    Environment Minister, Balarabe Lawal, loses mother

    The Minister of Environment, Malam Balarabe Lawal, has lost his mother, Hajiya Dayyabatu Lawal Aliyu.

    A family source told the News Agency of Nigeria (NAN) in Zaria, Kaduna State, on Monday that the deceased passed away on Sunday evening at her residence in Bambale Area, Zaria City, after a protracted illness.

    Late Hajiya Dayyabatu,  who was aged 93, is survived by four children and several grandchildren.

    The funeral prayer (Janazah) is scheduled to hold on Monday at 11:00 a.m. in Bambale Area, Zaria City.

    FG calls for protection of forest resources

    The Minister of Environment, Alhaji Ibrahim Usman, has called on stakeholders to collaborate with government in efforts to restore the integrity of the country’s forestry sector and protect wildlife resources.

    The minister made the call on Tuesday in Abuja at a workshop on National Forest Investment Programme ( NFIP ) for the implementation of West Africa Forest Convergence Plan.

    Usman, who was represented by Mr Asuquo Enile, Director of General Services, Ministry of Environment, attributed the current state of forests across the country to indiscriminate deforestation, degradation, poaching and trafficking of wild flora.

    He said that these untoward human activities had reduced the ability of the forests to supply products and play their role of protecting water bodies, biodiversity conservation, wildlife habitats and carbon sinks.

    He noted that most of the forest reserves and trees on production landscape were managed without basic management principles.

    The minister said that allocations of timber resources were no longer based on technical considerations but on political patronage.

    Usman said that government, after considering all the loopholes, would provide the enabling environment and funds to encourage meaningful participation of relevant stakeholders in efforts to attain sustainable utilisation of forest resources.

    “The meeting must consider the fact that deforestation and forest degradation negatively affect the ecosystem.

    “The meeting must come up with investment opportunities and financial actions to achieve sustainable forest management for income generation and poverty reduction,’’ he said.

    The FAO Representative in Nigeria, Mr Suffyan Koroma, said that for the successful implementation of the NFIP, FAO had provided the necessary support for ECOWAS states in the development of the roadmap.

    He said that the main objective of the workshop was for participants to review and improve the draft NFIP document, prior to its adoption as advocacy and resource mobilisation tools at all levels.

    Koroma, who was represented by Hajiya Sadiya Ibrahim, an official of FAO, said that the workshop would also conduct substantive discussions of the forest investment programme for 2018-2022 and revise the investment requirements.

    He said that the expected results of the workshop included how the prioritisation and estimation of the cost of the priority national actions were analysed and improved.

    He said that the roadmap for the effective implementation of the NFIP would also be established.

    To achieve this, Koroma said that FAO had also strategically engaged key stakeholders in the environment sector to implement interventions that would reduce deforestation and degradation without having adverse consequences on the environment.

    He, therefore, urged participants to review and improve the draft NFIP document so as to put in place a good roadmap for the effective implementation of the plan.

    Dr Johnson Boanuh, the Director of Environment Directorate, ECOWAS, said that the workshop was aimed at reviewing and improving the draft investment plan for validation by the national actors.

    He said that the workshop would also serve as tools for advocacy and resource mobilisation for sustainable forest management at the country level.

    “In the last two years, 14 national forest programmes have been prepared, leading to the successful validation of 11 of the programmes.

    “The 12th in the series is to examine and enrich the draft document by the stakeholders for its use as an advocacy and resource mobilisation tool for sustainable forest management at the country level,’’ he said.

    The participants of the two-day workshop were drawn from ministries of environment across the country as well as other relevant agencies.

    FEC okays transaction parties for $1 billion Eurobond

    The Federal Executive Council (FEC) on Wednesday approved the appointment of transaction parties for one billion dollars Eurobond issue.

    The Minister of Finance, Kemi Adeosun briefed State House correspondents at the end of the FEC meeting chaired by President Muhammadu Buhari.

    She was in the company of Minister of Information, Lai Mohammed and Minister of Environment, Amina Mohammed.

    The transaction parties, she said, included Citigroup, Standard Charted bank, Standbic IBTC, Whiten case, Banwo and Igodalo and Africa Practices communications advisers.

    She said: “The one billion Eurobond program is part of the funding for 2016 budget and we hope to be able to commence the process in January. We obtained certificate of no objection from Bpp for the appointment of those parties having undertaken fully competitive open tender process.

    “We are confident that we will be able to complete the transaction expediently with significant interest. The oil price stability obviously is helping us, currently there is quite a bit of demand for emerging markets papers,” She said.

    According to her, Nigeria’s paper is currently trading around 7 to 8 percent mark.

    The minister added: “Angola came out in November with bench UAD I.56 and Gabon in June  did 8.25 plus Ghana in September did 9.25. We are expecting to get quite a competitive pricing on the issuance program which I said is to be used for the purpose of funding capital projects in the 2016 budget within the month of January.

    “The other thing to note is that these parties that have been appointed would run any Eurobond issuance program that we do for the next three years so that we don’t have to keep on re tendering unless there is a major problem with any of them they will be our parties for the next three years,” She stated.

    The Minister of Environment said that the Council considered finalizing the amendment of the gazette for the establishment of the hydrocarbon pollution restoration process/purchase.

    The gazette, she said, is the vehicle that is supposed to have all the government structures to will allow clean up in the Niger Delta starting with Ogoni land and the implementation  of the UNEP report.

    “Why is this so important, well what we have said in the past the past gazette did not put in place some of the government structures we need such as the government board, like the board of trustees or a structure that would be held accountable for the enormous amount of money that is already available to be spend and additional monies that we can leverage from the money that we have that is being offered by different partners.

    “This now will enable us to put more structure to the board of trustees who require a legal entity to put the resources in and then we hope that in the new year we will begin to roll out, to begin with the building of the centre of excellence, the integrated soil treatment centre will also go up and then we begin training, but in this case we start training many of the women on the livelihood side in the many of the contaminated areas.

    “Of recent, you would have heard that in Ogoni land itself we have pipelines …. I’ve visited there…those that are most affected there are the women farmers. So we have to find better ways of speaking with communities but also ensuring that livelihoods of women are not affected.

    “We are also speaking to many of the young people there, we have a good feedback from those who are interested in being a part of the rollout of the clean-up Ogoni land in the new year,” She said.

    FG committed to food security, says Minister

    The Federal Government on Thursday said it was determined to embrace technology that would ensure safe and adequate food for all Nigerians as part of its zero hunger initiative.

    ‎Minister of Environment, ‎Hajia Amina Muhammed, stated this in Abuja during the second National Biosafety conference with the theme: “Biosafety‎, Food Security and Economic Development in Nigeria.”

    The event was organised by the National Biosafety Management Agency (NBMA) in collaboration with the Raw Materials Research and Development Council (RMDRC).

    ‎She stated that the administration of President Muhammadu Buhari was committed to ensuring food security for all Nigerians; hence the reason government is making urgent effort to use agriculture as part of its diversification agenda for our economy.

    The minister stressed that for Nigeria to be food sufficient, there was need to look to the scale of the challenge, underscoring the need for modern agricultural practices, and the need   to increase investment to enhance international cooperation

    She said: “What is clear to me today, there is still insufficient clarity as to how we are going to address as a country, the major concern of ‎Genetically Modified Organisms‎ (GMOs).

    “In furtherance to its commitment to zero hunger, the government will ‎embrace technology that will provide safe and adequate food for Nigerians, hence, the government established NMBA to enable Nigerians benefit maximally from the practice of safe modern biotechnology.

    ‎”Before the end of the year the ministry together with NBMA will produce a policy document that ‎will give that charity so that you can see and get pass those  concerns for us to actually get on to the business of regulating and making everything.”

    In his remarks, the Director General, NBMA, Dr. Rufus Ebegba said ‎biosafety regulation of modern biotechnology and GMOs was very crucial for safety assurance and confidence building

    He said: “Science and technology are some of the drivers of change and Nigeria as a country cannot continue to look backward for obsolete technologies to drive her socio-economic survival.

    “The opportunities in the adoption of safe technologies are endless and their borders seamless. However strong regulation is required for safety. The presence of National Biosafety Management Act and the National Biosafety Management Agency are assuring enough.

    “This is therefore not the time to get bogged down with fears, or inconsistencies or lethargy. Nigeria cannot afford to stand aloof or left behind in this fast growing world.”

    The DG assured Nigerians to be rest assured of the protection of their health and the environment by the agency on matters concerning GMOs.

    Buhari nominates Environment Minister for AU Reform Steering Committee

    President Muhammadu Buhari has approved the nomination of the Minister of Environment, Mrs Amina Mohammed to serve in the African Union Reform Steering Committee.

    This was contained in a statement issued by the Senior Special Assistant on Media and Publicity, Garba Shehu.

    The committee, headed by President Paul Kagame of Rwanda is tasked with ongoing institutional reforms of the AU Commission and its organs.

    The committee which comprises eminent persons from the continent will work on part-time basis to produce a report for presentation to the 28th African Union Summit in January 2017.

    A versatile and accomplished development practitioner in the public, private and civil society sectors with over three decades experience, Mrs Mohammed had served as the Senior Special Assistant to the President of Nigeria on MDGs, serving three Presidents over a period of six years.

    Until her appointment as a Minister of the Federal Republic of Nigeria in November 2015, she was the Assistant Secretary/Special Advisor to the United Nations Secretary General on Post-2015 Development Planning.

    Buhari approves governing council, board for Ogoniland cleanup

    President Muhammadu Buhari has approved a 13-member Governing Council and 10-member Board of Trustees (BOT), for the cleanup of Ogoniland in Rivers.

    The Minister of Environment, Mrs. Amina Mohammed, announced this in statement signed by the Permanent Secretary in the ministry, Dr. Bukar Hassan, in Abuja, Saturday.

    The minister said the structures would ensure inclusiveness, accountability, transparency and sustainability of the exercise.

    Mohammed acknowledged the concerns raised by stakeholders on the perceived slow pace of the clean up, saying Nigerians have a right to voice their concerns.

    “We have responsibility to deliver. The launch was the first step in a 30-year journey. We continue to make strides toward the implementation,” the News Agency of Nigeria (NAN) quoted the minister as saying in the statement.

    “We ask for patience as we lay solid foundations for the cleanup. The context is complex and stakeholders are diverse. All must be taken along”, Mohammed said.

    Accordig to her, Buhari remains steadfast in his conviction to see Ogoniland and other parts of the Niger Delta cleaned up.

    She said the ministry was working with the Ministries of Petroleum Resources, Niger Delta, NDDC and key stakeholders in implementing the UNEP report.

    The minister said the exercise was a collective responsibility and urged all the Niger Delta communities, especially the Ogonis, to support the remediation and restoration efforts of government.

    The UN report estimated that the cleanup of Ogoniland could take up to 30 years with the initial remediation taking five years and the restoration another 25 years.

    President Buhari inaugurated the clean up on June 2 at Bodo in Gokana Local Government Area of Rivers.

    Buhari to launch UNEP clean-up of Ogoni June 2

    Barring any last minute change of plans, President Muhammadu Buhari is expected to launch on June 2 this year, the clean-up of Ogoni land, recommended by the United Nations Environment Programme (UNEP).

    The disclosure was made Thursday by the Minister of Environment, Mrs. Amina Muhammed, at the Government House, Port Harcourt, while being received by the Rivers Governor, Chief Nyesom Wike.

    The minister, who was represented by the Minister of State for Environment, Alhaji Ibrahim Usman Jubril, stated that the team was in Rivers to seek collaboration and cooperation with the state government and Ogoni stakeholders in the implementation of the UNEP report.

    The Rivers government also assured of its preparedness to collaborate with the Federal Government in the implementation of the recommendations contained in the report of UNEP on environmental assessment of Ogoni land.

    Wike, who was represented by his deputy, Dr. Ipalibo Harry-Banigo, expressed happiness with the commitment of the Federal Government in the implementation of the UNEP report, noting that the devastation of the Niger Delta environment had impacted negatively on the people.

    Rivers governor said: “As a state, we strongly reiterate our support towards the holistic implementation of the UNEP report on Ogoni land. We are excited to see the drive of the Minister for Environment in ensuring that the Ogoni clean-up exercise becomes a reality.”

    Wike also expressed the readiness of the Ogoni people and indeed Rivers state to cooperate and collaborate to see the successful conclusion of the clean-up exercise, in accordance with internationally-acceptable standards, to enable the people to return to their farmlands.

    The governor noted that his administration was determined to do all within its powers to provide people-oriented governance, disclosing that efforts were on to restore the garden city status of Port Harcourt.

    The minister for environment also assured that the clean-up of Ogoni land would be driven by all stakeholders in the region and would ensure that the people benefit from it.

    Muhammed lauded the Rivers government for the warm reception accorded the team, stressing that it was an indication that the Federal Government could partner with Rivers in many areas.

    Jonathan’s N9.2b stoves for rural women

    President Goodluck Jonathan has released N5 billion out of the N9.2 billion for the purchase of clean stoves for rural women.

    According to the Minister of Environment, Laurentia Mallam, who confirmed this on Monday, Messrs Integra Renewable Energy Services Limited, has been given N1.3 billion from the N5 billion released by the Federal Government.
