  • My people are being killed on daily basis – Emir of Birnin-Gwari 

    The Emir of Birnin-Gwari in Kaduna State, Malam Jibril Zubairu Mai-Gwari II has cried out that people are being killed in his Emirate on daily basis.

    He therefore asked the Federal Government to intensify efforts at getting rid of the bandits terrorizing the area.

    The Emir made the call at his palace on Tuesday evening while receiving the Minister of Interior, Lt. General AbdulRahman Danbazzau (rtd) and Deputy Inspector General of Police Operations, Habila Joshak who both visited Birnin Gwari.

    The Minister and DIG were is Birnin Gwari on assessment of the security situation of the area, where killings and kidnap of innocent citizens have become the order of the day.

    It would be recalled that, 11 soldiers on Operation ‘Ayem Akpatuma’ were killed in the area two weeks ago, while nine persons, including a bride were kidnapped last Sunday after killing of two persons.

    Speaking on the situation, the Emir said, armed bandits terrorizing his domain hibernate in Zamfara and come to attack in Birnin Gwari and hibernate in Birnin Gwari and go to Zamfara to carry out attacks.

    He said, he had to cry out about their predicament, because until the coming of the Minister, they felt they were not part of Nigeria.

    He however expressed optimism that, with the coming of the Minister, the security situation will improve, saying that, “people are being killed here on daily basis. Just day before yesterday, two people were killed and nine others, including a newly wedded bride were kidnapped.”

    The Emir also asked the Minister of Interior to tell President Muhammadu Buhari to rehabilitate Kaduna-Birnin Gwari-Jebba road, which has been in a deplorable state for a long period.

    According to Emir of Birnin-Gwari, “the Abuja-Kaduna-Kano road has been awarded for rehabilitation because big people like Senators and Governors pass through the road. Yes, we know they don’t pass here, but the road is very strategic to the economy of the country. Finished goods and raw materials are transported through here to and from Lagos.” He said.

    In his response, General Danbazzau said that Federal Government was very concerned about the situation in Kaduna State, particularly the Birnin Gwari axis.

    He however disclosed that his coming to the area alongside the DIG Operations and Kaduna State Commissioner of Police, Austin Iwar was to assess the security situation of the area. “God willing, we are going to map out strategies to address the continuous killings of innocent lives, kidnapping and cattle rustling”.

    “I want to assure you that, the Federal Government remains committed to protecting lives and property of every Nigerian. We will not take banditry, we will deal with them accordingly,” he assured.

    Arms from Libya, Yemen, others fueling crime in Nigeria – Dambazau 

    Proliferation of firearms being smuggled in from Libya, Yemen, Mali, Niger and Chad and increasing use of illegal drugs are responsible for the worsening crime situation in Nigeria, Minister of Interior, Lieutenant General, Abdulraman Dambazau (rtd) has said.

    The minister also asserted that the farmers/herders conflicts being witnessed in some parts of the country has no ethnic or religious colouration, stressing that it is a regional problem over sharing of land and water resources.

    According to Dambazau who met the Inspector-General of Police,  Ibrahim Idris, Commissioners of Police and other senior officers at the Force Headquarters in Abuja on Wednesday , security and agriculture ministers from West and Central African nations will comprehensively address the issues at a conference scheduled to take place soon.

    On proliferation of firearms and their sources, the minister said: “Firearms and drugs are drivers to violent crimes. They do not cause the crimes that we are witnessing but they drive them.

    “As police officers, we have a role to play; weapons are drivers to criminal violence. There are huge numbers of the weapons in circulation and we know the sources.

    “Some of these weapons come from Libya because of the instability, Mali, Yemen, Niger, Chad. We also know that some of the weapons come from Niger Delta by way of trade by barter involved between oil thieves and militants.

    “They exchange oil for weapons. We know the sources and we also know that they come through armed merchants through our ports and seaports but we must do something about them because the weapons give confidence to criminals and they kill without thinking about it.

    “They are easily accessible because you can either buy or acquire.”

    On the way forward, the minister urged the police to enforce the law of firearms and also widen the scope of the law.

    He said: “You must enforce the law against illegal possession of firearms and we must also widen our enforcement to include local made weapons that are not classified as firearms.

    “We must widen our law to include those ones that are not presently included and as for me, anyone found to be in possession of firearms would be assumed to be a violent criminal. He is either armed robber, terrorist, cultist, militant or bandits.”

    On farmers/ herders conflicts, he said: “Today, in the front burner of issue of security is rural banditry and herders /farmers conflict. These are issues that have a lot of dimensions and for us to deal with the issue of farmers/herders conflict; there is need for us to look at it from multidimensional approach.

    “Realising that this issue has regional implication, the ECOWAS President and some members  we find it necessary to organise conference that would involve ministers in charge of Internal security and agriculture in the West and Central Africa region.

    He went further to say: “We tend to look at the issue as a local problem but it is not, it is rather a national and regional problem. It is not a religious problem neither is it an ethnic problem, it is problem that has to do with resource sharing; water and land and we must find a way to deal with it.”

    Also speaking, the IG disclosed that the Nigeria Police Force loses over 9000 policemen to retirement, sickness, death and dismissal every year.

    The police chief also said the Force is currently struggling with manpower shortage.

    He said Nigeria Police Force was lagging behind the ratio of one policeman to 400 citizens as stipulated by the United Nations.

    He however said 6000 policemen would be recruited in few months’ times to fill the vacancies in the rank and file cadre.

    He said: “The issue of manpower is one of the challenges the police is facing and every opportunity I have, I tell stakeholders that there is need to look into the manpower strength of the police force.

    “Presently, if you look at the UN ratio, the police is supposed to operate in this manner; 400 citizens to one policeman and presently if you look at our strength,  we are just 308,000 to cover about 182million Nigerians.

    “If you look at the ratio, Nigeria Police is operating about 600 citizens to one policeman. Definitely the ratio is below that of the United Nations. The issue of recruitment has been taken serious by us and the government.

    “Between 2011 and 2015, there was no recruitment until last year and they have been trained and deployed to Commands.

    “This year, we got approval to recruit 6000 for the rank and file to add to the recruitment we have.  If you look at it, statistics wise, Nigeria Police forces loses 9028 officer every year through retirement, sickness and death and dismissal.

    “Obviously, there is need for us to conduct recruitment to fill the vacancies and like I said, the wastages is over 9028 and there is need for replacement and that is what we are struggling with presently.”

    “The federal government approved 6000 recruitment of rank and file in the police force. We are working out the modalities and I’m definitely sure, in a month, we are going to conduct that recruitment.”

    The IGP who expressed optimism that in few months’ time, the Police Trust Fund Bill which is before the national assembly would be passed added that the passage of the bill would make the Force carry out their duties effectively.

    On illegal firearms, he said the Force would soon construct public armoury to store recovered firearms as stated in Firearms Act.

    He said: “We want to check the abuse of firearms all over the country. If you check the firearms Act, one of its provisions is public armoury in each Command where the illegal weapons recovered are stored and I’m sure all over the country, no Command has public armoury.

    “Public armoury has not been constructed and these are issues that we need to address. We have to see how we can construct the armoury where we would store illegal arms and ammunitions from various citizens across the country.”

    FG declares Dec 25, 26, Jan 1 public holidays 

    The Federal Government has declared Monday 25th, Tuesday 26th December 2017 and Monday 1st January 2018 as Public Holidays to mark Christmas, Boxing Day and New Year.

    Minister of Interior, Lt. General (Rtd) Abdulralman Dambazau who made the declaration on behalf of the Federal Government, enjoined the Christian faithful and all Nigerians to use the period in praying earnestly for the betterment and development of Nigeria. 

    According to a statement issued on Wednesday by the Permanent Secretary, Ministry of Interior, Abubakar Magaji, the minister also called upon Nigerians to strengthen their resolve to maintain peace and unity in Nigeria.

    Dambazau further urged all Nigerians, both at home and abroad, to support the administration of President Muhammadu Buhari in its determination in improving the quality of life of Nigerians.

    He wished Nigerians a Happy Christmas and New Year celebrations.

    FG, National Assembly pledge to fix Fire Service

    Minister of Interior, Abdulrahaman Danbazzau, Wednesday pledged the effort of the Federal Government to turn about the Nigeria Fire Service.

    Danbazau who also commended the determination of the National Assembly to assist in the turnaround of the Service, noted that until the coming of the President Muhammadu Buhari administration the Fire Service was in comatose.

    The Minister gave spoke in Abuja at a two day international fire conference and exhibition organized by the Senate and House of Representatives Joint Committee on Interior

    He described the state of affairs of the Fire Service as deplorable before the coming of the present Administration.

    He noted that the quick intervention of the National Assembly in appropriating the needed funds for operations and purchase firefighting equipment contributed in ensuring that fire safety and prevention standards are met to international requirement.

    Danbazau who noted that it is important that certain infrastructure in the country should be protected, noted that Nigeria has in the last 30 years witnessed fire disasters involving critical facilities amounting for colossal loss of lives and valuable property.

    He described the effect of fire outbreaks as retrogressive to infrastructural development capable of causing mass unemployment and insecurity.

    The Minister stressed the need for further intervention by the National Assembly in coming out with legislations that will strengthen the Nigeria Fire Service which “if given the right trainings, resources and equipment can prevent outrageous situations.”

    He said, “The minister hoping that with the trend of support received so far by the present administration the Nigeria Fire Service would be one of the best in five years to come, but observed that it has a long way to go before meeting international standard.”

    Chairman, Senate Committee on Interior, Senator Andy Uba attributed major causes of fire outbreaks to human error.

    Senator Uba said that there is a general consensus that there is the need to mitigate the trend, by stopping the fire outbreak before they start.

    He also stressed the need to reposition the Fire Service delivery to make it more modern and more efficient, to investigate the root causes of fire especially in commercial centers, within the oil and gas sector that recorded the highest number of incidents.

    Uba promised that the National Assembly will create a framework for legislative intervention either through the instrumentality of the national budget, oversight, amendment to existing pieces of legislation or formulation of new laws.

    The Federal Government has declared Friday, Sept. 1 and Monday, Sept. 4 as Public Holidays to mark the Eid-el-Kabir celebration.


    The Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazau‎, made the statement on behalf of the Federal Government on Monday in Abuja.

    Dr Rufai Attahiru, overseeing the Office of the Permanent Secretary in the ministry signed the statement in Abuja on Monday.

    The minister urged Muslim faithful and all Nigerians to use the occasion to pray for peace, unity, prosperity and the stability of the country’s democracy.

    Dambazau called on Nigerians to join hands with the government of President Muhammadu Buhari, in its determination to build a peaceful and harmonious country.‎

    He assured Nigerians of safety in all parts of the country, emphasising that security agencies had been directed to maintain peace and protect lives and property during and after the celebration.

    Danbazau condemned in strong terms, the prevalence of hate speeches in the country and warned that the Federal Government would henceforth deal with perpetrators according to the law.

    He stressed that government would continue to foster peaceful coexistence, national cohesion and stability in its march toward actualising the full potential of Nigeria.

    The minister wished all Nigerians a most rewarding and Happy Eid-el-Kabir celebration.‎

    Security chiefs debunk reports of 150 deaths in C/River communal clash

    The Cross River State Commissioner of Police Monday said reports that 150 persons were killed in the clash between Wanikade and Wanihem communities in Yala local government area recently, were untrue.

    Speaking when he received the Minister of Interior, Lt. Gen. Abdulrahman Dambazau (rtd), who was on a fact finding visit following the reports, in the company of all the security commanders in the state, Inuwa said going by details of their findings in the aftermath of the communal clash, the alarming figure of 150 persons reported killed were false as nobody in both communities could give names of those killed nor show graves of those that were claimed to be killed and buried.

    “What they told us is that their cultural practice is to bury immediately anybody that is killed at battle fronts but when we insisted to see the graves of some, only one grave was shown to us. And as for the number of houses destroyed, the figure was also false because the totality of the houses in the communities can be sum up to only about five hundred and not all the houses were destroyed, so we wonder where they figure of over 1200 houses being destroyed were gotten,” he said.

    The Brigade Commander of the 13th Brigade Army in Calabar, Brigadier-General Ismaila Isa, corroborated the briefing by the Commissioner of Police saying that incidentally he was around the area when the news broke.

    State Director of the Department of State Security Services DSS, Mr. Fubara Duke, also speaking along the same lines said, “if the number of death is to be put going by the single grave shown us, then it’s only one. Though houses were destroyed but certainly not the figures given because the total number of houses in the two communities are far less than what is said to have been destroyed.”

    The Minister was also briefed by heads of Immigrations, Customs and Civil Defense in the state before he proceeded to pay a courtesy visit on the state governor, Senator Ben Ayade.

    At the governor’s office, Lt. Gen. Dambazau told Ayade that the Federal Government heard news of the communal clash and the alarming number of deaths which prompted his coming to the state.

    He said that though reports he had gotten showed that the figures were not true, every life was important, hence he will visit the communities himself to see how both short and long term measures would prevent a reoccurrence of such clash.

    Cross River State Governor, Senator Ben Ayade thanked the Federal Government for the prompt response.

    He said the President, Muhammadu Buhari, and the Acting President, Professor Yemi Osinbajo, have shown love and concern for Cross River State.

    He said the state was grateful and was praying that President Muhammadu Buhari will recover soon.

    70 % of prison inmates are awaiting trial – Danbazau

    The Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazau, on Sunday said ‎that more than  70 per cent of inmates in Nigerian prisons were awaiting trial.

    Dambazau disclosed this when he visited Kano central prison along side the state governor to mark this year’s Eid-el Fitr celebration.

    The minister said the decision to visit the prison was to show to the inmates that the government was aware of their existence.‎

    ‎“‎”The high number of awaiting trial inmates is worrisome, because the prisons are meant for convicts, but you find out at the end of the day that more than 70 per cent of the people there are awaiting trial inmates,” he said.

    He said that some of the inmates  were supposed to stay for few years but ended up staying for up to  15 years while awaiting trial.‎

    Dambazau, however, commended the ‎state governor for giving a vast piece of land  for the building of 3,000 capacity modern prison in the state.

    ‎Earlier, Gov. Abdullahi Ganduje‎ said he had secured the release of 50 inmates and also approved the release additional 500 inmates in prisons across the state.

    He said that the gesture was part of the activities to celebrate Eid-el Fitr celebration in the state.‎

    Ganduje  said the beneficiaries were selected based on gravity of their offence and sign of reformation while in prison.

    He advised them  to desist from acts that would warrant bringing them back to prison.

    He also said the state government would assist them with some money to enable them travel back to their communities.‎(NAN)

    The Federal Government has declared Monday, June 26 and Tuesday, June 27 as Public Holiday to mark Eid el Fitr.

    Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazau made the annnouncement on behalf of the Federal Government on Thursday in Abuja.

    He‎ enjoined all Muslim faithful and Nigerians in general to use the occasion of the celebration for sober reflection and pray for peace, unity and progress of the nation in its march to nationhood.

    ‎Dambazau urged all Nigerians to shun hate speeches and divisive tendencies and join hands with the government of President Muhammadu Buhari to build a peaceful, strong and united Nigeria.

    He assured of a Nigeria, ‎which guarantees fundamental freedoms, including the right of residence in any part of the country, as enshrined in the Constitution of the Federal Republic of Nigeria.

    ‎The minister reaffirmed the determination of the Federal Government to protect all lives and property of Nigerians.

    He warned hoodlums not to test the will of the administration.

    The minister said the government has the capability to deploy security agencies to deal with any individual or group that may threaten the corporate existence of the nation, as well as the peaceful co-existence of the people.

    He ‎further assured Nigerians of the government’s resolve to be just and fair to all.

    The minister wished Nigerians a peaceful and rewarding celebration.

    …Urges Interior Minister to probe 32 deaths in Lagos prison

     

    A group, Citizens United for the Rehabilitation of Errants (CURE-Nigeria) has faulted claim by the Nigeria Police Force (NPF) that it recently deployed 221 police personnel for the protection of Governor Nyesom Wike of Rivers State.

    The group queried the rationale behind such deployment of security personnel to an individual in a society where majority of the citizens are expose to insecurity.

    CURE-Nigeria has also written the Minister of Interior, Abdulrahman Dambazau over the reported death of 32 inmates in a Lagos prison in a year.

    On the large number of policemen attached to Wike, the group, in a statement by its Executive Director, Sylvester Uhaa, said the attachment of such large number of policemen to a governor with access to monthly security vote, was an indication that the security of the poor did not matter to the state.

    “This deployment is a clear indication that the lives and security of the masses do not matter, and that the Police Force is committed to protecting the rich and the powerful at the expense of the masses, who need more protection by law enforcement because they live in the most vulnerable locations and in most vulnerable situations.

    “If this deployment must continue, the NPF owes Nigerians, whose taxes are used to maintain these 221 officers, an explanation on why Governor Wike should have this number of police officers attached to him, while millions of Nigerians are left unprotected,” it said.

    On the death in Lagos prison, CURE-Nigeria urged the Minister of Interior to ensure enhanced deployment of health and other necessary facilities to the nation’s prisons to avert such avoidable death in future.

    “We call on you (the Minister) to take immediate and proactive steps to decongest the nation’s overcrowded prisons and juvenile centres and to eliminate to the barest minimum, the use of prolonged pre-trial detention of suspects.

    “We want to state here that the continued detention of suspects for years in the most dehumanising and deplorable conditions, leading to their death reminds us of the Nazi’s death chambers, and we wonder if that is what our country has turned our prisons into.

    “CURE-Nigeria wishes to state that the Nigerian justice system is not a justice system at all because it is crudely and disproportionately unjust against the poor and seeks to protect the interest of the rich and the powerful. Such a system cannot be said to be just,” it said.

  • Passport booklet: FG explores local production to ease scarcity

    The‎ Federal Government says it is seriously exploring the local production of passport booklets in the country as part of plans to save cost and ease the lingering scarcity of the document.

    Mr Sunday James, spokesperson for the Nigeria Immigration Service (NIS) disclosed this in an interview with the News Agency of Nigeria (NAN) on Thursday in Abuja.

    NAN reports that the passport booklet is presently being produced‎ by Iris Smart Technology Nigeria (ISTL) through its parent company, Iris Corporation based in Malaysia.

    James said that‎ the Minister of Interior, retired LT.-Gen. Abdulrahman Dambazau had directed for the domestication of the production of the passport booklets in the country.

    He, however, did not give details of the directive, claiming that he was not to be preview to it‎.

    James assured that notwithstanding the measure, the NIS was working round the clock to ensure sustained delivery and distribution of the booklets across all its commands in the country.

    “The Comptroller-General of the Immigration Service, Muhammad Babandede, wishes to inform the general public and most especially those who have approached our Passport
    Processing Centres of recent, that the Service now has standard Passport Booklets in sufficient quantity for issuance.

    “All Passport Control Officers have been directed to clear the backlog of outstanding applications,” he said.‎

    Mr Ehisienmen Osaigbovo, the Press Secretary to the Minister of Interior,told NAN that the minister was committed to resolving all issues relating to the passport production.‎

    Osaigbovo said that the minister had set up a committee, headed by the Comptroller-General of the Nigeria Immigration Service (NIS) to look into the local production of the document and resolve the challenge posed by its scarcity.

    He said the committee was also charged with the responsibility of exploring ways of starting the local production of the passport booklets, in view of the numerous advantages.

    “You know if we produce the booklets locally, we will be safeguarding the critical database of Nigerians, safe foreign exchange and create more employment,” he said.

    He further said the committee was set up to iron out all the legal issues associated with the current contract with ISTL with a view to ensuring local production and involving the Nigeria Security Printing and Minting Company in the production.

    NAN investigation reveals that ISTL had in 2016 requested an upward review of the price of obtaining the passports‎ due to what it termed the increased cost of production and falling exchange rate of the naira to the dollar.

    Nigerians all over the country and abroad have continued to complain about the delay in getting and renewing their international passport due to the scarcity of the passport booklets.
