Philippines leader to return funds stolen by internet fraudsters

Philippine President, Rodrigo Duterte, has given a commitment that the 81 million dollars stolen by cyber criminals from the account of Bangladesh Bank in New York and funnelled through bank accounts in Manila would be returned.

John Gomes, Bangladesh Ambassador disclosed on Friday in Manila that the Philippine President, Rodrigo Duterte, has given his commitment.

He said that a Bangladesh central bank team visiting Manila to recover the money said that they were getting close to getting back 15 million dollars of the loot frozen by the Philippines.

Gomes said that the cyber criminals tried to steal nearly 1 billion dollars from Bangladesh Bank’s account at the Federal Reserve Bank of New York in February, and succeeded in transferring 81 million dollars to four accounts at Manila’s Rizal Commercial Banking Corp (RCB.PS).

The ambassador said that investigation revealed that money was then laundered through the city’s casinos.

“Only about 18 million dollars including 2.7 million dollars frozen by the Philippines’ casino regulator, has been accounted for.

Gomes said that the Philippines’ Department of Justice (DoJ) has asked the Bangladesh Bank delegation to file a legal document staking its claim to the 15 million dollars.

“We are very hopeful that we will get the total $81 million dollars.

He added that Bangladesh’s finance minister might come to the Philippines to meet Duterte to help in the recovery of the money.

Gomes said the bank felt RCBC should be held responsible because it did not follow a stop-payment request from Bangladesh Bank, and its lawyer Ajmalul Hossain said it would sue RCBC if it was not able to recover the entire 81 million dollars.

Meanwhile, Ricardo Paras III, Chief state Counsel of the Philippines DoJ, said that he has already drafted court documents to begin recovery of the 15 million dollars.

He, however, stressed that it was important for Bangladesh to prove it is their money.

The Bangladeshi delegation said that they have prepared an affidavit citing a letter by the New York Fed to the Philippines’ central bank, in which the Fed said the money was stolen from Bangladesh Bank’s account.

They said that the affidavit would be given to the DoJ.

  • Nigerian Embassy in New York broke

Nigerian Embassy in New York broke

The Nigerian Embassy in New York has fallen on bad times. For months, workers have not been paid. Neither is the embassy able to repair its air conditioners, the only source of air since the windows of the imposing glass house cannot be opened. Visitors now wait outside the building while their passports are being processed, writes Adeola Fayehun,  who visited the embassy in New York.

I needed to see for myself. I’ve heard that it’s been more than a month since the air conditioner broke down at the Nigerian High Commission in New York. It was 32°C, and there are no windows or cross ventilation in the 21-storey all-glass building located on 44th Street and Second Avenue. The only source of air in the edifice are the air conditioning units.

Outside the embassy, visitors were sitting, waiting for their,  passports. I approached a woman with two kids, a boy and a girl. Idera had been sitting outside for hours, while her husband breezed in and out of the embassy. The heat inside was unbearable for her and her children. She showed me the boy; his face was covered with sweat. She lifted his arms; “My baby had no rashes before we came here today, now his two arms are covered with rashes from the heat. It’s like an oven in there,” she said.

When her husband came out, he hesitated to tell her, but despite waiting for six hours, the embassy said he had to come back in two days because they were out of ink.

“You won’t believe how rude they were; they talk to you anyhow,” he said. I begged them that my children cannot come back to this heat, but they didn’t care.”

Another family sat near the pillar  painted in grey outside the building. The three teenagers waited patiently outside for their mother who kept going in and out. “We’ve been here for six hours,” one of them said.

As soon as I got in the elevator, I thought of running back outside. On the eighth floor, the chairs were empty. The old standing fan made no difference. It was blowing heat. No wonder people sat outside. I went to the sixth floor, no air. I went to the fourth floor, no air. I went to the second floor, no air. I had to see for myself.

Getting back to the first floor, I went to the waiting room, where about three families were waiting. Two families gathered around a portable air conditioner, the only air conditioning unit I saw working in the building. I was so happy to see at least one source of fresh air, and I mentioned it to the two families. I was surprised by their response.

“The air conditioner didn’t work all day; we were all sweating, so most people went outside. It was later in the afternoon that it started working,” they said.

I was short of words. I looked around the waiting room, and I was ashamed. How can this be my embassy? I saw loose wires hanging on the walls near the surveillance camera, and an old box television with nothing playing. Though beautiful outside the huge building made me feel like I was in Nigeria, at one of the ministries’ run down offices.

A man held his newly born baby to his chest at the waiting room,

“My baby’s food is finished,” he said. I begged the staff all day to please help us do the passport today. We came very early, all the way from Pennsylvania; we drove for five hours, they just dismissed me and told my wife and I to come back on Wednesday.” They told him to come back in two days because they’re out of laminating supplies. I was confused, I thought they were out of ink, now it’s laminating supplies.

From what I gathered, some diplomats have not been paid for four months. Some local staff also have not been paid for two months. The mission is unable to pay for medical insurance of staff and diplomats. So, I was not surprised to hear customers say one man was willing to produce passports if money exchanged hands. However, I have no means of verifying this information, because while I was in the room, the man did not take money from visitors. They offered him cash, but he rejected it.

An embassy employee noticed me and wanted to query me. So I asked, “Are you happy working under this condition?” He looked at me and said “no!” I told him my hope in reporting this, is that the Federal Government will release funds to pay salaries and fix the air conditioning. I found out even if they get money today, it could take two months for the units to work.

Back outside, I met a man that flew in from Minnesota. “They just told me to come back on Wednesday, how am I supposed to do it?” He works in Minnesota; now he has to change all his plans and his return flight if he wants a new passport.

Several families have to come back to this heat. I only spent about 40 minutes in there, and I couldn’t wait to buy a bottle of water, which I drank in a gulp. I was drained!

For two days, I tried to get a top official of the embassy to comment on these issues. Finally, after telling me to call back again and again, the official said he needed to get approval from Abuja before he could talk to the media.

Onwukanjo, a student of the University at Buffalo, New York, told the News Agency of Nigeria (NAN) online that with adequate preparation Nigeria would hold its own in the World Cup.

“I believe that the team can qualify if the right group of players can be brought together, if the right number of training is also given.”

Onwukanjo said he would love to represent Nigeria if invited, saying that he would never shy away from helping to develop rugby in Nigeria.

“If I am invited by the Nigeria Rugby Football Federation (NRFF), I will love to come; I always want to be part of anything that grows the game in Nigeria.

He expressed optimism that rugby would be a sport to reckon with in the near future.

“With the coming of the Olympic Games, NRFF’s major efforts will bring the sport to a higher level, rugby in Nigeria will grow great within the coming years,” he said.

Ike began his rugby career as a sophomore at New Rochelle High School and joined UB Men’s Rugby upon his arrival at Buffalo, where he quickly established himself as a starter on both their 15s and sevens sides.

His strong play in sevens led to an invitation to last year’s Northeast ODA Sevens Camp, where he had the opportunity to train with some of the best sevens players and coaches from across the Northeast.

The NRFF had planned to camp the Black Stallions for 10 days in Rabat, Morocco, ahead of the Africa Cup 1B and also to qualify for the 2019 Rugby World Cup.

The Africa Cup tournament is scheduled from July 9 to July 17.

  • SNA storms New York for 2016 Artexpo

Ikoyi Michael Onoto won the first prize in the Eighth Annual Visual Art Competition in 2013,  organised by the Embassy of Spain in Abuja. He is one of the young artists participating in this year’s edition of Artexpo New York, courtesy of the Society of Nigerian Artists (SNA).

One of his entries, Untitled (Acrylic on African Fabric), explores the theme of the disadvantaged position of the African child. Also in this league is Evi-Parker Julius Opute, whose work: Peaceful Protest, a painting, is advocating peaceful means of demanding for justice. On his part, James Desmond Obumneke has a piece titled: Woman (Charcoal on Paper) with a high headgear. There is also James Izuchukwu Davidson, the youngest of the lot whose intricately executed painting, Jury is a delight to view.

Among the mix are established artists, such as sculptors Kazali Olayinka; Ayo Daniels; Okide Maduka Tochukwu and Chairman, SNA FCT, Prosper Akeni, who will exhibit his experimental work, The art of Kulikism, among others.

They will represent Nigeria at Artexpo New York, holding from April 14 to 17 .

SNA FCT Legal Adviser Akeju Adetunji Aaron will also attend the event. His participation in the session on copyright administration will be of immense benefit to the society and its members on their return.

On why there is a preponderance of young artists with a sprinkle of old ones for this year’s edition of Artexpo, Akeni said: “We discovered that the heart-beat of art in Africa may just be with the young ones. They are singing a song of the future. So, why not feature them in this exhibition to give them some kind of boost? Let us give them international exposure. Their works are good, trendy and innovative.” To him the Artexpo is an opportunity for the young artists to see the best of Art from all over the world. “That would boost their career. Also, the inspiration they will draw from the exhibition based on what I have experienced would rub off on their works when they return.”

Chairman, SNA FCT, Okide said the Artexpo is a  rare chance for the artists to experience first-hand, one of the greatest shows of contemporary art in the world, to interact with other artists from other continents to see new techniques, media, and material, to experience art in all is redemptive glory. “It will also afford the artists the opportunity to project their own identities with a view to rediscovering themselves. As our nation repositions itself and turns its attention more to its greatest resource- its arts and culture- this cannot be coming at a more auspicious time,” he said.

According to him, the SNA FCT under its Economic Social and Professional Upliftment Mandate (ESPUM) is striving to elevate the work and status of artists, creating veritable platforms for partnership with the private and public sectors, diplomatic corps, and non-governmental organisations, all within the acceptable framework of MSMSEs.

“The exhibition of a body of their works  and the attendance by young artists is surely a step in the right direction in the continued edification of our dear country Nigeria, and her greatest resource, her arts and culture,” he added.
