  • 2019: Police will be professional, unbiased – IG

    The acting Inspector-General of Police (IGP), Mr Mohammed Adamu has reiterated the position of the force to be professional and unbiased during the general elections.

    Adamu gave the assurance on Wednesday in Abuja, when the popular Nigerian musician, Innocent Idibia, popularly known as Tuface Idibia took his “Vote Not Fight’’ camp to his office.

    The IG said that the force had organised series of training for its personnel who would be engaged during the general elections.

    He said police personnel would provide adequate security for officials of the Independent National Electoral Commission (INEC), materials and ensure that Nigerians were not molested.

    He said that personnel would be on ground at the collation centres two days before and three days after the elections.

    Adamu said that VIPs would not be allowed to move around polling centres with their security aides.

    “We are prepared for the elections; we just need your cooperation, just call on us when you notice any infringement, “he said.

    He urged members of the public to always project the force in good light before the international communities.

    Earlier, Tuface urged the police to provide a level playing ground for all political parties without any form of basis during the elections.

    He called on the police to promptly arrest and prosecute all electoral offenders including political actors no matter their status.

    The musicians said that his campaign was aimed ensuring large turnout of youth voters and mobilise against hate speech, electoral violence and vote buying.

    He said that the Nigerian youths had resolved to say no to electoral violence, which he said had claimed many lives in Nigeria.

  • INEC to domestic, foreign observers: you’re to observe, not monitor

    …Launches election translation App

     

    The Independent National Electoral Commission ( INEC ) Tuesday morning briefed accredited domestic and foreign observers on the preparation of the commission ahead of Saturday’s Presidential and National Assembly polls.

    Not fewer than 196 observers have been accredited for the elections.

    At the briefing, INEC chairman, Prof. Mahmood Yakubu reminded the observers that “You are observers and not monitors.”

    He also assured them of their security, saying that necessary security arrangement has been put in place in all the states they intend to deploy their people to within the country.

    The Inspector General of Police (IGP), Mr. Mohammed Adamu who also briefed the observers on the security arrangement assured them of the readiness of the security agencies for the polls.

    Adamu noted that the no movement restriction will be observed within INEC stipulated time.

    He also assured Nigerians and the international community that the police will be professional and neutral in the conduct of free, fair and credible elections.

    Besides, the IGP said the police to be deployed for duty will not be carrying arms.

    He however said a detachment of armed police will be stationed some distance from the polling units to provide security.

    The Acting IG also noted that police personnel on election duty are expected to wear INEC best for easy identification.

    He noted that the police will be looking out for vote buyers/sellers and also touts so as to prevent disruption of the elections.

    Adamu also urged voters who may want to wait to protect their votes to maintain the distance stipulated by INEC.

    The police boss also warned that security personnel who are not deployed for election should stay away from the polling units, saying any security personnel found wanting will be arrested.

    Likewise, he said observers not accredited will be arrested, after clearance from INEC.

    An App, for the election translation, was also launched as part of the arrangement to ensure smooth observation of the polls.

  • Polls: INEC briefs domestic, foreign observers

    The Independent National Electoral Commission ( INEC ) this morning briefed accredited domestic and foreign observers on the preparation of the commission ahead of Saturday’s presidential and National Assembly polls.

    196 observers have been accredited for the elections.

    You are observers and not monitors, INEC Chairman, Prof. Mahmood Yakubu told the observes.

  • IGP vows to end scourge of jungle justice

    …Orders CP Delta to probe case

     

    The Inspector General of Police, IGP Mohammed Adamu, has expressed concerns over increasing acts of jungle justice and all manner of dehumanising treatment meted out to some Nigerians.

    The IGP who described the trend as worrisome highlighted the recent assault on one Odugu Blessing Dada ‘f’, 45yrs, of No. 77 Morka Street, Boji-boji Owa in Ika North East LGA of Delta State and other similar incidences before it, in Edo, Lagos, Abuja and Ebonyi States.

    The Police boss in a statement in Abuja on Monday by the Force Spokesman, ACP Frank Mba however stated that his regime has zero tolerance for human rights abuse especially gender based violence.

    He also assured that he will do everything humanly possible and within the ambit of the law to put an end to the scourge and effectively prosecute all offenders.

    The IGP while condoling with all victims of jungle justice and other forms of extra-judicial acts particularly Dada, her family and friends over the unwarranted assault on her by one Friday Ndudi Eluro also commended all Nigerians who have clearly identified with the victim and raised the red flag on impunity and all forms of inhuman treatment in the Country.

    Adamu who expressed excitement that most of the alleged perpetrators of the crime have been apprehended, ordered the new Commissioner of Police, Delta State, CP Adeleke Yinka to ensure that the case be expeditiously and thoroughly investigated and all indicted suspects charged to court.

    The IGP urged all Nigerians to steer-clear of human rights violations and all manner of impunity and jungle justice and to report all incidence to the nearest relevant authority.

    He also noted that henceforth, violators of the rights of human persons will be dealt-with in accordance with the law.

     

     

  • We are ready for polls – Police

    …as FRSC deploys 20,000 personnel nationwide

     

    The Inspector General of Police (IGP), Mohammed Adamu has reiterated the determination Nigeria Police Force (NPF) to ensure a violence free and credible 2019 general election.

    He also said the Police would not be a tool for politicians or political parties during the exercise.

    Towards this end, Adamu said enough police personnel would be deployed to every part of the country to prevent violence and other electoral malpractices.

    The IGP spoke in Abuja on Thursday at a stakeholders meeting organized by the Centre for Transparency Advocacy (CTA) where he said the Police is ready for the election.

    Represented by Assistant Commissioner of Police (ACP), Samuel Musa, the IGP said, “We are ready for the election, we are determined to make sure that no single Nigerian is prevented from voting. We have strategies in place to protect all election materials and personnel.

    “What we want Nigerians to know is that what is wrong during the election periods is diversion of election materials, ballot box snatching, vote soliciting or buying would not be allowed. what is right is queue orderly, vote and maintain peace throughout the exercise”.

    Saying that the theme of the meeting, ‘Towards a credible 2019 election, the role of stakeholders’, the IGP said the Police is ready to take its role very seriously, adding, “This is why we have been having training, retraining, seminars and workshops in-house as well as with other stakeholders”.

    He also said in order to ensure that plans put in place for the successful prosecution of the election were not thwarted, adequate personnel would be provided for all election centers from the ward level to the result announcement centers.

    “Our men have been told what to do to make it credible, we are not for any political party but make the election credible,” he said.

    The Federal Road Safety Corps (FRSC), Corps Marshal Boboye Oyeyemi said 20,000 personnel would be deployed nationwide to compliment the security arrangement for the elections.

    According to Assistant Corps Marshal (ACM) Victor Nwokolo, who represented Oyeyemi, FRSC would be involved in forward and reverse logistics for the election.

    The Corps would also certify all vehicles to be used for the exercise, train and retrain drivers, ensure their suitability for the exercise, oversee vehicular movement, in addition to denying or allowing access to certain routes during and after the exercise.

    Earlier, the acting Executive Director of the Centre, Faith Nwadishi said for a free, fair and credible elections, stakeholders must critically examine and proffer enduring solution to issues of voter apathy and non-collection of Permanent Voter Cards (PVCs) by the electorates; insecurity; preparedness of the Independent National Electoral Commission (INEC); vote buying, destruction or stealing of PVCs; desperation of the political class; and the role of security agencies.

    She, however, expressed satisfaction of the Centre over the level of preparedness by INEC for the election, saying, “There has been improved consultation with stakeholders but we call on the entire INEC staff and officers having different roles and responsibility to discharge their duties in the highest professional manner”.

  • Police arrest six suspects for assaulting lady

    The Nigeria Police Force said it has arrested six suspects connected to the assault on a lady in Edo State.

    The lady in the video that went viral was stripped naked and pepper was inserted into her private part for allegedly stealing a phone.

    The Police said following the viral video, the Inspector General of Police (IGP) Mohammed Adamu ordered an investigation into the matter which led to the arrest of the six suspects.

    The Police also said they have established contact with the female victim who is 24 years adding that her health status and recovery rate are being monitored.

    The Police in a statement in Abuja on Thursday by the Force Spokesman, ACP Frank Mba also said that two other suspects are currently at large.

    The statement reads: “Operatives of the Nigeria Police Force have arrested six male suspects involved in the shocking, barbaric and indecent assault meted out on a young Nigerian female as shown in a video which recently went viral.

    “Following the dehumanizing incident, the Inspector General of Police, IGP Mohammed Adamu had ordered a comprehensive investigation into the report.

    “Consequently, the Edo State Police Command, led by its Commissioner of Police, CP Hakeem Odumosu swung into action, leading to the investigative breakthrough.

    “Two other male suspects are still at large. Efforts are being intensified to arrest them and bring all involved to justice.

    “The Nigeria Police Force condemns jungle justice in its entirety and warns of dire consequences for persons who resort to criminal acts of self-help.”

    The six male suspects arrested are: Otoghile Joel (owner of the phone alleged to have been stolen by the young woman), Lucky Igbinovia (alias “One Man Squad” in whose house the young woman was tortured), Edobor Osemwengie (manager of Lafun Hotel), Kingsley Iyamu, Gregg Eweka and Friday Omorogbe.

    The Police also stated that the Edo State Commissioner of Police, CP Hakeem Odumosu will provide more details as the investigation progresses.

  • Elections: SPU, CTU to protect INEC staff, NYSC members

    …May withdraw personnel attached to personalities

    The Inspector-General of Police has disclosed that the Special Protection Unit (SPU) and Counter Terrorism Unit (CTU) of the Force will be in charge of the protection of Independent National Electoral Commission (INEC) staff, National Youth Service Corp members and other Adhoc staff.

    The Ag. Inspector-General of Police (IGP), Mohammed Adamu said this in Abuja during a meeting with Commanders of both units.

    To ensure full mobilization, the IGP also hinted that he may withdraw SPU and CTU operatives that are currently attached to certain categories of personalities.

    The IG while highlighting the roles both units will play during the election said: “The Counter Terrorism Unit was established as a specially trained strike Force with capacity to address the threat of terrorism and sundry insurgency threats to our national security, while the Special Protection Unit is a Police detachment that is dedicated to the provision of specialized security and escort duties for high-risk individuals and corporate organisations that may be under security threat.

    “The Two Units were established to complement the Police Mobile Force towards supporting the conventional police in addressing critical internal security threats and civil disorders.

    “By virtue of their training and expertise, personnel from the Counterterrorism Unit and Special Protection Unit are critical components of the broad election security plan of the Nigeria Police Force.”

    He continued: “Within this context of the Strategic Election Security Operational Plan of the Force, you shall be required to deploy your personnel to provide specialized protection for INEC staff, and NYSC and other ad-hoc personnel of the Commission that will be deployed for the elections and secure INEC facilities across the country.

    Other roles include: “To undertake patrols of the public space before, during and after the elections, act as reserve Forces that could be deployed for rapid response to crisis areas during the elections, provide specialized security for local and international election observers, escort sensitive electoral materials and provide specialized protection to critical national assets during the exercise.

    On the likely withdrawal of operatives, Adamu said: “In order to ensure full mobilization and deployment of personnel for these duties, we shall in the coming days prune down or order the withdrawal of SPU and CTU operatives that are currently on non-essential duties including those attached to certain categories of personalities.”

    He also assured the personnel that proper arrangements have been made for their welfare.

    “In performing your election security duties, let me assure you that adequate provisions have been made for your welfare. In return, we expect the highest possible level of professionalism from you, knowing that your conducts will be subjected to national and international scrutiny.

    “I am confident, on my part, that you have the professional depth, strength of character and strong sense of commitment to duty which is needed to guarantee your optimal performance and the success of the exercise.

  • Community policing key to winning citizens’ trust – IGP

    The Acting Inspector General of Police, IGP Mohammed Adamu has identified community policing as the answer to winning citizens’ trust and attaining the mandate of the Force.

    The IGP also said he will set up Community Policing Implementation Steering Committee composed of seasoned Nigerians and experts on community policing to support the Force in achieving its goal.

    Adamu disclosed this in Abuja on Monday during the decoration and inauguration of the newly promoted Deputy Inspector General of Police.

    The decorated DIGs and the departments they are in charge of include DIG Finance and Administration, Usman Tilli Abubakar; DIG Operations, Abdulmajid Ali; DIG Logistics and Supply, Frederick Taiwo Lakanu; DIG Force Criminal Investigation and Intelligence (FCIID), Anthony Ogbizi Michael; DIG Training and Development, Yakubu Jubrin; DIG Research and Planning, Aminchi S. Baraya; and DIG Information and Communication Technology, Godwin C. Nwobodo.

    On the policy thrust of his administration, “It is in line with this reality that the emphasis of my leadership is predicated on two critical principles. First is to define a clear policing vision and strategy that will guide my leadership in dealing with internal security threats with organization being on the upcoming general elections and highly organized crimes that of national security consequences. Second is to identify and emplace sound professional and intellectual minds to support me in giving effect to the strategies towards attaining my policing vision.

    “Let me clearly emphasize that policing standards and practices have to change in Nigeria if only we want to restore citizens’ trust and attain our mandate in the most effective manner.

    “We therefore, need to re-strategize and take the Police back to the community. We have to also evolve new thoughts and embrace new orientation as a Police Organisation, to work with the citizens, neighbourhood, and other strategic security actors as a pathway towards addressing communal crimes.

    “Henceforth, therefore, Community Policing strategy shall drive policing functions at all levels under my leadership and I look forward to working with the new Force Management Team towards giving effect to this policing vision.”

    On the committee that will be established, Adamu said: “Indeed, in the coming days, a Community Policing Implementation Steering Committee composed of seasoned Nigerians and experts on community policing will be inaugurated to support us in driving this process.”

    The IG while congratulating the new management team stated that promotion of officers and men under his watch will only be based on merit.

    He said: “To the new Deputy Inspectors General of Police, as we celebrate your professional feat today, you must see your elevation as a call to national duty. It is also a clear statement that under my leadership, merit shall be the overriding standard that will guide promotion. You need to, therefore, rededicate yourself to service to the Nigeria Police and the nation. The task of policing a complex nation like ours is undoubtedly arduous. But with your individual and collective experiences, I am confident that together, we can surmount the challenge.”

    He also expressed hope that the experience of the new management team will aid in the actualization of his vision for the Force.

    He said: “I am glad that the senior officers being decorated are not only professionally and intellectually deep, their wealth of experience shall be helpful in aiding the attainment of my vision and perfecting my goals.  I therefore, thank the Police Service Commission for supporting the Force in identifying these great professional minds and appointing them as Deputy Inspectors General of Police and members of the Force Management Team.”

    Also speaking, the Chairman of Police Service Commission, Alhaji Musiliu Smith while commending the IGP and the new team emphasized that they have enormous task ahead.

    He also disclosed that what he met when he resumed office in July 2018 was disturbing adding that it was similar to what the IGP met when he resumed.

    He however pledged that the Commission will continue to offer selfless and fearless care to the welfare of officers and men of the Force.

    He said: “Those who know the IGP knows that he is a round peg in a round hole. The task ahead of him is not an easy task but I trust his ability with the support of the management team, I am sure he will make a success of the herculean task.

    “To the officers to be decorated, I also want to congratulate them that they are able to reach the coveted rank of DIG. They reached the rank not only on seniority but I want to emphasize also on merit and I am sure they are going to be great asset to the administration of the IGP. I want to assure the IGP, the management team, officers and men of the Nigeria Police Force that the PSC under my leadership will continue to give selfless and fearless care to the Force and to our country.

    “I have had few meetings with the IGP and I want to say we are operating on the same frequency but I reminded him that what he met on the ground and what we met on the ground when we took over on the 25th of July last year were definitely things that will disturb a good Nigerians but gradually, we are sanitizing it especially the promotion process and I want to assure the IG, his management team, officers and men of the Force that they can only rely on us and be sure that we will continue to give good service to the Nigeria police force and to our great country.”

  • Election: PMF to protect INEC officials, observers

    As part of efforts to ensure hitch free election, the Acting Inspector General of Police (IGP), Mohammed Adamu has disclosed that the Police Mobile Force (PMF), will be in charge of the protection of Independent National Electoral Commission (INEC) officials, local and international observers, and other sensitive materials.

    The Police boss also said they will be deployed to strategic locations across the country so as to quickly respond to any security threat.

    He assured Nigerians and the international community that the Officers that would be deployed on election security operations have been adequately exposed to tailor-made professional trainings towards ensuring that they undertake their duties in the most civil manner.

    Adamu made this known in Abuja during a meeting with the Squadron Commanders of the 68 PMF squadrons across the country.

    Giving details of the roles to be carried out by the Commanders and the entire unit during the election, Adamu said: “The mandate of the Police Mobile Force as prescribed in Section 25 of the Police Act Cap 359, Laws of the Federation 1990 is to act as a strike Force that can rapidly be deployed as a cohesive specialized Police component to complement the conventional Police detachments in performing critical internal security assignments. They could also be deployed to support the Military in national security operations. It is within this context, that the Police Mobile Force are currently actively involved in the counter terrorism campaign in the North East and other special operations along with the military in other parts of the country.

    “In line with its mandate, and in relation to the election security plans, the Police Mobile Force will be deployed to provide robust protection for local and international election observers, INEC Officials and sensitive electoral materials as well as critical national infrastructures.

    “They shall also be engaged in supporting the other arms of the Force in undertaking intelligence-led operations in areas identified as high risk in the threat analysis report.

    He continued: “The Police Mobile Units shall be located at strategic places across the country to respond swiftly to any security threat, while also undertaking street patrols to deter criminal acts in the course of the elections. Details of this deployment shall form part of our discussion during this conference.”

    Adamu also called on politicians and the electorate to place national security interest above their personal interests and be guided by the overriding obligation to situate all their actions within extant rules.

    “The Police under my watch are firmly committed to ensuring a robust election security management that will guarantee a conducive environment for citizens to freely exercise their electoral franchise. Nonetheless, we are fully prepared to deploy our uniquely potent assets to deal decisively with any individual or group that may attempt to threaten our internal security interests before, during or after the general elections.”

  • IG raises the alarm over stockpiling of arms

    The Acting Inspector General of Police, IGP Mohammed Adamu has said some politicians are stockpiling arms ahead of the elections in February and March.

    The police leadership also stated that it will not hesitate to deal with any politician whose attitude contravenes with the Electoral Act.

    The Police boss disclosed this in Abuja on Tuesday during a meeting with Deputy Commissioners of Police in charge of Operations as part of preparation for the elections.

    He also however charged the DCPs to commence raids of black spots to curtail likely threats to the electoral process.
