  • FG to reduce JV oil assets to 40%

    The Federal Government on Tuesday said it will reduce all shares in Joint Ventures (JVs) to 40 per cent this fiscal year.

    President Muhammadu Buhari, according to budget document, said the Nigerian National Petroleum Corporation (NNPC) will own 55 per cent shares in the JVs.

    “Buhari ordered the government to reduce all shares in joint venture oil assets to 40 per cent in the 2019 fiscal year,” the document read.

    The state run oil company, NNPC, owns a 55 per cent stake in its joint venture with Royal Dutch Shell and 60 per cent stakes in others.

    Other oil majors, including Chevron and ExxonMobil also operate JVs with the NNPC

  • Buhari… Four years gone, four years more

    As President Muhammadu Buhari takes the oath of office for his second term today, many are pondering on his first tenure of four years, writes Augustine Ehikioya.

    Many Nigerians, no doubt, earnestly desired change before the 2015 general elections.

    They felt their lives were not positively impacted by the 16 years the Peoples Democratic Party (PDP)  spent in power.

    They were relieved when Muhammadu Buhari won the presidential election in 2015 under the platform of the All Progressives Congress (APC).

    So, they expressed hope and aspiration for a better Nigeria when Buhari was sworn into office on May 29, 2015.

    The President’s first term of four years ended yesterday with many Nigerians expressing mixed feelings about his administration’s performance.

    Many critics have said there was nothing to write home about Buhari’s first term.

    They claimed that the government failed Nigerians who massively voted for it.

    According to them, the condition of Nigerians is worse than in 2015 when the administration came into power.

    One of those who picked holes in the Buhari administration is former President Olusegun Obasanjo.

    Obasanjo, in a series of statements and open letters to the President, gave a damning verdict of poor performance on the Buhari administration.

    He alleged increasing poverty, insecurity, poor economic management, nepotism, gross dereliction of duty and misdeeds. Noting that there was a lack of progress and hope for the future, Obasanjo urged President Buhari not to seek re-election.

    Another major voice against Buhari’s first term tenure is the opposition Peoples Democratic Party (PDP). But Buhari’s camp believed that Nigerians got a good deal in the first term of the administration.

    To them, Nigeria never had it so good, as progress was made in the past four years.  So much is said to have been achieved in the administration’s anti-corruption campaign, transparency, security and the economy under the first tenure.

    The Buhari administration is said to have established for itself an anti-corruption reputation that has known no major scandal in the past four years. The achievement in this regard was said to have informed the African Union’s selection of President Buhari as the continent’s anti-corruption champion.To win the war against corruption and institute transparency in the affairs of government, the Buhari administration introduced a number of fiscal reforms and plugged several leakages.

    On corruption, the Buhari’s camp had declared “The administration has significantly curtailed corruption to the point of abolishing what is called “grand corruption.”

    Given Treasury Single Account, TSA, the Integrated Payroll and Personnel Information Scheme, IPPS, the Bank Verification Number, BVN number and Whistle Blower schemes.

    “It is no longer possible for people in authority to, for instance, request the withdrawal of millions, or sometimes billions of Naira or US Dollars to be shared among party members as was the practice under the past administrations.”

    Under the Whistleblowing Policy, recoveries made were said to be over: N13.8bn from tax evaders, and N7.8 billion, $378million, £27,800 from public officials targeted by whistleblowers.

    The administration through improved oversight on Ministries Departments and Agencies also discovered underpayment of over N526 billion and $21 billion to the Federation Account by revenue generating agencies between 2010 and 2015.

    On the poor levels of remittances by MDAs, JAMB under Buhari administration remitted N7.8 billion in 2017 against only N51 million between 2010 and 2016.

    Through the activities of the Presidential Initiative on Continuous Audit (PICA), over 54,000 fraudulent payroll entries have been identified, with payroll savings of over N200 billion.

    The Treasury Single Account (TSA) resulted in the consolidation of more than 17,000 bank accounts previously spread across commercial banks in the country and in savings of an average of over N4 billion monthly in banking charges associated with indiscriminate Government borrowing from commercial banks.

    The use of Bank Verification Number (BVN) to verify payroll entries on the Integrated Personnel Payroll Information System (IPPIS) platform was said to have led to the detection of 54,000 fraudulent payroll entries.

    The controversial Offshore Processing Arrangement (OPA) was cancelled by the Buhari administration and replaced with a ‘Direct Sales and Direct Purchase (DSDP)’ scheme with reputable offshore refineries.

    The Petroleum Industry Governance Bill (PIGB), drafted by the Federal Ministry of Petroleum Resources, has now been passed into law by the National Assembly, after 17 years of failed efforts.

    In 2016, the Federal Government exited the cash call arrangement by which the NNPC traditionally funded its share of the crude oil exploration and production Joint Ventures (JVs) with International Oil Companies (IOCs).

    The Cash Call obligations had consistently put pressure on the Federal Government’s finances, and a failure to fully fund them has resulted in the accumulation of debt arrears of 6.8 billion dollars, as at December 2015.

    To boost the fight, the Buhari administration has signed onto the global Open Government Partnership, OGP.

    In the justice sector, the reforms against corruption said to be carried out include a number of domestic legislation and international agreements to facilitate the identification, tracing, freezing, recovery and forfeiture of ill-gotten assets.

    The administration’s primary sectors of agriculture and solid minerals experienced growth of 180 and 565 percentage points respectively.

    The major achievement in agriculture is Nigeria’s achievement of near self-sufficiency in rice production.

    The government launched a series of funding and capacity development initiatives to support Micro, Small and Medium Enterprises in the country.

    Another milestone, according to Buhari’s camp, is the work of the Presidential Enabling Business Environment Council (PEBEC), inaugurated by President Buhari in August 2016.

    PEBEC is said to have resulted in moving Nigeria up 24 places on the World Bank’s Ease of Doing Business rankings and earning a place on the list of 10 most improved economies.

    The administration, to this end, is said to have issued a number of Executive Orders on improving efficiency in the business environment and promoting local content.

    The Buhari administration has also demonstrated a single-minded commitment to upgrading and developing Nigeria’s transport, power and health infrastructure.

    The administration is also patting itself on the back for completing many abandoned roads in the country, even though some of the road projects are still ongoing across every state of the country.

    The country’s narrow-gauge rail network of 3,500 Kms is being upgraded; while Abuja’s light rail system has been completed and commissioned with a link to the Abuja-Kaduna rail line, which has also been completed and launched.

    While the Ibadan-Lagos standard gauge rail is being a test run, Ibadan-Kano rail has been awarded.

    The administration has also successfully reconstructed the Abuja Airport runway, while new terminal buildings in Port Harcourt and Abuja with Lagos, Kano, Enugu have been completed and commissioned, others are being considered for inauguration soon.

    Several water supply projects and dam/irrigation projects were completed and many more on the way to being delivered.

    About 100 ecological projects were awarded and completed in the six geopolitical zones.

    The Buhari administration more than doubled power generation capacity.  It increased generation to 8,100 MW and expanded transmission to more than 7,000 MW capacity, and has successfully deployed thousands of solar power systems to rural and urban households.

    The administration in the last four years introduced a Social Investment Programme (SIP) with four components, including N-Power, home-grown school feeding programme, the Government Enterprise and Empowerment Program, (GEEP) and the Conditional Cash Transfer, (CCT).

    The N-power employment scheme is expected to have benefit 500,000 this year, while the home-grown school feeding program is currently feeding more than nine million school children across the federation.

    The Government Enterprise and Empower Program, GEEP is giving out interest-free loans to millions of market women, traders, artisans and farmers while the conditional cash transfer, CCT is paying N5,000 monthly to the poorest and most vulnerable households in the country.

    In dealing with security, one of the first major steps the Buhari administration took was the revitalisation of the Multi-national Joint Taskforce, MNJTF aimed at combating transborder crime and the Boko Haram insurgency.

    The MNJTF has the support and participation of neighbouring countries Niger, Chad, Cameroon and Benin, in addition to Nigeria.

    On the day of his first term inauguration, the President had directed the relocation of the command and control centre of the Boko Haram war to Maiduguri, the epicentre of the insurgency.

    The military has since proclaimed victory over the Boko Haram terrorists, following the capture of their operational and spiritual headquarters, “Camp Zero” in Sambisa Forest.

    So far, more than one million displaced persons have returned to their homes and communities while about 20,000 hostages have been freed.

    While one hundred and six (106) Chibok Girls, abducted in April 2014 and 105 Dapchi Girls abducted in February 2018 have been released and reunited with their families, some Nigerians are still in captivity including the Dapchi schoolgirl, Leah Sharibu, who refused to denounce his Christian religion.

    Looking at the giant strides taken in securing the nation, President Buhari at the end of the first four years has declared that his greatest happiness was degrading Boko Haram.

    But critics of the administration had noted that upsurge in herdsmen killings in the country in 2018 and increased banditry and kidnapping have put a dent on government’s achievements in securing the nation in the past four years.

    While the battered economy inherited in May 2015 is said to be far from total recovery by critics, the Buhari’s camp believed that the economy is on the path of growth, especially after overcoming recession between 2016 and 2017.

    The Buhari’s administration also claimed that the FX Window introduced by the CBN in April 2017 now sees an average of $1 billion in weekly turnover, and has attracted about 45 billion dollars in inflows in its first year, signalling rising investor confidence in Nigeria.

    It also claimed that Nigeria’s Stock Market ended 2017 as one of the best-performing in the world, with returns of about 40 per cent.

    Over five million new taxpayers are also said to have been added to the Tax Base since 2016, as part of efforts to diversify Government revenues.

    While claiming that tax Revenue increased to N1.17 trillion in the first quarter of 2018, which was a 51% increase on the 2017 first quarter figure, it is said that the 2.7 Trillion spent on Infrastructure in 2016 and 2017 Budgets is an unprecedented allocation in Nigeria’s recent history.

    The Buhari’s administration also claimed that 14 Moribund Blending Plants have been revitalized so far under the Presidential Fertilizer Initiative (PFI) with a total capacity of 2.3 million MT of NPK 20:10:10 fertilizer.

    The benefits included annual savings of US$200 million in foreign exchange, and ?60 billion annually in budgetary provisions for Fertilizer subsidies.

    The contribution of Solid Minerals’ to the Federation Account is said to have tripled from N700 million in 2015 to N2 billion in 2016, and to N3.5 billion in 2017.

    The Buhari Administration is also said to have expended more than 1.9 Trillion Naira to State Governments, to enable them to meet their salary and pension obligations, especially in the face of dwindling oil revenues.

    The administration is said to have done well in the Niger Delta.

    In the area of diplomacy and international relations, the Buhari administration has also re-established Nigeria’s position and influence in the regional and global arena.

    But many Nigerians believe that Buhari and his team still have more tasks ahead as the second term begins today.

  • Failure, incompetence marked Buhari’s first tenure, says PDP

    The Peoples Democratic Party (PDP) has said that failure and incompetence marked President Muhammadu Buhari’s first four-year tenure.

    The party dismissed as false, the President’s claims of his administration’s performance in his last media interview, saying that he only engaged in his usual blame game in the said interview.

    In a statement Tuesday by the spokesman for the PDP, Kola Ologbondiyan, the main opposition party also chided President Buhari for not using the interview to give account for the trillions allegedly stolen under his watch in the last four years.

    “The PDP notes that it was an internationally accepted position that all critical sectors in our country performed abysmally in the last four years because of the incompetence of President Buhari’s administration.

    “It was unfortunate that instead of accepting responsibility for the failures of his administration, Mr. President is looking for scapegoats where there are none”,

    “It is for this reason that the PDP presented a presidential candidate and deputy with strong knowledge of the economy and social order in order to rescue our nation from the dire straits into which she had been thrown due to poor leadership in the last four years”, the statement added.

    The PDP also observed that President Buhari’s diatribe against the National Assembly and its elected leadership further confirmed his disdain for constitutional democracy, rule of law and the principle of separation of powers as entrenched in the constitution.

    The statement continued, “Mr President’s personal attacks on the Senate President, Bukola Saraki and the Speaker of the House of Representatives, Yakubu Dogara, were totally uncalled for and speak volumes of his disposition about democracy.

    “Moreover, President Buhari should end his showboating on the war against corruption. He must admit that he failed because his administration, which swims in ocean of corruption, cannot fight corruption.

    “This is an administration which thrives in concealment; under which over N14 trillion belonging to Nigerians have been frittered by officials, who have not been investigated or prosecuted”.

    The party said President Buhari also failed as a Commander-In-Chief and lamented the escalation of insurgency, bloodletting, kidnapping and other forms of violent acts in various parts of the nation.

    “Furthermore, it is disappointing that Mr. President has no soothing words for millions of compatriots who have been subjected to the worst form of economic and social misery under his incompetent and corrupt administration

    “The party however urges Nigerians not to despair but continue in their determination and prayers to retrieve the stolen presidential mandate at the tribunal so that our nation can have a purposeful government that will be truly alive to its responsibility to the people”, the statement added.

  • Expose criminals in your Neighbourhood, says Buhari

    President Muhammadu Buhari on Monday night urged Nigerians to expose criminals in their Neighbourhood.

    This, he said, is the trait people knew Nigerians for.

    By exposing those bad elements in our communities, Buhari said will aid foreign investments in the country.

    “We’ll do our best to equip the security agencies to curb the security lapses in the country,” he said.

    He warned the heads of the security agencies to sit up or be shown the way out.

     

  • Elder statesman calls for anti-corruption courts

    An elder statesman Chief Gilbert Olokesusi has urged President Muhammadu Buhari to consider setting up an anti-corruption court in his second term.

    He said the court should be in each state to speed up adjudication of corruption cases.

    According to him, the existing courts are overstretched.

    The Octogenarian noted that an anti-corruption court will be able to focus solely on anti-graft cases with strict timelines for deciding them.

    Olokesusi, a founding member of the Congress for Progressive Change (CPC) which metamorphosed into the All Progressives Congress (APC), expressed optimism that Buhari would surpass his first term achievements.

    The self-styled “apostle of Buharism”, in a statement, said the APC has no excuse not to take Nigeria to the next level as promised.

    “President Buhari’s anti-corruption stand is the last hope of the common man. Yet, the greatest fight put up by corruption is unnoticed. This is how corruption gives anti-corruption a deadly blow.

    “Anti-corruption courts must be established in every state and all such cases must be time-barred, say not more than three months,” he said.

    Olokesusi also urged Buhari to evolve laws and mechanisms to deal decisively with kidnapping and terrorism.

    He said the President should not hesitate to replace any minister or official who fails to perform in his second term.

    He expressed confidence that Buhari will reduce unemployment.

    “One of the cardinals of Buharism is that Buhari will bridge the gap between the rich and the poor.

    “I believe that under Buhari’s watch, by January 2023, all unemployed Nigerians must be on a payroll of not less than the minimum wage,” he said.

    Olokesusi looks forward to a harmonious relationship between the presidency and the ninth National Assembly.

    “Everything must be done embryonically now to evolve a sane ninth assembly,” he added

  • Buhari meets Kalu in Aso Rock

    President Muhammadu Buhari on Monday met behind closed doors with former Governor of Abia State and Senator-elect, Orji Uzor Kalu at the Presidential Villa, Abuja

    Speaking with State House correspondents at the end of the meeting, Kalu insisted he would seek election for the office of the Deputy Senate President in the ninth National Assembly.

    According to him, he was at the villa to deliver to President Buhari, a letter from the Venezuelan leader, Nicolas Maguro.

    He said “It was a very brief one. I am sure since he became President, I have never been to his office, and this is the first time, I have always seen him in private as a private citizen.

    “I have come to see Mr. President, and I acted like a special envoy now. I delivered a letter from President Maduro of Venezuela to President Buhari.”

    He said that he was waiting on the leadership of the All Progressives Congress (APC) to zone the position of Deputy Senate President, but that he will contest on the floor if they failed to do so.

    He said, “Well, I am going to be contesting on the floor of the senate. I am waiting for the part to zone, and if the party continues to hold it, and don’t zone it, I will contest on the floor of the house,”.

    Commenting on support for the election of the next Senate President, Kalu said he has since thrown his weight behind the emergence of the candidacy of Ahmed Lawan.

    He said fifty-six senators have already appended their signatures in support for Lawan while two others who are presently in Makkah were being awaited to lend their support.

    “I have already endorsed Ahmed Lawan as the senate president. That is sacrosanct in my mind, and I am appealing to the other parties, let us have only one candidate in the Senate instead of going to drag about.

    “So, we are on course, yesterday, when I returned from Venezuela, Ahmed Lawan was with me in the house, and I became the fifty-six APC Senator to endorse him and signed.

    “As I am talking to you now we are having two more people who are in Makka, one senator from Katsina and the other from Lagos. It is fifty-eight senators that are going to be signing in, and we have the majority to make him Senate president,” he noted.

    He said that he expects a cordial relationship between the legislature and the executive.

    He also explained that the support of the lawmakers to the executive would not be a blind one.

    “Well, we are going to expect a lot of cooperation between the legislature and the executive and I am sure as most of you know very well, we are going to do bi-partisan support.

    “Not a blind support in any way to the executive but we are going to have an excellent working relationship, where we follow the rules of the house and the rules of the executive,” he said.

    Asked if he has any advice for President Buhari on the calibre of people to select as ministers in the next administration, Kalu said the President was experienced enough to make a good choice.

    He said, “The President has been a president before, as a military man and now a civilian. He is very experienced to choose his ministers, and I am not going to be working with them unless if there is any individual Mr. President wants a piece of advice on.

    “If there is not any, the President is very capable through our local party on who to appoint as a minister. I am excited he will choose capable people.

    “My interest is to rebuild the economy because the economy is part of the reasons why we are having security challenges.

    “So, I will focus on things that will put stimulus to the economy, where the economy will be buoyant, and people would see that the expansion of the economy is important to our society” he said

  • BREAKING: Court frees Jonathan’s cousin charged with laundering $40m

    A Federal High Court in Abuja has freed a cousin of former President Goodluck Jonathan, Mr. Robert Azibaola, charged with money laundering to the tune of $40million.

    Azibaola and his firm, One Plus Holdings Nigeria Limited were charged by the Economic and Financial Crimes Commission (EFCC) with money laundering offences for allegedly receiving the sum of $40m from the Office of the then National Security Adviser, Col. Sambo Dasuki, in September 2014 for the “supply of tactical communication equipment”, a job the prosecution alleged was not done.

    In a judgment on Monday, Justice Nnamdi Dimgba discharged and acquitted the defendants on the grounds that the prosecution failed to prove its case against the defendants.

    Justice Dimgba was of the view that the prosecution failed to contradict the explanation given by the defendants as to how the funds were expended.

    The judge said the prosecution failed to fault the explanation by the defendant that the actual purpose for which the ONSA paid the $40m was concealed as “supply of tactical communication equipment” as was the practice in security management.

    Justice Dimgba noted that the defendants, at trial, led both oral and documentary evidence, to the effect that the money was actually meant to be paid to Niger Delta militants, who were in the business of oil bunkering in other to achieve peace in the region and boost oil revenue in the country.

    He noted that the defendants also provided evidence in support of their claim that the militants were actually paid and called one of them to testify that he received payment from the defendants, following which left the oil bunkering business.

    The judge also noted that the defendants tendered vouchers to show that they equally paid other militant groups from the funds provided by the ONSA.

    Justice Dimgba faulted the prosecution for not calling either Dasuki or officials of ONSA as its witness. He also wondered why Dasuki was not charged in the case.

  • Children Nigeria’s most important treasure, says Saraki

    Senate President,r Bukola Saraki, on Monday, described children as Nigeria’s most important treasure as a country.

    Saraki in a message to mark the 2019 Children’s Day, signed by his Special Adviser on Media and Publicity, Yusuph Olaniyonu, felicitated with Nigerian children and urged leaders at all levels to recommit to the continuous empowerment of the Nigerian child.

    “Today, our nation celebrates its future — our children; our most important national treasure.,” Saraki said.
    “As we do so, we recommit ourselves to ensuring that all Nigerian children are empowered to aspire to achieve greatness.

    “On this Children’s Day 2019, we remember Leah Sharibu and all other young Nigerian children who will be commemorating this symbolic day without their loved ones. We commit them into our prayers, and continue to call for their unequivocal release.”

    He noted that the 8th National Assembly worked assiduously to provide for primary healthcare fund in the budget as well as ensuring that the Child’s Rights Act is domesticated across the states of the federation.

    He said: “Over the last four years, the 8th National Assembly has worked fervently towards ensuring the provision of basic primary healthcare and the domestication of the Childs Rights Act in all Nigerian states — so that young Nigerian Children can live healthy, violence-free lives.

    “Today, we say to all Nigerian Children: “We stand with you. We are one!” Happy Children’s Day 2019.”
