  • Amaechi apologises to Nigerians over suspension of free Iju-Abeokuta train ride

The Minister of Transportation, Rotimi Amaechi on Friday apologised to Nigerians over the suspension of the  Iju-Abeokuta free train ride during the 2019 general elections.

Amaechi tendered the apology during the monthly rail inspection of the Lagos-Ibadan modernisation project in Ibadan.

He said that the China Civil Engineering Construction Corporation (CCECC) suspended the three months free train ride due to security and safety of passengers.

“It was suspended by the Chinese and the excuse they gave me was that they cannot allow it run because of safety, since they have not completed the second line but they are almost through with it.

“It is almost completed from Iju to Abeokuta. I want to apologise to Nigerians that they suspended it when they left the country, which I didn’t envisage, they will go back soon,” Amechi said.

Speaking on his passion for the project, Amaechi said that the responsibility was given to him by  President Muhammadu Buhari, which must be delivered to create jobs and boost the economy.

“I know you will say I’m stressed up but as a minister, I have a responsibility passed to me by Mr President and I must deliver on it.

“Also, the economy of Nigeria can be driven most importantly,  if we can link the seaport to hinterland because when cargoes come, they must go.

“The more you are able to move goods and services to hinterland, the more you will create jobs and the more you create jobs, the more growth that you will have and that is my drive,” he said.

The minister, however, said that he was always passionate about his job, stating that if a new minister would takeover,  his was sure that the person would have the passion to complete the project.

“You see, me and passion, if you watched me as the governor of Rivers,  that same passion was there. I was restless at delivering my responsibility.

“I pray that whoever will be the Minister of Transportation should have the same passion and focus on that responsibility.

“You can never tell, that passion is everywhere,” he said.(NAN)

  • Amaechi blasts Wike

The leader of the All Progressives Congress (APC) in Rivers State and Minister of Transportation, Chibuike Amaechi, has admonished the state governor, Nyesom Wike, to accept his failure as the chief security officer of the state and quit trying to pin acts of violence on the APC.

Amaechi spoke at a press briefing in Port Harcourt, Thursday, addressing Wike’s “malignant and calculated outburst,” alleging that the APC intends to visit violence on the state.

Governor Wike had in his state broadcast on Thursday evening accused Amaechi and the APC of plotting to incite violence in the state. Wike also tried to make political capital of the stampede that led to the death of some persons at the APC presidential rally in Port Harcourt on Tuesday.

Amaechi said: “I listened to our governor today. Again, like the child he is, rant and say we intend to visit violence on the people. All of you who have worked with me would know that I don’t like violence because if you kill someone, you cannot replace him, you can’t bring him back to life. You can replace houses; you can replace cars and all that. You certainly can’t replace life.

“We lost 15 persons. I was touring people’s houses, trying to identify with their pain. If the governor can remember when President Goodluck Jonathan came here and we lost 23 Nigerians in Rivers State, the same stampede, I couldn’t eat. I was watching them take lunch, I couldn’t, I was crying because those 23 persons are gone whether for good or bad just like these 15 persons will not come back. So I’ve never and I will never support violence. But I don’t also support injustice.

Amaechi wondered why “Wike is trying so hard to avoid elections and enlisting different institutions to aid his cause. He also called on the INEC to exonerate itself from being accused of trying to help the PDP by doing the needful and obeying the stay of execution order by the Court of Appeal and relist Rivers APC and its candidates for the elections.

“An example is the fact that there is a stay of execution granted by the Court of Appeal in Port Harcourt. Just because the INEC chairman was the head of TETFUND under Wike when he was a Minister of Education, he has refused to implement that judgment. He doesn’t have the right to choose which one to implement and which one not to implement.

“Obviously, he’s among the institutions trying to assist Wike become a second-term governor without election. We understand, but again, we believe in the judiciary, the uprightness of the judiciary. I hope so, and you heard the President when he said that the injustice will be addressed.

“Why is Wike avoiding an election if he is that popular; why is Wike using Magnus Abe to avoid an election? That’s the question to ask. But like I told Rivers people, it is not over until it is over. We are going to go out on Saturday to vote President Buhari. If INEC decides to obey the stay of execution, then we are ready for the legislative elections on Saturday.

“But if the INEC chairman will not obey the stay of execution because he was a worker under Wike in the Ministry of Education, then so be it. We’ll continue to pursue the rights of the people to choose who their leaders will be. You can’t force a leader on people,” Amaechi said.

On the issue of violence, Amaechi continued, “Wike talked about violence. During my time as governor, you were free to go out at night. I drove out with just one car at night and went back home safe, but now as a minister I can’t drive around without loads of security and he is happy to be a governor in that kind of state. As a governor, no minister can threaten me, so if he feels threatened, he should stop me. He has the executive powers to. “

He further said: “Now nobody has been arrested because of election. In 2015, all APC leaders were in detention. The agent of the president, Emma Deeyah, just came out of the INEC office to buy food, they took him away. We thought he had been kidnapped only to be brought out after the day of election and that was when we knew police took him.

“Now, let Wike say if anybody has been arrested since we came in. It shows that the government of President Buhari understands what rule of law is, not rule of man. So tell Wike that I’m enjoying his fear; he’s scared. It’s easy to be a coward. I’ve governed this state before. All of you know I’m not a coward”.

  • ‘Amaechi mobilising militants to disrupt polls’

•’INEC chair working for Wike, PDP’

Rivers State Governor Nyesom Wike has said the Minister of Transportation, Rotimi Amaechi, and his cohorts, have concluded plans to bomb offices of the Independent National Electoral Commission (INEC), destroy voting materials and disrupt the elections.

In a state broadcast yesterday, Wike said: “Credible intelligence has linked Rotimi Amaechi and his cohorts to plans to scuttle the elections in Rivers State, with the support of unpatriotic military and police officers.

“The security officers have been detailed to provide covert and overt operations for Amaechi’s armed militants and thugs in military camouflage and fake police uniforms to bomb INEC offices, cart away or destroy voting materials at registration area centres, and disrupt the voting process.

According to the governor, several Hilux vehicles painted in military colours and gunboats have been handed over to the militants to carry out the illegal attack.

He said: “It is therefore unfortunate that instead of using internal party mechanisms to settle the crisis before it was too late, Rotimi Amaechi chose to act with impunity and is now haunted by the unpleasant outcomes of his arrogance and disdain for due process.

“Even at that, the Supreme Court has spoken, and the only rational path left for Amaechi is to recognise that justice has prevailed over impunity.”

The governor admonished Amaechi to be behave maturely by “accepting the consistent decisions of the courts in good faith, eat the humble pie, put his damaged political enclave in order and wait for 2023 elections”.

“I appeal to the conscience of Rotimi Amaechi, as a brother and fellow compatriot, to stop stoking the drumbeats of violence and allow the prevailing peace to continue in our state,” Wike added.

But Amaechi, in his reaction, accused Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmood Yakubu, of working for Rivers State Governor Nyesom Wike and the Peoples Democratic Party (PDP).

Amaechi addressed reporters last night in reaction to Wike’s broadcast earlier in the day. He urged Nigerians to vote for President Muhammadu Buhari and other candidates of APC to take Nigeria to the next level.

He said: “I know that everybody has been expecting me to talk on the court cases, but I will not, because I am just a party member. The party chairman has already said INEC is working for the PDP, an example is the fact that there is a stay of execution granted by the Court of Appeal, just because the INEC Chairman was Director of Tertiary Education Trust Fund, (TETFUND) under Wike as Minister of State for Education, he now chose the court order to implement and the one not to.

“Obviously, the INEC chairman is trying to assist Wike become a second term governor without election. We understand his game, but we believe in the judiciary. You heard the President when he said the injustice will be addressed. We will deal with the justice and not the judgment.

“I listened to our governor when he spoke about violence. I do not like violence, because if you kill somebody, you cannot replace the life. APC has just lost 15 persons to stampede at Adokiye Amiesimaka Stadium, Port Harcourt, and I was touring people’s houses to identify with their pains.

“When former President Goodluck Jonathan came for campaign here and 23 people died, I saw them eating lunch. Persons have gone, whether for good or for bad, they will never come back. I will never support violence and I will never support injustice.

“We will vote on Saturday for President Buhari. If INEC decides to obey the stay of execution, then we will arrange for election. But since the INEC chairman is working for the PDP and does not want to obey the court’s decisions, so be it. God bless him.”

  • Lagos-Ibadan rail: Amaechi gives contractor two weeks to complete Iju-Agbado axis

Minister of Transportation Rotimi Amaechi has given the contractor handling the Lagos-Ibadan rail project two weeks to complete construction between Iju-Agbado axis.

The Minister also disclosed the slow pace of work witnessed on the project was due to the scarce nature of the necessary equipment.

He also hinted 30 passenger coaches and about 300 wagons would be used on the axis upon completion.

Amaechi also said the federal government will continue test run on the Itakpe-Warri rail till May after which it would commence commercial activities.

Speaking during the monthly inspection of the project, he said: “The problem the contractor has now is the civil work between Agbado and Iju, which is critical to me because I don’t think passengers should go and board train from Agbado.

“I believe that it is important that the closer we are to Lagos, the better for the rail.

“That is what we are battling now because I want them to use the same speed noticed in some sections in the construction of Agbado area to Iju.

“They want us to flag off from Agbado but I don’t want because I feel Iju will be more appropriate to flag off and they said they will be ready with that axis in two weeks but I think we should get to Iju because it will not be wise to drive from Lagos to Agbado to board train.”

On the unavailability of equipment, he said: “They argued that lack of equipment was responsible for the pace of work because the equipment are not on the shelf equipment that can just be picked and paid for. What is causing the delay on the Agbado to Iju axis is equipment related.

“The equipment have to be applied from overseas, we will have to wait for the processing and then ship it down and if we wait for those equipment, we might be finishing the job when the equipment will arrive.”

On the arrival of coaches, he said: “We are expecting 30 passenger coaches mixed with locomotive wagons, 300 wagons and two sets of DMU made up of ten coaches each and two motorcars will arrive Lagos before the construction work is completed.

He also said the major challenge at the Lagos seaport was not clearing but inefficient rail line.

The Minister also dismissed the claim his frequent visit to the construction site was due to external pressure.

He said: “I am not under pressure from anybody. Part of the solution to Lagos seaport is an efficient rail line.

”You can argue that the narrow gauge is there but it is not efficient. The moment we fix this, those goods will be transferred to the rail and the logjam will disappear.

“So the pressure is more economic than political or people based. Once they finish Iju, I will push them to go to the seaport.

“Once that is done, there will be no more logjam and then businesses will grow which will give room to more employment.”

  • Obasanjo demands apology from AIT over meeting with Osinbajo story

…Says he owns no twitter account

Ex- President Olusegun Obasanjo has asked the African Independent Television (AIT) to retract with apology, the airing of a photo on its social media segment, Kakaaki Social, where a purported tweeter account belonging to him, depicted a picture of an alleged meeting with Vice President Yemi Osinbajo (SAN) and the Minister of Transportation, Hon. Rotimi Amaechi, at his Ota farm in Ogun state.

Obasanjo said the apology should also be extended to Osinbajo for the embarrassment the depiction of the picture might have caused him.

The elder statesman who made this known in a statement through his Special Assistant (Media), Kehinde Akinyemi, on Thursday,  expressed disappointment that AIT could disseminate information it sourced from fake Twitter Account without first verifying it.

He disclosed that he does not have Twitter account anywhere and expressed concern over the continuous use of his name by suspected fraudsters on social media platforms.

Obasanjo  warned  that whoever that is caught perpetrating the act, would be made to face prosecution immediately, even as he advised the media to always be professional in discharging their duty and refrain from creating unnecessary confusion and heating up the polity

“It is a fact that severally, the former President has dissociated himself from owning any social media account. Therefore, it is highly disappointing that such sensitive Twitter post would be allowed to go on air without verification by the African Independent Television (AIT).

“There was no meeting with the Vice President anywhere. I was at the Airport and was informed that he was around in the Lounge and out of courtesy; I felt I should go and greet him. We met, greeted and exchanged pleasantries and I left. That was all.

“The station should have been very professional and not causing confusion and heating up the polity. That I am not operating any social media account should not be strange to a station like AIT, and for that embarrassment, the Vice President and I deserve an apology,” Obasanjo said.

  • Senate summons Amaechi over eastern rail line

The Senate Wednesday invited the Minister of Transportation, Rotimi Amaechi, to appear before its joint committee on Land Transport and Local and Foreign Debts over alleged exclusion of eastern rail lines.

Amaechi is summoned to tell the upper chamber why the eastern rail corridor, Port Harcourt to Maiduguri, was allegedly excluded in the scheme of rail expansion and modernization.

The invitation of the minister followed the adoption of a motion by Deputy Senate President, Senator Ike Ekweremadu, on alleged exclusion of the eastern rail corridor in the ongoing modernization of rails in the country.

Senator Enyinnaya Abaribe raised a similar motion last year when he prayed the Senate to put on hold a foreign loan for rail lines in the country due exclusion of eastern rail corridor in the rail expansion plan.

Amaechi told the Senate that there was no plan to exclude the South East area in the rail modernization scheme.

He assured that the area will be included in the 2018 borrowing plans of the Federal Government.

Ekweremadu said yesterday that the exclusion of the eastern corridor in the rail modernization scheme is not good for the country.

He urged the Senate to intervene and prevail on the Federal Government to take steps to include in the rail line expansion project.

He noted that there must be fairness and equity in the distribution of projects for people to feel a sense belonging.

Ekweremadu said: “I want to bring to the notice of the Senate, the deliberate exclusion of the Eastern rail line in the ongoing construction/modernisation nationwide. This is not good for our country. It shows that some parts of the country are deliberately ignored.

“I must commend the efforts of the Federal Government in ensuring that rail lines are developed, but it is also unfair to exclude the Eastern part of the country. Our people will suffer as a result of this.”

Chairman, Senate Committee on Local and Foreign Debts, Senator Shehu Sani, who supported the motion said that it appears there is no commitment on the part of the Federal Government to pay attention to eastern part in the rail development programme.

Sani said: “The motion raised by Ekweremadu is apt and right. The last time we had an interaction with the Minister of Transport, Rotimi Amaechi, he promised to include the Port Harcourt to Maiduguri rail line in the ongoing borrowing plans.

“It is now clear to us that there is no commitment to do that. That axis has a lot economic benefits to Nigeria. The withdrawal of General Electric is worrisome. Some of my colleagues in the committee appended their signature to the plan to construct Lagos to Kano rail line. But with this development, I am sure that they are regretting.”

Also Delta South senator, James Manager, wondered why the minister, who hails from the area, has chosen to exclude his place because of political differences.

Manager said, “We are talking of railway and you are excluding the business communities in Nigeria. When you talk about business in Nigeria, the East is key. The government has decided to exclude that part. This is one issue every Nigerian is interested in. I am from Delta State and I am sure that my state too will be excluded.

“Ironically, the Minister of Transport is from Port Harcourt. Local politics aside, he will return home after leaving office. We need to invite the Minister to explain to the relevant committees why he has decided to exclude some parts,” he said.

Senate Leader, Ahmad Lawan, who also supported the motion, noted that General Electric, which ought to have handled the project, has not abandoned it.

“I am supporting this motion. But let me clarify that the axis given to General Electric has not been abandoned. General Electric will have its subsidiary handling that axis. My concern is that, General Electric is designed to renovate the narrow gauge and not to modernise. Let there be justice and fairness in this issue.

“President Muhammadu Buhari has given an express order that every state capital in Nigeria must have a rail line. Let the Senate work with the other side to ensure that the Eastern Line gets this project done,” he argued.

Senate President, Bukola Saraki, said that the issue of equity should be considered in the distribution of railway projects in the country.

  • Buhari urges African countries to improve ports infrastructure

President Muhammadu Buhari has Advised African countries to improve on ports infrastructure and utilize all natural maritime endowments to facilitate trade.

Buhari made the plea on Monday in Abuja during the first Regional Conference of International Africa Ports and Harbour (IAPH) with the theme: “Africa Ports and Hinterland Community.”

He said that interconnectivity would improve African countries’ economic competitiveness as targeted under the Economic Recovery and Growth Plan.

Buhari advised that every port should have the complement of rail infrastructure.

“To complement the improvement in trade facilitation, we have improved on upgrading infrastructure.

“Our projection is that by the end of 2021, we will have standard gauge railway across the main North-South trading route.

“The same level of serious attention is being given to the improvement of road infrastructure.

“At the moment, 25 major highways and 44 roads are under construction across the six geo- political zones of the count just as we have insisted on the simulation activities on our inland waterways.

“Major inland river channels are being dredged with adequate channel markings for ease of navigation all the way through the Eastern and Northern parts of the country.

“That is the only way to go if we plan to remain competitive in the maritime industry.

“I want to implore participants at the conference to see themselves as people opportuned to stand in positions of responsibility on behalf of Africa,” the president said.

Buhari said that maritime sector was central to facilitation of trade and total integration of Africa for development.

The Minister of Transportation, Mr Chibuike Amaechi, urged African countries to optimize the comparative advantage of their maritime endowments.

Amaechi said that it should be understood that optimising maritime potential was totally dependent on efficient transportation of cargo from ports of destination into the hinterland.

“We are therefore committed to the multi-modal system of transportation from all our ports by improving on the extension of our railways to facilitate the ease of transportation from ports to hinterlands.

“We have started test operations in Warri and other places two months ago. We have reconstructed some railways for standard gauge to further open up the nation’s hinterlands.

“With the development of dry ports in Kano and Kaduna, with direct rail connection, cargoes and containers now easily transmit to Northern Nigeria.

“This also extends to Chad, Niger Republic in our determination to promote transshipment of cargoes to Niger Republic.

“We are also partnering with the government of Niger Republic in the reconstruction of Maadi, Niger Republic, from Kano to promote regional motivation of trade,” he said.

Amaechi said that solid minerals and some agricultural produce were already being exported from Ikorodu Lighter Terminal through Apapa port in Lagos.

The Managing Director, IAPH, Mr Patrick Verhoven, said that Africa was the second largest and second most populous continent with six of the 10 fastest growing economies in the world.

According to him, improving hinterland connection is not merely a matter of “hardware”.

“It is also about investing in “software”, namely people’s skills and Smart IT with 50 per cent of Africa’s 1.2 billion people under the age of 20 and a workforce of 504 million expected by 2020,” Verhoven said.

He told the participants to ensure that the port industry attracted the right status as well as made the best use of innovations in digitisation, stressing that the use of data was of equal significance.

The Vice President of IAPH, Ms Hadiza Bala-Usman, said there was no doubt that “Africa holds a special space in the global space with 39 of the 54 countries on the continent endowed with littoral assets”.

Bala-Usman, who is also the Managing Director, Nigerian Ports Authority (NPA), said that the development of the continent was to a large extent, tied to optimal exploitation of its vast maritime resources.

According to her, determinant factors for determing ports are the speed and seamlessness with which owners of cargoes are able to move their consignments out of the ports.

She said that Africa needed some work to be done in that area and urged participants to open their minds to speak out and learn new things that would justify the meeting.

Bala-Usman recalled that IAPH was established to promote development of ports and create worldwide synergy for effectiveness among all member countries through strong member relationships.

In its 63-years of existence, the association had grown into a global alliance, representing 180 member’ ports and 140 port-related businesses in 90 countries.

  • Amaechi urges Nigerians to commend Buhari’s economic agenda

The Minister of Transportation, Rotimi Amaechi, said on Tuesday that the present administration should be commended for changing the economy from a rent culture to a productive economy.

Amaechi said this during the Economic Recovery and Growth Plan (ERGP) Focus Labs Open Day ceremony held in Abuja.

According to him, the rates of importation have being reduced drastically, encouraging more production of farm products.

“The ERGP was an eye opener on what drives the economy, when we talk about ERGP, it is not only about economy growth but sustenance of the economy growth.

“I continue to argue with my friends in politics, when they say we have caused hunger and I say no, we have rather brought food and I ask them what offence has President Buhari committed.

“And they will say no money in circulation, investors ran away and I tell them, they are not correct, that the only offence Mr President has committed is that:

“He is changing the economy from a rent culture to a production economy; the direction we are going now is to take away that rent culture to a productive economy.

“We banned the importation of tomatoes to encourage those producing tomatoes in Kano and that makes it my responsibility to ensure that the narrow gauge line from Kano to Lagos function properly, “ he said.

He said that the government was encouraging Nigerians to produce more and export rather than depending on importation, which would not help the economy.

Amaechi said that the narrow gauge lines would commence properly in 2019, stating that the main agreement cost $45million for the interim phase and $2.7billion for the entire project.

The minister said that the narrow gauge interim phase will enable initial rehabilitation of the rail lines before the commencement of commercial activities.

He said that transportation alone would contribute a total of 3.52 billion dollars, which in turn would create 18,366 jobs in the staple and cash sub-sectors toward the overall ERGP investment.
