    NDDC investing on human capacity development in line with Tinubu’s RHA, says Ogbuku

    The Managing Director, the Niger Delta Development Commission (NDDC), Dr Samuel Ogbuku, has said that the current governing board of the commission is investing heavily on education and human capacity development in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu.

    Speaking on Wednesday at the 2025 NDDC Moot and Mock Trials Competition organised in Port Harcourt Rivers State for faculties of law in the Niger Delta, Ogbuku said the current leadership of the commission was committed in playing strategic roles in the development of education.

    He said developing human capital remained an important channel towards reaching the people of the region adding that as part of the initiative the commission pioneered for the first time in the history of the country, the first ever regional sports meet, the maiden edition of the Niger Delta Sports Festival (NDSF).

    He said: “This pace setting and record breaking event pooled young sporting talents from across the Niger Delta region and created a platform for the discovery and nurturing of young sports men and women from the region, who would in the next few years become global champions”

    He said the NDDC was driving the Moot Court and Mock Trial Competition with a similar mindset adding that the commission believed that legal advocacy could play a significant role in highlighting the challenges confronting the Niger Delta region and could proffer creative solutions to the challenges.

    He said: “I reaffirm the commitment of the current leadership of the NDDC to continue to play strategic roles in the development of education because it is only through these efforts that we can truly have sustainable development, build capacity, reduce poverty and eradicate violence and crimes in our region”.

    He appealed to the law undergraduates participating in the five-day programme to engage in constructive and intellectually stimulating arguments to highlight the peculiarities of the Niger Delta and proffer solutions that would shape future law making that would facilitate sustainable development in the region

    Ogbuku observed that the year’s edition coincided with the commission’s 25th anniversary of the NDDC existence, recalling that the commission was created on July 12th, 2000.

    In his welcome address, the acting Director, Legal Services and Board Secretary, Sir Victor Arenyeka, said the competition was developed by the NDDC as a critical component of the training of law students and played a significant role in legal education.

    He said the completion was meant to stimulate legals issues relating to the Niger Delta region such as Environmental Law, Oil and Gas Law, sustainable development among others.

    Arenyeka said, “This is intended to raise awareness on these issues and creatively advance solutions within the backdrop of a healthy contest among students. It is hoped that the knowledge mined from this experience would go a long way in shaping future governmental interventions and chart a course for sustainable development of the region.”

    In his keynote address, the Special Guest of Honour, Prof. Zaccheus Adangor, SAN, encouraged the law students to embrace the principles of honesty, integrity and adherence to standard practice in their quests to become competent lawyers.

    The Deputy Director-General and Head of Campus, Nigeria Law School, Port Harcourt; Chairman, Nigeria Bar Association (NBA), Port Harcourt, Mrs Cordelia Eke and Judge, High Court, Rivers State, Justice Daketima Kio, commended NDDC for the initiatives.

    Minister sets agenda for development commissions

    Minister of Regional Development, Abubakar Momoh, on Thursday, urged the development commissions to work towards a common national objective of equitable and sustainable development that leaves no citizen behind in line with the Renewed Hope Agenda.

    He spoke in Lagos at the opening of a three-day ‘retreat on institutional coordination for development’.

    Its theme is: “Improving institutional coordination for better development results.”

    The participants include the management and staff of the ministry, Niger Delta Development Commission (NDDC), North East Development Commission (NEDC), South East Development Commission (SEDC), and North West Development Commission (NWDC).

    On the tasks before them, the minister said: “Our agenda must prioritise growth, bridges, transportation needs, investments, healthcare delivery, security, digital infrastructure, and youth/women empowerment.”

    To drive and sustain performance, Momoh stressed that the ministry will introduce a system of peer review among the commissions to foster healthy competition and continuous improvement.

    According to him, NEDC, SEDC, and NWDC will sign a performance bond with the ministry, with benchmarks and performance indicators against which they will be assessed.

    He urged the management and staff of the ministry and commissions to operate with the spirit of healthy competition and work in harmony.

    “As success is collective, the development of one region contributes to the stability and prosperity of the entire nation,” he said.

    Giving insight into why the agencies were created, Momoh said: “The president, in his characteristic wisdom and foresight, has prioritised regional development, planning and implementation by establishing five new regional development commissions, in addition to the two already in existence, each representing the six geo-political zones.

    “This bold initiative is anchored on a strategic commitment to development, recognising the need for a multi-sectoral approach to catalyse regional development.”

    He said the NEDC is rebuilding infrastructure and restoring hope; the SEDC is expected to catalyse economic growth, industrialisation, infrastructural development, and social integration, while the NWDC will focus on restoring stability, enhancing agricultural productivity, and rebuilding infrastructure in communities affected by banditry.

    He said new projects will commence while existing ones will be completed.

    Momoh said the event was an opportunity to reflect on the assignment and strengthen the synergy between the ministry and the commissions with the aim of transforming the regions into “zones of prosperity”.

    Minister of State for Regional Development, Uba Maigari Ahmadu, said there is a plan to replicate the 50-bed hospital project in most of the commissions.

    He said the new commissions will conduct a needs assessment, adding that new projects will be initiated where necessary, while existing ones will be completed.

    According to him, the retreat was to understand each commission’s mandate and share ideas, adding that it will not be another talk shop.

    Also at the event were chairmen and managing directors of the commissions.

    The Agbor General Hospital in Delta state got a new lease of life as the Niger Delta Development Commission, (NDDC), on Monday donated an ambulance, 100KVA generator and 1450 Personal Protective Equipment (PPE) to it.

    The items were facilitated by the Commission’s Board Chairman, Barrister Chiedu Ebie who described the gesture as being in consonant with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

    Presenting the items to the hospital’s management, Ebie, expressed optimism that the donated ambulance will play very important role in improving patient’s transportation and significantly reducing response times during medical emergencies.

    According to him, procurement of the ambulance reflected his advocacy for the health sector and his deep commitment to creating a lasting, positive impact in Niger Delta.

    Ebie, who was represented by his Special Assistant on Community and Political Matters, Honourable J.C Aleh, added that the 100KVA generator will ensure that power supply will be more regular within the hospital community.

    To underscore the importance he attached to healthcare in Agbor, Ebie recalled that upon learning about the Agbor Tanker fire incident of January 6, 2025, he promptly left his office in Port Harcourt, the Rivers state capital and travelled down to Agbor to sympathise with victims in their various homes and in the hospitals.

    Ebie further recalls that it was in the course of giving medical care to the tanker fire victims that he discovered the parlous state of the Agbor General hospital and then used the opportunity to meet with the Medical Director and got first hand information about the pressing needs of the hospital.

    ‘’Because NDDC is an interventionist agency, we did not hesitate to intervene in things that are lacking in this hospital, particularly as it is in line with Mr President’s renewed hope initiatives,’’ he said.

    He thanked President Tinubu, saying if not for him, it would have been difficult to make the donations and called on the hospital management to put the items into effective use and maintenance.

    Receiving the donations on behalf of the hospital, Dr. Stanley Nnoli, Zonal Medical Director, said it was an epochal in the life of the hospital noting that what they thought was impossible had finally become possible.

    The Zonal Medical Director further stated that “what is happening today is a practical demonstration of love that Barrister Chiedu Ebie has for the hospital.”

    He expressed immense gratitude to Ebie for the kind gesture, promising that the hospital will put the equipment into effective use.

    On his part, the chairman of Ika South Local Government Area, Hon. Engr. Jerry Ehiwarior, who was represented by his Deputy, thanked the Chairman, Governing Board of NDDC and his team for the kind donation, praying for God’s blessings upon them.

    He also prayed for the hospital management, urging him to put the items into proper use.

    The NDDC delegation which was led by Hon. John Alley to represent the NDDC governing board Chairman include; Hon. Fred Ofume, Special Assistant to the Senate President and Former Chairman, Ika South Local Government Area, Hon. Hilary Agholor, Nwuzo-Yeni Dein of Agbor Kingdom.

    The Niger Delta Development Commission (NDDC) has donated medications and other relief materials to the Umuahia Medium Custodial Centre in Abia State, in collaboration with the Peace and Development Projects, Velma Foundation, Benioni Akpa Development Foundation, and Lov Network Foundation, to enhance the welfare of inmates.

    The donation included mattresses, mats, and medications, aimed at improving living conditions within the facility.

    Presenting the materials to the Controller of the Nigerian Correctional Service, Abia State Command, Mrs. Josephine Ighiwiyisi Ogbeifun, Sir Mathias Ovie, a representative of the NGO, explained that this initiative, which is being replicated in other states across the Niger Delta, aims to help decongest correctional centers.

    Sir Ovie revealed that the NDDC will also roll out additional prison decongestion efforts and welfare programs, which are set to benefit thousands of individuals in the region. 

    He added that the program will also assist in securing the release of indigent inmates convicted of minor offenses through the payment of fines.

    He said: “The project will focus on individuals who are eligible for release based on the nature of their convictions and their inability to pay court-imposed fines.     “The NDDC’s intervention reflects its ongoing commitment to improving the quality of life for the people of the Niger Delta, not only through infrastructure development but also through human-centered initiatives.

    “This project is a testament to NDDC’s continued efforts in promoting peace, justice, and the well-being of the people in the Niger Delta. We believe that by addressing the issue of overcrowding in our correctional centers and improving the conditions of the inmates, NDDC is contributing to the overall development of the region and ensuring that the renewed Hope agenda of President Tinubu’s administration is reaching the indigent members of the region.”

    He posited that the NDDC’s intervention reflected its ongoing commitment to improving the quality of life of Niger Deltans, not only through infrastructural development, but also through human-centered initiatives.

    Responding, the Controller, Medium Security Custodian Centre, Abia State, Mrs. Josephine Ighiwiyisi Ogbeifun, thanked the NDDC for the gesture, assuring that the items would be judiciously used.

    As part of its efforts to boost welfare of inmates, the Niger Delta Development Commission (NDDC) in conjunction with the Peace and Development Projects, Velma Foundation, Benioni Akpa Development Foundation, and Lov Network Foundation, have presented materials for comfort to the inmates of Akure Medium Custodial Centre, Ondo State.

    Presenting the materials to the Deputy Controller of Correction (DCC) in charge of Akure Custodial Centre, DCC Aremo Folashade, the representative of the NGO, Sir. Mathias Ovie, said, that the essence of the gesture replicated in other states of the Niger Delta, was to help decongest the Correction Centres.

    He said the programme cuts across the nine states of the Niger Delta region; and among items donated were, mattresses, mats, medications, among others.

    Ovie said the NDDC would in future implement a series of prison decongestion and welfare programmes that are set to impact thousands of lives in the region, adding that the initiative is designed to address overcrowding in correctional centres; and that they would also secure the release of indigent inmates convicted of minor offenses through the payment of fines.

    More details of the owners of some of the 4, 794 land titles revoked by the Federal Capital Territory (FCT), Minister Nyesom Wike have emerged. 

    Wike, through his aides, on Monday night said that the land titles were revoked over non-payment of ground rent, in some cases, for more than 40 years.

    The affected land title holders from the new details obtained by THE NATION include the Central Bank of Nigeria (CBN); Independent National Electoral commission (INEC); Nigeria’s leading opposition party – Peoples Democratic Party (PDP) – and the Nigerian National Petroleum Corporation (NNPC).

    They also include CONOIL Plc, Borno State Government, Nigerian Television Authority (NTA), Niger Delta Development Commission (NDDC), National University Commission (NUC), M.R.S Investment Company Limited (owners of MRS Petrol Stations) and Kaduna State Government.

    Others are Nigerian Port Authority (NPA); News Agency of Nigeria (NAN); Federal Ministry of Environment; Nigerian Security Printing and Minting Company; University of Calabar, Nigerian Postal Service and Power Holding Company of Nigeria (PHCN), among others.

    Findings revealed that most of the big names affected were owing more than 20 years ground rent.

    On Monday, the FCT minister’s office announced the revocation of 4,794 land titles, over non-payment of ground rent, for more than 40 years.

    In the Central Area, Garki I and II, Wuse I and II, Asokoro, Maitama and Guzape, a total of 8,375 property owners have not paid ground rent in the last 43 years.

    The Minister’s Senior Special Assistant on Public Communications and Social Media, Lere Olayinka, Federal Capital Territory Administration (FCTA) Director of Lands, Chijioke Nwankwoeze, made the announcement while briefing reporters in Abuja on Monday.

    “It should be noted that the FCTA made numerous publications in national newspapers and announcements on broadcast media since 2023, calling on defaulters to pay up all outstanding bills and ground rents. All these yielded little responses, as several allottees failed to pay.

    Olayinka said lists of land titles in default of payment of Ground Rent were compiled in the 10 oldest districts of Phase 1 of the Federal Capital city (FCC), which are Central Area District (Cadastral Zone A00), Garki I (Cadastral Zone A01), Wuse I (Cadastral Zone A02), Garki II (Cadastral Zone A03), Asokoro (Cadastral Zone A04), Maitama (Cadastral Zone A05), Maitama (Cadastral Zone A06), Wuse II (Cadastral Zone A07), Wuse II (Cadastral Zone A08) and Guzape (Cadastral Zone A09).

    He added that N6,967,980,119 was owed as ground rent by 8,375 property owners.

    He also said a total of 4,794 land titles were in default of ground rent payment for 10 years and above.

    “This is in contravention of the terms and conditions of grant of the rights of Occupancy, in line with the provisions of Section 28, Subsections 5(a) and (b) of the Land Use Act.

    “Consequently, the titles of the properties in default of payment of Ground Rent for 10 years and above have been revoked forthwith.

    “A grace of 21 days is also given to title holders that are in default of payment of Ground Rent for between one and ten years, after which the affected titles will be revoked.”

    The Deputy Controller of Corrections (DCC), Mrs. Idowu Enodiakemen, who is in charge of the Custodial Centre on Sapele Road, Benin, popularly called White House, in Edo State, is excited over the items donated to the centre by the Niger Delta Development Commission (NDDC), in conjunction with some non-governmental organisations (NGOs).

    Enodiakemen, in the second edition of the initiative, spoke yesterday during the presentation of the items, which consisted of mattresses, mats and cartons of medical drugs, while NDDC and the NGOs earlier renovated the centre’s borehole and donated solar-powered lights.

    The NGOs, which partnered NDDC for decongestion and welfare of inmates of correctional centres in Niger Delta, included Peace and Development Projects, Legal Defence and Assistance Projects (LEDAP), VELMA Foundation and Benoni Akpa Development Foundation.

    The DCC said: “I am so happy. The items presented by NDDC and the NGOs will go a long way to take care of the welfare of the inmates, thereby supporting the efforts of the Federal Government. The donated items will be used very well.”

    The representative of the NGOs, Mr. Ovie Eseoghene, disclosed that in the second phase of the programme, inmates with option of payment of fines would be assisted, for the beneficiaries to also contribute to societal development.

    “We believe that by addressing the issue of overcrowding at our correctional centres, and improving the conditions of the inmates, NDDC is contributing to the overall development of the region and ensuring that the Renewed Hope Agenda of President Bola Ahmed Tinubu’s administration is reaching the indigent people in the region.”

    Eseoghene said the initiative would bring relief to thousands of inmates and enhance the capacity of correctional centres to provide better rehabilitation services.

    The Nigeria Police Force (NPF) has rescued kidnapped victims in separate operations in Adamawa and Bayelsa States, reaffirming its commitment to tackling organized crime and ensuring public safety.

    According to a statement on Monday by the Force Public Relations Officer, ACP Olumuyiwa Adejobi, the police executed coordinated rescue efforts that led to the safe return of victims without any ransom payment.

    Adejobi said the police rescued a Special Assistant to the Managing Director of the Niger Delta Development Commission (NDDC),  who was kidnapped on March 7, 2025, in Ayakoro Community, Ogbia Local Government Area.

    The statement reads in part: “Acting swiftly, security operatives restricted the movement of the kidnappers, exerting pressure that led to the safe release of Mr. Akari and another unidentified victim. The police confirmed that no ransom was paid in securing their freedom.

    “In another breakthrough, police operatives successfully rescued two Catholic priests, Reverend Fathers Abraham Samman and Matthew David Dusami, who were kidnapped on February 21, 2025, in Adamawa State.

    “Following intelligence-driven investigations, security operatives arrested one Tahamado Jonathan Demian, 34, a suspected accomplice believed to be a member of the same church as the victims. The operation led to the priests’ safe rescue on March 8, 2025.

    “During the raid, police recovered a locally fabricated assault rifle, ammunition, a mobile handset, and several SIM cards. Authorities are intensifying efforts to apprehend other fleeing members of the gang. The rescued priests are currently receiving medical attention.

    “The Inspector-General of Police, IGP Kayode Adeolu Egbetokun, commended the officers for their professionalism and bravery in carrying out the successful operations. He assured Nigerians of the Force’s resolve to dismantle criminal networks, rescue kidnapped victims, and bring perpetrators to justice.

    “The police urged citizens to cooperate with security agencies by providing credible information to help combat crime and safeguard lives and property”.

    NDDC inaugurates 7.8km Eziama-Aba road in Imo 

    The Niger Delta Development Commission (NDDC) has inaugurated the 7.8km Eziama-Aba-Owerre Nkworji Road, linking Isiala Mbano to Nwangele local government areas of Imo State, as part of activities marking its 25th anniversary.

    The Imo state governor, Hope Uzodinma, who officially inaugurated the road, commended the NDDC Board and Management for their dedication to delivering quality infrastructure.

    He said: “For the first time in many years, we are commissioning a completed NDDC project in our state. The current board and management have introduced a new approach to governance, ensuring that contractors are paid, projects are completed, and partnerships are strengthened. This intervention will assist the Imo State Government achieve 100 per cent implementation of our capital projects.”

    The governor, in a statement, signed by the commission’s Director Corporate Affairs, Seledi Thomson-Wakama, thanked President Bola Tinubu for his directive to the NDDC to immediately reconstruct a dilapidated school observed during the event’s live broadcast. 

    He further praised the Operation Light Up the Niger Delta initiative of the Commission for enhancing electricity supply and security in Imo State.

    In his remarks, the Minister of Regional Development, Abubakar Momoh, emphasised the Federal Government’s commitment to grassroots development and urged state governments to collaborate with the NDDC.

    He said: “The Niger Delta is in dire need of infrastructure. If you receive a project in your state, appreciate and protect it to encourage the NDDC to do more. The NDDC is not in competition with state governments but is here to complement their efforts. What we see today is a result of strong partnerships, and I call on all state governors to collaborate with the NDDC to benefit their people.”

    He also commended the NDDC’s free medical outreach and international scholarship programmes, assuring Niger Delta youth that more opportunities would be created for them.

    The chairman of the NDDC Board, Mr. Chiedu Ebie, highlighted the board’s efforts to strengthen accountability and transparency.

    He said: “Following our recent board meeting, one of the key areas we addressed was the Commission’s governance structure. We are pleased to announce that the board has approved KPMG’s recommendations as part of our commitment to accountability and transparency for the people of the Niger Delta.”

    Thanking Governor Uzodinma for his support, he said: “Your Excellency, you are our greatest supporter, and we sincerely thank you. We also extend our gratitude to the Minister of Regional Development. The Renewed Hope Agenda is being implemented across all states. We remain dedicated to our mission and will continue to ensure this agenda is fully realised and felt across the region.”

    The Managing Director of NDDC, Dr Samuel Ogbuku, emphasised that the commissioning of the Eziama-Aba-Owerre Nkworji Road aligned with President Tinubu’s Renewed Hope Agenda

    Ogbuku said: “We are here today to celebrate the dividends of NDDC’s Renewed Hope Agenda. We captioned this commissioning series as the ‘NDDC Dividends of Renewed Hope’ because these projects were awarded within Mr. President’s tenure, demonstrating that he is working for the region across all nine states. The 10-km Oyigbo Road network in Rivers State, the 10km Abraka-Benin Road in Delta State, and the flag-off of the Abraka-Agbor Road are all part of this initiative.

    “Before now, many people were afraid to visit Imo State, but today, with improved lighting and road infrastructure, we are witnessing a transformation. We encourage other state governments to propose similar partnership ideas so we can develop the Niger Delta.”

    In a goodwill message, the Leader of the House Committee on NDDC, Erhiatake Ibori-Suenu, commended the commission for its remarkable transformation.

    He said: “Before now, people thought that NDDC was a transactional agency, but today, the present board and management have proven otherwise by turning the NDDC to a transformational agency. We will continue providing legislative support to ensure the commission does more for our people.”

    The Nwangele Traditional Rulers Council Chairman, Eze Ononenyi Uzoma, applauded the NDDC for its timely intervention. 

    He described the road construction as a significant boost to commerce and economic activities in the region, noting that the improved infrastructure would enhance trade, ease transportation, and contribute to the overall development of the communities.

    NDDC boss inspects projects in Ika Federal Constituency, others

    The Chairman, Governing Board of Niger Delta Development Commission, (NDDC), Mr. Chiedu Ebie on Friday, inspected some ongoing NDDC-funded  projects he attracted to Ika Federal Constituency for the benefits of the people, assuring that the Commission will always prioritise the people’s requests.  

    Some of these projects include: the equipped ICT centre at the Faculty of Law, University of Delta (UNIDEL), Agbor, with modern computers and state of the art infotech equipment, the inspection of construction project at the first phase of the failed portion of Umunede/Umutu Road by Pan Ocean Flow station, at Owa-Alidinma., Ika North-East Local Government Area of Delta state, among others.  

    Arriving at the University of Delta (UNIDEL), Barrister Ebie and his entourage were received by the institution’s Vice-Chancellor (VC), Professor Stella Chinyere Chiemeke, alongside other principal staff of the University.

    While the University leadership expressed delight for the visit and NDDC’s contribution towards quality education delivery in a conducive environment and faculty, Professor Chiemeke specifically thanked Ebie for his good work, and lauded his huge intervention projects through the NDDC.

    “I have acknowledged your huge intervention projects through the NDDC in my speech delivered on the just concluded 4th Founder’s Day of the institution. We will continue to thank you, and as Oliver Twist asks for more.a

    “For now, you have done enough for the Faculty of Law. I will appeal that you come to our aid in other areas such as providing the institution with buses. We are very proud of you and your outstanding leadership quality at the NDDC. This is a testament to your track records,” the V.C. noted.

    Responding, Ebie expressed joy over the completion of the installation of the ICT Centre Faculty of Law UNIDEL, Agbor, as it will enhance learning.  

    Ebie, a former Delta Commissioner for Basic and Secondary Education, and former Secretary to the state Government (SSG), further assured the institution’s leadership that all their requests on behalf of the institution would always be granted, appealing to the management of the Institution to at all time ensure a high standard of learning.

    From University of Delta, Ebie and his entourage moved to inspect the first phase of construction of a failed portion of Umunede/Umutu Road by Pan Ocean Flow station, Owa-Alidinma.

    Speaking at the construction site, the NDDC Governing Board Chairman appealed to the contractor to ensure that quality jobs are done in ways that will properly check flooding ravaging the area.

    He told newsmen that the exercise will continue through the long stretch of the road down to Ute Erumu where another major part of the road has reportedly collapsed.

    It would be recalled that under NDDC’s ‘’Light Up Niger Delta Programme’’ Ebie attracted thousands of solar street lights to Ika Federal constituency thereby boosting economic and social activities which make life and living easier and softer, with most communities illuminated.

    In a similar vein, in April 2024, during  the second Founders Day celebration and fundraising for Ika Language and Cultural Research Centre of the university of Delta, Ebie instituted a yearly award for the best graduating medical student at the University of Delta (UNIDEL), Agbor, Delta State.

    According to him, the award by the family which would be reviewed after five years is in honour of his father, the pioneer Chief Medical Director (CMD) of the University of Benin Teaching hospitals (UBTH), late Professor John Ebie.
