  • NBC boss Kawu, three others re-arraigned over N2.5b fraud case

    The Director General of the National Broadcasting Commission (NBC) Moddibbo Kawu was re-arraigned with three others on Monday before a Federal High Court in over alleged fraud in the handling of N2.5 billion part of seed grant for Digital Switch-Over (DSO) project of the Federal Government.

    Modibo was re-arraigned with Pinnacle Communications Limited, its Chairman Lucky Omoluwa and the firm’s Chief Operating Officer, Dipo Onifade on Monday on an amended charge filed by the prosecution.

    When an amended charge was read to the defendants on Monday, they pleaded not guilty.

    They were earlier arraigned on May 3, 2019 on a 12-count charge filed by the Independent Corrupt Practices and other related offences Commission (ICPC) to which they equally pleaded not guilty.

    After their re-arraignment, Justice Folasade Giwa-Ogunbanjo allowed them to continue to enjoy the bail earlier granted them.

    They were each granted bail at N100 million and two sureties at their first arraignment.

    Justice Giwa-Ogunbanjo noted that the prosecution was yet to file a report of its verification of the information supplied by the sureties presented by the defendants in respect of the earlier bail granted them.

    The judge noted even though the prosecution was, on May 5, this year, ordered to file the report within five days, it failed to comply with the directive.

    She consequently halted proceedings and insisted that the prosecution comply with the order made by the court before further proceedings could be conducted in the case.

    The judge stood down the case and insisted that the prosecution, represented by Henry Emore and E. Shogunle, must comply with the court’s order.

    When proceedings resumed some hours later, Emore said the motion, reporting verification of the bail conditions has been deposited in the court’s registry.

    Upon going through a copy of the motion, the judge drew the attention of the lead defence lawyer, Alex Izinyon (SAN) toparagraphs 3d and 3e, where the prosecution raised issues about addresses of the sureties.

    Izinyon said the issues raised in both paragraphs had been addressed in a subsequent motion filed by the defence.

    Justice Giwa Ogunbanjo subsequently adjourned till Thursday for the hearing of a motion by the defence, challenging the additional proof of evidence filed by the prosecution, where it indicated its plan to call additional two witnesses.

  • PDP plotting to declare Atiku winner of election

    The APC Presidential Campaign Council has asked the Independent National Electoral Commission (INEC), the National Broadcasting Commission (NBC) and the relevant security agencies to immediately activate the provisions of the law on non-official declaration of results, saying the PDP and its agents have completed plans declare Atiku Abubakar as the winner of Saturday Presidential election without waiting for INEC.

    The council, in a statement signed by its spokesman, Festus Keyamo that the plan of the opposition is to create confusion leading to pockets of protests by hired thugs across the country in other to attract the sympathy of the international community.

    Keyamo said as part of the plot, a video recording has already been made by one of the PDP campaign spokespersons, Buba Galadima announcing Atiku as the winner of the election.

    While calling for the immediate arrest and prosecution of Buba Galadima, adding that the world is watching and waiting on Alhaji Atiku Abubakar to say something on the video by Alhaji Buba Galadima.

    The statement reads: “Devastated by authentic results filtering out of polling units nationwide, our usual sources within the camp of the PDP have informed us that an emergency meeting of the main opposition party has been summoned for today somewhere in Abuja.

    “Top on the agenda of the PDP is to activate the last strand of their Dubai strategies that have since collapsed like a pack of cards: they plan to release fake results of the Presidential Election later today or early Monday morning that they claim to have compiled themselves.

    “Our information is that they aim to create crises and confusion that will lead to Alhaji Atiku Abubakar claiming victory in a day or two from today ahead of the official announcement of the results by INEC. Then, what would follow will be some carefully choreographed protests by pockets of hoodlums in some parts of the country. The ultimate aim is to curry the sympathy of our foreign friends and push us to the Venezuela situation.

    “Our call is therefore to INEC, NIGERIA BROADCASTING COMMISSION and all law-enforcement agencies to continually warn the PDP and all their surrogates like the amorphous CUPP and their likes that anyone who flouts the law on announcement of official results will be made to face the law. Opposition does not confer immunity on anyone to flout the law.

    “In preparation for this reckless move, some PDP social media agents are already flying some kites on-line as to the number of States allegedly ‘won’ by PDP. In fact, Alhaji Buba Galadima, an official spokesperson for Alhaji Atiku Abubakar has made a short video announcing PDP as the ‘winner’ of the Presidential Election.

    “As an official spokesperson, he is clearly acting on behalf of Alhaji Atiku Abubakar and on his instruction. We, therefore call for the immediate arrest, interrogation and prosecution of Alhaji Buba Galadima in this regard. The world is watching and waiting on Alhaji Atiku Abubakar to say something on the video by Alhaji Buba Galadima.

    “Consequently, we urge all well-meaning Nigerians, the International Community and even reasonable members of the Opposition not to be bought by these cheap antics of the PDP. Let’s restrain our wards from being used by these unscrupulous elements. Nigeria will continue to exist after this election.

    “Over the years, the PDP had been declared ‘winner’ of Presidential elections under controversial circumstances. On those occasions, President Muhammadu Buhari never took laws into his hands and declared himself President. He also never declared parallel results. He availed himself of constitutional means to address his grievance by approaching the law courts.

    “Their latest devilish plot against the country is a clear indication that their apology to the Nigerian people was just a hoax. They have learnt nothing and they have forgotten nothing as they just cannot win any election fair and square.”

     

  • 2019: INEC engages anti-graft agencies to track campaign finance

    The Independent National Electoral Commission (INEC) has enlisted the services of the anti-graft agencies in tracking the campaign finances for 2019 elections.

    The anti-graft agencies include; Economic and Financial Crimes Commission (EFCC), Financial Investigation Unit (FIU) to help monitor and track campaign finances of political parties and their candidates. Others are The Central Bank of Nigeria (CBN), National Broadcasting Commission (NBC), Nigeria Communication Commission (NCC) Centre for Social Justice (CSJ), the Nigeria Police Force (NPF).

    The group will be under the leadership of Barrister Eze Onyekpere, Centre for Social Justice.

    The committee is expected to submit its report after six months. A National Commissioner, Prof. Antonia Okosi-Simbine inaugurated the committee on behalf of the chairman of the commission.

    The ten member group is to monitor the spendińg of all the candidates and political parties spending to ensure they don’t exceed the approved sealing.

    Nigerians are expected to go to polls on Saturday, 16th February 2019 for the presidential and National Assembly seats while the states elections come up on the 2nd of March 2019.

    The tracking for campaign financing is expected to end on the 16th February 2019 for the presidential and National Assembly while for the state elections the tracking will end on the 2nd March 2019.

    INEC had said that it will be monitoring the ongoing campaign by various political parties and candidates closely ahead of the 2019 general elections.

    The Campaign for the 2019 Presidential election officially commenced on Sunday 13 November 2918 as provided for by the Electoral Act.

    The commission is empowered by the section 90 of electoral Act, 2010 as amended to place a peg on campaign expenses. Election expenses is the expenses incurred by a political party and candidate within the period from date notice is given by the commission to conduct an election.

    Section 91 of the electoral Act stipulated a maximum of one billion Naira (N1, 000,000,000) for presidential candidate. While for candidate for governorship seat cannot spend more than 200,000,000 for campaign.

    Maximum amount allowed for Senate and House of Representatives is N40, 000,000.00 and N20, 000,000.00 respectively.

    The Act does not allow individual or entity to donate more than N1, 000,000.00 to any candidate.

    A political party that incurs election expenses beyond the limit stipulated in this Act commits an offence and is liable on conviction to a maximum fine of N1, 000,000.00 and forfeiture to the commission of the amount by which the expenses exceed the limit set by the commission.

    The Electoral Act 2010 as amended also stipulated N1, 000,000,000.00 fine or imprisonment for a term of 12 months or both as punishment for any individual that contravene the Act for the presidential and N600, 000 for the senatorial election while, House of Representatives N500, 000 or imprisonment N500, 000.00 for the governorship, it is N800, 000.00 or imprisonment of nine months or both.

    The commission had in the past confronted by some challenges which had hindered its work. However, the commission said it was ready to wield the big stick on any party or candidate that contravenes the law.

    Speaking during the inauguration of the Inter-agency campaign finance monitoring Group yesterday, INEC national commissioner, Prof. Anthonia Okosi – Simbina said the report of the 2019 campaign finances will be release immediately after the election.

    “We will check newspapers advert, TV, Radio, billboard and we must see to the conclusion. Those who spent beyond what the legal frame work provided for or spent outrageously will have themselves to blame,” Simbina said.

    According to her, “Vote buying must be monitored too. And those reports must be published after the election. Unlike what happened in the past, 6 months will be late for the report. We will ensure compliance to the electoral act, “Simbina added.

    She said all the 10 groups engaged for the tracking of the campaign finances will be working with the electoral finance and party monitoring department of INEC.

    Also speaking, the assistant director, Campaign Finance Tracking Unit, Ishaq Garba Aliyu, while speaking on the process, said they recorded milestone in the 2015 campaign finance tracking adding that they won’t leave chances in the 2019 election campaigns.

    “We have built the capacity of the staff. They review the tracking forms to include separate forms for candidates and political parties. The tracking ends on the day of election, “Aliyu said.

  • NBC warns politicians against hate speech

    The National Broadcasting Commission (NBC) has advised Nigerian politicians to guard against hate speech and negative behaviours that might affect the outcome of 2019 general elections.

     

    Its Board Chairman, Mallam Ikra Bilbis, gave the advice at a two-day workshop for broadcast media organisations on Monday in Sokoto.

    He identified some of the challenges that could mar peaceful elections to include hate speech and attacks on personality of contestants rather than issue-based political campaigns.

     

    Prof. Jubril Ibrahim, in his presentation on“Presentation of Tapestry Hate Speech Research”, urged NBC to review the laws to guard against hate speech.

    Ibrahim urged media organisations against spreading hate speech as it could destroy the election and the country if not well checked.

    Prof. Umar Pate, who delivered a paper on “2019 General Elections: Divisive Rhetoric and Use of the Broadcast Media”, said media organisations should be watchful and not air or participate in the spread of hate speech.

     

    The Sokoto State Commissioner for Information, Mr Bello Goronyo, praised the media for playing vital role in the continued unity of the country.

    “I appreciate your cooperation and encourage you to continue to be the watchdogs for success of the forthcoming 2019 general elections,” he said.

    The theme of the workshop is ‘Media coverage of 2019 elections: challenges, regulatory framework and the way forward for a more democratic society.”

  • Hope Party drags INEC, APC to court over “tradermoni” scheme

    The Hope Democratic Party (HDP) has dragged the Independent National Electoral Commission (INEC) to court over the short period given to parties to campaign in preparation for the 2019 general election.
    The Presidential candidate of Hope Party, Ambrose Owuru, told the News Agency of Nigeria (NAN) that the party approached the court on Nov. 13 (Tuesday) to compel INEC to elongate the time for campaign to enable it propagate its message of “welfarism” to Nigerians.
    Owuru said that the party also wants the court to punish INEC for allowing the All Progressive Congress (APC) to indirectly lobby voters with N10,000 through the “tradermoni” programme supervised by the Vice-President, Prof. Yemi Osinbajo.
    He said the action of Osinbajo through the scheme was ill-timed and should not be allowed to continue.
    “We want the court to declare the Federal Government’s tradermoni scheme illegal and breech of electoral act because it is a gimmick to financially induce voters ahead of the 2019 general election.
    “The court should reprimand INEC for failing to check the act of Osinbajo (Chairman National Economic Council) in openly giving out physical cash of N10,000 to market women.

    “The court should determine whether the disguise of tradermoni during this period of election is not a plan by the APC and Osinbajo to up-stage and disrupt Hope Party’s welfarism and wealth redistribution of N2 million grants to Nigerian families to end poverty.
    The National Broadcasting Commission (NBC) and Newspapers Proprietors Association are also defendants in the suit.
    Owuru said NBC and Newspapers Proprietors Association were joined in the suit for not giving the party and its candidates due coverage of their events.
    “This could be targeted at denying the party rights to equal treatment and could deny Nigerians the right to informed choices at the 2019 presidential election,” Owuru added.
    No date has been fixed for the matter.

    …. Says Fayose’s action ‘treasonable’

    The Conference of Nigeria Political Parties (CNPP), Ekiti State Chapter, has berated Governor Ayo Fayose for alleged breach of Electoral Act during the collation of results of Saturday’s governorship poll.

    The group condemned Fayose for using the Broadcasting Service of Ekiti State (BSES) to declare the People’s Democratic Party (PDP) candidate, Prof. Kolapo Olusola as ‘winner’ of the election while the coalition was ongoing.

    In a statement by its Director of Publicity and Strategy, Olu Akomolafe, the CNPP praised the National Broadcasting Commission (NBC) for saving Ekiti from being thrown into chaos and anarchy.

    Rising from a meeting on Friday where the governorship election was reviewed, the CNPP also praised President Muhammadu Buhari for allowing the conduct of free, fair and credible poll.

    “The NBC saved Ekiti State from being thrown into chaos and anarchy by shutting down the Broadcasting Service of Ekiti State where the governor had gone on air to illegally declare the PDP candidate as winner of the poll.

    “This noble act of NBC stopped the incitement of the members of the public by the governor. Only God knows what would have happened thereafter but the NBC intervention saved the day,” Akomolafe said.

    The CNPP congratulated the governor-elect, Dr. Kayode Fayemi, on his victory in the July 14 governorship election.

    Describing Fayemi’s victory as well deserved, the body commended him for extending a hand of fellowship to other candidates with whom he contested the governorship seat.

    The, CNPP appealed to candidates who lost to Fayemi to give peace a chance and allow peace to reign in Ekiti.

    The group appealed to the Federal Government to come to the aid of the incoming government to defray the backlog of workers’ salaries and pensioners’ benefits.

    It said the appeal became necessary owing to what it called “the huge debt of N117 million” incurred by the outgoing administration as recently released by the Debt Management office (DMO).

    The CNPP hailed the Independent National Electoral Commission (INEC) for prompt deployment of personnel and electoral materials to all the 2,195 polling units.

    The CNPP said INEC’s impartiality was largely responsible for the peaceful conduct of the election.

    In a related development, an interest group, the Committee for the Protection of Peoples Mandate (CPPM) has described Fayose’s action of pronouncing his deputy winner on air while collation was going on as “treasonable.”

    The CPPM Coordinator, Mr. Nelson Ekujumi, expressed dismay that “Fayose has repeatedly denigrated and brought public opprobrium upon the exalted office of the governor by his conduct and utterances.”

    Ekujumi said Fayose’s outburst on the radio on the night of the Election Day was full of malicious and unsubstantiated allegations against all institutions of state with the intent to provoke election violence.

    He said: “According to the provisions of the constitution of the Federal Republic of Nigeria, the only body charged with the responsibility for the conduct and announcement of the results of elections in Nigeria is the electoral umpire, INEC or the states independent electoral commissions.

    “In tandem with his character of utter disdain and disrespect for the responsibility, decorum of office of the governor and violations of his oath of allegiance to the constitution of Nigeria, Mr. Ayodele Fayose usurped the constitutional powers of INEC by declaring the results of the 2018 Ekiti state gubernatorial election on the Ekiti state television and radio stations and has thus committed an act of treason by attempting to overthrow a legitimately elected government
    at the polls by his action.

    “We must however commend the National Broadcasting Commission (NBS) for acting swiftly and responsibly in shutting down the Broadcasting Service of Ekiti state (BSES) and its sister radio station which has become an instrument for disseminating malicious allegations and
    incitement to violence by outgoing governor Ayodele Fayose of Ekiti state.

    “Thus, we are demanding the prosecution for treason of Fayose at the expiration of his tenure in office for attempting to unconstitutionally overthrow a legitimately elected government derived
    from the polls on Saturday 14th July, 2018, through his announcement of election result on the Broadcasting Service of Ekiti State (BSES).”

    The National Broadcasting Commission ( NBC ), has called on all broadcasting stations in the country to be fair, balanced and ensure equity in the presentation of political programmes.

    The Commission’s Zonal Director, Mrs Francisca Aiyetan made the call on Monday during a sensitisation visit to the Management of the Kwara State Broadcasting Corporation.

    She said that the broadcast stations have the power to air political programmes.

    According to her, broadcast stations cannot be stopped from carrying political programmes, saying that broadcasters are agents of the society, not politicians, but must tread with caution.

    Adesanya, however cautioned broadcasters, especially presenters against inflammatory and provocative words or statements, urging them to rise above subjective mind-sets.

    The NBC Zonal Director said as the fourth estate of realm, the broadcasting stations must play their roles in the society by holding public office holders accountable to the people.

    She stressed the need for them to pay attention to issues affecting the society and be guided by the code of conduct of the commission in carrying out the social responsibility.

    Responding, the General Manager of the station, Alhaji Abdullateef Adedeji, said the station would continue in its drive in broadcasting responsibly and fairly balanced in its reportage.

    Adedeji also assured the commission that the management of the station, staff and all broadcasters of the station would continue to uphold professionalism in the discharge of their duties.

    2019: NBC warns against broadcasting campaigns, hate speeches

    The Nigerian Broadcasting Commission (NBC) Thursday read out riot act to broadcast stations in the country.

    Broadcast political campaigns and hate speeches and face the full weight of the law, the Director General of the Commission, Mallam Ishaq Modibbo Kawu said.

    He noted that it is wrong and also against the ethics of the profession to broadcast campaign messages or programmes when the lid was yet to be lifted.

    Kawu who spoke while briefing Journalists on the update of Digital Switch Over (DSO) in the country also revealed that NBC is going to begin a phased Analogue Switch Off (ASO), in Plateau state and the FCT, by the end of the First Quarter of 2018.

    The NBC boss warned that media stations must do everything professional to promote democracy in the country.

    He said, “Permit me my dear colleagues, to also take your time to remind our broadcasters, that as we approach the electioneering period, stations must do everything professional to promote democracy. Broadcasters are reminded that they have a duty to respect all extant laws related to the reportage and coverage of the electoral process. Don’t broadcast campaigns when the period for commencement of campaigns have not commenced.”

    On inciting messages, the NBC boss also warned against deliberate airing of inciting contents, which are capable of inciting the people against each other.

    “We are disturbed by the pattern of insensitive and inflammatory broadcasts emanating from some broadcast stations, especially in their coverage of national crises, like the Herdsmen/Farmer crises.

    Just Thursday, we released the sanctions profile for Nigerian broadcast stations for the 4th quarter of 2017. Many stations have been fined for hateful and inciting broadcast. (The list is already on our website). It is important to remind our presenters and so-called On-Air-Personalities (OAPs), that they must be professionally detached from the stories and reports of crises phenomena. They are to offer platforms for Nigerians to present all the sides to issues in the news, not become the subjects of these stories, as they are wont to doing on many programs. This is especially true of political programs on broadcast stations.

    “We have observed that some stations deliberately and repeatedly air very inciting contents long after the events break. We have warned stations that they must follow the tenets of the Broadcasting Code. Having warned broadcasters, we shall follow up with appropriate sanctions should any station continue to violate the Broadcasting Code,” he warned.

    Already, he said the commission is planning a national conference on “politics and hate speech, during which we hope to present the study we commissioned on Hate Speech”.

    Kawu also revealed that the commission has submitted a long list of new radio and television stations to President Muhammad’s Buhari, for presidential assent.

    “ The President has always been encouraging the NBC to open up accesses for Nigerians to be able to register newer radio and television stations, because of his belief that they help to deepen democratic discourse, while also helping to create new jobs through the broadcasting value chain” he said.

    NBC, he also said has informed the pay DTT operators, GOTV and NTA/STAR TIMES, to begin discussions with the two signal distributors, ITS and Pinnacle Communications.

    “This is because, in line with the Government White Paper on the Transition from Analogue to Digital Broadcasting, after June 2019, these pay DTT operators would no longer be licensed to operate as both content providers and signal distributors,” he explained.

    On DSO, Kawu said that by the end of the third quarter of 2018, 12 states would have been hooked up to the digital viewing.

    He noted that so far the digital switch over has been launched in three states, Plateau, Kaduna, Kwara and the Federal Capital Territory.

    The commission, he said is “committed to roll out in many more states this year” with Enugu, and Osun on the line to join the list of states in couple of weeks.

    He said, “We have already scheduled Monday the 12th of February 2018 for the switch on for Enugu state. Similarly February 23rd has been affirmed for the switch on in Osun state.”

    NBC boss also revealed that “our second national signal distributor, Pinnacle Communications Limited, have moved to site in Delta state, and are also packed up for work in Gombe state.”

    He further added, “We have also scheduled to switch on six more states, one each from the six geo-political regions, during this year, 2018. We envisage that by the end of the third quarter of 2018, we would have switched on in 12 states around Nigeria. We are steadily implementing this new digital broadcasting process.”

    “Similarly, we are going to also begin a phased Analogue Switch Off (ASO), in Plateau state and the FCT, by the end of the First Quarter of 2018. And as part of acceleration of the work, we have commenced the digital mapping of Nigeria. It is a process that would help to give clarity to the entire DSO process.”

    The full roll out, he however said was subject to achieving about 95 per cent coverage.

    On the challenge of funds, Kawu agreed that it would be proper to seek funds from other sources outside the budget, if the country must actualize its dream of digital switchover.

    He noted that the commission is open to the idea of leasing frequencies that are idle to raise fund. This idea he said would be laid before the government.

    He stressed that the fund utilized so far for the digital switchover was from the N3.4billion proceeds from one of the frequency lease.

    NBC sanctions 23 radio stations

    The National Broadcasting Commission ( NBC ) has sanctioned 23 broadcasting stations for various breaches of the Nigeria Broadcasting Code.

    The Head, Public Affairs, NBC, Mrs Maimuna Jimada, said in a statement on Wednesday in Lagos, that the sanctions were for breaches in the third quarter of 2017.

    The broadcasting stations were fined a total of N2.849 million.

    Jimada said that the contraventions included breaches of the rules on hateful speech, vulgar lyrics and unverifiable claims.

    She said that all the erring stations had been fined according to the provisions of the Nigeria Broadcasting Code.

    “The commission wishes to remind broadcasters that they have a duty to promote the socio-economic well-being of the Nigerian state and abide strictly by the provisions of the Nigeria Broadcasting Code or face sanctions.”

    For the “Use Of Hateful Speech”; Family Love FM, Uyo, was fined N200,000, ABS FM, Enugu-N100,000, Express FM Radio, Kano, N100,000. The latter was also fined twice later for similar infractions.

    On the “Use Of Indecent Musicals”; Royal FM, Abuja was fined N100,000, FLO FM, Enugu-N100,000, Radio Continental, Lagos-N200,000, Crystal 100.5FM, Abuja-N100,000.

    For “Unverifiable Claims”, a fine of N100,000 was meted on Crowther FM, Abuja, Harmony FM, Abuja-N100,000, Inspiration FM, Uyo-N100,000, BCA FM, Enugu-N150,000, ABS, Enugu-N100,000, Minaj Systems Radio, Enugu-N100,000 and IBC (Orient TV) Enugu N50,000.

    Others are Rainbow FM, Ibadan-N100,000, Globe FM, Jos-N100,000, Arewa Radio, Kaduna-N100,000, EBS Radio, Benin-N100,000 and Bond FM, Lagos-N499,000.

    ITV, Jos was fined N100,000, while IBC (Orient TV), Enugu was sanctioned N50,000 for ”Voicing and Unprofessional Broadcast”.

    NBC denies accusing Buhari’s supporters of violating broadcasting code

    Malam Is’haq Modibbo Kawu, Director-General, National Broadcasting Commission ( NBC ), on Saturday in Abuja denied accusing some supporters of President Muhammadu Buhari of violating Broadcasting Code.

    Kawu, in a statement expressed dismay about sensational and incorrect report circulating on the internet, describing it as embarrassing misrepresentations and claims.

    “The attention of the Management of the National Broadcasting Commission ( NBC ) has been drawn to a sensational and incorrect report circulating on the internet.

    “That the Director-General of the Commission, Malam Ishaq Modibbo Kawu, accused some supporters of President Muhammadu Buhari of violating the Broadcasting Code, among other embarrassing misrepresentations and claims.

    “To set the record straight, and for the avoidance of any doubt, the NBC organised a Stakeholders Forum on Political Broadcasts, which held on Thursday, Oct. 26 in Kano State.

    “The choice of this location in Kano were both necessary and strategic, given the fact that Kano is the most populous state in Nigeria with over 20 operating broadcast establishments as well as the observed spike in hate speech within the environment.”

    He, therefore, appealed to both the traditional and on-line media to uphold the guiding tenets of journalism profession through objective, factual and decent reportage.

    “This has been the time-tested practice and should remain the irreducible minimum gold-standard in our media practice.”

    Kawu explained that the law establishing NBC specifies that regulating the Industry was a core function of the commission in order to ensure decent, objective and factual reportage by all Operators.

    According to him, this resonates with the expressed determination and policy thrust of the present administration to eliminate hate and incendiary speeches and broadcasts across all levels of society.

    “It was against this background that the Director General of the Commission, in his address in Kano, alluded to the escalating spate of hate speech in political broadcasts.

    “And the imperative for broadcast operators to be vigilant and be guided by the broadcasting code in their operations.”

    He lamented instances where political actors often misconstrue the statutory role of NBC as an Industry regulator to be impeding and restricting their political activities, making such actors to reach out to contacts in high levels of government for undue political interference and advantage.

    “In making this observation, the director-general drew several examples across political and regional boundaries to justify the assertion.

    “It is therefore, grossly untrue and mischievous to misrepresent the remarks of the Director-General of the NBC at a Forum in Kano that he made an exclusive accusation targeted against Buhari’s supporters”.

    Kawu restated that the position of NBC on hate speech and other incendiary broadcasts remained consistent with the overarching principles and rules of global best-practice.
