  • PDP urges court to void Buhari’s directive on ballot box snatchers

    The People’s Democratic Party (PDP) has asked the Federal High Court to, among others declare illegal the directive by President Muhammadu Buhari to security agencies to deal ruthlessly with ballot box snatchers.

    The request is contained in a suit it filed on February 21 this year.

    The suit marked: FHC/ABJ/CS/225/2019 has the President of the Federal Republic of Nigeria, the National Assembly, the Independent National Electoral Commission (INEC), All Progressives Congress (APC), Nigerian Army, Nigerian Air Force, Nigerian Navy, Nigeria Police Force and the Attorney General of the Federation (AGF) as defendants.

    It is the plaintiff’s contention that the directive was illegal and beyond the powers of the President.

    The party also argued the President lacked the powers to deploy the military for electoral purposes. And that any deployment of the military must be with the prior approval of the National Assembly.

    The plaintiff wants the court to declare that the President “lacks the powers to deploy the 5th to 7th defendant (Army, Air Force and Navy) to participate in the 20019 general elections without the prior express approval of the 2nd defendant (National Assembly). And that such deployment in the absence of the 2nd defendant’s approval, is illegal and unconstitutional.

    It seeks orders of perpetual injunctions against the Army, Navy, Air Force and Police from given effect to the said directive by the President.

    The PDP also wants a perpetual injunction restraining the President from deploying the armed forces and their officials to participate in the general election.

    It is also praying the court to restrain the 5th to 7th defendant (the armed forces) and their officials “from participating and or playing any role whatsoever” in the general election without the aproval of the National Assembly.

    Also, the PDP has applied to the High Court of the Federal Capital Territory (FCT) for leave to apply for an order of mandamus to compel the Federal Capital Development Authority (FCDA), the Minister of the FCT and the APC to pull down the gigantic brooms which they erected in some parts of the city as part of the party’s campaign strategies.

    The PDP, in an ex-parte motion, marked: M/3476/2019, argued that the giant brooms were illegally erected at the City Gate, and other parts of the city.

    Both cases are yet to be assigned for hearing.

  • Police arrest lawmaker’s brother, two others, for unlawful possession of arms

    The police in Delta state says it has arrested three, including a younger brother to the lawmaker representing Udu constituency in the state House of Assembly, Hon. Peter Uviejitobor, for alleged possession of arms.

    The suspects, Akpevwe Uviejitobor, David Ukiri and Alfred Joseph, were according to a statement by the police, apprehended by officers deployed to the Central Bank of Nigeria (CBN), to secure electoral materials.

    The statement which was signed by the Acting Police Public Relations Officer, ASP Orisewejie Chuks, revealed that the trio claimed to be  vigilante members, detailed by their “chairman” to escort electoral materials.

    Expressing shock over the level at which voluntary organizations are meddling into security matters, especially as it concerns the 2019 elections, the police reiterated that it is no business of theirs to provide security during the polls.

    Recall that the police had banned vigilante groups from engaging in matters of elections only few days back.

    The statement added that only the Nigerian Police, Army, Navy, Civil Defence, Federal Road Safety, Immigration, Air Force and DSS are tasked with security responsibility in the course of the voting exercise.

    It further cautioned stakeholders who have or plan to use the services of private security agents, volunteers, vigilante guards for the purpose of securing or escorting electioneering materials to halt such plans, adding that, “any such armed private security personnel in whatever form or guise will be approximately dealt with”.

    The suspects, The Nation gathered, have been moved to the Police Force Headquarters, Abuja, for further interrogations.

    Reacting to the development, the All Progressives’ Congress (APC), House of Assembly Candidate in the area, Mr. Benjamin Sharta, said the arrest confirmed their “claims,” that some persons intend to hijack the electoral process.

    Commending the police for being proactive, Sharta stated that the arrests will help secure the people’s mandate and ensure peace in the area.

    Calling on Udu people to come out en masse to vote, he said, “I want to thank the Police Force because at first, we were thinking that nobody will come out on the voting day to cast their votes. Every normal Nigerian must exercise his civic duty. This alone will make Udu people come out en masse to vote for their various choices.

    “What other persons have been thinking is how to disrupt votes with their arms which they bought but by the help and intelligence of the Police Force, God has vindicated our claims. Because when we were telling some persons, they were thinking that we were just trying to play tricks.

    “We are very, very happy to have the people of Udu relieved. Those hoodlums who want to disrupt them from casting their votes have been apprehended. Also, know that some are still running with one or two arms in their possessions, but with the position of the Police, we believe those persons will be apprehended and brought to book,” the lawmaker hopeful stressed.

  • Navy seizes boat carrying stolen petrol

    Operatives of the Nigerian Navy Ship (NNS) BEECROFT have seized a wooden boat carrying suspected stolen Premium Motor Spirit (petrol).

    The boat, which was confiscated around 1am on February 8, on Akaraba Island in Atlas Cove, Lagos was shown to reporters yesterday by Commander NNS BEECROFT Rear Admiral Okon Eyo.

    Eyo, represented by the base’s Executive Officer, Cpt. Paul Dogara, said the boat had 1,400 25-litre kegs laden with suspected stolen petrol as well as 27 empty drums and a 5×75HP outboard engine.

    He said: “The estimated suspected stolen petrol is 35,000-litre valued at about N5.75million, while the Cotonou boat and the outboard engines are valued at about N15million. The total sum of the seized boat with its contents is N20.75million.

    “It is to be noted that the Atlas Cove is central to reception and distribution of refined petroleum products to other Nigerian National Petroleum Corporation (NNPC) depots at Mosimi, Ore, Ibadan and Sagamu. Consequently, the facility has become very attractive to vandals, petroleum thieves and pirates, among others.

    “The latest seizure by the base represents a major achievement of our constitutional mandate and a setback to the logistic requirements of the criminals.

    “The base will continue to dominate the nation’s waterways in order to prevent the theft of our common wealth.”

    Operatives of the Nigerian Navy Ship (NNS) BEECROFT have arrested a wooden boat laden with suspected stolen Premium Motor Spirit (PMS).

    The boat which was arrested around 1am on February 8, at Akaraba Island in Atlas Cove, was paraded before reporters Wednesday by Commander NNS BEECROFT Rear Admiral Okon Eyo.

    Eyo who was represented by the base’s Executive Officer Captain Paul Dogara, said the boat had 1,400 25 litres kegs laden with suspected stolen PMS as well as 27 empty drums and a 5×75HP outboard engine.

  • Navy arrests man with 145 PVCs, locally-made pistol

    The Nigerian Navy Ship Jubilee (NNS) in Ikot-Abasi Local Government Area of Akwa Ibom State has arrested a man with 145 permanent voter cards (PVCs) and 27 temporary voter cards.

    The man, Stephen Gad, was also nabbed with a locally-made pistol and two phones.

    The incident occurred last Sunday at Isi-Toyo community in Eastern Obolo Local Government.

    He was handed over yesterday by the Navy to the Akwa Ibom State Police Command, Ikot Akpan Abia, Uyo.

    Parading the suspect, the Commander, NNS Jubilee, Commodore Aderiyina Akinwale, said the suspect was arrested by his men on February 3, following intelligence report.

    He told reporters that the arrest of the suspect was part of the Navy’s efforts at sanitising the political space ahead of the general election.

    Akinwale said naval operatives went in search of cultists and militants, but they later got intelligence report about a man suspected to be in possession of PVCs in the area.

    He said acting on a tip-off, the operatives swung into action and arrested the suspect, adding that during the search, a locally-manufactured pistol was also found in his possession.

    Akinwale said: “Our men were on routine patrol because of the coming elections, to ensure everything is safe. They went to a certain community because we have been informed of the activities of some militants and cultists.

    “While in the community, intelligence report got to them that there was a person suspected to be in possession of PVCs. So my men, led by the officer in charge, commenced search. We discovered 145 PVCs and 27 temporary voter cards in his house. So we arrested him. My men also found a locally-made pistol in his possession.”

    He said the command had completed preliminary investigation into the matter and would hand over the suspect to the police and the Independent National Electoral Commission (INEC) for further investigation.

  • Navy arrests four for alleged rice smuggling

    The Navy, Forward Operating Base (FOB), Ibaka in Mbo Local Government Area of Akwa Ibom State has arrested four suspects with 120 bags of rice smuggled from Cameron.

    It also impounded three fibre boats with 200, 175 and 150 horsepower Yamaha outboard engines, used by the suspects to ferry the contraband rice to Nigeria.

    Other items seized include generator alongside other items used by the smugglers in their illegal operations.

    Addressing reporters at Ibaka at the weekend during the handover of the suspects and items to the Nigeria Customs Service, the Commanding Officer, FOB, Cpt. Yusuf Idris, represented by Cpt. Reginald Adoki, said the Navy would not cease to apprehend smugglers and expose the new practice of splitting the smuggled rice into smaller boats to evade arrest.

    He said the Navy is committed to ridding the waterways of illegal activities, particularly smuggling, which he described as a perennial problem, noting that the authorities of the Navy had equipped the base with everything they needed to check marine crimes.

    “On behalf of the commanding officer of the base, I hand over these four suspects, all of them Nigerians and 120 bags of 50kg rice, four Yamaha outboard engines, which have 200 horsepower, 175 horsepower and 150 horsepower. There is also one defective generator and other items.

    “Our gun boat intercepted three fibre boats at Mbo river, close to the base, loaded with 50kg of foreign rice suspected to have been smuggled into the country from the Republic of Cameroon.

    “It is my wish to continue to reiterate the commitment of the Navy to rid the waterways of illegal activities, particularly smuggling, which has been a perennial problem in their area. We have observed the use of smaller boats by smugglers to carry the illegal products, thinking that if it is put in bigger boats, it is easily detectable.

    “Their choice of using smaller boats and distributing the rice into three boats was a way of evading arrest. Despite these tactics, the Navy has a more robust and intelligent arrangement that no matter how they try to evade detection, we will always detect them and bring them to book,” Idris said.

    Receiving the suspects and items, the Chief Superintendent of Customs in charge of harbour, Ibrahim Adamu, who represented the Controller, Eastern Marine Command, NCS, Port Harcourt, Elton Edorhe, hailed the Navy for the collaboration existing between them.

    He said it should be sustained.

    “On behalf of the Customs Area Commander, Elton Edorhe, we will like to take this opportunity to thank the Nigerian Navy, FOC Ibaka, for this wonderful seizure. We hope that this synergy and collaboration that have existed will be sustained.

    “I take this opportunity to warn smugglers, no matter the trick they will use in concealing these illegal items; definitely, the Navy will always fish them out. A word is enough for the wise; they should desist from this economic sabotage,” he said.

    Two of the suspects, a driver of one of the boats and his assistant, denied being part of the illegal trade, saying they were only doing their jobs to earn a living.

    The driver, Asuquo Etim, said: “I carry passengers to Cameroon but I used to ply the Bakassi route. I didn’t have passengers to bring back from Cameroon, so I decided to bring the rice. This is my first time of carrying rice. I am an indigene of Oron in Akwa Ibom State.”

    His assistant, Ezekiel Etim from Okobo Local Government, said he was a load carrier at the beach and just wanted to earn a living to support his mother and siblings.

  • 2019: Navy cautions public to be wary of fake military personnel

    Commander of the Nigerian Navy Ship (NNS) Victory, in Calabar, Cross River State, Commodore Julius Nwagu, has cautioned members of the public to be wary of fake military personnel, especially as the general elections in the country draws close.

    Nwagu, while parading a suspected fake naval officer, James Solomon Nkanu, at the NNS Victory Headquarters in Calabar on Friday, urged the public to report any of such impostors to the security agencies for appropriate action.

    “The Nigerian Navy Ship Victory remains committed to the fight against all forms of criminalities in her area of operations. Besides the Bases’ zero tolerance stance for crude oil theft and smuggling through the waterways, the Base has also intensified efforts towards arresting suspected impersonators and racketeers who go around extorting money from unsuspecting members of the public in the guise of being Navy personnel.

    “In this wise, Mr James Solomon Nkanu, aged 25, was arrested on Wednesday 23 Jan 19 at Eta Agbor, Calabar, by men of NNS Victory for an alleged case of impersonation. Aside being dressed in Navy camouflage, he was caught in possession of fake Nigerian Navy identity card, copies of NN recruitment forms and credentials of suspected victims as well as three different ATM cards belonging to himself and two other suspected accomplices.

    “He even claimed to be operating from the office of the Chief of the Naval Staff in Calabar, which is not true. Prior to his arrest, the suspect an acclaimed final year student of the Cross River State University of Science and technology (CRUTECH) was alleged to have paraded himself as midshipman (a naval officer) in the Nigerian Navy. Surprisingly, even his family members thought he was a naval personnel on study leave. The suspect during interrogation voluntarily confessed to the alleged offences.

    “During preliminary investigations, it was revealed that the suspect procured a fake NN Identity card from a business centre at Eta Agbor, hence, my men had to go after the operators of the business centre. Consequently, the computer set used for the production of the fake NN Identiy Card was confiscated as exhibit in support of the case against the suspect.

    “Let me use this opportunity to assure members of the public that the NN does not charge a dime for its recruitment exercise. Therefore anybody demanding for money so as to assist in NN recruitment is an impostor. Similarly you are enjoined to be wary of fake military personnel especially during the forthcoming general elections. Please, you are requested to report any of such imposters to the security agencies for appropriate action.

    “In line with extant regulations, the suspect would be handed over the Nigeria Police for necessary action. It is hoped that the suspect would be prosecuted to serve as deterrent to other persons with criminal tendencies,” Nwagu said.

    Nkanu, who said he was from Abi local government area of Cross River State, expressed remorse for his actions.

  • Oil theft: Navy hands over 19 suspects, 21 Boats to EFCC

    The Nigerian Navy has handed over 19 suspects and two fiber boats laden with petroleum products to the Economic and Financial Crimes Commission (EFCC) for further investigation and prosecution.

    A statement issued on Tuesday by Mr Tony Orilade, the commission ‘s spokesman, said that the suspects were arrested on Aug. 30, 2018, in Lagos and some parts of Ondo State.

    According to the statement, the suspects were involved in illegal dealing in petroleum products stolen from an hijacked vessel, MT MAMA ELIZABETH.

    “The sum of N3,500,000.00 only suspected to be proceeds from the sale of the illegally acquired products was found on the suspects at the point of arrest,” he said.

    Idris Abubakar, an investigator with the EFCC, who received the suspects and the boats on behalf of the commission, assured the Nigerian Navy of diligent investigation and prosecution of the suspects.

    He said that the suspects would be arraigned in court as soon as investigation was concluded. (NAN)

    The Nigerian Navy has commenced the recruitment of interested Nigerians into the service for the year 2019.

    Nigeria Navy spokesman Suleman Dahun made the announcement in a statement on Sunday in Abuja.

    He said interested members of the public are requested to apply online at www.joinnigeriannavy.com.

     

    The Nigeria Navy wishes to inform the general public and all interested candidates that the online registration for the 2019 Recruitment Exercise is officially open.

    Applications are invited from suitably qualified candidates for the positions below:

     

    A 1 – Marine Engineer Artificer

    Minimum of OND Lower Credit in Marine or Mechanical Engineering and 5 credits at SSCE or equivalent including English Language, Maths, Physics and Chemistry.

     

    A2 – Weapon Electrical Artificers

    Minimum of OND Lower Credit in Electrical Electronic Engineering and 5 credits at SSCE or equivalent including English Language, Maths, Physics and Chemistry.

     

    A3 – Aircraft Engineering Artificers (Airframe Engine) Qualification

    D5 – Mosque Assistants

    SSCE or equivalent with 5 credits including Arabic, Islamic Religious Knowledge and English Language. Two years experience as Imam/Mosque attendant as well as letter of recommendation from 2 Islamic clerics/organizations recognized by the Nigeria Navy is required.

     

    D6 – Firemen

    SSCE or equivalent with 5 credits including English Language.

     

    E1 – Writers

    SSCE or equivalent with 5 credits including English Language, Maths, Accounts/Economics. Computer skill is compulsory. Also OND/NCE in Accounts or Secretariat Administration would be added advantage.

     

    E2 – Store Assistants

    SSCE or equivalent with 5 credits including English Language, Maths and Economics. Computer skill is an added advantage.

     

    E3 – Caterers

    SSCE or equivalent with 5 credits including English Language and Home Management/Food Nutrition. Certificate or Navy proven experience as a Waiter or Steward is an advantage.

     

    E4 – Ordinance

    Five credits in English Language, Mathematics, Physics, Chemistry and any other 2 subjects.

     

    E5 – Project Technicians.

    Minimum of OND Lower Credit in relevant discipline such as Architecture, Quantity Survey, Civil/ Structure/ Building technology, Electrical/Mechanical installation, Urban and Rural Planning, Estate Management, Land Economy and must also possess SSCE or equivalent with 5 credits including English Language, Maths and Physics.

     

    F1 – Medical Assistants

    SSCE or equivalent with 5 credits in English Language, Maths, Chemistry, Biology/Health Science and Physics.

    SSCE or Equivalent with 5 credits including English Language. Current Mechanic apprenticeship certificate and evidence of driving experience as well as a letter of recommendation [as a mechanic] from past or present employer is required.

     

    J – Journalists

    Minimum of OND Lower Credit in Mass Communication, Journalism, Photography, Printing Technology, Information Library, Public Relations, Graphic Arts, Film Making or Cinematography and must also possess SSCE or equivalent with 5 credits including English Language and Maths

     

    K – Nurses

    Single qualification RN and double qualification in any relevant qualification such as RM, A&E, ENT, Psychiatric, Paediatric, Orthopaedic/Trauma, Ophthalmic, Anesthetic, Public Health, Occupational Health, Nephrology/Dialysis all Theatre Nursing and must also possess SSCE or equivalent with 5 credits including English Language, Maths, Biology/Health Science, Physics and Chemistry.

     

    N – Education

    NCE in Arts/Science/Technical subjects in addition to SSCE or equivalent with 5 Credits including English Language and Maths for Science/Technical subjects or 5 credits Including English Language and at least a pass in Maths for Arts subjects.

     

    APPLICATION GUIDELINES FOR NIGERIAN NAVY 2019 RECRUITMENT EXERCISE

    1. Applicants must be a Nigerian by birth.
    2. Applicants must be between the ages of 18 – 22 years at the time of entry into the Training school for school certificate holders or 24 – 26 years of age for those with higher qualifications such as Nurses, NCE and ICT etc.
    3. Applicants must not be married or have children before joining the Nigeria Navy.
    4. Applicants must be free from any previous criminal conviction by a court of law.
    5.  Applicants with any of the following problems are NOT to apply: sight problem, ear problem, communicable diseases, mental problems, below the height of 1.70 metres for males and 1.67 metres for females, stammering, or any physical disability.
    6. Applicants are required to possess any of the following educational and/Professional qualifications.
    7. West African School Certificate/Senior Secondary School Certificate.
      b. General Certificate of Education Ordinary Level (not more than 2 sittings).
    8. National Examination Council (NECO).
      d. National Business and Technical Examinations (NABTEB).
    9. WAEC City and Guilds or London City and Guild.
      f. Ordinary National Diploma (OND).
      g. Any other educational qualification equivalent to those mentioned above.
      h. All applicants must produce their primary school leaving certificate.
    10. All applicants must indicate their National Identification Number (NIN).
      k. Applicants are to note that entry requirement into the following categories is SSCE or equivalent: B1, B2, B3, B4, B5 C1, D1, D2, D4, D5, D6, E1, E2, E3, E4, F1, G, H. Any other additional qualifications in these categories can only serve as an added advantage for selection into the branch and not for advancement. See the guide for details.
    11.  Applicants with higher educational/professional qualification, i.e. HND, BA/BSC etc other than those stated in paragraph 1 (a-g) are not to apply. Applicants are warned that it is an offence to present false or forged documents for the Recruitment.
    12.  Certificates or qualifications not declared or tendered and accepted during the recruitment exercise is not acceptable after recruitment and cannot be tendered for the purpose of change of department or advancement while in the Nigerian Navy. Only qualifications obtained through proper service provisions are tenable after joining the Nigerian Navy.

      c. Duly completed Identification Form and signed by Chairman or Secretary of the Applicant’s LGA or by an officer of the rank of Commander, Chief Superintendent of Police (CSP) or Equivalent and above from the Applicant’s candidate’s State of Origin.

  • Pipeline vandalism: Navy arrest notorious kingpin

    The Nigerian Navy on Tuesday said it had arrested Mr Shaibu Ogunmola, an alleged notorious pipeline vandal kingpin under its Operation Awase in Lagos.

    Operation Awase was set up by the Nigerian Army in collaboration with the Nigerian Navy in 2014 to tackle the vandalism of the NNPC pipelines in Majidun, Ikorodu and other parts of the state and to crave the maximum cooperation of host communities.

    Rear Admiral Obed Ngalabak, Leader of the operation, told newsmen that Shuaibu and his boys were known for vandalising oil pipelines under the Altas Cove covering about 70 kilometers.

    The Atlas Cove Depot in Lagos was designed to receive imported petroleum products and through the line products are distributed to various part of the country.

    The News Agency of Nigeria reports that at the Ilashe Community where Shuaibu operates, drums were buried by the sides of each pipeline to syphon products when being released from the Atlas cove to other depots.

    “Two weeks back, we got information about the operation of some people in Ilashe, part of Atlas cove.

    “Following that information, we came and realised that the oil pipelines have been divided into fields by three people, Shuaibu, Barshiru and Dele.

    “The arrest of Shuaibu which we did last week on Jan. 17 was in line with the operation Awase which is about the protection of oil pipelines.

    “He is the ring leader and has been in this business for over 30 years,’’ he said

    He said that Shuaibu had groomed some boys in the business adding that his arrest was significant in ensuring the end of vandalism in Nigeria.

    Ngalabak said Shuaibu would soon be handed over to relevant agency for immediate and proper prosecution to serve as a deterrent to his boys and others in the line of business.

    “We hope that Shuaibu’s arrest will yield result and that proper people in position will do all that is required to punish him,’’ he added

    He assured that the operation would not rest until all those involved in oil pipeline vandalism were arrested and brought to book.

    “We still have about three Shuaibu’s, we have Dele, we have Bashiru, and one other person and we are after them.

    “We are not going to rest until we get them, except if they leave Nigeria but we will make sure that we get them.

    “And we know that they will not leave because this is where they make their money; but if they leave here, that is good for us because that is our aim but if they come back, we will get them,’’ he said.

    He called for support on logistics for the operations to work effectively and urged Nigerian to support every effort that would help to curb pipeline vandalism for economic growth and development in the country.

    Also, the General Manager, Security, Nigerian National Petroleum Corporation (NNPC), Mr Sam Otoboeze, said that the arrest of Shuaibu meant celebration for the corporation.

    “The arrest means celebration for us because of the deterrent impact, not only the prosecution of the key character, but the message that will go out.

    “We do hope that the way it is handled will determine to what extent the success will be sustained.

    We celebrate that arrest and we thank the Nigerian Navy for picking him up and want to hope that this continues until so many other Shuaibus’ are arrested because certainly, they are more than 10,’’ he said

    Otoboeze noted that Shuaibu and others in the business of pipeline vandalism remained the major enemies of Nigeria.

    “You can imagine the wastages, not the one stolen but the one wasted for it to drip into their well, underground tank; you can imagine what that is.

    “So, the economic sabotage is massive and a fight to bring it down is something to be celebrated. It is also celebration of reliving the country from the shackles of poverty.

    He assured that the NNPC would continue to strengthen its partnership with all the agencies to ensure effective protection of the nation’s oil pipelines for economic growth and development in the country.

    “We have a kind of robust intelligence network, outside our own system, which we can also support the government.

    “Also, to be the voice of the agency when they require support, like logistic to make them succeed, that we will do,’’ he added.

    This, he noted would continue to strengthen the relationship and ensure that we keep the fire burning.

    Commenting on the economic values of the Atlas Cove pipeline, he said: “the economic benefit is huge, one is that the history of fuel scarcity will be gone, the origin, the foundation, the tap root of fuel scarcity was from the attack of this place.

    “The moment this place is tampered with, there will be fuel scarcity; just imagine the quantity of fuel that goes into the soil wasted.

    “Then imagine the more that is scooped and sent across to Cotonou, because there is their major artery of their supply.

    “So, if this battle is won, we will be able to think and it might even help to crash fuel price, because when you have it in surplus, then of cause, in demand and supply argument of typical economics, it could come down.

    “So, we need it, it is a war for the nation not a war for one person, it is not for security agencies alone or NNPC alone.

    “It is for all and sundry because down the line it affect those that are yet unborn, including the children in the school and the aged who are waiting for their pension.’’

    Meanwhile, in an interview with Shuaibu, he denied being a vandalism kingpin adding that he had no idea of the reason he was arrested by the Navy.

    “I don’t know why they arrested me, I was in my house, I was going to pray when this people came and arrested me.

    “I am a businessman, I am a hotelier,’’ he said
