    PAP boss Otuaro pledges human-centered reforms for Niger Delta development

    The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, has reaffirmed his commitment to implementing reforms that prioritize the well-being and development of the Niger Delta people.

    Otuaro stated that his goal is to enhance the impact of the program beyond the N65,000 monthly stipends paid to ex-agitators by introducing initiatives that add long-term value.

    According to a statement by his Special Assistant on Media, Igoniko Oduma, Otuaro made this known during a closed-door meeting in Yenagoa on Saturday with ex-agitator leaders from Bayelsa State, led by His Royal Highness Selky Kile Torughedi, also known as General Young Shall Grow, alongside Ijaw Youth Council (IYC) President Jonathan Lokpobiri.

    He emphasized that his determination is reinforced by the support of President Bola Tinubu, who understands the region’s challenges and is committed to expanding opportunities for growth and development.

    Otuaro, however, urged the Ijaw and Niger Delta people to remain united and encourage the president’s efforts to bring more progress to the region.

    Otuaro said, “As soon as my leadership came on board, we started our reforms to add value to the programme beyond the monthly N65,000 stipends paid to the ex-agitators. If we don’t add value to the programme, then we will not be developing the future of our people.

    “My concern is that we must give the programme a human face so that tomorrow it will actually be seen to have made impact on the people, and helped them.

    “We must ensure that we develop our people, especially now that we have a President, His Excellency, Bola Ahmed Tinubu, GCFR, who understands our problems and has been supporting the programme massively. The president will do more if we are united. We must be united, but if we are not, nobody will take us seriously.”

    He told the stakeholders that the office, last year, trained 98 beneficiaries for maritime-skills acquisition, four pilot trainees graduated from training in South Africa, 45 persons deployed for aviation engineering training in Lagos would graduate this March, among other laudable initiatives.

    On the deployment of scholarship beneficiaries for the 2024/2025 academic session in various partnering universities, Otuaro said he deliberately ensured a thorough and transparent process because it was the right thing to do.

    He said he took responsibility for the outcome of the deployment process which had the number of beneficiaries increased from the initial 1,700 to 2,500 for the academic session, vowing not to allow the scheme to be hijacked.

    He also said the office was fine-tuning plans to carry out an economic empowerment programme for the region’s women and leadership training for ex-agitators’ leaders and other critical stakeholders in the coming months.

    Otuaro maintained that he was in office to render service to the people of the region, and appealed for support and cooperation from all stakeholders who love the area.

    In their separate remarks, a former leader of ex-agitators, Paul Eris alias General Ogunboss; Bony Ayah alias General Don Inikio, who is a member of the Bayelsa State House of Assembly; and Lokpobiri commended the PAP helmsman for restoring the programme to the people and called on stakeholders to support him.

    They also extolled the visionary leadership of the chairman of Tantita Security Services Nigeria Limited, High Chief Government Ekpemupolo alias Tompolo, noting that his commitment to the liberation of the Niger Delta was unmatched.

    Also present at the meeting were General Africa Ukparasia, General Pius, General Darikoro, Elaye Slabo, Iziri Lucky alias General Lucky 7, Hon. Gibson, among others.

    Stakeholders praise Tinubu’s commitment to Niger Delta development

    Prominent elder statesmen, professional bodies, and ethnic nationalities have lauded President Bola Ahmed Tinubu for his dedication to the development of the Niger Delta, emphasizing that his leadership has enhanced the operations of the Niger Delta Development Commission (NDDC).

    In a communiqué issued after assessing the NDDC’s performance, the stakeholders acknowledged Tinubu’s visionary leadership and unwavering commitment to transforming the region.

    Signatories to the communiqué include Prof. Benjamin Okaba, Sen. Emmanuel Ibok Essien, Olorugun Ese Gams, Prof. Chris Akpotu, Prof. Simeon Achinewu, Prof. Atuboyedia W. Obianime, Engr. Olu Andah Wai-Ogosu, Chief Edward Okpoko, Mr. Dominic Saatah, Prof. Emenike Wami, and Sir Essang Nsa Bassey, among others.

    Titled NDDC Board and Management, Pioneering Excellence, the communiqué expressed gratitude for the renewed peace in the Niger Delta, highlighting its role in reversing negative narratives about the region.

    The leaders said: “We sincerely thank the President of the Federal Republic of Nigeria, President Bola Ahmed Tinubu, as well as the leadership and members of the National Assembly, and other key policymakers for their steadfast support for the Niger Delta through the Niger Delta Development Commission (NDDC).

    “We see how President Bola Ahmed Tinubu’s visionary leadership and unwavering commitment to the sustainable development of the Niger Delta have significantly enhanced the operations of the NDDC and has enabled the Commission to fulfill its mandate more effectively and been repositioned as a strategic vehicle.

    “The President’s dedication to empowering the people of the Niger Delta through initiatives that prioritize skill acquisition, educational support, and entrepreneurial development through NDDC have not only transformed lives but have also restored confidence in the Commission’s activities”.

    The stakeholders said the  proactive oversight and legislative support from the National Assembly had further reinforced the President’s strides, ensuring that the unique needs of the region remained at the forefront of developmental initiatives.

    They prayed that all funds due the commission that was yet to be released should be given to the commission to further boost the operations of the NDDC.

    They said: “We commend the synergy between the current Board and Management of the NDDC. Under their stewardship, the Commission has demonstrated a renewed focus on addressing the core developmental challenges faced by our communities. 

    “Their strategic initiatives have not only prioritized essential infrastructure development but have also embraced the empowerment of our people through skill acquisition, educational support, and entrepreneurial assistance. 

    “We recognize their commendable efforts in driving sustainable development, fostering transparency, and implementing impactful projects across the Niger Delta.

    “We applaud the Board and Management of the NDDC for their proactive engagement with key stakeholders and for establishing robust frameworks to ensure accountability and inclusivity in their operations. 

    “These measures have significantly restored public trust and enhanced the Commission’s credibility. We believe that, with continuous support from all stakeholders, the current Board and Management will consolidate the core mandate of the NDDC, as they have demonstrated the capacity to chart a transformative course for our region.
