    Minister: I‘ve signed over 2,000 Cs of O

    NO fewer than 2, 000 certificates of occupancy (Cs of O) have been signed since the Minister of Lands, Housing and Urban Development, Mrs. Akon Eyakenyi, came on board.

    This figure represents a fraction of unsigned Cs of O since 2004, which she inherited.

    Mrs. Eyakenyi made this known  while inspecting the Abuja Property Development Corporation (APDC) project in Kubwa.

    She commended Federal Mortgage Bank of Nigeria(FMBN) for funding the project which is almost completed, and other projects all over the nation. She thanked the property developer, an arm of the Abuja investment company of FCDA, for a good work done so far.

    The 650 units at the site were of one, two- and three-bedroom apartments, and three-bedroom duplexes, whose prices range from N6 million to N27 million.

    Accompanied by the Chief Executive Officer of APDC, Bashir Haiba, and the Managing Director of FMBN, Gimba Yau Kumo, the minister urged the bank to support the APDC in introducing social housing in Abuja.

    She said the ministry was supporting developers with policies and financing, and that the ministry would ensure that all certificates of occupancy would be signed to enable developers access funds from lenders.

    The project has received over N1 billion from FMBN as loan  and is expected to be completed soon.

    Minister defends anti-terror campaign

    Minister of the Federal Capital Territory (FCT), Senator Bala Mohammad has said that President Goodluck Jonathan inherited the insecurity problem in the North-eastern part of the country.

    Mohammed said this during a PDP stakeholders’ meeting which included the leadership of the six geo-political zones resident in the FCT.

    He reiterated that Jonathan’s administration has been working assiduously to tackle it head on.

    According to him, the problem is not restricted to Nigeria but has global dimension.

    According to the statement issued by the Assistant Director/Chief Press Secretary to the FCT Minister, Muhammad Sule, the minister assured that the government has the will power to defeat and stamp out insurgency from the country.

    He called for continued support of the people for the government, particularly the military.

    He said: “The Transformation Agenda of the President has been able to put smiles on the faces of the residents of the Federal Capital Territory. The expansion and rehabilitation of the Umaru Musa Yar’Adua (Airport Road) as well as the Murtala Muhammad (Kubwa Raod) Expressways are some of the achievements the President has recorded.”

    The minister further said the Jonathan-led administration has been able to complete the Gurara Water Transfer Scheme as well as the 3rd and 4th Phases of the Lower Usuma Dam for the benefit of all.

    Senator Mohammed also assured that the FCT Administration is to deploy a substantial part of its projected N300 to N400 billion earnings from internally-generated revenue (IGR) to the funding of rural and neighbourhood infrastructure projects such as roads and bridges.

    His words: “With the passage of the FCT Board of Internal Revenue Act by the National Assembly, the internally-generated revenue profile of the FCT is expected to rise significantly with positive multiplier effects on the residents.”

    The minister emphasised that the FCTA hopes to generate about N300 billion to N400 billion annually; adding that the anticipated revenue would be used to fund infrastructure and accelerate development of the entire 8,000 square kilometres of the territory as well as pay the outstanding debt owed contractors.

    He revealed that the FCT Administration would soon launch another batch of 300 taxis that would be owned directly by the drivers to alleviate poverty and stamp out rickety commercial vehicles.

  • Land owners sue minister

    Members of Zandan Pazeri Property Owners’ Association has taken the Minister of the Federal Capital Territory (FCT), Senator Bala Mohammed to court over plans by the Department of Development Control to commence demolition exercise in the area.

    Chairman of the land owners association, Elder Friday Ugoala, told Abuja Review that they observed encroachment by some estate developers into Zauda Layout more than a year ago and they wrote series of letters to the FCT Director of Urban and Regional Planning, which they followed up with reminder letters, detailing their observations over the encroachment into the layout.

    Ugoala further explained that in the director’s reply, it was stated that Dei-dei districts, particularly Zauda, Filindabo and other layouts have been superimposed to Phase IV of the Federal Capital City (FCC).

    According to him, their investigation confirmed that Zauda, Saburi, Filindabo, Block Industry, Building Material and Timber Market done by taskforce, are not part of the Federal Capital City Phase IV, as the director wanted them to believe.

    “We have authority to that and the authority that equally gave approval to do it, and they confirmed that their work was professionally done, without encroaching to any structure in existence. Our files are in AGIS, these plots were allocated to us in 1998 and files were opened.

    “During el-Rufai administration, he called for regularisation and our members started afresh and paid the money for regularisation and new files were opened. All our allocation papers have two references; reference for old files and new files. Now, from what we have gathered from the authority, it implies that they are about to alter the master plan,” Ugoala said.

    Most communities in the FCT have instituted cases against Senator Mohammed, because since assumption of office as the FCT Minister, almost all the communities in the capital city have dragged his administration to court as a result of what they described as anti-people land policy, which has led to so many FCT natives and residents displaced unwillingly from communities in which they have spent the entire parts of their lives.

    Some of the communities that have dragged the minister to court for either demolition of their houses or threat of forceful displacement from their ancestral lands are Kpaduma, Mpape, Gosa, Dutse, Gbebudna and Jidna communities, among others.

    The case which is currently under the Justice Banjoko of Court 11, Gudu District in Abuja, saw Barrister Victor Umah, Counsel to Zaudan Pazeri Property Association being urged by the Presiding Judge to ensure that all necessary documentations are put in place with the evidences, so as to avoid delay in the case, when it fully commences.

    Ugoala further said they are praying the court to stop the Federal Capital Development Authority (FCDA) from carrying out the planned demolition as well as return their properties to them, stressing that the plots in question were allocated to the members of the association by the FCDA between 1988 and 1989, saying that all documents and money paid in respect of the property were well receipted.

    “Since the time of el-Rufai, the file for regularisation has been with the heads in the FCDA. So, government cannot claim not to be aware of the fact that the place is not an empty place. Unfortunately, the minister decided to take over the place, whereas, our members have paid all the necessary levies to the government during the el-Rufai administration and we have equally paid for the regularisation and new files were opened for us,” he said.

    Ugoala also pleaded that the court which adjourned the case to March 30, for hearing, should order the authority of FCDA to accelerate the processing of their files, which he said has been dumped over the years by subsequent administrations.

    Counsel to the plaintiff, Barrister Victor Umah, who faulted the moves by the FCTA to forcibly displace the original owners of the concerned plots of land, also told newsmen that if truly the land belonged to the Federal Government, there are laid down procedures which they must follow before taking over such property which the people have occupied over a very long period of time.

    His words: “The case was slated for motion, but originally would have proceeded for hearing like the Judge rightfully hinted. But there were some very sensitive issues why the FCTA raised, because we are standing on the ground that there were no revocations of the property owned by the plaintiffs, which are the land owners. But suddenly, they discovered outright development by unknown persons, who must be agents of the FCDA.

    “That is why we are saying that they cannot come into a land and start altering it. If truly the land belongs to the Federal Government and they want to take over them, there are laid down procedures that must be followed, before they can take over the land. Not just coming into the land by virtue of their being an authority. We are saying ‘no’ to it. That is why we are in court for a declaration to prevent them from what could be described as injustice.

    “The plaintiffs regularised their papers as at when due. They have evidences to show that the regularisations were done at the appropriate time they were asked to do it. Documents were offered to them as proof to the fact that the necessary things were done and all the evidences are genuine.”

    According to findings, other communities which are still under the demolition list from the Bala Mohammed-led administration are Idu-Karmo, Dape, Tasha, Gwagwa, Saburi, Zauda, Jahi, Gishiri, Mabushi, Kuchigoro, Chika, Aleita, Piwoyi, Lugbe, Pyakassa, Tudun Wada, Dei-Dei and Guzap.

    Lack of fund threatens 177 road projects, says Works minister

    The Federal Ministry of Works will stop work on about 177 road and bridge projects in the 2015 fiscal year due to paucity of funds, Minister of Works, Mr. Mike Onolememen, has said.

    Onolememen, who spoke during a presentation at the Senate Committee on Works’ budget defence in Abuja, said no provision was made for capital allocation for the Federal Roads Maintenance Agency (FERMA) and the Office of the Surveyor-General of the Federation (OSGF) for the 2015 fiscal year.

    About N39, 579,312,175 was proposed as 2015 budget for the ministry and its parastatals for both capital and recurrent expenditure.

    Of the amount, N11,232,000,000 was proposed as capital budget for the ministry.

    In 2014, N45,682,844,395 was released to the ministry as at December 2014, of a capital allocation of N98,814,368,704.

    The minister told the committee that “in view of the lean allocation for the ministry in the 2015 budget, only road and bridge projects have been considered.”

    He added: “Of the ministry’s portfolio of about 210 ongoing road and bridge projects, 33 have been provided for and the provisions are insufficient to encourage the contractors to sustain appreciable progress of work on site.”

    Onolememen said “no provision have been made for other departments of the ministry, such as Road and Bridge Design Department, Mechanical and Electrical Department and Service Department.

    He noted that in line with the 2015 Budget Circular and given  the lean envelop for capital projects, emphasis would be on maintaining the minimum level of activity on the project sites where provisions were made in the proposed budget.

    He said some of the key projects and those awarded in 2014 earmarked for attention included rehabilitation of Lagos-Sagamu-Ibadan dual carriageway, sections 1 &11 in Lagos/Oyo States; rehabilitation of Enugu-Port Harcourt dual carriageway,  sections 1&11; dualisation  of Obajana Junction to Benin phase 2, sections 1-1V; dualisation of Abuja-Abaji-Lokoja, sections 1,111,1V; dualisation of Kano-Maiduguri, sections 1-V  and others.

    The minister said the challenge to the timely completion of projects was inadequate budgetary provisions for projects and the non-release of budgeted funds.

    “This underscores the need for diversification of the sources of funding for highway projects,” he said.

    Chairman of the committee stressed the need for alternative funding of critical projects, considering the dwindling oil revenue.

    Minister: Jonathan has no plan to rig polls

    National Planning Minister Dr. Abubakar Sulaiman has said the President Goodluck Jonathan administration is doing everything possible to ensure free and fair general elections.

    The administration, Sulaiman said, had no plan to rig the elections.

    The minister, who spoke at a reception organised in his honour by the Faculty of Social Sciences, University of Abuja, described Jonathan as a leader with “a large heart”.

    Sulaiman, who was a lecturer in the institution before his appointment as minister, said: “This administration is working and the evidence is there. I will continue to do more for the university and I can do better. If you truly like me, vote to return Goodluck Jonathan.

    “One thing we should all know is that Jonathan does not have plans to rig himself back. If he had or has that plan, he would not have appointed Jega (INEC), an activist as the INEC Chairman. Even on my appointment, Mr. President demonstrated a large heart.

    “I was an active unionist during my days as a university lecturer. I led a protest against the then sitting vice chancellor, which we carried up to the government level. Yet, Mr. President decided, devoid of any sentiment, to appoint me a minister. It takes one with a large heart to do that.”

    He told the gathering that under Jonathan, 14 Federal universities were built across the geo-political zones, adding that it was a great height achieved in the country’s educational development.

    The university’s Vice Chancellor, Prof. Mike Adikwu, hailed Sulaiman for putting the university first in the course of discharging his duties as a minister.

    He said: “Dr. Sulaiman has lived up to his billings as an academic in the Federal Executive Council and has also made the university proud as his constituency”

  • Minister urges monarchs on peace

    Minister of the Federal Capital Territory (FCT), Senator Bala Mohammed has said that the coming elections should not be a do-or-die affair.

    Mohammed said this when he convened a stakeholders forum of all traditional rulers, ethnic, district and village heads in the FCT where he urged them to co-operate with the government to ensure rancour-free elections in the Territory.

    The crucial meeting was attended by 85 District Heads and 365 Village Heads in the FCT.

    The minister also called on traditional rulers, district and village heads to instruct their people to collect their permanent voter’s cards (PVC). He also urged them to mobilise their subjects and collect the PVCs to enable them to fully participate in the forthcoming elections.

    A statement issued by the Assistant Director/Chief Press Secretary to the FCT Minister, Mohammad Sule reads: “These elections are not do-or-die affair. President Goodluck Jonathan has achieved enough to deserve re-election and thus, their support would be crucial in this direction.”

    On the strides of his administration, the Minister said the reforms carried out by his Administration have reduced its wage bill by over N1 billion.

    Mohammed revealed that his Administration met a monthly wage bill of over N4 billion but was able to reduce it to about N3.5 billion.

    The minister revealed that the money has been ploughed back to other developmental projects to fast-track infrastructural development in the entire 8,000 square kilometers of the Federal Capital Territory.

    “The government of President Goodluck Jonathan has brought about equitable application of public funds, which is 60 per cent and 40 per cent going for capital and recurrent expenditures respectively,” Mohammed said.

    He emphasised that the Jonathan Administration has done wonderfully well for the entire residents of the Federal Capital Territory, especially the natives that have gotten fair share of the Transformation Agenda of the Federal Government.

    The minister urged the traditional rulers to continue their support to President Jonathan because his government has provided diverse opportunities for the ordinary people.

    He noted that the FCT comprises 78 Districts with nine sector centres; while previous governments had developed 11 districts, President Jonathan’s Administration has also developed 11 districts through the Land Swap initiative with payment of compensation to land owners.

    SERAP to Finance Minister: account for alleged missing N30tr

    A civil society group, Socio-Economic Rights and Accountability Project (SERAP) has asked the Minister of Finance Dr. Ngozi Okonjo-Iweala to account for the alleged missing N30 trillion.

    In making the request, the group relied on the Freedom of Information (FoI) Act 2011.

    It followed the disclosure by the former Governor of the Central Bank of Nigeria (CBN), Prof. Chukwuma Soludo, that over N30trillion was unaccounted for.

    The group threatened to sue the minister under within two weeks of the receiving or publishing this letter.

    In the letter dated February 2, 2015 and signed by SERAP Executive Director Adetokunbo Mumuni, the group, said: “As trustee of public funds, SERAP contends that your Ministry has a legal duty to render account on the missing N30trillion to the beneficiaries (Nigerians) of the trust, if and when called upon to do so.”

    It continued: “As a key agency of government, the Ministry of Finance has a sacred duty to ensure that the country’s resources and wealth is used solely to fulfil the basic economic and social rights of all Nigerians and achieve the country’s overall socio-economic development. This implies providing strong leadership in the efforts to curb public sector corruption, and to refer to appropriate anticorruption agencies any allegations of corruption in which any agencies of government may be involved or officials of your Ministry may be complicit.’’

    The group said the stealing or mismanagement of public funds might be responsible for the economic crisis and hardships being faced by Nigerians, noting that this has led to persistent lack of enjoyment of their legally recognised economic and social rights, such as the rights to education, to adequate healthcare, to adequate food, and access to clean and potable water.

    “SERAP considers this a serious allegation that requires your immediate and urgent clarifications. If true, such allegation will clearly amount to a fundamental breach of national anti-corruption laws and the country’s international anti-corruption obligations and commitments including under the UN Convention against Corruption to which Nigeria is a state party, it added.

  • MINISTER OF YOUTH DEVELOPMENT Do something about street boys

    OF all the problems we have in this country, the most painful one, to me, is the case of the boys roaming our streets.

    In all our major towns, these boys move up and down day and night aimlessly. In the course of doing this, they commit crimes against their fellow Nigerians.

    Some of the crimes committed are stealing, rape, thuggery, robbery and destruction of public property.

    These boys are our future leaders. If they go on like this, they will surely develop to be bad leaders.

    To take these boys away from the streets, the Minister of Youth Development, Boni Haruna, should come up with a policy to be implemented in all states.

    It is my belief that if our governors support this policy, it will definitely be a success.

  • Why NigComSat 1R must be sold, by Minister

    The Federal Government has said the sale of Nigeria’s satellite firm, NigComsat 1 R, has become inevitable  because it has become a huge drainpipe on government’s scarce resources.

    Commmunication Technology Minister, Dr. Omobola Jonhson who spoke during the Fourth Industry ICT Stakeholders Forum by the Commmunication Technology Ministry in Lagos at the weekend, said the satellite firm would be sold to private investors for more efficient management.

    According to her, the firm would be sold in a way government would be able to get good value from it. She said the management of the firm is currently working to increase its commercial value.

    She said: “NigComSat 1R has increased its commercial value through the generation of revenue for government by leasing of 5KU transponders, C-Band, broadband sale and the leasing of Direct to Home (DTH) platform to private strategic partner.

    “Ongoing projects are being designed that will increase revenues from this asset. The lease of KA transponders is also planned for Q1 2015.”

    Dr. Johnson said the satellite firm made N3,654,955.04 in 2012 while it generated N263,753,354.34 and N648, 866,688 in 2013 and 2014 respectively, showing a gradual improvement in performance.

    The improved performance, however, does not justify the money it gulps from government’s purse.

    She said: “NigComSat 1R takes a huge portion of our budget and I don’t think there is any minister that will not support its privatisation for the country to make more money.”

    Responding to questions on continuity, the minister said as pioneer minster of ministry, she had,  with other stakeholders, done a lot to improve the fortunes of the ICT sector to ensure its sectoral addition to the nation’s gross domestic product is worth the while.

    She said the sector has contributed above nine per cent, adding that when added to another two per cent it has enabled other sectors of the economy, the score card is good enough.

    She added: “As the administration comes to an end, I will answer the question about continuity of the pragrammes for two major reasons. First, if look at what we did, I told you we had two major priorities-Connect Nigeria and Connect Nigerians, these are priorities we engage with the industry before we started doing. There several other projects so, to me, the priorities that we have are not only for the ICT sector but for the country.”

    Minister: Jonathan ‘ll concede defeat if he loses

    President Goodluck Jonathan will concede defeat if he loses next month’s Presidential election, Minister of Interior Abba Moro said yesterday.

    Moro who spoke to reporters in Abuja on internal security of the country gave the assurance that there will be enough security before, during and after the elections.

     Reacting to one-time Minister of Defence Gen. Theophilus Danjuma’s call for the arrest of former Niger Delta militants for threatening to cause trouble should President Jonathan lose the election, Moro said: “President Goodluck Jonathan is ready to conduct a free, fair and credible election. In the unlikely event of him losing the election”, he would be democratic enough to concede defeat.

    “So if Jonathan who is the main contestant in this election, who is the President of this country, who is the leader of the PDP can come out to say that he was going to ensure a free and fair election, I do not see where supporters of either Mr. President or any other political party for that matter, would derail the cause of this democratic movement.”

    Cautioning against inflammatory remarks and actions that may plunge the country into avoidable crisis, Moro said: “It is reprehensible for people to threaten this country with mayhem and violence should their candidate lose the elections.”

     He said the government and the Independent National Electoral Commission (INEC) is working effectively to ensure that only qualified Nigerians have access to the polling booth and vote during the elections.

     His words: “Following information reaching us particularly on the February 14 election that people are moving from their placing because of fear of election violence. This government is determined to ensure peace and security in Nigeria before, during and after the elections wherever anybody fines him or herself or reside.

     ”President Jonathan will ensure that there is peace and adequate security is provided for Nigerians to perform their civic responsibility to use the ballot to elect their leaders. The Nigerian Police Force (NPF) is adequately mobilised. I can tell you that the Nigerian Security and Civil Defense (NSCDC) too are ready to do their job.

    “I can assure you that in spite of the anxiety that is trailing the campaign, Nigerians do not have any cause to worry. I urge all Nigerians to be law abiding. This election will come and go Nigeria will remain so we must do everything within our power to maintain and secure our democracy.

     ”A lot of activities are on now. All Nigerian security agencies are at alert and I want to state that no foreigner will be allowed to vote. The Federal Government is also working with INEC to ensure that only qualified Nigerians will be allowed to vote.”

     On the attack on the president during the campaign in Bauchi, Moro said: “What the governor of Bauchi State said is out of context because the PDP cannot attack the PDP.”
