    Students, others excited by loans disbursement

    With its disbursements of institutional fees and stipends to students, the Nigerian Education Loan Fund (NELFUND) has underscored the imperative of the President Bola Tinubu’s flagship project in the education sector, which is to provide unfettered access to quality education across the nation, DAMOLA KOLA-DARE reports.

    Despite doubts and pessimism from many quarters, including the Academic Staff Union of Universities (ASUU), which said the student loan initiative will make students forever indebted, institutions and students were not deterred. Thus, six federal institutions have got up to the tune of N2.5 billion inclusive of upkeep stipends from the Nigerian Education Loan Fund (NELFUND).

    A pledge fulfilled

    Six federal institutions have received full payment of their institutional fees, covering over 20,000 students, while the remaining six will receive their payments soon. It said it had disbursed over N2.5 billion inclusive of upkeep stipends for students.

    The institutions include University of Ibadan, Bayero University Kano, University of Ilorin, University of Benin, University of Maiduguri and Federal University Dutsinma, Katsina State.

    The NELFUND provided a breakdown of the amount among the six institutions with Bayero University, Kano getting N853,775,000;  University of Maiduguri N589,001,500; Federal University Dutsinma, Katsina State received N304,961,800; University of Ibadan (N201,114,650); University of Ilorin (N52,897,890) and University of Benin (N24,412,500).

    Besides the institutional fees, the agency said it made payment of upkeep stipends to students with N442 million allocated for the month of July. It stated that the upkeep payments will benefit all 22,120 students across the institutions. NELFUND explained that disbursements are made based on each institution’s academic calendar (beginning of the session).

    NELFUND paid the institutional fees (school fees) directly to the successful applicants’ institutions, while a monthly upkeep allowance of NGN20,000 is paid directly to students, who included it in their applications. Managing Director of NELFUND, Akintunde Sawyerr, said more disbursements will follow as applications by students from 100 tertiary institutions are being reviewed.

    He said: “I am delighted to share that following President Bola Tinubu’s directive, NELFUND has been able to disburse students’ institutional fees amounting to NGN1,172,388,340 for 20,000 students at institutions across the country.

    “These institutions were carefully selected based on their academic calendar. We have approved 260,000 loans, which include both institutional fees and upkeep. It is not everyone who applied for an institutional loan, who requested an upkeep loan. We are collaborating with several agencies and institutions to ensure that this scheme works.”

    The agency demonstrated its commitment to the project when at its inaugural board meeting in June under the leadership of Mr. Jim Ovia, it approved immediate disbursement of loans to successful applicants, marking a milestone in its mission to support student’s education.

    This underscored President Tinubu’s dedication to providing timely and essential financial assistance to students in need, enabling them to pursue their educational goals without undue financial strain. NELFUND also underlined its readiness to empower students through financial support, while taking a bold step in fulfilling its mission to support education and empower the next generation of leaders.

    Upsurge in loan applications

    NELFUND noted recorded an upsurge in daily student loan applications following the disbursement of July stipends to applicants across the six federal tertiary institutions. Oseyemi Oluwatuyi, its spokesperson, said early this month that NELFUND saw a deluge of applications from students.

    The agency said it recorded registrations from 9,687 students within one day, with 7,975 students completing their loan applications. It noted that the figure was the highest it has recorded within a 24-hour timeline since the loan application portal opened in May.

    NELFUND described the thousands of applications as an “overwhelming surge” that showed the financial woes of students and challenges of getting funds for quality education.

    “Lack of funds  is a major issue that many aspiring higher education students are facing. Since the opening of the student loan application portal, NELFUND has recorded a steady and consistent influx of applications, highlighting the pressing need for financial assistance among Nigerian students,” it said.

    The fund disclosed that it has so far disbursed over N2.5 billion for over 20,000 applicants, while over 110,000 had applied for the scheme as of mid-last month with more than 160,000 students having registered on its portal.

    Students received loan, delighted

    A 400-Level Quantity Survey student at Bayero University Kano (BUK), Musa Hussain, applauded the agency for the loan. He told The Nation that the upkeep stipend of N20,000 he received early this month enabled him to take care of some pressing needs.

    He said: “Seriously, the upkeep money has helped a lot to be honest. I received my first upkeep this month. It is N20,000. This will last for a period of 12 months.

    “I used it to buy things I needed, especially there is an ongoing programme now in our school. The money helped me to source for materials and carry out my project. The N20,000 is for a period of 12 month, which is N240,000. And school fee is N110,000, making a total amount of  N350,000.

    “First of all, it’s easy to apply. I didn’t experience any hitch on the application and its interest free from the Federal Government. It’s a good start from them to students. It is the normal process of application. I got the link from someone. Then you tap the link. It will direct you to the site in which you need to fill some information, your name, your registration information, your contact address and other things needed on the site.

    “After you apply, the application will go through a verification process. They will verify your information first.  It took me one month three days before I was verified. I know it’s because of the number of students that apply. They will make sure your data are all legitimate. After that, they will approve the loan. You will then receive your first upkeep. And your registration fee will go directly to your school, not your personal account.”

    Another BUK student, who craved anonymity, expressed delight about the initiative. He hailed the Federal Government for its commitment to ensuring every youth gets unhindered access to education. He, however, urged government to increase the upkeep stipend because of the country’s economic situation.

    Others expecting, approval and disbursement

    Many students at other institutions are optimistic and expectant of their applications getting approved before a new session commences. NELFUND had said disbursement will depend on the commencement of a new academic session.

    A 400-Level Sociology and Anthropology student at Obafemi Awolowo University (OAU), Ile-Ife, Osun State, Erinoso Abolaji Opeoluwa, noted that she has not received the loan after her application. She expects disbursement to be when school resumes for another session.

    “I am yet to receive the loan. Probably, we will get it when school resumes for a new session,” she said.

    Ibrahim Sofiat, a 200-Level Mass Communication student at Lagos State University of Science and Technology (LASUSTECH), said: “I applied through the NELFUND link and the process was fast enough.

    “Though I had a little issue uploading the required documents, I have not received the payments despite uploading the required documents.”

    NELFUND on-boards state-owned tertiary institutionsChecks by The Nation revealed that as of now, no state institution has received the loan. The agency’s recent onboarding of 22 state-owned institutions brings the total number of approved state institutions to 108.

    “Prior to this, 86 state-owned institutions were cleared, bringing a total of 108 institutions whose students are now able to apply,” it said.

    NELFUND had announced on July 7 that 36 State-owned tertiary institutions had been cleared, noting that their students can begin their loan applications. They included Lagos State University, Tai Solarin University of Education, Ogun State, Borno State University, Lagos State University of Science and Technology, Lagos State University of Education, Ekiti State University, among others.

    Thereafter, on July 10, it announced the onboarding of an additional 12 state government-owned tertiary institutions to the application portal.

    “This expansion comes following the successful submission and verification of data completeness and accuracy required from the institutions,” it said.

    Fed Govt committed to education

    The President on April 3, signed the Student Loans (Access to Higher Education) Act (Repeal and Re-Enactment) Bill, 2024, into law.

    The assent was sequel to the separate considerations by both the Senate and the House of Representatives of the report of the Committee on Tertiary Institutions and the Tertiary Education Trust Fund.

    The Act empowers the NELFUND to provide loans to qualified Nigerian students for tuition, fees, charges and upkeep during their studies in approved public tertiary institutions and vocational and skills acquisition establishments in the country.

    The revised Student Loan Act 2024 was created to remove financial barriers and make education more accessible to all students, regardless of their economic background.

    The primary sources of funding for NELFUND include a percentage of taxes, levies, and duties collected by the Federal Inland Revenue Service (FIRS), Nigerian Immigration Service, and Nigerian Customs Service, amounting to one percent of their total revenues.

    The fund will  also receive contributions from the profits generated by the government’s natural resource exploitation, education bonds, endowment fund schemes and donations from individuals and organisations.

    The loans cover tuition, fees, and maintenance costs, while repayment process starts two years after the beneficiary completes the NYSC programme and also dependent on if he/she secures paid employment.

    Vice Chancellor (VC) of University of Ibadan (UI), Prof. Kayode Adebowale, has hailed the Federal Government for establishing Nigerian Education Loan Fund (NELFUND).

    He gave the commendation while delivering opening address during an interactive session between Abuja NELFUND Office and UI students at an event held at the university’s Trenchard Hall.

    Adebowale hailed the Federal Government’s efforts to support students in furthering their education with ease.

    He said the interactive session was part of NELFUND’s outreach sensitisation programme to encourage UI students, who might be hesitant to apply due to lack of understanding of the programme.

    He reiterated the ongoing challenge of funding in federal institutions and acknowledged that the scheme was a significant step toward alleviating students’ financial burdens.

    Adebowale encouraged the students to take advantage of the opportunity and use it wisely.

    The VC also advised students to be cautious when filling out online forms to protect their data from fraudulent individuals.

    The Deputy Vice Chancellor (Academic), Prof. Aderonke Baiyeroju, thanked NELFUND workers for educating UI students on the scheme.

    She said many students might not realise that NELFUND was a lifeline provided by the Federal Government to ease the payment of school fees.

    The Director of Process and Compliance at NELFUND, Mr. Aliyu Mohammed, said the Fund was established in fulfilment of President Bola Ahmed Tinubu’s electioneering promises and urged students to key into the project.

    NELFUND Head of ICT Mr. Olawale Ogunleye assured students that the scheme was genuine and encouraged them to explore the opportunity.

    He said the portal for applications, which opened on May 24, would remain open to all Nigerian students.

    He said the loan was a revolving scheme, with the repayment starting two years after the completion of NYSC scheme.

    Ogunleye, guiding the students on the application process, said the loan fund was established to improve literacy levels in Nigeria.

    The Registrar, Mr. Ganiyu Saliu, said the university would launch a ‘UI Student NELFUND’ page for questions and answers, as well as create a wallet for each student to manage the loan funds wisely.

    The interactive session was hybrid, with NELFUND officials joining virtually. The event also afforded students of the institution the opportunity to ask questions and clear grey areas on the scheme.

    Student loan: NELFund clears 22 more institutions

    The Nigerian Education Loan Fund (NELFund) has cleared additional 22 state-owned tertiary institutions for student loan applications.

    The agency announced the clearance in its official X handle (formerly Twitter).

    The fund said the additional institutions followed a review by the committee responsible for Student Verification System.

    According to the organisation, students from the 22 state-owned tertiary institutions can now apply for loans on its portal, http://nelf.gov.ng.

    Earlier, 86 state-owned institutions were cleared before the new list, bringing the number to 108 institutions.

    NELFund had also said over N1 billion had been disbursed so far, as tuition fees to 20,000 students from the institutions across the country.

    The Nigeria Education Loan Fund (NELFUND) said it has cleared an extra 22 state-owned tertiary institutions to apply for student loans.

    The implementation of the student loan scheme is President Bola Tinubu’s flagship project in the education sector.

    The statement which was posted on @NELFUND X page said: “The Nigeria Education Loan Fund has announced that students from the following 22 state-owned tertiary institutions can now apply for loans on its portal: nelf.gov.ng

    “This followed a review by the committee responsible for the Student Verification System. Prior to this, 86 state-owned institutions were cleared, bringing a total of 108 institutions whose students are now able to apply,” the statement posted via @NELFUND on X said.

    The onboarding of the 22 state-owned institutions brings total number of approved state institutions to 108.

    • EFCC gives NELFUND N50b from funds recovered from looters

    Many universities have confirmed receipt of tuition payments for successful student loan applicants by the Nigerian Education Loan Fund (NELFUND).

    Six federal universities, according to the chart from NELFUND, received N2.03 billion for the 2023/2024 academic session.

    Each of the students will also receive N20,000 monthly, directly paid to them for their upkeep.

    The universities already captured and the amount received are as follows:

    •Bayero University (BUK), Kano, N853.8 million;

    •University of Maiduguri(UNIMAID), Borno, N589 million;

    •Federal University, Dutsin-Ma (FUDMA), Katsina, N305 million;

    •University of Ibadan (UI) Oyo, N201.1 million;

    •University of Ilorin (UNILORIN), Kwara, N52.9 million;

    •University of Benin(UNIBEN), Edo, N24.4million.

    Over 30 federal universities are expected to receive payments for successful applicants.

    The funds released cover the full tuition of over 20,000 students.

    In line with President Bola Ahmed Tinubu’s directive, the Economic and Financial Crimes (EFCC) has released N50 billion to boost the funding capacity of NELFUND.

    The anti-graft agency, which advised NELFUND to be corrupt-free in managing the resources at its disposal, promised to rigidly monitor the agency’s activities.

    The University of Ibadan has invited its students who are beneficiaries of the loan to come for a refund if they had paid the tuition for the outgoing 2023/2024 session.

    The Registrar said: “NELFUND has remitted N201,114,650.00 only to the university account for the 2023/2024 academic session.

    “This amount is to cover the fees of 1,370 students of our university who applied for the NELFUND loan.

    “The Bursary Department is currently processing the fund to enable the concerned students to obtain smart receipts.

    “Any student who is a beneficiary of the NELFUND loan and has already paid levies for the session fee is entitled to a refund.

    “To apply for a refund, the student must write through the Dean of Students to the Deputy Vice-Chancellor, Academic, providing their account details for the refund.

    “A photocopy of the original payment receipt must be attached to each application.

    “Please note that this information is applicable only to students who applied for the NELFUND loan, and whose applications were approved.”

    An official of the school told The Nation yesterday that the students were upbeat about the loan and its effect on their academic performance.

    EFCC chairman Ola Olukoyede reaffirmed the agency’s plan to ensure judicious use of NELFUND resources.

    He spoke when he received the Managing Director Akintunde Sawyerr.

    Sawyerr said he visited the EFCC boss to express appreciation for the release of N50 billion to his agency.

    The NELFUND chief said: “We are aware of the funds from the proceeds of crime extended to NELFUND.

    “We are here to express our gratitude for the gesture. We also want the EFCC to exercise oversight on what we are doing.”

    Sawyerr described  NELFUND as a laudable programme designed to provide funding for the education of indigent students.

    “The youths constitute the most populous, restive but neglected segment of our population.

    “President Tinubu identified this as a major problem and put in place a major solution to address the issue,” he said.

    Olukoyede called for transparent disbursement of the funds by universities and other higher institutions of learning.

    He vowed that the EFCC would do everything to prevent the re-looting of the fund. 

    He said:  “I will fight to ensure that money pooled together to support NELFUND is not re-looted.

    “We want your management to be giving reports of your disbursement to the EFCC.

    “Don’t sign what is not clear to you. Don’t give in to any pressure. Let your staff know that there is no money to share.”

    The EFCC boss also called on the management of NELFUND to be sensitive to the trust reposed in them, warning that the EFCC would leave no stone unturned to achieve transparent handling of the fund.

    “Let your hands be clean. The work entrusted to you is going to help the EFCC fight corruption. Let your systems and processes be transparent,” he said.

    Olukoyede called on Nigerians to rally around the management of NELFUND to ensure that the scheme succeeds. 

    Last month, NELFUND commenced payment of N20,000 as stipends to students.

    A total of N442.4 million has been allocated for this month.

    President Tinubu on April 3 signed the bill on the scheme in line with his electoral promise that no Nigerian student would drop out of school on account of lack of funds.

    According to the law, repayment will commence two years after every beneficiary’s completion of the National Youth Service Corps (NYSC) programme.

    As at July 10, twelve state-owned tertiary institutions have uploaded the data of their students to the NELFUND (Student Loan) application portal.

    In a statement by its Head, Media and Public Relations, Nasir Ayitogo, NELFUND said the expansion came following the successful submission and verification of data completeness and accuracy required from the institutions.

    The statement reads: On Monday (July 8), 36 state-owned tertiary institutions joined the scheme after successfully uploading the data of their students to the NELFUND Student Verification System (SVS).

    “With this latest addition, the total number of participating state government-owned tertiary institutions has now increased from the initial 36 earlier announced to 48. The students data from 121 institutions is outstanding”.

    NELFUND Managing Director Akintunde Sawyerr  expressed gratitude to all who have submitted their data so far. He spoke during a visit to Osun State Governor Ademola Adeleke in Osogbo.

     He acknowledged the governor’s exemplary leadership on the loan.

    The statement added: “The Fund urges all institutions that are yet to submit their students’ data to the Student Verification Portal (SVS) of the fund to kindly do so to enable their students benefit from the scheme.

    “It also urges states whose data has been captured and successfully uploaded to urgently sensitise their students to apply, thereby bringing succour to students who are struggling financially whilst also bringing guaranteed revenue to the institutions.

    “Students from the following state government-owned tertiary institutions can now visit www.nelf.gov.ng to apply for the loan.”

    The twelve institutions included: Abia State Polytechnic; Benue State University, Makurdi; College of Education, Waka-Biu; University of Medical and Applied Sciences Enugu State; Aliko Dangote University of science and Technology Wudil, Kano State; Kwara Polytechnic; Lagos State University of Science and Technology; Ibrahim Badamasi Babangida University Lapai, Niger State; Olabisi Onabanjo University; Abraham Adesanya Polytechnic; Taraba State Polytechnic and Yobe State University.

    No fewer than 1.2 million students are expected to benefit from this initiative which will be funded with one per cent of the total annual collectable revenue by the Federal Inland Revenue Service (FIRS).

    President Bola Tinubu in his nationwide broadcast directed the commission to release N50bn to NELFUND for the student loan scheme.

    Olukoyede pointed out that the inability of many parents to fund the education of their children had always been a predisposing factor for corruption, adding that this had made students vulnerable to all forms of economic and financial crimes.

    According to him, this inducement to corruption would no longer stand with the NELFUND’s intervention through the President.

    “One of the main incentives to cybercrimes is the inability of parents to fund the education of their children. NELFUND is a policy issue against crimes. President Tinubu should be commended for initiating the Fund,” he said.

    The Management of the Nigerian Education Loan Fund (NELFUND) has warned Nigerians to beware of a fraudulent website using its name and logo to offer foreign visa sponsorship.

    A statement by Nasir Ayitogo on behalf of the Director, Corporate Communications at NELFUND, Mrs Oseyemi Oluwatuyi on Tuesday in Abuja, noted that the website which was being promoted on Facebook, redirects users to a site: labari.com.ng

    The statement partly reads: “NELFUND categorically states that it has no affiliation with this website or any similar scheme.

    “NELFUND’s mission is to solely provide educational loans to eligible Nigerian students to further their academic pursuits within Nigeria.

    “NELFUND therefore does not offer visa sponsorships or related services, and any claims to the contrary are entirely false and misleading.

    “The fraudulent website is using NELFUND’s name and logo without authorization to deceive the public, and the fund strongly advises everyone to exercise caution and refrain from engaging with this site or providing any personal information.

    “NELFUND is taking immediate steps to address this situation and has reported the matter to the appropriate authorities for further investigation.

    No fewer than 9,687 students applied for education loan from the Nigeria Education Loan Fund (NELFUND)  within a span of  24 hours.

    The figure is the highest since May 25 when  the NELFUND opened its mortals for interested students to apply for tuition and stipends.

    NELFUND’s Director of Corporate Communications, Oseyemi Oluwatuyi made this known in a statement yesterday.

    The Nigeria Education Loan Fund (NELFUND) has said it received 9,687 applications for the student loan within 24 hours of which 7,975 are completed applications.

    The agency said these were the highest student loan applications it received within the span of 24 hours.

    The organisation said this in a statement by its Director, Corporate Communications, Mrs. Oseyemi Oluwatuyi on Wednesday in Abuja.

    According to the organisation, the surge in applications underscored the critical role that NELFUND plays in enabling access to higher education for students facing financial challenges.

    The statement said: “The Management of Nigeria Education Loan Fund (NELFUND) under the leadership of its Managing Director/CEO, Mr Akintunde Sawyerr is pleased to announce that it has received the highest student loan application within the span of 24 hours.
