  • UN Rapporteur: PDP urges Buhari to seek help

THE People’s Democratic Party (PDP) has urged President Muhammadu Buhari to show humility and accept the bitter truth that poverty, internal conflicts, bloodletting, banditry, kidnapping, insurgency, abuse of human rights and general national insecurity have escalated under his administration.

The PDP called on the President to seek help, instead of embarking on ego trip and picking a fight with the United Nations (UN) Rapporteur, Agnes Callamard, for highlighting the grave security issues in Nigeria.

Describing the administration as “divisive, vindictive and repressive”, the PDP, in a statement on Saturday by its spokesman, Kola Ologbondiyan, the party said if anything, the UN Rapporteur report only reinforced the positions of other credible international bodies.

According to the main opposition party, the United States Department of State, Amnesty International (AI) and Transparency International (TI) had also reported cases of arbitrary and extra-judicial killings, illegal arrests, arbitrary detention, torture, festering violence, reported disappearances and abuse of human rights under the Buhari administration.

“Today, Nigeria is becoming one of the most insecure places to live. Citizens can no longer move freely around their country as marauders, kidnappers, insurgents and bandits take over the highways, pillage communities, kill and take citizens captive at will. By fighting persons or organizations that tell us the truth instead of seeking solutions, the Buhari Presidency is doing a great disservice to Nigerians especially those in communities being ravaged by insurgency, banditry, kidnapping and ethnic clashes.

“The PDP holds that at the moment, what ought to be paramount to the Buhari Presidency should not be the sentiments of regime image but the welfare and security of vulnerable Nigerians.

President Buhari should therefore caution his handlers on their unguarded statements on grave national issues. He should immediately accept responsibility for his failures and seek help since he has not demonstrated the capacity to effectively led a nation as complex as Nigeria at the moment. The truth can be bitter, but in its acceptance lies the solution,” PDP urged.

  • Buhari orders security chiefs to end crude oil theft

SECURITY chiefs got an order on Thursday from President Muhammadu Buhari to end crude oil theft, Inspector-General (IG) Muhammed Adamu told reporters after the security chiefs met with the President at the State House in Abuja.

Adamu said the President specifically told security agencies to intensify security along the petroleum pipelines and other facilities to check the menace.

IG Adamu said: “Sequel to the improvement in the general security situation in the country, we have been charged by the President to ensure there is a near zero crime society in all geo-political zones; in fact, the whole of the country.

“So, we’ve also been charged to increase security along the pipelines, to make sure that crude oil theft is stopped completely because the loss that the country is facing in that regard is not tolerated.”

The IG also noted that the country had witnessed a significant drop in the activities of bandits and kidnappers, following an improvement in security situation across the country.

He said: “We have noticed within this quarter that the security situation in the country is stable. We made comparison of what happened in the previous quarters and this last quarter and we saw that there is tremendous decrease in kidnappings, banditry, armed robbery and acts of cultism.

“You can see from the situation in the Northwest zone of the country that banditry and kidnapping have reduced tremendously and we have statistics to back what we are saying.’’

The police boss revealed that a good number of bandits and kidnappers had been apprehended on the Kaduna – Abuja and Kaduna – Birnin Gwari roads.

According to him, many of the bandits’ camps had been destroyed while the police have intensified efforts to apprehend those bandits who refused to surrender.

He said: “Those that refused to accept peace initiatives, we have been able to identify their camps, especially along Kaduna – Abuja road; on Birnin Gwari – Niger axis and we went to the dens of these kidnappers. We went to their camps and we dislodged some of these camps.

“In fact, in the security meeting we gave specific numbers of the camps we destroyed and the casualties the bandits recorded as a result of that.

“So, that had made some of them to surrender and some of them relocated. Those that have relocated, we are following them to know the new locations with a view to apprehending them.”

He said security agencies were also advised to support the peace initiative on Tiv/Jukun crisis in Benue and Taraba states to achieve sustainable peace in the affected areas.

“Recently, there have been series of peace initiatives, especially the Tiv/Jukun crisis, the Federal Government came up with initiatives by bringing the leadership of the two states and their traditional rulers.

“We have been asked to support that initiative and see to it that dialogue succeeds and that there is peace between the Jukun and Tiv.”

  • Kidnapping, banditry, cultism dropping – IGP

The Inspector General of Police, (IGP), Mohammed Adamu, on Thursday declared that the crime rate in the country has dropped drastically in comparison with two quarters ago.

According to him, banditry, kidnapping and cultism have decreased.

He said that President Muhammadu Buhari urged the security agencies to keep up the good work towards achieving a near-zero crime rate in the country.

Adamu briefed State House correspondents at the end of security chiefs meeting with the President at the State House.

He also justified the current dialogue between bandits in the North East and the State governors and the security agencies.

This, he said, would bring peace to the area.

He pointed out that dialogue and negotiations were used by the late President Umaru Yar’Adua to solve the militancy problem in the Niger Delta that resulted to the amnesty programme for the repented militants.

He said that the use of kinetic action sometimes does not solve a problem rather negotiation and dialogue bring peace.

He said,” We just finished security meeting and we have noticed within this quarter that the security situation in the country is stable, we make comparison of what has happened in the previous quarters and this quarter and we saw that there is tremendous decrease in kidnapping, banditry, armed robbery and even acts of cultism.

“And you can see the situation in Northwest, banditry has reduced tremendously, kidnapping also has gone down and we have statistics to back it.

“And having noticed that, we have been charged by Mr. President to do more. He wants to see a near-zero crime society in the whole of the country. So we have been charged to do more than what we are doing now in fact, in the whole of the country.

“Recently, there have been series of peace initiatives especially the Tiv/Jukun crisis, the federal government came up with initiatives by bringing the leadership of the two states and their traditional rulers and we have been asked to support that initiative and see to it that dialogue succeeds and that there is peace between the Jukun and Tivs.

“We have also been charged to increase security along the pipelines to make sure that crude oil theft is stopped completely because the loss that the country is facing in that area is not tolerated. So we have been charged to increase our security activities in that direction to make sure that crude oil theft is stopped completely.”

On what was done differently to improve security situation in the present quarter, he said “What we have done apart from the peace initiative and the dialogues that we came up with through organization of security summit. If you remember we went to the Northwestern zone of this country, we sat down with the traditional rulers and all the governors and the leadership of Miyetti Allah and they identified some of the challenges that are fuelling kidnapping and banditry.

“Those challenges were looked into to the extent that the bandits and kidnappers have decided to release their captives and surrendered their arms, that has contributed and also those that have refused to accept the peace initiative, we have been able to identify their camps especially Abuja/Kaduna road and along Birnin Gwari Niger axis and we went to the camps of these kidnappers and we dislodged some of the camps.

“In fact, in the security briefing we gave specific numbers of the camps that we have destroyed and the casualties the bandits recorded as a result of that. So that has also made them to surrender and some of them relocated. We are following those that have relocated to know the new location and also engage them.”

He said that reduction of crime was noticeable in Zamfara, Katsina and Kaduna States.

“For instance, in June, 2019, a total of one hundred and eleven (111) murder cases were reported nationally, while it
reduced to ninety-nine (99) in July and eighty (80) in August.

“One hundred and eighty-three (183) armed robbery incidents were reported in June, with the rate dropping to
one hundred and twenty-seven (127) in July and ninety-six (96) in August, 2019.

“Similar decline was noticed in the rate of kidnapping with one hundred and thirty-four (134) incidents recorded in June, which declined to one hundred
and twelve (112) in July and further declined to eighty-three (83) in August,” he said

Speaking further on peace initiatives, he said “When we are talking about peace initiative, there are a lot of things that we take into consideration, you give out something to get something. And this peace initiative has not started with the bandits in the North Western part of this country with the bandits.

“If you remember some years back we were having issues in the Niger Delta and those issues kinetic actions could not solve the problem until amnesty and peace initiative came up and what we had had in Niger Delta had gone.

“So, I think part of strategy to deal with challenges in terms of either security or war, there is peaceful negotiation too. So it is not that you are a bandit and on the course of the banditry you committed crime you must be punished when there is peace initiative going on. If you refused to accept the peace initiative of course you have to face the consequences.” he said

Asked if he was comparing the Niger Delta militant agitation to the killings by bandits in the North West, he said,” It is not like comparism per se but giving an example how a negotiation and dialogue can bring peace.

“Even in terms of war, you go into dialogue so as to achieve certain level of peace, that is what I am trying to say. So if dialogue can bring peace, why do you have to use force, that is what I am just trying to say.”

On the increasing car theft and burglary in the Federal Capital Territory, FCT, he said,” Currently we have about 20 different points where we monitor on daily basis through CCTV Cameras within FCT and we are expanding it to cover the remaining areas.

“So one of the strategies to stop all this type of crime whether it is car theft or burglary or anything that has to do with theft in the city is the use of CCTV and constant patrol for prevention.”

  • NECA lauds Buhari over Economic Advisory Council

Nigeria Employers’ Consultative Association (NECA) has praised the Federal Government for constituting the Economic Advisory Council.

Its Director-General, Mr. Timothy Olawale, lauded President Muhammadu Buhari for overhauling the management of the economy.

He described the composition of the council as very robust, with seasoned professionals with expertise in areas, such as fiscal policy, monetary, industrial policy, trade and energy economics.

He said: “At a time like this, the country needs to fight head on the ills of poverty, unemployment and achieve significant economic growth. As a nation, we have never been short of ideas or policies. The crux is necessary reforms and implementations of the policies in the country, especially in creating enabling environment for businesses to thrive and contribute their quota to National Development through job creation, among others.

“With the council reporting directly to Mr. President, this will allow them (the Council) to focus on execution and achievement of targets set by the Presidency”.

However, Olawale said in previous administrations, the Economic Advisory Council of this type usually had consultations regularly with the Organised Private Sector in Nigeria (OPSN) on sectoral issues.

“We will implore this Council to embrace the consultative fellowship in achieving the desired goal of economic development,” he said.

Olawale called on the government and Nigerians to give the council the needed support to effectively deliver on the assignment.

  • Buhari is incompetent, dragged Nigeria into dungeon of poverty, says Sheikh Gumi

Famous Islamic Scholar in Northern Nigeria, Sheikh Ahmad Gumi, has said that, the 2019 general elections were the worst and has produced an incompetent government presided over by Muhammadu Buhari.

Sheikh Gumi who accused southern political class for the outcome of the 2019 elections argued that, Buhari’s government has plunged Nigeria into dungeon of poverty.

While arguing that, the southern political class deliberately supported what he described as failure during the 2015 and 2019 elections for their personal gains, the Islamic Scholar said, the elections were beclouded with massive irregularities, which according to him eventually produced gross incompetent government.

Sheikh Gumi stated this while playing host to the President and Founder of Evangelical Bible Outreach Ministries International, Prophet Isah El-Buba, who paid him a courtesy visit in Kaduna on Thursday.

According to him, “the 2019 election was the most painful, worst election conducted in the history of Nigeria, which has now divided Nigerians across interests capitalising on their ignorance the real persons behind the faces they thought they know.

“We are having the same vision about getting the right purposeful leadership that is focused and all-embracing like hawk which protects all his children. This is the type of leadership we need.

“Nigeria is now seriously divided along all interests. Class struggle is now the major factor that keep polarising Nigeria. Now what brought the division is abject poverty. The poor and the downtrodden are now angry. All the crimes we have now came as a result of poverty.

“The politicians are necessary evil even though a lot of them are not educated. The crop of political leaders not educated to handle the problem we have in Nigeria today. The idea is very important and not what we see today. There is no point looking at who is doing what but the idea.

“Jonathan and Buhari are not good for Nigeria. When we told Jonathan to do something, he was looking at us from Muslim perspective. People were dying in hospital, kidnapping is the worst thing. I lost a daughter a few months back from this kind of kidnapping. After attaining position all they think is how to get contract and jet out of country.

“I will support you to move round the country because we still have good people all over the country. I’m ready to go with you. But, don’t forget to carry them along. You have to tell them. The last election was the painful election I have seen in Nigeria. In 2015, we realised we were handicapped because Nigerians are ignorant. I expected 2019 to be clean, but, it is the worst election I have seen in Nigeria.

“You can imagine, a government that is fighting corruption saw a governor from the North stalking dollars in his pockets and kept quiet. What example is the North showing? Nigeria needs a new page. People who will unite us. The surest way to move Nigeria forward is through free, fair and credible elections,” he said.

Earlier, Prophet Isah said, he embarked on national tour to see a new Nigeria where justice shall be the basis upon which the country is governed.

  • Yemi-Esan replaces Oyo-Ita as Ag. HoCSF

Barely 24 hours after receiving an  investigative report from the Economic and Financial Crimes Commission (EFCC), President Muhammadu Buhari last night removed Head of the Civil Service of the Federation (HoCSF), Mrs. Winifred Oyo-Ita.

Oyo-Ita was probed by the anti-graft agency over alleged N3billion fraud in her Office.

The President appointed the Permanent Secretary, Ministry of Petroleum Resources, Dr. Folashade  Yemi -Esan as the acting Head of Service.

Although the President described his decision as “Stabilisation of the Federal Civil Service”, there were indications that he wielded the big stick following some damning revelations in the EFCC report.

It was learnt last night that Oyo-Ita may face trial along with three Permanent Secretaries. Five directors have indicated their interest to testify against her.

A statement from the Office of the Secretary to the Government of the Federation said Oyo-Ita will proceed on “indefinite leave” pending the conclusion of investigation by the anti-graft agency.

The statement signed by Willie Bassey said: “President Muhammadu Buhari has approved the appointment of Dr. Folashade Yemi-Esan as the Acting Head of the Civil Service of the Federation with immediate effect.

“Dr. Mrs. Yemi-Esan, who is the Permanent Secretary, Ministry of Petroleum Resources takes over from Mrs. Winifred Ekanem Oyo-Ita, who has been directed to proceed on an indefinite leave to allow conclusion of the investigation being carried out by the Economic and Financial Crimes Commission.

“The President has also approved the extension of the tenure of seven (7) retiring Permanent Secretaries for a period of one calendar year with effect from 1st October, 2019 to ensure stability in the Federal Civil Service and effective delivery on the nine priority areas of the administration as well as the mandates given to the new Ministers.

“The affected Permanent Secretaries are: Mrs. Georgina Ehuriah(Ministry of Interior); Mrs. Ifeoma I. Anagbogu (Women Affairs); Mrs. Grace Gekpe (Information & Culture);Dr. Umar M. Bello(Agriculture & Rural Development; Suleiman Mustapha Lawal(Foreign Affairs); Mrs. Comfort C. Ekaro (Water Resources); Mr. Olusegun A. Adekunle (General Services Office) in the (Office of the Secretary to the Government of the Federation)

“Similarly, Mr. President has directed the Office of the Head of the Civil Service of the Federation to commence the process for the selection of new Permanent Secretaries to replace all retiring Permanent Secretaries.

“The decision of Government to extend the tenure of these Permanent Secretaries is premised on the need to ensure that the new Ministers are properly guided, briefed about their sectors and to ensure that a solid foundation is laid for the delivery on the Presidential Mandate which they jointly signed.

“The Permanent Secretaries will also help the Ministers to manage the process for the preparation of the 2020 Budget in line with the commitment of Government to return to the January-December budget circle and help develop various policies and programmes aimed at lifting 100million Nigerians out of poverty in the next 10 years.

“The action of Mr. President is in exercise of the powers conferred under Section 171 (2) d of the 1999 Constitution of the Federal Republic of Nigeria (as amended).”

It was learnt that the last 48 hours was challenging for Mrs Oyo-Ita who had pleaded with the Presidency to allow her to proceed on voluntary retirement.

A top source, who spoke in confidence, said: “The EFCC submitted its report on investigation into the alleged N3billion fraud in OHCSF to Buhari on Tuesday. The President bid time to determine Mrs. Oyo-Ita’s fate by allowing the EFCC to conduct a thorough investigation into the allegations against her.

“The outcome of the investigation was damning considering the statement she gave to the EFCC and the testimonies of three Permanent Secretaries and about five directors from various ministries against her. Some of the Permanent Secretaries and directors admitted that contracts were awarded to suspected crony companies.

“Also, Mrs Oyo-Ita admitted to EFCC detectives that she collected estacodes for trips she never made. The cash was never returned to the coffers of the government in line with the extant rules in the Civil Service.

“The fact that an officer in OHCSF was found with N600million in his personal account was rated as absurd and unpardonable by the Presidency.”

A source added: “She had been battling in the last 24 hours to avert her removal but the Presidency insisted that the law must take its course”.

Investigation by our correspondent last night revealed that the Head of Service might face trial.

“We have enough evidence to out her on trial any moment from now. We have Permanent Secretaries and directors in the civil service, who have given credible testimonies. They have already filled the witness forms to testify against Oyo-Ita.”

“We are on the trail of one of her aides, who coordinated some deals in the OHCSF. He was asked to flee abroad to cover up a few things. We will get him.”

  • Lift siege, SERAP tells Fed Govt

SOCIO-ECONOMIC Rights and Accountability Project (SERAP) has urged “Nigeria’s authorities to immediately lift the siege to the offices of Sahara Reporters and Committee for the Defence of Human Rights (CDHR), end the illegality and allow journalists, activists and civil society to operate freely”.

A statement on Wednesday by its Deputy Director Kolawole Oluwadare, said: “Nigeria’s security agents and state governors should also immediately stop the nationwide campaign of arbitrary arrests against journalists, activists and protesters. The attack on Sahara Reporters and CDHR is coming on the heels of staggering crackdown on critics, journalists and activists by many state governors.”

The statement added: “Federal authorities and many state governors are targeting journalists, critics and activists in clear violation of Nigeria’s Constitution of 1999 (as amended) and international obligations, as a party to the International Covenant on Civil and Political Rights, to requiring the authorities to respect fundamental rights and the rules of law.

“These attacks are clearly aimed at silencing the kind of journalism and investigative reporting that makes Federal and state governments uncomfortable. President Muhammadu Buhari now needs to make clear that he does not want any part of this kind of behaviour and that unacceptable and dangerous threats and attacks against journalists, protesters and activists will be fully investigated.”
