Rivers: Navy arrests two boats with illegally reifined diesel

The Nigerian Navy in Port Harcourt on Sunday said it seized two wooden boats used in conveying 100,000 litres of suspected illegally refined diesel worth N20.4 million in Rivers.

The Nigerian Navy Ship (NNS) Pathfinder’s Base Operations Officer, Cdr. Ugochukwu Ajulu, told newsmen that three suspects were arrested on board one of the wooden boats.

Ajulu said the boats were seized at Akuku-Toru Local Government Area during routine patrol of waterways and creeks in the state.

“In line with strategic directives from naval authorities, on March 31, our troops on routine patrol impounded two wooden boats carrying suspected illegally refined diesel of about 100,000 litres.

“The first boat transporting about 60 drums fully loaded with suspected stolen diesel was impounded along Bakana waterways with three suspects on board.

“The second boat, which had over 100 drums laden with illegally refined diesel, was seized while it anchored at Aiteo jetty near Abonema.

“About 5,000 litres of diesel was also stored in a compartment on the boat,” he said.

Ajulu said that naval operatives were unable to make any arrest from the second boat as its crew members had fled the scene on sighting advancing naval patrol gunboats.

The Commander said that preliminary investigation was ongoing to unravel the source and supply chain of the products.

According to him, the suspects will be handed over to the Nigeria Security and Civil Defence Corps (NSCDC) for further investigation and possible arraignment in court.

Ajulu called on members of the public to provide the navy with timely information that would lead to arrest of oil thieves, adding that identity of such individuals would be protected.

One of the suspects, Timothy Williamson, 33, admitted the crime before newsmen and pleaded for leniency from authorities.

Williamson, a Rivers indigene, said he was recruited into oil bunkering in January by a woman simply identified as “Mama”, who distributed the product to some companies in the state.

“We work for our madam (mama) who we usually cook the product for at our operating base in Snake creek in the state.

“We supply the product to our madam in the city who in turn supplies the product to Peace Oil located at Elechi Beach Area of Port Harcourt.

“Please forgive me as I only indulged myself in this business (oil theft) because I had no job and money to feed myself and cater for my family,” Williamson pleaded.

Navy arrests man with explosives in Warri creeks

What could have turned out to be another disastrous event in the creeks of Delta state was over the weekend salvaged as men of the Nigerian Navy Ship (NNS) Delta arrested a suspect with huge sausages of explosives and connecting devices.

Parading the suspect and seven others, who were arrested at different times for various offences, at the jetty of the Warri Naval Base, the Base Operations Officer of the NNS Delta, Commander Shehu Tasiu, said the suspect with the explosive materials, who gave his name as Sabbath Enaizigha, was arrested somewhere in Warri South-West council area of the state.

Tasiu, who later handed the suspects over to the representatives of the Warri Area Command of the Delta state police command, said other persons arrested were caught in activities ranging from oil theft to illegal crude oil refining and impersonating.

Beside Enaizigha, who was arrested with explosives last Friday, other persons paraded were Uwatse Samson and Sunny Saidu, who were arrested together on a boat loaded with illegally refined diesel fuel oil.

Favour, Godpassdem, Doughe and Adeoye were arrested in another operation, caught with a Cotonou boat, which was loaded with 100 metric tons of illegally refined diesel.

“Mr Sabbath was arrested on Friday by our patrol team at an undisclosed location in Warri South-West council area. Our patrol team sighted them at a beach and their behaviour was suspect. Consequently, our men moved towards them and on sighting our men, they took off, unfortunately Mr Sabbath was caught. We saw him with cutlass and there was a boat. On searching the boat, we found detonating cuts, explosive powder, cutlasses, batteries, a telephone and one bale each of red and white materials (cloths).

“Mr Sabbath was also seen tying this red material on his legs and the white material round his neck. Although he claims not to know anything about the boat, when you go to check the boat you will see that the boat too has these red and white materials tied on it. We have done our preliminary investigation and he will be handed over to the police for further investigation and possible prosecution,” he said.

He had earlier said “we have made several arrests between 23 and 25 of March; eight persons in four different operations. We arrested two persons; Mr Uwatse Samson and Mr Sunny Saidu, on March 23, for suspected illegal oil bunkering activities at a camp jointly operated by Mr Cheke, Mr Gamu and Mr Benson Uwatse in Ugbodede. That camp is known for cooking of stolen crude oil.

“When our patrol team got there, they were cited with a boat, loaded with illegally refined product, suspected to be A.G.O. They were arrested by our men and the boats were burnt insitu.

“Another arrest was made on the same day; 23rd of March, 2016. This time around four suspects were arrested along Escravos Channel. They are Mr Favour, Mr. Godpassdem, Mr Doughe and Mr Adeoye. They were also arrested for carrying illegally refined product for which they did not have legal papers and they could not explain the circumstances under which they got the product. They were carrying about 100 metric tons of illegally refined A.G.O in a Cotonou boat,” Tasiu said

  • 4m hard-working Nigerians in Cameroon, says Ambassador

4m hard-working Nigerians in Cameroon, says Ambassador

Nigeria’s High Commissioner in Cameroon, Ambassador Hadisa Mustapha has said there are four million hardworking Nigerians in the country.
She made the disclosure onboard Nigerian Navy Ship (NNS) OKPABANA at the weekend in Douala, during a dinner with Nigeria’s contingent to exercise Obangame/Saharan Express.
Describing as untrue the allegation of hostilities against Nigerians in Cameroon, Mustapha stated that the relationship between both countries have improved significantly since the conclusion of the rivalry over Bakassi Peninsula.
“The seeming hostility against Nigerians in Cameroon are mere allegations. There are four million hardworking Nigerians here. We have professional Nigerians, business people and people in the car, spareparts businesses. We also have professional in the international organisations, teachers and clergymen.
“As an Embassy, we get report on all issues concerning Nigerians and we have three missions here – two consulate and the High Commission.
“I want to say that there is a lot of improvement in the situation with Nigerians. This started from the end of Bakassi. Definitely, there are a few issues and most have to do with immigration status of Nigerians.
“I do not want to say it is trend that is so rampant or that it is an issue against Nigerians per se. Every country has its own policies and security measures. With the security challenges around, every country is trying to do its best to curb crime and criminality.
“As a mission, we are very much in touch with our community. We meet with them often and whenever they bring their problems, we take the matter to the authorities and they listen to us,” she said.
Mustapha commended the Navy for its participation in the exercise, noting that aside showcasing its military might, the ship has promoted maritime diplomacy.
“This is the second Obangame Express I have witnessed. It is always nice to see our ship in harbour of a foreign country flying our flag. The exercise itself is very important for our military, particularly the navy to show we have full control of our maritime domain.
“It is also a very good way of promoting maritime diplomacy. So, we are very happy and proud to have NNS OKPABANA here,” she said.

  • Navy floods N’Delta waterways with gunboats

Navy floods N’Delta waterways with gunboats

The Nigerian Navy, in a three-day operation, paraded all its gunboats, war ships and other movable arsenals on waterways located within the Areas of Responsibility (AoR) of the Central Naval Command (CNC).

The navy in an apparent move to show its strength dominated the waterways with its presence and sent signals to oil thieves, kidnappers, pirates, pipeline vandals and other maritime criminals of its readiness to deal with them.

In the operation codenamed, “Exercise Projector”, the navy vowed to intensify its patrols, tackle all forms of economic crimes and fight illegalities in its operational areas in the Niger Delta region.

The Flag Officer Commanding (FOC), Central Naval Command (CNC), Rear Admiral Apochi Suleiman regretted that maritime crimes led to significant loss in revenue accruable to the government.

He also said that the damage of strategic oil installations had impacted negatively on the economy and security.

But he said the navy was capable of demystifying the creeks and dislodging miscreants from their hideouts.

“There shall be no hideouts for these miscreants anymore in short time in our operational domains”, he said.

He noted that the country had continued to look for permanent solutions to the challenges of illegal oil bunkering and pipeline vandalism in Niger Delta communities.

The FOC said the concluded exercise was a strategy ordered by the Chief Naval Staff, Vice-Admiral Ibok Ibas to identify the hideouts of criminals and flush them out.

He insisted that the exercise would suppress the activities of criminals whose actions had negatively affected the economy and the environment.

He said the zero tolerance to oil theft the Navy had maintained over time yielded positive results in the oil sector.

According to him the navy would embarked on regular patrols of waterways in its operational areas to block the entire maritime space to reduce criminalities in the creeks.

The FOC further said that the command acquired 15 gunboats to enforce to undertake operations in the Niger Delta communities and warned criminals and sea robbers to stay clear from its operational areas.

He said: “We are going to enforce the patrol of Niger Delta creeks, blocking the entire maritime space to reduce criminal activities and smoke criminals out from their hideouts.

“The Navy has decided to make the business of crude oil theft and the waterways unattractive for criminals.”

He, however, appealed for support from community heads, operators of oil companies asking them to report suspicious characters and activities to the command.

  • Navy arrests another oil tanker’s hijack suspect

Navy arrests another oil tanker’s hijack suspect

The Nigerian Navy (NN) has arrested a key suspect in last month’s hijack of an oil tanker, MT MAXIMUS off the coast of Sao Tome.
This disclosure was made by the Commander, Nigerian Navy Ship (NNS) Beecroft on Saturday while handing over the tanker to the Managing Director, Super Maritime Nigeria Limited, Rene Von Loenens.
Although the name and nationality of the suspect was not given, it was learnt that the suspect and six ‘pirates’ earlier arrested will be handed over to the police for prosecution at the end of investigation.
Adaji who said the vessel was recovered about 300 nautical miles south of Lagos and very close to Sao Tome disclosed that nothing has been heard on the abduction of two crew members (Rohen and Sadiq) by some of the pirates.
”The suspects arrested will be prosecuted accordingly and the ship owners have undertaken to present crew members to come and testify if they are required in the course of investigation.
”The release of the vessel does not signify an end to the prosecution of the pirates that are currently under investigation.
”Preliminary investigations have been ongoing since February 22 in conjuction with international and civil police authorities.
”We have come to a point that we can release the vessel and its crew to proceed on their businesses.
”So we are garthered to witness the formal handover of MT Maximus to the owner of the ship.
”As well as international passports and travel document of the crew so that they will not be further hampered by these unfortunate incident from which they are still recovering.
“The two kidnapped crew members were taken in a boat before the NN ship that rescued the vessel got to the scene. We do not have information of their whereabouts and the navy has not been contacted for assistance,” he said.
While appreciating the Navy for rescuing the vessel and its crew, Loenen said the kidnappers have not made contacts with the ship company to demand ransom or for any other reason.
The pirates had hijacked MT MAXIMUS, a Saudi Arabian oil tanker, chartered by a South Korean company carrying 4,700 metric tons of AGO off the coast of Cote D’Ivoire.
They renamed the vessel MT ELVIS-5, after beating the 18 crew members to submission and holding them captive, until the Nigerian Navy came to their rescue.

  • Boko Haram: Navy to establish operational base in Lake Chad

Boko Haram: Navy to establish operational base in Lake Chad

To rid the country of terrorists, the Nigeria Navy (NN) has begun plans to establish a Forward Operation Base (FOB) in Lake Chad.

Chief of Naval Staff (CNS) Vice Admiral Ibok Ette-Ibas disclosed this yesterday during a training seminar by the Naval Training Command (NAVTRAC) themed “the future of professional training in the Nigerian Navy’ in Lagos.

Vice Admiral Ette-Ibas noted that conventional security challenges have forced the Navy to move towards adopting new strategies even as he directed a review of the force’ training curriculum to address the challenges.

According to Ette-Ibas, the establishment of an FOB in Lake Chad, the creation of choke-points by placing house boats around the creeks, as well as the enhancement of surveillance capacities, were among the new strategies adopted.

His words: “For over five years we have relied majorly on the Regional Maritime Awareness Capability (RMAC) that gives us an eye over the horizon.

“We have begun the process of emplacing a more robust surveillance system, FALCON EYE, which when completed, will provide surveillance on the entire 200 nautical miles of our Exclusive Economic Zone (EEZ).

“This will, therefore, boost our ability to contain the notorious maritime challenges that we presently have out there. The navy in particular has been obliged in the context of the prevailing national emergency to transit a complicated range of a full spectrum of warfare. From her traditional maritime environment in which she engages in ensuring order in the EEZ and territorial waters, washing ashore to be occupied by complex riverine and brown water operations, to a completely new challenge of engaging in fighting in build-up area and desert warfare, as obtained in the northeast theatre.

“The evolving scenario has necessitated significant changes in our operational procedures, particularly in addressing the spate of crude oil theft, illegal bunkering and attacks on shipping.”

He hinted of plans to establish a maritime university for training of its personnel and other stakeholders within and outside the country.

Flag Officer Commanding (FOC) NAVTRAC, Rear Admiral Adeniyi Osinowo noted that the command conducts over 120 courses in its 11 colleges and schools, adding that the training was a function of operational realities, technological changes and fleet renewal.

“As we have witnessed in the past two decades, the operational doctrine of the NN has been challenged by emerging threats in our maritime environment, with attendant need for new technologies and fleet recapitalisation. As a result, it became apparent that we devote significant effort towards reflecting on extant doctrine as well as the future direction of training in the NN,” he said.

At the seminar were Commandant, National Defence College (NDA) Rear Admiral Ilesanmi Alade; FOC, Western Naval Command (WNC) Rear Admiral Raphael Osondu; Director of Operations, Naval Headquarters, Rear Admiral Uduak Essien; Admiral Superintendent, Naval Doctrine and Assessment Centre, Rear Admiral Jacob Ajani; Director of Naval Information, Commodore Chris Ezekobe and Commodore, among others.

Retired naval officers including Rear Admirals Ndubuisi Kanu, O.O. Joseph and Francis Akpan, were also present.

  • Navy retools for battle against pirates, oil thieves

Navy retools for battle against pirates, oil thieves

For the first time in the history of the Nigerian Navy, twenty five security boats, locally built by Epenal Group of Companies, were inaugurated at once.

The inauguration took place at the Nigerian Navy Ship (NNS) Pathfinder, Rumuolumeni, Port Harcourt, the Rivers State capital.

The Managing Director of Epenal Group of Companies, Mr. Numo Aaron, disclosed that his firm was the largest employer of labour, in terms of building boats in Nigeria.

Aaron noted that the impressive performance of Epenal group had proved that high quality boats could be manufactured in the country, with many Nigerians already employed by the indigenous company and more about being engaged.

The Epenal Group chief also stated that it was in the best interest of Nigeria to encourage local ship manufacturers, for the creation of more jobs and capacity.

The launch was attended by the Acting Managing Director of the Niger Delta Development Commission (NDDC), Mrs. Ibim Semenitari, and the Flag Officer Commanding (FOC) Eastern Naval Command, Rear Admiral Atiku Abdulkadir.

The Commander of the 2 Brigade, Nigerian Army, Port Harcourt, Brig.-Gen. Stevenson Olabanji, and the Commander of NNS Pathfinder, Commodore Sanusi Ibrahim, among other eminent personalities, were also in attendance.

Rivers Governor, Nyesom Wike, in his goodwill message, lauded the All Progressives Congress (APC)-controlled Federal Government of President Muhammadu Buhari for the measures taken so far to improve the operational capacity of the military.

Wike, a chieftain of the Peoples Democratic Party (PDP), also commended the naval high command for taking concrete measures to stem the theft of crude oil in the Niger Delta by strengthening the security architecture of the waterways.

The Rivers governor promised that his government would provide logistic support to the Nigerian navy in the operation of the 25 Epenal boats, stressing that security in the waterways would help in the acceleration of development in the Niger Delta.

He noted that the local construction of the Epenal boats had helped in the creation of jobs in the country and the improvement of the capacity of Nigerian ship manufacturers.

Wike, a former Minister of State for Education, said: “The Rivers State Government is happy with the Naval High Command for deploying these boats in this region. It will help in reducing (crude) oil theft. This will in-turn have a positive impact on our economy.

“The boats will also check violent crimes in the creeks and improve the standard of living of our people. The Rivers State Government will provide logistic support in the operation of the boats.”

Rivers governor also assured that his administration would always cooperate with the armed forces on security matters.

The warrant of arrest issued by a Federal High Court in Lagos and the Inspector-General of Police (IGP), Solomon Arase, declaring wanted an ex-militant leader, Government Ekpemupolo, aka Tompolo, over corruption allegations, made the Niger Delta militants to issue threats that they would resume hostilities in the crude oil and gas-rich region.

The Chief of Naval Staff (CNS), Vice-Admiral Ibok-Ete Ekwe Ibas, however, declared that no individual would take on Nigeria and get away with it.

He stressed that nobody could be bigger that the country, while maintaining that any attack by militants/other criminals would be an attack on Nigerians and would not be taken lightly.

Ibas, in his welcome address, disclosed that the launch of 25 Epenal boats was the first time in the history of the Nigerian navy that such number of patrol boats would be inaugurated at once, noting that when the fact of the boats’ local origin was factored in, then the event truly deserved to be considered a historic milestone.

The CNS said: “The decision of the Nigerian Navy into this adventure (patronising local boats) could be considered circumstantial. Confronted with mounting operational challenges, in the face of progressively dwindling economy, the Nigerian Navy explored cost-saving options, which included embarking on local construction of the patrol boats. For immediate appreciation, the cost of production of a unit of the boat is less than half the cost of producing similar boats from overseas.

“The contributions of the 25 launched boats are ultimately expected to enhance Nigerian Navy’s capability at carrying out its statutory roles and strengthen the fight to prop up zero tolerance to crude oil theft and other maritime illegalities, in line with the Federal Government of Nigeria’s aspiration.”

Ibas also stated that the delivery of the 50 more security patrol boats from Epenal group of companies would ensure that the nation’s backwaters were saturated with patrol boats for improved security of the maritime domain, with the regime of sea robbery, crude oil theft and other maritime illegalities within the creeks to be met with stiff opposition from the navy, while efforts were ongoing towards acquiring more patrol vessels for littoral waters.

The Chief of Defence Staff (CDS), General Abayomi Gabriel Olonisakin, also declared that any threat by Niger Delta militants or other criminals would be met with appropriate military action, with the troops already directed to be on alert.

Olonisakin said: “In defence, we are up and doing and we want to warn them (Niger Delta militants and other criminals) and tell them that the defence will not take it (threat) lightly.

“Any threat will be met with appropriate military action. We have directed all our troops to be on alert and ensure criminals and vandals are brought to book.”

The CDS also disclosed that Epenal Boatyard was contracted in 2015 to construct thirty 8.2m boats, fitted with two 250 horsepower Yamaha outboard engines and mountings for 12.7 mm and AGL guns, revealing that five of the 30 boats were delivered to the Central Naval Command in December 2015 and deployed for patrol duties during the governorship election in Bayelsa State.

He disclosed that the Nigerian navy had awarded another contract for additional 50 Epenal boats, with anti-ballistic protection and other capabilities, as improvement on the ones inaugurated.

Olonisakin said: “Today, our nation is challenged by multi-faceted threats with grave manifestations, especially in the Northeast and the maritime environment, where the Nigerian Navy is the lead security agency. These challenges will require enormous material resources to surmount.

“Accordingly, in line with the strategic vision of President, Commander-in-Chief of the Armed Forces of Nigeria (Muhammadu Buhari) and in spirited response to the current economic challenges being faced by the nation, the Nigerian Navy’s decision to look inward by contracting local ship building vendors for the provision of some of its defence articles is highly commendable.

“This decision has not only helped conserve the much-needed foreign exchange, especially at this period of serious economic downturn, but has afforded the indigenous manufacturers opportunity to prove themselves and garner experience. It is gratifying to note that Epenal Shipyard has risen to this challenge and lived up to the task, by meeting some of the needs of the Nigerian Navy.”

The CDS also stated that giving Epenal group 50 more boats to build was an indication that the Nigerian navy was truly looking inwards for the development of local content, in the face of dwindling economic fortune and foreign exchange reserve.

He stressed that the initiative was in keeping with the change agenda of the current government of President Buhari, whom he said had directed the services to strive to be self-sufficient or at most endeavour to source locally.

Olonisakin stated that he was personally grateful to all the persons that contributed to the actualisation of the great accomplishment, noting that by their efforts, the maritime landscape of Nigeria was gradually being accorded the much-needed security enhancement for peace and prosperity, hoping that the launched boats would be most professionally committed and put to the best rewarding use.

With emphasis being played on local content development by the administration of President Buhari, especially by patronising indigenous companies like Epenal group, there is hope for employment opportunities and capacity building of Nigerians, particularly the youths.

If the Niger Delta militants, however, resume hostilities as they threatened and are confronted by the military, it is very obvious that the employment and empowerment of the youths will be drastically affected, since there cannot be development without peace.

Navy, JTF vow to flush out vandals, kidnappers

The  Navy and Joint Force, Operation Pulo Shield, have vowed to end pipeline vandalism and kidnapping in the Niger Delta.

The Navy said it launched 25 gunboats to tackle kidnapping and pipeline vandalism.

Chief of Naval Staff Rear Admiral Ibok Ekwe Abas said he inaugurated gunboats in Port Harcourt to support operations against kidnapping and other crimes in the maritime environment.

Rear Admiral Abas, who spoke at the Central Naval Command (CNC), Yenagoa, Bayelsa State, yesterday, said community participation was required to stamp out kidnapping and pipeline vandalism.

He spoke shortly after meeting with senior officials and commanders of the CNC.

The Naval chief said since kidnappers operate on land, live among people and return to the creeks with their victims, the public should inform  security agencies about them.

“The Federal Government is doing so much to provide for the Navy to be able to carry on its responsibilities.

With these boats, we believe we will address some of our challenges.

Also, Commander JF, Major-General Alani Gafar Okunlola, yesterday, warned against pipeline vandalism and destruction of critical national assets in the Niger Delta.

He said the warning came in the wake of threats by a new group, ‘Niger Delta Avengers’, to attack oil and gas facilities in the region.

Okunlola spoke when the Acting Chief of Defence Intelligence (CDI), Major-General Sardauna John Davies visited the headquarters of Operation Pulo Shield in Yenagoa.
