    Shop owners and other petty traders have locked their places of businesses to attend the rally.

    It is all the way to the airport songs and ovation for the presidential candidate by youths, women and children.

    However, hundreds of thousand supporters and well-wishers had since the early hours of Wednesday made their way to the Sultan Abubakar III International airport to witness the arrival of the party’s presidential candidate, President Muhammadu Buhari.

    Accordingly, the Ginginya township stadium Sokoto venue of the rally is fast taking shape with yet a mammoth crowd of supporters trooping in their large numbers into the venue.

    First on arrival to the venue for the all-important rally are, the National Leader and Jagaban Borgu,.Sen. Bola Ahmed Tinubu, the Director General, Presidential campaign Council, Minister of Transport, Rt. Hon. Rotimi Chibueke Ameachi, the Minister of Interior, Abdulrahman Danbazau among other party officials.

    Meanwhile, the venue is strategically given tight security with the visible presence of stern-looking military men, the police, NCSDC personnel, FRSC, Immigration among other relevant organs controlling the inflow of crowd that is fast overwhelmingly growing beyond the stadium capacity.

  • Don’t allow Amaechi to deceive you, Secondus urges Southeast

    National Chairman of People’s Democratic Party (PDP), Prince Uche Secondus on Friday accused Minister of Transport, Rotimi Amaechi of trying to deceive people of the south east zone with his call on them to vote President Muhammadu Buhari in 2019 and be rewarded with Presidency in 2023.

    Amaechi had at a convocation lecture of the Nnamdi Azikiwe University in Awka on Wednesday urged Ndigbo to join main stream politics by supporting the APC which he claimed remembered the south east more than the PDP that ruled the country for 16 years.

    But Secondus, while speaking in Afikpo town in Ebonyi state at a rally organised to honour Governor David Umahi, urged the people of the South East not to allow Mr Amechi to deceive them.

    He also accused the ruling APC of marginalizing Ndigbo and minority groups in the country.

    “We will not be deceived; nobody can pull the wood on our eyes any more. The best party for Ndigbo is PDP and that is where the future is. No one will deceive us. A minister went to University at Awka the other day talking about APC and the chances of Ndigbo, that’s another deceit and he cannot succeed.  We have been meted here with
    deceit and lies and nepotism”.

    “When we talk about how they have instituted nepotism, they will say it is a hate speech. Our people have been marginalized, our party was founded on the ground of National unity and that’s why nobody can lay claim on this party.

    “When you cannot include Ndigbo and the minority in your government and you expect such people to be happy. PDP will restore the dignity of Ndigbo and the minority in the country. PDP was in government for 16 years and it was all inclusive government. Even the opposition were appointed “, he said.

    He commended Governor Umahi for his development strides and unity of the party in the state.

    The National Chairman also promised that their will be no imposition of candidate by anybody in the party in next year’s election.

    In his remarks, Umahi said despite attempts to destabilize the PDP by the opposition, the party will remain strong and united.

    He expressed dismay that former Governor of the state, Chief Martin Elechi who he described as his grandfather was teaming up with the Minister of Science and Technology to wrestle power from him in 2019.

    “I came by the mighty hands of God. You know the irony of life? In 2007 when Dr. Onu who is the Minister of Science and Technology was contesting against the same Elechi, I was supporting Elechi and all my properties in the village; my country home, my filing station, my hotels were all burnt down. Dr. Onu’s supporters burnt them down because I was supporting Elechi. Today, two of them have teamed up against God’s own anointed,” he said.

    The governor of Oyo State, Senator Abiola Ajimobi is presently playing host to his counterparts from Jigawa and Kano State, Governor Badaru Abubakar and Governor Umar Ganduje respectively as well as the Minister of Transport, Rotimi Amaechi and the APC national secretary, Alhaji Mai Mala Buni.

    Ajimobi and his visitors, as at the time of filling this report are still in the Oyo State Government House, Ibadan where they were having a private meeting.

    Although the issues being discussed were not made known to the journalist, feelers have it that the private meeting had to do with the sundry issues within the party and the recent incursion of herdsmen across the country. 

    Ajimobi was overheard while welcoming the visitor commending the Governor Ganduje on his initiative of addressing the cattle ranching issue that has been causing serious misunderstanding between farmers and herdsmen across the country.

    None of the visitors addressed the press nor answered any question when approached by journalists.

    The visitors who stormed the Agodi Governor’s Office at about 6: 40 pm, was initially received by the governor himself in his private office before leaving for the government house House in their convoy of vehicles, where the private meeting is holding.

    Journalists who had stormed the governors private office where visitors were usually hosted, expecting to be briefed and address on the mission of the visitors were jolted and disappointed when on the entry of the governor to the private office, were told to excuse the group, with Governor Ajimobi emphasizing that the visit is a private visit.

    As at the time of filing the report, no report, no news has been released on the visit by the visitor who was also gathered that would be on their way to Lagos immediately after the private meeting.

    Amaechi: why Buhari calls me ‘executive driver’

    The Minister of Transport, Rt. Hon. Rotimi Amaechi, last weekend in Lagos had an interaction with select editors. The former Rivers State governor, who restricted questions to the affairs of his ministry, explained the Buhari administration’s comprehensive plan for rejuvenating the comatose rail system, the challenges being faced along the line and how the challenges are being tackled. DELE ADE-OLUWA was there. Excerpts:

    THIS administration has an ambitious rail project but the question remains, why are you piling up loans instead of developing the rails through the Public Private Partnership (PPP) or getting private companies to come and finance it instead of loans and public funds?

    I challenge anybody to show me anywhere in the world where railway lines are built by private funding business. For them, it does not make any economic sense for a private business to put money in railways. There is nowhere in the world where railway has been constructed by private funds.

    But what has the Transport Ministry, under your leadership, been doing to revamp the railway?

    There are three key factors that aid development. The first is steel and you know Nigeria has no steel; the next is power and the third is railway. Railway is expensive to construct, private funds are not used to construct railways. We are fixing all the narrow gauge, which is about 3,500 kilometres. GE (General Electric) and the consortium is expected to bring $2.7 billion to fix the old rail line from Lagos to Kano, to Funtua. They will also fix from Port Harcourt to Maiduguri, and they will recover their funds for 20 to 30 years depending on what we agree on. But when it comes to construction, which private company will bring $1.5 billion for the construction of the Lagos-Ibadan railway line for instance? So, usually, the government bears the brunt so that the economy can grow.

    Imagine that we finish re-constructing the narrow gauge. The day we made the rails to function, the price of tomatoes would reduce drastically because we would then be able to convey cheaply and more conveniently, bulk quantities of tomatoes from the North to Lagos and other states in the South.

    So, the objective of this government is to ensure that at least all the state capitals have rail services. So, if you check Lagos-Ibadan, it will be completed in December 2018. By January 2018, hopefully if we get the loan, we will start Ibadan-Kano. We have constructed Abuja-Kaduna and we are constructing Lagos-Ibadan. We will not wait for that to finish but by next year, we will start Ibadan-Kano. Once we complete that, we have 1,500 km standard gauge but we had earlier given the contract to China Civil Engineering Construction Corporation (CCECC), hoping that the Chinese would fund Lagos-Calabar. The Chinese came back two months ago and said they don’t have money to fund the Lagos-Calabar rail project. So, we are going round looking for money; we have proposals.

    Some people have indicated interest in funding part of the Calabar-Port Harcourt rail project and we are talking with them. We are talking with other groups who want to fund Port Harcourt-Maiduguri. The central line we intend to complete next year starts from Itapke-Warri. The president has directed us to start from Abuja-Itakpe but by next year, we are sure to launch the train services from Itapke-Warri while we are looking for money to construct Abuja-Itakpe to join the one we have completed from Itakpe to Warri.

    But these are plans…?

    They are not just plans, they have gone beyond planning. Most of those we are discussing with, we are not just talking about taking loans, what we are discussing with them is for them to bring ten per cent equity, while we (FG) bring ten per cent equity. The company we would form as special-purpose entity, SPE, will then borrow the remaining 80 per cent.

    What we are trying to do is to also get private individuals to join us to borrow the money and run it; and because their company has participated in the loan, they will all run it to pay back.

    So, you have a stake?

    Yes, we have a stake. So, we allow them to run and see whether they can recover the money while we make our contributions to pay part of the money.

    Can you give some kind of timeline?

    You can’t do that until you have all the funds. I will be able to say that by June 2018. But, I can tell you that Lagos-Ibadan will be completed in December, 2017. Don’t forget that the contract for the Lagos-Ibadan is three years but because I know Nigerians wanted to see results, I told them no because the Chinese government told us that they construct 1000 km per year, so, why should 126km take them three years? They said it was a double carriage way but I told them that even if it was a double carriage way, they should break themselves into gangs and that five gangs could complete it in a year. That is what they are doing and by December this year, they will start laying the tracks.

    Tell us your plans for Apapa, especially with the traffic gridlock on that axis.

    We are talking with GE to initiate what we call the interim phase agreement. The interim phase agreement is a plan to put in place a structure that can get the rail to start running no matter how slow.

    Nigerians will be interested to know when the trucks will leave Apapa.

    I don’t know about the trucks… I was explaining to you that there was an interim phase agreement and it is to enable us put the cargo on the rail. So, GE is bringing in six narrow gauge locomotives in the next one month, they will also bring in 100 wagons. With the six locomotives and 100 wagons, we will then begin to transfer the goods from the seaport.  All Lagos bound freights will likely be transported to Papalanto. I won’t accept Ebute Metta because trucks have taken over the roads.

    So, I said instead of that, they should move to Papalanto and pick up their goods but the non-Lagos goods should go straight to their locations, no matter how long it takes them to drop all of them in Papalanto. The best thing is to leave all Lagos goods at Papalanto and the rest goods will be transported direct to their destinations. That I have directed.

    We are in a hurry because some of you are not patient enough, you want the results delivered despite the time constraint that we have.

    It is a good plan but it is an over ambitious one.

    It is good to have ambition.

    You probably may not be able to deliver with the rate you are going…

    Let me tell you why one should be ambitious. Lagos-Kano was on board in 2006, the Lagos-Calabar was on board before we came in. President Buhari came and said we should not award any contract but that we should construct those two rail lines. You can hear me say now that we are looking for money. People politicise the issue of railway, but it has to do with economics and has nothing to do with politics.

    By the way, it is enough if we get the narrow gauge to 200kph but Nigerians said they want speed train. So, it is the politicisation of development but what I tell people is that they should not politicise development, we are Nigerians.

    So, if the President tells the Minister for Transport, I want you to deliver the railways but one thing I can say to the public is that I am not under pressure by the President. The pressure I am under is the pressure of making sure that there is result but not for me to do it in certain areas. The decision to itemise the railway projects is left to me.

    What is driving the rails are economic goals, that is why you see I am pursuing the central line. There are two types of economic zones that you can look at here. One is that the solid minerals are found more in the North East. So, you see why we develop the Port Harcourt rail because once Nigeria leaves oil and goes into mining, you will see the benefit of the rail. If you don’t have rail, forget about mining.

    The reason the President is pursuing the rail is because of the diversification of the economy, if we are going to diversify our economy, it means that we are going to depend greatly on the North East not just for food but for the mining.

    Land locked neighbouring countries do not import through Nigeria again, they import through Lome, Cotonou and Ghana. There are several factors but one of the factors is that there are no rail lines that get up to their countries. So, I believe that if we do the Lagos-Kano and connect from Kano-Niger Republic, they have no reason to say they cannot come to our area.

    The other reason they gave are the numerous checkpoints. If they put their goods on the railways, there is no need for checkpoints, which will boost the economy of Nigeria too. So, the rail development is focused on economic development.

    You are trying to do so many things at the same time. You said you are not under pressure…

    (Cuts in) No, I did not say I am under pressure that is why I am doing all these things. The President is not pressurising me on the choice of where to go. I am under pressure to carry out economic development. Since the President has said he wants to diversify the economy which is his focus and the focus of this government, we are less interested in oil and more interested in economic diversification. If that is what he is saying, then there will be no economic diversification until we deal with railway.

    Because you’re doing so many things at the same time, are you not worried that you may probably not achieve or complete anyone?

    Why don’t you wait till then? I have been a speaker for eight years, my record is there; I have been a governor for eight years, my record is there; I have been minister for two years, why don’t you wait? It was less than six months after I became minister that we fixed Abuja-Kaduna rail line. Don’t forget that it was abandoned before I came for lack of funding.

    What are your big challenges?

    Funding and I have said that several times and that is why you see me trying to run everywhere to look for funds. You see, it is not every country that gives money even if it is at commercial rates. There are so many countries out there looking for money, it is not only us.

    Nigeria is also looking for money to fund the budget.

    Why don’t you for the first time praise the Buhari government? When we came, what was the per capita recurrent ratio? It was below 20 per cent per capita and then, the current was 84 per cent. In our first year, we did 25 per cent. The difference between us and the rest is that we don’t borrow for the government, I hope you got that? We lend money for projects.

    To be paid for by the government…

    Are you saying we should not borrow? We must show a bit of understanding of the issues; you cannot even run the economy without borrowing. There is no economy in the world you can run without borrowing. The United States of America is borrowing trillions of dollars. We have not surpassed the ratio. Every day, we look at the ratio and ensure that we do not surpass it. Are you asking us not to develop?

    Some people have argued that we need to look at the Railway Act of 1965 and amend it

    The Railway Act is before the National Assembly, the Act has been there but I think it has passed Second Reading in the National Assembly and hopefully, they will pass it. Let us give them some time for them to pass it.

    How would you assess this government, especially in your ministry?

    Whether Nigerians accept it or not, we did not promise to perform miracles. We knew there would be challenges. I was chairman of the Nigeria Governors’ Forum, I knew the huge stealing that was going on; I knew that Nigeria was bleeding.

    Now, when we took over what we did not expect as we landed was that oil price would crash the way it crashed. We didn’t also know that there was a political plan to drown the economy if they lost. While we looked at the economy when we came in, our economic experts said we needed to spend ourselves out of recession. We were told that we needed to pump money into the system. Which government has come to power and started paying contractors of the other party that was in government?

    Did you mean contractors of previous governments?

    Other governments will ignore them and employ their own contractors; instead, the President directed that we needed to put money in the system for two reasons. One was to bring back the economy, the second reason is that to restore the economy, you have to make the people consume. For the first time, we spent over $1 trillion on capital and most of them, we were paying the contractors for contracts that were awarded by the previous government, including that of Obasanjo, Yar’Adua and Jonathan. We could not award contracts of our own till 2017.

    So, when anybody says assess the government, you must look at what we are doing vis-avis the noise we are making. The problem we have is that we are not making enough noise. Everybody is doing his or her work quietly.

    The Buhari administration…

    Anyone who can’t speak about Buhari does not know the man. I acted as his Director-General for ten months, so, I know the man very well. I know the things he wants and the things he does not like. I can tell you that the man is committed to the development of Nigeria. One good thing about the man is that once he makes up his mind to be focused on the development of Nigeria, he has to achieve that development that he wants.

    What is important to him is a united country that provides for the poor and the rich. Have you seen our convoys? I have not seen a minister that has more than three cars. How many previous administrations have you seen like that? The ministers, realising the spirit of the government or body language, knows that it is the right thing to do; you just know that it is a waste of money to have ten cars for a minister.

    I drive myself, I don’t have a convoy. Anywhere I go, I drive myself. I have always driven myself as Speaker and governor and now as Minister. During the campaign when I drove the President, he used to call me executive driver. It is not about being a minister, it is what I love doing.

    More light on railway development.

    What I have decided to do on the railway is to ensure that we keep to timelines, so the first week of every month, I am in Lagos. During the week, we had a meeting with the Chinese contractors, the Lagos State government, Oyo government, Ogun government, NRC chairman to assess what we did the previous month and see whether we achieved them.

    Our target is to commence laying of tracks by December 2017, we will try but we are having challenges. We have challenges of gas pipelines, we have power assets on the alignment, we have written, no response; we have four bridges that are challenges to us; we have found solutions to three of them to allow the trains pass. We are doing all that and hope that the society will be understanding and give us time to allow us finish. The time they gave us is four years. We don’t have money, so we have to borrow.

    President Muhammadu Buhari has approved $186million to combat and stem the cycle of criminalities on the Nigerian waters.

    The Federal Government has also approved N100m for the dredging of the River Niger.

    The Minister of Transport, Rotimi Amaechi made the disclosure on Thursday, at a-Day National Conference on Fast-Tracking Port Reforms organised  by the Federal Ministry of Transportation in collaboration with The Nation Newspapers and Epsilon Limited in Lagos.

    Addressing over 800 participants at the forum, Amaechi said that $186m has been approved by President Buhari for the fight against piracy and other criminalities on the waterways.

    Part of the money, the Minister said, would be used to buy three helicopters and three aircrafts among others.

    His words: “Mr. President has approved $186million to fight piracy in our waters. The funds will be used to buy three helicopters, three aircrafts, 12 vessels stationed in the water. In the next 3 months, all of them would be deployed to fight piracy in our waters.

    “We promised change. Change is not talked about, it is felt. That is why we asked that the people should give us time.”

    On the dredging of the River Niger, Amaechi said that N100m has been budgeted for the dredging of the project against the N34b paid by the former administration of President Goodluck Jonathan for the same project.

    “When the River Niger was first approved for dredging by the previous administration, it was approved for N47billion and N34billion was paid to the contractor. Dancers were called in and there was a party.

    “We are not dredging the River Niger with billions of naira, we are dredging the River Niger with just N100m. When we flagged it off recently, did you see us dancing? Was there a party? I just went to see the Governor and told him that the project will start today and will be finished in one month.

    “The Governor said he will accompany me, and I said ok. So, I asked the Governor to flag it off since its located in his State.

    “People are wondering how on earth we are going to dredge the River Niger for N100m when the previous government awarded same contracts for N47billion. But we are going to dredge the River Niger using dredgers owned by the National Inland Waterways Authority (NIWA).

    “NIWA has dredgers, but the previous government preferred to give contractors money to dredge the river with private dredgers while NIWA’s dredgers were lying idle somewhere in Port Harcourt.

    “The NIWA MD told me the agency has dredgers, but it’s been hired out to somebody in Port Harcourt. So we had dredgers, but the previous administration hired it out to some persons in Port Harcourt, while paying a contractor billions of naira to use privately owned dredgers at a very high coat.

    “I told the NIWA MD that I will look for money to fuel their dredgers, and work has started. That is why we are dredging the River Niger with just N100m,” Amaechi said.

    In her speech, the Managing Director, Nigerian Ports Authority (NPA) Ms Hadiza Bala Usman said are the  gateways to international trade and regarded as major accelerators of local economic development.

    “According to the Economic and Social Commission for Asia and the Pacific (ESCAP), the Netherlands has been able to sustain a relatively high economic growth rate because of the Port of Rotterdam, in spite of the intensely competitive environment in Europe.  The success of Singapore is equally attributed to the Port of Singapore which has developed a transport logistic centre and has successfully been able to attract foreign investment.

    “It is thereby acknowledged that the maritime sector, an essential component of the transportation system is crucial for wealth creation.

    “However, a port becomes an active wheel of an economy only if it is run efficiently. One of the key areas of efficiency that our ports require is the national single window .I am pleased to announce that the Authority and the Nigerian Customs service have concluded the operational model for establishing the National single window and will in the next few months commence with the public tender process of selecting the vendors that will deploy the required information technology infrastructure.

    “Presently, the function of a port is not only limited to the traditional activities but has expanded to a logistical platform.  Ports not only perform the basic operations (embarking, disembarking and transferring of passengers and crew, loading, unloading and transshipment of cargo to and from the vessels, storage and warehousing of merchandise on land and stevedoring to and from vessels), they provide inland access and intermodal connections as well as complementary services to shipping carriers,” She said.

    Given the abundant mineral and agricultural resources available in most regions of Nigeria and the desire of the Federal Government to diversify the economy, Ms Usman said there was need to explore opportunities to boost economic development.

    The Federal Government under President Mohammadu Buhari, she said, has identified agriculture and Solid Minerals as upbeat and that the maritime Industry will play a major role in the movement of the produce and minerals to international market.

    “In February this year, all terminal operators and shipping companies were mandated by the Nigerian Ports Authority to set up fast-track desks for export of solid minerals and agricultural produce.  Process of review of associated existing procedures and protocols has been commenced to ensure efficiency and intended results are achieved.

    For the Nigerian ports to play this key role in the economy an efficient rail system will be needed  in moving agricultural produce and solid Mineral from the locations of production that are usually in the hinterlands  to the seaports for export.  The Federal Ministry of Transportation has embarked on a $2 billion concession rail project to be handled by General Electric which will provide the needed intermodal support.  It will cover about 3,500km (2,200 miles) of existing narrow gauge lines from the south western commercial capital, Lagos to Kano in the north and south Eastern oil hub, Port Harcourt, to Maiduguri in the North-East.

    “We are already recording increase in export of agricultural produce. According to the National Bureau of Statistics, in its Trade Intensity Index Report for the Q3, 2016, export of frozen shrimps and prawns for the period July to September were worth over N5billion; Sasame seed export was worth over N4.8billion in the same period; income from cashew export exceeded N2billion; Soya beans yielded over N4billion; Ginger contributed over US$30million

    Developing the ports is very crucial for realising the lofty but achievable development objectives of the Federal Government,” she said.

    In his speech, the Managing Director and Editor -in-Chief of The Nation Newspaper Mr Victor Ifijeh thanked Amaechi for acceding to the request to collaborate with the paper on the port reform summit.

    “This clearly attests to his willingness to make himself available for all initiatives that can move the maritime sector or ward and help fast-track the Nigerian economy.

    “We all know the problems of the Nigerian sea ports, they have been well documented. They have also been the subject of various talks. Nevertheless, until the problems are adequately addressed, the need for more engagements like we are having now cannot be over emphasized.”

    For the Federal Government’s plans for the sector to succeed, the Editor-in-Chief said the port agencies need to integrate their plans and carry along not only the stakeholders but the Nigetian public.

    He urged the forum to create  a peer-facilitated platform which can be used to make the agencies accountable to the goal jointly agreed.

    “Considering the presence of maritime experts at this forum, we are confident that lasting solutions will be provided to the challenges bedeviling smooth ports operation,” he said.

    Ifijeh thanked the Chief Executives of NPA, NIMASA, NIWA, the Nigerian Shippers Council, the participants and other stakeholders at the forum for their support.

    Chief John Odigie, National Chairman of All Progressives Congress (APC) is leading other dignitaries to receive President Muhammadu Buhari, who is starting a two-days visit to the state, at the Benin Airport.

    The Minister of Transport, Chief Rotimi Amaechi, Mr Chibudum Nwuche, APC South-South leader, outgoing Edo Dep. Gov. Pius Odubu and  service commanders are also at the Airport awaiting Buhari’s arrival.

    It was gathered that officers of the combined armed forces are putting finishing touches to their practice to receiving the President on arrival at the airport.

    Meanwhile, movements are restricted around the Oba of Benin palace ground near the Kings Square ahead of Buhari’s courtesy visit to Omo n’ Oba N’edo Uku Akpolokpolo, Oba Ewuare N’ gidigan 11.

    There has been a heavy presence of security personnel within the palace premises directing traffic while the few persons allowed within the palace ground are being frisked.

    Buhari is expected to visit Oba Ewuare, inaugurate the new ultra model Central Hospital on Sapele road, the constructed Siluko road and the reclaimed Queen Ede gully site all in Benin.

    The President is expected to also inaugurate the Edo University, Iyamho, Estako West Local Government Area of Edo North Central district on Tuesday before his departure for Abuja.

    Former President Goodluck Ebele Jonathan’s Campaign Coordinator in Gombe state, Alhaji Abibakar Habu Mu’azu substantiated rumours linking him to APC as he obtained his membership card at his Kashere Ward in Akko local government area of Gombe state.

    He said he was inspired by his love for the state and the resultant need to join others in initiating the course of progressive change in the state, having seen a lot of things that need changing.

    He said the “other big names that have made similar moves in the state with all our supporters included immediate past Minister of Transport, Senator Abdullahi Idris, former Deputy Governor of Gombe state under Goje, Liazarus Yoriyo and former FCT Minister, Dr. Modibbo Umar.

    “We also have the immediate past Senator representing Gombe North, Saidu Rufai Alkali, Jamilu Isiaku Gomna, frontline Gombe Lawyer, Haruna Luka and many others who we shall all know in the course of time.

    “This we have done because of our love for the state because there are so many things we have observed needed to be changed in the state.

    “Since we have been privileged to change the top (president) we in Gombe state want to change the bottom of the ladders also.

    “We want to ensure that come 2019 insha allahu, Gombe will be under APC because we have not jon the party to obtain ticket by force but to put heads together, corrects the past mistakes and strategise for the future.”

    The former PDP Youth Leader in Gombe state called on each and every member of the party to join in the efforts to correct the mistakes that led to the party’s failure in the 2015 gubernatorial election in the state with a view to ensuring they delivered office in the next election.

    He called for absolute mutual respect and understanding with all in the course of the movement, insisting that “there should be patience with others, no campaign of calumny as well as intimidation and threats free politicking.”

    “Don’t look for trouble, and don’t allow yourselves to be dragged into chaos. If you do not like anyone or his style, go to the polls and vote against him. Making all the troubles because of me for instance, without casting your votes on Election Day is all efforts in futility,” he cautioned the youths particularly.

    Receiving him into the party earlier, Alhaji Adamu Fata, the Zonal Vice Chairman of APC in Gombe Central said their gathering was to witness and ensure the reality of the defection by giving him (Abu Mu’azu) his APC membership card.

    He said the former PDP Youth Leader’s entrant into APC had equalled him with every other members as he was now party to the party’s ideology of collective struggle and success.

    Reacting to the development, a serving Special Assistant under Governor Ibrahim Dankwambo who does not want his name in prints said: “There is trouble. Now Habu Mu’azu has defected to APC and there are many other big names like Minister (Senator Idris), Modibbo and lots more.

    “Unless Oga (Dankwambo) stands very well and goes back to hold the grassroots firmly, his candidate cannot stand the firepower of the APC this time around.

    But unfortunately when you advise, he does not listen. He does not even love those who love him because he does nothing to reciprocate their loyalty. Those he listen to and assist are spent politicians who have failed in business.”

    FEC approves N30 billion for mining

    The Federal Executive Council (FEC) on Wednesday approved N30 billion intervention fund for mining exploration in the country.

    The Minister of Mining and Steel Development, Kayode Fayemi disclosed this to State House correspondents at the end of FEC meeting presided by President Muhammadu Buhari.

    He was accompanied by the Minister of Information, Lai Mohammed and Minister of Transport, Rotimi Amaechi.

    Fayemi said that the fund that will come from 1.68% of the Federation Account will mainly focus on mining exploration.

    He said: “FEC rectified the president’s anticipatory approval for Ministry of Mines and Steel Development to qualify to access the national resources fund.

    “You will recall that in August FEC approved the road map for the growth and development of the mining sector.

    “In recognition of Mr. President’s campaigns promises to Nigerians‎ and in particular his consistent statement to diversification particularly in agriculture and mining sector, Council ratified the approval of N30 billion intervention fund for the mining sector. It will be highly focused on exploration. Exploration is the heart of mining, if you don’t search you won’t find.

    “You have heard all sorts of talks about how rich Nigeria is in mineral resources but the quantity, quality, the geological prospectively has been a challenge because we have neglected  the sector for such a long time.” He said

    He also said that there is need for investment grade geological data if Nigeria must attract mining investment into the country.

    According to him, smaller countries like Burkina Faso spend averagely $300 million a year on exploration.

    He added: “This is why Council approved this for mining and this is significant because this is the accessing of natural source development fund which has been made 1.68 per cent of the federation account. It is an equivalent of the ecological fund and the Education Trust Fund.

    “It is meant primarily for agriculture sector, mining sector and the water resources sector. And this will cover exploration primarily but also research and development in partnership with our universities, it will also cover security and mining in partnership with the ministries of Interior and Defence and the DSS just to tackle the menace of illegal mining across the country. It will also support small scale miners with grants,” he stated

    The Council, he said, also stressed the importance of inter-ministerial coordination and for the Ministry to work with the ministries of transportation, power, works and housing, environment on safer mining practices and ministry of health ‎to help build a multi-sectoral focus on mining and also encourage private sector investment in the sector.

    He said that the government is already in negotiation with sovereign investment on mining in order ‎to access private capital to mining and the Nigerian Stock Exchange.

    The guidelines, he said, will be ready in a month’s time.

    Amaechi disclosed that the Council approved advisers that would sit to negotiate with General Electric (GE) towards concessioning the railway.

    ‎He said: “For the Transport sector I’m sure you are aware of an attempt to concessioned the Railway to General Electric (GE), Council approved the advisers that would sit with GE as our own experts to negotiate.

    “The narrow Gauge railway will to a great extent assist the agriculture, mines and steel development ministries in the transportation of the extracted minerals. We are rehabilitating at no cost to government the Port Harcourt-Maiduguri, which include Port Harcourt, Aba, Umuahia, Enugu, Makurdi, Jos, Gombe, Bauchi to Borno.

    “Then Lagos to Kano will include Lagos, Abeokuta, Ibadan, ‎Ilorin, Kano, Funtua, Zaria and to Kaura Namoda, we are rehabilitating all of them.

    “It is essentially ‎to encourage freight movement, we have over 30 million worth of freight on the Lagos Kano route for which presently we are moving slightly above 100 tones. While the Port Harcourt to Maiduguri is currently moving nothing but we are anticipating 11 million tones that can be moved from Port Harcourt to Maiduguri.” He said

    According to him, the rehabilitation will encourage movement of cargos and passengers‎.

    He said that GE will do everything required to rehabilitate and invest on other railway infrastructure.

    “GE is proposing to manage for 25 years‎ to recover their investments. Nigerian government has not agreed and that is what our advisers will sit with GE to agree,” he added.

    The advisers, he said, included African finance corporations.

    The governor of Rivers State Chief Nyesom Ezenwo Wike has said it would be very difficult for any political party to win the People Democratic Party (PDP) in the state considering that the state is a PDP state and coupled with his achievement within his short period in office.

    Governor Wike spoke Monday while answering questions   as a guest in Channels Television morning Programme viewed from Government House Port Harcourt, Rivers State capital.

    Answering questions in some of the issues affecting the state and the recent conduct of the rerun election, the governor said the people of the state were determine to vote for PDP in all the constituencies in the state because of his achievement in the past few months in office.

    He said in spite of the poor allocation to the state, he was able to handle some of the road projects and completed some even when there were a lot of distractions that could made him to abandon his campaigns promises to the people.

    He noted that the internally generated revenue (IGR) of the state have increase from 4 billion to N9-N10 billion, adding that if there were high rate of  insecurity in the state as being  reported  the IGR wouldn’t have increase because the investors would have run away.

    Governor Wike said:   “Why it is difficult for anybody to win us in Rivers State is because the projects I have done in my short stay in office coupled that the state is a PDP state. The civil servants are happy with us, nobody will be happy when at the end of the months they cannot take their wages home.

    “We have done a lot to fulfill over campaign promises, If you go to Borokiri where the former governor was living  at Okaki street, everybody was afraid to go there because of bad roads  but today we have fixed the road and the people are happy.

    “In Diobu axis we have a lot of bad roads before now, today we have fixed them. All the general hospitals are death, some of the health centres are not functioning.  What we are trying to do as a matter of policy is to pick one hospital each in the three senatorial districts and equip them.

    “We are also going to train and retrain our doctors, for now we are focusing on health and education. We don’t want to carry all at the same time. We received 4 Billion as allocation when our salary wage is N5. 5 billion.  How do make up to pay salaries, when we took over I have IGR of 4-5 billion but I speak to you we have improved in our IGR to   N9-N10 billion.

    “Which means nobody is running away from the state, because if people were leaving the state our IGR would not increase. And  if the insecurity is much as is being claimed, why is our IGR increasing yet if you read on the pages of newspapers people will say Rivers of blood.”

    Wike who vowed not to venture into completion of the monorail project said Rivers people and stakeholders have told him to forget about the project and focus on the project that has direct meaning on the lives of the people of the state.

    He said the monorail project which he claimed has no meaning on the lives of the people have consumed over N45 billion, stressing further that he does not want to have headache speaking on monorail issue which he described as an elephant project.

    On the issue of insecurity in the state, governor Wike accused the Minister of Transportation Mr. Chibuike Rotimi Amaechi of trying to destabilize the state through his desperation to capture Rivers State even when it is clear to him that his party cannot win PDP in the state.

    He said if President Mohammadu Buhari supports him there is no reason why he cannot achieve peace and stability in the state.

    But he regretted that continue changing of his security chiefs would jeopardize his plan to tackle the security challenges in the state because there was no time for security chiefs to strategize and plan on how to deal with the pressing issue.

    “The continue removal of the Commissioner of Police (CP) the Director of State Security Service (DSS) and other security chiefs in the state is to frustrate our effort. Of course, the Minister is behind this, and people are saying we should reconcile, in what way?

    “That means if I reconcile with him they would not be removing my security chiefs that was why I said we are personalizing this, it shouldn’t be.  If there is need that we should come together to talk, but we should not be desperate to take over the state.  As far as I am concern, I don’t want to assert that kind of responsibility.

    “But the issue of security  is not political, we are fighting to stop this situation and  there is a system trying to desterilize the state by removing the Commissioner of Police at all time, this is man who has serve as governor for eight years and speaker for eight years what has the state not done for him.”

    “As far as I am concern the Federal government should support me by leaving the security chief for quite some time to strategies and plan for the security problem in the state.  The only problem we have with the election is for the umpire to say we must be fair to all. Security people should not be use to manipulate the process.

    “INEC should stop employing those who in one way or the other have interest in political party that is the way we can maintain peace. The security should always protest the people and the materials and not to involve in the manipulation of the process.”

    “For me what I see is the desperation to take over Rivers. There are certain things I shouldn’t say because it has to do with security but it must not be business as usual. We are telling the security personnel to go all out against the cultists and kidnappers that is why I don’t think there is any state that is investing what we are investing in security in Rivers State.”

    Amaechi orders financial, staff audit of NIMASA

    The Minister of Transportation, Mr Rotimi Amaechi, has directed immediate financial and staff audit of the Nigerian Maritime and Administration and Safety Agency (NIMASA).

    The minister gave the directive on Monday during his maiden tour of Lagos ports and a stop-over at NIMASA Resource Centre, Kirikiri.

    Amaechi also directed the Acting Director-General of NIMASA, Mr Haruna Jauro, to forward details of contracts awarded by the agency for verification.

    The former Rivers governor demanded a detailed financial report of the agency since its inception

    “Over N100 billion is given to this agency yearly and I am yet to see how it has been spent. I am yet to see some of the projects being executed by this agency,’’ Amaechi said.

    The minister also requested for the staff nominal roll and details of staff employed by the agency and their qualifications.

    He instructed the acting director-general to forward the staff nominal roll of the agency to the Federal Ministry of Transport to know if there were vacancies to be filled.

    Amaechi expressed dissatisfaction with the ill-equipped clinic laboratory at the NIMASA Resource centre.

    “From my inspection so far, I discovered that the Search and Rescue clinic is not equipped; the canteen is in deteriorated condition; the chairs are not okay and the place is leaking,’’ the minster said.

    The News Agency of Nigeria (NAN) reports that NIMASA is the apex regulatory and promotional maritime agency in the country.

    The agency was created from the merger of National Maritime Authority (NMA) and Joint Maritime Labour Industrial Council on Aug. 1, 2006.

    Earlier, the minister directed the management of Nigerian Ports Authority (NPA) to work toward achieving 48 hours cargo clearance target when he visited the headquarters of the agency in Lagos.

    He said he had promised President Muhammadu Buhari that he would ensure Nigerian ports achieved 48 hours cargo clearance target.
