  • Global financiers meet on cyber security

Key global and regional payment, clearing and settlement operators have met at a roundtable in Paris to discuss cyber security and the resilience of financial market infrastructures (FMIs) and the wider market ecosystem.

Senior executives, with authorities, discussed continued collaboration, preparation for and responses to cyber incidents, with a particular focus on cross-border actions.

“Against a backdrop of rising cyber threats, which respect no borders, it is important to have international coordination on these vital issues,” Bank of France Governor François Villeroy de Galhau said.

The meeting, hosted by the Bank of France, was convened by the international standard setting bodies for FMIs, the Committee on Payments and Market Infrastructures (CPMI) and the International Organisation of Securities Commissions (IOSCO), who issued guidance on cyber resilience in 2016.

“It is vital for authorities and operators to work together to advance FMIs’ ability to withstand increasingly complex cyber-threats, and to restore services in a timely way in the event of a successful attack,” said CPMI Chair Benoît Cœuré.

“Ongoing industry engagement on this critical issue has been encouraging and it is essential that we continue to develop this partnership to reinforce the cyber resilience of financial market infrastructure,” said IOSCO Board Vice-Chair Jean-Paul Servais.

  • Obas to meet Ambode over Lagos-Badagry Expressway

The Lagos Council of Obas is to meet Governor Akinwunmi Ambode over the dilapidated Lagos-Badagry Expressway, Akran of Badagry De Aholu Menu Toyi I said yesterday.

Menu-Toyi I told the News Agency of Nigeria (NAN) in Badagry that the road had retarded the growth of the ancient city and the movement of people.

The monarch said the council would visit the governor in order to hasten work on the Mile 2-Okokomaiko section of the road.

“I am not happy with the state of the road. Lagos-Badagry Expressway is an international road, which is supposed to be the responsibility of the Federal Government, but it has been abandoned.

“The road is deterring investors from coming to the town, while tourists are no longer visiting Badagry.

“Sons and daughters of the land now prefer to enjoy their holidays in Lagos instead of coming home.

“Motorists and passengers spend up to five hours in the gridlock before getting to the city, a journey that is supposed to take an hour.

“The road has now become a death trap to my citizens, this is sad,” the monarch said.

National Union of Road Transport Workers (NURTW) Lagos State Chapter Vice-Chairman Oloyede Edun said many lives had been lost to accidents due to the bad road.

Special Adviser to Ambode on the Environment Babatunde Hunpe said the state was awaiting the Federal Government’s approval to reconstruct Okokomaiko/Seme Border Section of the expressway.

Hunpe said work on the road would start immediately the state got the approval.

  • APC senators meet as Saraki, Dogara weigh options

Following uncertainty over the reconvening of the National Assembly, senators in the All Progressives Congress (APC) Caucus yesterday summoned an emergency meeting.

There were strong indications that most of the APC Senators were still insisting last night that Senate President Bukola Saraki must step down.

The APC senators will, however, use yesterday’s meeting to take a position on the logjam in the National Assembly and the way forward.

But Saraki and House Speaker Yakubu Dogara were weighing options last night on how to “overcome” the tension in the National Assembly.

The support figures for Saraki and Dogara in the two chambers were said to be “not adding up” for comfortable majority to hold rancour-free sessions either way.

It is unclear what will become of the 2019 poll budget which the Independent National Electoral Commission (INEC)  expects to be passed.

The agenda of the meeting of the APC Senators was kept under wraps to avoid leakage, it was learnt. But, according to a source, the senators may deliberate on eight issues, namely:

    • A firm decision on Saraki by APC Senators
    • Resistance of alleged plot to declare Akpabio and other defectors vacant
    • Retention of the post of Senate Leader and other principal offices held by APC
    • Whether or not to accept a joint session of the two chambers
    • How to prevent ambush sitting in the two chambers by PDP
    • Solutions to the stalemate over 2019 poll budget
    • Averting a shutdown of the administration of President Muhammadu Buhari
    • APC agenda for NASS Leadership meeting on Tuesday or Wednesday

A ranking senator, who spoke in confidence, said: “The emergency meeting became necessary because we are getting fed up with the ongoing foot-dragging by the Senate leadership on the reconvening of the chamber to consider important state matters, especially the 2019 poll budget.

“We have discovered that the National Assembly leaders are more occupied with the aftermath of pre-sitting tension in the country than the matters at hand.

“But, we are saying the leaders should be courageous enough to reopen the two chambers. The interest of the country is more paramount than any other consideration.

“So, we are meeting to take a position on the way forward for the National Assembly.”

Another APC Senator said: “Our party has taken a position on Saraki and we are also meeting to come up with a firm decision as a caucus.

“We have a challenge at hand. The Chairman of the National Assembly, Dr. Bukola Saraki, wants to have his cake and eat it. He is seeking to retain his plum seat. We are insisting that he cannot have his way. Let him step aside.

“It was imperative for us to meet because we have heard of plot by PDP senators in cahoots with some of our leaders to ambush APC senators through kangaroo reconvening of the National Assembly.”

  • National Assembly leaders meet ahead of lawmakers recall

    •Senate leader briefs Osinbajo

National Assembly leaders are to meet today amid the clamour for the reopening of the two chambers to consider issues of national importance, it was learnt yesterday.

It was gathered that the meeting may also not be unconnected with the appeal by the Presidency for the National Assembly to reconvene in the national interest to consider pending issues.

A source close to the leadership of the National Assembly noted that Senate President Bukola Saraki and House of Representatives SpeakerYakubu Dogara “are not oblivious of the appeal to reconvene the two chambers for some unfinished legislative businesses”.

The source noted that how to stabilise the National Assembly amid the gale of defections by members of the two chambers would be on the agenda.

Special Assistant to the Senate President on International Relations, Bankole Omisore, confirmed the meeting.

Omisore tweeted that the leadership will tomorrow (today) meet at noon to consider some national issues.

The noon meeting, the Senate President’s aide said, would be followed by another meeting with the Independent National Electoral Commission (INEC), led by Chairman Mahmud Yakubu.

  • Ilamose land tussle: Stakeholders meet to solve crisis

The representatives of  the Lagos State House of Assembly, the Nigerian Police Authority and feuding parties in the lingering land tussle in Oke Afa, Illamose area of Ejigbo, a suburb of the state, would meet tomorrow to find lasting solution to the problem.

The community was  engulfed in crisis penultimate Friday when people suspected to be hoodlums unleashed terror on the people over a court judgment.

Judgment to determine the rightful owner of the land by an Appeal Court was said to have been delivered in favour of one Alhaji Hakeem Osuolale, the judgment creditor.

A  truce  was reached last Sunday to allow for property owners verify their land and title documents with the office of the Surveyor-General at the Lagos State secretariat, Alausa, Ikeja.

Other resolutions reached at the meeting, which was convened by the Divisional Police Officer (DPO) of Ejigbo Division, Superintendent of Police Segun Titiladun Ayo, and held in his office, was the setting up of a committee, comprising leaders of the six Community Development Associations (CDAs) in Ilamoshe and counsel to the judgment creditor, Patrick Arasanmi, that would work out modalities of arriving at a ratification/settlement arrangement.

The DPO, while explaining his interest in the matter, said peace is his paramount interest. After reading some sections of the judgment delivered by the Appeal Court on the disputed large expanse of land, he said: “There is nothing the police can do to prevent the judgment creditor from exercising his right. I have spoken to him and he has agreed to be magnanimous in victory. He is ready to abate his intention to fully exercise his right by repossessing the land because he is aware many of you innocently bought the land from whom you thought were the rightful owners, but it is now up to all affected landlords to also meet him halfway by approaching him for any settlement.”

One of the knotty issues that were raised at the meeting was the concern by some property owners that some houses marked or destroyed were outside of the court ruling. They claimed in the judgment given by the court, only nine streets were listed in the ruling, while the judgment creditor insists it was a survey area that was subject of litigation, which were not delineated by streets.

“We advise those affected to get authentic survey plan from the office of the Surveyor-General of Lagos State to chart it and see if it is included in the affected area or not. He is the one that can authoritatively tell you whether your land was rightly or wrongly touched. You can’t get that from me. Each person should do their verification before approaching us,” Oshuolale said.

Hon. Idimogu said: “ “Now, the judgment creditor has agreed to give the issue a human face and a committee has been set up to liaise on an amicable settlement. The judgment creditor has agreed to stay action for a week, which is enough time for people to verify if they are affected by the court ruling or not. We will meet again next week to discuss the findings of the committee.”
