FEC okays National leather policy
The Federal Executive Council (FEC) meeting on Wednesday approved leather products policy for the country. The Minister of Science and Technology, Ogbonnaya Onu, briefed State House correspondents at the end of FEC meeting chaired by President Muhammadu Buhari at the Presidential Villa, Abuja. He was with the Minister of Information, Lai Mohammed. The new policy, he said, is to harness the leather resources in the country in order to export finished leather products out of the country.Noting that leather products have imparts in every area of a Nigerian life, he said that it was not in favour of Nigeria to export semi-finished leather products. He recalled that for 2013 alone, leather contributed $921 million to the Nigerian economy. He said “National leather products policy will enable government attract more investment into the sector. We would now harness our leather resources in a manner that will allow us make more gains instead of exporting raw leather or semi finished products.“We want to prepare our nation so that we can process our leather and use the leather in production of finished leather products.“This has application in almost every sector of our economic life, including footwear, apparels and automobile industry. There is hardly any machine that you will open without finding leather component. This is the only we can create more jobs and a lot of wealths. We would be in a position to fight poverty.“In any country, they always start with textiles and then leather. Here we have comparative advantage because our Labour cost is low.” he saidAs far as light leather is concerned, he disclosed that Nigeria is number two in Africa and number 8 in terms of exporting leather in the world. He said “If we harness the leather we have in Nigeria and that we processed our hides and skins, we will be creating a lot of jobs and wealth because of the small scale enterprises that will spring up. You will now be having new business springing up. President Buhari is very much interest in sense ring that those who want to work can work.“In terms of contributions, leather contributes almost $921m to our economy, as at 2013. There was a time leather was number three in terms of contributions from the non- oil sector. We believe that leather will help us achieve much to the economy.” he saidOn health hazards associated with processing, he said “This is exactly why you have the Federal Ministry of Science and Technology and we have the Leather Research Institute in Zaria.“This institute is conducting research in the various segments. This is the only organization permitted to offer higher train in leather industry. You use certain chemicals you have to find away to treat before you can discharge them into any water source.“A percentage will be in what is environmentally acceptable. They are working on that at the moment. We are very much aware of that because we have ternaries at the moment. We want to make that our people are safe.” he saidResponding to question on the threat of the Shiites protests in the FCT, Lai Mohammed said “This came up for discussion, the Hon. Minister of FCT was asked to take up the matter with his own security committee.” -
‘I never said Buhari will lose in North East’
Senator Bukar Abba has denied media reports that he said President Muhammadu Buhari will not win in the North East, saying the president would win conveniently in the forthcoming 2019 presidential poll.
Bukar Abba stressed that there is no way the ruling party; the All Progressive Congress (APC) will lose the election.
His conviction, according to a statement signed by his media aide, Mr. Yusuf Ali was based on the great work the president has done in the last three and half years.
Yusuf quoted the senator as saying that: “As far as I am alive, there is nothing that will make Buhari fail in the North East. Not in Bauchi, Borno, Yobe, Adamawa, or Taraba. There is no way he will lose the election. By the grace of God, Buhari will win the election and serve his second term.
“I Bukar Abba, I am in APC now, tomorrow I will be in APC by the grace of God. I will forever be in APC, if they don’t change the party. Nothing will separate me with my party the APC”.

The senator, Yusuf added has vowed to forever be a member of the All Progressives Congress, a party he fought hard to build. He said it was him and Dr Ogbonnaya Onu the then Chairman of the ANPP that first initiated the merger for the mega party of the opposition to form APC and save the country from the PDP.
Describing the Senator as “an Elder Statesman in his own right who does not He deserve to be called unprintable names”, Yusuf said it was obvious the three time lawmaker was quoted out of context, noting that “he has pledged his support for the APC and Buhari in the 2019 general elections.”

I won’t mortgage my conscience over APC crisis – Oshiomhole
The National Chairman of the All Progressive Congress (APC), Adams Oshiomhole, on Wednesday said that he would not bow to pressure that will make him act against his conscience over the crisis in the party.
He made the declaration after meeting with President Muhammadu Buhari at the Presidential Villa, Abuja.
Speaking with State House corespondents at the end of the meeting, he said that only three APC governors were unhappy with his running of the party while the majority are confident that he is doing his best.
According to him, he would rather obey his conscience than succumb to pressures that will make him do what is wrong.
He said: “Let me say that if there is a choice between my conscience-what I believe is right and mortgaging that conscience in order to keep the job, I will have no difficulty resolving it in favour of my conscience.
“And those who know me know that at my age I cannot learn new tricks. I am absolutely committed to justice, fairness, I am a stickler to enforcement of rules; because the source of relevance is derived from rules. I have lived my life fighting for justice and fairness.”
The problem he has with the aggrieved governors, he said, is a family matters which he is confident will be resolved.
He added “Three governors are not particularly pleased with the outcome of the primaries in their states.
Change is easy, we all want change but the process of change can be traumatizing.
“These are internal family issues; they are my friends, and that is important , even in moment of distress, that friendship is I want to believe is enough to help us to build a reconciliation.
“There is no running away from the fact that we are the governing party who has a higher stake; we are the one in the news; if we were in the stock market, our shares would have increased considerably.
“So, it is not surprising that there is some disquiet but I remain a friend to this governors, I respect them; I appreciate them for the fact that but for their support, I will not be chairman and you don’t go stepping on toes of those who helped you to get into position..
“But however, I thought I was clear and I remain clear that helping me to get to the position, it was to help APC to return to its core values of progressive politics, of fairness, of justice, of adherence to rule of law and total submission to the extant provisions of our party constitution.
“In doing that, you don’t look at power; you look at what is; what is just.
I think that with time, we will reconcile all these; (Ibikunle) Amosun is my good friend; we have known each other for a very long time; we exchange personal visits in addition to official visits; Zamfara governor has been the Chairman of NGF and I was an active member of that forum; we have wonderful time together and I believe in the future, we are still going to have wonderful time together; Rochas Okorocha was one of those who had issues with my predecessor and I did my best to try and resolve those issues in a way that has been given him a new platform.
“And I am happy that God used us to do that not by cheating in his favour but by doing what is right.” he said
Oshiomhole went on “It is just that once you stick to the goal, sometimes, you either get caught on the right side or the wrong side.
I will say it is the tree that bears fruits that attracts stones; the tree that doesn’t bear fruits doesn’t attract any stones.
“I have no illusions; this job I am doing is not a pensionable job; but I did promise myself that if I am going to be on this job for one day, I will do according to the rules and according to my conscience; I will be fair and just to all and God will give me the courage and the wisdom to to do his will. How far that can take me is exclusively in the hands of God.
“The truth is we have 36 states and FCT and we do have 36 state organs and FCT and as far as I know, we have 23 governors; to be exact.

“I believe three governors are not particularly pleased with the outcome of the primaries in their states and you cannot grudge anyone for not being happy if a particular outcome does not coincide with his expectations.
“I don’t have power to appoint and I don’t have power to change particularly when things have been properly done.
“Now if this makes one, two or three people unhappy, it is unfortunate but they are my friends. If things are to be reduced to who is my friend, who I can do favour to, obviously having been a governor for eight years, I have more friends and more governors than any other group within the party whether these are Senators, House of Reps members or other aspirants within the party.
“If there was any temptation in Nigeria, it is temptation towards power not temptation towards the powerless.
“So, all I have tired is to find some courage to enforce the rules and I think an overwhelming majority of the governors appreciate that I have done my best because change is not easy.
“We all want change but the process of change can be quite traumatising, because it is not painless. People have been used to a particular way of doing things; to encourge them to do them differently can be a challenge.
“We have a political system where it seems to the observer and even the analyst, that we have run a political system over the years where of you are very powerful, you simply can’t
“So, here I am as national chairman conducting primaries, the outcome of which some very powerful people did not see their preferred candidate emerging.” he said
He regretted that it is only in Nigeria that one can have 10 aspirants competing for one seat and one person emerges and the remaining nine will wonder why they didn’t win.

Senate seeks immediate payment of petroleum marketers
The Senate on Thursday criticized the Federal Government for its alleged refusal to pay oil subsidy claims by petroleum products marketers.
The upper chamber said that the Federal Government has failed to pay the marketers despite the approval granted it by the National Assembly in July.
The Senate Committee on Petroleum (Downstream) held a stakeholders meeting in Abuja where members of the committee took turns to disparage the government action.
The senators claimed that government agencies appeared to have been deliberately slowing down paying the products marketers their entitlements.
The committee ordered the Federal Ministry of Finance to within one week initiate a meeting with other government agencies and the marketers to reconcile figures of subsidy claims.
The committee also resolved that the meeting should discuss ways and means of fast tracking payment of arrears claims without further delay.
It mandated the stakeholders to report back to the committee the progress made next week.
The upper chamber had, in July 2018, approved payments of subsidy claims of over N348bn to oil marketing companies.
The approval was granted based on a request by President Muhammadu Buhari to that effect.
It also followed the adoption of an interim report by the committee on “Promissory Note Programme and Bond Issuance to Settle Inherited Local Debts and Contractual Obligations to Petroleum Marketers.”
The Senate approved that 55 oil marketers should be paid verified figures totalling N275,750,415,108.
The upper chamber said that 19 other marketers “with contentious claims and verified figures” be paid 65 per cent of their claims, totaling N73,452,639,866, pending further investigation and verification by the committee.
Chairman of the committee, Senator Kabiru Marafa, noted Thursday that the meeting was called to know how much the Federal Government had implemented the Senate’s resolution.
Marafa also said that his committee wanted to know the situation with the 19 marketers with contentious claims.
He noted that the committee wanted the solution to the continued conflict of subsidy figures between the government and oil marketers.
Marafa said, “The situation is becoming a vicious cycle that will not end. There is a general disquiet in the industry as I am speaking to you today, that government’s efforts may be sabotaged because as Chairman of this committee, I am aware of the very serious efforts put in place by this government to ensure that there is no fuel scarcity in this country. We have abundant quantities in every part of Nigeria.”
He added that the government and the marketers reached agreement in June 2016, with another agreement made in June 2017.
Marafa said that the government was yet to pay the agreed sums while the marketers had continued to groan over interests caused by the delay in their payment.
He said, “Since they were not paid as at that time, the interests did not stop.”
The committee chairman noted that there was a meeting between the relevant ministries and agencies with President Muhammadu Buhari where the Governor of the Central Bank of Nigeria allegedly said commercial banks would be advised to suspend interests on loans taken by oil marketers for fuel importation.
He said, “All that did not happen and the marketers are saying that the interests have continued (to grow). Apart from the figure agreed, they are now asking for another figure. Even if the government pays that one, there is another problems again. So, this issue of subsidy will continue and it is going to tell on the integrity of a lot of people. This committee is concerned.”
Director-General, Debt Management Office, Mrs. Patience Oniha, on her part noted that while the payments were approved by the Senate in July, the office did not receive communication from the Clerk to the National Assembly until September.
She said that the processes of the payments were detailed in the request made to the Federal Executive Council, which was passed and forwarded to the National Assembly for approval.
The DG noted that the processes, which must be followed, were still ongoing and DMO would engage the marketers by the middle of November 2018.

Oniha said, “By the time the Senate kindly approved the one for oil marketers, we had already started working and putting a framework in place which was submitted to the Minister of Finance. For us to incur any debt – to book any debt in whatever form, whether promissory note or public debt stock – we need the approval of the National Assembly. That of the (upper) House was only communicated to us in September.
“So, technically, if we had put everything in place, until we got that final resolution from the Clerk, we would not have started. In the letter that came from the Clerk to the National Assembly after the approval by the Senate, it was expressly stated that this was the approval of the Senate and we only got the approval in September.”
She also said that the Federal Government wanted to contract an international consultant based in Nigeria to audit the subsidy claims and payments.
The accounting firm, which she did not name, had been approved by FEC to do “a review of the numbers.”
The marketers, she said, would be paid based on the outcome of the review.
The DMO DG noted that the Federal Government planned to convert the claims and pay the marketers with promissory notes.
The committee disagreed with the DMO DG on the processes of payment.
Members of the committee insisted that the process of payment would further worsen the plights of the marketers in the hands of the banks.
Senator Mao Ohuabunwa, a member of the committee said, “With the brief from the DMO, are we trying to give the marketers a grant or pay them for a business that had been contracted and concluded? You said you wanted to appoint an international auditor and you have not appointed one. You are still in the process of engaging one and you are talking about promissory notes. You said from 15th November you would start engagements (with marketers), not even to start paying, which means there is no fixed time frame yet. I can’t understand this.”
Another member, Senator Ibrahim Dambaba said, “I want to register my disappointment and displeasure over the way government handled this matter. I have a paper here with me that dated 30th June 2017. These debts were verified as far back as June 30th. To this point as I am talking, nothing is happening, and you are still saying that you will engage these marketers again. I think that should not be the case.”
Marafa noted that the committee would be forced to report to President Muhammadu Buhari if ministries, departments and agencies delayed the payments, leading to fuel scarcity in the country.
Marafa said, “I think there is a fundamental problem. I agree with some of the submissions by my colleagues. These things are badly handled. That is the truth of this matter. When you look at the submissions by DMO and the processes, from 2017 that you agreed to something, who forced you? Did anybody force the Federal Government to agree with these figures? From the moment you accepted, you have to honour your words.
“I don’t want to say this but I can see some hands behind these things. God forbid, honestly, if these things result into any fuel scarcity, I will be one of the few people that will walk up to Mr. President and say that there is sabotage. I know the efforts the government put to avoid these things.”
The marketers claimed that commercial banks, from which they obtained loans to import Premium Motor Spirit (petrol), had continued to seize their assets since it was announced that the National Assembly had approved payment of subsidy arrears.
The Executive Secretary, Depot and Petroleum Products Marketers Association of Nigeria, Olufemi Adewole, said, “The processes they have highlighted, to us, are killing our businesses. I can tell you without mentioning the name of the banks that the moment some banks heard – they just heard; they read it in the media – that the National Assembly had approved, they went to courts, got injunctions and seized our assets. My people – marketers – are in a dire state.
“I don’t need to go over how many members of staff have been laid off. Those who were laid off are feeling the pain right now. Today is the end of the month and another cycle of interests will be placed on those accounts tomorrow (today) morning. Every CEO here will get an alert of increase on interests tomorrow morning. These are needless expenses for the Federal Government. We are pleading, we are at our knees’ end, by whatever means, let us have this money.
“Giving us discounted promissory notes is like killing us twice because it is already a loss for us; now we are to be given promissory notes that we are going to be forced to discount. The CBN governor promised us then, that the banks would be advised to stop charging interests. We have written to him several times but nothing has been done and the banks are doing this. We are pleading, we need these payment instruments like six months ago.”
A former Minister of Trade and Investment and Chairman of Integrated Oil and Gas Limited, Captain Emmanuel Iheanacho, also said his firm hand been dragged to court by its creditor who was about take over his assets.
Marafa said that the committee would continue to monitor and ensure that the marketers were paid their claims.

We must resolve it. We will make sure those people mentioned will be held to account.”The presenter also reported to Osinbajo that Nigeria Bulk Electricity Trading Company was over billing customers and was one of the institutions giving the government a bad name.He said documents which took him six months to gather proved the corrupt practices going on in the company. He said the money that has been stolen from the company which has 47 staff since inception was more than 11 states budget combined.Isah while challenging the Vice President to investigate the allegations, said he was ready to go to prison if his climes are proven to be liesOsinbajo also responded to the complaints about the school feeding programme in some parts of Ogun state by a caller from abroad, Osinbajo promised to look into the complaints and revealed that 9.2 million children enjoy the benefits in school feeding programme daily. He also said all the produce is from local farmers with at least 6.8m eggs used daily to improve the economy. He also promised to appoint two aides from his office as liaison officers to the programme to gather first hand complains that will enable the government intervened. -
Nigeria needs righteous people in political positions, says Boss Mustapha
The Secretary to the Government of the Federation (SGF), Boss Mustapha, on Saturday said for people to continue to rejoice, righteous people should be voted into political offices in the forthcoming 2019 general elections.
Youths, Mustapha said must get involved and be card carrying members of political parties of their choice to achieve the desired change for the development of the country.
He promised that on no account will he downplay the challenges confronting the country especially in the northern part and called for drastic solution by all.
The SGF spoke at the Northern Christian Youth Economic and Political Summit, held in Abuja.
He suggested a more elaborate summit soon where President Muhammadu Buhari’s cabinet members especially from the Northern part of the country would be in attendance to discuss peace and the way forward.
Nigerians, Mustapha said should reject the norm whereby on few people are enjoying what everyone should.
” Many people are becoming millionaires on a daily basis as a result of direct government intervention. And you have decided to segregate yourself. The government of Nigeria is for every Nigerian.
“Once there is a government policy please take part in it. If you do not, the opportunity will go to a few people.”
He urged Nigerians especially Christians to pray for God’s intervention in the current challenges facing the country.
His words: “This is the way to go. Youths should get involved with issues that are very important to our people. We are the ones that can cause the desired change in this nation.
“If we want to see people rejoicing in our land, the righteous must step out with actions and get into places of authority at different levels irrespective of party affiliation. If I have gotten the details of this meeting, I would have asked everybody in the cabinet of northern extraction to come here and brainstorm. We need to build a platform that would help push what we have received as a mandate from heaven to ensure good governance because it is very important what you are doing.
“I want to encourage you and begin to prepare for a bigger summit. There are challenges and I keep telling people that I do not want to downplay challenges that are confronting us particularly in the northern part of the country. We are the ones that have spiritual mandate to bring solution to these problems. And unless we abide, these challenges will count to deepen. It is my responsibility and yours to arise from our slumber and begin to take our rightful places. So that when we speak, we will be speaking the mind of God and his authority will be established in our lives.

“What do we do to bring solutions to the challenges of our days? Irrespective of our political parties we must discuss the way forward. As the Secretary to the Government of the Federation, (SGF) I have come a long way in politics, I have paid my dues. We must start where we are now. If you are not in any political party you cannot effect any change. Go and register in any political party of your choice. Be a card carrying member of a political party. There are responsibilities that are exercise by government and there are ones that are required of you. We are the wealthiest in terms of resources.”
A former Aso Rock Chaplain during President Olusegun Obasanjo’s administration, Professor Yusuf Obaje, expressed sadness dissatisfaction over the current security situation in the country.
Obaje, who is now the presidential candidate of Advance Nigeria Democratic Party (ANDP), said: “I am not satisfied with the way this country is been governed. As someone that was there before and I have seen what God enabled us to do those years and then since then the situation has not improved.”
On why he is contesting the presidency instead of given youths a chance, Obaje said:”I think there is a problem in understanding political leadership. There is no country that will say governance is only for the youth or governance is only for adults. A nation is not formed for elders alone or youths alone, they are all needed. We must be active. I will be agree that because there is massive failure let us let the elders out. I have been crying out that there is need for political education in this country especially for the youth.”
The Chairman of Youth Wing Christian Association of Nigeria 19 Northern States and Abuja, Evangelist Musa Misal advised those who have not gotten their Permanent Voter Cards (PVCs) for the 2019 elections to do so.
Misal urged youths to shun violence before, during and after the elections and actively participate in the electoral process as candidates and observers.
He called on all to unite irrespective of ethnic, religious and political differences to make the country a better place.

‘Crisis looms if violence in Kaduna lingers’
… Buhari, el-Rufai should find lasting solution, says Interfaith co-chairman
Nigeria may experience crisis during the forthcoming 2019 general elections, if the violence that has engulfed Kaduna and other northern states are not addressed through the intervention of President Muhammadu Buhari.
Co-chairman of the Interfaith Dialogue Forum for Peace (IDFP), Bishop Sunday Onuoha disclosed this in Abuja at a news conference on its advocacy and fact-finding visits to five states namely, Zamfara, Benue, Plateau, Taraba and Kaduna.
During the visits, Onuoha said the team met with critical stakeholders like security agencies, monarchs, Jama’atul Nasril Islam (JNI), Christian Association of Nigeria (CAN), All Farmers Association of Nigeria (AFAN) and Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), among others.
Onuoha who expressed sadness about the development said findings in Kaduna State with the recent killings revealed that there is hypocrisy among some members of communities, actions and inactions of some religious and political leaders who are not practicing what they Preach as factors responsible for the conflict.
He said the problem of youth restiveness caused by unemployment and mutual distrust among various groups remain a major challenge.
The co-chairman also said that in Kaduna, the Agom Adara, His Royal Highness Dr. Maiwada Galadima was abducted less than 48 hours after he granted audience to the IDFP team.
The clergy said: “pastors and imams should not preach bad messages. It is not new, we all know it that some people take advantage of the vulnerable situation of our country. That is what we are out to do. To preach peace across board. What we ask Federal Government to do is to inter-vain to show that those monarchs who are vulnerable based on where they are, are helped to be able to carryout their responsibilities.

“We also commended some leaders in Kaduna who are able to come together. We have a lot of interfaith programmes going on in Kaduna and if not for such interfaith programmes going on in states like Kaduna, Zamfara, Taraba and Benue we won’t be where we are today. It is those interventions that have really helped us.
“We call on President Muhammadu Buhari, Governor Nasir el-Rufai and relevant security agencies to ensure quick resolution of the crisis that has engulfed Kaduna State, urging the people in Kaduna to see the current curfew as a painful necessity to combat agents of destruction and prevailing insecurity.
“And if nothing is done now to address the situation as we get into the 2019 general election period the situation is going to be worst. And unless government take serous action to ensure we address the situation, we may have crisis in our hands and it is an urgent situation that needs urgent solution.
“We just heard a report of a monarch that was adopted. That is the vulnerability and we pray that such things do not continue, the gentle man we going about his legitimate responsibility, helping to build communities and he was adopted and we are praying that the monarch should be released because he is a peace builder. And once you are involved in peace building you are vulnerable. Once you engage yourself in helping the less privilege.
“We all know what we went through visiting these places we went. All we are asking is that went people give themselves to the services of the nation can they please be protected. We were confronted that some monarchs identified some hoodlums within the society and handed them over to some security agencies and few days later they were released. So it is a situation where you really want to help the situation and these boys are aware that is the are arrested their god fathers will come into the matter and release them. So how do we solve the problem. You even make those that reported them more vulnerable to attack.
“How many people have been jailed since we have been having these problems. Some people have killed people and they have not been killed according to the law. I pity the Monarchs. Other monarchs will be scared. So government have a role to protect these people.”
IDFP commended the Kaduna State Commissioner of Police, Ahmed Abdulrahman for providing security cover throughout the areas visited and prayed for the safe return of the abducted monarch.

“The NEC in session noted with dismay how government at all levels had abandoned the provision of potable drinking water for her citizens, we hereby call on governments to as a matter of urgency begin to resuscitate moribund water distribution networks in the country and fund the Water Corporations in the states.

Nigerians urged to support Buhari
Nigerians have been advised to vote massively for President Muhammadu Buhari as he is the best candidate to take the country to greater heights.

The chairman of the South East forum of the All Progressive Congress, Chief Anslem Njoku said that it is important for the south east to massively support Buhari, so that it will be realistic for the south east to attain power in 2023.
“The shortest distance between two points is a straight line, and President Buhari is the straight point Ndigbo needs to get to the office of the president. Politics is truly about interest. If Buhari gets power in 2019, it becomes easy for Ndigbo to negotiate their way to power at the end of his tenure. Any other way apart from this makes the journey longer.”
Njoku further called on all interest groups in the South East to give the present administration the opportunity to complete projects it has commenced in Igboland.
The leader, Arewa Group, Sherif Abubakar Mohammed said that the Arewa group is strongly behind the President, as it is crystal clear to all Nigerians that the current administration is transparent in its governance.
“All Nigerians have seen what the current administration has done. It is a transparent administration and we are grateful to them. I am very sure that the Arewa group is strongly behind the President.
All we need do now is support, encourage, and pray for our leaders as they continue governance after 2019.
