    FG to launch new national identity card with payment/social services features

    The Federal Government of Nigeria, through the National Identity Management Commission (NIMC) has concluded arrangements to launch a new National Identity Card with payment and other social services features.

    The New National Identity card would be delivered in collaboration with the Central Bank of Nigeria (CBN) and the Nigeria Inter-bank Settlement System (NIBSS).

    Accordingly, the National Identity Management Commission (NIMC) has launched an innovative identity solution with payment functionality for all types of social and financial services.

    The project would be powered by AfriGO, a national domestic card scheme, the Head of Corporate Communications of NIMC,  Dr. Kayode Adegoke announced in a statement issued in Abuja last night.

    Adegoke statement reads: “The National ID card, layered with verifiable National Identity features, is backed by the NIMC Act No. 23 of 2007, which mandates NIMC to enrol and issue a General Multipurpose card (GMPC) to Nigerians and legal residents.

    “This card will address the demand for physical identification enabling cardholders to prove their identity, access government and private social services, facilitate financial inclusion for disenfranchised Nigerians, empower citizens, as well as encourage increased participation in nation-building.

    “Only registered citizens and legal residents with the National Identification Number (NIN) will be eligible to request the card.

    “The card, which will be produced according to ICAO standards, is positioned as the country’s default national identity card.

    “In addition to this functionality, cardholders will also be able to use the cards as debit or prepaid cards by linking the same to bank accounts of their choice.

    “The card shall enable eligible persons, especially those financially excluded from social and financial services, to have access to multiple government intervention programmes.

    “In line with data protection regulation and public interest, NIMC remains committed to protecting cardholders’ personal data and will ensure compliance with international standards on data security protocols as security features that protect the confidentiality and safety of users’ information.

    Key features will include:

    “Machine-readable Zone (MRZ) in conformation with ICAO for e-passport information Identity card Issue Date and document number in line with ICAO standard.

    “Additional features include travel, health insurance information, microloans, agriculture, food stamps, transport, and energy subsidies, etc.

    “Nigeria’s Quick Response code (NQR) containing the national identification number biometric authentication, such as fingerprint and pictures, as the primary medium for identity verification through the data on the card chip

    Offline capability that allows transactions in areas with limited network coverage or zero infrastructure connectivity

    “Functionality as a debit and prepaid card catering to both banked and unbanked individuals..

    “Request for cards by registered citizens and legal residents will be made available online, at any commercial bank, various agencies or agents participating in multiple programmes and/or any NIMC offices nationwide.”

    Police arrest five over abatement, forgery in Sokoto

    The Police Command in Sokoto State has arrested five suspects for alleged abatement and forgery of the National Identity Card.

    The Spokesperson of the command, ASP Cordelia Nwewe, said this while presenting the suspects to newsmen in Sokoto on Friday.

    Nwewe said that two of the suspects were staff of a bank, while the other three were business centre operators.

    She said that based on information and intelligence report, operatives of the State Investigative Bureau (SIB) arrested five suspects in connection with the crime.

    “One Nasir Sifawa went to open a bank account in Sokoto, were he met the accounting officer, Mudassiru Taofeeq, who enquired from him about the National Identity Card.

    “In the process, the officer intimated his colleague at the bank, Perez Percy, who in turn demanded N4,000 and Sifawa’s details together with his passport photograph.

    “Eventually, a temporary slip of the National Identity Card was produced for Sifawa by the said bank officer and was used to open the account,” Nwewe said.

    She added that Sifawa innocently and ignorantly took the forged slip to the National Identity Management Commission ( NIMC ) office in Bodinga Local Government Area of the state.

    “This was with the aim of collecting the original National Identity Card, but when the NIMC staff collected the slip they discovered that it was a forged document.

    “As such, he alerted the NIMC head office in Sokoto who in turn informed the command about the incident and both suspects were cooperating with the Police in their investigation,” the Spokesperson added.

    In another development the command has also arrested five armed robbery suspects in the state.

    According to the police spokesperson, information about the suspects was reported at Gudu Police Division in Gudu Local Government Area.

    “That they blocked travelers from Niger republic coming to Sokoto on the road near Boto village in Gudu Local Government Area.

    “The hoodlums that were armed with guns and cutlasses robbed the travelers of the sum of N 289,720, four cell phones, some cloths and provisions,” she said.

    Nwewe added that a torch light used in the operation was recovered while efforts were being made to recover their firearms and arrest the remaining suspects who had fled to Niger republic.

    FG makes NIN mandatory for passport issuance from 2018

    The Federal Government Tuesday said that with effect from January 2018, Nigerians seeking for International Passport must be holders of the electronic National Identity Card which has the National Identity Number (NIN).

    This was disclosed by the Comptroller General of the Nigeria Immigration Service (NIS) Mohammed Babadede while speaking with State House correspondents after a meeting of the National Identity Management Harmonization committee at the State House, Abuja.

    The Federal Government in 2014 had ordered all Ministries, Departments and Agencies (MDAs) and security organizations involved in all forms of biometric data capture of Nigerians to complete their registrations and handover to the National Identity Management Commission (NIMC).

    Tuesday’s meeting of the committee was in continuation of the efforts to achieve the harmonization process.

    Babadede explained that as a result of the decision every citizen must possess the National Identity Number as a condition to apply for the Nigerian passport.

    He said “we have agreed that from 1st January 2018, anybody who is going to apply for the Nigerian Passport, whether renewal or fresh, must first have a national identity number. Why we are doing this is we want to ease business for Nigerians.

    “There is no need for you to go and have your bio metric captured by NIMC and then you come and capture again with the Nigeria Immigration. Once you give us your NIN number we will collect the bio metric from NIMC and produce your passport. That is the intention to do in all other agencies,” he said.

    Babadede said foreigners residing in Nigeria were not exempted, as they will also require number when renewing their residence permit.

    “I have also given directive that any foreigner, non-Nigerian resident in Nigeria will not get his permit renewed. He or she will not get his renewal until he has a NIN. To achieve this, NIMC NIN and passport numbers will be harmonized and we are committed to allow NIMC in Immigration. All NIMC staff can work in our passport offices.

    “So when you come to get the passport you can also get the National identity card. The NIM-C has also allowed immigration staff to work in their offices so anybody who is coming to claim Nigerian citizenship; they will help to identify that citizen. That is the cooperation that we have had so far,” the immigration boss said

    Meanwhile, the National Identity Management and Harmonization Committee declared that a lot of progress has been made towards achieving a single data for all citizens of the country.

    Senior Special Assistant to the President on Information Communication Technology ICT, Mr Lanre Osibona said the meeting of the committee was to move forward in achieving additional feat in the harmonization process.

    He said “we just had a good meeting in terms of national identity which we know is a great asset for the country and so much work has been ongoing with respect to harmonizing all the silo data bases. We are making progress finally,”

    The Presidential aide, who listed some of the benefits of a harmonized data, also said the country is receiving a lot of support from some international agencies.

    “The benefits of national identity are immense, security, innovation, social inclusion, financial inclusion. This concerns our citizens and it helps in forecasting budget, better planning. So we are determined to ensure that we deliver full concise database for all Nigerians.

    “It is good to also share with you that when we came in about two years ago there were five million records of NIM-C but today we have moved it close to 20 million and we intend to have up to 30 million by the end of this year. We are working with the World Bank and Bill and Melinda Gates Foundation to have a proper approach of how we will be able to capture over 180 million over a three year period,” he said.

    Mr. Lanre noted that Nigeria has captured the Public Key Infrastructure PKI, which will sit within the National Information Technology Development Agency NITDA.

    “An intention of this is to allow for digital signing of key documents being able to authenticate our document digitally,” he said.

    2 in court for allegedly smearing selves with faeces

    The Police on Tuesday arraigned a hairdresser and driver before an Iyaganku Chief Magistrates’ Court, Ibadan for allegedly engaging in a public fight.

    The accused, Michael Godwin, 30, and Gbemisola Adejumo, both of NW6/116 Ayorinde street, Queen cinema, Adamasingba area, Ibadan, was arraigned on a two -count charge of a public fight and polluting the atmosphere with faeces.

    The Prosecutor, Sgt. Salewa Hammed told the court that Godwin and Gbemisola engaged in a public fight on January 5, at about 7:30 am at their residents in Queen cinema area, Ibadan.

    Hammed said: “During the fight, the two accused persons allegedly fought each other by pouring faeces on themselves thereby polluting the atmosphere with faeces.

    “This makes it noxious to the health of the general public.”

    He said that the accused persons engaged in the fight over the use of the toilet in the compound.

    “It was Godwin that first entered the restroom before Gbemisola knocked and asked Godwin to come out as she was pressed, later it led to a fight between them,” he said.

    The prosecutor said the offence contravened section 83 and 247 (a) of the Criminal Code Cap 38, Vol.II Laws of Oyo State 2000.

    The accused persons, however, pleaded not guilty to the charges when read to them in court.

    The Chief Magistrate, Mrs Abiona Richard granted the accused to bail in the sum of N75,000 with two sureties each in like sum.

    Richard said that one of the sureties must have a National Identity Card, while the second surety must be gainfully employed.

    The case has been adjourned till March 3, for hearing.

    National Identity card to compliment voter’s card, says Buhari

    President Muhammadu Buhari yesterday said the National Identity card would soon complement the permanent voter’s card in elections in the country.

    He spoke after he was registered for his national identity card by the National Identity Management Commission (NIMC) at the Presidential Villa, Abuja.

    According to him, it would also confirm Nigeria’s population.

    Buhari said: “I think this exercise is very important to confirm our population and those who are entitled to vote, that is those who are 18 years and above. It will complement the exercise of the permanent voter’s card.

    “So for those who want their votes to count from whichever party or constituency, they should ensure that they and their families are properly captured.”

    The Director General of NIMC, Chris Onyemenam, said the exercise had no time limit.

    He said: “It is a continuous exercise. So every enrolment centre that we have established remains open forever, they are like branches of banks.

    “We are taking deliberate steps to ensure that enrollment centres are opened in each local government. In collaboration with MDAs, we are now extending it to universities. It will also be extended to primary schools and hospitals.

    “With the cooperation we expect from INEC, we are meeting INEC today, it will be extended even further.

    “Because of the records of births and deaths that are the primary responsibility of the Nigerian Population Commission, it will even become wider because there are more centres for the registration of births and deaths.

    “Once a centre is established, it remains there and people can go and enroll at their convenient time. They will will do the pre-enrollment first because going to any centre for the biometric data capture.

    On how many Nigerians had been captured so far, he said: “On our data base, we have a record of seven million. In collaboration with other agencies, in the next three months or so, we hope to quadruple that number. In the past, the private sector was expected to perform that role, so government did not focus on that.

    “The close to seven million that we have in our data base is the product of the pilot scheme that we embarked upon to demonstrate the value of the scheme.

    “Now that the MDAs are going to step up the harmonisation, the data base will be populated in a matter of weeks.

    “As a matter of fact, we are at the stage of migrating the data from the Bank Verification Number and that is about 20 million.

    “We are truly on course and appreciate Mr. President for the recent directive that biometrics data bases in government agencies should be expeditiously harmonised.”

    A little smile playing on his lips, President Goodluck Jonathan displayed yesterday his national identity card, drawing applause from officials.

    The President sat on a chair for his photograph to be taken after removing his trade mark fedora. His thumbprints were also taken.

    In minutes, the card was ready and he displayed it – to the admiration of all.

    President Jonathan, who inaugurated the National Identity Card Project yesterday in Abuja, directed the National Identity Management Commission (NIMC) to conclude the registration by December 2014.

    The President also launched the National Identification Number (NIN) and expressed displeasure at the proliferation of data capturing activities by private and public institutions.

    The police, the Federal Roads Safety Commission (FRSC), the Independent National Electoral Commission (INEC) and other bodies have different data bases.

    “Aside from being unwieldy, the cost of operating multiple discordant data bases and infrastructure is unsustainable,” he said, adding: “Government cannot afford continued proliferation of data capture activities. Proliferation does not grant any advantage in efficiency, neither does it make good economic sense.

    “The growing identity verification needs, therefore, calls for harmonisation and integration of identity data bases in the development of a universal service infrastructure.”

    The President went on: “To achieve this goal, the National Identity Management Commission should ensure that by December 31, 2014, all persons eligible for registration as provided for in Section 16 of the National Identity Management Act No. 23 of 2007 are enrolled into the national identity data base.“

    According to the President, all government agencies requiring identity verification and authentication services or involved in data capture activities should align their activities with a view to switching over to NIMC infrastructure.

    He said: “The Secretary to the Government of the Federation and the Federal Ministry of Finance must ensure that these objectives, which are aimed at streamlining biometrically-linked databases and optimising scarce resources, are accomplished in record time.“

    He expressed the hope that by the time the projects were completed, they would assist the National Population Commission (NPC) in carrying out the 2016 census.

    In his view, NIMC and NPC need to work more closely to deliver a comprehensive centralised national database urgently, despite their separate oligations.

    Jonathan also urged the private sector to partner with the NIMC in ensuring an efficient national database for the country.

    “While Government remains committed to the accelerated development of the National Identity Management System (NIMS), the private sector must also rise up to its role.

    “Corporate operators must seize the unique opportunities provided by the Concession Agreement to make investments in the scheme.

    “Private sector participation would mean extended optimisation of resources typically devoted to addressing issues of Proof of Identity across the nation.

    “It would also mean seamless integration and use of a common facility for identity verification and authentication in both the public and private sectors,” the President said.

    The National Identification Number, going by the government’s plan, will enhance the work of security agencies and reduce the cost of managing the naira cash component in the country. Besides, it will reduce the amount of currency in circulation and boost the fight against corruption.

    The President said it would also be essential if Nigeria is to introduce social security or welfare payments, and to provide for expansion and upgrading – in line with technological advances.

    Jonathan said: “If the work of law enforcement officers is to be enhanced; if consumer credit is to be accessible; if we are to reduce the cost of managing the Naira cash component currently estimated at N192bn per annum; if we are to reduce the amount of currency in circulation currently put at N1.93tn; if we are to achieve a multiple pronged approach to the fight against corruption; and finally, if we are to introduce social security or welfare payments, then we must, first and foremost, establish and verify appropriately, the identities of individuals.”

    He challenged the NIMC to drive the project with all the seriousness it deserves. We must move deftly to discount time lost so far, for failure is not an option. I am aware of the challenges facing the Commission, especially in recent times, not least from public cynicism and unfavourable perception of the identity sector, stemming from the wasted efforts of the past,” Jonathan said.

    He said the launch of the enrolment exercise reinforces the government’s intention and determination to conclude all reforms in the sector by December 31, 2014.

    “If the slogan – ‘ENROL ONCE AND BE IDENTIFIED FOR LIFE’ is to be achieved, the process and progress must remain irreversible. I commend the Management and Staff of NIMC, for the articulation of this catch-phrase. I also commend you for clarifying the differences between the National Identification Number (NIN) and the National Identity Card, a multipurpose Card.”

    “Even though both card and number are important components of the National Identity Management System (NIMS), it is important that there’s continued education about their varied applications,” he added.

    While looking forward to the launch/presentation of the National Identity Smart Card, the President said he was optimistic that the assets and experience of the exercise would boost the work of the National Population Commission (NPC) towards the proposed 2016 biometric Census.

    NIMC Director-General Mr. Chris Onyemena, expressed the hope that the identity card project would collapse other data capturing activities earlier embarked upon by some institutions.

    He said the project remained the most important tool for the harmonisation and integration of government policies and programmes.

    Onyemena added that NIMC would partner with the National Orientation Agency (NOA) to educate Nigerians, especially rural dwellers, on the need for them to obtain their national identification numbers.

    National Identity Card: A history of corruption

    It failed almost before it began and at the end of it, a minister and his aides stood accused of corruptly enriching themselves in a monumental fraud to the tune of $214million. In December 2013, former Minister of Internal Affairs, Chief Sunday Afolabi; Minister of Labour and Productivity, Alhaji Husein Akwanga, former Permanent Secretary, Ministry of Internal Affairs, Ms. Turi Akerele, former National Secretary of the Peoples Democratic Party (PDP), Dr. Okwesilieze Nwodo, former Minister of State for Internal Affairs, Dr. Mohammed Shatta and SAGEM S.A. Representative in Nigeria, Mr. Niyi Adelagun, were arraigned at an Abuja High court on a 16-count-charge for their involvement in what is now known as the national identity card project scam.

    A breakdown of the charges shows that Afolabi is accused of receiving $330,000, while Akwanga is accused of allowing his daughters to collect $30,000 on his behalf. Adelagun is the man identified as distributing the bribes while Nwodo is said to have conspired with him and facilitated the distribution. Akerele is alleged to have collected $500,000.

    All accused were connected with the Department of National Civic Registration (DNCR) which was entrusted with the execution of a national identity card for Nigerians in 2003. The scheme on which government spent N25 billion ended a colossal failure as it only registered about 36million people out of 150 million Nigerians.

    SAGEM, a French electronics and communications giant, was awarded a $214 million contract in 2001 to revive a long- standing plan to issue ID cards to the 126 million inhabitants of Nigeria.

    It was discovered that SAGEM agents in Nigeria including Regional Area Manager Identification Systems Mr Jean Pierre Delarue, a Frenchman, and Mr Niyi Adelagun, organised and executed a scheme through which bribes were distributed to top government officials, an ICPC statement said.

    The cases died a natural death in the court as the principal accused, Afolabi, died in a Manchester hospital of an undisclosed illness on May 10, 2004.
