  • ‘Masari has transformed Katsina’

    A chieftain of the All Progressives Congress (APC) in Katsina State, Ahmad Kabiru Abdullahi, has hailed Governor Aminu Masari for transforming the state within three years.

    Abdullahi, who addressed reporters in Lagos, said Masari had raised the bar of good governance through development projects in health, education and transport.

    According to him, his outstanding performance won him the 2017 Zik Prize for Good Governance.

    Abdullahi said the Masari administration built more than 500km of roads; spent over N10 billion to upgrade and rehabilitate public primary and secondary schools and re-equipped government hospitals with modern facilities.

    The government, through its liberal policy, brought many foreign investors to the state, he added.

    Abdullahi, who is the executive secretary of Lagos State Water Regulatory Commission, called on parents to support the government’s transformation agenda on public schools by sending their wards to school.

    He also advised the people to cooperate with the government so they could get more dividends of democracy.

  • Buhari, Saraki, Masari, others mourn as Katsina Senator Bukar dies at 63

    THE body of Katsina North Senator Mustapha Bukar, who died in Abuja earlier yesterday, has been buried in his hometown Daura, Katsina State.

    The burial, which took place at about 6.14pm yesterday, was witnessed by Governor Aminu Masari, who described Bukar’s death as an “act of God”.

    President Muhammadu Buhari, the Senate President Bukola Saraki and many personalities yesterday mourned Bukar, who died at 63, in a private hospital in Abuja.

    Senate Leader Ahmed Lawan, Senators Aliyu Wammako, Abu Ibrahim and Umar Kurfi, also witnessed the burial.

    Other dignitaries at the burial were Deputy Governor Manir Yakubu, Speaker Abubakar Kusada and House members Sain Katsina and Alhaji Ahmadu Nafuntuwa

    Emir of Katsina Alhaji Abdul Mumuni Kabir was represented by Sain Katsina, Alhaji Ahmadu Nafuntuwa.

    The funeral prayer was performed by the Chief Imam of Daura, Malam Salisu Rabe, at the Emir’s palace

    Buhari commiserated with the government and people of Katsina State and the National Assembly on the passing away of Bukar.

    The President, in a statement by the Senior Special Assistant on Media and Publicity, Garba Shehu, described his death as a “great loss to Nigeria’s democracy and the engineering profession”.

    Buhari also sent condolences to the family members, friends and professional colleagues of the legislator, who distinguished himself as an engineer before vying for political office to serve his people.

    The President noted that as a young engineer, the deceased used his ingenuity to proffer a lasting solution to the perennial water crisis in Katsina, working variously as a General Manager of the Water Board,  Director of National Water Rehabilitation Project and Director, Water Supply at the Federal Ministry of Water Resources.

    The President prayed that Allah will bless and forgive the soul of the deceased.

    In a statement by his Special Adviser, Media and Publicity, Yusuph Olaniyonu, in Abuja, Saraki described the death of Bukar as one too many coming a few weeks after the Red Chamber lost Senator Ali Wakili.

    “I am saddened to learn about the passing of another friend and colleague, Senator Mustapha Bukar. When I and some of my colleagues visited Senator Bukar in the hospital after Jummat prayers last Friday, we prayed with him and we were filled with hope that he would soon recuperate and resume his normal life and legislative activities.

    “As a first-time lawmaker, Senator Bukar stood out for the quality of his contributions on the floor, his pragmatism and his work to strengthen the institution of the legislature. We shall sorely miss his vibrancy and progressive mindset.”

    Deputy Senate President, Senator Ike Ekweremadu, also expressed grief over the death of the senator.

    Ekweremadu, in a statement by his Media Adviser, Uche Anichukwu, described the incident as a heavy blow to the Senate and the entire nation.

    He said: “Distinguished Senator Mustapha’s exit is a grave loss and big blow not only to the Senate and the National Assembly, but to the entire nation.

    “He was a fine gentleman, quite humane, diligent, perceptive and humble. He was a pan-Nigerian and a pro-masses lawmaker, who showed great interest in finding lasting solution to the nation’s perennial energy problem. He will be sorely missed.”

  • Ex-head of service endorses Buhari, Masari for second term

    Former Katsina Sate Head of  Service and Chairman, Task Force on Petroleum, Alhaji lawal Aliyu Daura has declared both President Muhammadu Buhari and his state governor, Aminu Bello Masari as deserving of a second term in office, thanks to their performances especially in the area of infrastructure, human capital development and the resuscitation of the economy

    Alhaji Daura who made the declaration during an exclusive interview with The   Nation yesterday in the state capital, Katsina, maintained that the current stability in both economic and political sphere enjoyed by Nigerians is attributable to the high performance in office recorded by the Buhari administration

    He said ’’Buhari is frankly committed to the fight against insecurity, ant-corruption, and stabilization of the economy, introduction of Treasury Single Account, TSA, and the intergraded pay roll system’’

    ‘’Presently am not a card carrying member of any party, so that no one can accuse me of being partisan, but objectively speaking ,I think he deserve a second term in office’’

    The retired civil servant further alluded to the high level of reception accorded the president especially during his recent tour of the North East and the North Central states  as clearly indicating the measure of acceptance Nigerians are willing to accord the President

    On Masari, he maintained that the governor has made his mark on the areas of infrastructural and human capital developments. He added that the policies of the present government in the state as well as the systematic implementation of their budgetary provisions are veritable indicators that they are running a people oriented government that deserves continuity

    On petroleum supply in the state the task force chairman assured that with the committee’s determination to ensure compliance with extant laws and regulation on petroleum products, the state has witnessed the last of petroleum scarcity

    He said ’’we are in constant surveillance and on the look -out for any untoward practices, we also collaborate with DPR, PMAN, NNPC and the major marketers, there is no massive smuggling across the borders except through villages with jerry cans’’

  • Katsina to employ 1,000 security guards for boarding schools – Masari

    THE Katsina State Government has approved the employment of 1,000 security guards for all boarding secondary schools to secure lives and property of students, Governor Aminu Masari said yesterday.

    Masari, speaking during the Third Convocation of the Umaru Musa Yar’adua University, Katsina said the decision was on the strength of the prevailing security situation in the country.

    “Even though Katsina is considered as one of the most peaceful states in the country, the government is not taking chances to allow students to be vulnerable to attacks by criminals,” he said, pointing out government is committed to protection of lives and property of the state’s citizens as well as the students.

    The governor recalled that when he assumed office in 2015, he made it clear that his mission was to recover the lost glory of the state in education and agriculture.

    He said his administration equipped existing schools, building new ones, increase the number of enrolment, recruiting qualified teachers and retraining of manpower to make the sector attractive.

    “‘We believe that a learned society that is attune to the demand of its time is a more successful one, that is why we continuously commit a huge percentage of the state budget to the education sector,’’ he said.

    Masari said  the state government from January 2018 to date, had awarded contracts for the rehabilitation and upgrading of Government Technical College Mashi at the cost of N277 million.

    He added that the government was spending N27.5 million to upgrade Government Day Secondary School, Yanduna in Baure Local Government Area.

    ‘‘The government also awarded the upgrading of Government Girls Boarding Secondary School, Rogogo in Zango Local Government at N263.1 million and the rehabilitation and upgrading of Government Girls Secondary School, Sandamu at N278.8 million.

    ‘‘The government also awarded the contract for the rehabilitation of Government Day Secondary School, Tama in Bindawa at N90.1 million,’’ he said.

    The governor revealed that the government was doing everything possible to improve the standard of its owned-tertiary institutions.

    Masari stated that his administration recently approved the recruitment of academic and non-academic staff for the Hassan Usman Katsina Polytechnic, Katsina, and Isa Kaita College of Education, Dutsin-ma.

    The governor urged the management of the university to boost its internally-generated revenue through collaboration with the private sector and corporate bodies that support its course.

    ‘‘While this administration implores this institution to take alternative sources of revenue seriously, it is committed to provide the support to enhance its service delivery.’’

    He said the government would continue to release funds to cater for the running cost, such as staff training and development of the university.

    A total of 1, 397 students graduated from the university, out of which 1,290 bagged first degrees while 107 got their post-graduate degrees.

    The Katsina State Government has approved the employment of 1,000 security guards for all boarding schools in the state.

    Katsina elders to reply Obasanjo, says Masari

    The Katsina State Elders Forum will soon reply former President Olusegun Obasanjo’s statement asking President Muhammadu Buhari not to seek re-election in 2019, Governor Aminu Masari said yesterday in Daura.

    “The elders forum will consider the possibility of replying the recent letter (statement) by President Olusegun Obasanjo to Buhari.

    “We intend to place an advertorial in the national dailies to respond to the issues he raised,” Masari told reporters, shortly after he led the elders on a condolence visit to President Buhari in Daura.

    Masari said that the forum had studied the letter and would respond to its contents.

    “The response will not be long in coming; it will be very soon,” he said.

    Masari said that the elders were in Daura to condole with the President over the death of his two sisters – Hajiya Aisha Mamman and Hajiya Halima Dauda – and described their demise as “very saddening”.

    Among the elders who condoled with the President were Justice Mamman Nasir (rtd), Brig-Gen Ahmed Daku (rtd), Justice Sadiq Mahuta, Emir of Daura, Alhaji Farouk Umar and Alhaji Dahiru Mangal.

    Also yesterday, Emir of Maradun in Zamfara, Alhaji Garba Tambari, said some traditional rulers across the country had resolved to ensure the re-election of President Muhammadu Buhari in the 2019 presidential election.

    Tambari told reporters: All citizens who wish Nigeria well must support the re-election of the President “if he finally decides to seek renewal of his electoral mandate in 2019

    “Anybody who wishes this country good, who wishes this country well, will want Mr President to continue after 2019. So, we wish he will continue by the grace of God,’’ he said.

    The Emir stated that the re-election of the President in 2019 would ensure continuity in governance as the Buhari administration had recorded remarkable successes in the areas of security and fighting corruption and revitalisation of the economy.

    Tambari, who said he was in Daura on a solidarity visit to the President, lauded him for his selfless service to the country.

    He said the President had assured to tackling the problem of insecurity in some parts of Zamfara.

    Masari sacks Education Commissioner

    Katsina state governor, Aminu Bello Masari has relieved the state Commissioner for Education, Professor Halimatu Sa’adiya Idris of her appointment with immediate effect.

    The governor said the sack of Prof. Idris is to pave the way for the appointment of active politicians to fasten the activity of governance in the state.

    Senior Special Assistant to the governor on Media, Abdu Labaran Malumfashi said in a statement made available to The Nation in Abuja that the sack of Prof. Idris was contained in a letter personally signed by the governor, thanking her for the services she rendered to the state as Commissioner of Education.

    Makumfashi said In the letter tittled “letter of appreciation and disengagement”, dated 21st December, 2017, Governor Masari said her “contributions for the development of the Education Sector in particularly and the Government in general can not be over emphasized”.

    The Governor said during her term as commissioner, “schools were rehablitated and upgraded, new ones were constructed, teachers were trained and the atmosphere made more conducive for learning and teaching”.

    Governor Masari said further that taking into account the fact that political activities leading to elections would commence early next year, “it has become necessary for the government to bring more active politicians on board so as to fasten activities of governance”.

  • Between Ganduje’s “Mai Shayi” and Masari’s Goat Project

    Sir: Governor Abdullahi Umar Ganduje recently undertook  a “Mai Shayi Empowerment” project in Kano State. In what took everybody who believes we should have moved beyond business of petty politicization by surprise, the governor, in an elaborate ceremony held at the open theatre of Government House said his government empowered 5, 200 tea sellers called ‘Mai Shayi” with packages that include noodles, cocoa beverage, liquid and powdered milk, tea, crates of eggs, nylon and cups, baskets, brown and white sugar, spaghetti and bread, all gulping a total amount of N208m.

    Of myriad varieties of  SMEs empowerment projects that he could have opted for in Kano –a state where 80 per cent of youths face monumental challenges of drug abuse, prostitution, smoking, gambling, abject poverty and moral decadence –setting up a tea venture for 5,200 beneficiaries who may not even have a proper orientation  on how a business can be sustained displays a poor understanding of his people’s plight and priorities.

    Before him was Samuel Ortom, Benue State governor who allegedly distributed wheel-barrows – although this has since been denied by his aides.  So also is Governor  Masari of Katsina who also reportedly dashed-out goats to some secondary school female students as part of the empowerment process in a state whose ember of reading culture and literacy is at the brink of death.

    Without any iota of doubt, the problem of north is the problem of the country. If they are sincerely passionate about the debacle of unemployment and poverty amelioration, there must be a paradigm shift from such poorly concieved human development projects to ones that focus on vocational training and development..

    This will allow the teeming youths of Kano and Katsina to attain an expertise in certain trades. Vocational training in such skills as tile-setting, auto-mobile engineering, fashion design, tailoring and aluminum fabrication will not only tackle the menace of unemployment which has put the future of an average Kano and Katsina youths into jeopardy, it will make them self-reliant. It will facilitate realistic, long-term entrepreneurial goals far beyond ‘mai shayi’ and bogus ‘goat empowerment programme’ could. Both governors can form a partnership with institutions like Jaiz Bank, and seek the assistance of NGOs in making sustainable loan service programme available for those with suitable business plans in that direction.

    The Katsina State Government says it is indebted to the Central Bank of Nigeria ( CBN ) and a commercial bank to the tune of N29 billion.

    Alhaji Farouk Jobe, the Special Adviser to the Governor Masari on Banking and Finance disclosed this during the annual budget break down on Tuesday in Katsina.

    He said the state government collected the loans to develop its infrastructure and settle pensions and gratuities of its retired staff.

    Jobe disclosed that the state government collected a loan of N11.5billion as bailout from the CBN, which was used to settle the pensions and gratuities of over 11,000 retired civil servants.

    “The previous administration in the state refused to settle the pensions and gratuities of retired 11, 000 civil servants in the state.

    “We also collected a loan of N10billion to develop our education, health, water supply, environment and road sectors from the Federal Government.

    “Out of the N10billion loan, we allocated N2billion to health sector; where we spent N1billion to rehabilitate Katsina General Hospital, we allocated N500million to Daura General Hospital and N500million to Funtua General Hospital,” he said.

    Jobe revealed that the renovation and upgrading of the three General Hospitals had reached 80 per cent completion.

    The adviser revealed that the state government also collected N5billion loan from a commercial bank to complete road rehabilitation started by the previous administration and the new ones started by the present administration.

    “We have used the loan to complete over 200 kilometres of road projects in the three senatorial zones in the state.

    “The state governments also collected N2billion loan under the poverty alleviation programme from the Central Bank of Nigeria for the development of Small and Medium Enterprises in the state.

    The loan for the small and medium enterprises had been distributed to over 500,000 youths and women that are engaged in small businesses across the state.

    Katsina at 30: The Masari midas touch

    When Governor Bello Aminu Masari took over the mantle of leadership in Katsina State on May 29, 2015, he was prepared to deliver democracy dividends to the people and rescue them from the shackles of gross mismanagement. This he has done effectively within two years. This is why Katsina State can boast of numerous developmental projects, which impact are  felt by the people.

    Masari has done well in many areas. For instance, in the area of provision of portable water supply, the administration’s intervention has led to the resuscitation, upgrading and expansion of many water supply projects across the state. Major works were carried out in six major water works to boost supply to towns and villages. The Ajiwa Water Works has a capacity of treating 50 million liters per day. It is serving Katsina and environ with potable water for both Domestic, Commercial and Industrial purposes. It is now a dilapidated condition operating at 40% of its install capacity.

    To restore back the design capacity of both the Dam and the Treatment Plant the current administration through the Ministry of water Resources has entered in to a contract for the Rehabilitation and Upgrading of the Ajiwa Dam and Water Treatment Plant with Kaibo International Limited at the total cost of N1,996,861,690.85 with 40% advance payment of N798,744,676.34 already paid to the Contractor. The aim of the above Contract is to restore the actual designed production capacity of the Ajiwa Water Treatment Plant to its optimum designed capacity, by replacing the damaged and aged equipment of the plant, and repair of dilapidated structures. A new pumping station will be constructed in the contract.

    Masari has awarded the Contract for the procurement and installation of 1No High Lift Pump, 3No Non return valves and 3No Butterfly valves at the total cost of N86,390,106.00 and also the award of another contract for the procurement and installation of 1000KVA transformer amounting to N9,855,000.00 at Ajiwa Water Works.

    Malumfashi water supply scheme was constructed and commissioned in 1983 with a capacity of 4,500 cubic meters per day.

    The scheme is meant to supply Water to Malumfashi, Kankara towns and the villages along the pipeline.

    The flood of 2008 washed away a portion of the pumping main and High Tension line near Bonn dawa village, consequent upon which Malumfashi was cut-off from the Water Works thus making pumping of water from the Treatment Plant to Malumfashi town impossible. The damage was not attended to since then, until the coming of the present administration in 2015.

    The administration awarded the Contract for the repairs of the damage portion in October, 2015 under the Emergency rehabilitation of Malumfashi water supply scheme, to the contractor M/S Central Lead Nigeria Limited, at the total cost of N141,705,983.05. The work has since been completed and water supply restored to Malumfashi town since March this year (2016) pictures attached.

    The administration is in the process of awarding another contract to desilt the dam and expand it by raising the spillway level and embankment height to increase the storage capacity to a level that will facilitate future expansion of the treatment plant to at least double the present production capacity.

    The Funtua Water Supply Scheme was in the early 80’s extended to Bakori and Kabomo towns. In 1993 boreholes were drilled and commissioned in Bakori in order to augment the Bakori and Kabomo water supply from Funtua due demand that was far above the supply from Funtua. The Bakori water supply which comprises seven number boreholes is also supplying water to Women Teachers College, Kabomo. The system is inadequate and is in need of expansion and rehabilitation. The current administration inherited a contract for the improvement of Bakori Water supply amounting to N47,440,442.00. The works are completed now. Another achievement of this administration in Funtua is the award of contract for the procurement and installation of 2No High Lift Pumps at the total cost of N28,907,570.00 this is to argument the water supply in Funtua and its environs.

    The Daura Urban Water Supply Scheme which supplies water to Daura and Sandamu, consists of 22 bore holes with three numbers well fields. The scheme was out of operation for five years prior to the coming of Masari administration. The administration has completed the rehabilitation of the scheme at the total cost of N34,300,450.00. The Contract was completed and Daura is enjoying a daily water supply of about 5-million litres.

    The 500KVA transformer for the Jibia Water Works was out of service (burnt) for a long time. The Scheme is using generator as source of power since the station was brought back to service over a year ago by the Masari administration. This administration has procured and installed a 75OKVA transformer amounting to N7,560,000.00. This is in addition of the supply of more diesel to run the scheme. Many areas which were hitherto not getting water are now supplied daily.

    Prior to the coming of the Masari administration, the Dutsinma water supply scheme is operation for between 6-8 hours per day. Now it operates for 16 hours per day due to increased diesel supply by the State Government.

    In agriculture sector, the availability of more water from our dam reservoirs allows for agricultural /irrigation activities to empower more people and ensure the food security of the nation. The water resources sector has also impacted on the industrial development of the State.

    Disturbed by the dwindling fortunes of Katsina State due to Nigeria’s economic downturn, the administration of Governor Rt. Hon. Aminu Bello Masari CFR came up with the Restoration Project with the view of restoring the lost glory of Katsina State particularly the agricultural sector that has hitherto supported the economy of the State and Nigeria at large. The Agricultural Restoration Project was therefore developed to correct the negative sector growth enhancers; low budgetary allocation, poor extension services, lack of infrastructures, zero financial and inputs support to farmers, very low mechanization of farm operations, poor agro-marketing structures and system, low staff moral, dependency of the rain for agricultural production.

    In last year’s budget, agriculture had substantial allocation in the budget that was much higher than all the previous years. Priorities projects were develop to form the basic growth framework that will ensure effective governance of the sector and catalyze growth.

    Records on farms, farmers and their production are key to effective planning and success of any development initiative. More importantly, government needs to know the number of its people engaged in farming activities, their categories, location and other parameters necessary for effective governance of the sector. The agricultural resources available in the State also need to be documented for proper planning, therefore, reliable and up to date data that eliminate blind planning and policy processes is of essence.

    Katsina State Government has engaged over 2,000 youths, majority of whom are unemployed graduates in conducting the farmers’ data capture exercise  to generate and store authentic data on farmers’ land size, location and soil type. This will put the State in a better stead for proper planning on extant and future projects and programmes.

    In its effort to develop the economy based on agriculture through ensuring food security and providing raw materials for agro-allied industries, the government has chosen four value chain crops (rice, wheat, cotton and tomato) and aquaculture (fish production), Sheep and Goats. The State has secured Central Bank of Nigeria (CBN’s) approval for participation in its Anchor Borrower’s Programme on massive production of these crops and livestock species. The programme will ensure adequate and timely provision of needed inputs to the participating farmers, while linkage to market is ensured through readily available up-takers.

    ABP will begin with 20,000 famers for rice and wheat production for the 2016 dry season. This will be followed with cotton and tomato for the year 2017 and later aquaculture, sheep and goats will follow. As an additional boost, the State has keyed into the Competitive African Rice Initiative (CART), whose main objective is to facilitate the production of rice in a competitive manner (comparing with international standards), and the improvement of the output of the smallholder farmer.

    There is no gainsaying the fact that agricultural mechanisation is very low in Nigeria and Katsina State in particular especially in the light of the devastating effect of cattle rustling on our farming activities. To mitigate this, Government is deploying 325 tractors, 1,083 power tillers; and 300 gravitational drip Irrigation kits to the farms in the State. Already 42, tractors are in the State and fifty more are expected before the end of October while the remaining balance will be available before the year 2016 ends.
