    NAFDAC moves to ease registration of products for MSMEs

    The National Agency for Food and Drugs Administration and Control ( NAFDAC ) has concluded arrangements to ease registration of products for Micro, Small and Medium Enterprises ( MSMEs ) in the country.

    Mr Ademola Mogbojuri, its Acting Director-General made this known in Minna on Monday during a stakeholders consultative forum for Small and Medium Scale Enterprises (SMSEs).

    “NAFDAC is to streamline the registration process to make it easier for MSMEs to register their products with the agency without compromising on quality and safety.

    “I wish to reiterate that NAFDAC is fully committed to the development of MSMEs in Nigeria because a number of efforts have been made and are being sustained,’’ he said.

    Mogbojuri, who was represented by Dr Abubakar Jimoh, NAFDAC Director Special Duties, said that there was need to comply with the Federal Government’s directive to ease establishment of small businesses in the country.

    “It was perceived that a number of the agency’s regulatory processes are stalling the ease of doing business hence the need for more efforts toward addressing the issue.

    “Therefore, I have approved the composition of an in-house committee to harmonise all these processes and drive the implementation of the presidential directive within a specified timeline,’’ he said.

    He called on affected stakeholders to accord the committee the necessary support to enable the agency restructure its operations toward easing the establishment and operation of MSMEs in the country.

    The Acting NAFDAC Boss said that on May 21 Vice President Yemi Osinbajo issued the Presidential Executive Directive on ease of doing business in Nigeria.

    He explained that the directive was premised on transparency, in ministries, Departments and Agency of Government, default approvals, one government directive, entry experience of visitors and travellers and ports operations.

    Earlier, Mr Anikoh Ibrahim, Niger Coordinator of NAFDAC, said that under the Federal Government’s directive 50 per cent discount from the original tariff for registration of products would be applied to companies with staff strength of five and below.

    Ibrahim said that under the arrangement the entire process of attaining NAFDAC registration license would not exceed 90 days.

    He said that the measure would ensure that registration process for bakery license would not exceed 30 days, adding that before now these processes of registration would take a year or more.

    The State Coordinator of the agency said that regulated products under the category include food, drugs, cosmetics, herbal medicines and packed water.

    Also, Malam Abdulwaheed Abdulkadir, chairman Association of Table Water Producers in the state appealed to the agency to ensure that the 30 day new policy for renewal of licenses for existing businesses was extended to newly established businesses.

    Abdulkadir said that such gesture would encourage establishment of new MSMEs across the country and in turn boost the economy.

    Kogi United resumes training for new NNL season Nov. 18

    The management of Kogi United Football Club of Lokoja on Tuesday said the team would resume camping on Nov. 18, ahead of the 2017/2018 Nigeria National League ( NNL ) season.

    The club’s Team Manager, Ameh Henry, said in a statement in Lokoja that the players have been directed to arrive at the club’s camp on or before 11 p.m. of Nov. 18.

    “This is for training to commence the next day,’’ he said.

    Henry added however that the club would not tolerate lateness to camp by players.

    “Such an attitude will attract a fine as the club intends to intensify preparations for the new season early,’’ he said.

    Kogi United’s coach Tunde Abdulrahman has already expressed delight at the team’s performance in the 2016/2017 season.

    Enugu: Over 5,000 security personnel for Nov. 4 LG Polls – Danmalam

    The Commissioner of Police in Enugu State, Mr Mohammed Danmalam, has said that over 5,000 security personnel will be deployed for the Enugu State Local Government polls on Nov. 4.

    He said that the personnel would be drawn from the various security agencies working in the state.

    Danmalam made this known in Enugu on Tuesday that the poll would witness massive vehicular logistics as the security agencies would pull their logistics resources together for the exercise.

    Danmalam said that both armed and plain-clothed officers and men from various security agencies would provide needed security before, during and after the election.

    According to him, the harmonised joint operation for the council poll shows the level of co-operation and synergy among various security agencies in the state.

    “No security agency will be left out in the security duty for the council poll as we have jointly mapped out strategies on how to provide effective policing and security for the election,’’ he said.

    He, however, warned politicians and their followers to abide by the rules of the game, saying that any politician or supporter who contravened the electoral law would be arrested and prosecuted.

    “Yes, let me use this avenue to warn troublemakers to steer clear of Enugu State, especially within the election period.

    “Under my watch, we will not tolerate ballot box snatching, violence and hooliganism from anybody.

    “All forms of violence and intimidation is outlawed in this election,’’ Danmalam said.

    We recall that the Enugu State Independent Electoral Commission ( ENSIEC ) had fixed Saturday, Nov. 4, for council poll in the state.

    The council poll would be carried out simultaneously for the positions of chairmen and Councillors in the 17 Local Government Areas and 261 political wards in the state.

    Various political parties and ENSIEC had on Thursday signed a peace bond in the presence of the police commissioner at a stakeholders’ parley with the police.

    Plateau FA Chairman calls for committee to help Plateau United

    Plateau Football Association (PFA) Chairman, Sunday Longbap, has called for an immediate constitution of a committee to help Plateau United Football Club successfully play in the 2018 CAF Champions League.

    Longbap said this on Tuesday in Jos that the committee was imperative for the club to succeed.

    “Playing continental football is different from playing in the country’s league.

    “On the continent, apart from a quality team, you need a vibrant committee to help the team achieve its target.

    “And, for Plateau United who are debutants in continental football, the need for the committee becomes even more imperative,” he said.

    The chairman said the committee must be composed of all critical stakeholders in the football circle in the state.

    He said there was need for adequate preparation because, this time around, Plateau United would be going beyond the state level to represent the entire country as a continental showpiece.

    “Representing the country brings about the need for adequate and timely preparations,’’ Longbap said.

    The Plateau FA Chairman, who said winning the 2016/2017 Nigeria Professional Football League (NPFL) title by Plateau United was the Association board’s happiest moment commended the state governor, Simon Lalong.

    “His unwavering support for the club ensured their emergence as NPFL champions,’’ he said.

    Longbap also commended Lalong for the resumption of work at the ultra-modern new Zaria Road Stadium in fulfillment of his promise.

    “The governor promised the team that they will play their continental matches in the new stadium if they win the league and work has since resumed in the stadium.

    “We believe that the stadium will be ready in February when the 2018 CAF Champions League will start,” he said.

    Longbap assured the team and the state government that the PFA would do all that was needed of it in ensuring that Plateau United gave its best on the continent.

    Court docks Osun monarch over alleged breach of peace

    The police on Monday arraigned a 60-year-old monarch in Osun, Oba Suleiman Oloyade, who allegedly conspired with others to breach the public peace.

    The prosecutor, Sgt. Rasak Lamidi, told the court that the royal father committed the offences in May at Igbokiti in Osun.

    Lamidi submitted that the monarch conspired with others at large to breach the public peace which resulted in malicious damage of some property worth about N5 million.

    He added that the accused gave false information to the police when arrested.

    The prosecutor said the offences contravened Sections 516, 451and 125(a) of the Criminal Code of Osun, 2003.

    The monarch, however, pleaded not guilty.

    His counsel, Mrs Olubukola Akintajuwa, prayed the court to grant him bail on liberal terms.

    The Magistrate, Mrs Aishat Oloyade, granted the accused bail in the sum of N5 million with two sureties in like sum.

    She said that the sureties must reside within the court’s jurisdiction and provide evidence of tax payment.

    The magistrate adjourned the case until Dec. 7 for substantive hearing.

    Edo Assembly approves reduction of 2017 budget

    The Edo House of Assembly on Monday approved a downward review of the state’s 2017 budget, as proposed by the executive arm of government.

    It will be recalled that Gov. Godwin Obaseki, had on Oct. 16, wrote to the house to approve the budget’s reduction from N153.18 billion as passed in February to N127.92 billion.

    In the reviewed bill, the government slashed the recurrent expenditure from N76.5 billion to N66.9 billion, while the capital expenditure was also reduced from N76.6 billion to N61.8 billion.

    Moving the motion for the consideration of the bill, the Majority Leader, Roland Asoro (APC -Orihionmwon South), said the reduction in the budget was to allow the state government meet the prevailing economic realities.

    He also explained that the reduction was due to the dwindling allocations from the Federation Account, arising from the fall in oil prices at the international market.

    The Deputy Speaker, Victor Edoror (APC – Esan Central) seconded the motion.

    The house unanimously adopted the motion.

    The Speaker, Kabiru Adjoto, said that the 2017 Appropriation Act had to be reviewed downward because of dwindling revenue.

     ‘‘We are reviewing the budget downward to reflect the reality of the nation’s economy,” he said.

    House rules 20, 27, 42 43 44 and 45 were suspended to enable the lawmakers consider the bill.

    Wike lauds NAN neutrality, seeks more partnership

    Gov. Nyesom Wike of Rivers has lauded the neutrality of the News Agency of Nigeria (NAN) in reporting activities of his administration and efforts at enhancing developmental journalism.

    Mr Simeon Nwakaudu, Special Assistant to the Governor on Electronic Media, made the disclosure on Monday during a courtesy visit to NAN, South-South Zonal Office in Port Harcourt.

    Nwakaudu told the Zonal Manager, Mr Dianabasi Effiong, that the governor was appreciative of the agency’s work in the state and in providing credible information on issues affecting the state.

    He said that in spite of being a Federal agency, the agency has not displayed any bias in the coverage of the state including activities of the PDP-led administration.

    He said: “I am here formerly to interface with your esteemed organisation in view of the wonderful contribution of NAN in areas of news coverage in the state.

    “NAN is a strong organ in the dissemination of news. We are aware that developmental journalism premised on facts is critical to the sustenance of development and democracy across the country.

    “We always like to interact with agencies like NAN that promote credible information. Although NAN is a federal agency they have tried very hard to be neutral in the dissemination of information.

    “We are in opposition party in Rivers but you are still giving us good coverage. We already have a partnership with NAN.

    “We assure you we are going to extend it based on discussions we are currently having.

    “We want you to use your good offices to deploy your very qualified manpower to touch on the very critical areas that the governor is reaching out to, especially developmental projects.

    “These projects cut across different sectors of the economy, infrastructure, health, education and other key areas.

    “It will be wise for us to have you touch on or report human interest stories for people to get to know what is happening around them.

    “Such stories can be done in areas like Port Harcourt Pleasure Park, entertainment, tourism, ecumenical centre, general hospitals in different local government areas, key roads like Sapenwa-Bori, and Ogoni-Andoni-Opobo Unity roads.

    “These are key areas that affect the daily living condition of the people and we are seeking a partnership with NAN in those key areas.

    “NAN had been there; you have the required manpower, people who can do reports objectively and project what is happening for people to get to know what is happening around them.’’

    He said that Wike embarked on key development projects for people to appreciate governance and understand that although there were different political groups and parties, things were happening in different parts of Nigeria.

    “Our governor, Nyesom Wike is about the best in the country. What we want to do is that these areas that we impact positively on the lives of the people are thrown up for people to see and appreciate.

    “We do this for people to appreciate the importance of governance and democracy and inspire other governors who give excuses that they cannot perform because we have economic downturn.

    “We have shown that salaries are being paid, our government is still working and government is doing projects and what is expected of them.

    “I am glad to be here and assure you that we will continue to work together and ensure that it is in our best interest to keep information flowing in the best interest of our people,’’ he said.

    In his response, Effiong assured the government that NAN was not an institutional opponent, but a core professional body guided by patriotism in projecting the truth without prejudice.

    According to the zonal manager, NAN will sustain its partnership with Rivers government through its local and international services, entertainment, tourism and other critical areas of news dissemination.

    NDLEA seizes 2,005kg of Indian Hemp in 2 days – Commander

    The National Drug Law Enforcement Agency ( NDLEA ) Niger Command, said it arrested five suspects and seized 2005 kilogrammes of Indian Hemp in two days.

    NDLEA Commander Egwunwoke Silvia disclosed this in an interview  in Minna on Monday.

    She said that a suspect was arrested with 37 bags of the substance weighing 337 Kilogrammes concealed in a Mitsubishi Canter truck conveying mattresses.

    She said that the mode of concealment was to beat security checks and the consignment was intercepted at Jebba by officials of the agency while being transported to Gwada in Shiroro Local Government Area.

    The Commander explained that the Kagara Area command o0f the agency also intercepted a canter truck conveying 66 bags of compressed dried weeds suspected to be India hemp weighing 1,668 kilogrammes.

    She said that four suspects were arrested and investigation had already commenced.

    ” The interception of these concealment have in no small measure prevented the risk of having such large quantity of this deadly substance in circulation in our midst.”

    She said that the command had resolved to ensure that the merchants of death were chased out of the state through aggressive security measures that would stem their nefarious activities.

  • Belgore’s N500m fraud charge: Join me as defendant, Diezani tells court

    A former Minister of Petroleum Resources, Diezani Allison-Madueke on Monday asked a Federal High Court in Lagos to issue an order, listing her as a party to a N500 million fraud charge involving a Senior Advocate of Nigeria, Dele Belgore.

    The Economic and Financial Crimes Commission ( EFCC ) had charged Belgore together with a former Minister of National Planning, Prof. Abubakar Suleiman, on a five-count charge bordering on N500 million fraud.

    The EFCC had named the former petroleum minister as an accomplice in the criminal trial.

    She was however, described as being “at large”.

    The EFCC prosecutor, Mr Rotimi Oyedepo had opened the case for the prosecution and had already called two witnesses in the ongoing trial.

    Meanwhile, at the last adjournment on Oct 6, Allison-Madueke, through her lawyer, urged the court to compel the Attorney-General of the Federation to extradite her to Nigeria from the United Kingdom to defend herself.

    Justice Mohammed Aikawa had adjourned the case to hear the motion to join Allison-Madueke.

    At the resumed trial on Monday, Mr Onyechi Ikpeazu (SAN), counsel representing Allison-Madueke (the applicant), urged the court to grant his application for “joinder of the applicant” in the sole interest of justice.

    “My lord, we have a motion dated Sept. 29 and an affidavit of 16 paragraphs together with a written address which we rely on.

    “We have received the counter-affidavit of counsel, but there remains yet one consideration which should touch conscience of parties.

    “In four counts of the charge, the applicant’s name was mentioned clearly and there is no alteration to the fact that she has been charged; it simply suggests that it is a consummated complaint.”

    According to Ikpeazu, by the definition Section of 494 (1) of the Administration of Criminal Justice Act, a defendant is any person against whom a complaint or charge is made, while a charge refers to an allegation that any named person has committed an offence.

    He argued that from count one to count four, the name of the applicant was mentioned as an accomplice, adding that it would be in the interest of justice to join her in the charge.

    Persuasively citing the authority of Frn vs Jide Omokore, FHC/Abj/CR/121/2016, which he argues bears similarity with the instant case, he noted that the judge had struck out the charges on similar grounds.

    “We will have no objections if the applicant’s name is extracted from the charge, then, trial can proceed. Otherwise, she should be included in the charge.

    “I know that she will be happy to come and face the trial,” he told the court.

    Objecting to the motion for joinder, counsel to the first accused, Mr E. O. Shofunde (SAN), informed the court of his counter-affidavit filed in opposition to the application.

    Firstly, Shofunde, argued that the applicant was not a necessary party to the suit since in the end, the court will only decide the guilt or innocence of the first and second accused who were charged.

    Again, he contended that by the combined provisions of Sections 216(2), 221, 273, 274, and 494(1) of the Criminal Justice Act, only the prosecution could exercise the power to amend a process during trial.

    He argued that it will be “incongruous” for any other party to seek an amendment of a criminal charge, adding that the court will not make an order in vain.

    Besides, the counsel argued that it will amount to a waste of precious judicial time if that amendment was allowed since some progress had been made in the case.

    In his response, Oyedepo, agreed with the first defence counsel and vehemently opposed the application for joinder, citing the Ewenla Vs State case.

    He noted that where trial had commenced, the state could only amend a charge for purposes of adding offences and not defendants.

    Oyedepo said:“Iif an amendment is allowed at this stage, it will occasion a miscarriage of justice.”

    He added that several attempts were initially made to interrogate the applicant, but that she fled to London after she got wind of the move by the EFCC, and has since then, carefully avoided any meeting with the commission.

    According to Oyedepo, it is misconceived and too late in the day for the applicant to now seek to be joined in the charge when she is already under investigation in London.

    He submitted that whenever the applicant returns to Nigeria, she can still be tried as time does not run against the prosecution in criminal trial.

    After listening to the counsel, Justice Aikawa fixed Nov. 1 for ruling.

    In the amended charge, Diezani was alleged to have conspired with Belgore and Sulaiman on or about March 27, 2015 to directly take possession of the sum of N450 million which they reasonably ought to have known forms part of proceeds of unlawful act.

    They were also alleged to have taken the said funds in cash which exceeded the amount authorized by law without going through the financial institutions.

    Belgore and Sulaiman were also alleged to have paid the sum of N50 million to a man, Sheriff Shagaya, without going through any financial institution.

    The offences contravened the provisions of Sections 15(2)(d), 1(a), 16(d) and 18 of the Money Laundering (Prohibition) Amended Act, 2012.

    Gombe approves N8m for anti-snake venom

    Gombe State Government on  Monday said it had approved N8 million for the procurement  of anti-snake venom for the Snake Bite Treatment Centre, Kaltungo.

    Dr Kennedy Ishaya, Commissioner for Health, Gombe State, disclosed this to newsmen in Gombe.

    He said the state government would inform the public as soon as the venom arrive the centre.

    Kennedy said the centre provided free treatment, antibiotics as and surgical care to patients bitten by snakes.

    He said the Federal Government had  in July provided 100 ampoules to the centre, adding that all the drugs had been exhausted.

    He said patients from parts of the country,  Cameroun and Chad Republic were patronising the centre for snake bite treatment.

    He, however,  said that the new 250-capacity ward for snake bite treatment was furnished with modern equipment, adding that the ward would be inaugurated in November.

    The commissioner appealed to the federal government to supply additional ampoules.

    Dr Abubakar Balla, offiicer in charge of the Centre, that the centre had stopped  admitting patients because there was no drug.

    “We do not have drugs to treat patients at the moment. Currently there are only 10 persons on admission.

    “We can only treat those who can afford to buy drugs outside the hospital,’’ he said.

    Balla commended the state government for approving N8 million to  procure drugs.
