    • 57m Nigerians lack access to potable water

United State Agency for International Development (USAID), has said that over 57 million Nigerians have no access to potable water in the country.

This was also as it said that, one million Nigerian children die yearly for lack of potable drinking water.

USAID Mission Director, Stephen M. Haykin stated these in Kaduna on Thursday at the occasion of official launch of Water, Sanitation and Hygiene (WASH).

To this end, he said the USAID is supporting the WASH programme with 2.5 million Dollars to enable Nigerians have access to potable drinking water.

According to him, “Having a clean water and sanitation is very essential for the development of a healthy society”.

“Research has shown that, over 57 million of the Nigerian population don’t have access to potable water and sadly, about one million Nigerian children die yearly for lack of potable drinking water,” he said.

Earlier, WASH project Coordinator, Timeyin Uwejamomere, said the project is expected to last for two years, ending in November 2018, adding that it will primarily target urban areas and focus the States of  Bauchi and Kaduna.

He said this was because the respective State government have demonstrated firm commitment to the water sector.

He said, “This is why we established a country office in the city of Kaduna, and last month a satellite office was opened in Bauchi.

“The programme will strengthen institutions as well as research and knowledge management to support urban water, sanitation and hygiene”.

In his speech to the occasion, Kaduna State governor, Malam Nasir El-rufai who was represented by his Chief of Staff, Malam Bashir Saidu said when Zaria water work is completed, it will provide 150 million litres of water for the populace.

Also, the Bauchi State governor, Alhaji Mohammed Abubakar regretted that the influx of Internally Displaced Persons (IDPs) in the State has increased the demand for water supply at the expense of original supply.

He therefore pledged the commitment and political will of his government to ensure the success of the project.

El-Rufai in court to testify in suit against Union Newspaper

Kaduna State Governor, Malam Nasir El-Rufai, on Wednesday gave evidence at a Kaduna High Court in a libel suit he instituted against the publishers of The Union Newspaper.

In July 2015, less than two months after he assumed office, The Union published a story about the governor’s assets.

In the story, The Union allegedly invented figures it said the governor held in cash and assets. The newspaper claimed that there was uneasy calm and shock in Kaduna over the false assets they had reported.

The Governor however directed his legal team to sue the Today Publishing Limited and the reporter for defamation.

The governor, accompanied by his deputy, Architect Barnabas Bala, appeared before Justice Mairo L. Muhammed on Wednesday.

Led in evidence by his counsel A.U. Mustapha (SAN), Malam Nasir El-Rufai, said, he was in court to seek justice over the attempt by the publishers of The Union to scandalise him.

During cross-examination by counsel to the defence, Malam Nasir El-Rufai affirmed that he declared his assets as governor-elect, as mandated by the constitution, prior to taking the oath of office as Governor of Kaduna State.

The Governor confirmed that he became very successful and comfortable as a chartered Quantity Surveyor while still young.

The governor’s testimony was delayed by contention among the counsels over admissibility of documents. Having heard the two sides, the judge ruled, admitting in evidence all the documents frontloaded by the legal team of Malam Nasir El-Rufai.

Following the conclusion of cross-examination, the court adjourned to 15th June 2017 for the defence to open its case.

  • Meningitis: $1bn needed to vaccinate 21m persons – Minister

Meningitis: $1bn needed to vaccinate 21m persons – Minister

Northern Traditional Leaders and Governors on Tuesday moved to tame the outbreak of Cerebrospinal Meningitis outbreak in some parts of the region, as they held an emergency meeting on the scourge in Kaduna.

Meanwhile, Minister of Health, Professor Isaac Adewole who spoke at the occasion said, one billion dollars is required to vaccinate 21m people in five meningitis endemic states.

It was also disclosed at the occasion that, the outbreak had killed 489 persons in Sokoto, Zamfara, Kabbi, Niger and Katsina State, while 4,637 suspected cases have been recorded.

According to the Minister, “Meningitis vaccination is very expensive, to effectively stop meningitis in Nigeria; we need to vaccinate 21 million people in the five states which will cost about $1 billion. We need Immunity Trust Fund to cater for immunisation, we need to put more money in health to build robust health system that is resilient. Nigeria would need to put more money on vaccine, Nigerian vaccine has been subsidised by Gavi, but in 2015 we said we are the largest economy in Africa, which means we can stand on our own. So by 20 25 Nigeria will need to fund its vaccines by itself.

“The state governments also need to put in more money on health. We want the state governments to support us to revitalise the PHC for every political ward to have at least one PHC. We need to put people there, community health extension workers, and to invest in routine immunisation.

“About seven million births are recorded annually; if we vaccinate all of them we would protect them from meningitis and other diseases.

“North west is our emergency zone. We need to declare public health emergency in North West, where we have robust health system, meningitis will not be a problem. Surveillance aspect, early warning system is very important call us on time. We need to look at local production of vaccines to take charge of our destiny,” he said.

Making presentation on meningitis, the National Coordinator of Nigeria Center for Disease Control, Dr. Chikwe Ihekweazu said the outbreak of meningitis started in Zamfara state in November 2016 but they were only notified on February 7, 2017 and they deployed along with other stakeholders a week later.

“489 deaths have been recorded in Sokoto, Zamfara, Kabbi, Niger and Katsina State. And 4,637 suspected cases of meningitis have also been recorded”, said Dr. Ihekweazu.

Speaking earlier, Sokoto State governor, Aminu Waziri Tambuwal described the meningitis as a dangerous epidemic, saying that his state had recorded over 1000 cases so far.

According to him, “In Sokoto state, we had cases in about seven local governments. We had over 1000 cases reported and the state government had to mobilised with traditional leaders in the state and other stakeholders, particularly our development partners.

“We had collaboration with the federal ministry of health, we received over 20,000 vaccines from the federal ministry of health and we are expecting about 800,000 more vaccines, our target is to have 2 million vaccines for vaccinations to cover most of the areas.

“We have mobilised a team led by the commissioner of health. We have had challenges of drugs and challenges of health personnel as well”, he said.

Also, Kaduna State Governor, Malam Nasir El-Rufai said that it was a matter of great sadness for governors to see the number of deaths recorded in their states due to meningitis.

He lamented that, the North West zone has been battling meningitis epidemic for the past two months, saying it is a type of meningitis that health care professionals in their states were not conversant with the type C meningitis.

“The action so far taken by the federal government has slowed down the spread. Here in Kaduna state, we have 17 suspected cases across the 11 local governments with one type C case and one death.

“We have instituted measures, alongside the measures instituted by neighbouring states and with the proactive steps we have taken, we hope the epidemic will not occur in Kaduna state.

“We have intensified surveillance and engaged in mass media enlightenment, while mobilising appropriate medicines and medical supplies in our hospitals across the state.

“Your royal highnesses, I hope at the end of this meeting, you will take this battle with the same zeal you took in the polio eradication. This meeting is timely and hopefully we will come up with strategies to combat this epidemic,” said El-Rufai.

The Convener of the meeting and Sultan of Sokoto, Alhaji Muhammad Sa’ad Abubakar III, who was represented by the Emir or Zazzau, Alhaji Shehu Idris, said the meeting was timely and commendable. “Traditional leaders in coordination with stakeholders will do everything possible to assist in ensuring appropriate medical asistance promptly to avoid future outbreak of meningitis in the North.”

NASS budget lacks transparency – El-Rufai

…Govs should publish salary, security votes, LG funds too – Dogara‎

Kaduna State Governor Malam Nasir El-Rufai on Friday hit hard on the National Assembly (NASS) members, saying their budget lacks transparency.

This was just as he said the NASS, particularly the Senate, is seen as an opposition to the fight against corruption being championed by President Muhammadu Buhari.

El-Rufai stated categorically that the NASS is seen as one of the fighters of the war against corruption, stressing that though, he does not believe it is entirely true, neither does he believe that it is entirely false.

The governor stated this in his goodwill message at the closing ceremony of the  5-day retreat ‎of the National Assembly management personnel held in Kaduna.

    Dogara
    Dogara

Meanwhile, Speaker of the House of Representatives Hon. Yakubu Dogara in a swift reaction told the Governor to champion the campaign for transparency in the budget, saying that, he would like to see Governors publish their monthly salaries, allowances, security votes and local government funds.

Governor El-Rufai who reacted to the paper presented by the Chief of Staff to the Senate President, Dr Hakeem Baba-Ahmed, said he won’t be diplomatic like Baba-Ahmed, but blunt, because he doesn’t work for the National Assembly.

According to him, “the National Assembly is seen as an opposition to the fight against corruption, the National Assembly particularly the Senate is seen as one of the fighters of the war against corruption and that image has to be worked on, now that we are going towards election year, the leadership and members of the National Assembly has to do something about the narratives.

“I don’t believe that it is entirely true‎, I also don’t believe it is entirely false but it is important that the National Assembly do something about its image.”

On the budget of the NASS, the governor noted that “no transparency in your (NASS) budget, nobody knows your budget, how much you get paid. Publications are made about your salaries and allowances that I don’t believe are true but cannot be defended because there is no transparency about your budget,  personal cost‎ and so on and so forth. I think you can do something about that to clear all the rumours and remove all the evil stories that are largely untrue,” he stressed.

Speaker while delivering his address, however, told the Governor ‎that instructions have already been given to the appropriate quarters to publish the National Assembly budget.

The Speaker who expressed reservation about joining issues with the Governor said, “you will have some kind of misfortune if you attempt to join issues with intellectuals like my Elder, Governor Nasir El-Rufai, but as intellectuals we expand issues and add to discussion, so I will like to challenge you to champion the call for transparency in budgeting and budgetary process of NASS to other arms of government.

Most repeated words in the report include National Assembly, Budget, Corruption, Senate, NASS, etc.

“We want to see Chief Executives of states published how they are paid, what they spend monthly as security votes, and also publish what happens to local government funds,” he challenged the governor.

Similarly, the Senate Leader, Senator Ahmed Lawan who represented the Senate President, Dr Bukola Saraki at the occasion said, the National Assembly fights corruption and support the fight against it at all levels of governance contrary to whatever belief of many.

He said: “In the National Assembly, we fight corruption through our support and as a matter of facts, the anti-corruption agencies are our creation and for our budget, it is always in the public domain.”

He said, the legislature and Executive must work together to deliver on promises to Nigerians, adding that, Nigerians expect higher and better performances in terms of service, as legislators we are prepared to continue to support the administration of President Buhari either through the fight against corruption or in the confirmation of political appointees.

Speaking shortly after the swearing-in of the appointees, El-Rufai, said his government decided to bring new commissioners to energize the administration and to inject new blood in the system.

The governor while commending the former commissioners for their service rendered to the people of Kaduna State explained that none of them were dropped or sacked but were deployed to handle other government functions.

El-Rufai said: “I thank former commissioners for their service in our state. I want to make it categorically that, we didn’t drop any commissioner. • 20,000 people unjustly killed in Kaduna since 1980 -El-Rufai

20,000 people unjustly killed in Kaduna since 1980 -El-Rufai

Kaduna State Governor, Malam Nasir El-Rufai, said on Tuesday that no fewer than 20,000 lives had been lost to the various crises that rocked the state since 1980.

Governor El-Rufai stated this when he received a delegation of the Nigerian Bar Association who paid him a visit at the Sir Kashim Ibrahim Government House, Kaduna.

The delegation was led by the President, NBA, Abubakar Balarabe Mahmoud (SAN), first Vice President, Caleb Dajan, National Executive members and other prominent lawyers in the state.

Addressing the NBA delegation, El-Rufai said, apart from the Justice Benedict Okadigbo Tribunal on the Zango-Kataf Religious Crisis, no government had prosecuted anybody over their involvements in the various crises in the state.

According to him, “the administration of former Military President, Gen. Ibrahim Babangida established the Benedict Okadigbo Tribunal to try all those that were implicated in the 1992 Zango-Kataf crisis in which Babangida himself, described as hundreds of lives perished and property worth million of Naira destroyed  in that crisis”.

El-Rufai, however, vowed to prosecute all those found to be behind the recent killings in the three local governments of Jema’a, Zango-Kataf and Kaura, in the southern part of the state.

He said a number of arrests have been made and more people in connection with the crisis would soon be picked.

He said, there was no need of setting up of any Commission of Inquiry over the Southern Kaduna crisis: “but we need to enforce the rule of law in the state. I read all the reports which recommended the way out but there is no single person ever prosecuted to the later. “

He noted that those encouraging the crisis should be mindful that there are consequences for their actions.

“Since 1980, about 10,000 to 20,000 were killed in Kaduna State during crisis and government did not prosecute anybody. We are determined to end the killings in Kaduna. Henceforth, the law will fully apply without fear or favour. We have made some arrests and you will be shocked to see the calibre of perpetrators that we are going to arrest and prosecute. No matter highly the person is we will bring him or her to face the full wrath of the law to serve as deterrent to others whom may want to sponsor crisis.

“Some of the things you are hearing are not true. Some people have made up their minds to spread hatred and falsehood especially in the media. We thank you for your visit to Kaduna. Don’t stop at Kafanchan, go to communities to see things for yourself and also interact with all the stakeholders to have correct and accurate facts. By doing so,  your delegation will know the truth. Let me correct this impression, it is not the entire Southern Kaduna that is under attacks, we have problem in three local government areas now under control”, he said.

Earlier, the NBA President said in his remarks that he led the delegation to express their concern and show solidarity with state over the killings in Southern Kaduna.

Mahmud, a Senior Advocate of Nigeria, expressed grave concern over the continued attacks especially in the southern part of the state.

He said, “the objective of our visit this morning is a much more sober issue of some of the recent happenings in some of the local governments in the south of the state.

  • We must stop people using religion to cause disunity- El-Rufai

We must stop people using religion to cause disunity- El-Rufai

Kaduna State Governor, Malam Nasir El-Rufai on Tuesday said Nigerians must stop using religion and ethnicity to cause disunity and confusion.

Addressing Kaduna State Council of Chiefs and Emirs in Kaduna at their quarterly meeting, El-Rufa’i explained that the rationale behind the Religious Bill is central to security, peace and allowing everybody to practice his or her faith without any challenge.

The Governor said his administration will continue to ensure peace and purposeful integration as a collective resolution.

El-Rufai appealed to traditional rulers to preach peace among their subjects for development, adding that human life is sacred and government will do its best to protect lives and property.

According to him, “People are using religion and ethnicity to divide people to achieve political and several interests. We must work hard and ensure that forces of disunity and confusion fail, we must continue to stand up and nip in the bud all attempts to divide Nigerians along ethnic and religious lines. The human life is sacred and as a government we must do our best to protect lives and properties”

El-Rufa’i added that, “The rationale behind the Religious Bill is central to security, peace and allowing everybody to practice his or her faiths without any challenge. It has nothing to do with stopping anyone from his or faith but purely for security and peace of the state and nothing more than that I have said it and will continue to preach it, we have more to gain with peace and nothing to gain with violence.

This is our collective resolution and we will continue to ensure peace and purposeful integration. I am here to commend you and to urge you to continue on that path”.

“The proposed amendment of religious bill before the State House of Assembly has nothing with stopping anybody from practicing his or her religion, whether as a Christian or a Muslim. We are calling on the people to be on alert in order not to fail in their hands of people trying to divide the people along religion and ethnicity to cause problem.

“Those people trying to divide our people for their selfish interest should desist. If you are a Christian you must respect your fellow Muslim brother and if you are a Muslim you must respect your fellow Christian brothers too. Violent will not take us nowhere in the state”. El-Rufai said.

On his part, Deputy Chairman Kaduna State Council of Chiefs and Emir and Chief of Kagoro, Ufuwai Bonet said they would continue to sustain peace in their domains. “We thank the governor for this meeting. We will continue to preach peace to our people. We assure you of our loyalty”.

  • Go, become Bill Gates, Dangotes of your generation, -El-Rufai

Go, become Bill Gates, Dangotes of your generation, -El-Rufai

Kaduna State Governor, Malam Nasir El-Rufai has tasked 779 entrepreneurship trainees to become the next world richest men, like Bill Gates and Aliko Dangote with the business knowledge and skills they have acquired.

Speaking at the graduation ceremony of the first intake of the Kaduna Start-up Entrepreneurship Programme (KADSTEP) and induction of the second batch of trainees, El-Rufai said, his administration has targeted to train 5,000 entrepreneurs in the next three years.

It would be recalled that, Kaduna State Government conceived KADSTEP to empower aspiring entrepreneurs to be able to access the various intervention funds that are available to support micro and small businesses.

The Governor told both graduating and induction trainees that, the present government sees the youths as the future, and treats them with seriousness they deserve.

His words: “Those of you graduating today therefore constitute a vanguard that has been empowered to make a difference. You have not been given handouts, but your government has provided you the knowledge capacity to thrive in challenging times. We trust that you will make the most of it. Some of you may falter before becoming the next Bill Gates and Aliko Dangotes of this world. But you have been given the tools to try”

“To the incoming intakes, I welcome you to KADSTEP. Make the most of the opportunity to immerse yourself in business knowledge, sharpen your skills and be ready to fly as soon as you graduate. The first set had 279 trainees. The second set that we are inducting today has 500 trainees. We are taking an incremental approach to reaching our target of training 5000 entrepreneurs. This is an investment in the future, and we are proud to do our duty to make this investment”

El-Rufai said, “Permit me to begin by saying emphatic congratulations to the first intake of the Kaduna State Entrepreneurship Programme (KADSTEP) who are graduating today. These 279 young persons took the opportunity presented to them to acquire sound business grounding that can propel their evident passion to set up their own enterprises, add  value and create jobs. They can be proud of themselves as the first graduates of a programme designed to help them think of their proposed businesses in a way that a potential investor can consider bankable”

He added that, “In applying for KADSTEP, our graduates demonstrated that they were not wedded to any sense of entitlement, but were ready to grab opportunities that could build their capacity to conceive strong and realistic business ideas. These first intake have amply demonstrated that the youths of our country are ready to face challenges, and that they can embrace initiatives designed to help them succeed”

Having undergone three months of business training, we look forward to hearing success stories from a lot of you” The governor said.

Our government noticed that the N1b intervention fund we had with the BOI was not been disbursed because the bank did not consider most of the applications it received as viable. On our part, we did not want any potential entrepreneur to treat or consider these funds as unaccountable patronage, or as free funds to feed an unsustainable entitlement mentality. We decided that it was best to create a platform for the willing youth to acquire the necessary business skills. And we were lucky to find willing partners in the Kaduna Business School KBS and the Bank of Industry,BOI”

“I wish each of today’s KADSTEP graduates success,  not only in securing funding, but in building successful and sustainable businesses. And I welcome the next batch of 500 trainees into the programme. Your government sees you as the future, and treats youth with the seriousness they deserve. Some other people cynically treat young people as easy fodder, to be fed paltry patronage and deluded into the belief that their future is dependent on the benevolence of thieving patrons”

The Governor maintained that, “This government believes that the future of this country is hardworking, discerning youth who have trained their minds and hearts, and whose trust in honest endeavour is anchored on values that link effort to reward.” He stressed.

On her part, Minister of State for Industry, Trade and Investment, Aisha Abubakar, who spoke at the graduation and induction of the trainees said with the new policy direction of the change administration of President Mohammadu Buhari: “we have no option than embracing economic diversification for a sustainable prosperous future that was hitherto impeded by our undue fixation to the oil sector”.

  • El-Rufai inaugurates boards for tax agency, four others

El-Rufai inaugurates boards for tax agency, four others

Kaduna State Governor, Malam Nasir El-Rufai, on Monday inaugurated the boards of five parastatals, telling the elites that anyone who thinks government is a bazaar, or a funder of last resort for their greed should know that his administration is against the practices.

El-Rufai added that, the government certainly does not have the money to fritter on the vanities of the elite.

Speaking during the inauguration of boards of five parastatals in Kaduna, the governor said the parastatals have mandates that are aligned to the goals of the Restoration Programme, and will help strengthen the public service.

The agencies are the Kaduna State Investment Promotion Agency (KADIPA), the Kaduna Facility Management Agency (KADFAMA), the Kaduna Geographic Information Service (KADGIS), the Kaduna State Internal Revenue Service (KADIRS) and the Kaduna State Bureau of Pensions.

According to El-Rufai, “The government paid N2.7bn in wages and pension in May 2015. That is why we commenced the verification of the public service payroll from June 2015. If we had not done verification, we would have had to borrow N300m just to pay salaries. If government is designed to provide a legitimate machinery to organize society and provide public goods, then its resources cannot be legitimately spent only on servicing itself”.

“Anyone who thinks government is a bazaar, or a funder of last resort for their greed should know that we oppose such practices, and we certainly don’t have the money to fritter on the vanities of the elite”

El-Rufai said, “It is immediately apparent from their names that some of these parastatals are brand new,” he said.

“Their emergence is to give effect to our quest to lay a stronger institutional foundation for the public service as a committed and effective provider of services for the people of Kaduna State. Everyone can identify and lament the limitations that hobble public agencies, but our duty is to actively take steps to strengthen these agencies in the overall interest of the state.

“All the five agencies whose boards we are inaugurating today have mandates that are aligned to the core of the Restoration Programme that we presented as our roadmap for governance during the election campaigns.

“We promised to make this state attractive to private investors who can create multiples of the few direct jobs that government can offer. Less than 100,000 persons are employed in the public service of Kaduna State, out of a population that is between 8m and 10m. The wages of these fewer than 100,000 workers are relatively low, but together consume about 90% of state resources.

“In March 2016, Kaduna State got N2.4bn from the Federal Accounts Allocation Committee. That same month, our wage bill was N2.2bn. That leaves only N200m. When you add overheads to this, you get a full picture of the dire financial straits that low revenues and public service expenses have placed the state. How much can the government deliver for the larger population, the majority of the residents of the state, with a wallet of N200m? Will anything remain when wages, pensions and overheads are paid? And it could have been worse! The fact is that the state is being kept afloat by the difficult decisions we took as soon as we resumed at the end of May 2015.

“These grim statistics we have just shared indicate that Kaduna State needs to raise more money from internal sources while it continues to cut costs by tackling fraud and eliminating waste. KADIPA’s job, which is to attract investments into Kaduna State, is practically a matter of survival. Our IGR effort must be so coherent that its clarity and ease of payment serve as a key incentive to investors, who also know that the validity of land titles can easily be checked at a computerized land registry, KADGIS.

“The state facility management agency (KADFAMA) assumes responsibility for the timely and efficient maintenance of all government assets, saving the huge sums wasted on assets that are allowed to deteriorate before they are rescued. And by sorting out pensions through a contributory pension scheme, we have removed the peril to public finances that unsustainable pension liabilities would have posed,” he said.

The boards that were inaugurated have big names like Flour Mills boss John Coumantaros, who is Vice-Chairman of the KADIPA board that is chaired by Deputy-Governor Barnabas Yusuf Bala.
