  • Is Nigerian Police Act gender-biased?

    CLAIMS:

    1) A female police officer needs to seek permission of the Commissioner of the police in the state where she is serving if she wants to get married;

    2) That a female Police Commissioner is not allowed to take in till after two years of the official confirmation as an officer;

    3) A single female police officer that gets pregnant will be discharged from the force;

    4) A married woman cannot be enlisted as a female policewoman in Nigeria.

    MOSTLY TRUE: The real question is what is going to be done about this? The viral nature of this particular issue is clearly evident and as to whether it will elicit a response from the government or its agencies is yet to be seen.

    What started out over two weeks ago on a few threads has gone viral across several chat platforms.

    Yes, several Whatsapp and Facebook chats have been circulating this message informing the public on the stringent rules and regulations made available to female police officers. The consensus is that these regulations do not reflect gender balance.

    The message sparked discourse across various circles in which it was shared. This was not only consequent on its controversial nature, but also as a result of the age of enlightenment and female empowerment in which we now live in.

    It is against the backdrop of this intellectual drama and equality discourse, The Nation and Dubawa have decided to do a fact check on some of the claims.

    VERIFICATION

    Efforts to reach out to the Police Force- Public Relation Officer (FPRO), Frank Mba went unanswered. Text messages and WhatsApp messages were sent to him as his numbers were repeatedly unavailable. After a few days, he replied saying: “I will check and get back to you.” But as at the time of writing this report, he was yet to reply to the messages.

    The next logical step in the research led to the Police Act and Regulations Cap P19, L.F.N, 2004 (the Act), Part V (5) titled ‘Enlistment , rank and file’.

    Claim 1- TRUE: A female police officer needs to seek permission of the Commissioner of the Police in the state where she is serving if she wants to get married .

    This particular claim has already attained viral coverage, BBC inclusive. However, we referred to Part 5- Sub-section 124 of the Act titled “Women police to apply for permission to marry”. It showed the claim is in fact true.

    Claim 2- FALSE: A female Police Commissioner is not allowed to take in till after two years of the official confirmation as an officer.

    This particular claim was not found present in any publicly accessible legislation or acts. However, section 125 of the Act (as seen in the green highlight in the image above) provides some insight. No “special privileges” is somewhat vague and is subject to various interpretations. Nonetheless, taking it literally means no disparity exists between married and unmarried women in the Nigerian Police Force.

    Claim 3- TRUE: A single female police officer that gets pregnant will be discharged from the force.

    We referred to subsection 127 of The Nigeria Police Regulations Part V. The section titled Pregnancy of unmarried women police (as seen in the purple highlight in the image above) confirms the veracity of the claim.

    Claim 4- TRUE: A married woman cannot be enlisted as a female policewoman in Nigeria.

    We also referred to the Act. Specifically, Nigeria Police Regulations 1 Part V Sub-section 118. Several platforms like Daily Trust amongst others covered this claim. It was emphasized in italics as seen in the screenshot below:

    CONCLUSION

    Most of the claims are true. But the real question is what is going to be done about this?

    The virality of this particular issue is clearly evident and as to whether it will elicit a response from the government or its agencies is yet to be seen.

  • PDP primaries: aspirant resigns party membership

    An aspirant in the just-concluded primaries of the Peoples Democratic Party (PDP), Joshua Macaiver, has resigned his membership of the party.

    Macaiver, a popular ex-militant leader from Southern Ijaw Local Government Area of the state, sent his resignation letter to the PDP chairmen in Olodiama ward 2, ward 4 and Constituency 4.

    Macaiver, who was the first to establish a campaign office along Isaac Boro Expressway, Yenagoa scored seven votes out of the 1,244 votes cast in the primaries.

    Though the ex-militant leader in the letter dated September 4 cited personal reasons for withdrawing his PDP membership, sources said Macaiver took the action to support his kinsman and candidate of the All Progressives Congress (APC), Chief David Lyon.

    The source, who spoke in confidence, said the aspirant had picked the membership card of the APC and would soon be unveiled as APC member in a grand ceremony.

    Macaiver’s letter said: “I, Great Joshua Macaiver, a card-carrying member and also an aspirant in the just-concluded gubernatorial primaries in Bayelsa, wish to express my intention to withdraw from the Peoples Democratic Party (PDP).

    “The reasons for this withdrawal from the party on this day, 4th of September, 2019 is strictly personal. I am grateful to the party for giving me a platform to be a very active member in its development at the ward level and state in general”.

  • BREAKING: APC NWC, Kogi guber aspirants meet

    The National Working Committee of the All Progressives Congress (APC) on Thursday met with the 16 aspirants who purchased nomination forms to contest the party primary ahead of the November 16 governorship elections.

    Governor Yahaya Bello was declared winner of the primary contested by nine of the 16 aspirants while seven were disqualified by the party.

    Chairman of the Party Comrade Adams Oshiomhole said the meeting was called to listen to the aspirants and those who were not allowed to participate and to thank on their resolved to put the events leading to the primary behind them.

    He said most of the aspirants have resolved not to go to court to challenge the process hut to work with Governor Bello to deliver the party in the forth coming election.

  • Xenophobia: FG reads Riot Act, warns against attacks on foreigners

    The Federal Government on Thursday read the Riot Act against hoodlums and miscreants who are attacking foreigners and business premises over Xenophobia clashes in South Africa.

    It also said it has discovered that some unscrupulous people are engaging in disinformation to inflame passion by using fake news and videos of non-related attacks.

    It expressed regrets that some hoodlums have hijacked the peaceful protests by some Nigerians to loot shops at Shoprite and other malls in some locations across the country.

    But the government said apart from evacuation, other measures are being considered to decisively tackle this cankerworm of xenophobic attacks against Nigerians in South Africa.

    The Minister of Information and Culture, Alh. Lai Mohammed, who gave update in Abuja on steps to curtail reprisals, said those attacking foreigners, including South Africans, are to face justice.

    He said: “ Of course, a number of other measures are also being considered by the government to keep Nigerians in South Africa safe. But the purpose of this press conference is to reiterate the appeal to Nigerians, who are justifiably angered by the attacks on their compatriots in South Africa, not to resort to self-help by carrying out reprisal attacks against South African businesses in Nigeria; to alert Nigerians to the fact that some unscrupulous people are engaging in disinformation to inflame passion by using fake news and videos of non-related attacks; to very strongly warn the naysayers and hoodlums who might want to capitalize on the widespread disenchantment and anger of Nigerians over the attacks in South Africa to foment mayhem, and to appeal to Nigerians, especially opinion leaders, not to allow raw emotions to guide their response to the attacks.

    “ I will take the issues one by one, starting with the attacks on South African businesses in Nigeria. Reports of these attacks, which have dominated the social and traditional media in the past two days, are quite disturbing and depressing. Obviously, hoodlums have hijacked the peaceful protests by some Nigerians to loot shops at Shoprite and other Malls in some locations across the country.

    “ A Nigerian lady whose shop was looted at the Novare Mall in Lagos said she lost millions of naira to the hoodlums who looted her shop. The offices of the MTN nationwide have either been attacked or threatened. Other South African firms have either shut their doors or are open under heavy security.

    “ As we said in our intervention on Tuesday, Nigerians own and run the shops in the various Shoprite malls across the country. Nigerians work there also. MTN is listed on the Nigerian Stock Exchange and the investors in this company are Nigerians. The workers are mostly Nigerians. Same applies to other South African businesses in the country. By attacking them, we are hurting our own people. That is the blunt truth.

    “Some hoodlums have also targeted foreigners under the guise of protesting against the xenophobic attacks in South Africa. This is saddening.

    “If we are complaining that South Africans are attacking Nigerians in South Africa, how then can we tolerate Nigerians attacking Nigerians and foreigners right here in Nigeria? What purpose do such attacks serve, other than for Nigerians to lose their investments and jobs?

    “Must we cut our nose to spite our face? It is in this light that I want to assure all Nigerians, and indeed foreigners living in Nigeria, that the Federal Government has put in place adequate security measures to protect the lives and property of all.

    “The security agencies have been put on high alert, and looters will be arrested and made to face justice.”

    Mohammed said it was unfortunate that some Nigerians had been using old video clips to instigate some hoodlums to attack foreigners and South African businesses in the country.

    He asked Nigerians to be circumspect of fake videos which had been designed to inflame passion.

    He said three of such videos on alleged killings of Nigerians in South Africa were fake.

    He advised those behind the videos to immediately desist from doing so forthwith.

    He added: “ I also want to use this press conference to alert Nigerians to the video clips being circulated on the social media, purportedly showing how Nigerians are being killed in South Africa. Three of such videos come to mind:

    · One video shows a man who has been set ablaze trying to escape, and those circulating the video identified the man as Nigerian. This is not true. The video shows Mozambican Ernesto Alfabeto Nhamuave, a victim of xenophobic violence in South Africa in 2008, and it is not that of a Nigerian being attacked in 2019.

    · Another video shows those said to be Nigerians jumping down from a multi-storey building that was purportedly set on fire by xenophobic attackers in South Africa. This is fake news as the video is that of a Suraj Coaching Centre in Gujarat State, India, that was gutted by fire on May 24, 2019, leaving about 18 people dead.

    · The third video, purportedly showing the bodies of Nigerians who were burnt in xenophobic attacks, is the raw footage of those who were killed in a Tanzanian fuel tanker explosion in Morogoro that left at least 60 dead on Aug. 10 2019.

    “Those who are circulating these videos should immediately desist from doing so. Apart from inflaming passion, the videos are also complicating the efforts of the government to calm frayed nerves at home in the wake of the xenophobic attacks in South Africa.

    “Recall, gentlemen, that we alerted Nigerians to the dangers posed by fake news and disinformation when we launched our National Campaign Against Fake News on July 11 2019. That campaign is more urgent now than ever, and I implore the media, in particular, to give it a renewed play. Fake news and disinformation represent a clear and present danger to every society.

    “We want to appeal to our opinion leaders and celebrities to be guarded in their utterances and comments on the xenophobic attacks and the reactions from Nigerians. Words have meaning, and wrong words are like poisoned darts. In the words of the Buddha, ”Better than a thousand hollowed words, is one word that brings peace.”

    Mohammed assured that the government will protect Nigerians wherever they might be all over the world.

    He said other measures are being considered to tackle xenophobic attacks against Nigerians in South Africa.

    But he was silent on the contingencies being put in place by the Federal Government.

    He avoided questions from newsmen to avoid, what a source described as “joining the fray.”

    He added: “The Federal Government will leave no stone unturned to protect Nigerian citizens anywhere around the world, including South Africa where they have been subjected to repeated xenophobic attacks, with terrible consequences that include loss of lives and property

    “ President Muhammadu Buhari has dispatched a special envoy to meet with his South African counterpart, Cyril Ramaphosa, while Foreign Affairs Minister Geoffrey has summoned the South African High Commissioner to Nigeria. Of course you are aware that Nigeria is recalling its High Commissioner to South Africa, in addition to boycotting the World Economic Forum on Africa taking place in South Africa. Government is also ready to evacuate Nigerians willing to return home from South Africa, in addition to other measures being considered to decisively tackle this cankerworm of xenophobic attacks against Nigerians in South Africa.”

    Mohammed urged opinion leaders in the country to be guarded in their comments.

    “We appeal to Nigerians who are angered by the xenophobic attacks on their compatriots in South Africa not to engage in reprisal attacks, because such attacks hurt our own people more. We also want Nigerians to know that wrong videos and disinformation are being circulated on social media to inflame passion and distort the plight of Nigerians in South Africa. Nigerians should be wary of the purveyors of these wrong videos.

    “We strongly warn hoodlums who may wish to hide under the peaceful protests by Nigerians to loot, maim and kill that the security agencies will apprehend and bring them to justice. And to opinion leaders, we ask that they be guarded in their comments,” he said.

  • Why Fayemi, El-Rufai are attending WEF despite FG’s boycott – Onyeama

    The Minister of Foreign Affairs, Geoffrey Onyeama, on Thursday, said that governors already attending the World Economic Forum (WEF) in South Africa is not an affront to the decision of the Federal Government of Nigeria.

    According to him, those governors and other individuals were already in South Africa before a decision was reached for Vice President Yemi Osinbajo to boycott the WEF due to xenophobic attacks in South Africa.

    Briefing State House correspondents in Abuja, he also pointed out that the WEF is an international function, which was not organized by South Africa.

    “The forum started a long time ago and the governors were already there before our decision was taken”, he said.

    According to him, Nigeria only stated a position that its top officials would not be in Capetown to register its protest against the xenophobic attacks.

    Some of the Nigerian governors who have gone ahead to attend the World Economic Forum included the Chairman of the Nigerian Governors Forum, and Ekiti State Governor, Dr Kayode Fayemi, and Nasir El-Rufai of Kaduna State.

    Other Nigerians participating at the forum include a former Minister of Education, Obiageli Ezekwesili.

  • NLC berates IPOB for incessant attack on Ohanaeze leader

    The Nigeria Labour Congress, Enugu State Chapter, has condemned the incessant attacks on the President General of Ohanaeze Ndigbo, Chief John Nnia Nwodo, by the Indigenous Peoples of Biafra (IPOB).

    Speaking when the leadership of the NLC paid a solidarity visit to Nwodo in his house, its State Chairman, Comrade Virginus Nwobodo, said that it was unfortunate that rather than pour accolades on Nwodo whom he described as a solid and progressive leader whose type he said Ohanaeze Ndigbo has never had, IPOB was insulting such a revered leader.

    The NLC said they rose to “condemn unequivocally the venomous outburst, insults, boundless vituperative attacks on one of the great leaders of Igbo nation”.

    They described Nwodo as an “erudite, courageous, eloquent and well respected son” of Igbo land and described those attacking him as “suffering from delusion of grandiosity”.

    The NLC said Nwodo must have denied himself certain comforts and positions in the government of the country just to achieve justice and serve humanity.

    The NLC decried any situation that could lead to another war and urged IPOB to embrace peace that can lead to a referendum/restructuring.

    Nwodo thanked the NLC for their unflinching support, especially at this critical period in the nation’s history.

    Nwodo regretted that after campaigning for the release of the IPOB leader from detention and defending IPOB at different fora, including outside the country, he would become the object of invectives and abuse by the organisation.

    He said that he was glad that he has been able to awaken the consciousness of Ndigbo and Nigerians at large to the need for an equitable and egalitarian society, and pledged to use the remaining fifteen months of his tenure to work assiduously not to disappoint those who support and believe in him.

  • WEF: Ezekwesili, others deserve to be sent to Nuremberg – Fani Kayode

    Former Minister of Aviation, Femi Fani-Kayode, has said that Nigerians who attend the World Economic Forum(WEF) in South Africa deserves to be sent to Nuremberg, Germany for the next yam festival.

    He spoke hours after former Minister of Education Oby Ezekwesili, came under fire for attending the ongoing WEF in South Africa despite federal government’s boycott of the event over xenophobic attacks on Nigerians in the country.

    According to the former Minister, those who attended the summit are ‘pissing’ on the blood and dancing on the graves of their compatriots that have been tortured and butchered in the streets of South Africa.

    He wrote: “Nigerians that attend the World Economic Forum in South Africa deserve to be sent to Nuremberg, Germany for the next yam festival!

    Nigeria, alongside some African countries, boycotted the two-day summit holding in Cape Town following the attack on foreigners in South Africa.

    Ezekwesili earned heavy criticisms from Nigerians after photos of her attending the summit surfaced on social media.

    The Federal Government a few minutes ago warned against attacks on foreigners, malls and business concerns in reprisals over Xenophobic protest in South Africa.

    It said reprisals are hurting more Nigerian investors than any other group.

    It also alerted Nigerians that fake videos are in circulation to inflame passion.

    Apart from evacuation of stranded Nigerians in South Africa, it vowed to take more measures to protect them.

    The Minister of Information and Culture, Alh. Lai Mohammed made the government’s position known at a briefing in Abuja.

    Mohammed refused to entertain questions after the briefing.

  • NNPC: We ‘ve enough aviation fuel

    The Nigerian National Petroleum Corporation (NNPC) has assured that it has enough stock of aviation fuel to meet the needs of airline operators and other consumers of the product.

    A press release by the corporation’s spokesman, Mr. Ndu Ughamadu, stated that the assurance became necessary to douse rumours in certain quarters that there was shortage of aviation fuel in the country.

    The corporation stated that contrary to insinuations of shortage, there is a stock of over 80million litres of aviation fuel in its storage, enough to last for over 37 days at current daily consumption, even if more cargoes of the product were not imported within the period.

    NNPC, therefore, enjoined airline operators and other consumers of the product to discountenance the rumours and go about their businesses without fear or distraction.

    Ughamadu urged marketers and other players sub-sector to desist from any action that could impede supply and distribution of the product, stressing that the corporation would do everything within its powers to sustain the seamless supply of petroleum products nationwide.

    He called on Nigerians to remain vigilant and report anyone found engaging in product hoarding or diversion to the industry regulator, the Department of Petroleum Resources (DPR), or to any law enforcement agency around them.

  • Kogi 2019: PDP congratulates Wada, says victory is sure

    The Peoples Democratic Party in Kogi State has congratulated the winner of its Tuesday governorship primary, Engr. Musa Wada, saying that its victory at the November 16 election is sure.

    According to the party’s spokesman in the state, Bode Ogunmola, the party battled against all odds to meet the deadline for the submission of names to the Independent National Electoral Commission (INEC), and it is now positioned for victory.

    While noting that the winner worked hard to win the party’s ticket, the PDP called on other aspirants to close ranks and work for victory at the November 16 poll.

    It reiterated that the PDP remains one big family and urged other aspirants to put the primary behind them and join the flagbearer and the party to deliver the state to the PDP and save the people from bad governance.

    With the primary over, the party said, fireworks to win the election would begin in earnest.

    It appealed to supporters of other aspirants to work with the winner to actualise the victory of the party at the poll.

    It called on stakeholders, especially the INEC and security agencies to create a level playing field for all parties.
