how in the medium term we can bring some progress but also working on justice sector reforms in the long term, on criminal justice system to strengthen both the investigation and prosecution at the courts. And I know it is going to take a while for us to address it.”

    We’ll resist any coup attempt, Tinubu Vows

    National Leader of All Progressives Congress (APC) and former Governor of Lagos State, Asiwaju Bola Ahmed Tinubu on Monday called on the Military to perish any attempt to lure it to stage a coup against the democratic process, vowing that such attempt would be vehemently resisted.

    Chief of Army Staff, Lt. Gen. Tukur Buratai had recently revealed that some military officers were hobnobbing with politicians ostensibly to overthrow the present democratically elected government.

    But speaking at a Special Parliamentary Session organised by the Lagos State House of Assembly to mark the Lagos@50 celebrations and the second anniversary of the 8th Assembly, Tinubu advised those behind the attempt to truncate the democratic which Nigerians fought hard for should perish such idea in their best interest.

    He said: “But amidst the celebration, I will like to sound a caution to us all the precious thing we have – democracy that we are now trying to perfect is not guaranteed to us. We must sweat hard yet think wisely if we are to keep it.  There will always be some people who want to undermine democracy. These people gain more from the government in the dark.

    “Just a few days ago, we had a warning that some people were trying to entice the military out of the barracks. I say don’t try it. I want to add my voice to that warning. Those who think they can break the democracy so many of us labored and for which too many people died, sacrificed their lives, they are sure mistaken.

    “Nigeria has come too far for such a thing to happen. Those people behind such idea will find no fertile ground to plant their seed in Lagos. We will not buy their bad product; whatever they want to sell is a bad product and we are going to reject it. We tell them, move away from here because Lagos State will resist it, Lagos State is saying move away from it, don’t think about it, we are all staying together to grow our democracy,” Tinubu said.

    Speaking on the Lagos@50 celebrations, Tinubu said going by achievements recorded in the last five decades, there were so much reasons to celebrate, but that in the midst of the celebration, it was important to place emphasis on the need to create more opportunities for the people.

    “We also have realized that we need to do more in order to create more opportunities, better education, improved housing and more jobs for many of our people so that all can witness the full blossom of growth and prosperity,” he said.

    Also speaking, Lagos State Governor, Akinwunmi Ambode said since creation, the State had been a shining example and critical hub of socio-economic and political development, saying that the harmonious relationship between the three arms of government in Nigeria which is reflective in the governance model of Lagos State promoted the interest and welfare of the people.

    “Today, we are celebrating the contributions of the Lagos State House of Assembly, particularly the 8th Assembly in the last two years, to the true principles of democratic governance through passage of Bills that advance the principle of governance and promotion of social welfare of the people within the ambits of the Law.

    “It is on record that military incursion into governance has always made the legislature its first victim by suspending the constitution with all powers against the wishes of our people. Therefore, the Legislature can be said to be the most exposed in governance model in the current democratic dispensation, if we have to give its true meaning and relevance in a representative government,” he said.

    Governor Ambode added that in spite of this chequered history, the first to eighth Assemblies of the Lagos State House of Assembly had been the benchmark for assessing legislative business in governance of the Nigerian State, stressing that the 8th Assembly, in particular had been highly responsive and innovative in fulfilling its constitutional obligations and meeting the aspirations of our people for the dividends of democracy.

    “The superlative performance of the 8th Assembly, including previous Assemblies, can be attributed to the quality of leadership that has been produced through a matured and democratic process with the purpose of providing a democratic process that would benefit our people.

    “Over the years, the Legislative arm of government in Lagos State has been a shining beacon of democratic independence and responsiveness. It has never shirked its assigned role or responsibility even in the face of provocation. It has continuously engaged the electorate in the process of making laws through interactive engagements and contributions to the making of Laws,” he said.

    The Governor said that the synergy between the three arms of government, particularly the Executive and Legislature had become the benchmark of the democratic process in Nigeria, saying that as the State celebrates its Golden Jubilee, it had laid the building blocks for the next fifty years.

    Buratai gives reason for success in war against Boko Haram

    The Chief of Army Staff, Lt.-Gen. Tukur Buratai said the lessons he learnt from the Bangladesh National Defence while on course had been very useful in the counter insurgency operations in the North-East.

    Buratai made this known in Lagos, on Saturday when he received the Bangladesh Army Chief of Staff, Gen. Abu Shafiul Huq.

    According to him, the lessons are partly responsible for the success being recorded in the fight against the Boko Haram terrorists.

    “The Bangladesh experience in counter insurgency is something that I brought to bear in the efforts to rid Nigeria of Boko Haram since my appointment as the Chief of army staff,” he said.

    According to him, he attended the Bangladesh National Defence course in 2008.

    He urged military around the world to take the issue of insurgency and terrorism seriously because they were difficult battle to overcome.

    “Counter insurgency should be utmost importance to army across the world, the army in particular bears the brunt as they confront terrorists in very difficult terrain and indeed, sometimes within the population.

    “It is a very, very difficult experience and it will continue to be difficult but it – insurgency can be countered through the use of intelligence.

    “Counter insurgency is at best an intelligence operation,” he said.

    Earlier, Huq commended the the Nigerian army for the success it had recorded in the fight against the Boko Haram terrorists.

    He said both his country and Nigeria had a lot of experience and knowledge to share in counter insurgency operations.

    Army launches health facility, solar-powered borehole in Southern Kaduna

    The Nigerian Army, under Operation Harbin Kunama II, has launched a health facility at Unguwar Rimi Bajju in Zangon Kataf Local Government and a solar-powered borehole at Dangoma in Jema’a Local Government.

    Maj.-Gen. Pat Ekem, the Chief of Logistics, Army Headquarters, Abuja, said the gesture was to further cement the relationship between the military and the civil society.

    Buratai said that apart from ensuring the safety of lives and property, the army deemed it fit to cater for the well-being of the citizenry, through the provision of amenities.

    He urged the benefitting communities to jealously guard the projects against vandalism, for maximum benefit.

    In their responses, the district head of Unguwar Rimi Bajju, Mr Daniel Aduak, said the facility would improve maternity care in the area.

    He added that “before now, our women travel to neighbouring Kafanchan to access medical care.”

    Representative of the District Head of Dangoma, Mallam Mamuda Suleiman, expressed gratitude to the Nigerian Army for showing significant concern to their plight.

    He said “henceforth the community would no longer share the stream water with animals, thereby securing the general well-being of the people.”
