Natasha lauds FG for disbursing N50bn to PHCs

Senator Natasha Akpoti-Uduaghan has lauded ongoing efforts by federal government to disburse N50 billion to Primary Healthcare Centres in the first quarter of 2024.

Akpoti-Uduagan gave the commendation in a statement by her Chief Press Secretary, Arogbonlo Israel, in Abuja.

Recall Senator Natasha has been vocal in advocating for an improved primary healthcare system in the country, especially in the rural areas where there are more women that are vulnerable to child mortality.

Last month, the lawmaker lawmaker representing Kogi Central Senatorial District, during an interactive session by the Senate Committee on Health with the Coordinating Minister of Health and Social Welfare, Prof. Muhammad Pate, supported plans by the federal government to ensure that some of the dilapidated PHCs in the country are resuscitated, as well as increasing their numbers, and focusing on child maternal care.

During plenary, she highlighted the urgent need to enhance primary healthcare facilities in Kogi Central.

She promised to work closely with the ministry to ensure the success of revamping the primary healthcare sector in the country.

In latest development, the Health Minister said the federal government is set to expand the primary healthcare centres from 8,000 to 17,000 facilities to enroll more vulnerable Nigerians for enhanced access to quality healthcare services.

He further noted the funds already accrued in the Basic Health Provision Fund (BHCPF), would be channeled through state PHC facilities to provide essential services to women and children.

“In the first quarter of 2024, at least N50b, which has already accrued in the Basic Health Care Provision Fund.

“We expect that to be disbursed through the State’s primary health care facilities to deliver services to women and children.

“That is part of the target that Mr President has set for us so that we can expand the facilities over the next four years from 8,000 to almost 17,000 healthcare centers but also to enroll more vulnerable Nigerians to have access to quality healthcare services,” the minister disclosed.

Senator Natasha to FG: Give maternal mortality priority in 2024 budget

The senator representing Kogi Central senatorial district, Senator Natasha Akpoti-Uduaghan, on Wednesday, December 6, urged the federal government to prioritise maternal mortality in its budget to curb the rate of deaths during childbirth.

Senator Natasha made the call during the 2024 Budget Defence/Interactive session between the Senate Committee on Women Affairs and the Minister of Women Affairs, Uju Kennedy-Ohaneye.

This was contained in a statement issued by Arogbonlo Israel, the chief press secretary to Senator Akpoti-Uduaghan.

She said: “I have looked through your budget and I can identify some projects here; construction of blocks of classrooms in Kano, rehabilitation of Central Mosque and Islamic library in Zamfara, procurement of Cargo tricycles for farmers in Abia, provision of street lights in Anambra, and the list goes on. I don’t understand how these projects connect to addressing issues of women.

“Maternal mortality today according to World Health Organisation stands at 1,047 out of 100,000 live births. That is data generated from the urban areas where research is easily conducted. In factual consideration of rural areas, the figure would triple more.

“I am from Kogi Central, we have five local government areas, and access to good healthcare services in the communities is very difficult, especially for women.

“I am not exaggerating if I say not less than ten women die daily from obstructed labour amongst other complications. There are no ambulances to commute emergency cases to hospitals and many babies die because there are no functional incubators in the entire Kogi. I stand to be corrected.

“Hon. Minister, instead of roads and street lights, we want functional primary healthcare centres in rural communities with incubators and ambulances… even if it’s a tricycle just like India,” she opined.

She added: “Last week, I made a statement calling on the federal government to address the primary healthcare centre situation in Kogi Central and there were some uproars, the debate was about whether it is the duty of the federal government or the state government to provide primary healthcare. Many people are ignorant of the responsibilities of the Federal Government to the right to citizens’ lives and access to healthcare services. A lot of sensitisation must be made.”

Senator Natasha also stressed the need to establish synergy between the Ministry of Women Affairs and National Primary Healthcare Development Agency; and other MDAs that can collaborate to help mitigate the issues facing women in Nigeria.

She stated: “For women entrepreneurship support in areas of Agriculture, ICT, education, etc, you can harness the African Development Bank’s programme called AFAWA (Affirmative Finance Action for Women in Africa where $1 billion in approved funding designated for lending to African women entrepreneurs was recently launched.”

Sen. Akpoti-Uduaghan further assured the minister of the support of the four female colleagues and their male counterparts to join forces in not only appropriating her budget but interceding on her behalf with other MDAs as long as her agenda tackles issues such as girl child education, rape, violence against women, maternal mortality, gender equity in politics and corporate spaces, child marriage and generating female entrepreneurial opportunities.

She also lamented the neglect of Kogi Central from governance, especially from budgetary provisions from the federal coffers.

She stated: “Our entire educational system (primary, secondary and tertiary) is in a dilapidated state. Our public schools have no roof, and the students sit on the floor (cut in…). I have with me pictorial and video evidence to back my claim. A quite number of schools about 80% of the public schools are in a dilapidated state. We seek improvement to address this issue as well as the primary healthcare centres.

“Most of the primary healthcare sectors in Kogi Central are not equipped and there is a need for improvement to put them in a good state.”

She also called for the rehabilitation of police stations and other security outfits in the constituency.

The senator added: “It will interest the house to note that police officers and DSS officers at times go to situation spots on okada (motorcycles) and sometimes have to walk long distances because they are not equipped.”

In her closing remarks, she urged the federal government to look into the oil and steel industry in the State, especially the Ajaokuta Steel Company, which she believes will bring prosperity to the people if well harnessed.

Analyst reacts over Natasha’s tribunal victory and Ohere’s quest for justice in Kogi

Nigerians have continued to react to the unanimous judgement delivered by the three-man panel of the Kogi State Election Petitions Tribunal led by Justice K. A. Orjiako on Wednesday, September 6, in favour of the senatorial candidate of the Peoples Democratic Party (PDP) in Kogi Central, Natasha Akpoti-Uduaghan.

Recall the INEC returning officer, Rotimi Ajayi, a professor, had declared Abubakar Sadiku-Ohere of the All Progressives Congress winner of the February 25 poll after polling a total of 52,132 votes against Natasha Akpoti-Uduaghan’s 51,763 votes – a development that stirred mixed reactions among the two leading political parties in the State.

Speaking on the development, a Lagos-based public analyst and journalist, Arogbonlo Israel said that having been displeased by the outcome of the election, Natasha filed a lawsuit against Ohere, APC and INEC before the National and State Assembly Election Petition Tribunal in Kogi, challenging the declaration of the APC candidate as the winner by the electoral umpire.

He said: “In her petition, Natasha said Ohere (1st respondent) was not duly elected as claimed by INEC adding that the latter should declare her winner and also issue her certificate of return since she scored the majority of lawful votes in the said election.

“The issue in contention is hinged on the sole ground that Ohere was not duly elected by the majority of lawful votes cast at the election.

“According to the tribunal, the outcome of the election had to do with errors of calculation, miscalculations, or exclusion of lawful votes, to the disadvantage of the petitioners. This, however, did not sit well with the respondents (Ohere, APC and INEC) who had in their counter affidavit urged the tribunal to dismiss the case over what they described as noncompliance with the electoral act.

“In its wisdom, the tribunal dismissed the motion by the respondent’s senior counsel for lacking merit. In the said judgement, the tribunal held: “There is no complaint bothering on the ground of non-compliance with the Act with respect to the said election as pleaded. The motion is clearly misconceived. It hereby fails and is accordingly dismissed”.

“It is also worthy of note that the omission of election results from the polling units 037, 038, 045, 047, 050, 051, 052, 053, and 054 all in Ganaja Township Ward 14 of Ajaokuta LGA, was deliberately and unlawfully done to reduce votes of the petitioner who garnered massive support from the affected polling units. Despite attesting to the same results whose party agents signed, the respondent could not prove the claim that the said results were not collated at the ward level thereby shooting himself in the leg.

Arogbonlo further stated: “Based on findings, the report presented during the hearing to discredit the polling units in contention, in its view, the tribunal said was an “afterthought, self-serving and lacking in probative value”. The said document by the provisions of Section 83(3) of the Evidence Act is clearly inadmissive having been made after the institution of Natasha’s petition.

“Without mincing words, Ohere must come out with clean hands in this case by proving how he emerged as the candidate with the majority of lawful votes in the said election as claimed instead of giving false hope to gullible followers who might be swayed by emotions. The law is not ambiguous on this matter, it is clear and visible to the blind. The clean hands doctrine is based on the maxim of equity which states that one “who comes into equity must come with clean hands”.

“This doctrine requires the court to deny equitable relief to a party who has violated good faith with respect to the subject of the claim, hence, a relief cannot be granted if not sought for. On this note, getting justice in this case for Ohere is like a camel going through the eye of a needle as the law is supreme and respects no man.”
