    Niger: Gov. Bello swears in new Commissioners, Permanent Secretaries 

    Niger state Governor, Alhaji Abubakar Sani Bello has sworn in four new Commissioners and four Permanent Secretaries into his Cabinet.

    He also warned the Commissioners to be wary of the temptation of worldly things explaining that there is no secret in governance.

    “Be wary of temptation of worldly things. These worldly things will land you where you do not expect and will not help you. You should be aware that whatever you do, people are watching you. There is nothing secret in government”, he warned. 

    The Governor explained that the new Permanent Secretaries were being sworn in to fill the gaps of the ministries that were separated and to allow government machineries function properly.

    He cautioned the new Commissioners to see their appointment as a call to service to improve the lot of the people positively urging them to abide by administrative protocol and follow due process. 

    Bello stated that no Commissioner should see himself as a Super Commissioner as they are all equal, “there is no super commissioner. What will distinguish you will depend ln what you make of your office. All Commissioners are equal and the same, no one is better than the other. “

    The new Commissioners are Alhaji Kabiru Abbas Musa sent to the Ministry of Budget Planning and Special Duties,  Duza Emmanuel Gbako posted to the Ministry of Sports,  Alhaji Danjuma Sallau posted to the Ministry of Information and Isah Kanko was posted to the Ministry of Lands and Housing.

    Policeman shoot villager over N50 bribe

    A Mobile Policeman at a checkpoint in Pai in Munya local government area in Niger state shot a man on his leg for interfering on a bribery of N50.

    According to the member representing Munya Constituency at the Niger state House of Assembly, Honorable John Paul Bahago, the Mobile Policeman had demanded a bribery of N50 from a farmer who was on his motorcycle on his way to the farm but the farmer refused to give him.

    He said the refusal to give the N50 bribe gave rise to a quarrel while another villager tried to intervene into the issue.

    Bahago said that after the matter was resolved and the farmer had left, the Mobile Policeman went to the house of the villager who interfered and shot him on the leg.

    Bahago who spoke to The Nation after moving a motion at the plenary of the Assembly stated that this incident has resulted into a serious clash between the mobile policemen and the community lamenting that the police who are charged with the responsibility of ensuring the security of life and property of the people are themselves the people causing insecurity.

    He said that the mobile policemen deployed to the local government to solve the problem of insecurity are not helping matter, “instead of patrolling around, they only mount a checkpoint where farmers and innocent passersby are forced to pay N50 or more. Denial to pay this bribe leads to unnecessary delay. ”

    The Legislator called on the state government and the Commissioner of Police to investigate on the negative activities of the security men posted to the areas.

    ‘APC still strong in Niger State’

     Imam Jibril is the All Progressives Congress (APC),  Chairman in Niger State. In this interview with Justina Asishana, the ruling party boss said contrary to rumors of mass defection of members to other parties, no genuine member of the APC in the state left the party for any other party. He added that the ruling party is intact and still very strong in Niger State.

    IS it true that over a thousand members of your party, the APC in Mashegu and Agaie areas defected to PDP?

    This is the second time a propaganda like this is occurring. You know we are in a propaganda period now. I can confidently tell you that APC members across Niger state are intact,  even those in Mashegu and Kontagora. When I read it in the papers, I saw that they received the defectors in a secondary school which is one of the schools renovated by this administration as part of its whole school renovation  approach. The so called defectors would have seen the school building and that alone would have told them that our party is working. Incidentally,  Mashegu is one of our strongholds and we have invested heavily there. Also, the council chairman is working hard in the council. Due to their achievements and what they have contributed in terms of infrastructural development in the local government, the people are happy. So for them to say we did not do anything, so that is why people are defecting is a lie. No single person defected from APC and I challenge them to bring names. The names of the people we saw in the report were strange names. In fact,  PDP does not have a structure in the whole local government, that is why they received the defectors in a secondary school. Why didn’t they receive them in their party office? The same goes for Kontagora, that was just another lie in order for the party to get popularity. If you are receiving defectors, the state Chairman is suppose to be there to, at least,  give credence to their claim. But they didn’t even mention the name of the local government party chairman. They only mentioned the person that spoke on their behalf. So the so-called defection ceremony was false. It lacks details because all those that were supposed to make it credible were not there.

    But why do you think the opposition is making all these claims of defection across the state?

    The opposition have lost hope in Niger state. For a party that ruled the state for 16 years to be churning out lies is a sign of hopelessness. They did not achieve much while in power. Even when they were in government, they never received any defector from the opposition, so how come now that they are not in government, people are defecting from a ruling party to join them? This should make you know that such news is fake as we have verified.

    What are you doing to keep your members intact?

    We have a lot of programmes for our people. APC is known as a constitutional party. We are waiting for the ban on campaign to be lifted for us to roll out our activities. However,  at the wards,  activities are going on. In fact,  the APC have been very active in all the wards and the polling units across the state.  Incidentally, it is only APC that have polling unit executives in Niger State. You will be surprised that our population is well over 500,000. Our party is very strong in the state. So for the opposition to say 1000 of our members defected is false. 1000 is not a small number that you will receive them in a school. If the number is that large, I expected the state PDP Chairman to be there because 1000 is a big number. We take it as a political gimmick because our members are still intact. They should give us at least the names of 10 people who defected, ten members of APC.

    So the PDP is no threat to APC in Niger state?

    In politics, you don’t say anybody can’t pose a threat to you but the way they are going about it, they are seeking to gain cheap popularity and that is not the way to go about it. They should come for tutelage from those of us who have been in opposition for more than 30 years. Every political party have its own strength. However, our own strength is much more than theirs. If you have 40,000 executives  to follow you and your opposition have zero, you will know our strength is stronger than theirs. If each of these 40,000 can bring 10 people each, that means we already have 400,000, so we are way ahead of them. It is simple arithmetic; their strength technically is weakened. We have more than 40,000 polling unit executives with records and database. If these executives  can vouch for at least 5 people, that means we already have 200,000 votes and if they can vouch for 10 each,  then it means we have 400,000. The party is rooted in the polling unit. That is how we know our strength, compared to a party that has zero polling unit executive.

    Are you insisting none of your party members left for the PDP?

    None. Instead,  we are receiving a lot of decamps from the PDP and very soon, we are going to prove that. Not in the manner PDP did. We are going to prove to the whole world that PDP members are decamping en-masse into the APC in Niger state. We are not going to rush about it, when the time comes, we are going to make it happen. I can assure you that no single member of APC have decamped to PDP, not to our knowledge. Somebody can be sitting on the fence and calls himself a part member while he is not. Membership is different from supporting a party. That is the mistake people are making. Not everybody is a party member. Supporters can change direction anytime and any day. They have no stake in the party but a member is one that is registered and has cards to prove he is a member. You cannot go and bring people from the garage and claim they are APC members. The fact that a supporter no longer supports the party does not mean that we have lost our members. We want the PDP to give us 10 names of our members that defected and we will crosscheck it in our database. The public need to know the difference between the supporter and member. A supporter can be sympathetic to your cause but he is not registered. So when you say 1000 members defected in Mashegu, we should feel the impact.

    What are your plans to further strengthen your party ahead of the 2019 general elections?

    We are empowering the local government councils. We just distributed some vehicles to kick start familarization within the local governments. They will start going from ward to ward to educate the people about government programmes. We may not have done it the way the people want because of lean resources, but now, we are trying to gather information on what they need. Where we have deficiency, we will correct it and where we have done well, we will applaud ourselves. Those are the things we are doing now. When the ban on politics is lifted , we will start our campaigns.

  • FADAMA distributes N30m input for dry season farming

    To boost rice production, Niger State FADAMA 111 Coordination Office has distributed farm input worth N30 million to farmers for the dry season farming.

    The farm input were given to 160 farmers during the flag-off of the dry season farming in Lavun Local Government Area of the state.

    These include 960 bags of assorted fertiliser, 160 bags of improved Faro 44 rice seed, 160 irrigation pumps and 640 agro-chemicals.

    The State Coordinator, Niger State FADAMA 111 Coordination Office, Usman Aliyu Kutigi, said  160 hectares of rice will be cultivated for the dry season, adding that an additional 1000 hectares of rice is being processed by FADAMA.

    Kutigi stated that with the free inputs provided for them and enlightenment on good agricultural practices, the farmers would be able to realise good yield. “The farmers would be able to yield seven tonnes per hectares as against the two or three tonnes they usually realise.”

    He, however, cautioned against diversion of the farm inputs and agro-chemicals, adding that under- utilising the inputs would result to less yield.

    Police arrest killers of 19 Villagers and two Policemen

    The killers of 19 villagers and two policemen in Alawa In Shiroro local government area of Niger state have been arrested by the Police.

    The Force Public Relation Officer,  Jimoh Moshood while parading the bandits at the Niger state Police Command said that the 11 bandits were responsible for razing down the Police Station at Alawa and killing two policemen.
    He added that the bandits, who have been terrorising Tegina, Makera, Shiroro areas in Niger state and Zamfara state, have confessed to have kidnap and killed 19 people including seven people that were kidnapped in a mosque in Shiroro local government area. 
    Moshood added that the bandits were arrested by a special Tactical Squad under Operation Absolute Sanity set up by the Inspector General of Police. 
    It was gathered that the suspects were once vigilantes in Alawa community of Shiroro local government area who turned to kidnapping when they saw it would be more profitable for them.
    Questioning the leader of the gang,  Lawal Kwali ‘Mai saje’, he said that he was not commissioned to kidnap and kill any NJ ody adding that ‘I killed them just like that. ‘
    Accepting responsibility for the whole operation, Kwali said,  ‘what my boys did,  the people they killed were done under my directive. I was not paid or commissioned for their kidnap or killing, I did it and gave the orders out of my own discretion.”
    One of the suspects, Zakari Mamman recounted a scenario where a father was pleading that his son was spared but they ended up killing both father and son adding that he worked at the directive of Kwali confessing that they buried the bodies of their victims in a secondary school in Alawa.
    “I was the one who interviewed the seven people brought from the mosque, after interviewing them, we marked them for death. My master has those who specializes in slaughtering the people, I only supervise the killings. There was a 12 year old child whose father pleaded that he should be spared but we slaughtered the son at the presence of the father before killing the father. “
    An lucky victim identified Lawal Kwali and his team as vigilantes in his community saying that he and his brother were kidnapped on their way from the market and were released after his people paid a ransom of N350, 000.

    Niger gives free education to 175 out-of-school children

    The Niger State Government on Wednesday said it had started  sponsoring 175 out-of-school children in various public primary and secondary schools in Minna.

    Mrs Mairam Kolo, the Director-General (DG) of the state’s Child Rights Protection Agency disclosed this in Niger, Minna.

    Kolo said that the agency was collaborating with the state Ministry of Education to give free education and free uniforms to the children.

    “The agency picked the children randomly from where they were begging and hawking in the streets.

    “The aim of the agency is to protect the rights of children from being violated and ensure that they are in school.

    “We send them to government schools for the public to know that public schools can produce great people.

    “These children are being given the opportunity to acquire western education in an enabling environment instead of engaging in street begging and hawking.

    “The government is also providing free meals in school,’’ she said.

    Kolo said that the gesture was part of the government’s efforts to reduce the number of out-of-school children as well as abolish street begging and hawking.

    The director-general also appealed to parents to participate in the ongoing maternal new and child-born week and get free medical treatment being offered by the state Ministry of Health.

    “The free medical treatment is for children and pregnant women. They are being given free drugs, mosquito nets and free immunisation against all forms of diseases.

    “This free medical care is on going across the 25 local government areas of the state,’’ she said.

    Kolo advised pregnant women and parents to visit Primary Health Care Centres nearest to them to access free medical services.

    75% Women deliver at home in Niger – Gov’s Wife

    The Wife of the Niger state Governor, Dr. Amina Sani Bello has expressed dismay that only 25 per cent of the women in the state deliver their babies in the hospital.

    According to her, this has lead to high mortality among the women and newborns in the state.

    The Governor’s Wife bared her mind regarding the issue during the signing of a Memorandum of Understanding (MoU) between the Niger state Governor, Raise Foundation and Roche Pharmaceuticals on cancer care in Minna, Niger state.

    She said that 153 infants out of 1000 die everyday in the state because most of the deliveries are handled by unskilled health attendants.

    “if 75 per cent of women are having deliveries at home without skilled attendants, one can only imagine the number of women who are dying in the state. ”

    Bello, who is the Founder of Raise Foundation, advocated that all hands should be on deck in reducing women and children mortality in the state, “I am advocating that state government, religious leaders and everyone should put hands together to improve the indices in the state. The women should be encouraged to go to the hospitals to have their babies. ”

    The MoU which is worth N400 billion is meant to proffer an end to end solution to cancer care in the state.

    The MOU targets one million cancer patients in five years out of which 20 diagnosed cases will be treated annually.

    Gunmen kill one, kidnap three in Niger village

    One person have been killed and three others kidnapped by unknown gunmen in Zazzaga Community in Munya local government area of Niger state.

    The recent attack is coming barely 72 hours after the Community paid N10 million cash to secure the release of five out of the ten members of the community who were in custody of the kidnappers.

    The rate of attacks and kidnapping in Zazzaga community has made a lot of the villagers to start relocating from the area.

    It was in the process of relocating that the kidnappers struck in the early hours of Tuesday at as they attacked those who were fleeing the village.

    The deceased, a 54 year old Musa Adamu was shot dead when he attempted to rescue the wives of his son who were among those kidnapped.

    A 60 year old Amina Mohammed was however released midway into the journey by the kidnappers who gave her their telephone numbers to give to the families of those kidnapped for possible negotiations.

    The incident was confirmed by the District Head of Zazzaga, Musa Umoru who lamented the attacks on the village and other villages by the armed men.

    “These villages are among the few villages that the people are yet to move out, people have relocated from every other village in this community in the last one month.

    “As I speak now, people are moving their properties away to neighboring villages because the government has refused to come to our aids.

    Umoru lamented that the villagers are at the mercy of these armed men because there is no adequate security provided for them, “the entire Zazzaga community with about 50 villages and a population of over 1000 inhabitants has only one police out-post with only two policemen and without a gun. They do not have any weapon to confront the kidnappers”, he said.

    The Police Command in Kebbi, said on Thursday that it had rescued two boys from suspected kidnappers who demanded N2.5 million ransom from their parents, resident in the state.

    The state Commissioner of Police, Ibrahim Kabiru, told newsmen in Birnin Kebbi that the boys, aged 10 and 11 were rescued unhurt in Dakinkowa of Kontagora in Niger State.

    Kabiru said that eight suspects had been arrested in connection with the abduction and no ransom was paid before the boys were rescued.

    He said that on December 5, one Christopher Nnagbo of new prison area, Birnin Kebbi, reported at the Divisional Police Headquarters, Birnin Kebbi that his son, 10, had been missing since November 30.

    He said that the boy was on his way home from Anglican Church, Birnin Kebbi when he was abducted.

    “On the 5th of December, a hidden number called the victim’s mother, Mrs Angela Christopher with a view to negotiating for ransom and demanded N2.5 million before the child could be released.

    “On receipt of the report, the police swung into action. The principal suspect was arrested and the victims rescued,” Kabiru narrated.

    He said the second boy was also rescued along with the victim.

    “Effort is now underway to locate the parents of the second boy who was rescued in the operation,” he said.

    The commissioner said the victims were immediately taken to Federal Medical Centre, Birnin Kebbi, for necessary observation and medical treatment.

    According to the police commissioner, the principal suspect said he was pushed into the act by the desire to settle his debt.

    Kabiru advised against people borrowing more than they could repay to avoid similar incidents.

    Bello to Present 2018 Budget on Thursday

    Niger state Governor, Alhaji Abubakar Sani Bello will on Thursday present the 2018 budget estimate to the state House of Assembly.

    The Governor made his intention known in a letter written to the House of Assembly on Tuesday.

    The letter was read during plenary by the Speaker of the Assembly, Honorable Ahmed Marafa.

    The Governor, in the letter, solicited the support and cooperation of the Assembly during and after the presentation of the budget, “I hope you will accord me the necessary cooperation for the occasion as you have always done. ”

    Apparently in a bid to have a soft landing during the presentation of the budget and to appease the displeasure of the Legislators, the Governor approved the resolution of the Assembly to suspend the Chairman of the Mashegu local government area, Honorable Shakiru Shuaibu.

    The Assembly, a month ago, passed a resolution that the Chairman of Mashegu local government area of the state be suspended over alledged financial misconduct and disrespect to the legislators.

    The resolution was taken after an oversight function to the local government where the financial misconduct of the Chairman was exposed; after the resolution was passed, nothing have been heard from the Governor until the notification for the presentation of the budget was received by the Legislators.

    It would be recalled that the Legislators had rejected the lists of Commissioners nominees sent to them by the Governor in a bid to show their displeasure over the number of bills and resolutions he has refused to honor.

    The Legislators have silently declared war for the Governor over his adamant refusal to honor resolutions and bills sent to him by the Assembly and the rejection of the Commissioners nominees list was a tip on the iceberg.
