    IGP Idris manipulated his retirement age, says Misau

    The Senator representing Bauchi Central, Isa Hamma Misau, yesterday  accused Inspector-General of Police (IGP), Mr. Ibrahim Idris, of manipulating his retirement age.

    Misau, who appeared before the Senate committee investigating the allegations against the IGP, told the panelists that the police boss employed  four civilians in his office with the salary of the rank of Assistant Inspector-General of Police (AIG).

    He said the police boss engaged the services of a retired police officer to handle investigation as against the code and Act establishing the Police Force, adding that all investigative cases were supposed to be under the Deputy Inspector- General of Police, DIG in Area 10, Garki, Abuja and not a retired officer.

    The eight- member ad-hoc committee has Senate Deputy Chief Whip, Senator Francis Alimikhena ( Edo North) as chairman.

    He said the expected date of retirement of the IGP was fraudulently doctored on the staff list of Senior Police Officers from 3rd January to 15th January, 2019.

    Misau said: “Sometime in July 2017, I was in the office of Senator Baba Kaka, Chairman, Senate Committee on Rules and Business when a Daily Trust reporter sought my views on the information that policemen pay as much as N500,000 for Special Promotion.

    “To verify this information, I called some serving police officers who confirmed to the three of us that the information was not only true, but that the amounts paid are up to N2,500,000, in addition to other information.

    “I hereby forward for your consideration, the detailed terms of allegation against the Police the Inspector General of Police, 1GP and the Police Service Commission: Deployment of Policemen to Private Organisation: Between 50,000 to 100,000 policemen are routinely deployed by the Police to oil companies, oil servicing companies, banks, oil marketers, and private individuals etc, with regular payments made to the police.. While these monies are estimated to run intobillions monthly, they are however, unaccounted for.

    “Today, the situation is so bad that businessmen with dubious characters and suspicious businesses now go about with full detachment of policemen and some with full convoy and blasting siren, especially in Lagos, Port Harcourt and other major cities in the country, thereby worsening the country’s policing ratio of 1 policeman to about 800 citizens as against the UN recommended ratio of 1 policeman to 400 citizens.

    “Special Promotion Racketeering by the IGP and the Police Service Commission: The Police Service Commission whose main function is to recruit, train, discipline, promote and retire members of the Force, appear to have left its core mandate to indulge almost exclusively in promotion racketeering. When the IGP was appointed, 23 AIGs and above were compulsorily retired to enable him discharge his duty, showing clearly that special promotion is injustice, because it is an attempt to put junior officers above their seniors.

    “Favouritism in Promotion/ Appointment of Police Commissioners: There is a lot of favouritism in the promotion/ appointment of Commissioners of Police. Junior Deputy Commissioners of Police are given Commissioner of police on acting capacity as against seniority and merit thereby blocking eligible candidates. A recent example is the present CP Lagos who is a junior DCP to two other DCPs, was now given acting CP and posted to Lagos. These acts of favouritism have eroded discipline in the Force which is the backbone of any successful organisation.

    “Postings/Transfers: Transfers of Commissioners of police, State Mopol Commanders and Special Protection Unit Commanders are riddled in corruption. While there are Chief Superintendent of Police, CSPs with over 10 years’ experience. Out of 41 Mopol commanders, about 19 Mopol commanders are junior Superintendents of Police, (SP).

    “It is so bad that instead of the Commissioners of Police in charge of units, like the Police Mobile Force, Special Protection Unit, the postings and transfers are effected in the office of the IGP because of special interest;

    “It is alleged that a woman Assistant Commissioner of Police who is in charge of posting and transfer at the Force Headquarters, Abuja and is known to be close to the IGP, collects money for general postings and transfers, and this is verifiable through the ACP’s account details and those of her immediate subordinate  officers and men as the money collected are usually through bank transfers

    “The 1GP posted a Commissioner of police who for the past 17 years has not worked/ served in a police formation to take charge of a state. This officer who was a former Police ADC to the late former Governor Alamiesiegha, and also served under former President Jonathan, is now the commissioner of Police, Adamawa state. Foisting such officer without operational experience has been a major setback to the current administration’s fight against criminality, especially the Boko Haram insurgency. This officer enjoyed special promotions three times to become a Commissioner of police while his mates are currently Chief Superintendents of Police (CSPs). Such level of operational inexperience is not only a risk to the officer himself, but also to his command and the state at large.

    “Illegal Diversion of Fund By the 1GP: The IGP is alleged to have diverted the funds provided under the 2016 Appropriations Act for the acquisition of Armoured Personnel Carriers, (APC) to purchase of luxury cars without virement. And that he essentially runs the police like a personal property by applying police resources and valuable assets to personal use by his children and close associates.

    “Use of Special Units to Undermine Legitimate Police Departments: The 1GP introduced a curious system where so many investigation units report directly to him. In addition to the above mentioned Units, others include IGP Response Team, IGP Monitoring Unit, and Special Investigation Panel, (SIP) which is inappropriately headed by a retired Assistant Inspector General of Police in contravention of Public Service Rules. It should be noted however that according to the police standard operation, all investigation and intelligence units are legally under the Force Criminal Investigation Department. The current situation has not only rendered the Deputy Inspector General’s office moribund, but also made the office, redundant.

    “The Inspector General of Police is also in the habit of regularly withdrawing cases from the DIG Investigations / Intelligence and reassigned to junior officers loyal to him, thereby effectively undermining the Deputy Inspector General.

    “Poor Attention to Personnel Welfare:  Attention is not paid to welfare and logistics need of officers and men, thereby causing low morale. The conditions in the Police Academy, Police barracks and Police Colleges are not only inhospitable but are also inhabitable. About four months ago, about 3000 policemen were deployed from 30 states to Maiduguri, Borno state for special duties, without logistics. To avoid paying the necessary allowances, signals were issued to convert the deployment to permanent transfer after three months special duty.”

    Police to deploy adequate personnel for Anambra guber poll

    The Inspector-General of Police, Mr Ibrahim Idris, on Wednesday, said adequate personnel would be deployed for the Anambra governorship election scheduled for Nov. 18.

    Idris, who disclosed this at the monthly meeting with Commissioners of Police and above in Abuja, did not, however, give the number of the personnel to be deployed.

    “The Anambra governorship election is going to involve all police commands. It is going to be a massive deployment for the election,” he said.

    “It is very important to prepare for the election. We are going to adequately take care of security in Anambra,” he said.

    He said that all police commands across the country would be involved in the election.

    On deployment of personnel, Idris directed all commands commissioners of police to address the indiscriminate deployment of personnel to individuals and corporate bodies in their commands.

    “You must check the deployment of personnel to ensure it complies with the Police Act and regulations.

    “We are going to take absolute control of our officers attached to Very Important Personalities (VIPs) across the county,” he said.

    He charged the commissioners to monitor deployments of personnel to avoid illegality, adding that they were in charge of deployment of personnel in the commands.

    The inspector-general urged the officers to be committed to the security challenges confronting the country.

    He also enjoined the commissioners to always ensure that adequate security was provided for personnel working under them.

    Idris said that the kidnap of some police officers recently in Niger was embarrassing to the entire Police Force and the country.

    He said that all commissioners of police henceforth would be held liable for the kidnap of their officers.

    The police boss advised commissioners of police to always ensure that policemen were deployed to flash points in their various commands.

    In a related development, the inspector-general has presented a Cheque of N17 million to 10 out of the 1,285 next-of kins of deceased police officers who died in active service.

    He said that N 3 billion had been released for the payment of the beneficiaries who had been screened to get between N 1 million and N6 million.

    Idris said that the category of officers and men who benefited fell within the group Life Assurance Scheme started in 2004 and when payment began in 2012.

    He said that the Federal Government had appropriated N5 billion in the 2017 budget for the settlement of 2013,2015 and 2016 arrears of death benefit of officers.

    Abia crisis: IG directs nationwide deployment of policemen

    The Inspector-General of Police, Mr Ibrahim Idris, on Thursday briefed Vice President Yemi Osinbajo on the outbreak of violence in some parts of Abia.

    After the briefing, Idris told State House Correspondents that the police was adopting a three-pronged approach to resolve the crisis.

    “The strategy we are using is to ensure that we deploy policemen throughout the country.

    “Secondly, we are in touch with the government.

    “We are trying to mobilise the political leadership to be able to intervene where necessary in how to reduce the tension that is already taking place in the South East.’’

    On allaegation by Gov. Nyesom Wike of Rivers that the police is behind criminal activities in the state, the I.G. said that Wike was expressing a personal opinion on the security situation in his state.

    He, however, said police did not have to deny the governor’s allegation that crimes were perpetrated in the state by its operatives (SARS).

    Idris explained that the display of a corpse purported to be that of the police in a crime scene did not indicate that the said policeman was involved in the crime.

    “That a Policeman was killed in Rivers in connection with the IPOB issue is different from saying that the policeman was involved in a crime.

    “You cannot say that the one attacked and killed is the one involved in the crime,’’ he stated.

    He described the governor’s comment as a sweeping allegation which “does not make sense to me’’.

    While reacting to the October 1 quit notice given to some Nigerians to leave some parts of the country, the I-G said there was no cause for alarm.

    “I don’t think there is tension in the country; there is no tension here,’’ he said.

    Police corporal, five others arrested over death of Catholic Priest

    The Police Command in Imo has arrested a police officer who allegedly masterminded the abduction and murder of a Catholic Priest, Rev. Cyriacus Onunkwo, recently.

    The Commissioner of Police in the state, Mr Chris Ezike, said five other suspects had also been arrested in connection with the crime.

    Ezike disclosed this in Owerri while presenting the suspects to newsmen on Thursday.

    He said following a directive by the Inspector-General of Police, Mr Ibrahim Idris, to track down the culprits, the command moved into action and had so far arrested six persons in connection with the crime.

    He said the command was able to achieve the feat through a whistle blowing strategy and forensic technology.

    Rev. Onunkwo was abducted on Friday at Banana junction in Orlu Local Government Area of Imo by gunmen.

    His corpse was later found in Omuma the following day.

    One of the suspects, Mr Izuchukwu Okafor from Anambra, told the News Agency of Nigeria (NAN) that Onunkwo was killed in error.

    He claimed that the gang only kidnapped the priest for ransom but later discovered that he died while on transit to their hideout.

    “When we kidnapped the priest, we used cello tape to seal his mouth, unknown to us, his nose was also sealed.

    “When we discovered that he could no longer talk, we unsealed his mouth and found out that he has dead,,” Okafor said.

    Another suspect, Mr Onyema Cyril, from Onuimo Local Government Area of Imo, told NAN that when they discovered that their victim was a priest he opted for his release, but that the police officer who was among them threatened to shoot them if they released him.

    Among those presented to newsmen in connection with the crime are: Izuchukwu Okafor, Onyema Cyril, Emmanuel Ozuigbo, Victor Ikechukwu, Ifeanyi Nwosu and Corporal Jude Madu.

    Police will continue to partner traditional institutions – IG

    The Inspector-General of Police, Mr Ibrahim Idris said that the Nigeria Police Force would continue to partner with the traditional institutions to checkmate criminal activities in the country.

    The Force Spokesman, CSP Jimoh Moshood, in a statement issued in Abuja on Friday, said Idris stated this during a courtesy visit to the Emir of Lafia, Alhaji Isah Mustapha-Agwai 1 in Lafia.

    He underscored the role of traditional institutions in complementing the effort of security operatives in checkmating criminal activities in the country.

    “Traditional rulers in the country have in no small measure supported and cooperated with the police and other security agencies in curbing criminal activities,” he said.

    Responding, Mustapha-Agwai appealed to Nigerians not to smear or bring down those in positions of authority for personal interest.

    The Emir noted that the two major religions preached against smearing one another’s image, reputations or saying things about somebody without any proof.

    “We should always remember the day of resurrection in our actions,” he said.

    He expressed dismay at the attitude of those who would always allow themselves to be used by enemies of progress to ruin reputations of public office holders.

    He commended Idris for putting measures in place to improve security and doused heightened tension in various parts of the country.

    “The country is faced with some formidable security challenges, ranging from insurgency, militancy, kidnappings and armed robberies,” he said.

    He urged the police boss to do everything humanly possible to ensure that the tempo is sustained.

    “I enjoin you to continue with your good work of providing adequate security to Nigerians and not to be distracted with the activities of ungodly people in our midst,” he said.

    He also called Idris to accord top priority to the welfare of officers and men of the force across the country.

    “Try to be transparent, incorruptible and unbiased in discharging your duties and responsibilities, Almighty Allah will not allow your enemies to pull you down,” he said.

    NSCDC arrests 30 suspected hoodlums in Kano state — Spokesman

    The Nigerian Security and Civil Defense Corps (NSCDC), Kano State Command, said it had arrested 30 suspected hoodlums in Yankatsari village, Dawakin Kudu Local Government Area.

    The command’s Public Relations Officer, Mr Ibrahim Idris, disclosed this while parading the suspects before newsmen in Kano on Saturday.

    He alleged that the suspects were arrested on Friday (Sallah day) while in possession of dangerous weapons such as cutlasses, swords, knives and clubs following a tip-off.

    “The suspects were apprehended by operatives of NSCDC at Yankatsari village carrying dangerous weapons while trying to cause trouble in the area,” he said.
    He said that the suspects would be charged to court for prosecution as soon as investigation was concluded.

    NAN recalls that the state command of NSCDC had deployed at least 1, 500 personnel to various flashpoints in the state to strengthen security during the Eid-El-Kabir celebration.

    Benue Police arrests 708 suspected criminals in one year

    The Benue Police Command says it has arrested 708 persons suspected to have committed various crimes in the last year.

    Its Commissioner, Bashir Makama, made the disclosure on Wednesday in Makurdi, during a two-day stakeholders meeting organised by the command to boost security consciousness in the state.

    He said that 409 of them had been arraigned, while the command was still determining the level of involvement of other suspects in respect of crimes over which they were arrested, before deciding on the next line of action.

    The commissioner listed some of the crimes to include armed robbery, kidnapping, cultism, gun manufacturing and culpable homicide.

    Others included cattle rustling, communal violence, currency counterfeiting and clashes between farmers and herdsmen.

    Makama commended the Inspector-General of Police, for permitting Police Commissioners to hold periodic stakeholders meeting with eminent personalities in their areas, saying that the measures was boosting mutual confidence.

    “The meetings create the needed platform for an interaction and the sharing of ideas between security agents and the communities they are expected to protect,” he said.

    He expressed satisfaction at the quality of personalities at the meetings, saying that the quality of contributions would help the command to arrest criminals and rid Benue of unwanted elements.

    Makama advised the Benue government to establish pilot ranches in the three senatorial districts, to ensure effective enforcement of the anti-grazing law.

    “The pilot ranches will provide an abode for arrested cattle; it will provide a secured shelter for animals awaiting prosecution,” he said.

    The News Agency of Nigeria (NAN) reports that the meeting drew participants from the 23 Local Government Areas of Benue.

    Extortion: Police dismiss 2 traffic wardens in Abuja

    The Nigeria Police Force, on Tuesday, said it had dismissed two traffic wardens attached to the Wuse Police Division from service for extorting money from a motorist in Abuja.

    The affected officers are: Musa Muktari with service F/No. 394120 and Shuaibu Sulieman with service F/No. 10627.

    The Head, Public Complaint Rapid Response Unit ( PCRRU), ACP Abayomi Shogunle, made this disclosure in statement in Abuja.

    He said the dismissal followed an Orderly Room trial at the Provost Department, Force Headquarters, where they were found guilty of abuse of office, soliciting and receiving bribe, contrary to the police Act and Regulation of 1990.

    Shogunle said that the unit immediately began an investigation as soon as the matter was reported to it on May 30 by the motorist.

    He said that the two officers accused the motorist of beating traffic light along Wuse market road and demanded a bribe of N15,000 from him.

    Shogunle said that they led him to an Automated Teller Machine ( ATM) not far from their duty post, where he was forced to withdraw the money which he gave them.

    He said that one of the wardens in the process forgot his cell phone in the motorist’s car.

    “The sum of N15,000 earlier extorted from the complainant was recovered from both wardens (N7, 500 each, as the money was already shared,”he said.

    He said that the money had been returned to the motorist, who was so delighted about it.

    Shogunle said the Inspector-General of Police, Mr Ibrahim Idris, had lauded the complainant for exposing this unprofessional and unacceptable conduct of the traffic wardens.

    He enjoined the public to always make use of the PCRRU platform, which is available 24 hours of the week.

    Ekiti has lowest crime rate in Nigeria–DIG

    The Deputy Inspector General of Police (DIG) in charge of Southwest Zone, Mr Foluso Adebanjo, has rated Ekiti  as having the lowest crime rate  in the country.

    The News Agency of Nigeria  (NAN) reports that the DIG  spoke in Ado Ekiti on Thursday during a working visit.
    “The crime rate in Ekiti is very low, in fact, the lowest in the country. The police anywhere in the world can’t do it alone without the cooperation and consent of the people.

    “ You need to work with critical stakeholders to achieve a crime-free society

    “The Inspector General of Police, Mr Ibrahim Idris,  is committed to the task of giving our men incentives.

    “ Before now, Inspectors used to spend over 14 years before becoming Superintendent  of Police, but such has been corrected.
    “Apart from promotion, we are working on the housing scheme for our men to be able to own a house after retirement.

    “ We are also improving on the medicals  so that our men who sustained injuries in the course of performing their tasks can get the best treatment and many other incentives .

    “Let us do this job conscientiously. Don’t be labelled corrupt officers , this is not good for the image of the force locally and globally.

    “ Do this job very well and you will not regret it because you are doing God’s job and your reward shall surely come,’’ he said.

    Adebanjo added that the proposal for the recruitment of 30,000 policemen

    annually would  take care of the shortfall in the personnel in some states, including Ekiti.

    “As we speak now, 10,000 people are undergoing training and the proposal is that 30,000 will be trained yearly for the next  10  years.

    So, we have a work plan and we must not allow a few criminals to destroy the beautiful name and respect Nigeria commands globally,’’ he said.

    Earlier in his address of welcome, the state Commissioner  of  Police, Alhaji Abdulahi Chafe, said the command would continue to ensure  synergy with other sister agencies to make Ekiti  crime-free.(

    Police to recruit 30,000 men annually, says IGP

    The Inspector- General of Police, Mr Ibrahim Idris, says the Nigeria Police have concluded arrangements to recruit 30,000 personnel annually.

    Idris, represented by Mr Shuaibu Gambo Deputy Inspector-General of Police (DIG) in charge of Finance and Administration, made the disclosure on Tuesday in Ilorin while addressing officers and men of Kwara Police Command.

    “The fight against crime and criminality will not be successful without adequate manpower.

    “Recruitment of 30,000 personnel on a yearly basis will not only increase manpower but also give room for efficiency in the force,“ he said.

    The IGP said plans were underway to establish more area commands across the country to create opportunities for promotion of qualified officers and men.

    He said N200 million had been set aside for payment of the entitlement of police pensioners.

    He added that the era when police officers retire for many years before being paid their entitlement was over.

    He said that the leadership of the force would soon commence the building of housing estates for its personnel across the country.

    Idris said the houses would be allocated to officers and men at affordable prices at convenient instalment.

    He said the project would commence as soon as the Certificate of Occupancy (C of O) from some state governments was approved.

    Idris restated the commitment of his administration to the welfare of officers and men of the force.

    He warned them against violating the fundamental human rights of the citizens in the course of performing their duties.

    Earlier, Kwara Police Commissioner, Mr Olusola Amore, who decried shortage of manpower in the command, appealed to the I-G to consider the command’s request for more men.

    He said that the influx of people into the state had made it difficult for the number of personnel to effectively check the rising waves of crimes in the state.
