“All other states are committed to domesticating the policy, ensuring inclusion and empowerment in every one of Nigeria’s 774 local government areas.”

Earlier, while declaring the event open, NGF’s Director General, Dr. Abdulateef Shittu, restated NGF’s commitment to gender equity as a core driver of development.

Shittu said, “I am truly pleased to officially open the inaugural Community of Practice for Commissioners of Women Affairs in Nigeria.

He added, “The NGF remains strongly committed to strengthening gender equity, inclusive governance, and the economic empowerment of women across all states.

“Sustainable development is impossible when half of the population is left behind, and empowering women creates a multiplier effect that strengthens households, communities, and state economies.”

Shittu noted that the CoP was meant to encourage shared learning and joint action, adding: “Collaboration, not isolation, is the gateway to real progress.

Giving the commitment speech on behalf of the states’ Women Affairs Commissioners, the holder of that portfolio in Cross River State, Edema Irom, described the development as “historic and timely.”

Irom, who is the Deen of Commissioners for Women Affairs, explained that the event came at a time when “women’s economic empowerment, political inclusion, and improved governance structures are national priorities.”

She outlined five commitments the commissioners will champion: full domestication of the National Women’s Economic Empowerment Policy, stronger coordination with national and development partners, increased representation of women in leadership and the expansion of data-driven programmes such as the Nigeria for Women Project, and the use of the Community of Practice for peer learning and harmonization of state efforts.

She added, “Progress for women and girls is inseparable from the nation’s growth. The commitments made today represent a strong start toward a more inclusive future where women’s participation and potential are fully recognized,” she said.

In her contribution, the Director of Gender Affairs at the NGF Secretariat, Hauwa Haliru, described the CoP as “a collaborative platform established to enhance gender equality, women’s empowerment, and inclusive governance across all states.”

Ms. Haliru said the forum creates a space for commissioners to “learn from one another, share best practices, and collectively address shared challenges and opportunities in policy design, implementation, and advocacy for women and girls.”

She added, “By fostering this network under the leadership of the Nigeria Governors’ Forum Secretariat and in collaboration with the Dean of Women Affairs Commissioners, the COP aims to drive measurable progress on subnational gender priorities.”

On its vision, Haliru said the COP is “a national platform that accelerates results, peer learning, advocacy, and coordinated leadership for advancing women’s economic empowerment, because the platform connects commissioners, leverages shared expertise, and amplifies collective influence.”

She detailed the objectives of the COP, noting that it will facilitate the exchange of best practices and policy lessons, organize training, drive coherence in gender-related policies, promote collaboration with key stakeholders, develop joint monitoring strategies, and showcase innovative solutions for tackling emerging issues.

On the platform’s effectiveness, she said the commissioners will “advocate as a group, shaping the national agenda and donor engagement,” with dedicated sessions for troubleshooting, peer learning, and adopting practical solutions.

She highlighted key activities such as knowledge sharing sessions, quarterly review meetings, state-to-state mentoring, and rapid response task teams for policy and operational needs.

Governors move to dismantle barriers to food, livestock transport nationwide

Governors of Nigeria’s 36 states have agreed to collaborate on removing key obstacles hindering the smooth transportation of food and livestock across the country.

This resolution was reached at the Nigeria Governors’ Forum (NGF) meeting held Wednesday night in Abuja, with the National Security Adviser, as well as the Ministers of Defence, Agriculture, Livestock Development, and Transportation in attendance.

The governors identified unauthorised checkpoints, illegal taxation, and poor infrastructure as major barriers contributing to food price inflation and inefficiencies in the supply chain.

In a communique issued after the meeting and signed by the NGF Chairman and Kwara State Governor, AbdulRahman AbdulRazaq, the governors also voiced concerns over the World Bank’s failure to fulfil funding commitments under the Nigeria Community Action Recovery and Economic Stimulus (NG-CARES) programme.

They stressed the need for urgent action to improve coordination, reduce logistics costs, and enhance national food security.

It reads: “We, members of the Nigeria Governors’ Forum (NGF), at our meeting held today (Wednesday), deliberated on issues affecting the country.

“The forum received a briefing from the National Security Adviser (NSA), accompanied by the Honourable Ministers of Defence,

Agriculture, Livestock Development, and Transportation, on the rising cost of food and livestock transportation across the country.

“The presentation revealed that the proliferation of checkpoints, illegal taxation, and poor infrastructure are key contributors to price inflation and inefficiencies in the food supply chain.

“The NSA noted that a high-level inter-ministerial committee has been established to address these concerns and has submitted its recommendations for the endorsement of the forum.

“Governors acknowledged the urgency of the matter and expressed commitment to collaborate with federal authorities to streamline levies, dismantle unauthorised checkpoints, and improve the movement of goods across states.

“The Forum received a presentation from the World Bank on the Nigeria Community Action Recovery and Economic Stimulus (NG-CARES) programme.

“The bank highlighted that states have made significant investments totalling over US$2.2 billion through the NG-CARES delivery platforms, with verified impacts reaching over 17 million direct beneficiaries.

“Governors expressed concern over the non-fulfilment of funding pledges by the bank under NG-CARES 1.0.

“The forum emphasised the need for an amicable resolution between the World Bank and participating states to conclude the first phase of the programme. Before advancing to NG-CARES 2.0, which is designed to build long-term resilience for vulnerable households and enterprises.”

    • Supreme Court declines jurisdiction

The 36 state governments and the Nigeria Governors’ Forum (NGF) yesterday lost their judicial battle with the federal government over the central authorities’   application of recovered looted funds.

The Supreme Court held that the suit in which the plaintiffs faulted the non-remittance of the recovered loot into the Federation Account, was wrongly filed before it (apex court).

A seven-member panel of the Supreme Court said in its unanimous judgement that the plaintiffs wrongly ignited its jurisdiction.

The lead judgment was prepared by Justice Chidiebere Uwa, but read by Justice Mohammed Idris.

The plaintiffs had claimed that “between 2015 and 2021 when the suit was filed, the FG has secured both international and municipal forfeiture, recovery and repatriation of “stolen assets” in the sum of NI,836,906,543,658.73, about 167 properties, 450 cars, 300 trucks and cargoes, and 20,000,000 barrels of crude oil worth over N450million,”which it allegedly failed to remit as required by the Constitution.

They alleged that instead of paying the cash into the Federation Account, the FG illegally diverted it into the Consolidated Revenue Accounts (CRA) and other accounts not recognised by the Nigerian Constitution.

The CRAs, according to them, are accounts into which FG’s share from the Federation Account, other federal earnings and funds belonging to specific state governments are paid.

They named such other federal earnings payable into the CRAs as receipts from federal government licenses and land revenue, administrative fees, earnings and sales, rent of government property, interests from federal government investments, repayments from state governments, Personal Income Tax of Armed Forces and others.

The  plaintiffs also claimed  that the Asset Recovery Account and Interim Forfeiture Recovery Account set up to receive revenue from recovered assets was illegal and  the Asset Recovery Regulation a violation of the provisions of the Constitution.

They noted that since 2015, “numerous recoveries of illegally acquired assets have been secured through anti-corruption and law enforcement agencies,” including the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices and Other Related Offences Commission (ICPC), the Nigerian Police Force and the Office of the Attorney General of the Federation.

The plaintiffs, citing sections 162(1), 162 (10) and 80 of the Constitution and Section 2 of the Finance (Control and Management) Act, 1958, argued that recovered funds qualify as revenue payable to the Federation Account instead of the Consolidated Revenue Account of the Federal Government.

They stated that it is “unconstitutional to remit or divert revenue payable into the Federation Account to the Consolidated Revenue Account of the Federal Government or any other account whatsoever, or to apply the said revenue to any other purpose.”

They prayed the court to, among others, declare, “that by the provisions of Section 162(1) and Section 162(10) of the Constitution of all income, returns, proceeds or receipts howsoever described derived from confiscated, forfeited and/or recovered assets constitute revenue of the federal republic of Nigeria, must be remitted to the Federation Account for the collective benefit of the federal, state and local governments.

They urged the court to issue an order compelling the remittance of N1.8 trillion (cash) and N450billion (non-cash) in recovered loot since 2015 into the federation account.

The plaintiffs also prayed the court to compel the defendants to give a detailed account of the recovered assets that is not remitted into the Federation Account by the President as well as all the relevant officials and agencies of government.

Besides, they  wanted  the apex court to compel the Federal Government, through the Revenue Mobilisation and Fiscal Commission (RMFAC), to design the modalities for distributing recovered assets among the federating units.

Governors okay enhanced deployment of technology in fight against insecurity

The governors of the nation’s 36 states have agreed to an arrangement that allows for enhanced deployment of technology by the military in the ongoing fight against insecurity in the country.

They announced their support for the initiative after a presentation by the Chief of Defence Staff, General Christopher Musa on Wednesday night at the meeting of the Nigeria Governors’ Forum (NGF) held in Abuja.

The governors, in a communique issued at the end of the meeting and read by Governor Hope Uzodinma, said they support an innovative security initiative of the military, aimed at strengthening national and subnational capacity for early threat detection and coordinated response.

The communique was signed by the Governor of Kwara State and Chairman of the NGF, Abdulrahman Abdulrazaq.

It reads in part: “The forum (NGF) received a presentation from the Chief of Defense Staff on an innovative security initiative aimed at strengthening national and subnational capacity for early threat detection and coordinated response.

“The project envisions the phased deployment of advanced technology and infrastructure to improve surveillance, crisis management, and public safety.

“Governors expressed support for the initiative’s objectives and underscored the importance of technology-driven solutions in addressing evolving security challenges at the state level.”

The governors said they elected to closely scrutinise a proposal intended to encourage more private participation in the nation’s electricity sector.

“The forum received a presentation on a proposed strategic partnership with Powercom Smart Grid Nigeria Limited (PSGN) aimed at revitalizing the electricity distribution sector through private sector investment.

“Under the proposed agreement, PSGN will assume operational control of select distribution companies (Discos), introduce advanced smart grid technologies, and establish a meter production facility to enhance service delivery and energy access across states.

“The forum noted that the partnership seeks to improve electricity distribution efficiency, support job creation through local manufacturing, and relieve states of legacy sector liabilities.

“Governors received the proposal and would examine the opportunities and benefits therein.”

They also spoke about a collaboration with the Federal Government that is aimed at reforming land administration system in the country.

“The forum received a presentation from the Hon. Minister of Housing and Urban Development on unlocking the economic potential of land through a federal-state partnership for land reform.

“The Minister outlined ongoing housing initiatives under the Renewed Hope Programme and proposed a comprehensive land registration reform to formalize land ownership, enhance tenure security and boost internally generated revenue across states.

“Governors welcomed the initiative, noting its potential to catalyze investment, improve urban planning, and enhance land-based revenue generation.”

Speaking while exiting the meeting venue, Governor Uba Sani of Kaduna State expressed optimism that the rasing wave of killings will spore efforts at actualising the state police concept.

The Kaduna governor suggested the combination of force with non-kinetic approach in the efforts to address the insecurity challenge.

Governor Sani disagreed with the insinuation that the resurgence of killings in some parts of the country was a reflection of the failure on the part of the governors

He noted that by the provision of the Constitution, the governors have limited role to play in relation to security.

The governor was optimistic that the current situation will hasten efforts to ensure that the concept of state police becomes a reality in the country.

“For me, the creation of state police will go a long way in addressing the issue of insecurity, particularly at the sub-national level,” the governor said.

Drawing from his experience, he said it was incumbent on the governors to take steps to address security challenges in their states.

He said: “Take for instance what was happening in Kaduna when I came in. I inherited a system where we had series of communal and religious crises

But, I can tell you that in the last 18 months, or precisely 20 months since I took over, we have not had one single religious or communal crisis in Kaduna.

“So, for me, I believe that as a leader, you have to live by example, by making sure that you carry everyone along; make sure you handle the problem of insecurity and religious merchants.

“They are everywhere. They are the people that can only benefit if there is religious, ethnic and communal crisis.

“From where we come from, we have states where we need to address this issue of diversity. And, in Kaduna, we try as much as possible to carry everyone along.”

Governor Uba tasked security agencies, particularly the military to do more.

He suggested that emphasis should be solely on kinetic approach in view of the limited personnel at the disposal of the security agencies.

IHe said: “in my last interview, I made it clear that we do not have enough booths on the ground. But, no matter how we try to address the issue, we have to look at other aspects, particularly looking at non-kinetic approach.

“This is because, when you look at the security agencies in Nigeria, they do not have sufficient men.

“Look at the military, like I said, we have less than 500,000 military personnel in Nigeria. Look at the entire police force, the entire police personnel in Nigeria is less than 500,000 for a country of over 230,000,000.

‘So, there are a lot of ungoverned spaces in Nigeria – whether in the north, south, everywhere. We have to look at other ways of addressing the issue of insecurity.

“That is the reason why I believe that we have to work together. We don’t need to blame each other. We have responsibilities. We are leaders. We must address the problem,” he said.

Governors sign agreement with China to set up energy planning implementation units

In a move aimed at improving energy planning at the sub-national level, members of the Nigeria Governors’ Forum (NGF) on Thursday signed a memorandum of understanding (MOU) with the Energy China.

Energy China is a major Chinese company known for renewable energy and gas production in China.

According to a statement issued by the secretariat of the Nigeria Governors’ Forum (NGF), the Director General of the NGF, Dr. Abdulateef Shittu signed on behalf of NGF Chairman, Governor Abdulraman Abdulrazaq of Kwara State.

The Executive President of China Energy International Group, North West Africa, Regional Headquarters, Zhu Honggang signed on behalf of the company’s Chairman, Dr. Song Hai Liang.

Speaking on behalf of the NGF Chairman, Gombe State Governor, Inuwa Yahaya said the MOU and the new relationship between both organisations will strengthening the institutional framework for sub-national energy governance through fostering energy security, efficiency, and economic development across the states.

Governor Yahaya, who is also the Chairman Northern Governors’ Forum (NGF), said: ”It is crucial to acknowledge the transformative journey that Nigeria is embarking upon in the area of access to sustainable electricity which includes renewable energy, particularly in the wake of the recently passed Electricity Act of 2023.

”This groundbreaking legislation marked a pivotal moment for our energy landscape, introducing innovative structures that aim to boost investments and enhance the reliability of power supply across the country.

Since the passing of the Electricity Act, we have witnessed a surge of innovations and reforms aimed at revamping our energy sector.

”We are moving towards more decentralized energy solutions, encouraging the integration of renewable energy solutions that can provide sustainable and affordable electricity to our communities,’ he said.

Governor Yahaya noted that the Act has equally laid the groundwork for improving regulatory frameworks, enabling private sector investments, and fostering public-private partnerships, a vital component for the successful implementation of our renewable energy goals.

He added: “We must acknowledge that these advances come with their own set of challenges. Shortfalls in infrastructure, financing, and regulatory hurdles continue to impede progress. We must address these issues collaboratively.

”By fostering partnerships between the government, private investors, and international stakeholders, we can develop innovative financing models, improve capacity building, and enhance grid infrastructure to accommodate renewable energy sources effectively.

”We believe that this relationship with the China Energy International Group will foster a robust development in the acceleration of energy access in the country and the NGF would use its best endeavours in supporting these efforts.”, he said

The Minister of Innovation, Science and Technology, Chief Uche Nnaji noted that the scope of the MOU includes: deployment of renewable energy infrastructure (solar, wind, hydro), and the establishment of a Nigeria-China Renewable Energy Research Centre to drive innovation, technology transfer, and capacity-building.

Nnajib added that the initiative will not only improve energy access, especially in off-grid communities, but also support job creation, investment, and our climate commitments.

He commended members of the NGF for the initiative, noting that the citizens will benefit directly from this long-term vision.

The minister assured of his ministry’s support, adding: “Together, we are building a cleaner, smarter, and more resilient energy future for Nigeria.”

The chairman of the China Energy commission , Dr. Song Liang pledged full implementation of the MOU and ensure full cooperation between Nigeria and China.

Liang stressed the need to prioritise the development of the energy sector as well as supporting the sharing of intelligence on issues relating to renew energy promotion.

Dr. Shittu said that ”Since the passing of the Electricity Act, the NGF has being playing a pivotal role supporting and coordinating the efforts of States in their implementation of the Act.

”In addition, the NGF has established a robust Power Desk which is saddled with the critical role of coordinating the efforts of the States as they strive to implement the Electricity Act. The NGF Secretariat also facilitated the establishment of a Forum of Commissioners of Power and Energy, a platform for all the 36 States energy actors. This platform is designed to institute a community of best practices in the energy ecosystem as a means of advancing our journey to universal energy access.

”The NGF offers a one-stop platform in providing support to the States as they grapple with the enormous responsibility placed on their shoulders by the Electricity Act.

“We have opened up strategic partnerships with relevant stakeholders and donor organisations in the energy space all in our bid to develop and sustain the growth of electricity in the country.

”There is no doubt that this relationship with the China Energy International Group and Energy Commission of Nigeria will further a robust development in the acceleration of energy access in the country and we assure you that the NGF would work with you in supporting these efforts.,” Dr. Shittu said.

  • NGF bars Journalists from coverage of induction programme

The Nigeria Governors Forum (NGF) are not happy with Journalists over the report of the looming recession warning raised on Monday by the Chairman of the forum, Governor Abdulaziz Yari of Zamfara state.

The warning which has generated a lot of backlash for the governor did not go down well with the forum, it was learnt.

Consequently, Journalists who came to cover the day two of the induction programme for newly-elected and returning governors were barred from gaining entrance into the venue.

The three day induction programme is ongoing at the State House Conference Center, (Banquete Hall), Abuja.

The State House Correspondents and the accredited NGF correspondents were not allowed entrance into the venue.

Yari had in his opening remarks on Monday warned incoming governors to be prepared for the possibility of another cycle of recession by the mid-2020 to third quarter of 2021.

The NGF chair who was preparing the minds of the governors, especially the newly elected ones of the challenges ahead had noted that  while the crude oil price was over $100 from 2011-15, the price noise dived to less than 75 percent from 2015 leading to recession.

“On our part, we made a lot of achievements in infrastructural development and provision of social services because we enjoyed a relatively high oil price of about $100 to $114 per barrel between 2001 and the middle of 2014. However, by the mid-2014, the price of crude oil, which is sadly the main driving force of government’s expenditure, dropped to $75 per barrel. It, therefore, became very difficult for many states to even pay salaries of their workers.

“This scenario is a wake-up call for all of you to come amply prepared to face these kinds of challenges, especially since we are expecting the possibility of another cycle of recession by mid-2020 and which may last up to third quarter of 2021. Your good spirit of stewardship will make you contain the situation should there be one. Also, as members of the National Economic Council, you must work hand in hand to boost the economy in tandem with the global best practices.”

As at the time of filling this report, there is no official statement on why Journalists were barred from further coverage.

Not even the Forum spokesperson, Mr. Abdulrazaq Barkindo was able to provide answer to why the reporters were not granted access to the venue.

Barkindo who dismissed the suggestion that the directive came from the NGF posited that the security officials took the decision on their own accord.

He also said all efforts to get them to reverse the decision failed.

  • Banditry: Yari satisfied with military operations

Zamfara State Governor and Chairman Nigeria Governors’ Forum Abdul’aziz Yari Abubakar has appreciated the ongoing operation by the Army and other security agencies against bandits and criminals in the state.

The governor expressed delight and commended the military during a courtesy call visit by the Force Commander of the Operation Sharan Daji Major General Hakeem Oladapo Okiti at the Government House Gusau weekend.

Yari said reports from the areas where the deadly acts of the bandits had been intense indicated efforts by the combined military operations in flushing out the criminals were yielding positive results.

He told the Commander the extent at which residents of Zamfara suffered from the killings of innocent lives and destruction of property by bandits, which halted commercial activities in many areas thereby rendering many people miserable.
