  • ‘No herdsmen expelled from our community’

    The people of Agbada Nenwe in Aninri Local Government Area of Enugu State, members of the Hausa/Fulani community and Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) in the Southeast have dissociated themselves from a video trending on social media over the purported expulsion of some herders and their cattle from the community.

    The police had denied that no such incident happened, explaining that after preliminary investigations, it was revealed that what transpired was “only the movement of cattle and herders from Cross River State, through Uburu in Ohaozara Local Government Area of Ebonyi State, and a neighbouring town for grazing”.

    The police added that “such transit had nothing to do with escorting herders and their cattle out of Agbada Nenwe community”.

    When Governor Ifeanyi Ugwuanyi led the Commissioner of Police, Director of Department of State Services (DSS), Garrison Commander, 82 Division of the Army, Speaker of the House of Assembly, Commandant of Nigerian Security and Civil Defence Corps (NSCDC) and other stakeholders on a fact-finding visit to Agbada Nenwe yesterday, the traditional ruler, Dr. Francis Imo, said the video is untrue, stressing that “nobody drove the Fulani community out of Agbada Nenwe”.

    The monarch added that they enjoy cordial relationship with the Fulani community, noting that “no cow has ever been killed in this kingdom; no Fulani man has ever been hurt”.

    He said: “We have continued to maintain peace as directed by Governor Ugwuanyi, who has always urged all the traditional rulers to maintain security and unity of the country, to make sure that we live peacefully with one another”.

    Chairman of Aninri Ezekiel Chukwu said immediately he got wind of the rumour he “rushed to the community with the security agencies in the council and could not establish the occurrence of such incident”.

    The council chairman assured the people to continue to go about their normal business without fear or panic. “We are assuring you that we will continue to maintain peace and security of lives and property,” he said.

    On their part, leaders of the Northern community and Miyetti Allah Cattle Breeders Association of Nigeria, Southeast zone, who thanked Ugwuanyi for his commitment to peaceful co-existence of all Nigerians resident in the state, said they have not come across any herder or Fulani man who has complained of molestation or being chased out from the community.

    The Sarkin Hausawa, Alhaji Abukakar Yusuf Sambo, said: “We have been enjoying peaceful co-existence in Enugu State, and we are here to say that mischief makers will not succeed.”

    Chairman of MACBAN Alhaji Gidado Siddiki cautioned the people against “the harm our individual or group’s unruly act can cause the wider society beyond our immediate environment”.

    “It is my sincere plea that while we genuinely seek our individual or group interests, we encourage collective good of all and healthy cohesion for virile nationhood.

    “I thank the government of Enugu State, and indeed the governments of the Southeast states, for their nurturing cordiality among residents of their states and other persons whose businesses are of economic value”.

    Ugwuanyi appealed to peddlers of false news to note that Enugu is a peaceful state.

    The governor maintained that “Enugu State, as we declared during our first ever Oganiru Investment Summit, is open for business and a home for all”. He reassured both the indigenes and non-indigenes of the community that the state is secure and remains one of the most peaceful state in the country.

    “As a government, we assure and reassure both the indigenes and non-indigenes of this community that Enugu State is secure and remains one of the most peaceful states in the country,” he governor added.

  • CAN to MACBAN: expose criminal herdsmen to save Buhari’s image

    THE President of the Christian Association of Nigeria (CAN), Rev. Samson Ayokunle, on Monday urged the leadership of the Miyetti-Allah Cattle Breeders Association of Nigeria (MACBAN) to protect the image of President Muhammadu Buhari by exposing criminal herdsmen.

    Ayokunle gave the counsel while speaking with MACBAN representatives, led by its National Secretary, Baba Othman Ngadzarna and Alhaji Sidia Metankari.

    The cattle breeders’ leaders congratulated Dr. Ayokunle and sought for a date for dialogue with the leadership of CAN on the ongoing security challenges across the country.

    Ayokunle said: “Our major problem is lack of leadership. We don’t have leadership that builds life but such that destroys life. Nigeria needs a detribalised leader who will pick the best across all divides that will help him to govern the entire nation well.

    “The leadership of CAN is not attacking President Muhammadu Buhari on religious ground. All we are asking from the government is to be more responsible and responsive to the yearnings of the people of Nigeria irrespective of their faith, ethnic background and political leaning.

    “For example, the government should be able to provide basic amenities for the people as it is being done in other climes and security challenges must be addressed holistically.

    “Good governance will surely change the current disturbing narrative. There is no reason why the criminals amidst us should not be brought to book. Now that you have said it is not all herdsmen that belong to MACBAN, then your association should stop justifying the atrocities being perpetrated by those criminals.

    “The criminal herdsmen are giving the President bad name and the only way this can be stopped is by exposing those criminals that are carrying gun around, maiming and killing the innocent people. President Buhari is Fulani like you people and the best thing you can do for him is by exposing those criminals. This will make Nigerians not to reject another Fulani man who may want to rule.”

    According to a statement issued by his Special Assistant, Pastor Adebayo Oladeji, the CAN boss cited few instances to condemn the criminal herdsmen who have been attacking and killing innocent people, saying: “most of those who are angry with the …herdsmen do not just hate them but they have been victims of attacks by suspected criminal herders.”

    The CAN president, who commended MACBAN for the initiative, promised to work with the leadership of the association in the quest for peace and stability of Nigeria.

    Other CAN officials present at the occasion include Northcentral Chairman Rev. Israel Akanji; National Treasurer Bishop Anthony Anyiador and National Christian Centre Co-ordinating Chaplain Bishop Peter Ogunmuyiwa among others.

    The National Secretary of MACBAN, Baba Othman Ngadzarna, said the delegation came to congratulate Ayokunle on his victory for second term and to seek for a date when the leadership of MACBAN can come to hold dialogue with CAN leadership on their ongoing dialogue with stakeholders in the country.

    He told the CAN boss that all the criminals pretending to be herdsmen are not their members, emphasising that “those carrying AK-47 around are cattle rustlers who came from outside the country are capitalising on the porosity of our borders.”

    Ngadzarna also disclosed that there is another group of herdsmen who share same name with them adding that “they were also registered by the Corporate Affairs Commission (CAC).

    He further disclosed that the feud between the pastoralists and farmers were as a result of climate change, increase in population, illiteracy, cattle rustling and failure of government to address their needs.

    He, however, noted that until of recent, the government had not deemed it fit to look into the root cause of the feud, adding that, most of the negative stories making the rounds about MACBAN were fake.

  • Ripples over Miyetti Allah’s offer to raise vigilance outfit in S’East

    The dust generated by the request for the establishment of Fulani Youth Vigilante body in communities of the South East by the Miyetti Allah Cattle Breeders Association of Nigeria, MACBAN, is yet to settle.

    The group made the call during a security summit in Enugu on Thursday, saying that the purpose was to compliment its host communities’ security counterparts and other constituted security apparatus in the zone.

    Reacting to the request by the umbrella body of the herders, the  Indigenous People of Biafra (IPOB), asked the MACBAN to dump such idea.

    The Biafra agitators accused governors in the South East of conniving with the herders towards the establishment of vigilante body in the region.

    In a statement signed by its leader, Nnamdi Kanu, the IPOB  vowed to resist the plans, describing the governors’ seeming silence on the issue as payback for being rigged back into offices.

    The statement read in part: “I condemn in totality, both in letter and spirit the underhand agreement between South East governors and the call by Miyetti Allah Cattle Breeders Association for the establishment of Fulani  Vigilante Groups in Igboland of  Biafra.

    “Without much ado, I wish to state  that it is extremely shocking and shameful that at a time when herders have turned to terrorists and ravaging the North, Middle Belt and Yorubaland, Southeast governors allowed Miyetti Allah to get away with such demand on our soil.

    “It’s akin to telling someone in advance that you are coming to rob his house and he allowed you to just walk away, while pleading with you that you should reconsider.

    “Instead of ordering their immediate arrest on the spot for daring to so brazenly reveal their  intention to invade Igboland, the  South East Governors appear to want to accommodate their demands.

    “It defies logic that Southeast governors would care to give audience in the open in Igboland to the organisation.

    “Did the Southeast governors stop to consider that Biafran traders in the far North, even though law abiding, can never be given the audience and reverence that these Southeast governors have so shamefully extended to Miyetti Allah.

    “We are eagerly waiting for Miyetti Allah and their Fulani terror militia in Biafraland, an adventure they will regret for as long as they live.”

    Also reacting, leader of the Movement for the Actualization of the Sovereign State of Biafra (MASSOB) Comrade Uchenna Madu condemned the request of Miyetti Allah, describing it as part of agenda to Islamize the South East.

    “For the herders to boldly issue out this sacrilegious and abominable statement is a proof that the establishment of their security vigilante is already at execution stage. They merely want to know the reactions of Ndigbo which will always be temporal noise making.”

    MASSOB warned that “until Igbo leaders recognize the potency of the pro Biafra groups and engage them in the security of lives and property of Ndigbo, Igbo land will continue to be a playing field for the devourers of our people.

    “The South West leaders have never condemned or proscribed the activities of OPC or other Oduduwa pressure groups, instead they are working with them for the general interest of Oduduwa land.

    “Even northern leaders have never done such in their zone. Igbo governors, state assembly members, senators and House of Representatives members are all cowards and political errand men.

    The leadership of Ohanaeze Ndigbo Youth Council Worldwide led by Mazi Okechukwu Isiguzoro, also kicked against the request asking the that lawmakers in the zone should make laws bringing back the  Bakkasi Boys Vigilante Group o provide security in the zone.

    In a statement signed by the Deputy President and the Secretary General

    Comrade Obinnna Achionye and Mazi Okwu Nnabuike, respectively, the OYC said:  ”We wish to inform our traditional rulers in the South East, that an attempt to sell any hectare of land to Miyetti Allah in the South East will bring crisis in Igbo land, We will make sure that not only that he traditional ruler in question will lose his staff of office but we will declare such a traditional ruler persona grata in the South East.

    ”We are surprised that the Miyetti Allah’s demand for the establishment of a Fulani Youth Vigilante group to compliment the effort of local vigilante group is coming at this period of rumoured fulanization agenda. We call on Ndigbo to be on the red alert. The ‘fulanization’ and neo colonization of the South East by the herdsmen is knocking on our door steps,

    ”Wake up from your slumber Ndigbo, Be prepared, and wait for any eventuality, Until the State House of Assemblies in the South East enact laws bringing back the dreaded Bakassi Boys, youths in the entire Igbo land should as a matter of urgency,  starting from Monday July 1, 2019, occupy all the state assemblies.

    “Every state House of Assembly should enact laws to establish a new vigilante group with a special mandate to fish out armed herdsmen among the cattle rearers moving across our forests on the early hours of the day.”

  • Miyetti Allah calls for calms over Kaduna killings

    · Fish out killers, PDP gov candidate tells El-Rufai’s

    The Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) has called on all affected Fulanis to remain calm and resist all forms of provocation to consider reprisal attacks over the killings in Kajuru local government of Kaduna State last week.

    Also, Kaduna State PDP gubernatorial candidate, Isa Mohammed Ashiru, called on relevant security agencies to prosecute criminals who carried out the killings.

    MACBAN and Ashiru, in their separate reactions on Monday, commended Governor Malam Nasir el-Rufai for being proactive in ensuring the situation was brought under control and prevent any form of reprisal attack in the troubled area.

    The Assistant Women Leader MACBAN, Hajiya Khadijah Ardido, told reporters it was unfortunate and most painful that people were killed with reckless abandon, including women and children.

    She lamented the killings were being denied by people who have no human feelings.

    “As I speak to you now, some of the injured victims are still in the hospital. It is painful that Fulanis are being killed not only in Kaduna state but in several other parts of the country and little or nothing is being done about it.

    “The government must rise to this challenge and stop all forms of unwarranted killings, there must be respect for human lives,” she stressed.

    She went on: “Our people have always been very patient and tolerant and I am still encouraging them to remain patient, disciplined and tolerant in the face of any provocation.

    “As a mother, I am calling on my people not to revolt. Those killing should know that they are doing the wrong thing, particularly killing innocent women and children.

    “The government should ensure that proper investigation is carried out and whoever is found guilty should be made to face the full wrath of the law, at least to serve as deterrent to others now and in the future.

    “Justice must be done to the affected in the killings and the step taken by Governor Nasir el-Rufai towards bringing to justice all those who have hands in the killing is a commendable one”

    Ashiru said the incident was not only an unwanted addition to the list of the past similar ones but clear indication that insecurity still remains a huge challenge in some parts of Kaduna State.

    According to him: “It is with an absolute shock that I received the news broken by the Kaduna State Governor, of the murder of many people in some settlements in Kajuru Local Government Area of our dear Kaduna State.

    “The fact that the loss of human lives has been confirmed makes the whole issue terribly shocking. The act clearly smacks of callousness and a descent into barbarism.

    “I, therefore, wish to express my heartfelt condolences to the families of the victims, people of Kajuru Local Government Area as well as the Government and the entire people of Kaduna State over this unfortunate incident.

    “It is my fervent prayer that almighty who God created those souls will expose the perpetrators of the heinous act.”

    He added: “Let me quickly remind my dear good people of Kaduna State of the need to embrace peace and eschew violence so that the diversity with which Almighty God has endowed us can be harnessed for the good of all of us.

    “Our State is big, bountiful and rich enough to accommodate all of us; all we need to do is to continuously remind ourselves of the fact that resort to violence has never benefitted us as a people. In fact, such an act which results in the loss of human lives diminishes us as a people.

    “We should therefore endeavour to come together, regardless of political, religious or ethnic differences, to let the world know that we are committed to ridding our state of violence and at the same time willing to live as the true brothers and sisters that we have always been.

    “While I once again condole with the bereaved families, I also wish to re-assure everyone again that my bid to clinch the governorship of Kaduna State is driven by both an immense concern for our people and a total determination to rescue the State from misrule.

  • Farmers/herders clashes: Buhari committed to finding lasting solutions

    President Muhammadu Buhari on Friday in Abuja appealed for accommodation and tolerance among cattle herders and farmers throughout the country.

    Speaking at the State House while receiving the leaders of the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), on a courtesy visit, the President appealed for calm among all citizens, saying that his government will give equal respect to all citizens irrespective of their ethnic, religious and geopolitical backgrounds.

    Buhari, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, said “I appeal to all farmers and herders for restraint, mutual respect and tolerance for one another as people destined to live together in this great country.

    “I appeal for patience and understanding as the administration works towards lasting solutions to these conflicts.” he said

    He also urged the herders to support him in the task of bringing lasting peace to the country.

    The President called on state governors to work with the Minister of Agriculture, who he said, had been mandated to work out a solution with the states by which herders will have access to water for their livestock, and farmers will have security against destruction of their farmlands.

    Attributing part of the conflict between the two groups to the climate change phenomenon and population explosion, he regretted that its politicization by selfish individuals who did not mean well for the country did not also help matters.

    He emphasized that the conflict was neither religious nor ethnic, but one that his administration has foreseen and warned about.

    He said, “Before the Benue and Taraba crises, I called the Minister of Agriculture and the Governor of Central Bank and asked them to work with the state governors on rediscovering the gazetted cattle routes, clear of farmlands that had made for peace during the First Republic.”

    President Buhari expressed strong confidence that a way around the problem will be found, working with the states which have an important role to play in finding a lasting solution.

    “Whatever it will take, I am determined to bring peace between farmers and herders. I urge you all to be patient and exercise restraint while we are working for an enduring solution,” he said.

    MACBAN, led by Alhaji Mohammed Kiruwa, informed the President that the 20-million strong body had sent the delegation to endorse his bid for a second term of office on account of the administration’s achievements in office which included, the successful clampdown on kidnapping and cattle rustling; and the fight against terrorism and corrupt elements in the society.

    Alhaji Kiruwa said President Buhari’s personal qualities of honesty, integrity and his unparalleled commitment to the unity and progress of the nation, also informed his association’s support for a renewal of his tenure.

  • Fresh thinking

    It is exciting news: farmers’ and herders’ lobbies just decided to pool resources, to end farmers-herders clashes that have shed too much blood. It is a refreshing way to subject the crisis to reason, and plot a mutually beneficial way out of it; than the old sabre-rattling of mutual recrimination and name-calling. That has done nothing but spill blood and hew limbs.

    On July 12, the All Farmers Association of Nigeria (AFAN) and the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), according to a NAN report, rose from a meeting that set up a 14-man committee to address the clashes; and suggest ways to ensure safe and sustainable business for both trade guilds.

    “What we are doing here today is sensitisation and advocacy; we can reach our goals without killing our people,” Alhaji Kabir Ibrahim, AFAN national president said. “In our midst today, we are happy to jointly issue the resolutions we have reached with the Miyetti Allah on the insecurity that threatens our business. We have agreed to work together to expose the criminals among us, to ensure peace and prosperity in Nigeria.”

    Bala Ngelzarma, MACBAN national secretary, was no less forthright: “We represent MACBAN, we are a peaceful association. We have been working together with AFAN to bring peace to this country. We don’t control the entire Fulani in Nigeria. We only represent our registered members who are legitimate, peace-loving pastoralists doing their legitimate business of cattle rearing.”

    Well said, from both sides. But even then, something is common from both camps: the insecurity that has plagued both businesses and the probable existence of rogue elements hiding behind criminal herdsmen killing and farmers’ retaliation — or vice-versa — to cause mayhem.

    That is still where the duty of the state lies, without compromise to AFAN-MACBAN entente. The state must fish out these criminal elements and uproot them from their diabolical cover to spill blood. On their parts, both AFAN and MACBAN should spread the message across their members, and take in as many members as possible to buy into the new spirit.

    Also, a formal register of members would not be out of place for both guilds. That way, and with their data base, they can work hand-in-hand with the security agencies to separate genuine members from criminals; and even help to weed off criminals among their members, using their trades to perpetuate hideous killings.

    Still, one premise is imperative. If farmers and herders are trade groups pursuing lawful and legitimate business, each must be guaranteed the safety, security and sustainability of its trade.

    That means the farmer must be assured of the security of his farms and the safety of his crops. If, however, there are breaches, which could be occasional, there must be established just and peaceful ways to pay compensation for lost crops, by herders guilty of ruinous grazing; as punishment for the herders involved.

    In the same token, the herder must be guaranteed the pasture for his herd. Since the crisis has resulted from disputed grazing routes, from open grazing — and that problem has evolved from the very antiquity — the state ought to plot a balance between grazing routes and farm lands, in such a way that both guilds can successfully and profitably engage in their trades.

    Fortunately, however, that would at best be in the short and middle run, given that the idea of modern ranching is gradually seeping down, even among the leaders of the itinerant herdsmen, some of whom had previously claimed nomadic grazing was their culture; and therefore were not ready to change. Even if that were so, farms should be strictly off-limit for grazing; and the employer of any herder who violates any farm should be treated as an economic saboteur, that must pay a stiff and dire sanction.

    But since prevention is always better than cure and clear thinking also far better than jumbled emotions, the government should use the AFAN-MACBAN to promote positive advocacy and arrive at a laudable consensus to sell the ranching idea. If the message is rigorously projected and promoted from its business and economic front, and the different value chains could be exposed from how the anticipated jobs could lift not a few from the poverty trap, it just might be a new dawn for the cattle-farming business in Nigeria.

    But aside from the herder-farmer stakeholders and the government, the media also has a critical role to play. So far, the media has been a great disappointment in the whole affair. Instead of approaching the issue from a critical point of view, media reports have most times issued from set ethnic, religious and regional views, with accompanying biases, if not outright bigotry. That, needless to say, has only fuelled the crisis, rather than quenching it.

    The media, therefore, must take this AFAN-MACBAN entente as golden opportunity to change tack and approach the issue with much more reason than emotion. With the triad of the trade guilds, the government and the media working on the problem, with this new spirit of cooperation instead of confrontation, mass killings, from herders-farmers clashes, should be a thing of the past.

     

  • Plateau killings: South East, Miyetti Allah preach peace

    The Miyetti-Allah Cattle Breeders Association of Nigeria in the South East, has called for peace among the warring groups in the north, following the massacre in Plateau state, where many people have lost their lives.

    The South East Chairman of the body, Alhaji Gidado Siddiki, in a statement on Saturday in Awka, Anambra state, made available to the Nation, said killing one another would only take the country to destruction.

    He claimed that over 500 of their members who do their businesses in the South East, had lost their lives since 2016 on a business trip to the north,adding that the people should sheath their swords and embrace peace

    Siddiki said he believed that the crisis in the north could be as a result of lack of proper coordination, adding that members of the group in the South East were not facing such problems because there was proper coordination.

    The statement reads, ” I wish to dispel the notion that the present crisis in Plateau is exclusively caused by Fulani herdsmen and targeted at the Christian population alone”

    ” Evidences abound that the Berom militia mounted road blocks at vintage locations and molested whoever they counted an enemy, Christian or Muslim”

    “The Muslim community has lost so much in the conflagrations. Statistics show  that from 2016 till date, our business men here in the South East have lost more than 500 persons in the Plateau, Benue and Taraba crises on their way either to the North to South East”

    “I therefore wish to use this medium to call on the government and the leaders of the conflicting parties in the North Central States to thrive to provide harmonious environments for lasting peace in their domains, as violence of any shade serves nobody any good”

    “I advocate a sincere synergy between the contending tribes, State Governments, Security Operatives in the region towards containing the awry situation”

    ” Whosoever is found guilty of contravening the law should be made to face the consequent wrath, irrespective of their leanings, religious or tribal”

    ” It is only by so doing, will the government be seen to be responsive to its duty of providing security for the citizens of Nigeria”

    “I implore the media houses to shelve undue bias in their reportage, recognizing the right of every Nigerian, irrespective of the degree of their exposure to literacy, to be shielded from malicious damage in either the electronic or print media”

    ” Arm chair journalists should please desist from sensational reportage aimed at poor presentation of any section of the country”

    “As optimists, we believe that the troubles we face today would soon be history and the normalcy that ensured communality amongst Nigerians would resume its course”Siddiki said

  • EU trains 130 farmers in agro-forestry initiatives in Daura

    The European ( Union EU ) on Wednesday in Daura, Katsina State, started a three-day training of 130 farmers in agro-forestry initiatives.

    Dr Chris Udokang, the EU Project Manager, who declared the training open, said that it was aimed at educating the participants on how to generate appreciable revenue from tree products and non-timber forest products.

    He said that the project was executed by the Fuel Wood Balance programme ( FUWOBA ), in collaboration with Oxfam, International Centre for Energy, Environment and Development ( ICEED ) and the National Planning Commission.

    Udokang said that the project had encouraged and supervised the planting of 21 species of assorted trees across the seven participating local government areas of Katsina State.

    He said that under the project, about 6.54 million trees were planted across the local government areas in the last three years, adding that the tree-planting scheme would be expanded cover more rural communities.

    Malam Buhari Fago, the Director of Agriculture in Daura Local Government Council, said that training was timely and vital to the socio-economic life of the people, particularly those in the rural areas.

    He said that the project had spurred many women to get involved in home gardening, adding that the women cultivated cashew, moringa, mango and other economic trees.

    Also speaking, Malam Sani Mashi, an official of Miyetti Allah Cattle Breeders Association of Nigeria ( MACBAN ), said that the project had also trained 700 cattle breeders in certain forestry initiatives.

    “It also helped us to engage in proper open range demarcation, which has since averted unnecessary clashes between our members and farmers,’’ he said.

    The newsmen reports that the local government areas which are participating in the project are Daura, Maiadua, Baure, Zango, Mashi, Sandamu and Dutsi local council areas

  • Herdsmen/Farmers crisis: Obaseki, Security Chiefs meet Miyetti Allah

    …Strategise to curb herdsmen/farmers’ clashes

     

    Governor of Edo State, Mr. Godwin Obaseki, has said the state government will continue to intensify efforts to stem clashes between herdsmen and farmers in the state to ensure harmonious relationship among different groups in the state.

    Obaseki disclosed this during a parley with the national leaders of the Miyetti Allah Cattle Breeders Association of Nigeria and heads of security agencies in the state, at the Government House in Benin City, Edo State capital.

    He said though there might be challenges with identifying some herdsmen due to their itinerary nature, the state government was working to ensure that such issues are cleared to ensure smooth relations among the herdsmen and farming communities across the state.

    He said the meeting was organised as part of the measures to engage stakeholders and exchange ideas to ensure peace, noting, “As a member of the committee of the National Economic Council led by Vice President, Yemi Osinbajo, to deal with the issue, I know how sensitive the issue is and how it has led to the loss of lives and property in many states across the country.”

    He said the state is fortunate to have recorded fewer incidents as efforts have been intensified to manage the situation. He said this was done by setting up the security committee in the 18 local government councils, noting “The committee was made up of council chairmen, two leaders of the Hausa/Fulani community, Directorate of State Security, Divisional Police officers and two native farmers. They will continue to meet monthly and report any incident in their areas to the committee at the state level.”

    Obaseki explained that in addition to the structures in place to address the situation, the state has resolved challenges by identifying herders and organising sensitisation programmes for them. He added, “With the structures in place, sensitisation programmes will be organised for the Hausa/Fulani herdsmen, farmers and other relevant stakeholders in different communities across the state. Through these, we hope to reduce the incidents of clashes between herders and farmers.”

    He maintained that the ban on night-grazing still stands, and approved a 40-day window request by the group to allow strangers in their midst to register with the state government.

    National President, Miyetti Allah Cattle Breeders Association of Nigeria, Alhaji Muhammadu Kirowa, represented by the group’s National Secretary, Baba Othman Ngelzarma, commended the governor for the positive steps taken to ensure peaceful co-existence between Fulani herdsmen and farmers in the state.

    He said, “The stand against night-grazing shows the governor’s seriousness to maintain peace in the state. The setting up of the committee with representatives of local communities, who are critical stakeholders, will go a long way to ensure a lasting peace.”

    Kirowa said it was worrisome that the clash between farmers and herdsmen, which is a national security problem, has assumed a new dimension with political, religious and ethnic colourations.

    “If the problem must be resolved, it must be approached holistically. We are ready to capture the data of our people through biometrics as it has become necessary for us to identify our members,” he said.

    “The sensitisation for relevant stakeholders is another important step that will contribute to peace in the state.  We have tried this method in Ekiti state and it has worked effectively to reduce the clash between farmers and Fulani herdsmen,” Kirowa added.

    SIR: We cannot also sweep under the carpet the intelligence shared by Senator Dagiri Alkali, the leader of the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) that the herdsmen wields arms (AK47, Pump Action Machinegun, knives, charms, among other assault weaponry) as a form of self defence against cattle rustling.  His words “…The Cattle rustlers have displaced the Fulani in Katsina, Zamfare, Kebbi, Kaduna, Nasarawa, Plateau and Benue and in some parts of Kogi. Millions of cattle have been taken from these herdsmen. So when somebody says a Fulani man killed somebody, I wonder why? How? It’s only a poor man that fights. But you, as the military people, you know self defence is an art. In the military, if you are attacked, you have to defend yourself. You have been squeezed; you have to find a way to survive.

    In a saner clime, Senator Alkali by now should have been invited for explanation on how his group acquires these arms into the nation for their ‘poor’ boys to ‘defend’ themselves.

    The fact is there is no better explanation for some group of people to invade MOPOL Base in Benue and slaughter officers under any guise except TERRORISM. The President has been blackmailed by some quarters that he is quiet to give a clear policy direction to check these terrorists because he is also a Fulani man, and because he also rears cattle. I wish Your Excellency can address this from both fronts of strategic policy framework and operational attack on internal security forces.

    It is against this background that I strongly urge the president to present executive bills on grazing and national livestock development to the National Assembly. I know that the National Anti-grazing bill may raise some eye brow; this is why the National Livestock Development Bill is necessary to provide a policy framework for the establishment of livestock reserves for grazing across the country, most especially in the North.

    The office of the National Security Adviser and all service chiefs should develop a workable, effective and sustainable community security model. As at the last time agriculture-security related issues were discussed by this present government, the Minister of Agriculture Audu Ogbeh had contracted the Nigeria Security and Civil Defence Corps to protect plants and livestock with a special strike force unit called Agro-Rangers Unit across the nation.

    The President should declare the Miyetti Allah as a terrorist group; as a form of reformation of the Nigeria Cattle Breeders Association, a new group could be formed by the government with comprehensive identities of members known.
