Senate orders probe of alleged sharing of 222 mansions recovered by Maina

The Senate on thursday mandated its ad-hoc committee investigating the reappearance and reinstatement of a former Chairman, Presidential Taskforce Team on Pension Reform, Mr. Abdulrasheed Maina to probe alleged sharing of 222 mansions recovered by Maina by Economic and Financial Crimes Commission (EFCC) top operatives.

The mandate followed the alarm raised by Chairman of the investigative panel, Senator Emmanuel Paulker, over alleged “re-looting of choice properties recovered by Maina by EFCC officials.”

Paulker who came under a Point of Order told the Senate that information reaching his committee in the course of its investigation, showed that about 222 recovered properties comprising of exotic houses and hotels handed over to the EFCC by Maina before his removal as chairman of Taskforce Team in 2014, have been shared by top EFCC operatives and other persons of influence in the EFCC.

The panel chairman said that his committee got wind of the fraudulent sharing of the recovered properties from submissions made to that effect by some of the invited government officials connected with the reinstatement and promotion of Maina.”

Paulker prayed the Senate to expand the scope of his committee’s investigation to include tracing those involved in sharing the recovered properties and assets.

He said, “For this alarming revelation sir, this committee requests the Senate to expand the scope of its investigation on Maina by extending it to the management of assets recovered by him and handed over to EFCC before his removal as Chairman, Presidential Task Force on Pensions in 2014 and by so doing, extend the duration of the assignment .”

Senate President, Abubakar Bukola Saraki, put the request to a voice vote and it was unanimously carried.

Saraki in his remarks noted that the committee must do everything possible to unravel those behind the alleged re-looting of the properties and report back in four weeks.

He said, “This is a very serious matter and more of large scale corruption going on in a forbidden place. We just hope that it remains at the realm of allegation and not as it is presented.”

Malami links 270 missing recovered assets to Maina

Startling revelations are emerging from submissions made to the Senate ad-hoc Committee investigating the circumstances surrounding the surreptitious re-appearance and re-absorption into the civil service of former Chairman, Presidential Taskforce Team on Pension Reform, Mr. Abdulrasheed Maina.

The Attorney General and Minister of Justice, Mallam Abubakar Malami, in a 13 page memorandum dated November 14, 2017 which he submitted to the committee linked over 270 allegedly missing recovered properties and assets to Maina.

The 270 properties which are yet to be accounted for, Malami said, were recovered from pension fraudsters when Maina headed the Task Team.

The weighty document said to have been submitted to the Chairman of the investigative panel, Senator Emmanuel Paulker personally by Malami, listed the properties to include real estates and high class motor vehicles.

The AGF raised posers which tacitly indicated that the recovered properties and assets were likely to have been fraudulently shared by top government officials and their cronies.

He specifically mentioned a property situated at No. 42, Gana Street, Maitama Abuja which he claimed is worth N1 billion but was allocated to senior lawyer to buy.

The No. 42 Gana Street, Maitama property was said to have been recovered from Dr. Shaibu Teidi, a former Director of Pensions Accounts, Office of the Head of Civil Service of the Federation.

The AGF said Nigerians were “blind folded” from getting answers to the following two pertinent questions: “a. What happened to the monies recovered from the syndicate?  What about the 270 properties comprising of real estate and motor vehicles one of which is a mansion worth N1 billion situated at No 42 Gang Street Maitama Abuja allegedly given to a senior lawyer meant to crave for his ‘ “buy in” in maximizing media hype aimed at distracting the attention at the public pension fraud?

“The perceived compromises in the investigation, prosecution and charges of real syndicate over the pension related matters.

“Let me conclude by commending the committee led by its Chairman, Distinguished Senator Emmanuel Paulker for the opportunity afforded me to speak to Nigerians directly by rising above the conspiracy of the pension predators that set in aggressive press negative campaign against me and allowing me an opportunity to address Nigerians there by upholding the national interest as against the interest of the chain of pension predators.”

In what appeared a twist in the investigation, the AGF is said to have told the committee that his signature on the memo which sought the re-instatement of Maina into the civil service was forged.

Malami, a source close to the committee which is sitting behind closed door said, insisted that he did not author the memo seeking the reabsorption into the civil service.

The AGF was said to have claimed that desperate people bent on smearing his image might have been behind the alleged forgery.

Another document also submitted to the committee, a group of concerned pensioners claimed that the 270 properties recovered by the Taskforce Team were in the custody of the Economic and Financial Crimes Commission (EFCC).

Part of the document read: “These properties are under the custody of the EFCC. The properties as we speak, have been shared among top officials of the commission, friends and family members, including lawyers of the agency.”

The group which went ahead to list over 63 estates and properties with names of the original owners prayed the Senate to dig deep to unravel how the recovered properties and assets were shared and who got what.

Malami who is said to be central to the investigation has so far appeared before the Senate ad-hoc committee three times.

A source said that the AGF is expected to put up more appearances to respond to allegations made against him in some documents.

He is also expected to provide answers to what the EFCC did with the recovered properties and those who benefited from the sharing of the assets.

The Senate Thursday extended the sitting period of the ad-hoc committee.

The upper chamber also expanded the scope of work of the committee to include tracing the whereabouts of recovered properties and assets.

The approval followed a point of order, by Senator Paulker.

Paulker, whose committee was given one month to submit the report of its findings, asked for an additional time of two weeks.

    The request was granted.

Mainagate: Group accuses Jonathan govt of frame-up

President Mohammadu Buhari has been asked to give the embattled former Chairman, Presidential committee on Pension Reform Taskforce Team (PPRT) under the administration of President Goodluck Jonathan, Mr. Abdulrasheed Maina, protection to tell Nigerians the truth about the pension scam.

The Civil Society Organisations in Nigeria, under the umbrella body of Coalition for Good Governance and Change Initiatives, at a press conference in Abuja yesterday on the re-instatement and disengagement of Maina from the civil service,? commended the prompt reaction of President Buhari, whose action in disengaging Mr. Maina doused tension.

Comrade Okpokwu Ogenyi, National Coordinator of the coalition, who also spoke on the effort of the President towards eradicating corruption in Nigeria, said as a civil society body in Nigeria, the group would stand with the President to ensure a corruption-free Nigeria.

Okpokwu said: “We have observed with kin interest the position of the Attorney General of the Federation, Abubakar Malami, who is the chief law officer of Nigeria. We have equally seen the position of the Nigerian Senate, the People’s Democratic Party, The All Progressive Congress, the League of African Development Students as well as the civil service rule.

“We urge Nigerians not to panic, and advice actors of blame game to maintain caution as the truth is gradually unfolding.”

On the recoveries of stolen pension fund by the PRTT, which the pension body gave the figure as N200 billion, the group said: “Where is this fund? Is it in the federation account or where? Mr Maina insisted that the money is in the federation account, which both the past and present administrations have not disputed.

“We also believe that with the testimony of Sen Kabiru Gaya who said the N195 billion Maina was accused of stealing by the senate joint probe on pension fund is in the federation account. Further accusation of the person of Mr Maina in that light shows that somebody is after Abdulrasheed Maina, especially with the sponsored media war on his person instead of the entire committee.

“Moreover, the N2.1 billion biometric exercise which Maina was accused of mismanaging alongside Orosanye, the former head of service of the federation, has long be settled as the law court discharged and acquitted the former head of service.

“This is based on the fact that the biometric captured the 774 Local government Areas in Nigeria.”

Maina: Ex-NBA boss lauds Buhari for immediate disengagement

Mr Taidi Jonathan, former Chairman of the Nigerian Bar Association (NBA), Minna chapter on Monday lauded President Mohammadu Buhari for the immediate disengagement of the former Chairman of the Presidential Task Force on Pension Reforms, Mr. Abdulrasheed Maina, from federal service.

Jonathan told the News Agency of Nigeria (NAN) in Minna that the directive demonstrated the commitment of President Buhari to fight corruption to a stand still.

” It is the best thing that has happened in recent time of our nation’s history,” he said.

” The directive by President Muhammadu Buhari for investigation of Maina, who found his way back into service, is timely considering the enormous allegations and the plight of pensioners whose benefits are in issue.”

However, the legal practitioner advised that due due process of law should be observed to avert a back lash in the event of any breach of procedure.

“Mr President has done it all for even directing the Head of Civil Service of the Federation to submit a report on the circumstances surrounding Maina’s reinstatement.”

He called on Nigerians to rally round the effort of the current administration by exposing corrupt public officers through the whistle blower’s policy.

He said that together ” We can make Nigeria a better place for the present and future generation.

Mr Femi Adesina, the President’s Special Adviser on Media and Publicity, in a statement in Abuja on Monday, said the President’s directive was contained in a memo to the Head of the Civil Service of the Federation, Mrs Winifred Oyo-Ita

Adesina stated that the President equally demanded a full report of the circumstances of Maina’s recall and posting to the Ministry of Interior.

According to the presidential aide, the report is to be submitted to the office of the Chief of Staff to the President, Mallam Abba Kyari, before the end of work today.

The Minister of Interior, retired Lt.-Gen. Abdulrahman Dambazau, on Oct. 22, had confirmed the resumption of duty by Abdulrasheed Maina, as an Acting Director in his ministry.

The confirmation came in a statement issued by the Press Secretary to the minister, Mr Ehisienmen Osaigbovo.

Maina was appointed by former President Goodluck Jonathan as Chairman of the task force in 2010 to check the corruption in the country’s pension system.

In 2012, the Nigeria Police accused him of misappropriating N100 billion pension funds in connivance with others.

The Civil Service Commission reportedly dismissed him for “absconding from duty’’.

Maina was arraigned in absentia by the Economic and Financial Crimes Commission (EFCC), which declared him wanted in 2015.

Mr Wilson Uwujaren, the spokesman of the anti-graft agency in a statement at the weekend, said Maina remained on the commission’s wanted list.
