  • Military to retire 320 soldiers next week

    Three hundred and twenty soldiers comprising 262 from the Nigerian Army (NA), 44 from the Navy (NN) and 14 from the Air Force (NAF) would be retired from service next week, the Nigerian Armed Forces Resettlement Centre (NAFRC), Oshodi, said on Wednesday.

    NAFRC’s Commandant, Air Vice Marshal  (AVM) Ajibola Jekenu stated this during a press briefing ahead of the graduation of the personnel, who underwent a six-month course preparatory to their retirement.

    He said the initiative was to enable the beneficiaries adjust and appropriately blend with the peculiarities of retirement as well as contribute actively to national economy as worthy civilians.

    Jekenu, who noted that the retiring soldiers have been trained in various skills for self-reliance, said the centre was looking towards introducing managerial courses for other ranks.

    He said the development was necessitated by the fact that most other ranks in the military were educated, adding that they have seen a lot of soldiers with doctorate degrees.

    Aside plans to introduce managerial courses for soldiers, Jekenu said the centre was still on course with moves to be upgraded to a higher institution and to also commence trainings for officers.

    He said: “A total of 320 personnel will be graduating, retiring on June 22 having undergone intensive skills acquisition trainings to help them earn meaningful livelihood after retirement.

    “The centre graduates two courses annually and it is on record that we have trained over 41, 000 ex-servicemen of the Nigerian Armed Forces since its inception.

    “What we offer here are basics, fundamentals and so, it is not out of place for our trainees or ex-servicemen to improve themselves further outside. But that does not mean we cannot accommodate refresher courses for some of our ex-servicemen particularly in the area of security management.

    “The future for the center is quite bright. This is an institution that has been in place since the end of the Second World War. So, we have not been stagnant since 1945. At intervals, government has approved change in the mandate of the centre.

    “From its primary goal to rehabilitate demobilized soldiers of the Second World War, it has expanded to resettlement of able-bodied men who are at the verge of retirement.

    “We have come to understand that the modern day trainee or ex-serviceman is not the same as the poorly educated soldier of the civil war era. Today, we have soldiers who have degrees as high as doctorate.

    “These soldiers are not keen on learning artisan skills but want to be at the top managerial levels or entrepreneurs. So, we are also taking all these into considerations and the higher commands are well aware of these facts…”

    On activities to lined up for the retirement, graduation of the trainees, he said: “There will be a novelty football match between them and the staff of the centre; Jumaat and church services, dinner/cultural night and the passing out ceremony.

    “Dignitaries expected for the passing out ceremony include members of the National Assembly, the Minister for Defence, Mansur Dan-Ali, Chief of Defence Staff (CDS) Gen. Gabriel Olonisakin and the service chiefs, other government functionaries and captains of industry.”

  • IYC to Defence Minister: Apologize for anti-open grazing comment

    Ijaw youths on Thursday asked the Defence Minister, Maj.-Gen Mansur Dan-Ali (rtd) to tender an apology for asking states currently enforcing the anti-open grazing laws to stop their enforcement.

    The youths under the auspices of the Ijaw Youth Council (IYC) Worldwide,  aligned themselves with the resolution of the National Assembly directing the minister to withdraw the statement immediately.

    Secretary General of the IYC, Mr Alfred Kemepado, in a statement in Yenagoa, described the position of the National Assembly as courageous.

    Kemepado insisted that state governments have the right to make laws for the good governance of their people without recourse to a federal minister.

    At present, the anti-open grazing law is being enforced in Benue, Ekiti and Taraba states, with Abia State passing its own version of the law.

    Kemepado said: ‘We want to specially thank the Nigerian Senate and the House of Representatives for the courage they have displayed in calling Dan-Ali, the Minister of Defence to order. These kinds of comments, only reflect a mind-set by some of our leaders who still think Nigeria is some kind of garrison.

    “The Minister should be told in clear terms that by the dictates of the constitution, Nigeria is  still a federal system in which states can make laws for the good governance of their people.

    “Asking states to repeal the anti-grazing laws duly passed by their respective Houses of Assembly does not only smack of some level of arrogance, if not ignorance at that level, but also reveals the true state of mind of some of our leaders”.

    He insisted that Ijaw youths were gladdened by the resolution of the National Assembly, maintaining that the minister must apologise to Nigerians for such “insensitive and unacceptable” comments capable of worsening an already bad situation.

    “Our so-called leaders must weigh their pronouncements before uttering them to avoid adding fuel to an already raging fire. Asking states to rescind laws meant to protect their people who are butchered daily by herdsmen is like asking the head of a family to fold his hands while the family is being attacked”, the IYC said.

  • Buhari, service chiefs meet in Aso Rock 

    President Muhammadu Buhari on Thursday met behind closed doors with service chiefs at the Presidential Villa, Abuja.

    The meeting, which was held at the President’s office, lasted just over thirty minutes.

    All the service chiefs including the Inspector General of Police, Ibrahim Idris, declined to comment on the closed door meeting.

    Each of them quickly entered their cars and drove out as fast as possible when journalists rushed toward them.

    The Minister of Defence, Mansur Dan-Ali told State House correspondents that they just reviewed what they did at the last meeting.

  • Senate summons Dan-Ali, Adeosun over purchase of helicopters

    The Senate on Tuesday summoned the Minister of Defence, Mansur Dan-Ali, his Finance counterpart, Kemi Adeosun and Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, over alleged payment of $462 million to an American firm for the purchase of helicopters – Helicopters Techno Fight.

    The upper chamber asked Dan-Ali, Adeosun and Emefiele to appear before its Appropriation Committee to explain the withdrawal and payment of the money to the American firm.

    The resolution followed a Point of Order by Senator Samuel Anyanwu (Imo East), who told the Senate that Federal Government withdrew the money in March.

    The Appropriation Committee was given one week to report back to the Senate on the matter.

    Anyanwu, who came under Order 43 and Section 80 (20(3) of the Constitution, urged the Senate to look into the matter.

    He said the withdrawal and payment were done without authorization of the National Assembly as required by the Constitution.

    Anyanwu said: “I have it on good authority that in March 2018, from the Federation Account, a whooping sum of $462 million was withdrawn by the Federal Government. The money was paid to an American firm for the purchase of helicopters called Helicopters Techno Fight.

    “This was done without approval from this Senate and from the National Assembly. I know that there was no time any request was brought here for the approval of such an amount by the federal government from the Federation Account.”

     

     

  • Buhari dispatches four ministers to Dapchi

    President Muhammadu Buhari on Wednesday ordered four ministers to proceed to  Dapchi in Yobe for update on the release of the female students abducted in February.

    The Ministers include Mansur Dan-Ali, Defence; Abdulrahman Danbazau, Interior; Lai Mohammed, Information; and Minister of State for Foreign Affairs, Mrs Khadijat Abba-Ibrahim.

    The four ministers left the weekly Federal Executive Council ( FEC ) meeting for the trip to Dapchi.

    Before their departure, the Information Minister confirmed that 76 of the released girls had been documented.

    According to him, when the girls were dropped in their school by the abductors many of them went straight home to reunite with their parents.

    “I can confirm that the Dapchi girls have been returned, what we can confirm to you is that Mr President did actually assure Nigerians that the abducted girls would be released, but he also said that violence and confrontation would be ruled out.

    “Based on that, the Federal Government with support of friendly countries embarked on back term negotiations; this back term negotiation has led to the release of these girls.

    “What I can confirm today is that these girls were released yesterday, but on the conditions, number one is that they were released unconditionally; no money changed hands.

    “Number two, they had one condition to return them to where they picked them.

    “So in the early hours of today they did return the girls but of cause most of the girls went to their parents homes,’’ Mohammed stated.

    According to him, efforts are now being made to document all the girls, adding that at the moment, 76 of them have been documented while “they are still more.’’

    He promised to give update on the incident from time to time.

    “It is a day of joy for Nigerians. What I can assure you is that Mr president has kept his promise.

    “The girls have been released and we will tell you exactly in a few hours time how many of them have been documented.

    “They were not molested,’’ he added.

    Also, Defence Minister, Mansur Dan-Ali attributed the early release of the girls to “the effort of the President and Commander-in-Chief of the armed forces for the support he has been giving us and the output is showing now.”

    On the negotiations, the minister said that while it was being planned the government was prepared to move on a position of strength.

    Also Minister of state for foreign Affairs, Khadijat Abba-Ibrahim said: “I am very excited today. That is what I feel because the Dapchi girls have been released.

    “We are very happy. We have achieved what we have gone out to achieve and we thank the Almighty God for his mercies.”

    She declined to mention if any of the girls was killed.

    “As far as I know now, they are taking a roll call so we cannot ascertain how many have passed on, but we will find out later on what the casualties are.’’

    The minister advised parents not to be discouraged by the incident but to continue encouraging their female children to embrace education.

    “I will advise parents to continue sending their children to school.

    “We as a government will fortify the schools to make sure that they are safe for the children to actually go and learn,’’ Mrs Abba-Ibrahim said.

    The Federal Government on Wednesday ordered complete audit of Dana airline.

    The airline had recently been involved in non-fatal accidents in the country, with one of its plane over shooting the runway in Port Harcourt and another one had its door failing off while taxiing at the Nnamdi Azikiwe International airport, Abuja.

    Briefing State House correspondents at the end of the Federal Executive Council (FEC) meeting, the Senior Special Assistant on Media and publicity, Garba Shehu, said the audit will cover the personnel and assets of Dana airline.

    He was with the Minister of Defence, Mansur Dan-Ali, Minister of Budget and National Planning, Udoma Udo Udoma, and Minister of Niger Delta Affairs, Usani Uguru Usani.

    Garba Shehu said “A lot of quality time was spent discussing air safety. The government of Nigeria is very much concerned about safety and the life of Nigerians; this is following the recent air incidents.

    “Minor as they were because there were no fatalities, the government did feel concern and the Minister did the report to the Council on steps that were taken following the last incident in Port Harcourt, Dana aircraft overshooting the runaway. As soon as that happened, a few seconds, a rescue team was there on the ground and few moments thereafter every passenger on board was evacuated. There was no harm to persons and this is something that should be celebrated.

    “Within 24 hours an official investigation had commenced because investigators arrived in Port Harcourt and began work. One week after that a preliminary report was prepared and it was about this that the Council was briefed.

    “Consequently as announced by the aviation authorities, the engineer and pilot of that particular aircraft got their licences suspended and beyond that the government has ordered a complete audit of Dana airlines in terms of personnel, operations, and technical capacity,” he said.

    He also disclosed that the Council has approved the augmentation of the contract sum for the rehabilitation of Burnt Marina Bridge and the Maintenance of Eko (Apobgbon) and Iddo bridges in Lagos State, in Favour of Messrs. Buildwell Plant and Equipment Industries Limited, in the sum of N114, 424,225.05.

    The amount, he said, represented 12 percent of the original contract sum.

    He said that the contract sum was reviewed from N957, 053,316.45 to N1, 071, 29,541.40 with additional completion period of six months.

    The Council, he said, also approved augmentation for Mangu Dam, in Plateau State to N7.66 billion from original cost of N5.66 billion increasing the total contract sum to N13.2 billion.

    Dan-Ali said that his Ministry presented to the Council the status of the implementation of approved capital projects and achievements of the Ministry of Defence from 2015 to 2017.

    The presentation, he said, covered the strategic policies of the Ministry, including to build and maintain flexible, compact and highly trained Armed forces capable of defending the territorial integrity of the nation.

    He said “The brief also covers the serviceability of the military platforms, operational readiness, future projections and the way forward. During the period under review the Ministry received a timely consideration and approval of its capital projects and the Armed Forces in general.

    “This no doubt resulted to the successes recorded so far in the fight against terrorists and other security challenges in the country. It is pertinent to state that prior to assumption of office by President Muhammadu Buhari, most of the military platforms and hardware were old, worn out, non-functional and obsolete.

    “However, it is gratifying to mention that this administration have made tremendous efforts in the provision of funds for the acquisition of modern military hardware to meet up with security challenges. High priority was also placed on renovation of existing barracks facilities to cater for the welfare of the members of the Armed Forces.

    “Some of the facilities renovated were neglected for over forty years. Between 2015-2017 a total of 18 rehabilitation works have been carried out in various barracks across the six geo political zones by the Ministry. Similarly Defence Headquarters also approved 36 capital projects within the period.

    “The Nigerian Army embarked on 68 approved projects. Nigerian Navy implemented 31 projects while a total number of 64 projects were also implemented by the Nigerian Air force,” he said.

    According to him, he also gave breakdown of capital projects implementation stage by other agencies of the Nigerian Defence Academy.

    “The Armed Forces Command and Staff College implemented 23 capital projects Similarly, the National Defence College got approval for 69 projects some of which were already completed while others are on-going. The Defence space Administration has so far implemented 32 capital projects from 2015-2017. Defence Intelligence Agency has 11 projects approved and most of them are already completed or at various stage of completion The Defence Industries Corporation in Kaduna got approval for 38 projects, some already completed while paucity of funds is affecting the completion of others The Armed Forces Resettlement Centre, oshodi had 38 capital projects approved, most of the projects are already completed It is worthy to mention that since independence no projects of such magnitude and number were achieved in less than 3 years,” he said.

    He also said that the presentation also proposed a way forward for the implementation of a comprehensive reform of the entire defence management system with a view of promoting effectiveness, transparency, accountability and self-reliance.

    According to him, the role of the Presidency/Armed Forces Council and the National Assembly were identified as paramount in the implementation of the defence sector reforms.

    He said that the Defence Headquarters will also improve on training of personnel, improvement on the serviceability rate of equipment by conducting regular audits of existing assets.

    Udoma said that he briefed the Council on the NBS recent report.

    He said “I presented a briefing to the Federal Executive Council today on the most recent Gross Domestic Product and other related economic performance numbers as released last week by the National Bureau of Statistics (NBS).

    “You will recall that it indicated that in the last quarter of 2017 the economy had continued its positive growth trajectory by growing by 1.92%. This is higher than the previous quarter when it grew by 1.40%. And higher still from the 2nd Quarter, when it grew by 0.72%.

    “The numbers clearly show that the economy has fully exited recession. Council members were particularly pleased to note that this growth is very broad based with Agriculture growing at 4.23% up from 3.06% in the 3rd Quarter. Other sectors such as Transportation and storage, Electricity and gas production, Metal Ores, and Industry all grew, particularly noteworthy were the growth recorded in Trade (2.07% and Services (o.10%) after six quarters of negative growth.

    “Council members were also happy to note that overall the non-oil sector grew by 1.45%, it’s strongest since 2015. Inflation is also trending downwards moving down from 18.72% in January 2017 to 15.13% in January 2018. Council members were also happy to see the increasing private sector confidence in the ERGP, and other policies and programmes of the Buhari administration, as evidenced by the increasing capital inflows.

    “Capital inflows in 2017 were US$12,228 million, a growth of 138.6% over the total inflow in 2016 of US$5,124 million. This has been a factor in the build-up of our foreign reserves which have grown from US$23.81 billion in September 2016 to almost US$42 billion.

    “Council members however agreed that whilst these positive results are most encouraging, particularly in the light of where we were in the last few years, the current growth rate is still rather modest and we have to continue to work even harder to achieve the goals of the ERGP of diversifying the economy and achieving our growth targets of 3.5% this year, and 7% by 2020.

    “And, of course one of the ways we are intensifying implementation of the ERGP are the ERGP focus labs which will be launched next week Tuesday, 13th March, by Mr President,” he stated.

    Usani Uguru, said the Council approved the design of section five of East – West Road meant to link Oron in Akwa Ibom to Calabar in Cross River State.

    Defence Minister, two others to carry out assessment of Boko Haram attack

    President Muhammadu Buhari on Wednesday directed the military and other security agencies to take immediate charge of the situation in Government Girls Technical College, Dapchi, Yobe State.

    Boko Haram had on Monday attacked the school.

    Briefing State House correspondents after the Federal Executive Council meeting, the Minister of Information, Lai Mohammed, said that the President also directed the Minister to Defence, Mansur Dan-Ali, the Minister of Foreign Affairs, Geoffrey Onyeama, and himself to proceed to Yobe state on Thursday on fact finding mission.

    He said “Mr. President has directed military and other security agencies to take immediate charge and control of Government Girls Technical College, Dapchi, and informed him of developments.

    “He has released a delegation led by the Minister of defence to Dapchi, to get firsthand information as to what is happening.

    “Others in the delegation are Minister of Foreign Affairs and Minister of Information.” he said

    Asked give more information on the girls apart from the 48 that has returned, he said “That is precisely why Mr. President is in direct contact with military and police and as soon as we get any information we will let you know.”

    Buhari condemns Zamfara killings

    President Muhammadu Buhari has condemned Thursday’s massacre of innocent persons in Birane village, Zurmi Local Government Area of Zamfara State.

    The President, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, commiserated with families of victims of the heinous and inhuman attacks on defenceless citizens which left many injured.

    President Buhari also directed the Minister of Defence, Brigadier-General Mansur Dan Ali (Rtd) to proceed immediately to the state to undertake an on-the-spot assessment of the situation and report back.

    In addition, he also directed security agencies to immediately mobilize and deploy their members to the vulnerable areas of the state, and ensure that the perpetrators are brought to face the full wrath of the law.

    The President assured the Zamfara State government, victims of the mayhem and residents in the state, that the Federal Government will continue do all it takes to support security agencies to secure lives and property, not only in the affected state but all parts of the country.

    President Buhari restated his administration’s determination to put an end to the spate of senseless spilling of innocent blood in parts of the country, and calls for restraint to allow the nation’s security apparatus to stem the undesirable trend.

    The President prayed that almighty God will receive the souls of the departed, and comfort their families.

    Senate summons Dan-Ali over Cameroon soldiers’ invasion

    The Senate on Wednesday invited the Minister of Defence, Mansur Dan-Ali, over the invasion of several Cross River communities by Cameroonian soldiers.

    The upper legislative chamber said the minister should appear before its relevant committees, including Defence and Security and National Intelligence to throw light on the reported invasion of Nigerian communities by the soldiers.

    The invitation followed the adoption of a motion by the Senator representing Cross River Central, John Owan Enoh and two others on the “Influx of refugees from the Republic of Cameroun to some border communities in Cross River State and its attendant security fallout.”

    Enoh, in his lead debate, noted that the current agitation for the independence of Southern Cameroun has caused influx of refugees to some border communities in Cross River State.

    He said over 6,000 refugees are currently squatting at Obanliku, Bold, Etung and Ikom Local government areas of the state.

    Enoh said as at December 16, 2017, the United Nations Human Rights Commission (UNHCR) had biometrically registered 10,000 arrivals in remote areas of Cross River and indicated that thousands more are awaiting registration.

    Herdsmen: Defence minister under attack

    Benue State governor, Dr. Samuel Ortom, yesterday faulted Minister of Defence Mansur Dan-Ali for attributing the invasion of the state by killer herdsmen to the enactment of anti-open grazing laws.

    He said it was unfortunate that the minister prefer conferring immunity on cattle to human beings.

    He said herdsmen attack on farmers is a monster that has the capacity of consuming the entire country.

    He said as at Thursday, there were reports of killings in Guma part of the state.

    Ortom, who reacted to the Minister’s claims at the Benue People’s House, asked President Muhammadu Buhari to caution the minister.

    He said: “It is unfortunate, but I want to console myself that that thing is not coming from the Honourable Minister. But if it did, I’ll say that it is very, very unfortunate. Then the solution to the security challenges we have in this country is not in sight having those kinds of people in position who are not able to give quality advice and to also proffer solution to the security problems we have here.

    “For instance, if you say it is because of the law that killings by herdsmen are going on in Benue, is there any law prohibiting open grazing in Adamawa State? Is there any one in Plateau State? Is there any law in Kaduna, Ondo, Bayelsa, Imo, Ebonyi, Delta or Edo State?

    “In Edo State, cattle have taken over even schools. This is provoking. It is like dancing on the graves of those people who were murdered and slaughtered in this state on the first of January. “It’s unfortunate that you have those kinds of people who are saddled with the responsibility of providing security for our country. I do not want to join issues with him, but I will personally see him and try to find out why he had to say that.

    The other day, a report came from the Department of State Services (DSS) that it was the Islamic State of West Africa (ISWA) terrorist organisation that is taking over, and I also heard that the minister was quoted as saying we should accommodate foreigners. Foreigners who come here illegally should be accommodated?

    “So if a minister of the Federal Republic of Nigeria is coming out to encourage our citizens to do illegal things, I now begin to see why they have given immunity that is the prerogative of the President and the Vice President, Governors and Deputy Governors, to herdsmen who kill and even to cattle.

    “So, cattle in Nigeria have more immunity than human beings. This is unfortunate, and I look forward that he will apologise to us and retract what he said, because it is an insult on our collective leadership.

    “It is wrong. And let the minister know that we are more intelligent than he thinks we are. We will continue to do the right thing. We’re not asking for anything outside the laws of this land. The law prohibiting open grazing that we have enacted was legitimate as enshrined in the Constitution of the Federal Republic of Nigeria, and as law-abiding citizens, we will continue to do this.”

    Ortom asked the Federal Government to address the security challenge at hand instead of diverting attention.

    He said: “I want to advise the Federal Government to face this challenge squarely because it is their responsibility to provide security for lives and property, because we as a state don’t own the security apparatus of this country.

    “So it is their responsibility. Instead of diverting attention, they should address the security challenges at hand.

    “Today, they will say that Ortom is arming 6,000 militia and tomorrow they will go and sponsor people to write rubbish about me and all that just to try to divert attention. Why not face the real issue that is confronting us?

    “This is a monster that has the capacity of consuming the entire country, and we must arise as leaders and support Mr. President to ensure that we surmount this.

    Responding to a question, he asked the President to caution the Defence Minister.

    He added:  “Well, I’ll see what Mr. President will do, because I’m sure that he must have also heard what the minister said and I expect that he’ll respond to that because it’s wrong.

    “I want to believe that the Mr. President I know and who I supported and I’m still supporting is an upright person who is always truthful and he’ll say the right thing and caution his minister, because I can’t believe that a minister of the Federal Republic of Nigeria at this time will come and add insult to our injury.

    “We are pained by what this man came out to say yesterday.”

    On the likely backlash of his protest against the killings in the state by the powers that be, he said he would continue to stick to the truth.

    “Whatever it is I say, it does not matter. As long as I’m on the side of the truth and doing the wish of my people, I’m satisfied. I don’t care about any gang-up. It doesn’t matter.

    “But I heard it; gang up to do this and that. But it doesn’t matter,” he said.

    The governor also said the death toll in Benue killings could be higher than 73.

    He expressed regrets that the herdsmen were also killing security personnel.

    “I’ve not got the complete figure, but there is a committee working on that. But even on the burial, I did say that the deaths were more than 73.

    Even yesterday, there were some killings in Guma, including a policeman. One policeman was wounded and one is still missing. You see, these people are joking.

    “If terrorists that are hired by herdsmen under the leadership of Miyetti Allah Kautal Hore that are known by the Federal Government have gone beyond killing our people who are civilians to killing security personnel, if security men are being killed in this manner, where is our safety? That is what the minister of Defence should be concerned about.

    “They know where these people are, so they are making me to believe that the Minister of Defence is also part of the conspiracy against Benue State, and is not about grazing, it is about occupation, taking over the land.

    “That is what Miyetti Allah said, and they have accepted that it should be so. This is not correct.”

    Addressing State House correspondents after a meeting President Muhammadu Buhari had with security chiefs on Thursday, Dan-Ali blamed the recent killings in Benue State on the state’s anti-open grazing law.
