    The Chairman/Chief Executive Officer of the National Hajj Commission of Nigeria (NAHCON), Prof. Abdullahi Saleh Usman, has said the commission had concluded accommodation arrangements for this year’s Hajj in Makkah and Madinah, ahead of the deadlines set by Saudi Arabian authorities.

    In a statement yesterday in Abuja by his Technical Assistant (Media), Ahmad Muazu, the NAHCON chairman said the conclusion of the accommodation uploads and approval/acceptance by the Saudi Ministry of Hajj was in line with the directive of Vice President Kashim Shettima that all critical Hajj arrangements should be finalised within the approved Saudi timelines to safeguard Nigeria’s operational interests.

    He acknowledged the guidance and support of the Vice President throughout the process as well as the role played by the high-level delegation sent to Saudi Arabia, the NAHCON Board, the Nusuk Masar team, the leadership of the Forum of State Pilgrims Welfare Boards, NAHCON’s workers and relevant stakeholders involved in the accommodation process.

    With the conclusion of the arrangements, Usman said Nigeria has secured its accommodation for this year’s Hajj and is positioned among countries that have completed the critical requirement within the prescribed timelines.

    The National Hajj Commission of Nigeria (NAHCON) has reaffirmed its commitment to early, orderly, and timely preparations for this year’s Hajj.

    It said this would ensure a seamless experience for Nigerian pilgrims.

    NAHCON’s Chairman and Chief Executive Officer, Prof. Abdullahi Saleh Usman, gave the assurance while outlining the commission’s strategic plans anchored on early planning, effective institutional coordination and strict compliance with established procedures.

    Usman said the commission’s actions are fully aligned with the policy direction of President Bola Ahmed Tinubu’s Renewed Hope Agenda, which prioritises the welfare and spiritual well-being of Nigerians.

    The NAHCON chairman explained that the commission operates under the supervision of Vice President Kashim Shettima, with a clear emphasis on the timely completion of all critical Hajj preparatory activities.

    According to him, priority attention is currently being given to the early conclusion of accommodation arrangements for state pilgrims in Makkah, in line with Saudi Arabian regulatory timelines.

    To further ensure early preparations, the NAHCON chairman said he had authorised the deployment of a high-level executive delegation to the Kingdom of Saudi Arabia.

    The delegation, he said, was mandated to provide executive oversight, finalise and take over all pending accommodation arrangements in Makkah, and ensure full compliance with Saudi regulations to avert operational delays.

    The delegation includes the Commissioner for Planning, Research, Statistics, Information and Library Services, Prof. Abubakar Yagawal; the board member representing the Northwest Zone, Sheikh Muhammad Bin Uthman; his Southwest and Southeast counterparts, Dr. Tajudeen Oladejo and Hajiya Aishat Obi Ahmed, and the Secretary of the commission, Dr. Mustapha Mohammed Ali.

    Usman explained that while the delegation carried out its assignment in Saudi Arabia, he would remain in Nigeria to receive the Saudi Arabian Minister of Hajj and Umrah, Dr. Tawfiq Al-Rabiah, who is expected to visit the country later this month.

    According to him, NAHCON has activated robust internal governance, coordination and oversight mechanisms to ensure accountability, procedural compliance and effective execution of all preparatory activities.

    This, the chairman said, includes sustained engagement with board members, senior management, service providers and relevant Saudi authorities to ensure adherence to approved timelines and regulations.

    He assured stakeholders and intending pilgrims that the commission remained focused on delivering an exceptional and hitch-free Hajj in line with international best practices.

    Usman added that NAHCON would continue to provide official updates through its established communication channels as preparations for the 2026 Hajj progress.

    The National Hajj Commission of Nigeria (NAHCON) yesterday hosted a high-level delegation from the Kingdom of Saudi Arabia, Ministry of Hajj and Umrah, led by Professor Dr. Ghassan Al-Nuaimi, at the Hajj House in Abuja.

    The NAHCON Chairman and Chief Executive Officer, Prof Abdullahi Saleh Usman, called for enhanced collaboration and cooperation between NAHCON and the Saudi Ministry of Hajj and Umrah, while formally requesting additional Hajj slots, noting that Nigeria has already exhausted its allocated quota.

    During the meeting, the NAHCON Commissioner for Operations, Prince Anofiu Elegushi, briefed the delegation on Nigeria’s level of preparedness for the Hajj, covering early planning initiatives, airline engagements, accommodation arrangements in Makkah and Madinah, and pre-arrival data submission processes.

    He emphasised that no pilgrim will be allowed to depart Nigeria without complete documentation submitted at least 72 hours before departure, in strict compliance with Saudi regulations.

    He requested additional Hajj slots and Saudi intervention on accommodation allocation and airline approvals, while also raising concerns over recurring visa-related challenges, which the Saudi delegation agreed to review through appropriate technical channels.

    The commission outlined measures aimed at addressing overstay concerns, including plans for biometric data capture and the deployment of a centralised pilgrim tracking system.

    The Saudi delegation stressed the importance of strict adherence to international Hajj timelines, noting that early preparation is mandatory and that extensions may not be granted.

    Both parties reaffirmed their commitment to sustained cooperation, with the Saudi delegation pledging continued technical support and engagement through diplomatic channels to address operational challenges and ensure a safe, efficient, and successful Hajj for Nigerian pilgrims.

    Stakeholders urge Tinubu to return NAHCON to SGF

    Muslim professional bodies, civil society groups, farmers’ associations and other stakeholders have intensified pressure on President Bola Ahmed Tinubu to return the supervision of the National Hajj Commission of Nigeria (NAHCON) to the Office of the Secretary to the Government of the Federation (SGF).

    The push followed a series of open letters and formal submissions urging the President to reverse the 2023 directive that placed NAHCON under the Office of the Vice President and reinstate the SGF’s long-standing supervisory role.

    A coalition of Muslim professionals, led by Hassan Abdullahi and Danladi Bello, traced the historical development of Hajj administration in Nigeria—from the regional Hajj boards of the 1950s to the establishment of the Nigeria Pilgrims Board in 1975, and eventually the creation of NAHCON in 2006 after repeated administrative lapses, including the 1996 suspension of Nigerian pilgrims by Saudi authorities.

    They argued that the NAHCON Establishment Act places the Commission “under the Presidency” without assigning supervisory powers to the Office of the Vice President, noting that successive governments exercised this oversight through the SGF as a neutral coordinating body.

    “The Act does not say Office of the Vice President. It says Presidency,” the group stated, adding that SGF supervision historically guaranteed stability, inter agency coordination and operational efficiency.

    According to the coalition, the 2023 transfer to the Vice President’s office injected political considerations into what should remain a technocratic and coordination driven function, warning that such a shift weakens accountability and blurs reporting lines.

    The group cited concrete gains recorded under SGF coordinated oversight, including Nigeria’s full utilisation of its 95,000 Hajj quota in 2023 for the first time in nearly ten years, the successful airlift of over 51,000 government quota pilgrims in 2024 despite economic pressures, and direct accommodation contracting with Saudi landlords that cut out intermediaries and saved millions of naira.

    They noted that these achievements were driven by close cooperation among aviation, finance, health, foreign affairs and security agencies, a role the SGF’s office is institutionally designed to manage.

    In a separate endorsement, the Amana Farmers and Grains Suppliers Association of Nigeria, AFGSAN, described stability and neutrality in Hajj administration as critical for ordinary Nigerians who spend decades saving for the pilgrimage.

    In a letter signed by Aliyu Yunusa Yandutse, Chairman of its Jigawa State chapter, the association urged President Tinubu to restore NAHCON’s supervision to the SGF, noting that the welfare of pilgrims requires administrative consistency rather than politically exposed oversight.

    Further weight was added by TSANGAYA, Support Transformation and Empowerment Initiative, whose executives and board members passed a resolution backing the return of NAHCON to SGF supervision after internal deliberations. The group said the move would strengthen efficiency, continuity and accountability.

    In an independent letter addressed directly to the President, Goni Ibrahim Garba and Dr Usman Ahmad urged a formal review of NAHCON’s supervisory framework, stressing that the SGF operates as the Presidency’s coordinating arm and is better positioned to align federal ministries and agencies involved in Hajj logistics, foreign exchange approvals, health services and security clearances.

    The letter outlined key reasons for the proposed reversal, including legal compliance with the NAHCON Act, operational efficiency, institutional stability across administrations, clearer accountability and improved pilgrim welfare, citing full slot utilisation and cost savings as evidence.

    Concerns were also raised by individuals from within the Hajj ecosystem.

    Muhammed Suleman Gama of Kano described recent internal tensions within NAHCON as symptoms of avoidable political interference. He praised the current Chairman, Prof. Abdullahi Saleh Usman, popularly known as Prof. Pakistan, describing his leadership during the last Hajj as the strongest in decades, but warned that undue external pressure risks undermining progress.

    Across the submissions, stakeholders shared common demands, stronger bureaucratic coordination, insulation from political disruption, clear oversight lines and protection of Nigeria’s standing with Saudi authorities.

    They argue that returning NAHCON to SGF supervision is essential to sustaining recent improvements and safeguarding the interests of more than 160,000 Nigerians who performed Hajj in 2023 and 2024.

    As of the time of filing this report, the Presidency has yet to issue an official response on whether it will review NAHCON’s current supervisory structure.

    The National Hajj Commission of Nigeria (NAHCON) has directed all hajj carriers for the next year’s airlifts to promptly issue flight tickets to pilgrims. 

    Chairman of NAHCON, Prof Abdullahi Saleh Usman, said this yesterday during a meeting with State Pilgrims’ Welfare Boards and 2026 Hajj air carriers held in the Commission’s headquarters in Abuja. 

    The directive, he said, is aimed at ensuring that every pilgrim is fully aware of his or her exact departure schedule vis-a-vis date, time and place of departure. 

    According to him, the arrangement would drastically reduce incidents of incorrect pre- arrival data sent to Saudi Arabia which affects Nusuk card distribution and other logistics.

    He said, “Beginning with the 2026 Hajj, missing a flight will attract grave consequences. This is because each pilgrim’s ticket will be digitally linked to their Nusuk Card, which will be pre-positioned in their assigned buses in Saudi Arabia. These buses will convey them to their hotels. Hence, after visa issuance, a pilgrim cannot change groups again; pilgrims will thereafter maintain the group under which his or her visa was processed. And each group of 45 will travel together under a leader, be lodged together in same hotel in Makkah, Madinah and Masha’ir and return to Nigeria together after Hajj.

    “Additionally, NAHCON must upload pre arrival data on the Nusuk Masar platform 72 hours before departure of any aircraft conveying pilgrims. This data include group numbers, names of group members, accommodation details, building assigned, and bed-space number. Any pilgrim who fails to show up for the scheduled flight will be treated as a no-show and will bear the penalty, which may include paying for the un-utilized seat. Same goes for any defaulting party.”

    The commission chief said Saudi Arabian Ministry of Hajj and Umrah has introduced a boarding card to be issued to each pilgrim before departure. 

    The card will contain in addition to the above information, other vital details such as names of airline, its capacity, name of state, name and number of pilgrims on board, departure airport, time and destination airport, arrival time and arrival airport.

    Special Assistant (General Matters) to the NAHCON Chairman, Dr Danbaba Haruna, said the commission has concluded its camp booking and other services. 

    He urged State boards to expedite remittance of Hajj fare payments so as not to lose more slots.

    In another development, airline allocation for the Hajj exercise has been communicated to each State Pilgrims’ Board with a recommendation to liaise with one another. 

    The carriers are Air Peace, Fly Nas, Max Air and Umza Air.

    The Lagos State Government has assured the National Hajj Commission of Nigeria (NAHCON) that it would meet up with the December 5 deadline remittance of the fares for the next year’s Hajj exercise.

    The assurance was given by the Commissioner for Home Affairs, Olanrewaju Ibrahim Layode while receiving NAHCON officials led by the National Commissioner South West, Dr. Tajudeen Oladejo Abefe.

    Layode stated that the State Muslim Pilgrims Welfare Board has intensified efforts at getting more patronages in order to surpass the 1,500 slots allocated to the state by NAHCON, saying that the directive by President Bola Ahmed Tinubu for the reduction of the Hajj fare has further encouraged more intending pilgrims to apply for the exercise.

    Speaking on the money paid on behalf of the 93 intending pilgrims who were denied visas during the 2025 exercise, Layode told the NAHCON officials that the money has not been refunded, stressing that the state had written a letter of intention to retain the slots for the 2026 exercise. He, therefore, urged them to assist the state in this regard.

    He assured the visitors that with the support of the Governor Babajide Sanwo-Olu and his deputy, Kadri Hamzat, the state would make the necessary remittances before the deadline to make the performance of the spiritual exercise seamless for her intending pilgrims.

    Speaking earlier, the NAHCON National Commissioner said they were in Lagos to discuss with the state in respect of the deadline for remittance of the Hajj fares.

    Dr Abefe said that in line with the directive of President Bola Ahmed Tinubu, NAHCON reduced the Hajj fare from N8,784,085.59k to N7,991.141.76k, thereby saving every intending pilgrim a sum of N792,943.83k.

    He, however, said that despite the reduction, there is still the critical challenge of time constraints. He affirmed that December 5 is the actual date that the Saudi authorities expect every payment to drop into its International Bank Account Number (IBAN), and the date is non-negotiable.

    He stated that in the past, Saudi Arabia usually considered Nigeria’s request for extension of deadlines, but this time around, the situation is no longer the same, as the country has made it clear that it will not bend the rules for anyone.

    Dr. Abefe stated that in view of the seriousness attached to this issue, it has been resolved that every payment must get to NAHCON by December 3, for onward transmission to the Saudi Arabia IBAN account on or before December 5.

     He warned that any money remitted afterwards would not be considered.

    He extended his appreciation to Governor Sanwo-Olu and Dr. Hamzat for their commitment and numerous interventions towards the success of the 2025 Hajj.

    On his part, the Special Adviser to the Governor on Islamic Matters, Dr. Ahmad Abdullahi Jebe, urged NAHCON to be specific about the dates being given as a deadline. 

    He frowned at a situation where different deadlines were being set for payment, saying such a situation has created inconveniences for the intending pilgrims as well as the stakeholders.

    The National Hajj Commission of Nigeria (NAHCON) has announced a downward review of the Hajj fare for the 2026 pilgrimage.

    This followed a directive by President Bola Ahmed Tinubu for the commission to reduce the hajj fare to lift some burdens off the shoulders of intending pilgrims.

    The fare reduction is offering significant financial relief to prospective Nigerian pilgrims across all operational zones.

    The revised figures, released by the commission which operates under the Presidency, show a reduction of up to N792,943.83 from the initial 2025 Hajj fare, depending on the pilgrim’s departure zone.

    The largest reduction was recorded for pilgrims in the Southern Zone, where the fare has been reduced by N792,943.83. The revised cost for the Southern Zone now stands at N7,991,141.76, down from the previous N8,784,085.59.

    Pilgrims departing from the Northern Zone have a reduction of N760,915.83, bringing the revised fare to N7,696,769.76.

    Also, the Borno and Adamawa Zone, which has the lowest fare nationally, has a new rate of N7,579,020.96, reflecting a saving of N748,104.63.

    The commission also announced December 5 as the payment deadline.

    Also, the Lagos State Muslim Pilgrims Welfare Board has urged intending pilgrims to complete their payments by December 5.

    A statement by the board’s Secretary, AbdulHakeem Ajomagberin, emphasised the need for prompt and complete payment before or on the deadline.

    The secretary said new policies of the Saudi Ministry of Hajj and Umrah, which prioritises early planning, documentation and visa processing, have made strict adherence to the December 5 deadline a necessity.

    He urged intending pilgrims who have made part-payment to immediately pay the balance while those who have paid above N7,991,141.76 are assured of their refund after necessary reconciliation by the Accounts department.

     Ajomagberin urged those who have not paid any part of their fare to do the needful before the deadline.

    The secretary promised that for the board to ensure adequate awareness and patronage, it would intensify its advocacy and sensitisation campaign across the 57 local government areas and Local Council Development Areas (LCDAs) in the state.

    He said these would include visits to the council chairmen, religious leaders, traditional rulers and major individual sponsors and organisations.

    Ajomagberin expressed appreciation to the state government and stakeholders for their support and contributions.

    The secretary reaffirmed the board’s commitment to delivering a seamless, transparent and spiritually enriching Hajj experience for all Lagos State pilgrims.
