    Tension in NEMA over N665m liabilities

    Employees of the National Emergency Management Agency (NEMA) are threatening to go on strike over unverified outstanding claims of N665million presented to the management, it was learnt yesterday.

    It was also learnt that between January and March, the claim requests of about N320million were incurred, to add to the existing amount.

    Director-General of the agency, Mustapha Maihaja, who assumed office in April, has declined to “rush to pay the claims without verification.”

    He has however been paying all overtime claims and other expenses due to the staff since he came on board.

    It was learnt that a committee has been raised to compile and verify the claims.

    The workers have demanded for payment of claims without verification since they were inherited from the previous management.

    The Association of Senior Civil Servants of Nigeria (ASCSN) had threatened to ask its members in NEMA to go on strike.

    They are angry over alleged refusal of NEMA management to pay legitimate overtime claims of deserving employees, non- renewal of the personnel life assurance policy and refusal to pay Duty Tour Allowance (DTA) and other claims of deserving employees.

    But NEMA management insisted that the bone of contention between it and employees was inherited claims of N665million which the workers did not want verified.

    According to records, the DG inherited about N2,801,170,370.49billion  including staff claims  of N665,243,041; N1,787,903,158.95 owed vendors and N348,024,170 as tax liability.

    Investigations confirmed that the compilation of staff claims had caused a stir in the agency following “discovery of startling revelations”

    While a senior officer is demanding a refund of N58,612,000 he spent on behalf of NEMA, another official on Grade Level 14 is seeking reimbursement of N14million expenses he incurred for the agency.

    A source in NEMA said: “The employee demanding N58.6m claimed to have spent the cash on behalf of NEMA in one day on April 6, 2017.

    “Some of the claims are just bogus. Where did an employee of NEMA get N58.6million to assist in paying the bills of the agency in one day?

    “There are others with suspicious claims of between N5million and N10million by some workers. The DG is ready to pay but he is insisting on the verification of the claims he inherited.

    “Some of those with bogus claims are suspected to be instigating other employees to go on strike.”

    Another source also attributed the tension in NEMA to the reposting of an official, Comrade Shaibu Afusatu, out of Abuja.

    The leadership of the Trade Union Congress (FCT Council) asked NEMA management to “reverse the posting in line with extant labour laws , international conventions and a subsisting agreement.”

    But NEMA in its response said: “The redeployment of the affected employee was a routine exercise carried out within the statutory responsibility of the management stipulated in their letters of appointment.

    “The action of redeployment of staff does not in any way amount to violation of relevant section of ILO Convention 87. The agency however supports and encourages and allows free and legitimate association among its staff and will continue to do so.”

    Director-General Maihaja told reporters at the weekend: “I inherited the liabilities and for all intents and purposes, a Chief Executive ought yo verify all claims that are not paid before he resumes. I am doing exactly that.

    “I have not owed workers their salaries since I came on board. Also, I have been paying all the claims of workers of NEMA  as and when due since I resumed  in April.”

    Makurdi: NAF provides medical assistance to flood victims

    The Nigerian Air Force (NAF), on Monday, inaugurated medical assistance programme to meet the medical needs of the recent flood victims in Makurdi, Benue.

    The Director of Public Relations and Information, NAF Headquarters, Air Commodore Olatokunbo Adesanya, disclosed this in a statement in Abuja.

    According to Adesanya, the programme was inaugurated by Air Officer Commanding (AOC) Tactical Air Command (TAC) of NAF, AVM MA Idris.

    He said the programme was part of the Command’s corporate social responsibility and was borne out of the desire to contribute to the medical needs of the flood victims.

    Adesanya said that Gov. Samuel Ortom of Benue thanked NAF for its assistance to the state, especially in the area of humanitarian services in the country.

    “A few days ago, following a downpour, many houses in Makurdi were submerged in flood water.

    “The persons affected by the flood were rendered homeless and several medical casualties were recorded.

    “Thousands of victims of the flood were accommodated at the Makurdi International Market, where NAF medical outpost programme was inaugurated,” he quoted Ortom as saying.

    The director recalled that NAF also recently transported the Director General of the National Emergency Management Agency (NEMA), and other officials to Makurdi in response to a Presidential directive.

    Meanwhile, the Chief of Air Staff, (CAS), Air Marshal Sadique Abubakar, has directed the Medical Services Branch of NAF to provide more drugs and deploy more medical personnel to complement the efforts of the command.

    The Director General (DG), National Emergency Management Agency (NEMA) Mustapha Maihaja has arrived Makurdi to inspect the flood affected areas in the state.

    Maihaja upon his arrival told newsmen that he and his team were in the state on the directives of President Mohammedu Buhari to assess the flood situation and find ways of assisting the victims.

    He disclosed that trucks of relief materials were on the way from Abuja to Makurdi and in the next three days more materials will arrive the state.

    He explained that Federal Government was concerned with the devastation the flood has caused and as responsible government decided to quickly intervene.

    Gov Samuel Ortom, while receiving Maihaja, commended President Buhari for his prompt action to bring relief to the affected people.

    Ortom said that the prompt response clearly showed the people the love the president had for them.

    He appealed to residents to continue cooperating with the government by moving away from all flood prone areas until the situation subsides.

    The National Emergency Management Agency (NEMA) has deployed a team to provide humanitarian services to victims of floods in Benue state, the Director-General of the agency, Mustapha Maihaja, announced Friday.

    The reaction is in compliance with the directive of President Muhammadu Buhari.

    Maihaja,in a statement through NEMA’s Head of Media and Public Relations, Sani Datti, said that the humanitarian team had been reinforced with another contingent headed by Air Commodore Paul Ohemu, Director, Search and Rescue.

    He said that this was in addition to the officers of the North-Central Zonal Office of NEMA in Jos.

    NEMA boss said they were to deliver immediate humanitarian assistance to the affected persons in the various locations and to assess the situation for further support.

    He said that seven 30-tonne trucks had been dispatched to the state and were due to arrive Makurdi on Friday.

    Maihaja sympathised with the affected people and assured that NEMA would work closely with the state government in providing them with the necessary assistance.

    On Thursday President Buhari directed NEMA to deploy personnel and resources to provide succour to victims of flooding in Benue.

    The flood displaced over 100,000 people in 12 local government areas of the state.

    NEMA distributes 7,000 tonnes of food items to IDPs in Borno – Official

    The National Emergency Management Agency (NEMA) said it distributed over 7,000 metric tonnes of assorted food items to persons displaced by the Boko Haram insurgency in Borno in the past two months.

    Mr E. Umesi, the NEMA Coordinator of Emergency Food Intervention for the Northeast, made the disclosure on Thursday in an interview with the News Agency of Nigeria (NAN) in Maiduguri.

    Umesi said that the agency distributed the food items to Internally Displaced Persons (IDPs) in Maiduguri and other liberated communities.

    According to Umesi, “We went to do enumeration of liberated areas; we have virtually done that everywhere, even in areas where people find it difficult to live we went there.

    “We have gone to Mafa, Dikwa, Gwoza, Bama, Benishiek and Jekana.

    “Last week, we were at Biu and Hawul Local Government Areas, where we distributed food items in Biu, Kimba, Kwaja, Kwajafa, Shafa.

    “We were able to distribute food items in 10 of the liberated communities; so far we have distributed over 200 trucks”.

    He explained that the intervention had allocated about 15,000 tonnes of food items to Borno, adding that NEMA has registered over 1.8 million displaced persons in the state.

    Collapsed building kills four in Imo

    Four occupants of a two storey building on Fire Service/Mbaise Road died after the building collapsed at the early hour on Sunday.

    Five other occupants of the building were, however, rescued but they sustained various degrees of injuries.

    The Coordinator of Owerri Operations, National Emergency Management Agency (NEMA), Mr Evans Ugoh, who confirmed the casualties to News Agency of Nigeria (NAN), said rescues operation was ongoing.

    “We have been able to rescue five people while four have been confirmed dead, but we are still on to see if there are others trapped in the building,” he said.

    Okochukwu Nnadi, an eyewitness and tricycle operator, said the incident happened around 4 a.m on Sunday.

    “I came out very early to convey early morning worshipers to church before the collapse happened.

    “I was the one who rushed to the police station near the house to alert them on the incident.

    “I was shocked to see four people already dead when they were brought out of the place,” he said.

    Gov. Rochas Okorocha, who later visited the scene said, “This is very sad.”

    “I will take drastic measures to checkmate sub-standard buildings in this state, regardless of who is involved,” he said.

    Okorocha assured that the state government would take care of the medical bills of the victims recuperating in the hospital.

    FG evacuates 170 Nigerian refugees from Cameroon

    The National Emergency Management Agency (NEMA) has evacuated another batch of 170 Nigerian repatriated refugees mostly Women and Children from Cameroon.

    The Director-General of the Agency, Alhaji Mustapha Maihaja, disclosed this at Mubi International Transit Camp, Adamawa, on Sunday.

    Maihaja, who was represented by Idris Garga, NEMA Coordinator in charge of Adamawa and Taraba, said that the evacuation exercise was the second in three months.

    “Today, we are evacuating another batch of 170 Nigerian repatriated Refugees from Cameroon Republic ,the first evacuation was conducted in May 2017 and involved about 300 Nigerians.

    “The refugees were intercepted along Nigeria-Cameroon boarder by teams of Nigeria security operatives and after thorough investigation and screening they were confirmed to be Nigerians.

    “The refugees are indigenes of Gomboru- Ngala in Borno who escaped Boko Haram attacks and ran to Cameroon for safety in 2013,” he said.

    Terry Igue, the Yola office Head of Search and Rescue of the agency, said the refugees had undergone several medical check-ups at Mubi camp and had been “well taken care before their evacuation to their local government and state of origin to meet their relatives”.

    Two insurgents killed in failed attack on IDPs camp in Borno – Police

    The Police in Borno on Monday said two Boko Haram suicide bombers were killed in a failed attempt to attack displaced persons camps and University of Maiduguri.

    A statement signed by DSP Victor Isuku, the Police Public Relations Officer (PPRO), said the suicide bombers were killed by security operatives before they hit their targets.

    “On Sunday at about 2115hrs, a suspected female Boko Haram terrorist, took advantage of the darkness of night and attempted to gain access into Dalori 2 IDPs camp through the rear perimeter fence.

    “Fortunately, she was sighted by vigilant security personnel on duty and chased.

    “In an attempt to escape arrest, she hurriedly detonated the IED strapped to her body, killing herself alone.

    “The impact of the explosion destroyed a portion of the IDP camp fence.

    “In the early hours of today (Monday) at about 0400hrs, a male suicide bomber attempted to gain entry into the premises of University of Maiduguri.

    “On sighting the presence of security personnel deployed to the University on duty, he hurriedly detonated his IED, killing himself alone near the BOT building,” Isuku said in the statement.

    The National Emergency Management Agency (NEMA), had earlier confirmed that two suicide bombers attacked Dalori 1 and 2 IDPs camps in Maiduguri.

    In a statement issued to newsmen, the agency said four displaced persons were killed and 15 others wounded in the attack.

    It said that a male suicide bomber infiltrated into Dalori 1 camp and detonated the explosive strapped to his body and killed four persons.

    “Two persons died on the spot while two others died at the hospital,” it said, adding that 15 others sustained injuries in the attack.

    The statement added that a female suicide bomber was shot by security men when she attempted to cross the perimeter fence at Dalori 2 camp.

    “A female suicide bomber was spotted by security agents while trying to cross the fence.

    “They shot her and the explosive device strapped to her body detonated, and blew the woman into pieces,” the statement said.

    It said that another female suicide bomber was intercepted and killed by vigilance group at Gate 3, University of Maiduguri.

    A member if the Civilian Joint Task Force  (CJTF), Abdullahi Muhammad, said the woman detonated the explosive when she was stopped by their men on duty at about 7:45 AM.

    He said that the woman killed herself and one member of the vigilance group sustained injuries in the attack.

    The injured victims were referred to Special Hospital, Maiduguri for treatment.

    The National Emergency Management Agency (NEMA) has said the quantity food ration for IDPs per household has been increased from 4.5kg to 8.4kg which will be consumed for 30 days

    The Director General of NEMA Engr. Mustapha Maihaja disclosed this to journalist after rounding up his visit to  Banki, Bama Local Government area of Borno State to inspect the living conditions of the returnees from Cameroon  in the area and inspect the on-going Federal Government Food Intervention Program of the North East.

    “We have critically observed the situation and what we have done is to double what some INGOs are giving to the IDPs. What we are giving them now is 8.4kg as against the 4.5kg they were collecting. The standard practice all over the world is 10.6kg so I think we are not doing badly in that regards.

    “We have also discussed with World Food Program who have also increased their ration to 8.4kg and we have a better synergy now. What I mean is NEMA does not go to the communities where WFP is distributing food so as to avoid duplications,” Engr. Maihaja informed.

    Engr. Maihaja disclosed that the situation in Banki requires urgent attention because Banki is home to over 46,000 IDPs who are returning from the Republic of Cameroon, hence his visit to get first-hand information of the situation.

    He stated that the FG government is worried over the manner in which the returnees enter Banki and therefore has to address the lapses associated with their living conditions including, shelter, food etc, while the next step which will comprise the Bama Pilot Initiative will focus on restoring the livelihood of the returnees after the return of Civil Authorities in the liberated areas.

    As a way of keeping to his promise to ensure that displaced people no longer queue for food, Engr. Maihaja told all the IDPs in Banki who were gathered at a distribution venue to go back to their houses as NEMA will deliver their food door-to-door.

    He latter presented some food and non-food items to some families in their tents.

    While explaining the measures put in place to avoid any diversion of the food by unscrupulous elements, Engr. Maihaja said, “Our security monitoring system for the distribution of the food is robust. All trucks moving at the point of loading are put under surveillance with a tracker right from the point of loading through the states to the final destination from NEMA head office and police force headquarters through the states police command that provide escort for the trucks.

    “For instance; as soon as the vehicles leaves, it is been monitored by the Police Force Headquarters and from my office, if it gets to the state, the police escort will hand it over to that state police command until the food gets to the final destination.

    “Apart from the tracking system, all the food brought into Maiduguri is in the safe custody of the Theatre Commander, Maj. Gen. Ibrahim Attahiru and the army is providing security for the smooth distribution of the food especially in difficult areas like Banki where we are now,” Engr. Maihaja informed.

    While briefing the D G NEMA on the security situation of the area, the commanding Officer 152 Battalion Lt. Col. P Elayo informed that the town was liberated from the hands of Boko Haram after their arrival in September 2014.

    Lt. Col Elayo informed the battalion was responsible for the feeding and medical treatment of over 375, inhabitants that were left in the town up to the month of March 2016 when INGOs like UNICEF, IOM, WHO, WFP began to access the area to supply food and Medicare supplies to the IDPs.

    The Nation observed that the DG NEMA’s entourage also comprised of a Presidential Team working on the restoration of civil authorities which took assessment of towns in Bama including Kumshe etc.
