The Nigerian Navy (NN) yesterday sealed a deal to construct a 4,000 metric tonnes (MT) Liquefied Petroleum Gas, LPG, Coastal Gas Transportation Barge, the first of its kind, for Dateline Energy Services Limited.

Speaking at the event, which held at the Naval Dockyard Limited (NDL), Victoria Island, Lagos, the Chief of the Naval Staff (CNS), Vice Admiral Emmanuel Ogalla, said it marked a significant milestone for the Navy, the Naval Dockyard Limited, Dateline Energy Services and indeed Nigeria.

He said the proposed construction of the barge was indicative of how far these institutions and indeed the nation had developed capacity to indigenise the construction of such an enormous and complex vessel.

The CNS, who was represented by Rear Admiral Hamzat Kaoje, expressed optimism that the partnership would spur the growth of Research and Development (R&D), indigenous vessel construction and local content development towards building sustainable paths to progress.

He said the project would transform the energy sector in Nigeria and Africa, adding that it was vital as the nation and countries transit to LGS as a cleaner and more cost-efficient substitute to other forms of hydrocarbon to mitigatethe impact of Climate Change.

“The Nigeria Navy, as the primary and foremost maritime institution in Nigeria, plays a vital role in the defence of the nation’s maritime territorial integrity and supporting other government agencies and private institutions in developing the maritime sector for economic security and national development.’’

In keeping with the onerous tasks, the Navy has implemented several transformational programmes to reposition itself as a significant contributor to the Federal Government’s policies and programmes geared towards improving the economy and welfare of the state and citizens.

In pursuance of this objective, the Nigerian Navy, has over the years, relied heavily on its logistics and maintenance outfits such as the Naval Dockyard and Naval Shipyard Limited amongst others to provide maritime services that would engender strategic partnerships with various maritime public and private stakeholders towards building a better and prosperous society.

“The yard also provides logistics support to various maritime oil and gas servicing companies amongst others.  “The provision of these services typifies the commitments of the Nigerian Navy to partnering with relevant stakeholders across the board for national development.

“It is gladdening to note that the Federal Government of Nigeria, under the leadership of the President, Commander-in-Chief of the Armed Forces, President Asiwaju Bola Ahmed Tinubu, is taking steps to diversify the economy by exploring the huge national gas reserve estimated at over 208 trillion cubic feet. “The ongoing Nigeria-Morocco Gas Pipeline (NMGP) project, which would span

about 5,600km when completed, would generate significant revenue and foreign exchange to boost the economy.

“Hence, the Nigerian Navy, through its support facilities like the Naval Dockyard, has in the past collaborated with several prominent indigenous companies in construction of oil and gas infrastructure and servicing facilities but not on this scale.

“Pertinently, I would like to state that this contract agreement for the construction of the Coastal Gas Transportation Barge is a product of the Nigerian Navy’s vigorous pursuit of willing and able strategic partners across government agencies and private sector such as Dateline Energy Services Limited.

“The commendable bold steps of Naval Dockyard and Dateline Energy Services in venturing into this project is likely to bring several opportunities and prospects.

” It is envisaged that the project would stimulate capacity building and R&D in the energy transports sector, employment and job creation across the maritime oil and gas ecosystem as well as economic growth in allied fields across the value chain.

Earlier, the Admiral Superintendent, NDL, Rear Admiral Abolaji Orederu, said the partnership was a testament to the growth and potential of the country’s maritime and energy industries.

“It highlights the commitment of both Naval Dockyard Limited and Dateline Energy Services Limited to propel the nation’s economy forward through innovation and collaboration. The successful partnership aims to be a stepping stone towards achieving greater achievements in these crucial sectors,” he said.

Managing Director, Dateline Energy Services Limited, Wilson Opuwei said the venture was aimed at bridging the gap between gas producers, processing units and consumers, both domestically and internationally.

“One of the primary goals is to streamline the distribution of gas resources, which has predominantly been exported until now.

“The partnership seeks to establish a novel concept, focusing on efficient transportation, storage, and utilisation of gas resources.

“The collaboration envisions the creation of a first-of-its-kind public site for energy generation and distribution in Nigeria and Africa as a whole. “This ambitious civil engineering concept encompasses maritime movement, storage facilities, marine components, and vehicle terminals.

“With a design that allows for navigation in even challenging waterways, the initiative is poised to cover extensive territories, including remote areas in the northern regions of Nigeria.

“One of the standout features of this partnership is its potential to generate substantial economic growth. “The projected initial investment of $200 million is anticipated to yield impressive returns over the next two decades. As the project develops, thousands of job opportunities are expected to emerge across various regions of the country, including Adamawa, Oyo, Ondo, Kogi, and the northern areas,” he said.

Tompolo disagrees with Navy on men’s arrest

The Nigerian Navy and a private security firm, Tantita Security Service Nigeria Limited (TSSNL) have disagreed for the second time within a month, in the quest to end crude oil theft and pipeline vandalism depleting Nigeria’s revenue.

The latest development was sparked by the arrest and parade of four Tantita operatives by the Navy over alleged crude oil theft, as credited to the Commander, Nigerian Navy Ship Beecroft, Commodore Kolawole Oguntuga, on Thursday, August 31.

The Navy and Tantita, a company owned by ex-Niger Delta freedom fighter, Chief Government Ekpemupolo a.k.a Tompolo, had a faceoff over a vessel, MT PRAISEL barely three weeks back.

Tantita, in a statement signed by its management, described the NN’s statement which claimed to have foiled an attempt by Tantita operatives to steal crude oil in the wee hours of Tuesday, August 29, while responding to distress calls from youths in the Itolou community in Lekki, Lagos State.

Parts of the Navy’s statement read, “Upon arrival at the scene, the Naval team met 4 individuals dressed in black polo shirts with TANTITA inscribed on the back, trying to recover a dismantled outboard engine from a local. The team recovered the engine and apprehended the four Tantita employees.

“It was after this arrest that the patrol team realized that the four individuals were part of a movement of a large wooden boat laden with 11 x 1000L Geepee tanks with product suspected to be stolen crude oil.”

But Tantita, while pointing out a “disjoint” in the statement, narrated thus: “On Monday the 28th of August 2023 at about 0130hours a Tantita Security Services Patrol team operating in the Ondo State area received credible intelligence that a motorised wooden boat was illegally loading crude oil from an Offshore Oil Well Jacket – in fact the same Well Jacket in OML 110 operated by Cavendish Petroleum Nigeria Limited, where the MT TURA II was caught stealing Crude Oil a few months ago.

“An advance team was dispatched to find the wooden boat while a backup team consisting of Nigeria Civil Defence and Security Corps (NSCDC) component of the Government Security Agencies (GSA) was assembled to follow through on the lead. While we cannot name the NSCDC personnel for obvious reasons, they were six in number and our personnel were eight not four in number.

“The advance team with the help of local fisherfolk was able to determine that the motorised wooden boat was heading in the direction of Lagos and gave hot pursuit. Upon noticing the approaching Tantita teams the crew of the motorised wooden boat abandoned the wooden boat for their speed boat. One team of Tantita and NSCDC personnel boarded the wooden boat to secure the evidence while another team gave hot pursuit”.

Assuring that there are video evidence of its claim, the firm, the statement continued “surprisingly the escaping crew of the motorised wooden boat fled in the direction of the Nigerian Navy Forward Operation Base at Ibeju-Lekki, so the Tantita and NSCDC personnel followed in hot pursuit believing that the criminals would meet their Waterloo there.

“They were wrong. Instead of the fleeing crew being arrested, it was the Tantita personnel who came down to apprehend the fleeing crew that was arrested. After arresting Tantita personnel and freeing the crew, the Nigerian Navy personnel then went to the motorised wooden boat and drove out the combined Tantita/GSA team trying to keep the boat and the evidence afloat”.

TSSNL management, while positing that the security agency’s statement “was nothing but a smear campaign,” wondered why the Navy was “silent” about the names of the boat crew whom they were chasing, their whereabouts (of the crew) and that of the motorized wooden boat.

Raising other posers, Tantita recalled the time frames of the operation until the Navy intercepted its operatives, alleging that 52 and not four persons were arrested on “Monday, August 28”.

Stating that the continuous arrest of its staff “who put their lives at risk for the good of the nation and are now being made to suffer ridicule for doing the right thing,” serves to “demoralise” people seeking to better Nigeria, the management said the act should be “deprecated”.

Navy arrests suspect, seizes bags of Cannabis

Nigerian Navy (NN) operatives attached to the Forward Operating Base (FOB) Badagry have arrested a suspect and seized 13 bags of Cannabis Sativa worth about N5.5 million.

Commanding Officer, Captain Adams Aliu told The Nation yesterday that the suspect and illicit substance were handed over to the National Drug Law Enforcement Agency (NDLEA) led by Chief Superintendent of Narcotics, Alli Gambo, Badagry Marine on Tuesday.

He explained that his men seized the banned substances on August 24 and 27 during raids of different locations in Badagry.

Aliu said: “On August 24, at about 10pm, the FOB’s quick response team acting on an intelligence report raided some hideouts at Ashipa, on the Seme Border.

“We discovered a particular building where cannabis sativa is being brought in from the Benin Republic and then distributed.

“One suspect was arrested with four sacks of cannabis sativa.

“Another raid was conducted on August 27 at about 2:30pm, where the team seized nine sacks of cannabis sativa at a place called Akoro Beach near Seme Border.

“On sighting us, they fled but we were able to recover the cannabis sativa. The hard drugs were smuggled into the country from Benin Republic.”

He said the seizures were in line with the Navy’s trinity action- surveillance, response initiatives and law enforcement.

“Our response initiative is what led to this arrest. This means we are in the third phase of action. We are handing over the suspect and items to the NDLEA to take over the case.”

Quoting the Chief of the Naval Staff’s (CNS’) strategic directive, Aliu said the goal of every naval operation was to ensure a safer and secure maritime environment.

“It is not possible that criminals will have safe passage within Nigerian waters. This is a warning to all criminal elements thinking that the country’s waters can be for criminality,” he added.

Receiving the exhibit, Gambo assured that a proper investigation would be conducted by the NDLEA to reveal the owner(s) of the items

The suspect, Wasiu Taofeek, said he started smuggling drugs when he lost all he had in a fire outbreak at his home and couldn’t fend for his family anymore.

The Forward Operating Base of Nigerian Navy, Badagry, on Tuesday handed over 13 sacks of cannabis sativa worth N5.5 million and one suspect to the National Drug Law Enforcement Agency (NDLEA) in Badagry.

Navy Capt. Adams-Aliu, the Commanding Officer, Forward Operating Base, Badagry, said the items were seized on Aug.24 and 27 at different places.

“On Aug.24, at about 10.00.p.m, the Base quick response team, acting on intelligence report, raided some hideouts at Ashipa, at Seme border.

“On sighting us, they fled, but we were able to recover the cannabis sativa. The hard drugs were smuggled into the country from Benin Republic.

“No suspect was arrested because they ran away,” he said.

He said that the total value of items seized was N5.5 million.

Adams-Aliu, handing over to the items and suspect to Chief Superintendent of Narcotics, Alli Gambo, of Badagry Marine, said this was in compliance with the Nigerian Navy Trinity of action.

According to the commanding officer, this includes surveillance, response initiatives and law enforcement.

“Our response initiative is what led to this arrest, why we are here today, which means we are in the third phase of action.

“This is a hand over of the suspect and the items to NDLEA for them to take over the case.”

The Commanding Officer recalled that after the Chief of Naval Staff, Vice Adm. E. I. Ogala was appointed in June 2023, he came out with his strategic directive.

“CNS strategic directive No. 6 of 2023, Paragraph 9, states clearly that the strategic end-state of Nigeria Navy operations is to ensure a safe and secure maritime environment.

“It is not possible that criminals will have safe passage within Nigeria waters. This is a warning to all criminal elements thinking that Nigeria waters can be for criminal activities,” he said.

Receiving the exhibits, Ali Gambo assured the navy that proper investigation would be conducted by the agency to reveal the real owner of the items.

He said that whatever the outcome would determine the effect of the exhibits.

Meanwhile, the suspect said he ventured into carrying hard drugs when his house got burnt and there was no hope for him to feed his family.

He appealed that he would not go back to hard drugs business if he was forgiven.
