    Niger Assembly threatens shutdown over students’ abductions

    The Niger State House of Assembly on Tuesday warned it would halt all legislative activities unless the federal government takes urgent action to tackle rampant banditry, following the abduction of students from St. Mary’s Catholic Missionary School in Papiri, Agwara Local Government Area.

    Lawmakers unanimously condemned the Friday attack, describing the security situation as alarming and beyond control.

    The motion, raised by Hon. Mohammed Nura Agwara of the Agwara constituency, drew attention to the tragic kidnapping and called for the immediate rescue of the victims.

    Speaker Rt. Hon. Abdulmalik Sarkindaji said the state is effectively under siege, deterring investors and forcing contractors to abandon road projects. He painted a grim picture of his Mariga constituency, where over 50 communities, including his ward, have been displaced, leaving farmers begging for food after abandoning their lands.

    “The current security situation has eroded all efforts to transform the state,” Sarkindaji said. “If schools and markets can close, we can shut down legislative business until it’s addressed.”

    He criticized the inaction despite known bandit routes, urging the deployment of troops along these paths. “These routes are known to security agents, yet nothing is done,” he said, warning that the captives would likely be moved to Zamfara via the same corridors.

    In a four-point resolution, the assembly called on the federal government to mobilize resources for the students’ rescue, deploy troops to key bandit routes, and work with Niger’s national assembly members to escalate the matter.

    Lawmakers vowed to suspend operations within two weeks if no concrete measures are taken.

    Niger Assembly speaker decries killing of soldiers, says constituency under siege

    Speaker of the Niger State House of Assembly, Abdulmalik Sarkindaji, has condemned the killing of soldiers in Kwanan Duse and Gulbin Boka communities in Mariga Local Government Area, describing the attack as barbaric, wicked, and inhuman.

    In a statement issued on Wednesday, Sarkindaji expressed deep sorrow over the incident, saying his constituency is now under siege.

    He noted that the soldiers had been instrumental in maintaining security across the local government area and described the attack as a calculated attempt by bandits to unleash terror and continue their criminal activities unchecked.

    “This is a serious catastrophe that has befallen not only the military but also the people of my constituency and the state at large,” the Speaker stated. “I received the news of the killing of these promising young officers who have kept my constituency safe for a long time now with a heavy heart. This is a wicked, barbaric, and inhuman act.”

    Sarkindaji lamented that the attack occurred at the onset of the farming season, which he believes is a strategic move by the bandits to force residents out of their communities and gain free access to carry out kidnappings, killings, rapes, and cattle rustling.

    While sympathising with the military over the loss, he urged them not to be discouraged in their efforts to secure the state.

    He also assured that the state government remains committed to supporting the military and other security agencies in their mission to protect lives and property.

    Niger Assembly loses member

    The Niger House of Assembly has announced the death of its member, Mr Joseph Duza (PDP-Munya).

    The lawmaker’s demise was announced in a statement by Malam Farouq Isah, Head of Media and Public Relations of the assembly in Minna, on Friday.

    The News Agency of Nigeria (NAN) reports that Duza was the Chairman of the House Committee on Security and Intelligence.

    Isah said the member died during a brief illness and prayed to the Almighty God to grant his soul eternal rest.

    He also prayed God to give the leadership, members, and staff of the assembly, as well as Munya constituents, the fortitude to bear the loss.

  • Niger Assembly passes state contributory healthcare bill

    The Niger House of Assembly has passed the state contributory healthcare bill aimed at ensuring easy access to quality and affordable healthcare services.

    The passage was followed by the adoption of the report of the House Joint Committee on Health, Finance, Labour and productivity at the plenary in Minna.

    Presenting the report of the Committee, Honorable John Bahago, said the intendment if the Bill is to ensure the people have access to affordable and quality healthcare services in the state.

    He added that the scheme would reduce the out of pocket expenditure of the people and make healthcare affordable to all by protecting families from financial hardship of huge medical bills.

    “The number one factor that is a barrier to accessing affordable quality healthcare towards achieving universal health coverage is financial problems and associated high out of pocket expenditure. This Scheme will limit the inflationary rise in the cost of health are services and generate a pool of resources to carter for both formal and informal sector.

    “The Committee noted that Niger is among the three states of Anyia and Osun selected in the country to pilot the programe and further observed that the federal government of Nigeria has made it mandatory for all states in the federation to establish a Health contributory scheme to enable them access the Basic Healthcare Provision Fund.”

    The Speaker of the Assembly, Honorable Marafa Ahmed after effecting all alterations into the Bill stated that the passage of the bill would help transform the health sector in the state and directed the Clerk to forward clean copies of the bill to the governor for assent.

  • Niger Assembly okays N1.5b loan

    The Niger State House of Assembly has granted the Governor, Alhaji Abubakar Sani Bello’s request to access a N1.5 billion loan for the implementation of the Accelerated Agricultural Development Scheme (AADS).

    The request was granted after the presentation of the report of joint committees on finance and agriculture.

    The Joint Committee’s Chairman, Alhaji Abdullahi Mammagi, said the request was granted because the repayment cost was manageable and it would not be too much burden on the monthly cash flow of the state.

    “The CBN, through Zenith Bank, has offered to provide this term loan of N1.5billion. The facility is offered for a period of 60 months at an interest rate of nine per cent per annum and two flat for all other transactions. This is deemed to be highly competitive in terms of what obtains in the banking industry.

    “Niger State has keyed into the programme as its implementation would stimulate and support socio-economic development of the state.”

    Niger Assembly confirms commissioner 14 nominees, rejects one

    Niger state House of Assembly on Thursday rejected the nomination of the former Commissioner for Agriculture in the state,  Kabiru Abbas Musa.

    However, the House confirmed the nomination of 14 other nominees.

    The exercise was concluded after the screening of Hajiya Fatima Magudu who was the immediate past Commissioner for Education in the state.

    When the name of Kabiru Abbas was announced for confirmation, the lawmakers gave a resounding “No.”

    However, no reason was given for his rejection.

    Three other nominees were not screened due to pending petitions which have not been resolved as the Committee of Petitions and Privileges have not concluded sitting on the matters.

    The Speaker of the House, Ahmed Marafa, said the nominees would be screened after the lawmakers return from break next year.

    Those confirmed as commissioners were – Zakari Bawa, Dr. Mustapha Jibril, Hajiya Ramatu Yar’adua, Aliyu Zakari Jikantoro, Zakari Abubakar,  Barr. Amina Musa, Ibrahim Balarabe, Idris Jibril Amin, Mamman Musa,  Nasara Danmallam, Engineer Ibrahim Mohammed Panti, Mohammed Baba Adamu, Ismaila Ibrahim and Fatima Magudu.

    Niger Assembly sends back list of commissioner nominees to governor

    Niger State House of Assembly on Thursday opted to send back the list of 18 commissioner nominees to the state Governor, Alhaji Abubakar Sani Bello.

    According to the lawmakers, the list was returned to the governor due to pending issues before the House.

    The House members claimed there are too many legislative activities for them to carry out.

    The governor was told to resend the list on a later day.

    Governor Bello had sent the list to the Assembly two weeks ago for screening and confirmation after dissolving his cabinet in September.

    Niger Assembly Suspends LG Chairman and Councillors

    The Niger State House of Assembly has passed a resolution suspending the Chairman and Councillors of Mashegu Local Government over alleged unruly conduct.

    The Chairman and his Councillors were alledged to have been involved some misconduct on the construction of a road and moves by the legislators to get explanations from the Chairman and his Councillors led to insults and assault to the Legislators.

    After considering and delibrating the interim report of an oversight visit to the local government area by the Committee on Local Government and Chieftaincy Affairs, the Assembly resolved that the council shall remain suspended while a five-man committee headed by Honorable Malik Bosso to investigate the action of the local government council members, and report back in eight weeks.

    Presenting the nterim report, the Chairman of the Committee on Local government and Chieftaincy Affairs, Honorable Abdulmalik Kabir said that the committee observed that the contractors handling the Kawo-Mashegu road construction project did not adhere to specification.

    He said that over N386 million have been expended on the road stating that the quality of the road did not meet the amount being expended on it.

    “After a careful inspection of the work done so far, we observed that the contractor did not adhere strictly to the engineering design. The width, in some areas, was short by 1.9 metres, making it impossible for two cars to pass freely. Culverts were also skipped and drains were not available to channel water,” he explained.

    Kabir said that the committee then recommended that the contractor should go back to the site and effect corrections in line with the engineering designs agreed upon.

    He then stated that the council chairman, Alhaji Saidu Kaboji stood up and told the contractor that the lawmakers were not the ones paying him and that the money was not for the Legislators.

    “Some of the councillors said unprintable things to the committee members while walking out, while others even hurled pebbles at us,” he said.

    Niger Assembly rejects request for special advisers

    The Niger State House of Assembly has rejected the request by Governor,  Abubakar Bello to increase the number of his special advisers.

    The refusal is coming after the confirmation of two commissioner nominees, whose names were submitted to the Assembly by the governor.

    The governor had in a letter dated July 4 sought the approval of the Assembly to appoint three additional special advisers in a bid to ensure inclusiveness and enhance service delivery.

    The governor currently has 15 Special Advisers.

    During its plenary sitting yesterday, the legislators through a voice note denied approval for the appointments stating that the appointments is not in the interest of the people.

    Speaking to reporters after the Plenary, the spokesman of the Assembly, Hon. Shuaibu Iyah, who is the member representing Suleja Constituency, said that the denial was done in good faith, especially with the dwindling revenues of the state.

    He said that the request of the Governor is not in favour of the state as the appointment of more Special Advisers would gulp more money adding that the Governor should be more considerate and bothered in paying up monies owned to pensioners and reduce the plight of the people instead of seeking to increase his cabinet.

    “The House took this decision in good faith because the request of Mr Governor has fallen short of the expectation of the House. Today’s case clearly shows that honourable members are conscious of their responsibility. If we see anything not in the best interest of the public we will definitely go against it.

    “These advisers will cost government a lot of money and remember that we are going through a recession where we have inadequate funds to execute certain projects. We are receiving a lot pressure especially regarding the pension issue which is yet to be resolved. The state is running out of funds to achieve developmental goals of government and the Governor is thinking about appointing more special advisers,” he said

    Iyah said the refusal of the legislators to approve the governor’s request was in good faith, adding that it does not reflect that thre is a crack in the relationship between the executive and legislature as people may seem to construe.

    “The decision taken by assembly is in tandem with the fundamental functions of the legislature. It is not in every situation we will give approval to any request coming from the executive. And citizens should appreciate our position on this, which shows we are not just mere rubber stamp of the executive,” he said.

    Niger assembly, Civil Service Commission clash over pension scam

    The Niger State House of Assembly is at loggerheads with the Civil Service Commission over 30 civil servants allegedly involved in a scam.
    The commission, which investigated the matter, had penalised the civil servants for the alleged offence, a development that did not go down well with the lawmakers. As a result, the legislators passed a vote of no confidence on the commission Chairman, Alhaji Shehu Eben.
    The House of Assembly had demanded a report on the staff investigation that gave rise to the action from the commission, but the chairman refused to release the result, saying that it impeded the commission’s role as enshrined in the law.
    The legislators moved against Eben, after receiving a briefing from the Clerk of the Assembly, Alhaji Abdullahi Kagara, who claimed that the commission violated laid down rules in its investigation.
    The member representing Munya Constituency, Hon. John Paul Bahago, moved that the failure to comply with the house’s directive was an affront to the legislature and the constitution and should not be condoned. The Chairman of the House Committee on Labour, Hon. Malik Bosso, said the committee made fruitless efforts to get the required documents from the commission’s chairman. But, he added that all entreaties fell on deaf ears.
    The Speaker, Hon. Marafa Guni, put the motion before the house and it was adopted unanimously through a voice vote.
    However, the chairman of the commission has defended his action, saying that he acted based on the provisions of the constitution, where special provisions supersede general provisions.
    He said the commission discovered through its investigation that civil servants were involved in pension scam that amounted to billions of naira.
