  • Minister to monarchs: work with government

    The Minister, Federal Capital Territory (FCT), Malam Muhammad Bello has called on traditional rulers to work with government for the overall development of their subjects and areas of domain.

    Bello made the call when he received the Estu of Karu,HRH (Dr) Luka Panya-Baba who paid a courtesy visit to the Minister in his office.

    The Minister also said the FCT Administration was working with all stakeholders inclusive of traditional rulers in states neighboring the FCT to ensure the mutual growth and development of both the FCT and those areas.

    The Minister commended the leadership of Karu Chiefdom for ensuring that the ingredients needed for growth were present in Karu.

    The Minister said: “Karu Chiefdom is a community that is destined to grow because you have opened your arms to people from all over the country. They are bringing development to your place and thus, it is a vibrant economic community.

    He continued: “all that is needed is minimum intervention with respect to needed infrastructure and then it will be like any other developed community because the ingredients for growth and prosperity (which include) solid and focused leadership, an open minded community… and more importantly, peace are already there in your kingdom and I congratulate you for that,” he said.

    Bello expressed confidence in the leadership of Nasarawa state, adding that the FCT was willing to interface with the state government for the mutual benefit of both the FCT and Nasarawa State.

    Earlier, the Etsu of Karu who came with a delegation made up of distinguished Karu indigenes had solicited the help of the FCTA for intervention projects aimed at reducing the strain on existing infrastructure, occasioned by sharp increase in population in Karu Community.

    He attributed the population increase to the proximity of the community to the FCT and the relatively cheap accommodation cost in the area.

  • 2019 Budget: FCTA proposes over N30b for projects

    THE Federal Capital Administration (FCTA) has presented a National Priority Budget of N30,704,674.051 to the Senate Committee on the Federal Capital Territory (FCT).

    The presentation was made by the FCT Minister, Malam Muhammad Bello, when he led a delegation of senior FCTA officials to the National Assembly complex.

    According to the minister, the sum is based on the National Priority Budget Capital Envelop for the 2019 fiscal year for the FCT.

    He said 30 projects include provision of engineering infrastructure to several districts, payment of counterpart funds, construction of the Abuja rail mass Transit (LOT1B), Abuja Rail Mass transit (LOT 1and 3), completion of the International Technical and Vocational Institute Utako and four comprehensive science and technical colleges in Abaji, Kuje, Gwagwalada and Karshi  as well as  the provision of primary infrastructure – road, water, sewage and power supply – and mass housing districts among others.

    According to a statement issued yesterday by his Chief Press Secretary, Anthony Ogunleye, on the performance analysis of various projects under the 2018 FCT National Budget, the minister explained that N32, 298,122,862.00 was appropriated. The sum of N9,689,436,861.77 was actually released, adding that of the 33 priority projects listed for implementation, only 15 were executed up to various degrees.

  • FCTA to employ 500 health workers

    The Federal Capital Territory Administration (FCTA) has said that it would employ 500 health professionals to improve service delivery to residents and visitors of the Territory.

    Secretary, Health and Human Service Secretariat, Adamu Abubakar Bappah dropped this hint during inspection of FCTA hospitals and other health facilities in Kubwa General Hospital.

    The Secretary revealed this while responding to requests on employment of more staff for the hospitals, a request that was also made by all the generally hospitals visited by the Secretary and his teams, with a special request for priority to be given to locum or casual staff already rendering services to the hospitals.

    Bappah who disclosed that the FCT Minister, Malam Muhammad Bello has already given the Secretariat go ahead to employ, however, appealed for patience from job seekers, explaining that not all of them from the FCTA’s 14 hospitals would be absorbed because their number was quite high. He added that other Nigerians too would be considered.

    On the abandoned accidents and emergency unit in Bwari General Hospital, Bappah said he relied on a suggestion from Head of Works, Hospital Management Board, Effiong Ita to revoke and re-award the project, adding that the earlier contractor died.

    He directed that representatives of the late contractor be called for a meeting with the view to revoking and reawarding it.

    In all the hospitals that requested expansion and acquisition of modern facilities to shore up service delivery, the Secretary pointed out that most of the hospitals lacked space for expansion, promised that the Administration would consult with appropriate authorities with a view to expanding the structures.

    Bappah also paid homage to traditional leaders of Bwari: Sarkin Bwari, Awwal Musa Ijakoro II, and Esu of Bwari, Ibrahim D. Yaro (JP), and solicited their cooperation and support for government hospitals within their domain, which they all obliged and promised to sensitise their subjects on the need to visit only hospitals for treatment and births.

    The team never had it tough until it got to the palace of the Agaba of Jiwa, Alhaji Idris Musa. The fearless and flamboyant royal father who does not mince words, almost scolded the team and the FCT Administration, accusing them of abandoning his ancient chiefdom in the provision of basic amenities, especially health facility.

    The royal father urged the FCTA to provide his area with at least a secondary hospital.

    He said, “It is a shame that as a polio ambassador, I do not have any hospital within my domain. My people are dying, our women and children are dying, and the government is not doing anything. Look at the access road, in case of emergency, how can anyone survive in trying to access Kubwa or Gwarinpa general hospitals.

    “And this is where you have the international timber and building materials market and others. Railway is just 5km away from here.”

    Speaking on plans by the FCTA to relocate him, the royal father warned: “Then you want us to move to where? It will be anarchy because there will be problems between us and the people already living where you want to take us to. We are not going anywhere. We want integration”.

    According to rhe traditiinal leader, lack of government healtj facility within his area has been responsible for proliferation of quack health personnel such as pharmacists, medicine stores and even medical doctors, whom apart from worsening his people’s health conditions, carry abortions, which sometimes led to death.

    The traditional ruler also regretted that Jiwa chiefdom which dates back to 1450 and has a clinic which was established in 1944, but has not been improved upon and has become grossly inadequate due to population increase.

    The royal father therefore tasked the Secretary to quickly apprehend and punish, particulrly the two identified offenders in Jiwa, one of whom the Agaba revealed was suspected to be the same one who disappeared from Kwali and  ran to Jiwa to continue his quack practice when authorities clamped down on such illegal practice there, following an earlier tip of from the Etsu of Kwali, Dr. Shaban Audu Nizazo III during a recent visit.

    The Secretary therefore directed the relevant authority to investigate, fish out and punish the offenders accordingly.

    While responding, Bappah pledged: “Your requests will be looked into with all seriousness”, adding that he would table same, and those of other traditional rulers and medical directors, to the FCT Minister for further action.

    Bappah also commissioned a newly constructed pharmacy unit at Gwarinpa General Hospital and charged the staff to continue to support the medical directors in the delivery of health care service to the people.

  • Osinbajo calls for unity ahead of elections

    Vice President Yemi Osinbajo has stressed the negative consequences of hate speech in any polity, while emphasizing the need for Nigerians to focus on the issues that bind rather than those that cause division in the country.

    Osinbajospoke on Friday at the public presentation and launching of the book, The Making of a Million Smiles: Reflections on Rwanda’s Rise from Ashes by Rear Admiral Samuel Ilesanmi Alade at the National Defense College, Abuja.

    Represented by the Federal Capital Territory (FCT) Minister, Malam Muhammad Bello,  Osibanjo said there are lessons Nigerians should learn from the Rwandan genocide of 1994; and the mistakes and the success story. He also said the book would be useful to every Nigerian.

    According to a statement issued by his Chief Press Secretary, to the minister, Cosmas Uzodinma, the Vice President commended the author for the worthy contribution to the nation’s body of literary, adding that the work is a practical reminder, which could not have come at a better time as the country prepares for the 2019 elections.

    The Chairman of the occasion, a former Federal Commissioner for Information and Culture, Major General Ibrahim Bata Malgwi Haruna (rtd), said the book gave a good account of the Rwandan genocide and how the people have moved on, giving the hope that no matter the circumstance, trust can be regained through consistent seeking of the truth and peace as well as working towards inclusiveness and cooperation.

    He called on Nigerians to shun hate speech in its entirety as well as all other utterances that could cause discord and heat up the polity.

    Haruna said the launch presented an opportunity to draw and share the experience of Rwanda, urging all Nigerians to support the author’s effort.

    Rear Admiral Alade (rtd) said the book was an admonition to all and sundry that the Rwandan genocide did not just happen overnight but was as a result of hate speeches which persisted over time, pointing to what Nigeria is experiencing at the moment.

    He stressed the need for a complete departure from such a trend.

    Tthe Rwandan High Commissioner to Nigeria, Stanislas Kamanzi, commended the author for writing his thoughts on the lessons to be learnt from his country’s period of great grief. He expressed the hope that Nigerians would learn from past mistakes and go on to make the country great.

  • Minister to farmers: plan with NiMet rainfall data

    Minister of the Federal Capital Territory (FCT) Malam Muhammad Bello has urged farmers in the Abuja and other parts of the country to leverage the 2019 seasonal rainfall prediction by the Nigerian Meteorological Agency (NiMet) in planning their farming activities for the year.

    Bello spoke at the unveiling of the 2019 Seasonal Rainfall Prediction (SRP) by NiMet.

    He said the call became necessary to ensure that climate smart agricultural practices were promoted.

    The FCT minister also advised other institutions and communities to use the available professional data and information to improve their activities.

    Bello who commended the Nigerian Meteorological Agency and the Ministry of Aviation for living up to the mandate of providing valuable meteorological information for aviation and non-aviation sectors of the country, said their activities are consistent with President Muhammadu Buhari’s agenda of improving the process of governance with available technology.

    According to a statement by his Chief Press Secretary, Cosmas Uzodinma, the minister assured that the FCT Administration would leverage effectively the available information in order to add value to governance, and guide the sizeable community of farmers in the FCT.

    Unveiling the 2019 Seasonal Rainfall Prediction, the minister of State Aviation, Senator Abubakar Hadi Sirika, said it is designed to provide relevant information for planning and execution of projects and programmes in various sectors of the economy like Agriculture, air transportation, infrastructure construction, telecommunication and water resources that are sensitive to weather.

    The Minister said the early release of this vital information before the beginning of rainy season every year is to ensure effective harnessing of the climate resource and guarantee minimal losses from associated hazards which are becoming quite devastating in the era of climate change.

    He noted that the agency has been able to successfully mitigate the effects of climate change in the country through early warning systems and other critical data provided it has been providing.

    Giving further breakdown of the rainfall prediction, the minister said the country was expected to experience below normal, to normal rainfall season, adding that the rains is expected to start late, especially in the northern parts of the country, while the south-eastern zone as well as the coastal areas will experience normal onset of the rains.

    He noted that most of the Northern states would experience earlier than normal end growing season, in addition to more frequent dry spells during the rainy season in some parts of the extreme North around June and July. The rest of the country he added would also experience shorter growing seasons due to late onset of rains and early ending.

    The Minister appreciated the partnership between the Agency and the FCTA including the provision of land housing the Agency which has helped to improve its activities.

    Earlier in his address of welcome, the Director General, NIMet, Prof. Sani Abubakar Mashi, said the Agency has been delivering on its mandate since it was set up in 2012, adding that its predictions have been consistently and accurately delivered over the period.

    The DG noted that the predictions by NIMET are now being taken more seriously since the regrettable 2012 flood incident that was experienced in most parts of the country, which he said has encouraged the agency to do more  to improve on the accuracy of the predictions.

    Other highlights of the event were testimonies from very important stakeholders like the British American Tobacco as well as representatives of the Katsina and Kebbi State government among others, who explained how NiMet information have helped to improve agricultural and other economic activities in their regions.

     

  • FCT hospitals demand more facilities, funding

     

    Some general hospitals in the Federal Capital Territory (FCT) on Friday called for more funding and facilities to boost healthcare delivery in Abuja.
    The Medical Director, Karshi General Hospital, Dr Ola Okike, made the appeal during a visit by the FCT Administration (Health and Human Services Secretariat) to some of its health facilities in Abuja.
    Okike however lauded the Federal Capital Territory Administration’s (FCTA’s) support in terms of facilities.
    She noted that the hospital had recorded a lot of projects through the support.
    She added that the support had increase the revenue base, manpower, creation of new units, expansion of the dental and eye clinics in the hospital.
    The medical director said that the hospital was in a state of tremendous expansion in infrastructure, which was ongoing at the moment.
    She, however, requested for the timely completion of the ongoing renovations and pending staff welfare issues.
    “We must upgrade our practice to meet up with international standards. We also have financial constraints for now,’’ Okike said.

    Also, the Medical Director, Karu General Hospital, Dr Marcus Mamman, said that the facility was the only specialist hospital that treated tuberculosis and psychiatric cases in the Middle Belt region.
    Mamman therefore urged the FCTA to expedite action on ongoing renovations as the hospital was underutilised due to abandoned structures.
    On his part, the Medical Director, Nyanya General Hospital, Dr Ekpe Uche, who is also the Chairman of Nigerian Medical Association (NMA), said that the facility was built strictly for maternal and child healthcare.
    Uche said that the hospital did not just focus on maternal and child healthcare over the years, but also explored other departments which had brought rapid growth to the facility.
    The Secretary, Health and Human Services Secretariat (HHSS), Malam Adamu Bappah, assured the hospitals that the FCTA was close to solving some of the challenges.
    He called on the Head of Works Division, HHSS, Mr Efiong Ita, to take note of all the complaints for immediate action to be taken.
    “I will take back all complaints to the FCT Minister, Malam Muhammad Bello, for immediate action to be taken,’’ Bappah assured.
    The News Agency of Nigeria (NAN) reports that the visit was to ascertain the challenges of the hospitals with a view to presenting them before the FCT Minister for resolution.

     

  • A capital for everyone

    Even as achieving the Abuja master plan remains the battle cry of every minister of the Federal Capital Territory (FCT), current minister Muhammad Bello says he would like a city that will appeal to everyone. GBENGÀ OMOKHUNU reports

    Every minister before him has spoken of the Abuja master plan that will produce a dream capital city and enticing environs. They spoke of well laid-out streets with houses built according to the master plan, not a place where anyone can put up any structure anywhere they please. Under Nasir el-Rufai, now governor of Kaduna State, bulldozers were often deployed to tear down structures said to have violated the ultimate plan.

    Current minister of the FCT Malam Muhammad Bello also has his own vision of the nation’s capital, one that will accommodate people of all ages, and be relevant to generations unborn.

    That was why he  has directed  agencies and departments in charge of planning the city to evolve measures that would bring about inclusiveness at all levels.

    He said Abuja as a fast growing capital city should be planned in line with the current realities and in conformity with the international  standards which will be comprehensive in all phases.

    According to him, the planning  of Abuja would be more effective if traditional rulers and the youth are well represented in the scheme.

    Bello stated this on Wednesday at the inauguration of  Urban Thinkers Campus Implementation (UTC) committee in Federal Capital Development Authority (FCDA) conference hall.

    The minister called on the 20-member committee to adhere strictly to the 10 reference points it  mapped out  to enhanced the remodeling of Abuja city which everyone will be proud of.

    “Abuja is fast growing city and it must be plan in such a way that even generation unborn will come to enjoy”

    Recall that FCDA sometime last month put together an Urban  Thinkers Campus programme, which was party of UN habitat aimed at urban renewal agenda.

    The committee was constituted after the three days event to serve as drivers of the implementation.

    Bello said the committee members which comprises of all FCTA agencies and departments should work in line with  the Abuja master plan, advising them that despite their busy scheduled they should ensure that the needful is put in place.

    Responding, the committee chairman and Executive Secretary of FCDA, Engr Umar Jibrin assured the   FCT minister that the committee members will work within the terms of reference to bring about the desired planning of the Abuja city.

  • Commission hails FCT on infrastructure

    Federal Capital Territory (FCT) Minister, Malam Muhammad Bello, has been lauded for the significant improvement in the outlook of the FCT through massive investments in infrastructure.

    The Chairman and Chief Executive, National Salaries, Income and Wages Commission, Mr. Richard Egbule, gave this commendation when he led the Board of Commissioners and management of the Commission to pay a courtesy call on the FCT Minister.

    According to the Wages Commission boss, this has significantly improved FCT’s traffic situation and enriched the living standards of the residents.

    Chief Egbule noted that these achievements were particularly substantial, coming at a time of lean financial resources.

    The Chairman remarked that the level of accomplishment was not altogether surprising given what he knew of Malam Bello at the time he was the Chairman of the National Hajj Commission of Nigeria (NAHCON).

    The chairman underscored the massive rehabilitation of road infrastructure going on in Karu, while observing, “It goes to tell of the commitment of the FCT Administration towards leaving no area of the FCT behind in the project of giving Abuja befitting infrastructure and amenities”.

    He thanked the Minister for going beyond the city to consider the satellite towns and grassroots in the spread of amenities.

    Chief Egbule used the occasion to appeal to the Honourable Minister for a plot of land on which it plans to develop a befitting headquarters for the Commission.

    He lamented that the Commission which came into existence 25 years ago, does not have a property to call its own. As a result, he disclosed, the various departments and units are flung and scattered in various parts of the city making operations and supervision of the Commission’s staff very difficult.

    Responding, the FCT Minister, Malam Muhammad Bello welcomed the Chairman and his team and assured them that FCTA was willing to help the Commission in its quest for a befitting accommodation.

    The Minister lamented that while some establishments are eager to obtain plots for the development of their secretariats, some others who had benefitted from such plot allocations are either dragging their feet to develop their plots or have proved incapable of doing so.

    He disclosed that the FCTA intends to revoke such plots for re-allocation to establishments that are ready to develop their plots.

    The Minister noted that FCTA is desirous of bridging the housing deficit in the Territory by emphasising mass housing, especially through workers cooperatives.

    Bello commended the Commission for its support in the efforts towards establishing the right salaries of the teeming workforce of the country, a task, he noted, the Commission has discharged creditably over time.

  • 2019: Minister orders appointees to resign before contesting

    Unease is gradually setting in following the rush into politics by political appointees and civil servants in the Federal Capital Territory Administration (FCTA), including the Federal Capital Development Authority (FCDA), it was learnt.

    FCT Minister, Malam Muhammad Bello has issued strong directive that they should first resign before going ahead with their political ambitions.

    This strong directive, which was contained in a circular PS/FCTA/589, dated 38th August, 2018, was made available to Executive Secretary, FCDA, Chief of State to the FCT Minister, Secretaries of Mandate Secretariats and Senior Special Assistants for onward circulation to the entire workforce.

    It was also made available to all Directors in the FCTA and FCDA, Special Advisers (Community Relations), Special Assistants, Heads of FCT parastatals and agencies.

    Findings revealed that a lot of political office holders are nursing the ambition to contest for an office in the forthcoming 2019 general elections, but they have not made their intentions publicly known.

    Many are according to sources considering the options before taking final decisions.

    The circular which was personally signed by the FCT Permanent Secretary, Sir Christian Ohaa, reads in parts: “You may wish to note that in compliance with the provisions of the Constitution of the Federal Republic of Nigeria, 1999, (as amended) and the Electoral Act 2010, (as amended), the Independent National Electoral Commission (INEC) has issued the Timetable and  Schedule of Activities for the conduct of the 2019 General Elections

    “Consequently, the Honourable Minister of FCT, Malam Muhammad Musa Bello has directed political appointees and other employees in the Federal Capital Territory Administration who wish to seek elective positions to formerly resign from their current positions to enable them pursue their political  ambitions.”

    It also directed thus: “Those affected are expected to handover all government property in their custody to the Permanent Secretary, upon the submission of their letters of resignation.

    “Finally, I wish to express the deep appreciation of the FCT Administration to the effected officers and to wish them success in their future endeavours.”

    A photocopy of the INEC timetable which was attached to the circular indicates that the “tenure of the President, Vice President, Governors and Deputy Governors of States of the Federation (except Anambra, Bayelsa, Kogi, Edo, Ondo, Ekiti and Osub States) will expire on the 28th day of May, 2019 while Members of the National and State Assemblies will stand dissolved on the 8th day of June, 2019.”

    The timetable also added: “elections to the said offices shall hold  not earlier than One Hundred and Fifty (150) days and not later than Thirty (30) days before the expiration of the term of office of the last holder of that office.”

    Consequently, the timetable has fixed Presidential and National Assembly elections on 16th February, 2019, while those of the State Governors and House of Assembly are slated for 2nd March, 2019.

    Run-off to either the office of the President or Governor (if any) would take place within seven days of announcement of the result, inline with the constitution, it stipulates.

  • Abuja light rail to cost $1.3b

    Minister of the Federal Capital Territory (FCT), Malam Muhammad Bello has said that the Federal Executive Council (FCT), in 2017, approved $1.3 billion for the construction of the entire Abuja light rail project.

    He said the implementation of the project has been divided into phases, with phase 1 commissioned at the cost of $823million.

    Bello disclosed this at the inauguration of the light rail project.

    He said: “The Federal Executive Council approved the project in 2017 for construction by CCECC at a cost of US$1.3billion. We hope that the Minister of Finance would consider putting this key project in the next borrowing plans, the Minister of Budget and National Planning would agree to it, the National Assembly would approved it and that China Exim Bank would fund it as a mark of goodwill for the cordial relationship between our two countries.

    “The Abuja Rail Mass Transit System is an integral part of the Federal Capital Territory (FCT) Transportation Master Plan designed primarily to transport large number of commuters and goods between Satellite Towns into the Metropolitan Public Transport system and the different Phases of the Federal Capital City (FCC). The Abuja rail system is packaged into 6 Lots planned for phased development, based on preferential demand and available financial resources The Abuja Rail Mass Transit System is planned to integrate with the National Rail Network when eventually completed.

    “The Abuja rail is divided into Six (6) Lots and with total length of 290 kilometres. The Lots are: Lot3: From Transportation Centre via ldu lndustrial Zone ‘0 Nanmad’i Azikwe international Airport; Lot 4; From Kuje Satellite town to Karshi Satellite town with the  remaining legs of the Transit way line 2; Lot 5: From Kubwa via Bwari to Suleja; and Lot 6′. From Airport via Kuje and Gwagwalada to Dobi.

    “Implementation of the project has been divided into phases, with phase 1 being what we are commissioning today. The segment consists of Lot 1A & 3 with a total length of 45.3 kilometres. Lot1A: starts at ldu lndustrial Zone via Gwagwa-Diedie and terminates at Gbazango Station in Kubwa (18km); Both Lots connect at the ldu Station to enable easy passenger transfer with the National Rail line linking Kaduna  and Abuja.

    “The project cost US$823,540,545.87 funded 60% by the China- Exim Bank and 40% by the Federal Capital Territory Administration (F CTA). Scope of work include 45.3km 0f double standard gauge rail tracks a maintenance deport, training school, operations control centre and 12 Stations, Abuja Metro Station, Stadium Station, Kukwaba I (National Park Station), Kukwaba ll (Ring Road Station), Wupa Station, Idu Station, Bassaniiwa Station, Airport Station, Gwagwa Station, Deidei Station, Kagini Station and Gbazango Station.”

    The minister said that the Federal Capital Territory Administration (FCTA) has also taken delivery of the three coaches meant for initial operations while awaiting the arrival of the rolling stock of 48 coaches.

    Bello said FCTA has concluded an infrastructure soft loan agreement with Exim Bank of China for the supply of the remaining coaches, including their maintenance for three years at a cost of US$194,008,602.43 adding that the Bank would fund the project to the tune of US$157,001,049.89 (85%), while the FCTA would bring in a counterpart fund of US$37,007,552.54 (15%).

    He said: “the rail tracks, signalling, stations and other infrastructure were completed in December, 2017, 6 months ago. In line with International best practices, we spent 2 months testing the rail system without passengers, one month with passengers. i am pleased to state that the Federal Ministry of Transportation after working closely with our team of Engineers, the Construction Company China Civil Engineering Construction Corporation (CCECC) and the protect Consultants, Messrs Transurb Technical Ltd has granted the Abuia Rail Mass Transit Project (ARMT) (Lot 3 & Lot 1A) Safety Certificate for Commercial Operations. We have also worked and are working closely with the Nigerian Railway Corporation (NRC) In the implementation of the project and they have granted relevant approvals for Operations.
