The African Tax Administration Forum (ATAF) has announced the appointment of Ms. Mary Baine as its new Executive Secretary, effective 1 July 2025.
She takes over from Mr. Logan Wort, who has led the organisation since its establishment in 2009.
Ms. Baine’s appointment marks a leadership transition at a time when ATAF continues to shape tax policy, strengthen revenue systems, and drive development across Africa.
With 44 member countries, ATAF is the continent’s leading network for enhancing tax administration through knowledge sharing, capacity building, and contributions to the regional and global tax policy landscape.
ATAF Chairperson, Mr. Edward Kieswetter, described Ms. Baine’s appointment as an exciting new chapter for the organisation. He noted that “her professional background, leadership capabilities, and deep commitment to ATAF’s mission place her in a strong position to steer the Forum into its next phase.”
Before being named Executive Secretary, Ms. Baine served as ATAF’s Deputy Executive Secretary, where she was responsible for the organisation’s strategic planning, engagement with international partners, and promotion of African multilateral tax initiatives.

Her prior service also includes a distinguished public sector career in Rwanda, where she held senior positions such as Commissioner General of the Rwanda Revenue Authority and Permanent Secretary in the Ministry of Foreign Affairs.
Ms. Baine, over the years has consistently focused on strengthening tax systems and domestic resource mobilisation as vital pillars for sustainable economic development in Africa. As Executive Secretary, “she will lead ATAF’s efforts to promote inclusive, efficient, and resilient tax systems, while advancing the organisation’s support for its member states and the broader African development agenda.”
ATAF acknowledged the immense contributions of outgoing Executive Secretary, Mr. Logan Wort, under whose leadership the Forum transformed from a newly established initiative into a globally respected continental institution.
Over his 15-year tenure, ATAF expanded its membership, enhanced technical capacity across tax administrations, and became a strong voice for African interests in international tax negotiations.
Reflecting on Mr. Wort’s legacy, Mr. Kieswetter said: “Mr. Wort leaves a legacy of excellence, integrity, and impact. As we welcome Ms. Baine into this new role, we look forward to building on this strong foundation and accelerating progress toward a more equitable and prosperous Africa.”
ATAF said it will continue to support its member countries in strengthening tax policies and administrative practices that support economic resilience, improve governance, and enhance the quality of life for people across the continent.
