    N316b investment for New Abuja Industrial Park

    Vice President Namadi Sambo yesterday maintained that the new Idu Industrial Park in Abuja is projected to attract over $2 billion (about N316 billion) Direct Foreign Investment into the country.

    He made the remark during the ground breaking of the industrial park.

    He said the park is in line with the Federal Government’s national implementation plan under Nigeria’s Vision 20:2020 and would facilitate competent investors and manufacturers to establish small and medium scale industries in the city.

    The park, he said, is fashioned in line with the guideline and philosophy of the Abuja master plan.

    He said: “This project when completed will provide further testimony to the success in the implementation of Federal Government transformation under the leadership of President Goodluck Jonathan.”

    Commending the Federal Capital Territory (FCT) Minister, Senator Bala Mohammed, for his level of ingenuity in ensuring wide spread infrastructural development in the territory, Sambo said the thrust of the national implementation policy is to promote private sector investment through the creation of an enabling environment that will allow for substantial improvement in efficiency, productivity and profitability in manufacturing and other key sectors of the economy.

    Sambo continued: “I was telling the minister that I am highly delighted and impressed with his performance because from the helicopter, right from the villa up to this location, it is project, after project and project after project.”

    Earlier, Senator Mohammed said 250 hectares of land had been allocated to the industrial park, adding that the project is private sector driven.

    Jonathan approves establishment of Niger Delta Trust Fund

     

    President Goodluck Jonathan has endorsed the establishment of Multi-Stakeholders Trust Fund (MSTF) for the oil rich Niger Delta region.

    The president announced the endorsement at the weekend, shortly before inaugurating the National Council on Niger Delta, in Uyo, Akwa Ibom, which was the climax of the five-day Niger Delta Stakeholders Conference and maiden meeting of the National Council on the region.

    The fund is expected to solve the funding problems faced in the process of developing the region.

    The Federal Government foresees the mobilisation of an additional $200 million (about N3.2billion) as the first tranche of funding through the proposed MSTF which is to provide a new and complimentary funding vehicle to support investments of high impact.

    The trust fund which is being proposed in the new action plan for the oil rich region by the Federal Government through the Ministry of Niger Delta will focus primarily on market development initiatives.

    It is also expected to serve as a catalyst to investments by providing grants to organizations and communities involved in the establishment of inclusive business models.

    Jonathan, who was represented by the Vice President, Namadi Sambo at the occasion said the establishment of the fund will help the government albeit the Ministry of Niger Delta to properly coordinate developmental resources.

     

     

  • Presidency, Assembly not in supremacy battle, says Jonathan, Mark

    President Goodluck Jonathan and Senate President, David Mark, on Wednesday canvassed stronger collaboration between the Executive and Legislature in the country

    Jonathan and Mark underscored the fact that the Executive and Legislative arms of government are not in any supremacy battle as erroneously assumed in some quarters.

    Both spoke at a two-day conference on Executive-Legislature relations with the theme “Strengthening Executive-Legislature collaboration in governance.”

    The conference was organized by the Office of the Special Adviser to the President on National Assembly Matters, in Abuja.

    Jonathan who was represented at the event by the Vice President, Arch. Namadi Sambo noted that the conference was part of the effort in the advancement of good governance and development in the country.

    He added that it underscored the need for harmony in political purpose between the Executive and the Legislature.

    While Jonathan insisted that the executive and legislature are not in competition or in a battle for supremacy, Mark on his part said that there is no competition between the two arms of government.

    Mark emphasized that both arms of government are on the same wavelength, the only difference being that sometimes, they view things from different perspectives.

    He said that it is the minor difference that sometimes gives the impression that there is friction.

    But the Senate President was quick to add that “this difference is necessary for democracy to survive because if you allow excess power in one direction, we all know the result; there would be tyranny, there would be misuse of power and abuse of power.” 

    Jonathan said that he looked forward to the conference because of its significance in his governance philosophy.

    The President noted that he is a strong believer in consensus building and cordial relationship between difference arms of government.

    The conference, he said, is another avenue to continue to promote the common agenda of transforming the country’s political, economic and social progress.

    He noted that it is generally agreed that no perfect form of government exists for now, saying however that “there is no better alternative to democracy where people are allowed to freely elect their representatives through the ballot which gives democracy clear advantage over other forms of government.”

    He said, “As elected representatives of the people of Nigeria, we hold power in trust for them and we must exercise this power responsibly and to their benefit.

    “Power, I must emphasis, belongs to the people, not to those who the people elect.

    “That is why no matter the form or level of power entrusted in us, we have a duty to put the people first in all that we do.

    “We often talk about the principle of separation of power in order to emphasize that every arm of government is constitutionally independent of one another with accompanying concept of check and balances as required by the presidential system of government.

    “My understanding is that while separation of power means every arm of government operates independently, checks and balances implies that the three arms of government are interdependent, they need one another to function optimally.

    It is not about subjugation or subordinating one arm to the other. Rather, it is about being partners in progress.”

    Jonathan noted it is gratifying that in a few years of the country’s democratic practice, Executive-Legislature relationship has made appreciable progress.

    Though he recognized that there had been sour times and challenges he said the level of understanding, maturity and cooperation has certainly been on the rise.”

    “I note that the relationship thrives when complementary, not when competitive and we just have to improve on this,” he said.

    Govt inaugurates project evaluation team for NIPP

    The Vice-President/Chairman, Board of Directors, Niger Delta Power Holding Company (NDPHC), Namadi Sambo, has set up a special project evaluation team for the National Integrated Power Projects (NIPP).

    Sambo has notified NIPP distribution and transmission contractors and their projects consultants, that a special project evaluation team will from March 30, this year, commence visitation to all sites with a view to assessing progress of works by the contractors and consultants.

    NDPHC is the implementing agency for NIPP Programme. The essence of the team is to ensure monitoring and evaluation of progress of works in line with the commitments earlier made by the contractors at the meeting of 26 January, this year, in Abuja.

    All distribution and transmission contractors who by the evaluators fail to convince the team of completing their respective project by June, and December, this year, will have themselves to blame, Sambo said.

    Meanwhile, the Federal Government has begun the process of developing a new roadmap for the sector, which will be compliant with the realities in line with the private-sector driven power sector initiative.

    The Minister of Power, Prof. Chinedu Nebo, who stated this, said the process of developing another roadmap- called Roadmap 2 for the power sector, has begun.

    He said: “The process will review the existing roadmap launched in 2010 to make it relevant to our times and to remove those areas that are overtaken by time. At completion of the review, we will put in place a roadmap that will be a critical wining game plan for the power sector to attain all that the country intends to have.”

    He said the roadmap remains a guide to power sector reform, aimed at improving electricity supply to consumers. The roadmap, he noted, is based on vital fundamentals meant to remove obstacles to private sector investment and ensure that accelerated development of Nigeria’s electricity market is achieved.

    It will also improve service delivery throughout the transmission period to ensure that the average Nigerian begins to feel the impact of the reform, ensure seamless divestiture of the Power Holding Company of Nigeria (PHCN) successor companies and reform the fuel-mix-power sector, he added.

    He said significant progress has been made since the initial launch of the Power Roadmap in August 2010, which includes removal of obstacles to private sector investment.

    “So far, we have seen the establishment of the cost reflective tariff, establishment and operationalisation of the Nigeria Bulk Electricity Trading Company, provision of Federal Government credit enhancement to the bulk trader, operationalising Nigeria Electricity Liability Management Company of Nigeria and strengthening of the licensing regime of the Nigerian Electricity Regulatory Commission (NERC). This is to ensure that the commission is well equipped to act and make sure that the power sector reform is fully operationalised.

    “We have seen some substantial increase in the quantum of power delivery to consumers nationwide. We have come a long way from less than 30,00MW to over, or near 4,200MW as at the moment. We have ensured that power supply is steadier and more predictable and ensure that supply is two times the level it was in August 2012. We would have the capacity by the end of December to generate anywhere between 80,00MW to 10,000MW.”

    The Minister admitted that transmission remains a challenge, but assured that everything would be done to have a robust transmission system to address the issue.
